employees
who
demonstrate
tremendous
courage

compassion
for
residents

our
city.
This
is
an
important
tradition

I
very
much
look
forward
to

contacted
paramedics
after
hanging
up
the
phone.

Larry
went
back
to
man
and
checked,
for
a
pulse
was
not
able
to
find
one
as
they
was
preparing
to
start
CPR
a
fire
truck
arrived
on
site
and
the
firefighter
ran
up
to
help
soon
after
paramedics
arrived
and
took
over
the
situation.
Thanks
to
Larry's
actions
and
ability
to
react
in
a
stressful
situation,
he
was
able
to
help
a
man
in
desperate
need
on
April
26th.

Just
after
noon
operator
Jatinder
was
completing
route
95
near
the
University
of
Ottawa,
when
he
noticed
a
customer
having
a
seizure
on
his
best
news,
secured
his
vehicle
and
calmly
went
over
to
help
the
customer.
Once
the
operator
was
safe
operator,
Jatinder
notified
the
transitory
transit
operations
control
center
of
the
incident,
the
control
center
quickly
dispatched
trends
of
law
and
transit
supervisors
and
notified
paramedics.
When
paramedics
arrived
on
the
scene,
the
customer
was
conscious
and
was
transported
to
the
hospital
for
further
treatment.
A
Unfortunately,
gentle
is
not
able
to
join
us
today,
but
I'm
very
happy
that
Larry
is
here
with
his
wife
and
his
boss,
who's
going
to
make
sure
he
gets
a
big
promotion
and
the
best
routes
in

city

shared
the
Transit

funding

saw

high
costs
and

rule
shelters
that
we
have
to
do
and
that's
because
we
have
to
move
drainage
systems
and
things
like
that.
So
wherever
we
can
we'll
seize
up
lending
opportunities,
ad
shelters
and
then
I
can
assure
you
on
all
the
transfer
stations
and
so
forth,
there
are
tutors
we've
loaded
them
up
there.
Well
with
transfer
shelters
that
are
the
new
style.

and
thank

I'm
not
that
worried
about
at
the
main
hubs,
because
they
know
where
we're
going
to
be
getting
on
more
worried
about
people
standing
in
the
middle
of
colonnade.
For
example.
If
there's
nothing
for
miles
and

open
space
and

people,
they
will
be
very
cold.
That
sort
of
thing
so,
where
I'm
really
going
that
this
is,
is
$900,000

enough
free
to
meet
the
demand
of

aging
population,

bigger
discussion

we
need

next
budget

style

go

southern
climates,

pictures
back
of
these
semi
shelters.

in
Florida,

it's
not
going

work
in
Ottawa,
they
are
doing
some
pretty
innovative
stuff,
but
looking
at
bringing
the
cost
of
the
shelter's
down
so
yeah,
it's

It's
not
an
alpha.
If
you
want
shelters
every
stop,
there
is
a
warrant
system
that
puts
the
process
through,
and
so
we
just
need
to
be
careful
before
we
install
a
permanent
shelter
and
you
know
things
change
in
the
once:
don't
get
mad
and
so
forth.

a
ranking
system.
Currently,

shelter,

there
is
a
bus,
stop
and
puts
them
in
order
with
the
highest
ones

ridership

highest

seniors.

exposure
to
the

where
locations
are
physically
able
to
be
put
a
lot
of
locations
where
the
land
is
not
available
because
you're
in
older
parts
of
the
city,
where
the
red
way
is
now
always
been
used
for
other
purposes.
At
the
moment,
I
would
say
that
probably
everyone,
possibly
a
couple
of
exceptions
that,
where
it's
visible,
physically
feasible
to
put
in
a
shelter
on
the
land
available
and
where
there's
more
than
50,
maybe
even
there's
those
30
people
a
day
using
that
stop
that
stop
as
a
shelter.

at
the
bottom
end
of
the
list
is
really
the
locations
which
are
used
by
only
a
couple
of
dozen
customers
a
day
or
without
physically
feasible.
Most
of
the
funding
in
recent
years
has
been
in
installing
shelters
in
both
areas
where
there's
a
lot
of
people
in
a
new
where
the
street
design
has
funneled
a
lot
of
residential
people
to
one
bus.
Stop,
there's
there's
virtually
no
need
for
any
more
shelters
other
than
if
we
go
to
very
small
ridership
levels
in
any
of
the
existing
built-up
parts.

think
it
might
be
worthwhile
to
prepare

hit
list
of
your
priority,
listing,
at
least
for
the
Nutri
council,
because
I
expect
that
questions
that
council
arises
will
continue
and
especially
as
we
see

it's
intensification

changes

land
use
inside
the
city
or
as
we
see
urban
development
continue
in
our
four
or
five
suburban
communities.

think
it
would
be
helpful
for
everyone
to
have
an
understanding
of
what's
on
the
list

what's
not

the

people

make
decisions

using

the

lake.

trend,

in
2017
you
saw
a
significant
reduction
in
calls
for
a
service
which
I
think
is
a
good
day.

I'm
curious
what

terms

whether

other
factors
at
play,
but
then
the
percentage
of
those
calls
that
are
related
to
criminal
code
or
possible
criminal
code
offenses
went
way
up.

putting

officers
out
on
the
front
line,
sort
of
out

their
vehicles
and
they're
doing
the
walk
and
ride
bike
and
ride
and
they're
very,
very
active
out

that
that

has
had
a
very
positive
impact
on
on
how
calls
volume
are
being
handled
and
so
forth,
with
respect
to
the
offence,
Criminal
Code,
offenses
or
last
mr.

speak

good

at
answer,
your
question
in
2017,
we
went
live
with
the
as
a
member
of
the
Ontario
police
technology
information
cooperative.
So
we
have
a
records
management
system
through
Arctic,
which
is
made
up
of
48
police
agencies
and
the
province
of
Ontario
part
of
how
we
can
along
the
fences
now
under
the
records
management
system,
is
to
satisfy
the
Uniform
Crime
reporting
requirements.
It's
put
out
by
the
Government
of
Canada.
I
What
used
to
happen
prior
to
2017
was
whenever
we
would
intend
to
call
for
service
if
there
was
more
than
one
or
use
example
of
say,
a
theft
on
the
bus
and
that
theft
led
to
an
assault.
We
only
categorize
the
most
serious
charge
there,
which
was
the
assault
now
with
the
new
records
management
system
to
capture
every
criminal
offence
that
occurred
within
that
one
call.
So
it's
not
that
crimes
have
increased.
Your
criminal
code,
offenses
have
increased.
We've
just
captured
that
true,
a
picture
of
it.

Criminal
Code

offence
calls
and
then

tread

the
on
the
the
subsequent

is
provincial
by
law.
Offense
charges,
so
the
Criminal
Code

offense
calls
means
that

officer

saying
you
know
we
had
an
incident
related
to
a
potential
criminal
code
charge,
but
the
2203
calls
don't
necessarily
mean
that
those
all
translated
into
charges

correct.

you
keep

your
lender
management

for

categorize.

the

police

charges
or

criminal
code

suspect
is
on
location,
we
tend
to
make
the
arrest

charge
is
laid,
but
we
certainly
can
provide

question
is:
is
there
a
distinction
between
the
jurisdiction
of
the
special
constables
to
issue
charges
under
the
Criminal
Code
versus
issue
charges
under
the
provincial
and
bylaw
offense?
So
are
those
treated
differently,
so
do
you
essentially
triage
the
Criminal
Code
offenses
to
the
LPS
or
in
the
special
constables
can
deal
themselves
with
the
bylaw
and
provincial
offenses?
How
does
that
work.
I
Mr.
chair,
the
lower-level
Criminal
Code
offenses,
the
special
constables
can
read
the
charges
themselves
or
so
for
that's
things
like
minor
assaults,
monger
thefts
miss
shifts
under
$5,000
all
the
minor
crimes,
any
of
the
major
crimes
going
on
or
police.
We
may
be
first
on
scene
and
we
gather
the
information,
but
it's
the
absolute
jurisdiction,
Indiana
police
service
when
it
comes
to
provincial
offenses
and
by
law
offenses,
that's
special
constables
would
lay
those
charge.
