Month, the time of year, when the city promotes cycling, is a fun and healthy.

Part of the daily commute to and from work it is appropriate. This is an.

Appropriate time to also honor others who help us achieve the goals that we.

A

Set out in our 2013 transportation master plan of increasing the cycling.

A

Modal share from 3% to 5% a morning peak period trips and have cycling account.

A

For 8% of all trips in the downtown every year, we recognize the efforts of.

A

Others for their outstanding contributions in Ottawa's cycling community, through the boost in women's awards, booster women's was a long time.

A

Cycling educator and advocate an active member of the Ottawa bicycle club and a.

A

Founding member of citizens for safe cycling, we honor his legacy through the.

A

Awards we are presenting here today. In fact, the awards that we are presenting.

A

This morning were created by Jason, Commandant and I'm, going to ask to stand.

A

Up and Jason is the owner of retro rides on SPARC Street and he's done he's done.

A

A very cool thing and he's created the the award this year from bike parts that.

A

Once belonged to Bruce so I think that's I think that's really neat and thank you.

A

For doing that this morning we are presenting one.

A

Individual and one organizational award I'll invite the recipients to come.

A

Forward shortly to receive their awards, the individual award goes to Mr Bryan.

A

Smith Bryan has been cycling. The National Capital Region for many years.

A

And since the summer of 2012 he has been writing a cycling blog Ottawa fellow due.

A

To a calm well documented his rides across town into the smaller villages.

A

Surrounding Ottawa and Gatineau he realized their city had many unknown.

A

Shortcuts and routes that would benefit cyclists, who are less familiar with safe.

A

Cycling routes in the city, he came up with the idea to give travel.

A

Advice through his blog posts, he asks residents for destination. They would.

A

Like they would like to bite to then offers to scout out a safe route on.

A

Their behalf, which he describes on his blog with turn-by-turn directions and.

A

Photographs of key landmarks, in addition to offering a useful advice and service.

A

To other cyclists, his blog features, architectural and historical areas of.

A

Interest and guides residents on bike tours along historic sites, they're right.

A

There, by promoting the region's rich cultural heritage, brian's tours, might.

A

Introduce cyclists to historical figures such as architect, James, strut or.

A

Businessperson business person, rather Thomas Ahern cyclists, been able to.

A

Discover the Nepean, Bell and even Ottawa's collection of free roadside.

A

Libraries beside his blog now in its sixth year Brian, also designed a trailer.

A

For the Ottawa Tool Library allowing your organization to attend events to.

A

Promote the tool library, the to library, allows people to boil hand tools, power.

A

Tools, garden tools and kitchen tools: this booth on wheels is a welcome.

A

Addition to our to the outreach for the Tool Library and shows Brian's.

A

Dedication to voluntary activities in the community, brian encourages cycling.

A

In a very innovative way, by merging people to consider a bicycle, to move.

A

Around, as well as by tippling people's interest in our culture and history and.

A

Offering up enjoyable ideas of exploring it on a bicycle and I'm, not sure if.

A

Brian has arrived, brian has not arrived, so we're going to.

A

Ask his ward councillor Katherine McKenney to accept also the life happens.

A

To be here to come forward which she has to accept the accept the presentation.

And I'm actually supposed to give it to you, I'm going to give it to you, and this.

Is the new award, so everybody can see it great job looks wonderful so that people.

This year, the organization award goes to Velo Vanier and among, among other things,.

Vella Vanier operates a bike share program which loans bikes to the.

A

Residents of Vanier it's program is bilingual. It is headquartered in the.

A

Heart of the vania community, at the centrally service community of NJ for.

A

The past six years it is focused on bringing donors, borrowers, volunteers and.

A

Service agencies together to sustain its program, Vella Vanier, helps potential.

A

Riders overcome barriers to cycling, whether it's a cost to turn or simply.

A

Being unsure, if their commitment is serious enough to warrant buying a.

A

Bicycle still, others have no storage space for bike over the winter months.

A

Villa vani helps to overcome these barriers by running bikes, locks and.

A

Helmets for a period of a month with an opportunity to remiel when Vettel vani.

A

Ones at a bike, they take a picture of the border with the bike. The pictures.

A

Are uploaded to an online photo album? The photos are laminated and displayed.

A

In the lobby of the community center over the summer and presented the.

A

Borders when they return the bikes, a collage of borås photos is also used to.

A

Promote the program the following year, the annual venue Villa Fest, brings.

A

Community partners and residents out to celebrate cycling last year. Eighty.

A

Children participated in a safety, rodeo and 15 of those children, rode bikes in.

A

Villa Vanier to participate in the rodeo.

A

The Lavanya is a success in part because the support it receives from the.

A

Community, whether it's the community newspaper, the BIA, welcome politicians or.

A

Even individuals from the community who have donated bikes parts and labor.

A

The Lavanya also organizes group bike outings can by training for safe cycling,.

A

Maintenance workshops and the odds-on Vanier bike patrol initiative. There.

A

Lavanya is attractive: applicants from Ottawa's youth futures, a program.

A

Designed to prepare low-income high school students for full participation.

A

In post-secondary education and the workforce, it offers a six-week placement.

A

To graduates of youth futures young employees have learned to fix bikes.

A

Serve the public and use the administrative systems which support the.

A

Program while the focus of a Lavanya has been on.

A

Offering the freedom and independence cycling brings two individuals. The freed.

A

Of 90 bicycles has become a community asset which has only begun to be.

A

Exploited in 2017 a hundred and seventeen individuals bore bikes. That's.

A

40 more than in 2016 60 children rode their bikes for summer.

A

Camp activities, a hundred by clones supported weekly outings for youth.

A

Activity programs, 40 residents, attended three outdoor bike, maintenance workshops.

A

14 residents went on to went on to community rides, to likely me and to the.

A

Aviation Parkway I'd like to invite Verity um community developer at the.

A

Vanier community service center and Roseannadanna Leonard coordinator of fellow of MEA to come forward and accept the award I'd.

A

Also, like counselor Matt flurry to join us for the presentation.

A

Is a little bit exciting and one of the things that we struggle with in the city.

Every winter is, of course, snow clearance, but also we all have catch basins on our.

A

Streets and when the melt happens, we want to get access to those catch basins.

A

City staff go out and do the best that they can to get to them. But we often.

A

Hear from residents saying you know: we'd open that catch basin? If we could access.

A

It if we knew where it was if we could find it so I sat down with staff a.

A

Couple of months ago and said: is there something that we can do about this and.

A

Staff very quickly got onto that Steve Wallace's group and and court Korea I.

A

Think is caught somewhere in the audience group got onto this very.

A

Quickly and so we're happy to announce this morning that we've created a.

A

Opportunity on our website, it's called the catch basin locator map. So all you.

A

Need to do is punch in your address, a map will come up and we'll show you.

A

Where the catch basins are in your area, so if we're having one of those really.

A

Awful days when we've got rain and snow and everything else and you're worried.

A

About pooling water, again, staff will get out there as quickly as they can, but.

A

Again, we often hear from residents saying you know we we'd be happy to to.

A

Get to that catch basin, oh, we need to get to that catch basin and the only.

A

Indicators we have currently are yellow painted arrows on the road which of.

A

Course are now covered by ice and snow, so that doesn't help all that much at.

A

The time of year, when we need it most so this locator map is, is up and running.

A

And hopefully we won't be having to use it for several months to from now, but.

A

When winter hits again, this will be a useful tool, I think for the city and the.

A

Rest and email will be going out to all.

Transportation committee recommend that council receive the parking services.

2017 annual report, we have one public delegation on that, so we will hold that.

Item number two: is we have the Leitrim Road alignment and widening River Road.

To Bank Street environmental assessment study recommendations and it's that the.

A

Transportation Committee recommend that council approve the functional design for the Leitrim Road realignment and widening environmental assessment study.

A

Is described in this report and supporting documents one through six and.

A

To direct transportation planning staff to finalize the environmental study.

A

Report and proceed with its posting for a 30-day public review period in.

A

Accordance with the interior municipal environmental assessment process, we have.

A

A presentation on that so we'll hold number three: is the kanata light rail.

A

Transit planning and environmental assessment study moody drive to.

A

Hazeldine Road recommendations and we also have a staff.

A

Presentation for that one, as well as some public delegations, so we hold that.

As well, that's followed by the Montreal Blair Road transit priority corridor.

Similar or Boulevard Blair station environmental assessment studies.

Statement of work, we do have a motion for this one, so what I would suggest is.

Trail, road and I just want to confirm that the work of Angela and her team for.

The transit priority west of there so in the core of any, are aligned so that we.

Don't so that we actually align the corridor and ensure that that it be bus.

Bus stop location that it be Lane designation, that'd, be light that.

C

Everything be coordinated as part of this. That's the beginning of the review.

But that all the work that was taken there is actually leveraged in this new.

Montreal Road, so that the potential transit access through the NRC lands can.

Modification on Iman Street that the Transportation Committee recommend the.

Council approved that the chain currently linking the planters installed.

A

This temporary road closure on Iman Street be replaced with an additional.

Planter are we okay with that Carrie Carrie? Thank you.

We also have a motion that we'll deal with at the end, which is we're going to.

A

Be asking to be added to the agenda and we also have a public delegation to.

A

Speak to the matter, if it is added to the agenda, so we will deal with that as.

The last item on the agenda, so we will go back to the first item that we held.

Which is the parking services and a report? Again? We have staff available to.

A

Answer questions, but we do not have a presentation and we're holding this.

Because we have one public delegation: Trevor hashe who's, the vice president of.

The healthy transportation coalition, so if mr. hatch is in the room, if you could.

Come up and make your presentation again: we don't we. The reports been circulated.

And there isn't a presentation so but staff are available to answer questions.

Good morning, chair guy and members of the committee, I am I read the report. I.

C

Thought that it'd be introduced so I apologize for not being prepared, but I.

C

Think there's a number of things in it that are great and some things in it.

C

That are in need of some reconsideration moving forward and and definitely some.

C

Areas in need of improvement, I know that at least I'm told and it'd be great to.

C

Have some clarity on when it is the reconsideration is going to be occurring.

C

Related to giving business improvement areas in Ottawa, essentially a veto over.

C

Parking rates and the potential raising of parking rates, so it's my.

C

Understanding in areas of West, burrow and Hintonburg right now be IAS are.

C

Essentially, stake holders who are given essentially a veto over raising parking.

C

Rates, I think that's problematic. You know it doesn't really allow the City of.

C

Ottawa to use parking and the cost of parking as a tool to encourage more.

C

Sustainable choices related to transportation. So that's one of my.

C

Concerns and it'd be great to have some clarity as to when the public can engage.

C

In that conversation with the city and the relevant stakeholders, one other.

C

Thing I note in the report is that the hourly short term on street parking.

C

Rates in Ottawa have not increased since the year 2008 over that same period of.

C

Time, transit fares have increased by 40 percent and again with regard to encouraging sustainable transportation.

C

Choices, I think that's really an example where there are some silos that need to.

C

Be broken down here at City Hall, certainly with regard to our thinking so.

C

You know if we want to encourage people to make more sustainable transportation.

C

Choices which I believe is one of the sort of core goals of this committee.

C

That we really need to look at the different pricing of the different modes.

C

Of transportation I also know that the parking revenue helps fund things like.

C

New parking lots, so in the glede there was a parking lot that was built. I can't.

C

Remember if it was in this term of council, the previous term of council, but.

C

My recollection was that it was worth tens of millions of dollars and there.

C

Are people within the affordable housing sector? Let's see that as a real example.

C

Of a missed opportunity, there has not been affordable housing built in the.

C

Glebe, in quite some time and in other cities, there co-locating.

C

Affordable housing in city facilities such as parking lots, so I think going.

C

Forward the report doesn't mention any strategy around that and it would be.

C

Useful, if some people that are responsible for talking about you know.

C

Where are the next parking lots going to go that the city owns we're thinking.

C

More strategically about those opportunities and taking advantage of.

C

Them and then I just wanted to voice support for a motion that was approved.

C

And originally moved by chair egg, why related to budget 2009, that's relevant.

C

To this report, which is using some of the revenue to locate, ring and post bike.

C

Racks at bus stops across the city, so it was quite a modest $30,000 pilot project.

C

Which is great I think it would be wonderful if in budget 2019, that was.

C

Increased by five times so that one hundred and fifty thousand dollars was.

C

Spent and I understand that parking revenue has to balance out with.

C

Expenditures and so I think that's one of the ways that Ottawa could increase.

C

Parking rates in some cases and encourage that more sustainable choice.

C

Related to people biking to a bus, stop and then getting on the bus. There's many.

C

Many bus stops across the city that have no safe bike parking or no bike parking.

C

At all, so I think it'd be great if that program were expanded and then with.

C

Regard to a little bit more creativity and in the interest of you, know.

C

Advancing the idea of equity and inclusion in our city, I wonder if some.

C

Of the parking revenues could be used to fund a pilot program that would allow.

C

Low income, people to borrow bikes and use the presto card I know that part of.

C

The parking report that we didn't really hear about it today and I think it's.

C

Underreported is the fact that some of the parking revenue goes toward.

C

Encouraging sustainable transportation choices so there's a variety of great.

C

Programs with the city's funding using its parking revenue and I think that.

C

Right now, the bike sharing programs, besides the louvenia, which allows people.

C

To borrow the bikes for free are quite expensive, so you know the commercial.

C

Businesses that are running those bike sharing programs are costly, so b-grade.

C

The city could use some of that revenue to pilot a program that would allow.

C

People to use, perhaps their equi past presto card to get access to a really.

C

Inexpensive bike that they could take from an LRT station to their home and.

C

Wherever they want on the NCC paths, or what have you so just want to encourage.

C

Some innovative thinking going forward with regard to how to use the parking.

C

Revenue and watering conversion city to increase parking rates as much as.

C

Possible moving forward to encourage more sustainable transportation choices.

C

You so justjust I'll jump in here just to follow up a little bit on some of the.

A

Issues raised and I think Kevin you're, probably in the best position to answer.

A

Some of these questions or Scott or both.

A

Can you respond to the two the issue raised about when we will be doing the.

A

Review of the of the parking policy which allows veto not only be IAS. But if.

A

I recall also to community associations, and, and what have you so can you talk a.

A

Little bit about when, when we might be looking at that process, yes, chair will.

A

Be excuse me will be tackling not in early 2019, so there will be some public.

C

Consultation at that time, thank you for that clarification. The the suggestion.

A

That some cities are somehow incorporating parking garages and.

A

Affordable housing again I'm, not sure who can answer this question but and.

A

Possibly it's legal. The suggestion seemed to be that we'd be using some of.

A

The parking revenue generated to somehow pay for a portion of affordable housing.

A

Is that something that we're even allowed to consider or.

C

Mr. chair I, if that money is to be used for parking, that would be available.

A

Generally to the public, then the answer would be yes, if it's for another purpose,.

A

It would require further analysis, mr. chair so you're saying if it was a.

A

Public parking lot attached to a low, a low rental or a geared to income rental.

A

Facility that that may be something the city could look at it, or am I putting.

A

Words in your mouth mr. chair I'd, say as a legal matter. If it. If the money is.

A

Used to provide parking that is available to the public, then yes, parking.

A

Revenue could be used towards that if it's for another purpose, we'd have to.

A

Look at it further. Mr. chair, I'm, still not sure you're getting a question.

A

Though, and that may be I'm not asking you right, but the issue is not whether.

A

The parking lot should be built or not. If a parking lot is built, that would.

A

Allow anybody in the city to park there as part of that project adjacent to it.

A

Connected to it, could there also be some sort of affordable housing units.

A

Attached to that construction project, mr. Gipp I now understand the question.

A

That the parking revenue would be used towards affordable housing. It is not.

A

Immediately obvious to me that that is possible, we can look at it if you could.

A

Look at it that would be great and maybe circulate a memo in that regard, and and.

A

Then the similar question, another suggestion made was: could parking.

A

Revenue be used to somehow subsidize a bike share or the rental of bikes at a.

A

Lower rate than is currently there, we are going to be talking about bike.

A

Sharing a fair bit at the end of this meeting, assuming that committee allows.

A

Councilor mechanics item to be to be at it, but is that sort of a an area where.

A

You can mix and mingle. So mr. chair I heard, if I may I heard.

A

In the delegations, comments that and I heard one other thing that I like to.

A

Comment on I thought: the delegation also spoke about enhancing bicycle parking, and that is likely something that could be looked.

A

At as part of the bicycle revenue with respect to providing bicycles themselves,.

A

Again, that doesn't matter that I can't say as I sit here is legally impossible.

A

We can look at it. Maybe you could wrap that into the same memo. This is out.

A

Kevin, let's jump in chair sorry, the bike parking strategy will be definitely part.

A

Of the parking strategy refresh so we're looking at a wholesome program, I.

A

Integrated program for bike parking- okay, thank you for that.

A

So councillor forty I just want to build on this. Do we know what a jurisdiction.

C

For which some some, some of the elements relating to housing were we're included.

C

Just so that the review can be backward and fulsome, so maybe you could take it.

C

Offline say I'm sure Trevor would be happy to share that with staff. I think.

C

It's important to have an accurate review as to which jurisdiction, if it is.

C

On Ontario, which measures they've used I want to speak to two of the elements 1.

C

Which is the reserve funds that we have so I believe in the report? It speaks to.

C

Around 22 million dollars in that reserve fund- maybe we can hear from.

C

Staff as to if those funds are allocated currently and if not, how do we plan to.

C

Build some funding strategy relating to that.

A

We, the counselors corrector, we do have approximately 20 balance of 22 million.

A

Dollars in a parking reserved fund on a year-to-year basis, a portion of that is.

A

Allocated towards life cycle and other capital requirements as part of the.

A

Program we, the spending, is larger predicated on opportunity and.

A

Technologies that come up, we are as a point of reference that and the.

A

Delegation made made this reference. The last large expenditure was for the glue.

A

Garage which was in the neighborhood of 10 million dollars, so we need to have.

A

Available funds in order to accommodate opportunities as they arise,.

A

Beyond parking facilities, though, we were looking at things such as a smart city,.

A

Technology and different investments that will allow us to develop program.

A

And and achieve our mandate, okay and the strategy itself, are we able.

C

To spend funds I know that some of my colleagues are waiting to pocket Park.

C

And rides are very, very busy. Some are overpopulated, so I want to know.

C

Are we able to use some of those reserve funds to increase some of those park and.

C

Rides opportunity care we actually over the last couple of years. We there has.

A

Been funding provided to to sea transport for the maintenance of our.

A

Kreutz and I in terms of the additional construction I will have to defer.

C

Mr. chair I think a lot of these questions have a common theme. You're.

C

Asking whether or not parking revenues can be directed to other city.

C

Initiatives, everything from additional parking rides, which link to the transit.

C

Reserve fund and into other areas, development and housing and so forth and.

C

I would remind members of committee that I believe the treasurer issued a memo.

C

With mr. Wylie just before budget on some of these matters, I think the chair.

C

Has an actual idea that you need to have a wholesome review back with Miss.

C

Similac as to what the reserve fund Kanaka not be used for, I was around when.

C

That that reserve fund got established, it was very prescriptive and then dr.

C

Mill and mr. Wylie talks about in terms of the refresh so I think mr. Marc is.

C

Correct that you should probably direct staff to take this away from a financial.

C

Perspective as to what exactly the reserve fund can and cannot be used for.

C

Currently and then you can have a wholesome discussion, I believe next term.

C

Of counsel as to where you want to change that policy, if, in fact, you want.

C

To my recollection of it, it's been a few years have been to it been involved with.

C

It is that was very prescriptive. That doesn't mean that committee and council.

C

Can't change the reserve, the parking reserved and again I just want mr. Marc.

C

To comment on that from a governance perspective, I believe you need a council.

C

Direction on that and I don't know exactly the mechanics of that. Mr. Marc.

C

Maybe you want to confirm in terms of the comments I just made mr. chair I,.

Certainly, approach I, certainly concurrently, approach that the general manager has identified that there is a need for a fulsome review if.

A

Committee and council are inclined to go down this path, so just as I didn't hear.

A

The could you see what he said was he concurs with mr. Mahoney as to the.

A

Approach, I guess just the procedural part, though Tim. If you can help us, do we.

A

Give you a direction here at committee, or do we wait and give you direction at.

A

Council or both direction here would be fine, mr. J. So if.

A

If the court can do a direction along the lines will mr. mank Oni has.

A

Suggested and then mr. mark can work with that through the government's.

A

Process, Thank You counselor to you for the questions. My my last comment. Mr.

Chair I parking is important. The entire transportation network is important, but.

C

Those missing links of how do we support transit support, alternative options. How.

C

Do we ensure that we get development out of the surface Lots downtown I mean.

C

That's that's core to some of the the taxation that we discussions, that we had.

C

Recently, I I, don't I, don't know that it's a perfect model, but it appears that.

C

Our the the other big city in Ontario Toronto, which, as then, has gone forward.

C

With the parking authority has actually unlocked some interesting component of.

C

The Municipal Act so sure we can't tax, but if we have a non-for-profit.

C

Authority that captures and manages the program there's some opportunity or what.

C

Rates do not keep up with that a minimum increases in public transit or.

Or costs of other forms of transportation, then, in effect we were.

Undermining our own efforts, if either there continued to be free parking in.

Certain popular districts or relatively cheap parking, then we will simply be.

Adding to congestion that we're trying to already pay for by adding transit so.

It's a tricky balance because you don't ever want to hit the point where nobody comes down by my car ever for anything. We know that plenty of merchants rely on.

Sales of bulky items and other things from family visits, but that we should.

Slip far below that I think is essential. We not allow that to happen.

And do use investigate dynamic parking prices to help address congestion.

Problems similarly, he's already been picked up by several of my colleagues.

The idea of the availability of a bike share or some sort of sort of affordable.

Bikes readily accessible ones as part of a comprehensive network. The point that.

Was raised of it, I want to help to answer was that of using parking garages.

In combination with something like affordable housing and the Glebe garage.

Which was the most recent, in fact, the only municipal garage to my recollection.

Built in in perhaps even the last decade or quite a while, we look quite seriously.

At whether affordable housing or you know, some form of rental housing might.

Be part of that project, but what we had to do was look at the genesis of that.

Project in the first place, it came out of the the fact and the fear that all of.

The new visits to the district because of the redevelopment of Lansdowne was.

Going to make impossible what was already a very tight parking supply so.

A

In fact, the goal of the project was to increase parking supply, not for.

A

Lansdowne, but for all of the other businesses that needed it to survive and.

A

That's why it's location further north was part of that and its initial rules.

A

And pricing were such that it was actually saying to the Lansdowne event.

A

Go you know, don't come here and park because you can't stay as long as a game last anyway, because actually this garage.

A

Wasn't built for you, it was built to help. You know the other businesses.

A

Strive knowing that what we realized was with the with the maximum zoning height.

A

Of four storeys, if we were to use a number of those louse stories for.

A

Housing we were, there was already a one-story, a surface parking lot with 55.

A

Spaces in order to add parking supply and add additional units will then end.

A

Up with the ten story, building in a four story zone and possibly have to go deep.

A

Underground in an area that wasn't suitable for that either so in the end.

A

The conclusion was that it wasn't viable in this space, not that it should never.

A

Be explored or would never be viable, but here on a traditional Main Street. What.

We wanted to keep the heights low, we would have built a building with.

A

Affordable housing and ended up with no more parking space than we started with.

A

Which would have just undermined the goal so I hope. That's not too confusing.

A long answer for you, but it was looked at and I think it should be looked at.

They just didn't work here. Thank you, yeah! No, thank you not confusing at all.

Information first nations were also invited to our meetings and to provide.

Feedback no comments or questions were received. This slide summarizes a few key.

Is strategically located to serve employment lands in Riverside cells? This.

Alignment resulted from consultation with area developers who recognize the.

Alignments long-term benefit to future employment uses next, some residents in.

The Findlay Creek community were concerned about potential noise impacts.

From the realigned roadway, the figure on the right shows that the newest noise.

Sensitive receivers are approximately 160 meters from the planned world based.

On this distance and the forecasted noise levels, the study experts concluded.

That noise attenuation is not required as communities.

D

Future residential developments will be required to assess noise levels and.

Provide the necessary mitigation measures if needed, overall feedback.

Received through consultation was supportive of the project, some advocated.

For road widening and improvements to pedestrian and cycling facilities to.

Occur sooner prior to 20 31, the preliminary cost estimate for design.

Construction, property and contingencies is 86 million in 2018 dollars. As this.

Project is not planned until sometime asked to 2031 the source of funding has.

Not yet been identified.

D

The realignment is not needed until the airport implements its new runway.

D

Potentially 20 to 25 years from now in the future, the city may wish to seek.

D

Cost-Sharing arrangements with the Airport Authority, because the road.

D

Realignment is required due to their planned runway segments of the new.

D

Complete Street could be built sooner in conjunction with the adjacent.

D

Development until then, the city will maintain its existing Leitrim Road. The.

D

City will also utilize opportunities from new future projects to add capacity.

D

To key intersections and inhale hands, pedestrian and cycling facilities, the.

D

Next steps are to finalize the environmental study report in May of.

D

This year release the report or a 30-day public review in June and complete the.

D

Study in July of this year once approved the recommended point will inform.

D

Current and future community design plans and related land.

D

And transportation infrastructure decisions, the recommended plan will also.

D

Help facilitate negotiations for land transfers and leases with Transport.

D

Canada, the output Authority and the National Capital Commission mr. chair.

Down the road, the the other thing I wanted to ask you about as well as and I.

Know we've had these discussions in our meetings as well, but there's a lot going.

On in this area tomorrow, you know the casino is going to Hard.

Rock LRT the intersection modifications that Leitrim and Albee and I just want.

To make sure that between you guys and the other people that are working on.

Other files, everybody's on the same page and everyone sort of looking at the.

Bigger picture in terms of what's happening with LRT the intersection.

Modifications at begley trim at Leitrim and Albion and all the work that's.

A

Happening there in terms of infrastructure.

Yes chair, but it's all we're working all together as a team on every aspect of.

This project and the developments in the area- okay and I, see that we don't have.

Any public delegation so I assume you've done a good job of keeping everyone.

Happy, although I see Pierre Dufresne here as well in the audience, are there.

Have all the issues been resolved in terms of you know the line? Oh honey.

Gables, for example, had some concerns about the stretch from River to Lyme.

Bank and keeping that to two lanes instead of four I think you've addressed.

That here, in terms of the landowners in Leitrim, whether it's in the industrial.

Park or in the development area have all those issues been resolved to a you know.

The majority satisfaction yes, chair: we've met with everybody, who's.

Raised issues with us or submitted emails or letters, and we are confident.

That all the issues have been resolved or that their steps to to work continue.

Working together and realistically, with everything, that's happening in terms of.

Development in that area, what are when is our next opportunity to talk about.

Potentially moving streets or roads like Albion, Leitrim, Bank, etc, moving them.

Forward is it strictly going to be in the next round of TPMS? Is it going to be.

When we open the DC bylaw when is going to, when is the opportunity or timing for.

Us to actually advance the timelines that we see before us today.

Some of these issues are being dealt with right now, with developers and.

That question has come up in many forums and what I tell everybody the first.

Thing that needs to occur is the LRT needs to launch and in the entire.

Transportation system will change significantly and it will take virtually.

A year to collect all the data to see how the transportation system has.

Changed in all modes, so that gets us into some time in late 2019. So the.

Detailed work would start sometime in 2020. The caveat on that is, council needs.

To when mr. Kenna lacus brings forward the next term of council priorities to.

Council, you will decide what the timing is on, that the scope and scale of that.

The only thing staff will do is some background work right now, because the.

The detailed work about what the impact of the LRT is and on all modes can't.

Start until we launch so I caution, everybody that any of the detail work.

Won't commence until 2020, and so what about the DC bottle? I hear things about.

Opening up the DC bottle, where does that fit in with with the TMP discussions.

That will be happening next term, so mr. Willis and I are in lockstep in terms of.

All of the critical things that need to be brought forward, the DC bylaw.

Plan and so forth so again that will all be coming to you as an external counsel.

In terms of priorities and the staging and the sequencing and aspirin mr.

Cadillac is direction. The only thing we're doing right now is baseline work.

That feeds into the overall process: okay, because I know- and you know- we've been.

Talking with myself and colleagues about opportunities with the developers and.

Others, as part of everything, that's happening in that part of of the.

Neighborhood and one of the frustrations that we've been facing is that in some.

Cases there are, you know, private developers who are prepared to help out.

With fun tending, but we seem to always say no because of the payback period or.

The DC by lower that what set what's in the TMP. So it's a bit of a frustration.

That we don't have the flexibility to play around with those things and so I.

Think at the earliest the opportunity where we can do that it would be helpful.

For us to be able to collaborate on some of those projects, absolutely counselor I.

Think the other thing that you do need to keep in mind is affordability and so.

When you hear staff say not possible I like to say we don't say no, we do.

Explore every opportunity, including with the development community, as you know, because we've been part of those discussions we do have to overlay your.

Your affordability plan on every suggestion that's brought forward so.

Again, miss Similac and mr. carroll Atticus have that in terms of what we're.

Bringing forward in terms of your affordability, review, you've approved the.

Transit affordability plan- and you know where you stand on that. So all those.

Things get put into the hopper and there's a lot of complex policy things.

That so I think it's a generally speaking a really good project, I just.

Wanted to ask a question: I had asked in my office, but I just wanted to ask it in.

Public forum, because council, Akash and I both have lots of residents on River.

Road that are not happy with the volumes of the increased volumes of traffic on.

D

River Road and, as we all know, we spent millions of dollars widening line bank.

D

To be the main north-south arterial to carry heavy volumes, but that small.

D

Segment of later on between River and line Bank is a very convenient shortcut.

D

It shaves a few seconds of a trip by going upriver instead of staying online.

D

Bank and I know that piece of road doesn't have any entrance driveways onto.

D

It and I just wonder if it's even necessary to maintain it in the plan or.

D

If we could just eliminate that, and thereby.

D

Encourage traffic not to shortcut through there and use River Road when we.

D

Really intended the high volumes of traffic to be on line baked and I want.

D

To put that map up in my head might be easier to imagine.

We are making every effort in our design not to make that connection over to.

E

River Road attractive for traffic and as such, we're leading as two lanes as when.

Leitrim is widened and it's the connection will be up to line back. That.

Will become a very obvious route to take now, your question was about removing.

That link, we can't do it as part of this project. We would have to analyze what.

That would be done or what that would do to the whole network, and we would that.

Would be something for a broader review like the TMP, when we're looking at the.

Whole network of both transit and roads, okay, and that would involve considering.

Whether sometime in the future, there will be a connection over the river at.

That location, but if, when you update it, they don't need that connection to go.

Over the river, then they really don't need that piece of road either right.

It's premature to and come to that conclusion, but that's all those things.

Come to play, if we don't need a piece of infrastructure, then there's no need to.

Issues in this project, but we've resolved them. It's a complicated project.

As well and at this project, I mean, as with every project, there is one element.

That makes it different from all the others and in this particular case it's.

About corridor selection, with that I'd like to introduce you to the team here,.

Angela Taylor is the city's project manager I'm, managing this project and.

Thank You miss Chi. Today's presentation is on the recommendations for the.

Kannada light rail transit extension between Moody and Hazeldine station. This.

E

Presentation starts with a recommended plan for the Kannada LRT. This project.

Begins at Moodie station here shown to the right with the light, maintenance and.

Storage facility just west of the station, the station and maintenance.

Facility received environmental assessment approval in February as part.

Of the stage 2 LRT from here, the proposed Kannada LRT runs parallel on.

The north side of the Queensway, as shown here with stations at March, Road Kannada,.

Town center and Terry Fox, it then heads further west to Didsbury station and.

Swings to the north to cross the carp river towards Campo Station khempo.

Station is located to maximize ridership potential by reducing the walking.

Distance to the station from existing and future development, north and south.

Of Campo Drive from Camco station, the LRT curves to the south and crosses over.

Half metres wide, with at least four and a half clearance, underneath the stations.

Of Campo, Palladium, Maple, Grove and Hazeldine would be elevated. There are.

Three new pedestrian and cycling overpasses crossing the Queensway.

Included in this design, the first would connect March Eagleson station with the.

Existing Park and Ride on the south side of the Queensway.

The second would connect Terry Fox station with a landing at MacGibbon Park.

E

The third would run parallel with hunt mile road adjacent to the LRT.

E

Crossing to connect with communities both north and south of the Queensway.

E

There will be convenient, pedestrian and cycling linkages from the community into.

E

All stations and a multi-use pathway would run parallel with the full length.

E

Of the LRT corridor there will be four park and rides as.

E

Part of the LRT project, with a total of twenty six hundred and ten spaces.

E

Available along this corridor, consisting of two existing and two new park and.

E

Rides located at palladium and Hazeldine station, although the stage two office.

E

Received environmental assessment approval for a light maintenance and.

E

Storage facility site just west of moody station. This study reviewed eight.

E

Additional sites further west to explore there was a more suitable location.

E

Many of these additional sites had active development applications or.

E

Commitments or had other constraints on them as a result, the Moody light.

E

Maintenance and storage facility is still the preferred site when the.

E

Kannada LRT is built with the light maintenance and storage facility nearby.

E

The city has been and will continue to consult with the NCC and Wesley clover.

E

Park, the benefits of this LRT plan include a fully segregated facility that.

E

Will not be impacted by traffic congestion, it would provide fast.

E

Frequent and reliable service the central corridor along the Queensway.

E

Acts as a spine for Kanata that can connect to future bus, rapid transit and.

E

Transit priority corridors running north and south from the LRT are shown in blue.

E

These corridors would feed the LRT spine and support transit trips within Kannada.

E

And between Kannada and the rest of the city, there are no significant.

E

Environmental impacts identified as the majority of the LRT is bundled with the.

E

Queensway corridor and other planned future transportation corridors. This.

E

Corridor also supports the city's planned development objectives of higher.

E

Density development and intensification along the central core area of Kannada.

E

Shown in dark purple. Lastly, portions of this corridor have been protected.

E

Through previous EA studies, public consultation included meetings with.

E

Agencies, businesses, community and interest groups, indigenous peoples and.

E

Individual stakeholders, more than 200 people attended the two open houses and.

E

The public were generally supportive of the plan, however, the kanata north Business Park and Department of National Defense.

E

Expressed concern with a recommended corridor, as they prefer an LRT route.

E

That directly serves their site. The study team reviewed 13 corridor options.

E

That covered a very broad area of Kannada the corridor options focused on.

E

Existing road and rail corridors to avoid introducing new environmental.

E

Impacts the map on the top shows the six corridors with the Queensway located.

E

Here, sort of along the bottom and the farthest northern corridor extending to.

E

Terry Fox Drive along corridors, 3 & 4, as shown here, is the existing read-through.

E

Rail corridor, the map on the bottom shows the seven corridor options with.

E

The Queensway located here, sort of along the top showing several corridors.

Options with corridor 13 extending as far south as the Carleton Place rail.

Corridor also known as the trans-canada trail, when these 13 corridors were.

Assessed against ridership transportation network connectivity, the.

Natural and social environment and cost the recommended quarter north of the.

E

Queensway ranked highest and this information was presented to both the.

E

Business park and the nd to further address their concerns.

Additional corner options that directly serve the DNC sites and the Business.

E

Park were reviewed. This map shows the location of DND's Carling campus.

E

Shirley's Bay the Connaught range and the kanata north Business Park, because.

E

These sites are away from the planned LRT alignment along the Queensway, the.

E

Business Park and D&E requested a review of this alternate LRT corridor shown in.

E

Red this corridor begins at Moody station heads north to the DND.

E

Employment areas then turns west along calling Avenue until it reaches March.

E

Road, where it continues further north a long march road and into the business.

E

Park ending at the Innovation Park & Ride.

E

Although we conducted the review using D and E's growth projections, which are.

E

Higher than the city's official planned growth projections for the area, the bus.

E

Rapid transit corridor along the Queensway shown in blue is still needed.

E

To serve Central West and South Kannada under this option, just over 50% of.

E

Morning, peak period, trips would continue to travel by bus along the Queensway.

E

Because this is the central spine that equally supports buses from other areas.

E

Of Kannada, as shown in red, less than half of trips would travel on the LRT.

E

West of Moody Station, this analysis concludes that the predominant flow of.

E

Travel continues to be along the central spine of the Queensway, which is the.

E

Preferred LRT corridor. We also met with a federal Member of.

E

Parliament ms Karen McCrimmon, who also raised concerns about an LRT route that.

E

Does not directly serve the Business, Park and DND. She requested a further.

E

Review of an LRT and the study team developed a corridor option along.

E

Carling Avenue, as shown in yellow this route, forms a loop going north along.

E

Moodie Drive then west on Carling avenue to serve the DND employment areas at.

E

Hertzberg the route provides access at the south end of the Business Park.

E

Before heading south to March eagleson, then continuing west along the Queensway.

E

Misma Commons route was then compared against the recommended corridor.

E

Although her route includes four additional stations, it added four.

E

Kilometers of travel, distance, increasing the travel time by six and a half.

E

Minutes resulting in a less attractive LRT route with 12 percent fewer riders.

E

The total cost is estimated to be about 30% higher and while this option.

E

Eliminates the need to transfer at Moody station for the D and E employees, the.

E

Lrt would run less frequently than buses that connect the campus to Moody station.

E

Lastly, riders traveling to D and E would still have to walk as far as one.

E

Kilometer from the LRT station to the furthest, building, while bus service.

E

Could travel into the site as security arrangements allow.

E

Miss McClement also asked us to consider future routes and technology options.

E

That could serve D and D in the Business Park. Here are two other corridor options.

E

That can be looked at in the future. Both options include the protected corridor, a.

E

Long march Road the option on the Left includes a route from March stationed.

E

And a second group from Moody Station, with both routes providing access to the.

E

Business Park and D and D as they converge at much and Carling and.

E

Continue north along March Road, the option on the right provides two.

E

Independent routes to access either the Business Park or D & E, but not both on.

E

One route, a separate environmental assessment study would be required to.

E

Identify and protect this corridor. This slide presents a sampling of various.

Current and future technology options that we know of today, that could be.

E

Considered again, a separate environmental assessment study would be.

E

Required to identify the technology and design of the corridor, the total cost.

E

For the kanata LRT in 2017 dollars, including light rail vehicles and.

E

Contingencies is currently estimated at one point: eight five billion dollars the.

Project could be implemented in stages depending on funding levels, as shown.

This project is currently not in the city's affordable plans. The first stage.

Includes bringing the LRT from Moody Station to Terry Fox station as well as.

The full expansion of the light maintenance and storage facility for 710.

Million the step second stage would extend from.

Terry Fox to palladium station for 640 million. The final stage would extend LRT.

To the terminus at Hazeldine for 500 million dollars following committee and.

Representing bike Ottawa in the Kanata BRT are the Light rail project. The reason.

Why I'm here is because I think we all have to recognize that that this is a.

A

Once in a lifetime opportunity to have an impact on our communities with a.

A

Multi-Billion dollar project, and what that means to me at least personally, is.

A

My children, my oldest, who works in Kannada my grandchildren, my.

A

Great-Grandchildren are all going to benefit from what we do over the next.

A

Number of months and years in designing this project I'm going to focus my.

A

Comments just to the first three stations, primarily because I think that.

A

Phase one stage one is probably going to get built out sooner than later,.

A

Everything west of Terry Fox is for the most part undeveloped, and that can be.

A

Addressed through through a development process, what you'll notice is that the.

A

Urban area of Canada is actually bisected by the Queensway and the new.

A

Lrt corridor that creates some real problems for cyclists and that they have.

A

To get across those two barriers, the crossing points currently and I know the.

A

Project addresses a pedestrian cycling Bridge at Terry Fox, as well as much.

A

'listen, but the problem right now is, is that.

A

It's very difficult to get across the Queensway and to demonstrate that you.

A

Can see that this is Terry Fox rated the Queensway looking north, very hostile for.

A

Cyclists, there are bike lanes there, but god help you to get through there. Now.

A

This is kanata having you again bike lanes, but not very friendly, and then the.

A

Eagleson is absolutely a deathtrap, so the I want you to support staffs.

A

Position that they will install new bridges at Terry, Fox and Eagleson I.

A

Think they're absolutely necessary, but the really good news is is that we have.

A

Mphasis new infrastructure in Canada in the pedestrian bridge and that's the.

A

Green X that you see up there and remember it was responsible for building.

A

This they should be celebrated, because this is actually the key to the cycling.

A

Network for the the kinetic community and to see why the LRT has a three meter.

A

Mup built adjacent to it in the same corridor when you line up the ultimate.

A

Or the cycling plan ultimate network that the city has proposed now the green.

A

Lines there represent off street multi-use pathways that connect to the.

A

Existing pathways in the residential communities of Canada this this this is.

A

This is a huge opportunity for an incredible network. This shot shows you.

A

The the proposed map, the LRT mup and the crossing at the Queensway, and you can.

A

See how it connects into the into the network, it's the blue lines actually.

A

That are existing pathways through the community. There's a problem and the.

A

Problem is the connection of those two green lines between Canada Town Centre.

A

And March Eagleson I have asked twice how we avenge connect.

A

These two stations once to the consultants at the open house and once.

A

Again to city staff: after the report was released and both times they have made.

A

Reference to redirecting the multi-use path way up to combo Drive and around.

A

That's a problem and it's a problem for a number of reasons. Number one compo is.

A

A major arterial road it the distance between Kanata, Town, Centre and.

A

March Eagleson increases by about 500 meters. It's.

A

Uphill in both directions, believe it or not and finally it is, it is no longer an.

A

Off-Road facility, as soon as you rest, are crossing compo. The blue line.

A

Represents the BRT up march Road, the for green line connects you to downtown so.

A

When we start talking about connecting to a business park and DND, this linkage.

A

Becomes critical and finally, the problem, that's that that we have here is the.

A

March eagleson compo intersection. We have a creek, we have 22 lanes of traffic.

A

Coming in to the intersection- and we have the LRT construction, what I would.

A

Like to encourage us to do today is to recognize that we need to create an.

A

Efficient convenient and safe network as part of this LRT. Thank you. Thank you. Mr.

Tac committee in Kanata North, this transmission action committee cannot on.

That mark every single Road in the area, whether it's safe to go on or not,.

For cyclists and just they're just producing a map on that be out in a few.

Weeks but one of the things that are coming out of that is there going to be.

A multi-use pathway along to serve March will not wait on March 4, because it's.

B

Almost impossible do that, but it's going to go parallel to it. I just inside the.

B

Community from dis from Teheran through to Campbell, which is a part of that so.

B

There is some action happening and that's a group that is very interested.

B

In doing these and, as you probably know, the best way the park quake now, the.

B

Cantonment is actually along curling, it's much shorter and they do have the.

B

Paved shoulders, except with that silly willow, passes and I see a lot of.

B

Cyclists using that, so it is a prominent one and of course is that going through.

B

The Greenbelt and there's an underpass under Marshall, but that's not very good.

B

For great for going to work but I think if you could I'll give you the contact.

B

Information and I think it would be helpful because I've had them take a look at all of this. They like the idea, the multi-use pathway but they've, been.

B

Struggling just as you are how we get the others doing it, there is actually.

B

Also, a multi-use pathway on Campo now from or from Tehran to Knudsen, was put.

B

In last year, so there are some things starting to happen. Yes, I thought there.

Were some of those not that much one and absolutely I think we need to to to.

A

Really engage the cat, cannot a community and get them to understand how big of an.

A

Opportunity, this really is to have a transformative impact on on. They know.

A

That active transportation! Oh so, if you email me, I'll send you the context. Well,.

Of Canada, so with a vice-president, the healthy transportation coalition, I'm.

Very supportive of the recommended route and I strongly urge the committee and.

C

City Council to try as much as it's possible to find money to make it a.

C

Reality sooner rather than later, I don't think we should or can or need to wait.

C

Until 2031, residents of Canada need light rail now and it's great that we.

C

Have all provincial political parties now on record saying they will fund.

C

Phase two of LRT I urge council to pivot quickly and start asking for a phase.

C

Three commitment I'd also like to voice support for the multi-use pathway that.

C

Will run along the corridor but safe cycling infrastructure is needed for.

C

Many kilometres in many directions, leading to that multi-use pathway to.

C

Allow people to travel from the low-density residential housing developments to them up into the transit stations. There are some decent off-road.

C

Recreational cycling routes in Canada, but biking for commuters is dangerous.

C

And cycling infrastructure there is in tremendous need of improvement. The staff.

C

Report I think specifically on page four says that some of the benefits of.

C

Extending LRT line south from the hockey arena down to Hazeldine Road will.

C

Include maximizing opportunities for transit, oriented developments on vacant.

C

Lands which is great and that's my understanding that the city's equity and.

C

Inclusion lens is supposed to be applied to all of its decision-making and, while.

C

I understand that, with regard to transportation staff, we're in the process of determining how it will be applied- and it is in there go forward.

C

Plans for the next TMP update the issue of.

C

Locating affordable housing at these rapid transit stations is absolutely.

C

Critical and so I really want to encourage this conversation with regard.

C

To stage three to happen right away, what are the opportunities, and how can we.

C

Take advantage of them so, from the perspective of stage three, there are a.

C

Lot of great opportunities, which is good news, Canada LRT, will include 11 kilometers of rail. We saw on the map earlier that.

C

Purple area, that's fairly large, that's designated to be intensified to.

C

Encourage transit-oriented developments, the kanata LRT will include eight.

C

Stations and for parking rights, Eagleson itself has 1,200 parking spots, Terry Fox.

C

540, the Canadian Tire Center 200 spaces in Hazeldine, which would be a new.

C

Parking right has 650 spaces now I live in Canada, I use the park and ride most.

C

Often Sunday nights when I'm going to play indoor soccer, downtown and I can.

C

Tell you Sunday nights, I look around and the lot is virtually empty and I. Think.

C

What a tremendous waste of space this parking lot for! 1,200 people! That's well.

C

Used very well used during the day, but could we not imagine something better.

C

For this area for these Park and Ride Lots, could we.

C

Not imagine a vibrant community existing in addition to these Park and Ride lots.

C

Along this tremendous transportation, corridor and think of the ridership.

C

Numbers that would increase if we could increase the amount of housing in close.

C

Proximity to these rapid transit stations, so it's great that LRT to.

C

Kanata will bring 90% of residents within 5 kilometers of rail. This.

C

Committee, when being committed to the equity and inclusion Lin.

C

And it lends and all of its decision-making must ensure that there.

C

Are excellent, pedestrian and cycling connections from Ottawa Community.

C

Housing and cooperative housing buildings to those stations.

C

Right now, Eagleson Road is a terribly dangerous place for cyclists. There.

C

Aren't even painted bike lanes on Eagleson Road proper sidewalks exist on.

C

Some of eagleson road leading to the future LRT station, but on Moody Drive.

C

North of Hazeldine on the west side of Eagleson there's there's virtually.

C

Nothing at all in terms of space for pedestrians, so terry fox is slightly.

C

Better for pedestrians and cyclists, but it too is in need of improvement and.

C

Segregation for cyclists there would be far safer, I think on eagleson and Terry Fox a speed reduction coupled with photo radar.

C

Would be helpful and totally justified. We need to make these rapid transit.

C

Stations welcoming safe places for pedestrians and cyclists, people using.

C

Wheelchairs people who are 4 years old or 74 years old, much more attention.

C

Needs to be paid to traffic calming around these stations and the roads.

C

Leading to them, and so I just want to encourage the city to take advantage of.

C

These opportunities related to affordable housing and the Park and Ride.

C

Lots and as much as it's possible think about expropriating land.

C

Specifically for affordable housing, Wow your expropriating land for the light.

C

Rail, if that's legally allowed. Thank you. Thank you very much. So.

Councillor McKenna I know that you were considering a direction around this.

A

Particular matter, do you want to speak to that now.

A

And just put that out there, not just so I should have said that before the first.

A

Speakers came just so we're all on the same page in terms of what we're considering here. So you can just put the direction out and then staff can comment.

I want to get to stuff, but in case any of the delegations want to speak to it.

As well, it'll it'll be out there perfect. Yes, thank you, chair I was hoping to give.

Direction to staff on two levels: just around the colocation of affordability,.

And affordable housing with transit, as we know as we're building out transit.

Wherever that is we're, also significantly increasing land.

Values to the benefit of some and to the absolute detriment of others and those.

Others are those very folks who actually will take light-rail, who need light well,.

B

Who need to move around by transit and by light? Well, so I would like to direct.

B

Staff to do two things, one is to come up with a list within 600 metres of all of.

B

Our existing light rail stations and future light rail stations of city-owned.

B

And other government owned lands that could be used and should be used for.

B

Affordable housing, so a list of those of those properties within the within that.

B

600 metres and the other direction I'd like to give to staff is to form a.

B

Working committee that breaks down those silos between planning transportation.

B

Real estate and housing to come up with a plan or a strategy for how we are.

B

Going to ensure that, as we are building light, rail investing billions of dollars.

B

That we're not pushing out again a very people who require housing at at the.

B

Locations of our light rail stations I see it happening in my world. It's it's.

B

Becoming unaffordable, we are not seeing newcomers we're seeing families. You know.

B

Lower-Income families not able to stay within the downtown for this very reason.

B

So I would like the direction for staff to work together to come up with a.

B

Working committee- and you know, report back to us on what strategies we can use.

B

To ensure that that, as we are benefiting landowners around light, well, we're also.

B

Ensuring that people who need it can live there. Thank you.

B

Veteran can again I just want you to have that out. There I know that we have.

Mr. Schmidt's, here and and also Tim Marcus also here, I can speak to it. Just.

Wanted out there, so we all know about it as we're hearing from delegations and we.

Can let that percolate, but I think both of them will want to comment on on the.

Viability of that direction and what? What can be done by Councillor Qadri I.

Couple of things that I wanted to you know address in your statement cell in.

Your presentation, first of all, you know you talked about the vacant land south.

A

Of the Queens yourself or 417 that land is no longer vacant majority that land.

Is developed, especially in the gist adjacent to the Canadian Tire Center.

A

It's a community called fair events, community and.

A

Roughly about 3,000 homes plus and they're, going to be going in with more.

A

Homes in that same area, so it's no longer vacant land or fallow land.

A

Directly south of the Queensway, but beyond that towards the corridor, the.

A

Hazeldean and further south in terms of Fernbank, that piece of the corridor in.

A

Fun back, there's quite a bit of vacancy and that's a game being developed. The.

A

Other piece was that about cycling routes, Terry Fox. Yes, there are some.

A

Suddenly routes there and Eagleton is also another one, but there's a brand new.

A

Cycling route that is being developed and it's in the process, phase ones.

A

Already complete of that process, it's called the Robert Kraft Avenue. It's.

A

Going to travel from Fernbank north to palladium Drive and the Queensway, and it.

A

Will have it has in the phase one, but it will have further segregated bike lanes.

A

On top of the pedestrian facility for walking, I encourage you to take a drive.

A

Out there you know you're, not that far from there and if you want me to drive.

A

With you, I'll put you and give you some of those interesting points for the.

A

The existing Transpo infrastructure, far east of downtown.

In villages and towns, far east of the city will have a faster commute than we.

Now have in Kanata we will have our direct bus routes to downtown cut and an.

Lrt transfer will be necessary, but I'm not begrudging the East End their.

Respectfully, requesting two things: the first is: we would like the LRT to run.

Tight along the north side of the Queensway as it seems to be planned.

Please, in order to better serve the needs of the residents of Canada south.

In general and the residents of Katimavik Hazeldine in particular, we.

Would like to see generous bridges and Palace so that those on the south side.

Of the Queensway can easily access the LRT stations by foot or by bicycle, which.

Seems to be part of the plan, in particular that the footbridge across.

The Queens way of linking the Eagleton LRT station to the existing eagleson.

Park and Ride allow for the passage of teenagers from the Katimavik.

Neighbourhood towards Earl of March high school walking over the Queens way along.

Eagleson is currently too dangerous for most people and the footbridge at Food.

Basics is a long detour. We also request. The second point is we also request that.

The kanata phase of LRT construction be broken into two parts with the first.

Part being Moody to Terry, Fox and the second part being west of Terry Fox.

Relationship to affordable housing and, in particular, the need for a more.

Integrated approach as part of my PhD research at Kelton's, School of Public.

Policy I've looked at not only the tremendous benefits that come from.

C

Public investments in rapid transit, but also the risks and missed opportunities.

C

That follow from not giving enough consideration to the problem of.

C

Affordable housing, if our goal is to build a city that is equitable and.

C

Inclusive, affordable access to quality public transit is essential when planned.

C

With equity in mind, complete communities, lower household transportation costs and.

C

Enhance opportunity, however, we also know from the experience of other North.

C

American cities that our public investments in rapid transit very often.

C

Lead to increasing land values and that this in turn can make it difficult to.

C

Preserve and create affordable housing and station areas, an important point to.

C

Make I think is that cities that have been successful in integrating.

C

Affordable housing into the transit development process are those that have.

C

Been the most proactive, those that have chosen to prioritize housing at the.

C

Earliest opportunity there is a window of opportunity and once it passes it can.

C

Be difficult to recover. There are a variety of tools that have been used in.

C

Other jurisdictions to preserve or develop affordable housing as part of.

C

Transit oriented development, these include subsidies and tax credits for.

C

Affordable housing and TOD areas, the creation of special protection districts.

C

Proactive, affordable housing, development funds and inclusionary zoning, while some.

C

Of these initiatives would not be applicable in Ottawa, we do have tools.

C

That would allow us to prioritize affordable housing in station areas. I.

C

Would point in particular to new inclusionary zoning powers that will.

C

Soon be available to section 37 and to the use of city-owned land.

C

The most important first step will be to acknowledge the importance of affordable.

C

Housing as an integral part of the transportation planning process, the city.

C

Is done commendable, work in planning for transit, oriented development, but it is.

C

Notable that the issue of affordable housing has thus far not received much.

C

Attention this speaks I think to the difficulty of working across policy.

C

Silos to bringing the city's housing initiatives into more direct.

C

Conversation with transit planning, there is a growing understanding of this need.

C

For more integrated or holistic approach, for example, the federal government's.

C

National housing strategy acknowledges the need to align housing investments.

C

With other forms of urban and community development initiatives, including public.

C

Transit. The problem, however, is that, as it prepares to make large investments in.

C

Both housing and transit, the federal government lacks any obvious.

C

Institutional mechanism for aligning its spending in ways that would maximize.

C

Their value and best contribute to the kind of inclusive City that I think we.

C

Want the city I think is in a unique position to take up this challenge of.

C

Coordination, it can do this by making explicit the connection between.

C

Affordable housing and transit in the official plan and transportation master.

C

Plan by emphasizing the importance of transit, accessibility in the capital.

C

Strategic plan for affordable housing and perhaps most importantly by.

C

Identifying at the earliest opportunity sites and transit station areas that can.

C

Be used for affordable housing, the investments that we are currently making.

C

An LRT are generational: the opportunity to leverage this valuable public.

C

Investment in order to make our city more equitable and inclusive is also.

C

Generational realizing this opportunity, however, will require a more holistic.

C

Approach that acknowledges the deep connections between housing and transit.

C

Oriented development and which makes explicit the need to prioritize.

C

Affordability and inclusion. Thank you, sir.

Sense to really try operationalize around transit stations, where we see the.

Greatest opportunity to support affordable housing that can also support.

The investment being made in transit, the other thing I can say, is that as we've.

Been moving forward with the stage 1 stage, 2 LRT s stage, 1 LRT we've been.

Doing the transit oriented development or secondary planning around all the.

A

Transit stations and within that we're looking at opportunities to achieve.

A

Different housing forms some of these we've been able to achieve as mr.

A

Mccarney noted we're also in the process for doing a secondary planning around.

A

The stage 2 LRT stations and the same thing would then apply in terms of.

A

Gary's or priority for the stage 3 LRT stations, also as many on this committee.

A

Know we are positioning ourselves to begin.

A

Our next official plan review likely, starting in the next term of council and.

A

There's going to be big emphasis in that and looking at opportunities to ensure.

A

We capitalize on the opportunities for affordable housing and, finally speaking.

A

To one of the directions from councilman Kenny is in terms of city-owned land. We.

Do have policies within the city for housing first to have affordable housing.

A

Being a priority for development on city-owned properties, so there's various.

A

Initiatives that are in play and in terms of participating and working to.

Advance this we have no issues with it. It's very much lines with where we see.

We need to be going as far as moving forward with the city and particularly.

Located there, some of the lands are currently in the hands of other levels,.

Of government and we need those to be negotiated to be.

Transferred to the city, as mentioned by others, there are numerous tools.

Available now inclusionary zoning section 37 and a new one, which you may.

Not have heard about much, which is a provincial DC relief program so that.

Will be fun and the federal and provincial governments just this week.

Signed a bilateral agreement that will result in significant dollars flowing to.

Municipalities in the next number of years, but the linchpin is the land and.

The work needs to happen now to secure this resource. The way for this to happen.

Requires that all city departments work together and as councilor McKenney.

Suggested a committee that would include people from transportation, planning.

Housing and I would say whatever used to be called our pan would be a good start.

For that one of the oft-repeated frustrations of residents that I've also.

Heard from politicians is the silo mentality of large bureaucracies. It's a.

Bit of an occupational hazard but here's an opportunity to try and have staff.

Take on and meet you and work together for a better outcome, and I just want to.

Mention that when we were talking, you I heard you talking earlier I think I'm.

Not passed by a minute about the colocation of parking and affordable.

Housing the company I worked for for many years did the to that councillor.

Mckenney referred to and although it wasn't easy.

Instances more recently out in Riverview or out in Dean's Ward, where some lands.

Were in fact not used for affordable housing, so I think you all need to keep.

Decision falls and so counting on you guys to be part of that championship.

Frankly, when it could all get off and I used to go in curling Avenue, it's biased.

Hopeful now and those are the only two routes to get there from downtown so a.

Lot of people are moving coming out to work in Canal now my spoil field more.

Than even two or three years ago, and so we need to have some interim steps, I'll.

Be working with the trance of people to try to get some basic improvements there.

That they find that takes too long, they've been on the buses. There really.

Be faster, it's still not going to be easy to get them on to it, but once we.

Dedicated right away, which way they can do it faster and the others at Carleton.

University and there's huge things happening already that were I think help.

Going to be something that can really really help, because it can get people.

That done before you do the master transportation plan, which is coming.

It's something we can actually do and look for how we have to maybe change.

Priorities or whatever, to get our share of the money good moment, it's easy.

Enough to get the federal provincial that may change, but we have to be ready.

With our share and I guess absolutely crucial, because this is desperately.

Needed once we get to terry fox, terry fox is almost where the three wards come.

Together, so we can service all three wards from there initially until we can.

Get the money to go further, but I do think we have to look toward trying to get the money to do the whole thing, because I recognize what's happening in.

Statesville I see it over time and the people that's part of the problem out.

There they're having an hour and a half and a bus to get to work downtown, is really far too long and that's what it's taking.

People on scheduled routes and places- that's not even because of traffic jams.

And the so to get this going sooner will help to then overcome all of it, but will.

Help to get things going a little more smoothly because it has its own.

Right-Of-Way out further out- and we don't have that right now so I strongly.

Robert Grant, Avenue and I'm glad to see that now it's going to become part of.

The LRT one portion at least anyways, while the rest will remain with the BRT.

Portion a couple of questions regarding the project and one of those question is.

Initially, when I attended the open houses and the presentations were made.

The cost for this project was roughly about three billion dollars at lease at.

The time and could have been an estimate, I, don't know what brought the cost down.

To two billion dollars or below two billion dollars and chair, we didn't.

Develop the cost for this project until towards the end, because we have to know.

What the project is before we can cause so I, don't know.

Where that 3 billion estimate came from the 1.85 billion is the number that the.

Team had produced for this project and that's based on 2017 dollars. Yes, it is.

And from an inflationary perspective, do you see this cost ballooning to? Let's.

Say three billion dollars in the future.

Depends on the timelines and when this goes in, and so we won't have to assess.

The the inflation rates and forecast out to the year that we think that it's.

Going to be constructed, but I don't know about the three billion. Thank you in.

Terms of the corridor I know it's coming above ground because there are raised.

Corridor coming through the over the 417 and touches Canadian Tire Center at that.

Second level or wherever that will be, but beyond the Canadian, Tire Center. Why.

Are we keeping it that well raised to a platform, especially.

Traveling through communities or the hazel, you know why we're not bringing it.

Down to ground level, madam chair, the reason why it's elevated is because you.

Actually want to avoid any traffic impacts and any conflicts we want it to.

Be fully segregated and it's consistent with the stage one in the stage two.

Design so that there it increases reliability.

What kind of mitigation factors are you looking at or are part of this project.

To you know not have detrimental effects on existing communities. That would be.

Barriers and so on and so forth, going through those communities, I'm sure.

I, don't see us putting up noise barriers in the middle of a community like this.

It's a dense development that we want, so that would be an attractive design, so.

We're giving this a plan that we have so new developments come in with the.

Information that this project is here that they roll those developments we'll.

Look at the noise implications and with light rail, first of all, it's not a road.

Light rail, the trains are very, very quiet, so I, don't think, there's going to be a noise issue here for this project, but should any project regardless of.

Well or not, if it's a proven project an approved project, then that's taken as a.

Given and other developments have to deal with that project, thank you for.

The unit my question was in terms of disturbance to the neighborhood existing.

Costing it so we even developed there this staging priority, depending on.

Chunks of money that come in and when they come in, so that's where we are on.

The affordability sign because, when council cadre was asking his questions.

You seem to indicate that you did the work to plan the route and then costed.

Kilometers of elevated structure and bagpipers kilometer and half below grade.

I mean, obviously, if you go above greater below grade that adds a lot of costs and.

Maybe trade us because you know when we plan our own household budget might.

Dream but then we look at how much money we have to spend and we might kind of.

We're taking to affordability, affordability, has two definitions and.

Sometimes it's affordability. You have to look at the whole city's all who work.

Programs, everything that we have so we do work on that with finance in terms of.

This project, by itself, we did have look at cost cost comparison. So that's not.

About affordability, because this project is not on the affordable list, so of all.

The 11, the 13 corridors that we looked at cost at a high level.

Was undertaken and we even delved into the you know other iterations of.

Corridors to the north and we looked at the ridership there versus the cost so.

There is some of that going on what you have here is the most efficient corridor.

It attracts the best ridership and with that project I mean it's not going for.

The lowest price project, because it may not achieve your goals of attack of.

Attracting ridership and the efficiency in there and all of that, so this number.

The 1.85 billion represents the the recommended plan that we had before you.

Okay and when you did the ridership projections, did you look at the uplift.

Sharing and other multimodal options which includes our electric assist bikes.

And electric scooters or the future we are trying to help cities embrace as the.

Only Canadian company in this industry we're trying our artists to create.

Awareness about the dangers of going about the implementation of smart bike.

A

Sharing incorrectly, particularly around two variables, the first is the concept.

Of a multi operator market ie having more than one smart bike share or.

A

Dhoklas operator, a provider, we believe it is good and.

A

To work in harmony with existing operators in a city which we do actually.

A

In the region of Waterloo, the second is changing the light.

A

Charging of licensing fees for public right away. These two items are.

Particularly relevant as they are suggested, I believe by the motion before.

You today so far, no city in Canada, including those.

Who don't work with drop? Bike? Have chosen either of these paths and we.

Believe that is not a coincidence. It is a byproduct of critical learnings from.

The mistakes made by cities south of the border, if I may I, would like to briefly.

Touch on both these items, bike sharing is particularly unique in that having.

Multiple operators, in a single city and by multiple operators on multiple.

A

Doclist operators or smart biker operators, and that does not include the.

A

Existing operators in the city, which there is a one I believe in the City of.

A

Ottawa having multiple smart biker operators in the single city detract the.

A

Focus from a quality user experience and makes the operation a pure capital.

A

Expenditure play, as we have seen in ride-sharing in different cities,.

A

Operator slashed prices in order to capture as many users as possible. It is.

A

Unsustainable, no matter what any operator tells you and I say this as a.

A

Founder of a smart bike sharing company to win a multi operator market, an.

A

Operator must acquire more users on their app than their competitors. It is.

A

As simple as that, this is the quickest and often the only way for a company to.

A

Win a multi operator market longer term. It attracts focus from things that.

A

Really matter, such as integrating bike sharing into existing modes of transit.

A

Or providing a better user experience we're having a seamless single system so.

A

Users don't have to install multiple apps and register for multiple accounts.

A

To use bikes of both bro operators, it is very inconvenient by no means am I.

A

Suggesting that Auto s, let got bike, that's far from it as a Canadian on.

A

Japan, the only thing I care about is to encourage our nation's capital to lead the way in doing this right, I encourage.

A

The committee to consider a procurement process- that's transparent, that meets.

A

The city's requirements to select a single vendor smart bike-share, vendor to.

A

Work in harmony and in partnership with existing vendors in the city to conduct.

A

Bike sharing here in Ottawa, instead of having several bike share operators with.

A

Buy scattered across the city, with different branding, different user experiences, etc. As per the second and final point regarding the licensing fees.

A

I think it might be worth noting that drop bike has never entered into an.

A

Agreement with the city, where payment for access to koubek right away, such as.

A

For station locations was required anything offering a zero subsidy.

A

Privately funded bike share service. We believe this type of give and take on.

A

Both sides is necessary to make this new model work. A new model bike share work.

A

Effectively, this is important to keep the system as affordable as possible. We.

A

Pass on any savings as a company to our riders and that's how we offer a service.

A

So inexpensive at just a dollar per hour, our fees are just $1 per hour. If we.

A

Started to pay cities for offering a free service that would have otherwise cost millions and taxpayer dollars. This type of low cost model would simply not.

A

Be feasible and companies with stories thoughts start to die out. It might also.

A

Be worth noting that the value of access to active transit and the robust, robust.

A

Data that we collect and share with you, which we think will be of immense value.

A

When it comes to making infrastructure decisions is greater than the value.
