have
another

as
you
know
the

the
past
five
days,
we
have
seen
two
serious
and
disturbing
homicides
in
our
city
last
night,
a
shooting
in
the
city
south
end
left
one
man
dead.
Then
one
woman
seriously
injured.
This
homicide
and
attempted
murder
began
as
a
dispute
between
neighbors,
which
quickly
escalated
into
deadly
violence.
It's
a
pattern
of
violence,
escalation
that
we
are
seeing
repeated
major
crime
is
currently
seeking
the
arrest
of
mr.
A
Tristan
Campbell
in
relation
to
this
case
and
last
Thursday,
a
woman
working
as
a
librarian
in
a
downtown
religious
center
was
attacked
and
murdered.
This
morning
a
man
appeared
in
court
to
face
charges
in
her
death.
This
violence
is
a
crime
trend
that
we
are
seeing
in
Ottawa
in
other
Canadian
cities.
It
takes
strong
police
work
to
solve
them
and
all
the
vendors
accountable
and
this
city
is
served
by
professional
police
members
who
are
doing
just
that
and
we
truly
appreciate
the
community's
input
and
help
in
helping
us
solve
these
these
crimes
as
well.

This
weekend
we
saw
another
successful
race
in
the
past
few
days
and
I
want
to
congratulate
all
the
participants
and
organizers
on
a
great
event.
I
also
want
to
thank
the
many
members
of
our
Police
Service
and
other
emergency
responders
who
work
to
make
the
Tamara
Tamara
Police
weekend
another
great
success.
We
were
very
few
incidents
and
we
were
once
again
able
to
balance
the
security
needs
for
a
major
event
and
achieve
a
fun
weekend
for
all
bit
about
the
Byward
market
in
downtown
Reno
area.

In
addition,
the
bikes
and
beats
unit,
the
traffic
unit
right
programs
are
drug
unit,
guns
and
gangs
units
are
street
crime
unit
and
the
direct
action
response
team
will
also
be
active
in
these
areas,
in
partnership
with
auto
US
city
by
law,
or
the
alcohol
and
Gaming
Commission
of
material
and
also
Transpo,
we
are
conducting
community
safety
initiatives
who
to
target
disorderly
behavior
like
the
liquor
license,
act
offenses
as
well
be
targeted
criminal,
cavity,
an
aggressive
panhandling.
The
first
of
these
events
and
enforcement
weakens
took
place
over
them
a
long
weekend.

Mister
chair,
one
of
our
members,
constable
Terrence
Gill
of
SIBO
from
Central,
is
in
need
of
a
a
kidney
transplant.
He's
a
husband
and
a
father
of
two
young
children.
Terrence
is
in
the
final
stages
of
kidney
failure.
If
it
gets
worse,
he'll
need
dialysis,
while
he
waits
for
transplant,
Terrance
suffers
from
cones
and
cones
disease
and
as
a
side-effect,
his
kidney
failure.
Despite
this
tears,
Terrence,
is
still
on
a
job
conducting
and
working
shift
work.
A
In
support
of
Terrence
and
his
family,
our
members
held
a
kidney
donation,
information
session
and
blood
typing
event
with
communion
Blood
Services
last
week
to
see
if
any
of
our
members
could
be
a
blood
type
match,
and
we
wish
constable
Gill
and
his
family
all
the
best
and
we'll
continue
to
keep
uniformed
police.
We
care
LAN
from
May,
13th
and
19th,
and
this
year's
theme
was
celebrating
policing
and
community
partnerships.
It
was
great
to
see
all
the
community
members
and
police
members
who
came
to
the
various
advance
across
her
city.
A
The
auto
pea-soup
stars
were
chosen
as
this
year's
charity
and
received
upwards
of
$1,200
in
proceeds
and
donations.
This
group,
as
you've,
seen
covered
in
receive
media
events,
is
a
group
of
officers
and
volunteers
who
donate
their
time
with
youth
in
our
community,
using
basketball
as
a
tool
for
meaningful
engagement
on
May
9th,
the
street
crime
unit
executed
a
search
warrant
and
charged
an
adult
male.
After
an
investigation
into
drug
trafficking
activity,
a
variety
of
drugs
were
seized,
including
a
purple
putty
like
substance,
which
had
been
submitted
to
Health
Canada
for
Health
/
analysis.
A
That
analysis
has
confirmed,
the
putty
did
contain
heroin
and
fentanyl,
since
the
seizure
was
made.
Police
services
across
Ontario
have
reached
out
to
it
to
advise
us
of
recent
similar
seizures
and
it
seems
to
be
a
province-wide
issues.
We
continue
to
work
with
our
city
partners
through
the
overdose
task
force
to
work
against
this
ongoing
trend
of
drug
use
aboard,
and
please
also
to
announce
that
we
have
hired
local
company
graybridge
Malcolm
to
conduct
our
diversity
audit.
A
They
have
already
begun
their
work
and
there
was
a
meeting
with
them
that
midweek
last
week,
gribbit
Malcolm
brings
vast
experiences
to
this
project,
including
conducting
employment,
equity
and
diversity,
reviews
for
policing
safety
and
public
serving
organizations
in
Ottawa
and
nationally.
They
have
a
deep
subject
matter:
expertise
in
diversity,
equity
and
inclusion
and
respectful
workplaces,
their
areas
of
focus
align
well,
where
the
auto
police
services
current
work
on
by
advice,
awareness,
anti
racism
and
gender
equity.
The
selection
community
included
members
of
the
board
community
and
the
police
service.

Our
officers
focused
on
some
of
the
most
dangerous
driving
behaviors
from
drunk
and
drugged,
driving
to
distracted
driving
traffic
services,
section
conducted
various
education
and
safety
reports
and
blitzes
across
the
city
resulting
in
about
1115
charges
being
laid,
and
finally,
I
just
want
to
recognize
that
this
is
deputy
chief
Skinner's
last
board.
Meeting
jill
has
spent
37
years
in
policing
and
has
certainly
had
an
impact
both
locally
here
provincially
and
nationally
and
I
just
want
to
thank
her
for
your
service
to
our
community
and
to
policing
in
general.

major
mark
and
I
note
the
impact
as
far
as
your
passion
around
victims
of
crime
and
ensuring
they
get
treated
fairly

that

voices

held

I
didn't
come
prepared

because
it's
usually
just
the
report
that
gets
submitted,
but
I'm
happy
to
speak
on
behalf
of
the
program.
This
is
now
honest.
It's
in
12
years
that
I've
been
at
the
BIA
and
so
I
have
been
involved
with
this
program
for
12
years.
We
certainly
see
the
benefits
of
the
program,
a
partnership
with
the
auto
police
that
we
think
is
really
necessary
to
to
ensure
the
long-term
viability
safety
issues
in
the
Byward
market.
We
work
really
really
closely
with
the
police.

We
will
be
doing
some
mental
health
training
in
the
next
two
weeks
with
the
Ottawa
mission
we
kind
of
touched
on
it
earlier,
but
mental
health
is
certainly
a
big
issue
for
us
in
the
area
and
we
feel
it
necessary
that
our
ambassadors
are
equipped
as
best
as
possible
when
dealing
with
mental
health
issues.
When
to
engage
when
to
step
away,
we
have
a
lovely
team.
We
in
a
bit
of
restructuring
this
year,
because
the
program
used
to
be
done
in
partnership
with
city
bottle
of
markets
management
and
since
markets
management
has
since
been
disbanded.

covers

summer

of
the

going

go
over
a
few
of
the
highlights
today.
I'm

For
those
of
you,
don't,
let
me
add
the
executive
director
of
the
Boys
&
Girls
Club,
and
let
me
first
say
that
we
are
very
proud
and
appreciative
of
our
long-term
relationship
with
the
Ottawa
police
services.
It's
been
a
great
relationship,
not
just
at
the
police.
U
center
at
prince
of
wales,
but
also
across
the
city
and
other
locations.

To
see
so
I'm
just
going
to
cover
a
little
bit
of
information
about
the
police
youth
center,
so
last
year
we
saw
we
had
751
members
there
that
made
almost
19,000
visits.
On
average
we
saw
about
90
to
100
members,
and
this
was
pre-renovation
if
that
could
go
up
to
about
130
at
some
some
evenings,
which
was
very
challenging.

Just
a
couple
of
highlights.
We
had
some
fantastic
Ottawa
police
service
members
trained
with
our
members
and
did
the
nine
run
run
10k,
which
was
fantastic
and
in
December
at
the
police
youth
centre
we
hosted
the
Scotiabank
100
Legacy
Project
announcement,
which
means
that,
thanks
to
the
Sens
foundation,
the
NHL
we
will
soon
have
and
the
Tomlinson
family
we
will
have
a
new
sense
rink
when.

This
just
gives
you
a
little
bit
of
idea
about
how
much
how
our
visits
have
been
growing
to
this
clubhouse.
You
can
see
pretty
much
from
2014
on.
We
were
operating
at
full
capacity.
It
was
pretty
full
and
probably
some
nights
on
capacity
you'll
see
there's
a
little
bit
of
the
dip
in
2017
and
that's
because
we
close
the
clubhouse
in
September,
but
we
have
moved
to
a
decommissioned
school

running

fee

for

a
user
pay
approach
and

reality
actually

approach
in
the
budget
and
the
user
pay
aligns
with
the

city's
views
on
these
matters,
where
the
cost
of
providing
the
service
to
a
group
of
taxpayers
should
be
recovered
from
that
group
of
taxpayers
through
a
user
fee
and
not
and
not
set
on
the
tax
rate
itself.

we're
going
to
walk
you
through
some
of
the
options,

structures-
and
this
is
as
part
of
our
cost
recovery
exercise
as
well
as
we've
done
some
research
on
other
areas
and
how
they've
handled
this
mission
this
matter.
So
it's
quite
surprising
to
see
how
background
the
demand
for
background
checks
has
grown.

The
you
see
on
the
chart
that
we've
gone
back
five
years
and
in
fact
our
volume
of
background
checks
has
almost
doubled
that
it
was
started
out
at
roughly
forty
eight
thousand
background
checks
and
now
we're
closer
to
eighty
eight
thousand
two
in
the
ninety
range
and
what
you
see
there
and
you'll
see
this
as
we
break
down
the
composition
of
our
checks.
Is
that
we've
had
many
more
private-sector
employers
join
in
and
have
background
checks,
be
a
part
of
their
screening
exercise
so
that
read
them
in
our
population
has
grown
quite
significantly
as
well.

We
see
in
Ottawa
that
there
are
a
lot
of
folks
who
volunteer
out
more
than
one
event
and
often
that
requires
multiple
background
checks.
So
in
a
year
like
2017,
when
we
compare
me,
we
had
Canada
150
and
na2o
150.
We
probably
had
a
little
surge
in
volume
there,
so
it's
been
a
steady
incline
and
thank
goodness
that
we
had
the
online
background
check
coming
to
player.
We
really
would
have
struggled
to
process
these
checks
manually.

Here's
a
bit
of
a
look
at
at
behind
the
scenes
of
background
checks,
so
why
do
people
come
and
get
them
about?
Two-Thirds
are
for
employment
that
made
the
employment
in
a
vulnerable
sector
and
for
nonprofit
agency,
or
it
might
be
employment
for
a
private
agency
like
a
taxi
company
or
uber,
who
are
now
required
to
have
these
chats
as
part
of
the
bio
requirements
about
a
third
of
customers
are
volunteers
and
right
now
they
pay.

They
have
a
free
background
check
when
we
look
at
the
displace
it
slightly
differently
in
heaven,
look
at
the
demographics
of
the
group.
The
majority
of
the
take-up
goes
through
adults.
Almost
eighty
eight.
Ninety
percent
of
people
applying
are
adults
about
10
percent
or
youth.
That's
probably
a
group
of
folks
who
are
either
doing
a
co-op.

indicator

how
cumbersome

process

become

the
volume
that
we
were
now
receiving
when
someone
processed
a
background
check.

was
a
very
rudimentary
process
and
we
did
our
best
to
to
help
people
out
now,
after
after
we
introduced
the
online
process
and
things
change
remarkably,
and
here
was
the
vision
that
we
set
out
with,
we
wanted
to
have

end-to-end
on
what
online
electronic
solution
in
both
official
languages.
That
would
allow
you
to
do
everything
related
to
the
background
check.
So
you
could
apply
for
the
background
check.
I
often
use
the
example
that
you
could
be
in
your
pajamas
just
to
identify
you
could
be
at
home
and
do
it.

can
pay
for
the
background
check
on
online.
Your
identification
would
be
verified
and
that's
very
important.
We
want
to
make
sure
that
we're
giving
the
background
check
to
the
in
the
exact
individual
who's
requested
it,
and
you
could
receive
your
results
online
either
mail
back
or
online
them
in
a
return
email,
and
we
wanted
our
customers
to
receive
their
background
check
within
48
hours,
so
to
really
turn
things
around
so
that
it
was
a
strong
service
and
here's
what
we
found
out
after
we.

went
in
that
in
May
last
year
about
50%
of
our
customers
are
completely
online
and
they
do
the
end-to-end
process
and
they
receive
their
results
in
24
to
48
hours,
if
not
less
than
that.
Actually
usually,
if
you
apply
online
before
8:00
in
the
morning,
you'll
have
your
results
by
noon
and
some
of
our
online
customers
are
unable
to
verify
their
identification
or
complete
the
payment
part
of
the
process
or
they
might
be
under
18.
That's
about
20%
of
our
customers.

folks
end
up
coming
into
Queens
view
for
to
walk
in
and
do
the
payments
and
ID
their
efficacious.
We
fast
track
them
to
make
sure
that
they're
in
and
out
quickly
as
they've
completed
most
of
the
process,

our
customers.
They
were

on

wait
time
right
now

about

assurance
support
as
the

been
reduced.

customers

people

acceptable

need

would

ID
at
different
desks

make
the
under-18
group
simpler
to
process
we're
continually
educating
the
top
10
or
20
employers
and
organizations
on
our
online
advantage.

employers
are
still
saying
if
you
just
go,
you'll
get
it
the
same
day.
Actually,
if
you
just
go
online,
you'll
get
it
within
four
hours,
so
we're
sending
that
message
out.
We've
still
have
some
more
online
application
fixes

make,
and
this
is
a
continual
thing,
I
think,
with
online
work.
You
find
that
adjustments
are
needed
to
attract
people's
attention
to
certain
sections
and
we've
been
doing
that
on
an
ongoing
basis.

work
to
do
to
hit

walk
in
service
standard,
we're
trying
to
hit
a
20-minute
wait
time

wait

Ontario

a

of
targeted
key
stakeholder
interviews
that
were
conducted

myself

inspector

met
with
those
stakeholders
to
get
their
input
on
the
CW
and
and
others.

themes
that
were
identified
and
I
think
a
number
of
the
members
on
the
board
have
been
around
since
2014.

themes
were
consistent
with
that
which
we
found
in
2014
in
regards
to
the
open
or
the
public
survey,
there

mixed
response
in
regards
to
the
expansion
in
a
game
that
was
consistent
with
what
was
found
in
2014
in
regards
to
the
targeted
consultation
with
members
of
the
community,
and
particularly
with
the
mental
health
or
practitioners
in
the
mental
health
community.

mental
health
professionals,
was
a
previous
focus
had
been
de-escalation
training
in
general
I've
been
speaking
to
dr.
Peter,
burrows
and
dr.
Phil
Richey.
One
thing
that
they
did
identify
is
that
there
would
be
value
in
increasing
our
training
for
frontline
officers
and
dealing
with
members
of
public
who
are
suffering
from
mental
health
issues.

Their
belief
is
that
the
better
understanding,
some
of
the
challenges
in
dealing
with
members
suffering
from
mental
health
issues
could
better
prepare
an
officer
to
adequately
respond.
The
good
news
there
is
that
we
have
been
doing
this
sort
of
training
for
the
last
few
years
and
based
on
our
findings
of
this
report.
This
is
something
we're
looking
to
further
expand
increase
the
number
of
officers
that
cycle
pervious
dedicate
train,
which
is
a
two-day
course.

Another
quote:
I
always
find
it
interesting
when
you're,
when
you're
meeting
with
people,
they
have
unique
ways
of
saying
things
differently
and
dr.
Boyles,
being
a
recognized
expert
in
the
mental
health
pointed
out

the
fact
that
police
officers
interact
with
the
public

times

year,
and
we
look
at
that.

subject

medical
professionals
have
pointed
out
that
it
is
not
only
the
physical
arm

a
subject
member

needs
to
be
taken
into
consideration,
but
also
the
long-term
impact
on
their
mental
health
that
results
from

incidents,

quote
the
physician
that
spoke
to
this,
is
you
cannot
put
a
cost
on
this
or
a
value
on
us
again.

is
our
recommendation
and
our
belief
from
a
senior
leadership
that
this
is
an
option
that
belongs
in
the
hands
of
all
officers.

demographics,
increased

constrained
budgets

compromising
officer
safety

The
SI
program
was
officially
launched
in
2014
to
enhance
and
strengthen
service
to
the
public
by
assessing
and
aligning
our
focus
on
core
policing
responsibilities,
identifying
opportunities
for
efficiencies
and
building
a
more
sustainable
pulse
policing
model
through
restructuring
and
implementing
changes
to
how
we
deliver
service.

Over
the
course
of
several
years,
low
PS
has
provided
updates
in
PS
beyond
the
largest
transition
transformation
project,
since
the
1995
City
amalgamation.
Today's
presentation
marks
the
final
report
of
the
service
initiative
to
the
board
and
will
provide
a

was
accomplished
with
the
SI
program.

service
focus
its
efforts
in
2014
by
developing
a
target
operating
model,
Tom,
essentially
developing
a
future
vision
of
the
service
that
Tom
provided
the
foundation
of
how

business
should
transform
in
all
aspects,
from
how
we
envision
day-to-day
operations
to
how
we
manage
the
business
side
of
the
service.
The
tom
was
created
by
the
senior
management
of
the
organization
and
was
presented
to
the
PSB
in
2014.

tell

initially,

was
very
confusing.

we're
going

we

2011
to
2013
the
service
embarked
on
a
review
and
opportunity
assessment
for
the
service,
the
ideation
phase
was
critical
to
understand
the
current
state
of
the
service
and
the
opportunity
potential
prior
to
initiating
a
multi-year
program.

is
actually
when
we
started
with
the
opportunity
to
log
which
our
members
provided
over
300
opportunities,
where
they
saw
an
opportunity
for
efficiencies.

2014
focused
on
building
the
foundational
components
to
support
a
multi-year
program.
The
key
deliverables
included
the
development
of
Vuitton,
the
rationalization
of
the
opportunity,
log
identifying
and
securing
program
resources,
the
development
of
the
various
project
charters,
the
establishment
of
the
governance
model
and
the
identification
of
an
identity,
the
executive
sponsor,
which
was
myself.

finally,
2018
marked
the
official
close
over
the
program
with
the
continuation
of
major
activities
under
the
authority
of
the
actual
functional
units.
These
initiatives
include
the
alternative
response
unit,
the
area
the
health
I
am
and
guarding
mental
health
patients
project.
The
civilian
ization
of
the
front
desk
and
the
opstat
process
website
stands
for
the
operational
performance
strategy,
z'
and
tactics,
and
that's
basically
a
meeting
of
the
superintendent's
to
determine
where
we
need
to
be
putting
our
resources
based
on
evidence
and
data.

six
delivery
projects,
service,
delivery
projects,
demand
management,
control,
center,
frontline
deployment,
investigations,
projects,
organizational
design,
operational
performance
management
framework
and
the
integrated
community
placings
strategy
and
framework
have
all
contributed
to
achieving
these
goals.
The
combined
effort
commitments,
dedication
and
drive
by
many
sworn
of
all
ranks
and
civilian
members,
the
SI
project
team
and
executive
led
to
the
following
accomplishments
in
relation
to
the
time.

the
first,

the
center,

is
the

the

our

implemented
the

center

known
as

and

directive
proactive
patrol
sergeants
within
that

moving

the

we
concentrate

demand
management
strategy
in
order

build
capacity

our

technology,
enhancing

self-serve

streamlining
processes,

is
expected
that
the
service
could
redirect
41%
of
all
p4
calls
of
the
service.

also
provides
evidence
when
the
call
is
redirected,
and
somebody
asks
a
question.
Why
did
you
do
this?
We
can
have
a
consistent
answer
to
the
member
of
the
public
who
has
concerns.
We
also
are
now
providing
support
to
our
members
who
are
making
these
decisions
in
the
past.
They
may
have
been
making
on
a
gut
feeling
or
based
on
their
own
experience.
This
now
gives
them
evidence
which
to
support
their
decision,
making.

This
really
put
the
right
people
doing
the
right
type
of
work
when
it
came
to
our
victims
services
and
we
further
developed
and
formalized
emergency
access
authorization
initiative
which
will
come
into
play
by
July
1st
of
this
year,
which
basically
allows
officers
access
to
multi
multi
year.
Dwellings
for
after-hours
emergency
calls
and
we're
also
in
progress
with
guarding
mental
health
patients
initiative
working
very
closely
with
our
hospitals
here
in
the
city
and
trying
to
overlay
some
technology
that
we
have
through
a
grant
that
we've
received
to
improve
and
enhance
our
services.

The
service
focus
on
improving
its
operational
communication
channels,
leverage
technology
and
streamlining,
resisting
processes.
Some
examples
of
what
was
completed
included
the
establishment
of
our
demands
for
service
system
and
process
to
identify
a
sign,
execute
and
report
on
proactive
and
reactive
demands.
I
think
this
is
one
of
those
areas
where
it
really
shows
that
we
now
have
evidence
for
what
our
officers
are
doing
when
there
are
the
calls
for
service
the
300,000
calls
for
service.
We
can
really
give
you
good
data
on
what
it
is
that
they're
doing
during
those
times.

Think
you'll
see
it
by
doing
some
of
these
things,
we're
actually
providing
that
expertise
and
experience
to
our
family
members,
so
very
in
a
better
position
when
they
come
to
a
time
where
they
want
to
move
from
Patrol
into
one
of
the
more
specialized
areas,
also
providing
investigative
support
and
oversight
through
case
managers
for
the
frontline.
So
they
have
somebody
to
go
to
that
has
some
expertise
and
investigations.

large
component
of
a
change
resulted
in
how
we
were
structured.

The
organizational
changes
focus
on
reducing
duplication,
placing
resources
where
they
are
needed
most,
for
example,
the
need
to
focus
on
core
policing
activities,
enhancing
service
to
the
City
of
Ottawa.
The
organizational
changes
that
were
implemented
included
a
new
frontline
deployment
model
and
the
shift
towards
sectors
of
supposed
to
the
smaller
zones.
We
also
have
a
new
CID
hue,
organizational
structure
and
alignment.

Key
service
strategies
implemented
included
the
launch
of
the
formalized
community
networks
in
Lower,
Town
and
overlooked,
and
those
continue
to
develop
and
we're
looking
at
a
third
FCM
coming.
We
hope
soon
in
the
Colville
area
and
then
the
completion
of
the
mirrored
pilots,
which
we
transition
now
over
to
operations
and
we've
received
operational
funding
provided
by
a
Public,
Safety
Canada
resilience
fund.

The
first
two
years
of
ASI
program
primarily
focus
on
the
left
side
of
the
tongue
in
2017.
The
program
shifted
direction
toward
the
right
side
by
establishing
key
community
center
of
strategies.
This
included
designing
and
approving
an
integrated,
o-p-s
community,
policing
strategy
and
framework,
as
well
as
establishing
a
proactive
off-site
process
to
strategize
prioritize
and
execute
turning
crime
and
social
disorder
issues
and
I'm
going
to
give
you
a
short
example.
For
instance,
we
had
saw
a
significant
increase
in
frauds.

So
by
bringing
that
information
to
the
table,
we
were
able
to
ask
those
questions
really
delve
into
what
does
that
mean?
What
how
can
we
prevent
this?
Well,
we
were
able
to
see.
Was
these
frauds
were
actually
created
by
an
increase
in
theft
and
vehicles?
People
were
leaving
their
vehicles
with
their
credit
cards,
etc,
and
then
there
were
people.
The
subjects
were
born
Aid
and
doing
the
frauds.
So
by
putting
our
resources
where
the
where
the
theft
from
vehicles
were
occurring,
we
could
actually
impact
the
number
of
fraud
cases
that
we're
seeing.

Another
aspect
of
the
time
that
the
SI
program
continued
contributed
to
included
the
adoption
of
a
new
service
delivery
models
in
various
areas
of
the
city
of
the
service.
This
included
the
implementation
of
the
courts,
reorganization
and
shifting
its
service
delivery
model,
which
included
the
identification
in
mental
process.
Efficiencies
such
as
the
implementation
of
nuance
file
management
processes
and
optimizing
our
resource
allocation.

We
adapted
to
the
Crown's
scope
system,
so
they
have
their
own
record
system
and
we
were
able
to
adapt
to
it
and
be
much
more
efficient,
reduce
duplication
and
in
the
implementation
of
a
lien
subpoena
process
which
identified
further
process
efficiencies
and
optimization
of
resources,
which
has
led
to
a
more
effective
and
efficient
services
provided
by
our
court
unit
and
changes
to
the
victim
crisis
unit.
With
the
move
towards
focusing
on
clinical
professional
services
to
victims
and
strengthening
partnerships
to
the
yes
to
provide
non
clinical
support
to
victims
so
actually
getting
to
our
victims.

As
you
can
see,
as
I
worked
on
many
aspects
of
the
time,
however,
work
remains
to
achieve
the
expected
end
state
of
those
aspects.
The
adoption
of
a
continuous
improvement
mindset
will
be
required
to
continue
with
evolving
and
stabilizing
these
changes.
Other
areas
within
o-p-s
have
been
doing
work
towards
Tom
as
well.
Dependencies
to
end
states
include
current
technology,
the
capabilities
thereof,
timelines
of
the
IT
modernization,
wave
map
facilities,
plan,
the
workforce
and
innovation
project
and
bathing
required
foundational
elements
to
build,
drive
and
lead
required
strategies.

Upon
the
financial
aspects
of
the
program,
we've
got
a
number
of
the
items
that
we're
going
to
speak
to
return
a
budget
to
administer
the
SI
program
from
2012
until
2018
told
it
6.2
million
dollars.
On
the
other
side
of
the
ledger,
we
have
real
number
of
efficiencies:
the
financial
savings
we
realize
to
date,
total
1.1
million
dollars
which
resulted
from
the
courts,
reorganization
that
eliminated
the
need
for
an
office
move
and
compensation
dollars
related
to
downgrading
positions
within
the
restructuring
exercise.

This
equates
to
approximately
seven
million
dollars.
This
reinvestment
has
supported
the
livery
of
new
services
and
functions
within
the
current
budget.
Evelope
changes
to
many
business
practices
for
the
demand
management
project
will
have
the
potential
to
realize
the
equivalent
to
an
additional
73
FTEs,
approximately
a
hundred
and
twenty
nine
thousand
five
hundred
hours
total,
which
includes
both
civilian
and
sworn
civilian
capacity
hours.
These
capacity
hours
will
enable
members
to
engage
in
more
proactive
police
activities,
develop
and
refine
skills
related
to
low-level
investigations
and
improve
the
over
level
of
service
to
the
public.

of

know,
the
SI
program
concluded
in
its
official
capacity
April
30th
of
this
year.
Project
still
in
progress
are
now
under
the
authority
of
the
operational
units.
This
includes
the
civilian
ization
of
the
front
desk,

responses
and
the
guarding
mental
health
patients
project.
A
full
program
evaluation
will
be
conducted
in
the
near
future
to
assess
the
effectiveness
of
the
SI
program
meeting
its
stated
objectives.

which
is

consultation
approach,

is
our

members

about
the
new

and
its
impact
on
communities.

first
December
2016

CAG
meeting,
we
had
a
breakout
session
during
which,
in
smaller
groups,
we
tackled
some
of
the
communication
challenges
the
police
were
having
in
reaching
community
associations.
I
found
that
first
meeting
to
be
the
best
one
I
had
the
pleasure
of
attending
and
here's
where
I
will
go
into
what
I
believe
are
some
of
the
challenges
that
the
CAG
group
should
address
moving
forward.
Please
understand
I,
mentioning
these
from
point
of
view
of
absolute
respect
for
everyone
involved
in
the
process.
I
realize
this
was
a
first
kick
at
the
can.

However,
if
the
goal
is
to
improve
the
humbly
offer
you
my
remarks
on
exactly
how
the
rollout
of
the
CAG
took
place.
From
my
perspective
in
terms
of
improvements,
clearly,
there
needs
to
be
a
distinguishment
between
the
operational
and
advisory
capacity
of
the
CAG.
This
wasn't
made
clear
and
much
time
was
wasted
with
miscommunications
on
this
front.
If
you
give
a
community
and
operational
say
by
appointing
them
to
a
decision-making
board,
it
would
go
a
long
way
towards
inclusivity
and
providing
accessibility
to
decision-making
bodies
that
impact
the
quality
of
life
of
our
communities.

issues
came
to
a
head,
such
as
and
I
mean
issues
in
the
in
the
public,
such
as
the
sanctuary
city
issue
that
came
up
or
the
ochio
crisis,
or
the
discussion
around
community
police
officers
being
able
to
act
on
them
in

operational
capacity
on
the
CAG
would
have
been
a
much
better
use
of
people's
time.
We
spend
a
lot
of
time
understanding
the
big
transition
and
we'll
ask
the
syllabus
to
communities,
but
the
results
and
effectiveness
of
this
pitch
are
extremely
questionable.

CAG
meetings
were
far
from
consistent,
depending
on
what
needed
to
be
discussed.
We
never
really
got
a
sense
of
moving
the
needle
board
after
the
initial
meetings,
which
I
thought
were
tremendously
well-run
in
more
of
the
workshop
formats.
By
having
so
many
different
stakeholders
around
the
table,
we
had
a
hard
time
identifying
the
roles
and
responsibilities
of
each
that
really
have
been
made
more
clear
upfront
and
could
have
been
underlined
at
the
beginning
of
each
meeting.

Instead,
we
got
a
lot
of
death
by
PowerPoint,
pardon
the
expression,
and
many
of
us
left
the
meeting
scratching
our
heads
as
to
what
real
direction
we
were
going
in
terms
of
next
steps
are
what
I
would
like
to
see

what
I
believe
many
community
groups
would
like
to
see
our
concrete
evaluation
points
on
your
measures
of
success
for
groups
such
as
this
moving
forward.

you
doing

evaluate
yourselves

measures
