everybody
to
the
first
meeting
of
the
Transportation
Committee
in
this
term
of
City
Council
I'm,
looking
forward
to
working
with
Vice
Chair
McKinnon
and
all
my
fellow
councillors
on
Transportation
Committee
for
this
term
before
we
get
into
the
substantive
portion
of
the
meeting
today,
I'd
like
to
begin
with
a
moment
silence
to
mark
the
noting,
in
the
passing
of
one
of
the
city's
municipal
leaders,
bill
beverage,
who
was
one
of
the
first
team
of
engineers
activation
was
paliotta.
We'll
call
him.

a
few

and

I
I
was
honored
to
be
asked
to
share
a
few
words
in
memory
of
Bill
beverage.
Today,
bill
passed
away
on
December
8th
of
last
year
after
a
courageous
battle
with
leukemia
I
was
fortunate
to
have
worked
alongside
bill
during
my
time
with
the
Regional
Municipality
of
Ottawa
Carleton.
After
an
impressive
career
in
municipal
government,
bill
retired,
as
the
director
of
infrastructure
maintenance
in
2000,
they
was
born
in
Ottawa
and
graduated
from
Carleton
University
with
a
bachelor's
degree
in
civil
engineering.

These
traits
are
reflected
today
in
the
tangible
objects
that
make
up
our
city,
including
roads,
bridges
and
transit
infrastructure
bill
had
a
direct
hand
in
many
important
projects
and,
more
importantly,
he
mentored
many
staff
who
have
continued
his
legacy
today.
For
those
who
worked
closely
with
bill,
you
will
remember
the
can-do
attitude
that
he
brought
to
every
challenge
he
faced
when
I
worked
with
Bill
I
was
actually
a
counsellors
assistant.
I
wasn't
a
counselor,
not
even
a
manager
or
staff,
but
even
so,
bill
could
always
be
counted
on
to
pick
up
the
phone.

If
I
call-
or
you
know,
call
me
back
within
hours,
residence
concerns
really
did
matter
to
him
and
you
made
that
an
important
value
for
those
that
he
meant
to
it
as
well.
I
know
I,
speak
for
us
all
when
I
express
my
gratitude
for
bills,
lasting
contributions
to
Ottawa
both
for
what
he
built
and
for
what
he
taught
by
example,
and
now
I'd
like
to
ask
Bill's
wife
Bonnie
to
come
up
so
that
we
can
present
her
with
the
flag
of
the
Regional
Municipality
of
Ottawa
Carleton.

offering
this
venue
an
occasion
to
gather
and
remember
dad
when
I
heard
the
council
McKenney
intended
on
presenting
remarks
about
dad
on
behalf
of
the
City
Council,
the
Transportation
Committee
meeting.
Today,
the
choice
made
a
lot
of
sense.
I,
certainly
understand
what
it
is
like
to
see
suddenly
firsthand
the
accomplishments
of
your
predecessors.
They
saw
expectations
from
their
colleagues
and
still
choose
to
continue
the
journey
to
discern
their
own
successes
in
the
same
line
of
work.

When
we
received
permission
to
raised
the
regional
flag
from
sunrise
to
sunset
last
December
in
support
of
dads
celebration
of
life
event,
it
certainly
brought
about
a
mix
of
emotions
to
Mom,
Jordan
and
I,
watching
it
wave
amongst
the
other
flies.
The
City
Hall
December
12th
is
indeed
a
special
recognition
for
dad
from
the
City
of
Ottawa
I've
been
advised
that
such
an
event
is
reserved
only
for
those
who
have
demonstrated
an
extraordinary
level
of
career
achievement.

His
influence,
of
course,
was
based
on
agree
with
grandfather's
advice
that
the
odds
were
better
for
us
to
pursue
a
career
in
professional
engineering
than
as
goalkeepers
for
the
NHL
through
easing
the
fray
flight
Jordan
and
I.
Both
understood
dad's
renewed
challenge,
daring
us
to
do
better,
knowing
dad
even
posthumously.
He
would
have
extended
that
same
challenge
to
anyone
that
he
worked
with.
We
lost
a
good
friend.

It's
moms
of
my
privilege
to
share
with
you
today
some
additional
remarks
about
dad
professionally
dad
achieved
several
accolades
during
his
31
year
tenure
at
the
region
of
Ottawa
coma.
He
was
one
of
the
few
who
worked
for
the
municipality
during
its
entire
existence,
which
makes
receiving
this
flag
so
special
to
us.
He
held
three
directorships
over
his
career
construction
for
roadways
and
Miah
structures,
development
services
and
infrastructure
maintenance.
B
Prior
to
that
he
was
ret
hired
right
out
of
Carleton
University
in
1966
to
work
for
Dell
can
now
persons
to
design
transportation
structures
over
the
years.
He
also
served
as
president
of
the
municipal
engineer's
Association
director
policy
committee
for
the
Ontario
good
roads,
Association
and
president
of
the
Ottawa
Kiwanis
Club,
to
name
a
few.

The
dad
I
knew
growing
up
coached
as
a
minor
hockey
lettuce
and
a
scout
troop
taught
us
how
to
build
houses
and
rebuild
cars.
We
enjoyed
playing
hockey,
skiing
fishing,
snowmobiling,
golf
and
tennis.
Together,
we
also
dad
and
I
managed
to
business
together.
The
mentor
I
knew
I,
understood
engineering
from
a
design,
application
and
business
perspective.
It
was
altruistic,
competitive,
pragmatic
and
practical,
well,
a
natural
business
acumen
that
enabled
him
to
compete
successfully
for
the
region's
interests.

His
last
directorship
at
the
infrastructure
maintenance
division
was
a
favorite
accomplishment
in
his
application
for
the
position
he
envisioned
maintenance
as
a
profession
which
advocated
that
Public
Works
was
in
itself
an
emerging
science.
He
subsequently
some
in
house
team
of
professionals
who
provided
significant
advances
in
structural
pavement
and
snow
management
systems.
They
start
existing
data
and
a
lot
of
common
sense.
He
also
facilitated
the
participation
of
municipal
neighbors
to
collaborate
with
the
region
on
the
cost
recovery
basis.

The
ice
storm
was
around
the
corner
and
his
team
was
ready
that
took
and
kept
a
post
event
picture
of
the
team
who
operated
that
fleet
the
bigger
side
of
all
that
in
1998
all
strong
snow
and
ice
and
kept
it
at
a
position
where
everybody
who
visited
hid.
The
head
office
of
the
infrastructure
maintenance
division
at
7:35
industrial
could
see
it
every
time
they
walked
into
his
office.
That
boast
an
automation
that
we
found
that
picture
sitting
in
our
basement
and
have
returned
it
to
the
city.

Where
is
now
on
prominent
display
at
the
maintenance
facility
at
the
City
of
Ottawa
after
retiring,
who
spent
his
time
developing
Bristol
Berlin,
he
volunteered
as
the
chair
of
the
Planning
Committee
for
Bristol
Township,
shaping
policies
that
govern
development
in
that
area.
Today,
he
also
devoted
his
time
to
launch
skip
on
I
could
put
a
little
consulting
work
in
here
and
there
he
continued
this
idea
of
retirement
over
the
years
until
the
leukemia
finally
got
the
best
of
him.
I
asked
dad
last
November
how
he
wanted
to
be
remembered
for
his
career.

He
told
me
that
he
preferred
to
measure
his
success
by
the
accomplishments
of
those
he
hired
and
supported
over
the
years.
What
made
that
happy
was
hearing
the
stories
of
what
they've
done
and
are
doing
since
he
retired
I'd
like
to
thank
you
all
for
taking
the
time
to
stop
by
today
in
here
sharing
his
story.
I'm
sure
there
are
several
more
to
hear
about
out
there
after
this
presentation
at
the
counselors
lounge,
which
I'm
inviting
all
of
you
to
come
join
me
at
on
behalf
of
the
beverage
family.

I
just
would
like
to
make
a
few
comments
about
where
we're
going
over
the
next
the
next
number
of
years.
So
this
year
we're
going
to
be
moving
ahead
with
stage
2
environmental
assessment
studies
for
the
Confederation
line,
West
LRT
extension.
The
Trillium
are
an
extension
to
the
south
and
the
Confederation
line
East
LRT
extension
stage.
2
will
have
30
kilometres
of
new
rail
and
19
new
stations
to
authorize
transit
system.

An
environmental
assessment
for
the
car
probe,
widening
project
will
be
before
this
committee
kanata
Avenue
and
the
cannabic
Town
Center
is
being
redesigned
to
be
a
main
street
with
narrower
vehicle
lanes,
wider
sidewalks
on
street
parking
and
cycle
tracks,
I'm
going
to
develop
a
strategy
to
implement
the
Complete
Streets
policy
in
our
transportation
master
plan
streets
that
will
balance
the
needs
of
all
users.
Motorists,
pedestrians
and
cyclists
patios
one
of
Ottawa's
popular,
warm
weather
experiences
will
be
discussed
this
year
in
regards
to
fees
charged
to
businesses
and
the
pilot
project
on
Elgon
street.

The
leader
with
a
crossing
pedestrian
and
cycling
bridge
will
be
built
this
year
connecting
Donald
Street
in
overbook
to
Strathcona
Park
in
Sandy,
Hill
main
streets.
Reconstruction
will
begin
a
project
that
will
balance
the
needs
of
pedestrians,
cyclists
and
motorists
and
an
attractive
new
complete
street
will
make
more
progress
on
ambitious
cycling
plan.
The
committee
will
consider
recommend
a
bike
way
on
O'connor
Street
to
make
the
globe
with
Wellington
Street.
The
East
End
bike.

Road
bike
way
will
be
enhanced
with
the
construction
this
year
of
a
link
around
nanny
goat
Hill
in
downtown
West,
to
connect
really
by
Queens,
with
the
Scott
palette,
multi-use
pathway,
a
missing
wake
for
cyclist
and
Sussex
Drive
between
st.
Patrick
and
King
Edward
will
be
filled
this
year
with
new
lanes
going
through
cycling
facilities,
long
survey,
road
and
an
additional
four
kilometers
of
paved
shoulders
will
be
added
in
the
rural
areas.

We
would
possibly
in
work
on
the
AltaVista
hospital
link
undertake
streetscaping
on
Spring
Street,
continue
construction
on
Albert
Street
to
expand
the
roadway,
widening
Bank
Road
and
resurface
a
significant
section
of
Karen
Avenue.
These
are
just
some
of
the
highlights,
is
coming
here
with
any
projects
and
make
it
easier
for
people
to
get
around
the
city
provide
a
sense
of
public
infrastructure
in
the
coming
years
to
a
growing
city
economy
and
give
people
transportation
options
that
are
good
for
personal
wealth,
a
personal
health,
better
and
cleaner
environment.

as
made
it
the
first
item
on
our
agenda
is
a
status
update,
domestication
inquiries
and
motions
for
period,
ending
January
23rd,
2015

transportation
committee
terms
of
reference
I'm
going
to
hold
this
one
because
there's
a
technical
amendment
that
cancer
McKenney
babies
and
then
we
just
have
had
the
information
as
previously
distributed
so
I'm,
going
to
go
back
to
the
held
item
number
two,
which
is
our
terms
of
reference
and
ask
councilman.
Can
you
introduce
promotion.

think
this
is
directed
to
the
clerk's
office.
I'm,
wondering
I've
noticed
over
the
last
charm
was
that
sometimes
a
topic
would
overrun.
Another
committee,
for
example
the
pilot
project
on
Stewart
Street,
where
we're
doing
greening
its
environment
that
deals
with
it,
but
it's
Road
base,
or
it's
impacting
transportation,
I'm
wondering
if,
through
this
term
of
reference,
we
can
also
make
mention
not
of
combining
committee,
but
that
when
something
touches
another
committee
that
a
memo
be
sent
on
the
item
to
the
other
many
members.

this
actually
should
be
the
protocol
already,
because
we
did
change
in
governance,
I
think
it
was
in
2009
such
that,
where
there
are
joint
mandates,
the
chairs
could
agree
or
overlapping
mandates.
The
chair
could
agree
that
one
committee
or
another
would
have
carriage,
but
that
a
memo
would
need
to
go
to
inform
all
members
that
if
this
is
not
happening
on
a
regular
basis,
please
identify
that
and
will
work
with
staff,
so
the
process
and
protocol
exists.
If
it's
not
being
followed,
we
need
to
know.

Mr.
chair,
if
I
can
just
elaborate
city
council
actually
made
a
very
specific
governance
recommendations
with
respect
to
LRT
such
that
fedko
has
carriage
during
the
construction
phase,
with
some
specific
operational
issues
such
as
design
and
branding
at
transit
Commission.
When
it
goes
into
operation,
then
it
becomes
the
Mandate
of
the
Transit
Commission
as
per
usual,
but
during
discussion
because
of
the
broad-based
issues
involved
with
LRT
construction
and
given
it
that
committee
chairs
all
sit
on
fedko
Council
gave
that
mandate
directly
to
fedko.

Okay,
I
mean
personally
I
just
remain
concerned
with
some
of
the
connections
of
the
LRT
relating
to
cycling,
pedestrians
and
others
that
might
tie
in
to
this
committees,
discussion
and
future
budget
spending.
So
I
don't
know
that
I
know
what
you're
saying
relating
to
the
direction
that
council
gave
to
fedko
to
transportation
issues
outside
a
physical
construction
of
light
rail
if
we
can
continue
to
be
informed.

I
know
that
Parks
and
Rec
runs
as
a
cycling
safety
program,
and
we
would
never
not
necessarily
see
this
but
I
wonder
if
it's
best
to
approach
a
hub
of
cycling
at
budget
time
or
in
this
term
of
reference
for
four
committees
review
like
if
we
wanted
to
coordinate
and
a
cycling
approach
not
only
from
build,
but
also
from
how
we
do
safety.
We
inform
the
public
around
cycling
connections
and
cycling
and
initiatives.

Chair
it
would
if
council
wants
to
have
an
integrated
approach
going
forward
and
I
suppose
some
of
the
a
different
kind
of
example
might
be
the
issue
of
graveling
and
roads
and
we're
all
about
happens.
Graveling
is
primarily
an
AWAC
issue.
Iraq
has
jurisdiction
over
rural
transportation
matters.
If
there
were
broader
policy
issues
with
respect
to
graveling,
both
committees
would
have
jurisdiction
or
something
originates
from
a
departmental
perspective
is
not
always
the
test
of
where
it
lands
in
terms
of
a
committee
mandate.

So
if
this,
if
committee
and
council
decide
to
take
an
integrated
approach
that
covers
all
manners,
it
could
wrest
things
with
Transportation
Committee
on
that
matter.
So
where
you
have
housing,
you
have
the
affordable,
housing
mandate
rests
with
planning,
the
shelter's
remains
with
CPS,
but
the
overall
envelope
is
still
kind
of
considered
and
presented
and
promoted
as
one
on
that
in
that
regard.
So
maybe
we
could
take
this
offline
with
more
specific
discussions
and
if
we
need
to
amend
at
midterm
governance,
we
can.

other
piece
that
I

going
to
add
to
that
councillor,
of
course,
is
when
the
reports
are
formulated,
there's
a
wide
circulation
amongst
the
various
city,
staff
and
departments
that
could
have
some
input
into
the
into
the
into
the
subject
matter.
So
in
that
sense,
there
is
an
integrated
approach
in
that
a
variety
of
staff
and
departments
are
asked
to
comment
on
the
report
before
it
gets
to
the
Risk,
Committee
or
environment
or
transit,
or
wherever
it
goes.

that
certainly
does
happen
behind
behind
the
scenes.
If
you're
worried
about
you
know
our
different
departments
speaking
to
each
other,
they
do
through
that
process,
and
you
know,
as
as
the
court
said,
if
things
have
fallen
through
in
terms
of
the
memo
keeping
between
the
related
committees,
then
she
and
I
can
certainly
work
on
that
perspective.

committee
and
any
event,
and
make
sure
that
that
happens
on
a
regular
basis.

implementation

parklets
in
the
urban
area,
with
the
specific
purpose

converting
parking
spaces
into
public
spaces

commercial

we
saw

term

we
can

these
implementations
over

months.
