A
C
Thank
you
very
much
mr.
mayor
I'm,
very
pleased
to
announce
this
morning
that
we
have
Stephanie
Fukumoto
from
Ward
9
to
sing
the
national
anthem.
Stephanie
lives
an
auto
author,
her
husband
and
two
beautiful
children.
She
is
a
bachelor's
degree
in
vocal
music.
Education
has
had
the
pleasure
of
instructing
private,
vocal
and
piano
lessons
in
the
community
of
trend
Arlington
for
the
past
six
years.
You
can
also
find
her
leading
the
worship
music
on
Sunday
mornings
at
the
Arlington
Woods
Free
Methodist
Church
I'm,
very
pleased
to
welcome
Stephanie
for
the
singing
of
Oh
Canada.
D
A
What
a
beautiful
rendition!
Thank
you
very
very
much
and
thank
you
can
save
life
for
suggesting
our
gas.
It's
my
pleasure
to
introduce
and
welcome
to
council
the
proud
member
or
winners
rather
of
the
2019
mayor
for
a
day
contest
from
the
peon
high
school
grade,

student,
Chanel
Robertson
and
it's

A
Engagement
committee
and
the
City
of
Ottawa
promotes
youth
engagement
in
municipal
politics
and
civic
affairs
from
February
1st
to
February
28th
high
school
students
from
grades
9
to
12
were
invited
to
submit
essays
or
videos
about
what
they
love
most
about
Ottawa
and
provide
two
ideas
on
how
to
improve
the
city.
This
year,
over
a
hundred
high
school
students
from
the
Ottawa
region
submitted
essays
or
videos
to
OE
act
with
more
than
200
ideas
on
how
to
improve
Ottawa.
It's
a
field
of
wild.
B
A
And
expanding
the
education
on
an
expanding
education
on
recycling
in
Ottawa,
youth
engagement
initiatives,
including
a
youth
Innovation
Program,
increasing
public
awareness
about
ottawa's,
Greenbelt
and
unique
green
spaces.
We've
had
a
very
busy
day
so
far
this
morning
we
appeared
on
live
television
on
CTV
morning,
live
and
then
came
back
to
City
Hall
for
a
meeting
tour.
My
office
and
now
the
council
meeting
I
will
also
visit
various
departments
around
city
hall
and
tour
the
shopify
headquarters
right
across
the
street
and
go
to
the
Innovation
Center
at
Bayview
Yards.
A
At
this
time,
I'd
like
to
calculate
Chanel
and
Philip
on
a
job
well
done,
I
look
forward
to
joining
them
on
what
will
be
an
exciting
and
rewarding
day
and
I'd
also
like
to
thank
you
thought
it
was
youth
engagement
committee
for
their
partnership
and
their
great
work
in
setting
up
this
contest.
So
if
Council
could
give
a
warm
welcome
to
our
two
mayor's
welcome.
A
The
city
builder
award
is
presented
today
to
San
cheat
and
riot
gupta
and
recognition
of
their
volunteer
work
with
the
meal
care
program
that
Sanjeev
co-founded
as
a
student
at
McGill,
University
and
I'd
like
to
ask
Sanjeev
and
Rhea
to
come
forward
along
with
their
city
councilor,
who
was
at
the
last
minute
for
cheese,
not
able
to
be
here.
Scott
Moffitt
has
a
medical,
a
challenge
he's
dealing
with
so
welcome.
Thank
you
very
much
for
coming.
A
I
want
to
extend
a
warm
welcome
to
the
family,
friends
and
fellow
volunteers
were
here
today
and
to
the
people
who
support
meal
care.
This
award
recognizes
people
who
have
demonstrate
an
extraordinary
commitment
to
making
our
city
a
better
place
through
volunteerism
and
exemplary
action.
Meal
care
is
supported
by
groups
of
dedicated,
enthusiastic
volunteers
who
obtain
surplus
food
supplies
from
establishments
and
ensure
that
is
delivered
to
shelters
and
soup
kitchens
in
a
timely
matter.
The
program
started
about
four
years
ago,
when
sanshi
identified
two
significant
issues
that
could
be
resolved
by
bridging
them.
A
Together:
food
waste
and
food
insecurity.
The
first
meal
care
chapter
was
found
at
McGill
University
in
Montreal,
and
another
chapter
of
the
organization
was
set
up
right
here
in
Ottawa.
There
are
now
three
chapters
on
university
campuses
across
Canada
with
a
basic
mission
to
reduce
food
waste
and
provide
food
to
people
in
need.
A
This
is
really
a
simple
and
yet
extremely
important
concept
and
its
heart
wort
art
nning,
that
volunteers
are
helping
to
reduce
food
waste
by
making
sure
it
gets
to
families
in
need.
We
all
need
to
think
about
what
we
can
do
for
our
immunity
and
our
planet
and
according
to
the
UN,
Food
and
Agricultural
Organization
30%
of
food
is
wasted
globally
across
the
supply
chain,
contributing
8
percent
of
total
global
greenhouse
gas
emissions.
Creative
problems
solving
is
one
of
the
elements
of
leadership.
However,
taking
action
to
implement
solutions
is
another
where
Senshi
Andrea
have
succeeded.
A
D
D
Thank
you
very
much
mayor
jim
watson,
and
I
wanted
to
thank
our
Chancellor
Scott
Moffitt,
unfortunately
couldn't
be
here
and
I
wanted
to
thank
all
the
members
and
chancellors
here
today.
It's
truly
an
honor
to
be
receiving
the
mayor
city
builder
award.
When
we
created
meal
care
we
never.
We
want
to
simply
address
these
two
global
issues,
food
waste
and
food
security,
but
we
never
thought
it
would
grow
into
the
Carnation
wide
organization.
D
We
are
very
happy
with
our
progress
so
far,
but
we
are
also
very
excited
to
see
what
the
future
has
from
Yale
care.
You
know.
Maybe
we
could
establish
some
partnerships
as
we
grow
with
some
of
you
Chancellor's
and
the
members
here
in
the
near
future,
with
that
I
want
to
tell
Riya
to
give
a
couple
of
thank-yous.
D
Thank
you
so
much
for
allowing
us
to
come
here
today.
I
just
wanted
to
say
thank
you
to
our
executive
and
volunteers
of
meal
care
who
have
like
work,
countless
hours
for
the
couple
leaders
to
make
this
organization
what
it
is
today.
Also,
thank
you
to
our
food
donors
and
our
recipients,
like
the
Ottawa
mission
operation
come
home
and
the
bargain
food
cupboard
who
have
accepted
our
weekly
donations.
I
also
like
to
thank
our
family
just
here
with
us
today.
D
A
E
E
B
E
A
A
Made
the
melody
sniff
carries
declaration
of
interest,
including
those
originally
rising
from
prior
meetings.
Dr.
hasslein
to
confide
in
today,
then
Communications
has
presented
regrets.
Counselor
Moffat
has
sent
regrets
motion
introduced
reports.
Monopole

appalled,

A
Motion
carried
will
now
have
an
update
on
the
flood
situation,
emergency
response
and
transition
with
our
city
manager
and
and
Anthony
Demonte,
as
well
just
to
bring
members
up
to
date.
As
you
know,
the
province
established
this
internal
task
force
on
flooding
and
we
received
notice
I
think
Friday
at
6
p.m.
that
I
was
invited
to
that.
We
asked
that
counselor
elfin
teary,
because
his
ward
was
the
harshest
hit,
be
included,
and
we
wrote
to
the
minister
this
morning
and
the
Safa
just
a
few
moments
ago,
and
they
agreed
to
have
counsel
shun
Tyrion.
A
And
we
want
to
make
sure
that
the
members,
the
public,
have
an
opportunity
to
give
their
input
to
ensure
that
this
issue
does
not
keep
happening
without
some
longer-term
response
to
infrastructure
and
the
possibility
of
of
the
province
purchasing
properties
so
that
the
residents
who
have
been
put
under
a
lot
of
stress
in
Cumberland
and
Britannia
and
as
well
as
West
Carlton.
So
we
appreciate
the
provinces,
quick
response
to
asking
that
we
have
another.
Member
of
council
sit
on
the
the
task
force
and
will
hand
it
over
to
mr.
Cana
lacus.
And
then
mr.
I
Missy
Michigan
my
mum's
gonna
say
thank
you
very
much
today.
I
will
provide
you
with
a
second
update
on
the
2019
spring
flood
response.
As
the
city
prepares
to
move
into
recovery,
the
flood
waters
are
receding.
Although
peak
water
levels
are
behind
us,
the
remains
a
long
road
ahead
to
recovery
and
our
city
remains
in
a
state
of
emergency.
All
three
incident
command
posts
and
the
community
support
center
and
Constance
Bay
remain
open.
The
voluntary
evacuation
area
remains
in
effect,
and
155
homes
have
self
evacuated.
I
Residents
will
be
notified
when
it
is
safe
to
return
to
their
homes.
We
have
conducted
for
information
sessions
in
the
affected
areas
and
we
are
providing
more
time
for
flood
affected
property
owners
to
pay
their
2019
property
taxes
and
help
these
residents
rebuild
by
waiving
building
and
development
fees
as
directed
by
Council
for
many.
The
hardest
part
is
yet
to
come.
I
want
residents
to
know
that,
as
we
move
into
recovery,
we
are
dedicating
all
the
necessary
resources
and
our
efforts
to
ensure
that
they
are
supported
in
the
many
tasks
that
lay
ahead
Polly.
B
I
I
Stage
early,
including
up
setting
up
task
force,
bringing
staff
from
all
city
departments
together
to
tackle
specific
challenges,
we've
enlisted
the
support
of
the
community
organizations
such
as
the
Canadian
Red,
Cross,
Team,
Rubicon,
canada,
ottawa
volunteers
search
and
rescue
and
The
Salvation
Army.
The
mayor
declared
a
state
of
emergency
want
to
became
clear
that
the
extent
of
the
flooding
would
require
many
resources
to
assemble
very
quickly
and
the
support
from
the
Canadian
Armed
Forces
was
ultimately
needed.
I
We've
improved
our
communications
method
and
this
included
enlisting
the
help
of
counselors
in
the
flooded
communities
who
are
close
to
the
people
in
the
affected
neighborhoods.
Those
counselors
were
essential
in
getting
information
out
quickly
and
efficiently
and
alerted
city
hall
to
specific
needs
in
the
flooded
areas
delving
deeper
into
recovery.
The
city
has
developed
an
integrated
approach
with
our
departments
and
external
partners
to
create
four
distinct
task
force.
They
are
the
human
needs,
volunteers,
debris,
management
and
infrastructure.
I
The
human
needs
task
force
is
compromised,
compromised
brother
of
officials
from
Ottawa,
Public,
Health,
Communion
and
Social
Services
recreation,
cultural
and
facility
services,
Building
Code
Services,
the
Canadian
Red
Cross,
and
the
Salvation
Army.
This
taskforce
will
provide
information
on
how
to
access
accommodation
and
assistance
for
basic
needs.
They
will
distribute
information
on
how
to
access
insurance,
the
disaster
recovery
program
for
Ontario
and
the
Canadian
Red
Cross
and
Salvation
Army
services
and
restore
utilities.
The
community
support
services
in
the
three
impacted
areas
will
be
open
daily
from
10
a.m.
to
7
p.m.
I
residents
can
visit
the
centers
to
access
psychosocial
support,
learn
how
the
flooding
may
affect
water
and
septic
systems
and
find
out
how
to
clean
up
after
the
flood
they
may
meet
with
a
building
inspector
for
guidance
on
building
and
demolition
permits
and
book,
an
appointment
for
property
assessments
and
find
out
more
about
financial
assistance
and
insurance
claims.
The
task
force
will
continue
to
conduct
wellness
visits
and
provide
points
of
contact
for
access
to
other
city
services
as
well.
I
B
I
The
second
task
force
is
to
manage
volunteers.
The
city
is
ready
to
recall
volunteers
to
help
with
the
recovery
phase
like
before.
When
all
available,
when
all
available
volunteers
were
needed
to
fill
sandbags,
the
volunteer
requirements
during
the
recovery
phase
will
be
needed
will
need
to
be
just
as
robust
more
than
ever.
If
you're
a
qualified
volunteer,
your
help
is
needed,
come
in
yet
accustomed
an
Alaskan.
B
I
Is
being
coordinated
by
the
city's
recreational,
cultural
and
facilities
service
department,
in
partnership
with
the
Ottawa
volunteer,
search
and
rescue
and
other
NGOs
volunteers
will
remove
flood
related
debris
and
sandbags,
and
we
are
also
working
in
partnership
with
the
NGO
alliance
of
Ontario,
which
is
coordinating
its
own
team
of
volunteers
to
work
inside
and
outside
homes.
They
will
remove
damaged
property,
including
furniture
appliances
and
infrastructure
such
as
flooring,
drywall
and
insulation.
The
debris
management
task
force
will
be
dealing
with
the
most
immediate
concerns
of
the
residents
in
the
flood
affected
areas.
B
I
B
I
Is
infrastructure
management,
the
city
of
Ottawa's,
property
and
infrastructure
has
been
impacted.
The
city
will
assess
inspect
roads,
facilities,
storm
and
sewer
pipes,
parks,
pathways
bridges,
trees
and
culvert
within
the
flood
zone,
areas
to
ensure
that
our
infrastructure
assets
are
both
safe
and
functioning.
It
is
a
tribute
to
our
water
services
staff.
The
drinking
water
provided
from
our
two
filtration
plants
continue
to
remain
safe
throughout
the
flooding
and
staff
mitigated
the
flood
risks.
We
will
monitor
key
areas
of
our
infrastructure
to
ensure
the
water
proof.
Purification
plants
continue
to
provide
high-quality
and
safe
drinking
water.
I
We
know
that
people
will
be
returning
to
homes
that
have
been
devastated.
These
are
our
friends
and
neighbors
and
they
are
emotionally
and
physically
exhausted.
We
are
also
assessing
the
impact
of
the
recovery
efforts
on
our
staff
and
our
resources
on
their
city
businesses.
Our
initial
assessment
suggests
that
nearly
2000
city
employees
have
been
involved
in
the
response.
So
far,
many
of
those
full-time
as
the
establishment
of
the
task
force
suggests
going
into
recovery,
is
no
less
resource-intensive.
The
need
for
debris,
management,
building
inspections
and
other
services
will
remain
and
could
ultimately
delay.
I

that

Great

Gary
I
should
point
out
John

This
is
his
last

over
there.
If
you'd
stand
up
for

John
John
has
served
the

for
a
long
time

with
the
Lansdowne
project,
and
there
was
a
send-off
for
John
on
Friday
and
fortune
I
was
not
able
to
attend,
but
I
just
wanted
to
publicly.
A
A
And
John
John
was
telling
me
that
he's
often
still
asked
for
two
being
people
on
tours
of
Lansdowne,
so
it's
quite
a
legacy.
You've
left
for
our
city
John.
Thank
you.
Item
number.
Four
is
tentative
collective
agreement
with
international
alliance
of
theatrical
stage
employees,
moving
picture
technicians,
artists
and
allied
allied
crafts,
local
for
seven
one
known
as
IATSE
in-camera
reporting
out
date
upon
ratification
of
the
agreement.
Is
there
any
reason
to
go
in-camera?
This
fits
within
our
fiscal
framework.
It's
a
union
of
I
believe
seven
people
on
the
report
carried.
A
Okay,
thank
you.
Item
number.
Six
development
charges,
background
studies
and
bylaws.
There
are
a
number
of
motions
so
we'll
come
back
to
that,
and
that
goes
on
for
quite
some
time.
I
have
I
think
six
or
seven
motions
bulk
consent
agenda.
Does
anyone
wish
to
remove
anything
from
the
bulk
consent
agenda
this
time
on
the
boat
consent
agenda
as
presented
carried?
A
A
F
J
They
say
mr.
mayor
that
project
Robert
Grant
Avenue,
is
in
the
Velma
charge
of
study,
but
it's
as
phase
3
of
the
transportation
projects.
This
study
was
to
examine,
bringing
it
forward.
It
was
not
part
of
the
adopted
by
law
today
it
if
has
no
effect
on
the
bylaw
today.
It
would
be
something
we
would
do
after
the
bob
was
adopted.
Yeah
thanks.
K
Mayor,
whereas
there
has
been
further
consideration
with
respect
to
two
parks,
the
grand
la
in
the
forecourt
to
be
constructed
at
the
former
whole
Bloods
property
and
whereas
the
developers
agreed
in
its
subdivision
agreement
with
the
city
to
provide
five
hundred
and
fifty
five
thousand
towards
park
construction
and
whereas,
in
addition
to
the
five
hundred
and
fifty-five
thousand,
that
the
developer
is
agreeable
to
the
lands
being
subject
to
the
inside.
The
Greenbelt
parks
component
of
the
development
charge,
therefore,
be
it
resolved
that
the
current
schedule
are
being
the
lands
at
175.
K
Main
Street
be
deleted
from
the
draft
development
charges
by
law,
including
subjects
in
five.
Seven
such
that
these
lands
be
subject
to
the
parks
component
of
the
development
charge.
The
grand
la
and
for
car
parks
be
included
as
development
charge
projects.
In
the
background
study,
in
accordance
with
attachment
1
to
this
motion,
the
remaining
schedule
in
the
driven
by
law
be
remembered
accordingly,.
L
L
J
Mr.
Marion,
the
previous
development
charges
bylaw
discussions
leading
up
to
for
this
park
and
the
parks
of
former
cfb
rock
cliff,
because
the
developer
agreed
to
pay
for
the
development
of
the
parks
they
were
removed
from
the
previous
development
charges,
as
we
did,
but
the
scope
of
the
parks
has
increased
beyond
which
the
of
the
original
commitment
from
the
developers
so
because
the
city
is
liable
for
that
component.
The
only
cost
recovery
mechanism
we
have
is
through
development
charges.
J
L
J
F
M
A
N
J
J
We
made
an
error
and
did
not
do
that
when
we
calculated
the
charge
before
so
we're
required
by
law
to
include
this
1.1
million
dollar
deduction
and
again,
as
councilor
harder
had
explained,
we
have
to
account
for
parks
that
are
built
later
in
these
inside
the
Greenbelt
parks
later
in
the
period
we'll
have
some
benefit
beyond
the
period
of
the
bylaw,
so
in
a
sense,
the
next
viola
should
be
paying
more
of
those.
So
this
is.
This
is
an
accordance
with
the
legislation.
It
makes
us
compliant
with
the
legislation.
F
J
G
Apartments
therefore
be
resolved,
that
the
draft
development
charge
bylaw
be
amended,
such
as
that
dwelling
rooms,
subject
to
the
provision
for
three
through
four
seven
inclusive
grandparenting
of
projects
that
with
site
plan
approval,
nursing
homes
and
similar
development
buildings
which
contain
three
or
more
residential
units
where
each
unit
as
a
single
entrance
and
contains
between
not
less
than
two,
but
no
more
than
four
bedrooms
pay
the
rate
established
for
an
apartment
with
less
than
two
bedrooms.
So
in
in
simple
terms.
What
this
is
is
creating
equality
between
dwelling
units
and
rooming
units.
G
We
have,
for
example,
a
development
where
the
city
did
not
recoup
what
it
should
have
been
in
development
charges
in
the
ranges
of
two
million
dollars
because
of
that
loophole.
So
we
want
to
make
sure
that
the
collection
is
done
equally
and
that
we
don't
promote
the
intent
of
that
of
that
amendment
was
specifically
for
retirement
homes
and
is
used
otherwise.
Now
it's
used
for
units
that
don't
provide
kitchens
and
washrooms
and
so
on.
So
we're
just
trying
to
equals.
We
will
create
we're
trying
to
eliminate
that
anomaly.
N
K
With
respect
to
this
motion,
the
legal
impacts
would
be
to
recategorize
dwelling
rooms
to
equalize
the
charge
imposed
of
a
small
apartment.
The
staff
is
charged
with
determining
as
part
of
the
background
study,
whether
this
is
defensible.
Our
our
consultant
determined
that
the
appropriate
weight
to
apply
to
a
dwelling
room
would
be
one
person
per
dwelling
room.
We
currently
don't
have
expert
support
for
a
the
one
point:
three
persons
per
dwelling
room
that
this
motion
would
propose
to
adopt.
A
K
N
B
J
Mayor
no,
this
is
quite
a
different
scenario.
So
what
was
the
loophole
that
we
we
agree
with?
The
counselor
needs
to
be
closed.
Is
that
rooming
houses
and
residence
buildings
in
the
downtown
core
we're
getting
away
with
paying
development
charges
at
the
rate
of
a
nursing
home,
which
they
are
absolutely
not
so
this
bylaw
proposes
the
bylaw
as
before.
You
proposes
a
new
category
called
rooming
units,
which
is
a
lower
number
than
the
councillor
would
wish,
but
it's
still
more
than
what
people
are
charging
today
and
it
has
no
impact
on
single-family
houses.
Okay,.
G
J
Maryk
can't
dispute
the
legal
opinion.
We
are
at
risk
that
under
an
appeal,
we
would
not
necessarily
be
successful.
However,
we
this
proposal
was
put
before
the
industry
and
locally
and
they
did
not
object
to
it.
So
the
question
is:
who
would
be?
Who?
This
is
a
very
small
component
of
our
overall
development
pattern
in
Ottawa,
very,
very
small
one
or
two
units
every
couple
years.
So
the
question
is:
who
would
appeal
would
back
down.
L
E
M
A
N
That
is
exactly
what
it
is
therefore
be
resolved.
The
recommendation
wanted
to
be
amended
to
read
that
the
development
charge
calculations
contained
within
the
development
charges.
Background
study,
dated

in
the

specific

be

based
on
the
summary
of
adjustments
contained
in
document

as
amended
by
the
recommendations
of
motions
adopted
by
camera.
N
The

Okay.
A
G
J
Mayor
the
CalSTRS
correct
under
the
2014
bylaw
rooming
units
didn't
have
a
separate
definition,
so
they
paid
the
nursing
home
right,
which
was
about
0.8
persons
per
unit
staff
recommended
based
on
how
would
these
units
are
being
used,
that
it
goes
to
1.0?
So
that's
a
significant
increase
from
0.8
to
1.0
in
terms
of
the
rate
they're
paying
thank.
G
A
A
C
C
The
way
it
was
was
put
in,
in
effect
in
terms
of
people's
driveways
and
interlock
I've,
reached
out
to
staff
staff
as
confirm
for
me
that
there's
no
additional
cost
in
this,
as
we
already
have
interlocked
crews
out
there,
we
reuse
the
interlock,
that's
already
been
taken
off
of
the
driveways
and
in
terms
of
the
street
itself,
there's
never
been
a
complaint
from
anybody
about
any
of
the
driveways
any
of
the
front
yards
or
anything
else.
I've
confirmed
that
with
bylaws.
C
A
K
Thanks
very
much
mr.
mayor
I
read
this
out
in
the
chambers
last
last
council
meeting
I
do
want
to
just
speak
briefly
briefly
to
the
motion:
I've
written
to
city
councillors,
about
the
impact
to
the
City
of
Ottawa.
For
this
motion
and
I
think
people
understand
there
is
an
impact
to
us,
but
most
of
all,
this
is
about
the
families
that
live
in
our
wards,
the
ones
that
have
been
working
on
this
issue
for
months
and
months
now
and
are
looking
for
some
hope
in
our
city
and
we're
able
to
help
provide
that.
K
Today,
though,
it's
a
small
modicum
it's
a
small
piece
of
support,
it
does
help.
The
City
of
Toronto
has
also
passed
a
similar
motion
and
other
cities
across
Ontario
have
have
passed,
similar
motions
as
well,
and
so
I'd
urge
you
to
support
this
motion
here
today
and
to
write
the
the
province
the
minister,
and
indicate
our
support
for
this,
which
will
have
an
effect
on
on
our
city.
I've.
Also
just
spoken
with
not
too
long
ago,
with
awesome
Ottawa,
which
works
with
city
staff
on
some
of
our
programming
and
they're.
A
Next
is
motions
requiring
suspension
of
the
rules
of
procedures.
Most
joints
dissolve
on
stone.
They
regulate
the
procedure.
I
have
a
motion
seconded
by
Councillor
brockington
with
respect
to
the
mo
health
task
force
and
it's
timely,
because
obviously
the
issues
the
Health
Department
are
dealing
with
have
to
be
dealt
with
quickly.
A
A
Force's
working
groups,
technical
round
tables
or
consultation
groups
established
as
part
of
the
province
of
Ontario.
Ongoing
changes
to
public
health.
Therefore,
be
it
resolved
that
councillor.
The
council
supports
the
participation
of
auto
board
of
health.
Chair
Keith
egg
lie
on
the
mo
health
task
force
and
be
it
FURTHER.
Resolved.
The
council
designate
councillor
egg
lie
as
councils
representative
on
any
health,
provincial
task
forces,
working
groups,
technical
round
tables
or
municipal
consultation
groups
that
are
established
in
relation
to
the
province.
A
Provincial
long
line
changes
to
public
health,
as
you
all
know,
or
those
of
you
from
last
council
remember
councillor
Taylor
was
our
rep.
It
was
important
to
have
a
voice
on
the
mo
health
table
and
given
the
significant
cuts
that
are
coming
down
from
Queens,
Park
I
believe
it's
important
that
we
have
someone
who
has
that
background
and
I
thank
councillor
Brockington,
because
he
obviously
will
be
working
hand
in
hand
with
councilor
egg
lies.
So
I
encourage
members
of
council
to
support
our
colleague
on
this
motion,
questions
or
comments.
A
So
on
the
motion
carried
Thank
You
councillor
egg
live
for
accepting
more
work.
Next
is
councillor
Dean's
seconded
by
Councillor
brockington,
with
respect
to
seniors
month
and
it's
time-sensitive,
obviously,
because
it's
just
around
the
corner.
So
on
suspension
carried
councillor
Dean's,
please
Thank.
P
You
mam
mr.
mayor
well,
the
short
version
is
bit
result
that
Ottawa
City
Council
declared
June
2019
to
be
seniors
month
in
the
City
of
Ottawa,
just
like
to
say
a
few
words
about
the
motion
and
thank
councillor
brockington
for
offering
two
second
emotion:
it's
not
a
secret
that
is
age.
Demographics
in
Canada
shift,
more
and
more
of
our
population
will
be
made
up
of
seniors.
P
Seniors
are
one
of
the
fastest-growing
population
groups
in
Canada,
in
fact,
by
2036
seniors
will
represent
twenty
four
point:
five
percent
of
the
national
population-
that's
nearly
one
in
four
people
in
Canada
will
be
a
senior
citizen.
That
shift
in
population
will
be
highly
visible
for
us
at
the
municipal
level.
During
my
years
as
a
councillor,
I've
made
the
needs
of
seniors.
One
of
my
greatest
priorities
for
some
transitioning
to
an
older
adult
lifestyle
may
mean
financial
instability,
isolation
or
mobility
issues.
P
I'd
also
like
to
acknowledge
that
many
seniors
who
have
been
instrumental
in
building
our
city
many
seniors
devote
hours
each
week,
volunteering
for
our
communities
through
schools,
community
association
events
and
charities.
Many
members
of
council
take
the
time
and
make
the
effort
to
hold
events
recognizing
seniors
during
the
month
of
June.
Let's
all
send
the
message
to
the
seniors
in
Ottawa
that
they're,
important
and
valued
I
am
happy
to
once
again
move
this
motion.
I
hope
you
all
join
me
in
declaring
June
2019
as
seniors
Month
in
the
City
of
Ottawa
Thank.
A
E
Yes,
I
just
want
to
know:
I
have
the
most
seniors
per
capita.
You
have
all
the
wards,
so
I
appreciate
very
much
this.
This
motion
I
also
want
to
point
out,
as
a
liaison
on
on
women
and
gender
equity,
that
since
women
outlive
men,
we
also
have
the
highest
number
of
women
in
the
seniors
category.
So
it's
something
that
we
have
to
think
about
and.
A
I
think
I
think
it's
actually
the
second
highest
of
per
capita
in
all
of
Canada
Victoria's
number,
one
and
Ottawa
west
and
the
pians
number
two.
So
thank
you
very
much
on
the
motion
carried
head
up
day.
They'll
see
the
next
item
that
needs
suspension
of
the
rules
is
moved
by
councillor
Lee
per
se
mi
councillor
McKinney,
with
respect
to
an
event
that
is
time-sensitive
on
the
rules
of
procedure
being
suspended,
carried
counselor
or
leaper,
please
sang
by
councillor
Kenny
thank.
F

Thank
You
mr.

yes,
another

you
are
all
invited

that

we're,
not
closing

four

I
tried
I
didn't
get
that,
but
this
is
a
motion
that
will
just
allow
them
to
close
that
weekend
for
four
years
in
a
row,
I.
A
H
Thank
You
mr.
mayor
I'm,
going
to
take
the
time
to
read
this
one
in
its
entirety.
It
was
an
emotional
week
as,
as
you
all
know,
for
the
cycling
community
and
many
others
in
our
our
community.
So
this
notice
emotion
deals
with
safe
cycling
and
pedestrian
and
full
Street
infrastructure
in
our
city,
where,
as
a
bicyclist,
was
killed
in
the
painted
bike
lane
on
Laurier
Avenue
outside
City
Hall
on
Thursday,
May,
16th
2019,
and
whereas
this
fatality
occurred
nine
days
after
a
bicyclist
was
seriously
injured
on
Parkdale
Avenue.
H
And
whereas
this
most
recent
death
occurred
five
months
after
a
bicyclist,
jen
fung
wu
was
killed
on
the
surge
on
a
McDonald
Parkway
and
whereas
approximately
two
cyclists
and
nearly
six
pedestrians
are
killed
each
year
on
Ottawa
streets
and
dozens
more
injured
many
severely.
And
whereas
there
is
ample
evidence
of
the
infrastructure
interventions
that
municipalities
can
implement
to
reduce
or
eliminate
road
deaths
and
serious
injury
in
the
event
of
collisions
and
whereas
no
road
deaths
or
catastrophic
injury
are
acceptable.
H
These
measures
should
include,
but
not
be
limited
to
the
following:
a
all
arterial,
roads,
arterial,
main
streets
and
main
streets
will
be
included
in
the
city's
official
bike
network
and
that
this
will
be
reflected
in
the
upcoming
official
plan
and
associated
plans.
All
arterial,
roads,
arterial,
main
streets
and
main
streets
when
constructed
reconstructed
or
resurfaced
will
include
the
construction
of
infrastructure
for
pedestrians
and
bicyclists
that
meet
the
highest
standards
of
safety.
H
All
roads
included
in
the
city's
official
bike
Network
when
constructed
reconstructed
or
resurfaced,
will
include
dedicated,
segregated,
protected
bike
lanes
and
intersections
all
roads
not
covered
in
a
B
or
C
above
when
constructed
reconstructed
or
resurfaced,
dedicated,
segregated,
protected
bike
lanes
and
intersections
will
be
considered
and
where
those
are
not
included.
Traffic
engineers
will
provide
an
evidence-based
rationale
and
E
that
the
speed
limit
on
residential
streets
be
set
at
30.
A
A
O
A
notice
of
motion,
mr.
mayor,
moved
by
myself
second
about
council,
Cavanaugh
and
I,
know
I
think
we
all
know
we
don't
have
to
talk
too
much
about
the
flood,
which
is
heard
an
update
from
the
from
the
general
manager
of
emergency
services.
Mr.
mayor
there's
quite
a
bit
of
many
theories
in
the
community
and
our
resident
I
believe
they
deserve
the
answers
of
what's
happening
out
there.
O
O
Again,
Thank
You
mr.
mayor
and
I
know
it's
written
quickly,
but
I'm
sure
our
staff
can
correct
it
properly,
therefore,
be
it
resolved.
The
City
Council
through
the
mayor
asked
the
federal
and
provincial
government
to
conduct
a
formal
investigation
under
the
flooding
event
of
2017
and
2019
that
affected
communities
along
the
Ottawa
River,
including
the
City
of
Ottawa.
As
you
heard
mr.
mayor
there's
a
petition,
there's
a
many
people
and
a
lot
of
media
members.
O
They
visit
above
the
Mara,
wah
and
and
they've
seen
the
water
of
that
area
is
below
it's
supposed
to
be
this
time
of
year
and
in
our
area
is
flooded.
So
we
just
like
to
find
out
a
full
investigation,
what
took
place
and
what
taking
place
and
and
bring
us
a
full
disclosure
to
what's
happening.
So
we
can
have
a
separate
discussion
with
other
level
of
government.
Has
some
folks
there
willing
to
to
solve
if
the
government
willing
to
why
so?
But
we
can't
ask
for
any
unless
we
have
a
full
disclosure
what's
taken
place.
E
Thank
thank
you
very
much.
I
appreciate
this
motion
being
put
forward
I'm
very
pleased
to
to
second,
it
I
think
it's
really
important
that
it
involves
both
the
federal
and
provincial
counterparts.
There's
a
lot
of
partnerships
that
go
on
when
you're
working
along
the
water
front,
because
we
have
the
Rideau
Valley
Conservation
Authority.
We
have
the
National
Capital
Commission,
and
these
are
all
partners
that
have
been
very
cooperative
during
this
flood
process.
E
L
L
What
exactly
would
you
like
us
to
investigate
and
I
think
we
need
to
provide
them
with
some
more
information,
so
I'm
suggesting?
Let's
take
a
pause?
Let's
defer
this
to
the
next
city
council
meeting
two
weeks
from
now
and
have
a
motion
before
us:
it
has
a
lot
more
meat
in
it
that
we
can
reflect
on.
So
mr.
mayor
I'd
like
to
move
that
we
refer
this
motion
back
to
City
Council,
the
next
six
to
City
Council
meetings.
A
They
probably
defer
it
to
the
next
meeting
right.
Maybe
I
can
offer
a
suggestion
that
addresses
your
legitimate
concerns
and
councilor
else
and
Terry's
desire
to
move
on
this
quickly.
Obviously,
councillors,
Blake,
Aven
and
Elgin
Terry,
and
certainly
councillor
Lieber,
had
flooding
issues
in
their
communities
that
over
the
course
of
the
next
week,
if
members
of
council,
not
just
those
four
but
others
want
to
add
some
specifics,
we
can
put
that
in
the
clerk
is
telling
me
in
the
drafting
of
the
letter
to
add
more
specifics
at
that
time.
A
O
O
A
No
I'd
be
happy
to
include
the
staff
at
that
circulation
as
well
as
members
of
council,
and
then
we
put
it
all
together.
I'll
prepare
a
draft
through
the
clerk's
office,
send
it
to
members
of
council
for
their
consideration.
We
don't
want
to
get
into
editing
on
the
floor
of
Council
I.
Don't
think
that
tends
to
be
that
productive.
So
if
people
are
in
agreement
with
that
Paul
that
approach
councillor
me
in
on
the
motion.
Thank.
E
You
I
was
just
asking
a
counselor
Alison
Terry.
Would
it
would
it
be
what
it
suffice
if
we
narrowed
it
down
to
asking
the
Ontario
power
generator
like
the
opie
No,
okay,
I'm
was
just
that's
part
of
it,
isn't
not
to
have
to
to
LA
people's
anger
about
the
role
of
the
Ontario
Power
Generation
in
you
know
the
water
release
from
the
dams
is
that
part
of
this?
With
that
specific
questioning
of
asking
to
investigate
their
role
with
that
with
that
help.
A
F
F
Whereas
council
has
recently
referred,
the
matter
of
the
one-time
federal
gas
tax
infrastructure
transfer
to
Fed
Co,
therefore,
be
it
resolved
that
Council
recommend
to
fedko
placing
the
highest
priority
in
its
decision-making
that
the
one-time,
federal
gas
tax
infrastructure
transfer
be
held
by
the
city
as
a
reserve
dedicated
to
cycling
infrastructure
improvements
to
accelerate
projects
identified
in
the
transportation
master
plan
and
any
projects
identified
by
staff
in
the
review
now
underway.
Addressing
unsafe
cycling,
infrastructure,
okay,.
A
Thank
you
any
other
notices
of
motion,
a
notice
of

Most
people
thought
presentation
that
regular

H
A
The
motion
carried
inquiries,
we
have
three
written
inquiries.
First,
was
from
myself
and
councillor
bleh
on
Thursday
May,
16th
2019,
a
cyclist
was
killed
by
a
vehicle
while
riding
along
the
Laurier
Avenue
bike
lane,
based
on
the
city's
priority
to
plan,
build
and
maintain
safe,
cycling
infrastructure.
It's
important
to
understand
how
this
collision
occurred
and
how
the
city
can
move
forward
to
provide
safe
recycling
facilities.
A
As
part
of
the
is
inquiry
respond,
can
staff
provide
the
following
information
for
the
transportation
committee
meeting
of
June
5th
2019
a
an
overview
of
existing
cycling
safety
programs
and
initiatives
undertaken
by
the
city
be
an
overview
and
timeline
for
the
safety
review.
Traffic
services
will
be
undertaking
for
this
section
of
the
laureate
corridor,
see
an
overview
and
timeline
of
the
upcoming
strategic
road
safety
action
plan
and
update,
and
whether
it
will
include
cycling
safety
measures
to
prepare
for
prepare
a
report
for
Transportation
Committee
no
later
than
q1
2020.
A
M
Thank
You
mr.
mayor
I
have
an
inquiry
for
the
general
manager
of
transportation
services.
An
online
reservation
system
for
para
Transpo
has
been
a
topic
of
constant
conservation
conservation
throughout
the
city
of
Ottawa
and
within
the
disability
community.
For
several
years,
the
city
of
Toronto
has
operated
an
online
reservation
service
for
accessible
transit
services.
For
a
decade
the
telephone
calling
reservation
system
is
currently
operated
by
para.
Transpo
is
not
efficient
with
users.
Often
waiting
hours
to
make
a
single
reservation.
Users
would
benefit
greatly
from
the
implementation
of
an
online
system,
which
is
reportedly
under
development.
M
However,
timelines
for
the
project
are
vague.
Users
are
consequently
seeking
the
following
clarifications
about
the
future
implementation
of
online
reservation
system
number
one.
We
are
aware
that
there
is
a
report
to
be
tabled
to
the
Transportation
Commission
on
the
details
of
the
online
system
in
2019
our
staff
able
to
provide
a
timeline
on
when
exactly
this
report
will
be
tabled.
Number
two.
What
sort
of
details
around
the
online
system
will
be
included
in
the
report?
Number
three:
will
the
report
include
an
estimated
date
of
implementation
for
the
online
system?
M
Will
the
date
of
implementation
be
before
the
end
of
this
council
mandate
in
2022?
Another
major
concern
of
many
para
Transpo
service
users
is
that
the
implementation
of
online
servation
services
will
lead
to
the
elimination
of
the
calling
reservation
system
for
those
who
are
unable
to
use
online
services.
So
the
final
question
number
four
is:
will
there
be
measures
in
place
to
ensure
that
online
services
do
not
create
a
disadvantage
for
those
who
are
not
able
to
access
them?
Thank
you.
Okay,
Thank
You,
councillor.
L
Thank
you
very
much.
Mr.
mayor.
This
inquiry
builds
on
the
motion
from
Council
Chantry
and
your
direction
and
your
participation
in
the
provincial
task
force
in
2016,
the
International
Joint
Commission,
published
regulation
playing
2014
for
Lake
Ontario
and
the
st.
Lawrence
River.
To
quote
the
fact
sheet
for
the
plan
on
Lake
Ontario
and
the
upper
st.
Lawrence
levels.
L
Excuse
me
on
the
upper
left
st.
look.
What
st.
Lawrence
plan
2014
would
result
in
higher
autumn
levels
in
two
years
out
of
three
these
higher
autumn
water
levels
are
exactly
what
has
been
described
by
residents
and
Cumberland
Ward
through
the
two
seasons
out
of
three
of
flooding.
Can
staff
review
the
management
plan
and
its
implications
on
the
on
River
and
raise
the
issue
and
questions
about
this
plan
with
the
provincial
Task
Force
on
flooding
and
any
other
investigation
that
might
take
place?
Okay,.
