the
applicant

the

final

containing
that

council's

is

whereas

a

speaks
by

the
brief
explanation
required

whereas
it
is

yet
fully
understood

province
intends
as
best
practices
and
whereas
City
Council
at
its
meeting

22nd
June

adopted
new
interim
practices
in
an
effort

meet
the
new
subsection

bracket.

I
Yes,
yes
is,
for
over
a
decade
we've
been
dealing
in
Centrepointe
with
significant
parking
issues
that
are
the
result
of
the
confluence
of
major
changes.
Number
one.
We
had
the
Centrepointe
community
design
plan
fairly
recent,
where
we
had
hundreds
of
people
out
at
every
single
public
session
of
the
design
plan
and
landowners
and
everybody
involved
in
the
community,
and
there
were
plans
reached
which
included
a
community
parking
plan,
and
this
also
involved
city
staff.
I
Obviously,
secondly,
Algonquin
College,
which
is
Right
adjacent
to
the
community,
has
gone
through
its
significant
parking
demand
management
program
which
has
created
an
offload
of
vehicles
onto
the
Centrepointe
community.
There
are
fewer
and
Algonquian
a
lot
more
parking
in
Centrepointe
community
streets,
and
we
have
recent
up
zoning
to
allow
for
higher
buildings
in
relation
to
transit
that
resulted
in
an
application
for
two
twenty
two
story.
I
Buildings
you'll
probably
remember
this
in
an
area
where
you
allowed
up
to
six
stories
at
the
time,
and
then
there
was
a
compromise
reached,
bringing
it
to
315
story,
apartment
buildings
and
that
included
and
agreed
to
parking
ratio
which
would
be
replaced
by
zero.
If
this
happened-
and
this
is
a
recent
zoning
decision
by
council-
and
then
probably
most
importantly-
is
a
city
through
the
auto
cotton
Land,
Development
Corporation
has
been
working
to
eliminate
the
parking
lots
in
Centrepointe.
I
The
existing
parking
lots
replace
them
with
specifically
targeted
development
that
we've
worked
through
for
the
past
seven
or
eight
years,
and
those
have
with
them
parking
requirements
and
targets
as
well
and
there's.
And
then,
when
we
move
over
to
this
specific
issue,
the
community
has
held
a
number
of
meetings
with
us
and
we
held
a
public
consultation
meeting
in
March
very
well
attended
at
the
Centrepointe
Studio
Theatre
and
a
number
of
issues
were
raised
and
the
consensus
was.
I
This
way,
we
think
it's
better
if
we
work
with
the
Community
Association
to
come
up
with
what
needs
to
happen
at
the
same
time
that
we
deal
with
minimum
and
maximum
and
the
maximum
parking
requirement
report
will
be
in
front
of
us
in
months,
not
sure
how
many
they
probably
are,
but
with
so
much
in
play.
It
seems
to
me
this
the
best
way
to
handle
this.

think
that
you
really
summarized
that
well,
because
the
pressures
on
parking
in
the
Centrepointe
area
are
constant
and
I
think
the
reason
you've
had
so
much
community
coming
out
to
consultations,
which
is
really
not
the
norm
in
that
part
of
town,

because
of
their
concerns
about
parking
and
further
spell
over.
So
as
great
as
the
opportunities
are
for
transit.
We're
gonna
have
to
find
some
way
to
balance
that
and
I
think
when
is
the

show

the
layer
that
says
rapid
transit
stations,
it's
those

specifically

so
with
rapid
transit
stations
have
fall
outside
the
affordability
framework
of
the
TMP,

matter.

believe

schedules,
and
so
they
would
not
be

be

not
been
my
experience
with
zoning
for,

instance,
subdivisions
where
future
rapid
transit
stations,
which
are
outside
the
affordability
envelope
of

TMP.

zoning
is
required
to
be
a
higher
density.

think
it's
within
800
meters
of
the
transit
station
memory
serves,
and
so
what
we've
done
is
we've
built
very
high
density
neighborhoods
around
these
future
transitions,
which
is
great,
but
the
absence
of
transit
being
there
for
30
years,
guess
what
they
still
have.

and
three
cars
needed
to
park
them
somewhere,
and
so,
if
we

a
mall
in
that,
doesn't
have
enough
parking.
That's
where
those
people
entry
parking
back
on
the
road
when
they're
early
parking,
the
road,
because
we
gave

small
driveways
because
we
thought
transit
would
be
there
and
some
going
to
be
there
for
35
years.

take
a
closer
look
at
that

So

guess
we

the
delegation

it,

it
seems
that
in
fact,
some
transit
stations
that
are
not
currently
existing

captured

reduction
that
would

associated
with
areas
in
proximity
to
transit
stations,
I
think
to
the
councillors
point.
If
the
transit
station
is
not
going
to
be
there
for
another
twenty
to
thirty
years,
do
we
really
want
to
get
into
that
situation
right
now?
So
let
us
take
that
away.

that

undergoing

cause
problems

those

where
the
stations
are
shown

the

They
don't
exist.

to
not
provide
parking

desire
on
the
part
of
a
developer
to
provide
park,

being
eliminated,

think

the

you
don't
have

provide
parking,
but

don't
have
the
transit
there
to
support
it.

that
we

try
to
figure
out
how
this
thing
was
going
to
go
today

all

we

First
of
all,
these
comments
compliment
a
written
submission
that
I
submitted
on
behalf
of
CCLC
and
thanks
for
the
time
to
kind
of
add
to
those
I'm
here
to
speak.
As
you
know,
I've
been
here
once
or
twice
here
talking
about
affordable
impacts,
nonprofits
and
charities
who
develop
it
across
the
city
and
I
want
to
commend
the
council
for
looking
at
the
minimum
parking
reviews
and
taking
kind
of
a
step
forward,
but
I
think
there's
more.
That
can
be
done,
particularly
as
it
relates
to
affordable
housing
and
rental
housing,
I'm.

Supported
by
your
council
with
capital
dollars
through
the
action
article
program
and
by
having
to
seat
that
minor
variants,
we
are
creating
costs
and
while
she
creating
whisks
for
projects
that
council
is
supporting
through
trying
to
find
a
home
for
everybody
in
all
cases,
that
I'm
aware
and
all
of
these
projects
that
have
sought
the
minor
variances
have
been
approved
at
the
committee.
In
some
cases,
they've
been
challenged
at
the
ology
Municipal
Board
and
the
OMB
has
upheld
the
decision
of
the
committee
in
each
of
those
in
each
of
those.

Madam
chair,
this
is
a
step
and
look
in
dealing
with
that
by
establishing
no
minimum
requirements
in
a
number
of
locations
within
the
city.
I
think
this
will
definitely
benefit
the
nonprofit
housing
providers
and
not
being
obligated
to
provide
parking
as
per
the
current
rates
and
and
have
it
significantly
reduce
recognizing
that
in
fact,
many
times
we
do
see
nonprofit
housing
providers
coming
forward.

The
inclusionary
zoning
piece,
I
think,
is
a
lot
bigger
discussion
in
terms
of
how
we
move
that
one
forward
and
the
approaches
and
the
methodologies
that
are
eventually
put
into
place
to
really
support
the
provision
of
affordable
housing
by
various
sectors
of
the
industry.
But
I
think
this
is
a
big
step,
at
least
in
eliminating
what
can
become
a
bit
of
a
risk
piece
as
far
as
the
affordable
housing
providers
are
concerned,
but.

people
city,
villages
I'm
just
here
number
one
I
support
the
changes
that
are
being
made
at
this
point
in
time
and
I
encourage
you
to
go
forward
with
that
and
the
same
as
when
mossy
even
looked
to
further
extend
it.
I
would
like
to
see
a
reference,
though,
in
the
in
the
document
to
the
Ottawa
2020
vision,
particularly
the
section
on
green
and
environmentally
sensitive
City.

I
find
with
the
city
when
I
looked
at
the
documentation.
I
don't
see.
There
are
many
references
to
that
smart
closed
summit
that
we
had
way
back
in
2001
and
also
to
what
got
into
the
Official
Plan,
which
is
the
Ottawa
20/20
vision
component.
So
that's
the
high
level

outlines

area

units
for
8300
residents.
The
plan
identifies

the
residential
areas,

of

Hall
commercial
sites
and
the
natural
heritage

It
also
identifies
the
major
infrastructure

the
public

network,
municipal,

integrated
planning
act

French
public
school

enough
to

neighborhood
and
one
community
park
in
the
CDP
area.
Two

the
parks
are
co-located
with
schools.
The
one
park
has
been
located
to
take
advantage

proximity

the
creek
and
another
to
help
preserve
a
stand
of
trees.

transportation
is
to
be
accommodated
through
multi-use
pathways,
sidewalks
and
cycle
tracks,

a
recreation
path
is
proposed
along
the
creek
corridor.

are
three
stormwater
ponds
proposed
and

Other
public
land
uses
include
the
Park
and
Ride
and
Fire
Hall
commercial

member

the
public
advisory
committee,
we
did
meet
over
three
years
and
we
went
through
what
you're
going
through
today
and
we
had
the
opportunity
to
have
many
of
our
questions
answered.
We
really
felt
that
no
attack

reach

in
particular,
answered
our
questions,
provided
information
and
and
listen
to
our
concerns
with
with
respect.
There
are
a
couple
of
issues
that
I
wanted
to
just
add
to
what
John
Horowitz
has
already
mentioned
to
you
from
the
Community
Association.
First
of
all,
is
with
regard
to
parks.

The
CDP
outlines
how
the
official
plans
target
for
parkland
will
be
achieved.
So
there
are
four
parks
identified
in
the
plan
up
there.
An
area
parks
plan
has
been
included
in
the
CDP,
and
this
identifies
the
the
facilities
that
would
provide
for
recreational
activities
to
serve
the
community,
so
we're
pleased
with
the
percentage
of
park,
land
assigned
and
the
location
of
the
parks.
That
is
that's
very
acceptable
in
our
view,
but
we
note
the
proliferation
of
sports
fields
in
all
of
these
parks.

There's
soccer
fields,
rinks
puttering,
tennis,
courts,
I
added
up
ten
different
sports
fields
in
these
parks,
and
this
is
in
his
opposition
to
the
will
of
the
community.
When
we
had
one
of
our
earlier
public
consultations,
we
broke
up
into
tables
and
the
majority
of
those
tables
really
clearly
requested
the
retention
of
green
space.

We,
this
is
a
beautiful
rural
area
with
hitch
rows
and
a
20-acre
force,
that's
going
to
bite
the
dust,
and
we
really
want
our
parks
to
be
natural
areas
as
much
as
possible,
with
trees
and
sort
of
natural
vegetation.
The
arguments
for
that
you've
heard
them
all
before.

know
this
would
provide
enjoyment
for
people
of
all
ages,
not
just
sort
of
school-aged
children.

And
you
know
it's
something
that
the
health
community
is
now
talking
about.
It
is
also,
as
you
know,
trees
naturally
clean
the
area,
reduce
erosion,
greatly

assists
with
stormwater
retention
and
weaving
apart
and
its
natural
state
is
going
to
save
the
city
in
taxpayers
money
because
we
don't
have
to
pay
for
landscaping.
We
don't
have
to
maintain
grass
soccer
fields
with
all
of
that
entails.

Once
these
plans
are
in
place,
they
get
in
just
you
know,
put
into
cement,
so
we're
looking
for
this
area
parks
plan
to
be
revised.
We'd,
like
the
sports
fields
to
be
located
in
the
can't
large
community
park,
but
we'd
like
the
other
parks
to
be
left
in
their
natural
state
as
natural
treat
and
green
space
areas.

Secondly,
there's
a
reference
in
the
CDP
of
the
use
of
low-impact
design
for
stormwater
management
and
I
believe
councillor
hubely
referred
to
this
earlier.
This
is
the
newest
thinking
around
stormwater
management.
The
CDP
wording
is
that,
where
possible,
this
should
be
considered.
We
would
like
this
worded
a
little
stronger
so
that
it
will
be
utilized
wherever
possible.
So
we
just
put
the
emphasis
on
this
would
be
our
default.
