concluded

an
overwhelming
majority
of
Muslims
interviewed
in
Ottawa
and
across
Canada
have
been
the
subject
of
surveillance
by
thesis.
The
surveillance
has
had
a
silencing
effect
on
the
communities
and
has
caused
them
to
self
police
each
other.
Instead
of
adopting
political
opinions
that
could
be
considered
controversial.

coalition
of
activists
who
have
questioned

police's

surveillance
in

byward
market

police

doesn't
have

gang
problem.

they
said
the
problem
was
evolving,
given
the
fact

the
Muslim
Community
in
Ottawa
is
heavily
over
surveilled
already

federal
agencies.

rising
hate

actually
she
was
part

anti-hate
network,
as
one

annual
human
rights
learning
forms,
we
are
a
part
of
the
Ops
as
a
part
of
United

all
Coalition
and

of

dedicated

addressing
hate

members
participate

this
Council
and

their
incident
response
teams
and,
as
the
board
knows,
we
are
increasing
our
hate
crime
unit
by
one
member

year
due
to
the
increase
in
demands
on

National
Council
of
Canadian
Muslims
local
Muslim
associations
in
the
Ottawa
Council
of
imams
to
just

discuss
ways

improve

delivery
to
the
local
Muslim

presentations
and
increased
our
presence
during
sacred
events
like
Ramadan,

right
now
and
also
following

certain
crimes
that
may

committed

the
Muslim
Community

to
increase

presence

always
looking.
Of
course,
the
growth
in
Muslim
communities
has
occurred,
but
that's
also

opportunity
for
us
on
police
recruiting
efforts.

have
a
number
of
Muslim
members
in
our
membership,
but
we're
always
focused
on
that.

related
events
with
our
members
and
in
the
community,
including
iftar
Gatherings
at
mosques
and
I'm,
actually
scheduled

the
next
two
weeks.

iftars

reminder

authority
to
approve
special
Constable
appointments
in
relation
to
the
presidential
visit
that
would
expire

the
end
of
this
month.

of
the
key
takeaways
from
this
Summit
was
that
the
extreme
rise
in
Auto
thefts
being
experienced
across
this
province
and
even
across
the
country,
is
a
much
greater
public
safety
risk
than
the
property
crime
alone,
while
property
crimes
still
have
impacts
on
the
victims
involved.
Perhaps
even
more
concerning
is
that
autofs
have
become
a
major
contributor
to
organized
crime
funding,
as
well
as
funding
for
terrorist
activities
beyond
our
borders.
A
It
was
reassuring
to
see
all
three
levels
of
government
present
at
the
summit,
as
this
issue
will
require
multi-sectoral
Nationwide
efforts
and,
finally,
I
wanted
to
take
a
moment
to
recognize
the
Ops
executive
command
and
all
of
the
members
of
the
service
for
their
hard
work
during
an
extremely
busy
month.
In
addition
to
regular
operations,
Ops
had
major
operations
to
coordinate
with
respect
to
St
Patrick's
day,
as
well
as
the
presidential
visit
from
a
community
safety
standpoint.

The
service
was
also
very
diligent
in
keeping
the
board,
as
well
as
City
officials
informed
throughout
on
behalf
of
the
board,
Chief
I
want
to
thank
you
and
your
members.
I
know
these
operations
require
a
lot
of
planning
and
many
resources.
This
concludes
my
verbal
report
that
the
Ottawa
Police
Services
Board,
received
this
report
for

First
I'd
like
to
comment
on
the
two
Edmonton
Police
Service
members
that
were
killed
last
week
when
responding
to
a
family
dispute
at
an
apartment
complex
today,
officers
from
across
North
America
gathered
in
Edmonton
to
honor
a
constable
Travis.
E
Constable
Brett
Ryan,
several
of
our
members,
have
flown
Edmonton
as
well
to
represent
the
ago
Police
Service
at
the
funeral.
It's
important
that
we
show
our
support
and
mourn
with
the
families
who
have
lost
these
two
young
men.
Since
September
of
last
year
we
have
seen
the
deaths
of
eight
officers
in
a
line
of
duty
across
our
country,
five
of
them
here
in
Ontario
as
officers.

You
know
we,
we
never
know
what
we
are
going
to
encounter
when
we
answer
a
call
for
service
at
a
traffic
stop
or
simply
when
we
are
interacting
with
the
public,
the
oath
to
serve
the
public
that
all
police
officers
take
is
a
serious
one,
and
eight
heroes
have
paid
the
ultimate
price.
In
recent
months,
I
will
move
on
as
Madam
chair
noted
here
to
some
major
events.

We
have
been
involved
in
a
number
of
them
over
the
last
few
months
that
that
she
noted,
but
it
did
culminate
with
the
successful
presidential
visit
and
that
event
went
very
well
from
a
police
perspective.
I
do
want
to
take
a
moment
as
well
to
thank
our
Ops
leaders
and
the
members
on
the
ground
and
the
planners
and
I
have
to
say
the
real
heroes
and
the
real
All-Stars
in
this
past
week
are
the
logistics,
the
planners
and
the
staffers,
based
on
the
short
time
that
we
had
to
organize.

This
I
tell
you
it
was
incredible,
but
for
everybody
that
was
involved
their
their
time
and
dedication
and
professionalism
ensured
that
everything
runs
safely
and
I'm.
Just
going
to
say
this,
you
know
given
what
occurred
during
the
Convoy
over
over
a
year
ago,
when
I
arrived
in
my
role,
I
was
certainly
questioning
the
abilities
of
the
Ops
to
manage
these
events
and
protest
events
after
a
full
six
weeks
of
Convoy
related
protests,
Saint
Patty's
Day,
the
presidential
visits
and
a
number
of
other
protests.

A
sample
size
to
state
to
you
that
the
Ops
does,
in
fact
we
have
the
skills,
the
program
and
the
processes
and
I
think
the
relationships
with
Partners
to
deliver
for
this
community
I
can
tell
you
that
our
relationship
with
our
you
know
our
major
police
Partners,
the
opp,
the
RCMP
Toronto
Police,
Service
and
other
big
agencies
like
York,
regional
appeal,
Waterloo.
It's
very
strong
and
we've
worked
extremely
well
together,
both
at
the
executive
level
and
the
members
on
the
ground
to
get
the
resources
needed
for
these
various
events.

With
with
that
agency
as
well
we're
working
very
closely
with
our
colleagues
at
City,
Hall,
Emergency,
Services,
bylaws
traffic
and
others,
this
coordination
has
been
embedded
in
our
integrated
event
command
table
which
allows
us
to
share
information
and
intelligence
in
real
time,
with
all
our
support
with
all
our
partners.
So.

Think
we
have
developed
some
very
solid
processes
and
relationships
that
will
serve
us
well
in
the
future.
Now,
despite
the
successes
that
we've
seen
in
2023,
I
can
tell
you
that
it
is.
It
is
still
an
incredible
strain
on
the
Ops
and
we
need
to
establish
a
permanent,
funded
team
to
court
to
continue
to
manage
these
ongoing
pressures
to
our
agencies
and
to
ensure
success
in
the
coming
years.

I'll
talk
about
a
few
other,
a
few
other
topics
operation
interlude
last
week,
this
operation
focused
on
school
zone
safety,
as
everyone
came
back
from
from
spring
break
this
primarily
in
school
zones
for
speeding,
School,
Bus
related
infractions,
as
well
as
motorists.

E
To
follow
the
direction
of
the
volunteer
school
crossing
guards
across
the
city,
we
positioned
officers
in
areas
that
did
not
have
school
zone
speed,
camera
systems
in
place,
as
well
as
locations
where
there
were
high
complaints.
We
issued
74
tickets
and
including
one
for
stunt
driving
and
two
suspended
drivers,
so
we
will
continue
to
work
with
safer,
safer
roads,
Ottawa
and
our
own
Communications
team
to
better
educate
the
public
around
this.

These
areas,
I,
want
to
mention,
unfortunately,
a
grandparent
scam
that
seems
to
really
had
an
uptick
here
in
the
in
the
Ottawa
area.
Within
the
first
week
of
March
alone,
we
had
10
different
complaints
from
elderly
residents
who
were
targeted
and
gave
the
scammers
thousands
of
dollars.
Unfortunately,.
E
A
fraudster
will
call
the
victim
in
desperate
need
of
money
because
they
they
have
and
pretend
to
be
a
grandchild
or
a
loved
one.
That's
been
arrested
by
police
and
in
one
case
the
scammer
said
he
was
being
held
at
our
Elgin
police
station
here
and
needed
money
to
be
released.
Another
file.
They
identified
themselves
as
an
RCMP
officer,
saying
they
were
contacted
by
police
in
Texas
about
a
loved
one
who
had
been
arrested.
So
we
we
certainly
want
to
encourage
residents
to
talk
with
their
elderly
parents
and
their
their
loved
ones.

Tell
them
to
question
any
call
that
insists
on
secrecy.
Don't
tell
anybody
or
urgency
to
get
funds.
Often
these
scammers
will
present
their
victims
to
respond
quickly,
so
when
in
doubt,
have
them
call
our
partners
at
211
Ontario
who
can
help
walk
them
through
the
next
steps?
If,
if
by
chance,
they
don't
want
to
call
the
police
foreign
partner
violence
and
reiterate
our
support
for
Ottawa
city
council's
decision
to
declare
intimate
partner,
violence
and
epidemic
in
our
society.

This
declaration
followed
the
two
2015
deaths
of
three
women
in
Renfrew
County
and
the
subsequent
inquest
that
made
86
recommendations
that,
of
course,
included
the
intimate
partner
violence
being
declared
an
epidemic,
but.

Were
directed
at
the
police
service
and
the
Ops
has
begun
the
work
to
implement
them
in
2022
we
committed
to
developing
and
implementing
an
ipv
risk
assessment
tool
and
hiring
civilian
risk.
Assessors,
we
began
using
the
term
femicide
when
discussing
the
murders
of
women
by
a
male
perpetrator
in
our
2023
budget.

It
includes
targeted
funds
to
support
local
ngos,
local
organizations
and
the
baw
sector
by
assisting
them
with
writing
Grant
applications
as
well
we're
going
to
provide

investment

tracking
data

homicides,

relationships

the
victim

we're
properly

have
a
lot
of
resources
committed

our
specialized
unit
that
addresses

There's

members
they're

busy,

they
responded
last
year
to
nearly
6
500
files
reported
to
them.
So
they
are
busy
I'm
going

some
of
our

a
good
news

a
call
that
we
went
to
to
a
home
where
a
woman
was
unresponsive.

Her
husband
and
son
had
frantically
called
to
9-1-1
and
she
had
collapsed
at
The,
Breakfast,
Table
and
officers
from
East
Platoon

were
first
on
scene.
They
checked
her
pulse,
found
her
that
she
was
non-responsive
and
they
moved
her
to
the
floor
to
begin
CPR.
It
was
during
that
transition
from
chair
to
floor
that
her
heart
began
to
beat
again
our
officer
credits,
the
Revival
to
his
big
bear
hug
saying
it
must
have
put
pressure
on
her
chest.

Saving
her
life
and
media
did
paramedics
arrived
soon
and
then
took
her
to
a
hospital
where
she
is
recovering.
The
father
sent
us
an
email
or
and
husband
sent
us
an
email
saying
that
the
officer's
bedside
manners
were
impeccable
and
and
heartwarming
and
how
grateful
he
was
that
they
got
there
so
quickly
and.

the
dfib
and
they
turned
the
mail
over
to
the
fire
department
and
the
paramedics
and
the
man
is
still
with
us
so
another

example
of
some
excellent
work

our
front

our
programs
and
our
services

we
provide

interactions
with
each
other
and
to
the
communities
we
serve.

new
drive
to
strategy
provides
a
road
map
for
continued
transformational
change
within
our
organization
and
in
our
community
to
inform
and
guide
development
of
the
strategy.
We
conducted
an
assessment
of
the
original
action
plan.
We
also
assessed

current
status
using
a
well-respected
benchmark
and
maturity
model
called
the
global
diversity,
equity
and
inclusion
benchmarks.

this
year,
our
new
strategy
has
over
30
Action
items
taking
place
across
the
organization
in
one
of
the
four
key
areas
identified
within
the
strategy.

percent
women

of
the

recruits

over
56
percent
were

racialized
members

percent
indigenous

efforts
are
continuing,
we're
just
building
on
what
we
started.

raising
the
bar
and
also
it's
within
the
police
services
act
like
you

we
have
to
reflect
the
community,

those

that

we

lens,
the
the
language
itself.
So
over
time,
over
the
years
we've
been
advancing
promoting
internally

within
the
organization,
there's
been
robust,

in
terms
of
at
the
senior
leadership
level.
So,
for
example,
I'll
give
you
an
example.
I
We
as
part
of
our
three-year
action
plan,
one
of
our
action
items
was
to
develop
a
EDI
toolkit
or
a
lens
actual
tangible.
That's
that
will
be
applied
in
our
different
processes,
so
it's
being
already
applied
even
in
the
organization,
so
anything
and
everything
we
do
we
to
be
looking
at
it
from
an
EDI
lens,
so
that
has
already
been
well
communicated.
Advanced
within
the
organization,
for
example,
in
our
transfer
process.

In
the
last
three
transfer
process,
we've
applied
the
EDI
lens,
so
we
are
actually
making
inroads
in
terms
of
communication.
Again,
it's
work
in
progress.

world

think

always

our
communication
and
buy-ins,
because
things
are
constantly

executive
dashboard
or
something

ability
to
measure
from
where
we

in
2020
and

don't
know
what
kind

a
baseline
we
have
for
that

what

which
performance

to
get
wider
understanding
throughout
the
Police
Service
in
the
community,

the
whole
plan

it's
progressing

gets
measured

done

good
way
to
sort
of
have
an
overview
of
that.

would
be

helpful
in

to
see

change

that

it's

it's

big

it
is

big

Care
and
that
little
extra
service
to
somebody
who's
involved
in
an
accident
which
we
go
to
a
bunch
of
those
when
a
member
just
has
that
professionalism,

quite

Quite
like
it.

this
one's
interesting
too,
because
a
lot
of
times
our
tactic,
our
tag
team,
they
sort
of
get
criticized
because
they
do
look
like
the
military,
militarization
of
police
and-

it
always
seems
like
they
get

kind

broad
brushed
with
their
they're
heavy-handed
because
they
do
have
specialized
equipment
that
sometimes
can
have
the
Optics
of
that.

But
this
this
person
writing
and
we
live
two
doors
down
from
a
townhouse
that
was
visited
by
that
was
visited
by
the
attack
team,
who
were
arresting
someone
on
a
drug
warrant.
Earlier
this
month
they
ride
with
guns
out
a
powered
battering
ram
and
a
chainsaw.
It
was
quite
the
sight
in
an
otherwise
quiet,
peaceful
community
and
I
was
curious
and
popped.
My
head
out
to
see
what
was
happening.

I
want
to
compliment
the
Ottawa
Police
on
being
professional
and
proactively
helping
those
of
us
who
were
wondering
what
was
happening
after
the
arrest
was
made.
An
officer
came
and
spoke
with
us,
and
let
us
know
that
the
subject
of
the
warrant
wasn't
violent
and
that
there
wasn't
a
direct
threat
to
any
anyone
in
the
direct
Community.
He
was
kind
and
interesting
to
chat
with.
We
appreciate
it
again.

It's
those
simple
acts
that
occur
all
the
time,
communicating
with
the
public
that
is
important
for
us
and
and
and
again
that's
a
very
simple
act,
but
a
very
important
one.
So
I
want
to
compliment
that
member
as
well
