something

hope

generate

questions.
I'd
like
to
tell
you
the
story
of
a
young,
a
young
black
Ottawa
father,
told
me.
Yesterday
he
was
at
a
McDonald's
I'm.

later

that
I

provided

so
earlier
this
month,
I
attended
a
presentation
by
the
Ops
hate
crimes,
guy
Ali,
to
girl,
and
let
me
see
up
front
my
remarks
aren't
aimed
at
Ally
they're,
aimed
at
the
system.
The
first
question
I
asked
Ali
was
about
the
hate
crimes
data
the
Ops
released
in
January
I,
said:
I've
been
reading
lots
of
hate
crime
reports.
As
my
part
of
my
work
with
the
Hub
and
every
report,
I
read,
says:
black
people
are
the
most
targeted
by
hate
crime,
but
the
Ops
didn't
release
the
number
of
hate
crimes
per
group.

They
only
released
the
total
number
of
hate
crimes
overall,
so
we
couldn't
see
how
many
hate
crimes
there
were
against
black
people.
I
asked
Ali
Ali
why
that
was,
and
his
answer
was
so
confusing.
I
can't
remember
it
and
then
I
asked
Ali
if
the
hate
crimes
unit
charged
any
Convoy
protesters
with
hate
crimes,
and
he
said
no,
which
wasn't
entirely
surprising,
considering
the
hate
crimes,
unit
arrest
rate
for
criminal
hate
crimes
as
of
July
2022
five
months
after
the
Convoy
occupation
was
only
21
percent.

That
also
isn't
surprising,
because
the
whole
focus
on
hate
crimes
has
never
been
about
solving
or
reducing
them.
It's
always
been
about
the
Ops
number
one
priority
justifying
increases
to
the
Ops
budget.
That's
why
the
police
love
to
be
part
of
these
hate
crime
groups
with
cop
friendly
Community
Partners
and
last
month
we
got
clear
evidence
of
just
how
cop
friendly
ottawa's
hate
crime
community
group
United
for
all
is
when
the
Ops
Clarity
its
former
leader
Abba
John,
as
the
ops's
Director
of
community
safety
and
well-being.

How
effective
is
the
Ops
in
addressing
the
number
one
issue
identified
by
the
majority
of
Ottawa
residents?
The
Ops
budget
you
approved
last
month
said
that
in
multiple
surveys,
Ottawa
residents
identified
Road
Safety
as
a
top
concern,
and
it
remains
a
number
one
priority
for
the
OBS.
However,
during
the
march
for
a
City
Council
budget
meeting,
the
one
we
interrupted,
Council
Shaw,
Council
Sean
Devine,
said
he
had
spoken
to
deputy
chief
Bell
about
Council
Council
Divine
constituents,
concerns
about
traffic
and
that
D.C
Bell
had
told
him.

Policing
is
not
the
answer
to
speeding
and
road
safety,
really,
even
with
a
budget
of
more
than
400
million
dollars.
That
includes
37
officers
in
the
traffic
Services
Unit
that
doesn't
sound,
very
effective
you're,
not
fulfilling
your
mandate
to
ensure
adequate
and
effective
policing
out
of
war
and
you're
limiting
public
input.
That
would
help
you
do
your
job
properly,
so
it's
time
to
continue.
Reimagining
Community
safety
in
Ottawa
by
freezing
the
Ops
budget,
handing
the
outcome
of
the
line
by
line
audit
of
all
city
services,
which
is
supposed
to
include
the
Ops.

in

specific
numbers
around
hate
crimes
that
that

broken
up

is
it

focus
on
the
public
delegations.
We
certainly
would
like
the

limitations
on
public
delegations
repealed
or
what
was
brought
in,
bring
it
back

it

before
like
this.
This
thing
about
having
to
just
to
be
clear
right,
so
the
motion
you
guys
passed
requires.
This
is
just
one
of
the
of
the
limits
right.
It
requires
us
to
send
our
delegations
in
writing.

you
really

public
input,
that's
for
sure
and
then

your

but
for
the
Ops
actually
yeah

terms
of
hate
crimes.

like

numbers
per
group
released.
We
want

hate
crimes
are
against
black
folks
right

now.
The

last
data
release
was
just
this.

overall
number
not
broken
down
again,
as
I
mentioned
when
I
asked
Ali.
Why
that
was
it's,
like
literally
the
answer
was
so
confusing:

it.

supposed

minute
constraint
thing
was

the
floor
is

trespass
to
property.
Act
is
well
written
and
well
adjudicated.
It
requires
no
Amendment
or
special
interpretation.
However,
police
enforcement
is
not
in
alignment
with
the
act
and
or
our
Court's
rulings
on
the
ACT,
the
provision
of
police
services
and
the
Safety
and
Security
of
citizens
has
threatened
when
good
laws
are
badly
enforced
and
result
in
detrimental
consequences
to
the
public.

Community
interests
are
not
served
by
police
issuing
trespass
at
the
request
of
a
person
lacking
the
authority
to
do
so.
Pursuant
to
the
act
in
our
Court's
rulings,
a
person
cannot
be
trespassed
if
they
are
the
invited
guest
of
the
occupier
or
if
the
person
has
legally
conferred
authorities
such
as
the
power
of
attorney
or
legal
guardianship.

Multi-Occupancy
facilities
like
apartment
buildings,
long-term
care,
retirement
homes
and
group
homes
have
multiple
physical
possession
occupiers,
landlord
tenant
board.
Ontario
Court
of
Appeal
have
ruled
the
physical
occupier,
not
the
owner
or
agent
of
the
owner
can
issue
a
trespass
similar
to
Ontario
Court
of
Appeal.
In
the
Weber's
case,
the
Ontario
provincial
offenses
Court
in
2019
confirmed
a
person
with
legally
conferred.
Authority
cannot
be
trespassed.

Trespass
charges
were
withdrawn
upon
presentation
of
power
of
attorney
documentation
for
a
person
trespassed
for
life
from
their
96
year
old
mother
living
in
a
retirement
home
Community
interests
are
not
served
when
citizens
have
to
pay
thousands
of
dollars
to
a
lawyer
to
go
before
a
court
and
beg
for
the
court
to
enforce
the
trespass
act
as
it
is.
Written
police
mistakenly
take
direction
to
trespass
from
the
deed
possessor
and
not
the
physical
possessor,
as
described
in
the
trespass
to
property
act
who
pays
to
occupy
their
lawful
permanent
residence.

Rogue
definitions
of
occupier
by
our
police
officers
erodes
public
confidence.
Misuse
of
the
trespass
to
property
act
brings
law
enforcement
into
disrepute,
there's
consequences
compelling
Arguments
for
Human
Rights,
Code
violations
and
Charter
rights
breaches
and
numerous
other
legislation.
Violations
arise
when
an
individual
without
the
authority
of
law
is
forbidden
from
engaging
in
their
normal
freedoms
to
come
and
go
and
make
personal
choices.
Like
others.

In
society,
we
have
Charter
breaches
the
trespass
to
property,
agnesius
results
in
police
being
complicit
with
Charter
breaches
and
with
the
obstruction
of
the
legal
authority
of
a
power
of
attorney
or
legal
guardian
to
care
for
their
mentally
or
physically
impaired.
Grantor
Police
Services
should
not
result
in
the
Safety
and
Security
of
citizens
being
threatened
with
unlawful
trespass
for
fulfilling
their
legal
obligation
to
report
seniors
and
disabled
persons.

Abuse
individuals
raising
concerns
about
poor
care
of
their
loved
ones,
similar
to
what
our
military
report
during
the
pandemic
are
being
unlawfully
trespassed
by
police,
taking
direction
from
the
deed.
Possessor
individuals
are
trespassed
for
life
in
many
cases,
from
their
family
and
their
disabled
children.
Without
due
process,
Care
Facility
operators
wanting
to
silence
Advocates
allege
the
person
is
engaging
in
dangerous
Behavior,
which,
if
true,
is
a
criminal
code
misconduct
and
should
be
charged
accordingly
and
there's
options.
Options
are
disturbance
of
the
peace
Mischief
or
entering
a
peace
Bond.

Thankfully,
unlike
with
misuse
of
the
trespass
to
property
act,
proof
of
the
alleged
threatening
behavior
must
be
provided
in
order
for
the
charges
to
be
applied
due
process
facility
operators
with
police
compliance
have
also
cited
occupational
health
and
safety
as
a
grounds
for
trespass.
Our
courts
have
ruled
otherwise.

Occupational
health
and
safety
governs
employee,
employee
workplace
relationships,
not
the
general
public
or
visitors
in
the
facility.
Additional
police
training
regarding
the
definition
of
physical
occupiaries
imperative
police
call
to
trespass
an
individual
in
multi-occupancy
residential
facilities
need
to
take
direction
for
the
physical
occupier.
Police
enforcement
should
not
be
in
opposition
to
judicial
rulings
on
the
well-written
TPA.

It
does
not
serve
the
public
interest
to
know
and
fear
that
the
TPA
is
being
weaponized
and
unlawfully
administered
by
police.
Police
themselves
would
benefit
from
additional
training
in
their
day-to-day
activity.
Courts
have
deemed
police
are
trespassers
when
the
occupier,
not
the
owner,
has
not
invited
them
on
their
premises.
Court
several
police
are
not
an
execution
of
their
duties
when
they
are
trespassers
and
therefore
evidence
collected
is
inadmissible.

Arrests
are
nullified
and,
in
the
event
that
police
officers
are
assaulted,
charges
are
dropped.
I
probably
came
up
to
my
five
minutes:
right
I
am
not
wanting
to
slam
police,
but
what
really
bugs
me
is
that
when
we
have
police
officers
assaulted
because
and
their
trespasses,
so
the
charges
are
dropped
and
I
have
cases
Court
law
cases
where
they
have
had
physical
injury,
permanent
discs
removed
out
of
their
backs,
attempted
murder
and
the
charges
are
dropped
because
they
were
considered
trespasses
trespassers
I
have
an
issue
with
that:
I,
don't
like
that.

had

experience
with
this

this
on

end
goal
is
that
you
want
police
to
be
better
trained
to
understand.
All
that
you
have
said
because
of
the
inaccuracies
like
the
the
wrongly,
you

wrong
charges
or
whatever.

them

better
trained
on
understanding
who
the
physical
occupier
is
pursuant
through
the
trespass
Act
and
the
courts
have
ruled
it's
the
person
in
physical
possession
and
if
they
could
arrive
to
facilities
like
Care
Homes.
Who
are
you
know,
trying
to
throw
us
out
just
for
advocating
and
say
you
know,
property
owner
or
operator.

Pre-Pandemic
it's
not
acceptable.
It's
just
not,
and
it's
a
good
law
there's
nothing
wrong
with
it
and
when
we
have
criminal
code
misconduct
options,
it's
great,
let's
charge
accordingly
and
the
one
thing
that's
so
good
about
criminal
code
misconduct
charges
they
have
to
provide
proof.
Do
you
know
how
many
people
would
say?
Oh,
my
God,
we
would
get
proof
they
would
have
to
prove
prove
it.
There's
Advocates
that
would
drop
to
their
knees
in
Joy
when
they
would
hear
that
the
facility
had
to
provide
proof.

criticizing
and

police

I've

very
soft
spot

police
officers,

but
if
it's
ever
get
catches
on,
there
are
huge
Charter
violations
and
right
now
there's
there
could
be
a
class
action.

want

avoid
all
of
that.

little
bit
of
training,

it
just
in
15-20
minutes
if
I
had
to
to
protect
our
guys
and
our

mean
male

seniors
and
disabled
when

number

four
people
trespassed
within
an
eight
day
period
from
one
city
of
your
retirement,
home
and
I
actually
didn't
complain
about
my
mom's
care.
She
was
fine.
We
had
private
care
for
her.
I
complained
about
watching
a
young,
employee,
physical
workplace,
violence
and
the
next
day
I
was
trespassed
for
life
from
my
mother
and
that's
when
I
found
out
that
this
even
happens
and
then
I
found
out
it's
right
across
Ontario
right
across
Canada
and
I.

Remember,
you
know
trying
to
correspond
with
the
owner
and
saying
I,
don't
understand,
you
know:
I
just
stood
up
for
an
employee
workplace
violence.
You
know
it's
not
acceptable.
She
was
just
a
young
little
thing.
First
job
ever
and
again
you
know,
I've
got
a
bleeding
heart
and
so
I
stood
up
for
her
and
I
never
got
a
response
and
Christmas
was
coming.
Wasn't
allowed
to
see
my
mother
I
hired
a
lawyer.

lawyer
tried
getting
what
was
the
grounds
for
my
trespass,
nothing
and
then
we
literally
I
went
to
two
justices
by
the
way
at
the.
How
do
I
fix
this
I
want
to
see
my
mother
she's
just
been
diagnosed
with
dementia?
Her
clock
is
ticking
her
biological
clock,
but
the
one
in
her
head
sticking
even
faster
and
the
two
justices
literally
said
you're
going
to
have
to
breach
the
verbal
trespass
get
arrested
and
go
before
a
judge.
I
said
you're
kidding
me
and
so
I
thought.

that's
what
I
have
to
do,
then
let's
set
it
let's
set
the
Precedence.
Let's
do
it
and
see
what
happens.
Of
course,
I
have
POA
like
a
lot

other
people
who
are
part

that

on-duty
deaths
of
Alberta,
RCMP,
Constable,
harvinder
Dam
and
the
SQ
Sergeant
Marlene
bro
this
past
month.
Tragically,
that
brings
the
number
two
nine
Canadian
police
officers
who
have
died
in
service
to
their
communities
over
the
last
seven
months.
Many
members
of
our
service,
including
myself
and
Deputy
Ferguson,
attended
Sergeant,
Bros,
funeral
and
Tara
Vieja
last
week.

It
was
an
emotional
and
moving
tribute
for
this
officer
who
left
behind
a
family,
two
young
children
and
many
friends,
colleagues
and
loved
ones
too.
Many
of
these
funerals
have
occurred
across
Canada
this
year.
It's
important
that
we
come
together
to
mourn
and
also
support
the
families
of
those
who
have
passed.

On
to
some
protest
activity
as
the
public
service,
Alliance
of
Canada
strike
enters
its
second
week,
I
want
to
highlight
the
work
of
our
members
that
they
are
doing
to
help
mitigate
any
impact
on
the
city,
as
thousands
of
psac
employees
have
set
up
at
multiple
locations
across
across
Ottawa,
we
have
developed
a
plan
that
ensures
the
safety
of
those
picketing,
as
well
as
still
respecting
the
rights
of
individuals
living
or
working
in
the
immediate
area.

Our
officers
have
been
on
scene
to
manage
traffic
and
we
have
been
updating
the
public
on
our
social
media
channels
to
identify
any
areas
to
avoid.
We
are
also
working
with
our
partners
at
the
city
to
develop
fluid
responses
to
any
emergency
emerging
issues.
I
will
say
to
their
credit.
The
psac
leaders
and
the
employees
have
largely
been
very
cooperative
and
we
thanked
them
for
that.
We
have
had
a
few
issues,
but
they
have
been
relatively
easy
to
manage.

The
psac
strike
isn't
the
only
event
that
we
are
actively
managing
today
alone.
We
are
managing
two
other
events.
Our
officers
are
presently
deployed
outside
the
Turkish
Embassy
to
keep
the
peace
out
of
demonstration
out
there.
There
was
a
March
to
the
Embassy
that
we
assisted
the
safety
with
the
last
information
I
had
there
was
approximately
350
people
in
that
area
and
at
a
local
park
as
well.

are
working
with
the
RCMP
to
provide
escort
services
to
the
visiting
German
Prime
Minister
today
and
tomorrow,
and
of
course,
we
are
already
starting
preparing
for
the
Canada
Day
celebrations,
the
increase
in
demand-
and
this
just
want
this
one
industry
alone-
this
one
area
of
our
work.
Obviously,
the
development
of
an
HR
plan
that
addresses
this
constant
strain
on
the
service
needs
to
be
addressed
along
with
the
HR
plan.

drive
to
strategy

are
rolling
out
to
replace
the
three-year
initial
EDI
strategy
that
we
had
we
haven't.
We
did
incorporate
the
feedback

asking

on
the
important
work
that
we
have
completed
over
the
past
several
years
to
develop

wide-ranging
policy

a

effort

fatalities.
It's
concerning

report
that
there
have
been
four
fatalities
and
one
Serious
injury
accident
on
our
roads
between
April,
8th
and
the
15th
of
note.
Three
of
these
collisions
occurred
in
our
City's
West
End
on
days
when
the
weather
did
not
impact
the
road
conditions.

Officers
from
our
fatal,
Collision
Investigation
Unit
have
been
deployed
to
the
scenes
of
these
accidents
and
are
working
closely
with
the
coroner's
office,
the
city
of
Ottawa
and
our
partners
at
safer
roads
Ottawa
to
identify
any
opportunities
to
improve
safety,
and
this
could
include-
and
we
do
this
at
times-
engaging
City
Engineers-
to
review
these
intersections
and
roadways
to
see
if
anything
can
be
done
or
updated
to
reduce
any
further
fatalities.
It
also
includes
developing
education
campaigns
that
help
drivers
and
other
Road
users
to
safely
use
the
city,
roads
and
highways.

safety,
I

tell

We
have
received
a
number
of
complaints
related
to
Vehicles
stunting,
loud
mufflers,
and
speeding.
Our
traffic
Services,
Unit
and
front
line
are
working
to
identified
an
old,
accountable,
Speeders
stunt
drivers
and
those
who
are
causing
safety
concerns
on
our
roadways.
This
past
weekend,
for
example,
officers
issued
113
tickets
for
traffic
safety
violations
that
included
stunt
driving
as
well.

Unfortunately,
with
the
shortages
in
our
Traffic
Unit,
we
are
having
a
difficult
time
managing
the
volume
of
calls
being
received,
so
they
need
to
be
very
strategic
to
ensure
that
our
targeted
and
proactive
enforcement
resources
are
deployed
in
the
most
problematic
areas.
I
can
tell
you
that
I
am
meeting
with
the
senior
leaders
responsible
for
the
Traffic
Unit
I.
Think
on
Friday
of
this
week
to
discuss
this
issue
in
more
detail.

I
do
want
to
mention.
We
have
seen
a
bit
of
a
spike
in
violence.
In
the
recent
week
we
had
a
shooting
in
the
market.
Over
the
weekend,
we've
had
a
number
of
stabbings.
Today
we
responded
to
a
homicide
and,
as
I
speak
right
now,
we're
attending
to
a
report
of
shots
fired
in
the
community
as
well
to
still
not
confirm
that
they
are
shots,
but
we're
responding
to
that.
I
certainly
understand
The
Angst
that
these
these
incidents
cause
in
the
community
and
I
can
tell
you.

Our
team
is
working
very
hard
to
resolve
all
of
these
acts
of
violence,
I'm
pleased
to
say
that
we
have
made
a
number
of
rest
of
arrests
in
most
of
these
incidents
and
it
doesn't
appear
that
they
are
connected.
These
recent
incidents
aren't
are
connected
in
any
way.
At
this
point,
I
do
want
to
mention
that
next
week
we
are
hosting
our
police
awards
ceremony.

After
a
four-year
break,
we
will
honor
both
our
civilian
and
sworn
members,
but
they're
long
Service
Awards
members
received
an
award
at
the
20
25
30
and
35-year
service
marks
during
this
ceremony.
It'll
be

members

various
ranks
for
their
decades-long
dedication
to
this
community
and
just
as
important
to
acknowledge
those
members
is
to
thank
the
family
and
friends
that
support
our
team
day
in

day
out
over
a
20-year
plus

difficult
days
and
they

always
there

great
work

team

compassionate
approach
taken
by

Jeff

officers
responded
to
the
the
death
of
a
young
woman
and
had
the
tough
task
of
informing
her
family.

family

early
morning,
Sergeant
Jeff
Aylen
and

partner
presented
themselves
at
my
door

execute

difficult
task
of
informing
my
wife
and
I
that
our
daughter
had
died

few
hours
earlier.

with
the
utmost
professionalism
and
empathy
and
provided
us
with
the
information
they
currently
had
and
made
themselves
readily
available
in
the
hours
and
days
that
followed
to
answer
any
queries
we
had
over
the
next
10
days
or
so

numerous
interactions
with
Constable
Hebert,
who
likewise
demonstrated
professionalism
and
compassion.

As
we
conversed
about
the
circumstances
surrounding
my
daughter's
death,
they
also
reflected
the
professionalism
and
concern
that
clearly
is
part
of
the
Ottawa
Police
Service
I
know
more
than
most
about
how
much
Police
Services
care
about
keeping
citizens
safe,
often
and
very
trying
and
dangerous
circumstances.
I
also
know
that
these
efforts
don't
get
the
Public
Credit
that
is
so
richly
deserved.

able

join

RCMP
Partners
at
an
open
house
event
that
they
conducted
their
RCMP
Musical
Ride
stable
event.
Earlier
this
year
was
a
great
opportunity
where
the
public
could
come
in
and
see
various
law
enforcement
groups
and
organizations,
including
our
program
with
a
tabletop
and
share
information
with
the
the
public
and
we're
looking
forward
to
being
back
with
the
RCMP
in
May
as
they
host
their
Musical
Ride
events,
where
we'll
be
there
with
tabletop
and
and
other
events,
as
well
as
in
May
attending
various
Police
Week
initiatives
across
the
city.

The
three
that
are
scheduled
for
for
May
are
going
to
be
quite
good
for
us
to
get
the
message
out
to
connect
with
the
community
and
to
share
information
about
our
program
is
quite
quite
positive.

Our
next
big
event
is
going
to
be
our
2023
charity.
Golf
tournament,
where
we
hope
to
have
a
success
last
year
was
a
sellout
helped
us
raise
almost
twenty
five
thousand
dollars
to
help
fund
the
program.
We're
hoping
to
have
another
successful
year
in
2023
gen
in
June,
we'll
be
ramping
up
those
activities.
The
event
is
actually
held
on
July
20th
2023
at
the
Pineview
Golf
Course
here
in
Ottawa,
so
we're
looking
forward
to
that
and
we'd
welcome
volunteers
prize
donors.

of

and

come
out
and
support
us

now

federal
government

something

we're

trying

enhance
our
existing
agreement
with

Safety

funding

there
is
a

effort

Wellington
issue:
expanding
the

jurisdiction

PPS,

focusing
right
now,
just

big
issue
for
the
service.

timing

bunch
of
different
things,
but
I
just
wondered
if,
if
anyone
had
more
of
a
comment
on,
if
whether
we
need
to
be
concerned
about
that
or
not.

Absolutely
we
in
past
years,
we've
always
provided
a
q1
forecast.

This
is
the
first
year

we
haven't,
provided

q1
forecast

reporting
model,
so
they
don't
provide
it
now
either
because
it's
of
it's
early
in
the
year,
it's
it's
a
limited,
projective
value
right
now.
So,
as
we
come
forward
in
Q2,
we
will
be
providing
year-end
forecasts
we'll
be
able
to
better
quantify
some
of
the
pressures
that
we
may
be
seeing
as
well
as
some
of
the
strategies
that
we're
going
to
have
to
rectify
any
of
those
pressures.

concerned
about
the
timing
right
now,
there's

been
nothing.

highlighted

think

take
us
off

positive
year

at

terms
of
cost
recovery
for
that

budget
documents

had
approved
and
there
was
about

think
it
was
about
4.3
million
dollars
that
had
been
approved
for
those
off-duty
members
over
time
and
I
wondered
if
that,
if
that
line
item
in
the
original
budget,
if
that
corresponds
completely
to
sort
of
these
sort
of
events,
that's
Brent
mentioned
here
like
POTUS
visit,
prime
minister
Japan,
king
of
Jordan,
the
you
know
Convoy
or
if
it
also
included
the
cost,
when
through
provincial
mandates,
where
police
officers
have
to
be.

item
