city
council
meeting
for
march
23
2022.,
as
my
late
mother,
used
to
say,
you're
a
sight
for
sore
eyes.
It's
nice
to
see
so
many
of
you
here
in
the
council
chamber,
along
with
our
staff
members
of
the
press
and
council
staff
at
albie
avenue.

Well,
as
I
mentioned
it's
great
to
see,
council
colleagues
here
for
the
first
time
in
over
two
years
and
it's
my
pleasure
to
welcome
our
guest
of
honor
zexi
lee
if
she
would
come
forward,
please,
along
with
her
counselor
councillor
mckinney
for
our
very
first
mayor
city
builder
award
for
this
year
and
for
the
last
two
years.
A
People
who
have
demonstrated
an
extraordinary
commitment
to
making
our
city
a
better
place
through
volunteerism
or
exemplary
action
through
her
actions
during
the
occupation
of
ottawa.
Mrs
lee
demonstrated
exemplary
commitment
to
the
well-being
of
her
neighbors
and,
in
fact,
the
entire
community,
like
others
in
downtown
neighborhoods.
She
felt
growing
frustration
as
residents
were
subjected
to
relentless
honking
fireworks
and
choking
diesel
fumes
from
the
convoy
of
trucks,
clogging
the
downtown
core
with
governments
at
all
levels,
paralyzed
to
see
a
peaceful
and
quick
end
of
this
occupation.
A
Ms
lee
stepped
up
and
took
action
when
the
public
needed
it
most.
The
occupation
disrupted
the
daily
lives
of
residents
and
caused
incredible
hardship
for
the
most
vulnerable
in
our
community,
especially
for
those
with
health
and
mobility
issues.
Ms
lee
wanted
to
do
something
to
help
people
in
her
community
who
were
suffering
and
she
emerged
emerged
as
a
brave
community
leader
who
stood
up
for
justice
and
peace
in
the
face
of
some
very
angry
people.
A
She
was
introduced
to
ottawa
lawyer
paul
champ,
who
now
leads
the
legal
team
representing
downtown
residents
in
a
class-action
lawsuit
against
the
self-proclaimed
freedom
convoy
demonstrators.
Mislea
is
an
articulate
21
year
old
public
servant,
who
became
a
community
spokesperson
and
the
face
of
the
class
action
lawsuit.
Her
actions
brought
an
injunction
that
prohibited
participants
in
the
protest
from
using
vehicle
horns
in
the
vicinity
of
the
downtown
area.
A
Downtown
restaurants
join
the
class
action
lawsuit,
raising
its
claim
to
306
million
dollars
in
damages
for
the
disruption
of
their
lives
and
livelihoods.
By
the
drawn
out
demonstration,
the
plaintiffs
included
the
residents
of
downtown
ottawa,
represented
by
ms
lee
businesses
and
employees
who
lost
wages
whose
businesses
were
forced
to
shut
down
due
to
the
protests.

ottawa

were
a
resident
that
was
directly
affected.

in
managing
this
whole
mess.

units

us

concerned
about

penalty
piece.

heard
from
residents
who

concerned
particularly
seniors,
who
do
their
banking,
their
property
tax
through
a
bank,
and
they
don't
see
paper
so
I'm
very
very
concerned
about
missing
the
deadline
not
being
aware
of
the
deadline.

So
I'd
like
to
get
some
answers
on
what
we
can
do
for
those.
I
appreciate
the
the
number
of
circumstances
that
have
been
covered
off,
but
one
of
the
concerns
I
have-
and
we
do
have
the
highest
number
of
seniors
in
in
the
city
in
in
bayward
to
prevent
just
not
realizing
this
happened
and
being
caught
out
totally
innocent.

It's
really
important
that
we
get
this
right
and
we're
committed
to
doing
so
we're
making
a
significant
investment
in
our
communications
and
targeted
communications
with
specific
to
certain
groups,
so
specifically
around
seniors
and
other
homeowners
who
don't
perhaps
do
all
of
their
banking
or
their
bill
payment
through
electronic
means,
and
that
investment
will
involve
all
kinds
of
communications
that
we
have
in
our
hands
and
and
the
tools
that
we
have
here
at
the
city.

actually
already
kicked
it
off
and
I'm
going
to
say
that
the
media
has
picked
this
up
significantly
over
the
last
little,
while
with
the
initiation
of
our
public
service
announcement
and
there's
going
to
be
targeted
paper
written
communications
that
will
go
to
every
homeowner,
where
this
will
be
required
in
terms
of
that
declaration
and
where
we
don't
hear
from
somebody
we're
going
to
do
very
targeted
communications
to
that
person,
and
it's
going
to
be
a
very
specific
notification
that
goes
to
them
by
a
mail
and
again
we're
going
to
leverage
tools
that
we
have,
such
as
our
call
blasting
and
other
things
in
our
toolbox
to
be
able
to
get
that
message
out.

they
have
to

it

communications

not
going

will

send
several
communications
via

know

they
don't
get
a

tax
bill

remember,

communications

to
a
property
tax
bill.

I
appreciate
that
staff
have
recognized
the
concerns
that
my
residents
and
other
residents
across
the
city
have
brought
forward
to
their
counselors
with
not
the
program.
I
think
we
have
general
consensus
here
that
there's
a
need
to
address
the
program
here,
we're
always
looking
for
ways
to
get
more
funding
into
affordable
housing.
So
I
support
that
as
well.

appreciate
that
staff
have
recognized
that
there's
going
to
be
those
challenges,
they're
going
to
make
improvements
to
the
communication
plans,
they're
going
to
have
the
ability
to
to
waive
penalties
if,
if
deemed
appropriate-

so
I

support
this
motion
today,
given
the
changes,
if
this,
if
this
motion
goes
through,
I
will
support
the
program
going
forward.

think

a
lot

us
were
under
the
assumption
that
we
were
going
to
target
people
with
multiple
homes
and
that
wasn't
the
the
case
and
the
explanation.

and
I'm
looking
at
wendy.

Yeah,
thank

the
counselor
and
the
opportunity
to
speak
to
that,
because
I
know
there's
a
lot
of
questions
with
respect
to
the
recommendation
you
have
before
you
today
around
the
mandatory
reporting
and
that's
really
key
in
terms
of
getting
compliance
to
this
program.
That's
what
we've
heard
from
all
the
municipalities
worldwide
who
have
implemented
this.
You
look
at
three
options
that
are
available.

You
have
mandatory
reporting,
you
have
a
voluntary
reporting
and
you
have
a
compliance
kind
of
like
a
complaint
based
reporting
and
mandatory
reporting
gets
the
result
that
you
need,
because
it
means
that
people
do
have
to
tell
you
how
many
homes
they
own
and
which
one
is
their
principal
residence.

One
of
the
unfortunate
things
is
municipalities
and
the
city
of
ottawa
does
not
know,
say
counselor,
you
know
if
you
own
five
homes.
We
necessarily
don't
know
that
those
five
are
yours
and
which
one
is
your
principal
residence
and
that's
why
you
see
that
recommendation
before
you
today?
We
have
us
for
that
annual
declaration.

on
that,
let's
say
hypothetically
as
a
city
councilor
we're
in
the
first
year
of
the
program,
and
I
have
a
rate
constituent
that
emails
us
is
that
appropriate
channel
where
you'd
send
them
off
to
your
department
and
say
clearly,
there's
a
mistake
now
in
light
of
keith's
motion,
it
can
be
reversed
and
how?
How
immediate
would
that
be
because
seniors
don't
like
partner
with
their
money?
And
I
don't
blame
them.

Yeah,

Definitely,
that's
for
something
for
staff
to
take
care
of,
and
they
will
action
that
via
we're
gonna
have
a
a
very
specific
communication
box.
That's
gonna
be
set
up,
it's
gonna
be
an
email
box
where
they
can
send
an
email.
So
you
can
flip
that
off
there
or
you
can
simply
have
them
reach
out
to
us
via
phone
and
we
will
take
care
of
it.

last
question
we've
discussed
this
and
I
want
to.
I
want
to
ensure
the
mechanism,
obviously
probably
still
has
to
be
constructed
about
the
declaration.

Thank

very

I
support
the
egg
lie
and
kitts
motion
appreciate
that
I
also
support
the
main
motion.
Like
the
province
has
given
municipalities
very
limited
tools.
We've
got
the
provision
of
public
goods
and
services
that
has
been
increasingly
downloaded
to
the
municipal
order
of
government
from
other
orders,
and
we
need
to
augment
those
city
revenue
generating
powers
that
results
in
you
know
ever
increasing
upward
pressure
on
the
city's
main
source
of
revenue,
which
is
the
property
tax.
I
This
is
a
practical
way
for
the
city
to
start
to
reallocate
that
property
tax
burden
in
a
more
progressive
way,
and
so
to
put
it
succinctly,
paying
to
create
a
bed
in
a
non-market
housing
unit,
will
always
be
the
cheaper
option
for
taxpayers
than
paying
for
a
bed
in
a
shelter,
a
hotel,
a
hospital
or
prison.
We're
able
to
see
to
allow
more
units
to
come
on
the
market.
This
way,
not
addressing
the
growing
unaffordable
of
housing
costs,
costs
the
public,
including
the
municipality.
In
other
ways
too.
I
The
increasing
cost
of
housing
contributes
to
impoverishment
and
the
other
social
ills
that
come
with
it,
which
means
in
a
greater
need
for
health
services,
protective
services,
social
services,
social
security
and
the
bureaucracy.
That
comes
with
all
of
that,
and
so
I
guess
in
other
words,
the
consequence
of
growing
housing
and
affordability
in
ottawa
and
beyond
is
really
costing
us
more
than
it
would
if
we
were
to
instead
better
invest
in
the
creation
of
affordable
housing.
I
Now
not
making
this
investment
will
put
upward
pressure
on
taxes
at
every
other
level
of
government,
and
so
the
current
vacancy
tax
proposal,
I
think,
puts
us
on
a
path
that
sees
us
pay
less
overall
and
will
target
those
most
able
to
pay.
I
would
also
just
say
that
it's
important
that
this
is
mandatory.
I
We've
seen
it
we've
heard
from
staff.
If
it's
not
mandatory,
it
doesn't
work
in
jurisdiction
after
jurisdiction.
The
research
that
they've
done
shows
that
it
doesn't
work
unless
it's
mandatory,
I
think
ticking
a
box
is
a
fairly
easy
thing
to
do
for
the
benefit
that
will
come
with
this
program.
I
appreciate
staff's
efforts
on
this
and
council's
efforts
in
moving
this
forward
and
yours
mayor
and
we'll
be
happy
to
vote
for
this
today.

there'll
be
deadlines
with
respect
to
it
and
those
will
come
in
the
communications
that
we
set
up.
They
were
outlined
in
the
report
as
well,
with
the
first
deadline
being
around
the
interim
tax
billing
and
again
it's
going
to
be
a
simple
log
into
my,
so
we
really
encourage
that.
We
also
respect
the
fact
that
not
everybody
can
do
their
business
that
way,
but
again,
very
simply
check
the
box.

there

lot

need

further
consultations
and
conversations
with

ncc,

respect
their
stance
in
regards
to
maintaining
the
environment
and

protecting

green
space

we
all
enjoy
in
the
east
and
across
the
city.
However,
I
will
point
out
that
this
connection
is
the
preferred
option,
by
not
only
staff
but
by
the
community
as
large.

has
been
a
long
time
in
the
making,
as
I've
really
previously
stated,
and
it
is
truly
only
catching
up
to

extent
of
residential
development
we
have
already
seen
in
south
orleans
and
the
east
end
in
particular.

I
wanted

state

I

appreciate
very
much
the
many
many
years
that
have
gone
into
this
development,
and
I
wanted
to
also
thank
previous
politicians
as
well
as
current
politicians
in
the
east
end,
who
have
unanimously
stood
behind
option
seven.

negotiation

did

lengthy
discussion

pat

The
president
of
the
chateauneuf
community
association
in
orleans
and
his
letter
really
outlines
some
of
the
issues

we're
seeing.

an
agreement
with
the
ncc,
and
yet
we
are
moving
forward
with
an
ea
for
the
option
that
they
haven't
agreed
to.
In
this
motion,
and
for
years
the
city
worked
with
communities
and
the
ncc
to
find
an
appropriate
route
for
this
project
and
in
2013
and
again
in
2016
option,
one
was
identified
and
agreed.
I
I
don't
have
a
a
stake
in
the
option
that
that
is
selected
except
that
option.
Seven
has
large
environmental
impacts
and
the
ncc
hasn't
agreed
to
it.
We
are
in
a
climate
emergency
and
the
expansion
of
our
roads
for
car
traffic
isn't
the
way
we
need
to
be
going
in
the
future.
We
need
to
be
building
bus
ways.
I
support
the
residents
in
this
area
who
need
another
connection,
and
it's
unfortunate
that
this
was
built
without
that
connection.

You
can
see
that
in
los
angeles
or
any
other
city
across
the
world,
one
more
lane
does
not
fix
the
problem,
and
so
I
think
it's
it's
irrational
for
us
to
push
forward
a
plan
when
we
haven't
even
had
that
hundred
days,
negotiation,
which
counselor
kits,
I
think
rightly
put
on
the
table
to
have
that
negotiation
so
I'll
be
voting
for
the
kids
motion
and
then
the
separate
item
voting
against
the
overall
plan
until
we
can
come
back
with
an
agreement
with
the
ncc

One
of
the
most
pressing
issues
facing
the
south
end
of
orleans
is
that
development
has
outpaced
infrastructure
and
development
in
the
south.
End
of
orleans
has
been
absolutely
explosive.
In
the
last
15
years,
we
just
had
a
great
debate
around
the
vut,
where
we
acknowledge
that
housing
stock
in
ottawa
is
needed.

There
is
land
in
south
orleans
slated
for
development,
but
the
lack
of
transit
and
active
transportation
infrastructure
creates
this
untenable
situation,
where
we
are
forced
to
create
more
car
centric
developments,
which
really
flies
in
the
face
of
the
goals
we're
trying
to
achieve
as
a
city.
So
I
was
very
pleased
to
get
unanimous
support
at
committee
for
my
motion,
which
directs
the
minister
responsible
for
the
ncc
to
strike
a
joint
committee
with
the
city
and
the
ncc
to
report
back
within
a
hundred
days
for
a
path
forward
for
this
impasse.

Something
similar
was
struck
when
there
was
an
impasse
over
light,
rail
and
and
that
produced
a
positive
result,
and
I
want
to
thank
steve
willis
for
being
instrumental
in
helping
me
craft
my
motion,
so
I'm

hopeful,
but
as
as
vvg
said,
you
know
it's
important
that
we
support
the
city's
preferred
option
today
in
option
seven,
because
it
really
cements
our
position

we
go

those
negotiations.

hasn't

shy

there's
a
lot

misinformation
about
option.

It
does
not
cross
the
bog,

actually
remove
cars
from
a
section
of
renault
road

has
less
habitat
fragmentation
than
option,
one,
which
is
one
of
the
ncc's
preferred
option,
less
impact
on
core
natural
areas,
meaning
the
results
in
the
loss
of
fewer
trees
and

the
cost
is
significantly
less.

really
great
conversation
about
this

but
option
seven
would
expand

existing
east-west
corridor
that
would
include
bus,
rapid
transit,
a
safe
cycling
commuting

long-standing
issue.

everybody

move
around
whether
battery
powered
or
leg
powered
their
micro

allows
us
to

our
distance

You
know.
We
know
that
they're
used
for

leisure,
but
also
to
get
to
work
and
just
getting
around
our
neighborhoods.

up

now
it's

been
unfortunate

not
had

outcomes

hoped
we
would
have
after
the
first
season
two
seasons
ago.
It
got
better,
but
the
companies
involved
can
do
much
better.

issue
really
it's
two
key
issues:
one
is
sidewalk
riding,
which
is
dangerous,
especially
for
anyone
with
an
accessibility
issue.
If
you're
vision
impaired
if
you're
using
a
wheelchair,
a
walker
if
you're
a
senior
to
have
these
scooters
riding
on
the
sidewalks
is,
is
unsafe.

you're,
able-bodied
and
young
and
having
them
riding
on
the
sidewalks,
it
can
still
be
unsafe.
It's
it's
unsafe.
Also
the
issue
of
having
the
scooters
parked
on
our
sidewalks.
I
know
that
the
rule
is
that
they
have
to
be
in
the
furniture
zone,
but
on
many
sidewalks
in
the
in
the
city.

All
over
the
city,
there
is
no
furniture
zone
so
when
they're
parked
they're
parked
in
a
manner
that
doesn't
allow
somebody
to
get
by
if
they're
pushing
a
stroller
on
the
street,
if
they're,
using
a
walker,

wheelchair,
they're
blind,
they
could
just
fall
over
them
and
not
just
not
enough

pressure
on

companies
to

profit

aim

keep
people

riding
their

technology
and

issue

committed
to
micro
mobility
in

to

step

for-profit
companies

and

product

speak
to

one
counselor
say
that
they
can't
ride
on
sidewalks,
because
they're
fully
addressed
that.

Talking
about
that,
they're

working
to
fix
those
problems-

I
think,
if
we're
a
year
from
now
and
we're
hearing
all
the
same
concerns

all

same
problems

permanent
situation

with
permitting
e-scooters,
then
that's
the
time
to
vote
against
it.

operators
that

willing

issues
and

look

benefit

scooters
from
that
mobile
transportation
perspective

alternative

some
of
them
are
used

appropriately

solutions,

miraculous

putting

screws
to
these
e-schooner
companies

forcing
them

change
what
they're
doing.

a
quick
reminder,

people

attended

lengthy
and
good
debate,

transportation
committee.

lot

points
you
won't

able

ride

generation
scooters

that's

they're
required

bring
to
the
table

sidewalks.

won't
be
able
to
park
them
illegally

riding

regular
fashion,
you
can
be
canned
from
the
app
very
quickly.
We've
also
put
some
big
constraints
on
the
fact
that,
instead
of
from
one
hour,
they
have
15
minutes
to
pick
up
their
scooter.
Otherwise
it's
going
to
the
pound
and
they're
gonna
have
to
pay
to
get
it
out.

are
going
from
1200
scooters
down
to
900,
so
they
have
to
be
more
agile
and
get
out
there
and
pick
up
their
scooters.

there's
any
problems,
we've
come
up
with
a
reporting
system.
That's
centralized!
There's

points

that
support
one
more
year
of
a
pilot
project,
we'll

it
goes
with

new
technology.

told
them

company
does
not
live
up
to
the
reputation,

we

prohibits

wearing
religious
symbols
while
exercising
their
functions
in
workplaces,

schools

predominantly
targets
religious
and
ethnic
minorities

as
hijabs,
kippahs
and
turbans.
The
most
recent
example
of
bill
21
being
exercised
was
right
next
door
in
chelsea
quebec,
where
a
grade
3
teacher,
a
much
loved
grade,
3
teacher,
was
removed
from
her
classroom
for
wearing
a
hijab.
This
is
nothing
other
than
discrimination
and
as
canadians
we
cannot
stand
by
and
let
our
rights
be
eroded.

the
community's
most
impacted,

adversely

bill

withdraw

positive

local
economy

city
and
whereas,
as
canada's
capital
ottawa
is
also
subject
to
three
layers
of
government
jurisdictions
and
oversight,

federal,
provincial
and
city
and
impacted

governments
of
the
province,
the
province
of
quebec
and

the
city

gatineau

neighbors
and
partners
in
the
national
capital
region.

over
these
many
weeks,
the
scope

complexity

the
occupation

more
workforce,

police
services

illegal
occupation
resulted
in
the
ottawa
police
needing

pull
officers

ottawa's
first
response
and
responsibilities

residents

businesses

properly
serve
and
protect
them.

Consistent
with
all
local
government
and
local
police
forces,

ultimate
dismantling
of
the
occupation
required
integrated,
policing
efforts

multiple
policing
jurisdictions,

additional
legislative
tools
from

federal

provincial

occupation
also
highlighted
the
risk
inherent
in
the
current
addock
approach
to
dealing
with
the
unique
multi-jurisdictional
challenges

emergency
operations

jurisdictional

times
of

police

communications

the
multi-levels
of
policing
in
our
city,

as
the
fact

the
federal
government
needs
to
fully
step
up
and
recognize

we
are
a
nation's
capital
and
these
types
of
demonstrations.

engagements
with

legal
and
non-legal
protests
need
to
be
taken

a
very
serious
manner
in
a
democratic
manner,
but
certainly
it
cannot
all
be
on
the
burden
of
the
city
of
ottawa
from

resourcing
level

financial
level
and
also
on
the
burden
of
our
downtown
residents,
who
really
shouldered
this.

to

both

working
on
independent
motions
that,
when
we
determined
that
they
were
both
complementary
to
each
other,
that
we
decided
to
collaborate
together
on
this,
I

It

parts
a
little
bit
complementary
and
redundant

fleury
had
mentioned,
but
I
think
it's
important
that
we
recognize
that
this
needs
to
be
re-looked
at
and
it's
the
obligation
of
the
province
and

federal
government
to
take
over
this
responsibility
at
looking
at
policing
jurisdiction.

petitioned
the
government

canada

initiate
formal
discussions
with

provinces

did

a
request
over
the
last
month
by
students
relating
to
council's
goodwill
on
waiving
the
lrt
fees
and
many
of
the
downtown
routes.

know,
many
students
have
access
to
the
u-pass,
so
this
should
have
come
to
the
the
council
that
was
cancelled
all
earlier
in
march
and
is
required
for
a
vote
today,
because
universities
are
going
into
exams
and
for
this
to
actually
have
any
purpose.
It
needs
to
be
executable
or
presentable
before
april
16th.

I'm
explaining
a
bit
of
the
timeline
and
waiver
and
why
we
didn't
go
through
traditional
transit
commission
process,
because
I
do
think
it's
it's
relevant
for
this
afternoon's
conversation
or
this
morning,
conversation
so
I'll
read
the
motion,
whereas
the
residents
of
ottawa
saw
demonstrations
from
january
29
to
february
21st
that
blocked
streets
and
public
areas
in
and
adjacent
to
the
downtown
core,
whereas
the
resulting
street
closures
caused
oc,
transpo
bus
routes
to
be
detoured
around
this
area.

Whereas
the
motion
adopted
by
council
on
february
16th
made
those
detour
routes
no
charge
for
30
days
after
the
state
of
emergency
was
lifted,
whereas
the
motion
adopted
by
council
on
february
23rd
extended
to
no
charge
service
to
the
o
train,
whereas
the
university
of
ottawa,
carlton
university
and
university
students
rely
on
those
routes
every
day,
but
as
the
u-pass
holders
do
not
benefit
from
the
no
charge
routes,
whereas
at
all
routes
near
the
main
campus
and
lee's
avenue.
Campus
of
the
university
of
ottawa
and
the
university
post
are
currently
no
charge,
therefore
be
resolved.

Therefore,

further
resolved
that
the
estimated
cost
of
up
to
730
000
be
offended
from
the
transit
operating
reserve
and
the
city
seek
to
recover
the
foreground,
revenue
from
other
levels
of
government
in

request

compensation

staff
consult
with
the
university
of
ottawa,
carleton
university
and

stanford
regarding
the
implementation
of
this
program

two

is
simply
a
matter

fairness.

waived
fees
for
residents
who
did
not
have
to
buy
a
pass
or
renew
their
pass
or
add
to
the
purse.

not
the
same
ability
for
the
u-pass,
which
was
paid
at
the
beginning
of
the

term
and,
as
you
know,
we
are
approaching
the
end
of
the
term,
and
many
students
will
continue
to
to
stay
in
ottawa
and
and
work
over
the
summer.
This
is
not
a
perfect
solution.

want
to
be
clear
about
this.

importance
of
this
in

of
fairness,
the
students
that
would
normally
be
taking
these
routes

we
made
free
in
the
core

result

the
occupation

paid

paying
for
transit
that
take
these
routes
in
the
core,
the
buses,
six
and
seven
in
particular,
that
affect
carlton
and,
of
course,
many
of
the
others,
new

paul
and
university

ottawa.

fairness
piece
and

would
allow
them
to
be
able
to
take
the
bus
in
may
in
lieu
of
having
to
pay
when
everyone
else
received
it
free
in
the
corps
after
they
were
all
very
much
affected
by
the
occupation.

widths

cycling
death

our

woman

killed
tragically

intersections

safe
and

they're
adhered
to
in
all
cases.
We've
also
approved
here
today,
an
ea
that
could
lead
to
a
328
million
expenditure
of
new
roads
and
other
transit
facilities.
But
meanwhile,
while
we've
done
those
things,
we've
got
unsafe
intersections
that
already
exist
in
our
city,
we
have
74
that
were
identified,
30
locations
were
screened
in
for
further
review
and
then
29
intersections
had
designs
already
being
produced
by
city
staff.

need
to
be
able
to
do
these
things
given
what's
occurred
in
our
city,
so
I'll
just
read
that,
therefore,

that
staff
investigate
funding
options
to
advance
the
implementation
of
the

priority
intersections
