B
It's
sunshiny
and.
B
B
Do
you
know
what
we've
recently
switched
around
our
coffee?
It's
a
lot
more
work,
but
we
replaced
our
espresso
machine
relatively
still
like
it's
nice
and
expensive
machine.
But
it's
easy
to
use
like
it's
kind
of
narrow,
like
delonghi
and
the
other
one
both
make
the
same
type.
So
a
double
espresso
cappuccino,
while
I'm
making
a
pot
of
french
press
and.
B
C
C
C
B
C
C
A
A
D
B
A
A
D
A
D
People
love
dogs,
two
million
for
a
dog
and
that's
head
coming
out
of
a
car
anyway,
I
don't
understand
the
internet
anymore.
I'm
done
that
seems
odd,
two
million
anyway
I'll
share.
It
is
quite
funny
yeah,
it
was
a
golden
retriever.
I
guess
that's
handsome,
all
right,
I'm
looking
at
our
wonderful
coordinator,
christopher,
thank
you
very
much
for
getting
us
set
up
here
today.
It
looks
like
we
have
quorum,
so
I'll
just
go
ahead
and
begin.
D
B
D
Thank
you
very
much,
christopher,
really
appreciate
that.
Again
we
have
no
declarations
of
interest.
Confirmation
of
the
minutes
27
march,
2nd
2022,
are
these
confirmed,
confirmed
good
verb.
Thank
you.
Communications
servers,
just
a
response
to
inquiry.
D
E-Scooter
parking
impact
accessibility,
so
we
do
have
six
items
on
today's
agenda.
First
is
parking
services
2021
annual
report.
I
want
to
thank
scott.
He's
really
worked
a
lot
with
all
of
you
guys.
I
know
he's
really
educated
everybody
on
what's
happening.
We
have
no
presentations,
no
delegations
and
no
submissions
on
this
item
today.
Does
anyone
wish
to
hold
this
item,
or
is
this
item
carried
okay
and
we'll
pardon
upon
speed
through
the
next
ones?
D
I
believe
item
number
two
speed
reduction
at
john
sure,
I'm
just
seeing
that
and
apologies
who's
hands
up.
F
Mr
chair,
I
just
had
a
quick
question
for
scott
and
you're
right.
He
he
did
update
us,
but
I
wanna
make
sure
for
the
record.
I
have
a
question
for
you.
We.
D
Did
carry
but
if
that's
the
will
of
committee
is
okay
if
councillor
fleury
goes
back
and
asks
the
question
great
future
we've
hopped
in
the
time
machine
go
for
it
matt!
Please
keep
it
brief.
F
Yeah
scott
it'd
be
it'll,
be
very
brief.
It
relates
to
the
city's
intent
to
pilot
and
review
the
real-time
usage
to
adjust
the
on-street
fees
as
I've
shared
with
you.
The
byron
market,
in
my
opinion,
would
be
a
really
great
spot.
F
To
start,
we
have
a
most
of
the
air
is
always
already
as
paid
parking,
so
you
and
I
go
way
back
and
as
it
relates
to
conversations
with
the
pia
and
residents
and
ottawa
markets
about
sunday
paid
parking,
for
example,
and
just
looking
for
a
little
clarity
in
terms
of
your
intentions
this
year
for
the
work
plan
in
piloting,
something
as
it
relates
to
on-street
pay
and
display
char
charge
movements.
G
Absolutely
well
thank
you,
chair
the
as
a
follow
on
do
our
strategy
updates
goes
back
to
2019.
G
There
was
intents
to
proceed
with
on
three
fronts:
to
look
at
new
areas
where
paid
parking
may
be
warranted
to
implement
our
demand
based
parking
adjustments
and
also
to
address
some
inconsistencies
that
we
acknowledged
with
the
evening
rates
and
on
the
weekends
as
well.
G
So
all
three
of
those
have
been
put
aside
during
the
pandemic,
while
we've
have
not
seen
representative
or
reliable
parking
data
on
which
to
make
these
decisions,
but
we
are,
as
things
start
to
return
to
normal,
we
will
be
exploring
all
three
of
those,
and
certainly
we
are
open
to
the
idea
of
working
with
our
stakeholders
to
identify
opportunities
to
to
pilot
or
try
solutions
to
that.
G
Third
piece,
which
is
the
weekends
and
evening
paid
parking,
so
something
we'll
be
exploring
as
the
year
goes
along
and
as
we're
able
to
get
a
sense
for
how
the
apartment
demand
has
has
recovered.
F
Thank
you,
scott,
and,
and
just
for
from
for
the
record.
For
me,
I
I
know
the
buyer
market
merchants
and
bias
and
ottawa
markets
are
interested
in
that,
but
it
has
to
be
part
of
the
full
package
of,
for
example,
rainy
weekday,
it's
very
quiet
in
the
market.
We
should
lower
the
onstreet
charge
very
busy
weekend
for
for
tulip
fest.
For
example,
it's
busy
it's
normal,
so
high
demand
high
price
low
demand,
low
price,
so
it
can't
just
be
a
weekend.
F
Environment
has
to
be
the
full
spectrum,
so
appreciate
any
pilot
that
you,
your
team,
can
look
at
later
this
year.
Thank
you
and
then
share
just
as
a
local
update
as
members
of
council
might
receive
questions.
So
we
did
sorry.
F
No
entirely
chairs
so
members
of
of
committee,
you
might
be
your
residents
might
flag
that
there
is
repairs
going
on
at
70
clearance,
which
is
the
central
lot
in
the
byward
market.
I
just
want
to
thank
scott
and
the
team.
F
As
you
know,
there
is
a
public
round
plan
that
we
approved
for
70,
clarence
and
scott,
and
his
team
are
doing
the
the
safety
work
that
is
needed,
but
we're
not
investing
new
into
into
that
asset
until
we
we
know,
we
know
where
we're
going
in
terms
of
the
destination
building,
so
councilor
tierney.
Just
in
the
spirit
of
that
conversation,
I
just
wanted
to
provide
that
brief,
that
brief
update
for
70
clearance,
city
law,
great.
D
I
appreciate
that
a
lot
I've
seen
your
posts,
terrific,
so
back
to
item
number
two
speed:
reduction
on
joshua
street
and
saddle
ridge
drive,
no
delegations,
no
presentations
and
no
submissions.
Today
is
this
item
carried
okay
item
number:
three
always
stop
control
at
two
intersections
in
ward,
12,
olmsteum
and
levi
avenue,
cumberland
and
butler
street.
No
staff,
presentations,
delegations
or
submissions
is
this
item
carried
good
item
number
four
speed
reduction
at
three
existing
40
kilometer
hour
gateway
zones.
D
You
can
see
them
here,
detailed
one,
two
and
three
related
to
donald
street
and
north
river
vanier
and
allen
boulevard.
We
have
no
staff
delegations,
no
presentations,
no
submissions
is
this
item
carried.
D
Item
number
five
always
talk
about
always
stop
control
at
the
intersection
of
kempton
drive
and
overland
drive
in
stittsville.
There's
no
staff,
presentations,
delegations
or
submissions
received
on
this
item
is
this
item
carried.
D
Item
number:
six:
a
reduction
for
speed,
reduction
for
kemplin
drive
and
stittsville
maine
node
allegations,
presentations
or
submissions
on
this
item
as
well
is
this
item
carried
item
number
seven,
always
stop
control
at
the
intersection
of
laird
street
and
basswood
avenue,
or
it
could
be
based.
No,
I
guess
that's
fast.
No
staff,
presentations,
delegations
or
submissions
on
this
item
as
well
is
this
item
kerry
item
number
eight
status,
update
transportation
committee
inquiries,
ending
march
28,
2022,
no
staff,
presentations,
delegations
or
submissions
is
this
item
carried.
D
It
was
a
good
one.
We
have
our
ipd,
you
can
see
it
there,
that's
in
front
of
us,
but
we
do
have
notices
of
motion
we'll
start
with
that
one
first
and
then
we'll
proceed
to
the
two
inquiries,
but
in
other
business
I
believe
and
I'll
check
with
the
with
our
coordinator
is.
Are
we
able
to
deal
with?
D
I
believe
we've
we've
are
we're
able
to
do
with
council
menards
motion
as
well
today
and
we'll
put
that
on
the
agenda
and
and
deal
with
that
motion
today.
I
believe
we've
worked
this
all
out
in
the
background
and
got
our
technologies
lined
up
to
deal
with
this
today.
D
Terrific
is:
are
we
okay
with
the
wonderful
so
since
it
would
be
get
bounced
to
the
agenda
item,
we'll
we'll
treat
this
one
first,
if
that's
okay
with
committee,
so
council
menard
did
you
want
to
go
ahead
and
read
this
and
again,
thank
you
for
working
with
staff
on
this
one
staff.
Do
you
support
this
specific
item,
so
please
go
right
ahead.
H
Thank
you
very
much
chair.
It's
it's
an
item
about
a
a
no
left
turn
from
renfrew
on
to
braunston.
As
you
all
know,
bronson
it's
very
busy
during
rush
hour
periods
and
this
would
restrict
left-
turns
from
renfrew
onto
bronson
in
a
tough
area.
H
It's
right
across
from,
if
you
know
the
mcdonald's
in
that
area,
they're
pulling
in
and
pulling
mcdonald's
on
the
one
side
renfrew's
on
the
other,
there's
a
new
building
on
the
corner,
and
so
initial
thought
was,
let's
you
know,
can
we
look
at
no
left
turn
at
all
times,
but
in
working
with
staff
and
the
residents
in
that
area,
this
would
be
restricted
to
peak
time.
Hours
no
left
turns
which,
which
makes
sense
so
I'll,
just
read
the
therefore
be
it
resolve.
H
D
Great
and
thank
you
I'm
looking
around,
I
don't
see
any
hands
on
this
one.
So
is
this
item
kerry?
D
Thank
you
so
we'll
go
to.
We
have
a
notice
of
motion
and
then
we
also
have
two
inquiries.
So
we'll
start
with
councillor
judas.
Thank
you.
I
know
you've
been
working
very
hard
with
councillor
king.
If
you
just
want
to
briefly
introduce
your
notice
of
motion-
and
you
indicated
you
wish
to
deal
with
this
at
the
next
one
so
there's
time
for
the
public
to
be
engaged.
Please
absolutely.
E
Yeah
no
thank
you
and
chair.
Thank
you
for
meeting
with
us
yesterday
to
to
discuss
this,
and
I
really
do
want
to
to
stress
the
point
that
counselor
king
and
his
team
have
been
very
engaged
involved
and
they
have
initiated
this.
E
So
this
particular
notice
of
motion.
Once
again,
I
can
read
the
the
sorry
to
be
further
resolved,
whereas
forgive
me
that
staff
report
back
to
committee
in
2023,
with
the
results
of
a
comprehensive
review
as
to
the
feasibility
of
permitting
residents
or
community
group
landscaping
projects
within
the
right
of
way,
as
well
as
recommendations
concerning
its
implementation,
including
any
necessary
internal
resources,
by-law
amendments
associated
procedural
and
permitting
requirements
and
an
analysis
or
recommendation
of
any
broader
programs
or
funding
that
could
support
the
above
framework.
E
I
I
I
had
heard
very
clearly
over
the
course
of
the
last
year,
issues
emerging
in
many
of
my
neighborhoods,
with
neighbors,
unfortunately
complaining
against
other
neighbors
when
they
are
simply
naturalizing
the
right-of-way,
and
I
think
that
counselor
put
it
very
plainly
that
we
need
to
have
some
uniformity
in
terms
of
a
process
if
residents
want
to
to
really
garden
or
naturalize
the
right
way,
which
I
think
is
the
proper
course
of
action.
I
I
So
I
think
that
this
is
a
great
first
step
and
the
most
important
element
here,
as
well
from
my
understanding
with
working
with
staff,
is
that
residents
will
still
be
able
to
work
with
staff
to
to
naturalize
right
of
way.
So
there
will
be
a
continuing
interim
process,
but
in
the
long
term
we'll
ensure
that
there's
more
uniformity
in
terms
of
policy.
I
So
I'd
really
like
to
thank
councillor
dudas
for
for
bringing
this
forward
and
I'm
looking
forward
to
the
discussion,
debate
and
deliberation,
and
especially
the
deputations
of
residents,
because
I
know
that
they're
very
involved.
I
have
a
very
involved
residence
in
my
ward,
who
actually
came
to
us
with
multiple
policies
from
different
municipalities.
I
So
I'm
really
excited
about
the
prospect
of
this
policy
change
and
for
the
dialogue
around
it.
Thank.
D
You
and
thank
you
and
thanks:
it's
not
typical.
We
allow
people
to
explain
notices
of
motion
and
I
see
hands
going
up
and
down,
but
this
is
just
on
notice
of
motion
teresa.
So
if
I
could
ask
you
to
if
it's,
if
it's
specific
to
no
oh
you're,
good,
okay,
thank
you
and
we're
all
excited.
I
thought
vice
chair,
leaper's
hand
fly
up
and
it's
gonna
be
a
good
one.
I
think
you've
created
a
good
agenda
item
for
the
next
for
the
next
meeting.
So
that's
exciting.
D
C
I
had
an
a
question
from
residents
observing
how
potholes
are
filled
in
the
city
of
gatineau
versus
the
city
of
ottawa
and
it
looked
like
there
was
a
lot
less
staff
used
for
the
city
of
gatineau's
method.
So
what
are
the
different
operations
based
on
for
time
of
season
and
traffic
measures,
and
would
the
city
of
ottawa
consider
adopting
the
pothole
patching
method
of
gatineau,
which
uses
a
lot
fewer
people
to
to
work?
So
like
a
fulsome
answer
to
that
inquiry,
yeah.
D
I
will
come
back
in
writing
and
on
a
footnote.
The
the
pythons
are
going
to
be
slithering
our
street
soon.
If
you
don't
know
what
that
is,
it's
a
big
machine
that
blows
up
the
potholes
and
fills
them
so
we're
excited
about
those
things
coming
out,
and
then
we
have
another
inquiry.
Counselor
flurry
if
you
wish
to
on
sidewalk
repairs
and
we'll
get
that
up
on
the
screen.
F
Thanks
chair
and,
I
believe,
there's
a
picture
as
well
ottawa's
standard
for
quick
fixes
to
our
sidewalk
repairs
is
sadly
asphalt.
This
repair
is
typically
bumpy
patched
and
comes
with
a
no
time
stamp
on
the
permanent,
proper,
concrete
sidewalk
panel
resolution.
F
This
temporary
fix
is
left
for
too
long,
noting
over
2
400
kilometer
of
sidewalks
in
our
city
staff
previously
stated
the
cost
of
properly
repairing
a
sidewalk
panel
is
300
and
is
too
high.
However,
this
downgrading
of
oh
sorry,
something
popped
up
here.
This
downgrading
of
city
infrastructure,
with
broken
crack
and
patchwork,
leads
to
complaints
from
residents
bias
and
stakeholders.
F
This
repair
approach
of
sidewalk
asphalt
patches
continues
to
raise
issues
of
lack
of
city
pride
and
also
degradation
of
infrastructure
sidewalk
across
our
city,
I'd
like
to
know
the
following
one:
what
policy
needs
to
change
to
ensure
concrete
panels?
Sidewalks
are
repaired
and
concrete
when
reinstating
them.
Two.
What
steps
are
required
for
council
to
introduce
a
ban
on
use
of
asphalt
to
repair
concrete
sidewalks?
Three?
Is
there
a
list
of
all
asphalt,
sidewalk
repairs
that
need
to
be
replaced
with
concrete
panels,
a
how
many
sidewalk
panels
are
covered
in
asphalt
b?
F
What
is
the
replacement
budget
required
to
ensure
the
concrete
standard
is
upheld?
Four,
what
is
the
timeline
for
the
for
repairs?
Five,
if
there
is
no
timeline,
what
reviews
are
needed
to
create
a
detailed
plan
to
repair
sidewalks
with
ash
with
asphalt
and
those
needing
repairs
and
six?
How
expensive
would
it
be
to
to
do
these
repairs
and
end
the
current
backlog
of
patch
sidewalk
repairs
with
asphalt,
and
I
I've
shared
a
a
picture
example
so
that
there's
no
confusion
in
terms
of
what
I'm
asking.
D
Yeah
absolutely,
and
it's
also
where
sharepoint
drives
everybody.
So
that's
all
we
have
on
today's
agenda
adjournment
and
the
next
meeting
