A
We're
going
to
start,
we
have
a
quorum
s
all
guests
and
visitors
to
please
retire
behind
the
rail.
Thank
you
all
very
much
and
to
give
our
invocation
this
morning
the
chair
recognizes
a
very
special
guest.
Only
in
this
capacity
councilman
w
wilson,
good
junior
I'd
ask
all
members
and
guests:
please
rise.
B
Good
morning,
first,
let
me
share
a
few
words
from
Matthew
25.
Then
the
king
will
say
to
those
on
his
right.
Come
you
a
blessed
by
my
father.
Take
your
inheritance,
the
kingdom
prepared
for
you.
Since
the
creation
of
the
world
for
I
was
hungry.
You
gave
me
something
to
eat.
I
was
thirsty
and
gave
me
something
to
drink.
I
was
a
stranger
and
you
invited
me
in
I
needed
clothes,
and
you
clothed
me.
I
was
sick
than
you
look
after
me,
I
was
in
prison
who
came
to
visit
me.
B
The
righteous
will
answer
him
Lord.
When
did
we
see
you
hungry
and
feed
you
or
thirsty,
and
give
you
something
to
drink?
When
did
we
see
you
a
stranger
and
bite
you
in
or
needing
clothes
and
clove
you?
When
did
we
see
you
sick
or
in
prison
and
go
to
visit
you?
The
Clinton?
Will
reply
truly
I
tell
you
whatever
you
did
for
one
of
the
least
of
these
brothers
and
sisters
of
mine
you
did
for
me.
This
is
a
time
of
our
meeting
that
we
set
aside
for
invocation.
B
It's
a
time
that
we
choose
to
invoke
the
Holy
Spirit.
Let
us
bow
our
heads
for
prayer.
This
is
a
prayer
for
my
colleagues,
Heavenly
Father.
We
invoke
your
Holy
Spirit
to
teach
us
the
difference
between
heaven
and
earth,
the
difference
between
service
and
politics,
the
difference
between
faith
and
folly,
teachers,
the
difference
between
heaven
and
earth
and
teachers
that
there
is
a
here
after
that
we
can
have
heaven
on
earth.
We
live
in
a
city
with
poverty,
hunger,
ignorance,
loneliness
and
despair,
but
we
can
share
our
money.
We
can
share
our
food.
B
We
can
share
our
clothing.
We
can
share
our
knowledge.
We
can
share
our
time
and
our
concern.
There
is
a
hereafter
on
earth
teach
us
that
teaches
the
difference
between
service
and
politics,
that
people
who
are
hungry,
who
are
poor
unemployable
and
in
despair.
They
need
to
win
an
election
day.
They
need
a
political
victory,
they
need
real
solutions
to
real
problems.
They
need
public
servants
that
will
change
their
lives,
teachers
that
teaches
the
difference
between
faith
and
filing.
We
listen
to
your
word
and
take
care
of
those
who
have
the
least
among
us.
B
We
can
create
that
hereafter
on
earth
and
we
focus
on
your
holy
will
and
now
on.
Our
own
needs
to
create
legacies
that
will
surely
and
quickly
perish.
We
pray
for
these
acts
of
faith.
We
pray
for
your
guidance,
we
pray
for
your
patience,
we
pray
for
your
understanding.
We
invoke
your
Holy
Spirit
at
this
time
in
Jesus
name,
we
pray,
amen.
A
D
A
At
a
second
at
second,
thank
you,
the
mood
in
property,
second,
that
the
journal,
the
meeting
of
Thursday,
October
26
2015,
stand,
approve
all
those
in
favor
say:
aye,
those
opposed
eyes
have
it.
The
journal
is
approved.
The
next
would
have
been
his
request
for
leaves
of
absence,
and
the
chair
recognizes:
councilman
councilwoman,
llano,
Reynolds,
Brown,
right.
A
Eat
me
excused,
thank
you.
Leave
shall
be
granted.
Thank
you
very
much
at
this
time.
I
would
like
to
take
a
moment
to
welcome
and
thank
everyone
who
has
come
down
the
witness
their
government
in
action.
We
really
appreciate
the
fact
that
you've
taken
time
out
of
your
busy
day
the
cs
function.
We
hope
that
your
stay
here
is
a
pleasurable
one,
so
much
so
that
you
come
back
again
again.
Thank
you!
So
much
at
this
time
the
chair
recognizes
Councilwoman
Blackwell,
who
presented
resolution
recognizing
maceo
comments
with
mr.
Cummings
and
no
the
accompanying
him.
F
Thank
You.
Mr.
president,
we
have
so
many
wonderful,
an
important
friend
and
leaders
of
our
community.
I
saw
Walt
D'alessio,
who
is
head
of
PID,
see
who's
bored
I
serve
on
and
where
may
see
a
work,
we
see
Craig
Shep,
Craig
shelter
as
well.
We
have
dr.
loretta
sweet
Jamaat,
who
is
certainly
the
executive
director
for
health
equity,
she's
co-chair
of
our
pre-k
efforts,
she's,
also
the
person
with
whom
we
are
working
to
to
establish
a
program
with
Drexel
to
help
us
with
nurses
in
our
schools.
F
F
Around
I
will
have
a
maceo
introduce
all
the
other
people
that
we
miss,
but
I
would
like
to
say
to
each
of
you
would
thank
you
for
your
support
and
it
is
with
great
honor
and
pride
that
we
present
city
council
city
of
Philadelphia,
citation,
honoring
and
recognize,
and
recognizing
may
COC.
Comics,
the
council
of
the
city
of
Philadelphia
is
pleased
than
proud
to
honor
and
recognize
may
COC
cummings
for
his
lifetime
achievements
and
loyal
and
dedicated
service
to
the
city
of

Therefore,
by
virtue
of
this
citation,
it
is
with
great
pride
that
the

hereby

all
that

extended
sincere

grateful
appreciation

This
resolution
was
introduced
by
our
own
Councilwoman
Janie
Blackwell
and
supported
by
all
members
of
the
Philadelphia
City
Council
Councillor
blackwell.
F
Thank
you
and
before
I
noticed,
certainly
we
have
Bishop
eres
behind
me,
Jim
Corrado.
You
should
be
up
here
with
us.
We
ask
that
you
join
us
and
gosh
every
time.
I
look
around
there's
Paul
diggin,
with
whom
we
work
each
and
every
week
at
pidc,
and
we
are
grateful
and
honored.
In
addition,
as
we
call
on
him,
the
president
calls
on
him.
F
I
would
like
to
note
that
we
have
two
other
things
that
we
want
to
present
the
maceo,
and
this
says
maceo
Cummings
Philadelphia
public
servant
forever
in
our
hearts,
and
you
note
that
this
is
a
key
because
not
only
see
forever
in
our
hearts.
If
he
lives
to
be
a
thousand,
we
know
that
he's
already
earned
the
keys
to
the
kingdom.
This
is
from
Asia.
F
Some
of
you
may
have
seen
this.
You
know
about
our
work
with
homeless
people
over
the
years,
my
entire
career-
and
this
is
called
our
crystal
Apple
Award,
and
this
has
been
for
people
who
do
their
best
to
help
those
in
need
and
who
have
for
a
very,
very
long
time.
So
Macia
will
receive
all
of
these
awards
as
part
of
his
lifetime
of
achievement,
for
which
we
love
and
honor
all.
C
G
Thank
you
well,
I,
don't
know
what
to
say:
I
will
you
know
I
appreciate
what
I've
done
and
I
hope
the
communities
that
I've
served
over
the
35-plus
years
appreciated
as
well,
but
there's
one
little
thing
that
I
want
to
make
sure
that
we're
clear,
I
actually
started
in
government
while
I
was
a
deputy
director
under
the
good
administration
actually
started
in
government
under
the
former
Mayor
Bill
grain
and
dick
Duran
in
the
early
eighties,
and
they
said
something
to
me.
They
said
their
operatives
said:
ok,
maceo,
you
need
to
be
dependable.
G
You
need
to
stay
invested
in
your
community
and
I've
tried
to
do
that
over
the
35
+
years
that
I
have
served
the
city
of
Philadelphia
and
I
will
continue
to
do
that
until
the
day
before
I
go
home,
because
that's
how
that
works,
I
appreciate
the
honor
was
not
expected
and
there's
somebody
that's
not
up
here.
That
I
want
to
recognize
personally
and
that's
Alan
brown
he's
over
there
in
the
corner.
G
And
I
just
want
to
make
sure
that
Alan
he
was
the
one
that
sat
down
representing
the
green
administration.
That
told
me
what
to
expect
and
the
public
service
job,
and
I
hope
I
have
done
that
so
I
appreciate
all
you
know
the
things
that
have
happened.
You
know
rather
it's
a
shopping
center,
rather
a
thousand
rather
its
commercial
facility
up
in
the
Northeast
we've
been
we've
been
over
this
and
the

Thank

the

declaring

Pleasure
this

to

resolution
to
an
outstanding
organization
which
is
doing
wonderful
and
outstanding
work
in
the
city
of
Philadelphia
to
protect
women
and
their
family,
their
children,
and
we're
glad
to
be
here
today
to
present
this
resolution
to
them.
Whereas
Domestic
Violence,
Awareness
Month,
is
being
sponsored
locally
by
women
against
abuse
and
through
their
sponsorship.
H
They
are
encouraging
everyone
to
help
increase
the
awareness
of
domestic
violence
and
our
homes
and
communities
and
decrease
its
negative
impact
on
Philadelphia
and
whereas
in
2014,
the
Philadelphia
Police
Department
responded
to
more
than
100,000
domestic
abuse.
Calls.
A
domestic
violence
is
not
just
a
local
problem,
but
a
national
issue
where
more
than
three
women
a
day
are
murdered
by
their
husbands
or
boyfriend's
in
the
United
States
and
the
Center
for
this
disease.
Control

The
full

a
comprehensive
continuum
of
services
to
survivors
of
domestic
violence
and
their
families
throughout
Philadelphia,
which
includes
housing,
legal
aid,
counseling,
medical
advocacy
and
behavioral
health
services,
and
whereas
the
Philadelphia
domestic

provides
education
and
training
to
the
community
about
domestic
violence.
Issues

resources
has
partnered
with
the
city
of
Philadelphia
to
operate
the
Philadelphia
domestic
violence
hotline
and
in
fiscal
year
2015.
Approximately
15,000
calls
or
answered
throughout
the
hotline.
D
And
whereas
in
support
of
efforts
to
protect
victims
of
domestic
violence,
City
Council
has
repeatedly
championed
the
opening
of
additional
safe
haven
beds,
enabling
victims
to
take
crucial
steps
to
reclaim
their
lives
and
move
forward
towards
a
brighter
future
and
whereas
to
ensure
I
melt.
A
more
holistic
approach
to
addressing
violence
in
our
community.
Women
against
abuse
is
partnering
with
its
sister
agencies
and
the
deputy
mayor
of
health
and
opportunity
to
implement
a
strategic
plan
to
respond
to
to
domestic
violence
in
Philadelphia
and
whereas
to
support
a
coordinated
community
response
to
domestic
violence.
D
Women

held
its
8th
annual
I
pledge
press
conference
earlier
this
month
in

as
a
community
awareness
initiative
to
promote
knowledge
about
domestic
violence
and
to
build
community
support
so
that
all
Philadelphians
will
take
a
stand
against
violence.
Now
there
now
they're

It
is
signed
by
the

introduced
by
tasco,

and
Greenlee,
and
support
about
all
members
of
City
Council,
congratulations
and
continue
the
hard
work.
It
will
never
end,
but
we
would
like
to
see
it
in,
but
we
know
you'll
be
around
and
the
future
to
make
sure
that
women
are
protected.
Thank
you.
K
You
so
much
council
members,
tasco,
Greenlee,
Reynolds,
Brown
and
all
of
the
members
of
council.
We
are
honored
to
be
here
again
this
year
to
proclaim
October
as
domestic
violence
awareness
month
in
Philadelphia,
and
we
are
particularly
happy
that
our
partners,
health
partners
plans
will
be
recognized
shortly
in
our
here
today
with
us
to
recognize
October
as
domestic
violence
awareness
a
month
before
I
get
started.
I
just
want
to
take
a
quick
moment
to
recognize
the
incredible
work,
and
that
does
not
do
it.
Justice
of
our
lead
sponsor
Councilwoman
Marion
tasco.
K
K
It
has
been
another
monumental
year
for
Philadelphia
in
their
response
to
domestic
violence.
As
you
heard,
we
have
completed
a
formal,
citywide
strategic
plan
to
holistically
address
domestic
violence.
This
is
committed
to
the
vision
of
a
safer
and
healthier
Philadelphia,
where
the
city
and
its
provider
community
will
coordinate
resource
and
responses
to
intimate
domestic
and
other
forms
of
relational
violence
across
all
systems
and
agencies,
as
we
move
forward
with
plan
implementation
or
response
benefits
from
a
commitment
of
17
different
agencies
representing
the
city's
administration,
as
well
as
nonprofit
human
service
providers.
K
In
addition
to
that,
we
have
50
other
community
members
and
institutions
and
groups
who
are
on
for
working
subcommittees
work
that
will
include
the
creation
of
a
universal
screening
tool
that
will
also
include
screening
for
things
like
human
trafficking,
sexual
violence.
It
will
be
a
universal
tool,
it
will
also
screen
for
perpetration
and
abusive
behaviors
we're
going
to
have
a
lethality
screening,
training
plans
and
protocol
a
warm
referral
system,
new
interventions,
improved
data
collections
by
everyone
shared
messaging
and
much
more.
K
Ultimately,
we
do
this
to
ensure
that
no
matter
where
a
person
turns
for
help
that
they'll
be
greeted
with
an
effective
response.
However,
it's
important
to
remember
that,
even
though
Philadelphia
is
making
great
strides
towards
this
community
response,
we
are
still
experiencing
a
growing
demand
for
support.
The
Philadelphia
domestic
violence
hotline
received
well
over
15,000
calls
last
year,
which
was
a
fifty
percent
increase
from
the
prior
year,
so
that,
in
our
eyes,
is
a
positive
thing.
More
people
are
reaching
out
for
help,
but
again
we're
not
able
to
respond
to
the
overwhelming
need
there.
K
It
is
really
critical
that
our
local
community
be
able
to
respond
to
these
cries,
tens
of
thousands
of
them
each
year
that
occur
right
here
in
our
city.
So,
while
today
is
a
really
important
day
proclaiming
domestic
violence
awareness
month
here
in
Philadelphia,
we
must
remember
that
every
day
thousands
of
Philadelphians
are
experiencing
domestic
violence
and
almost
300
of
them
will
call
the
police
related
to
this
violence
each
day.
K
So
as
we
cap
off
this
year's
domestic
violence
awareness
month,
let's
make
the
most
of
it
by
not
letting
it
be
the
only
time
that
we
focus
on
family
violence
and
stand
up
for
victims.
There's
many
ways
that
you
can
all
either
get
involved
or
stay
involved
to
be
part
of
this
movement.
First,
you
can
join
the
coordinated
community
response
to
domestic
violence
by
participating
in
one
of
the
citywide
plans,
a
citywide
subcommittees,
I'm,
sorry,
and
so
whether
you're
interested
in
safe,
accessible
housing,
collaborative
systems
or
direct
interventions
for
victims
or
those
using
abusive
behaviors.
K
You
can
be
part
of
creating
this
plan
and
implementing
it.
In
addition
to
that,
you
can
download
the
new
women
against
abuse,
I
pledged
toolkit
to
use
with
your
circle
of
influence.
It's
a
one-stop
shop
for
getting
involved
in
the
effort
to
end
domestic
violence.
It
serves
as
a
step-by-step
guide
and
it's
filled
with
everything
you
need
to
encourage
your
community
not
only
to
sign
the
pledge
but
to
have
their
own
campaign
wherever
they
are
in
their
community.
K
You
can
access
the
toolkit
simply
by
going
to
our
website
women
against
abuse
org,
and
we
would
be
happy
to
come
meet
with
your
staff
to
walk
you
through.
How
use
that
I
want
to
close.
Just
by
saying
that
our
city
largely
looks
to
you,
council
members
for
leadership,
so
I'd
like
to
leave
you
by
just
asking
the
question:
how
will
you
be
a
part
of
working
to
end
Family
Violence,
not
just
during
this
month
but
every
day?

Good

good

always,
a
pleasure

So
we
want
to
first
thank

his

for
all
that,
you
do
every

trying
to

who
need
it.

H
L
Good
morning
you
thank
you,
the
lovely
City
Council
for
this
distinguished
honor
30
years
ago.
Our
name
was
Health
Partners
of
Philadelphia,
a
name
that
stressed
our
roots
and
focus
we
came
about
when,
for
area
hospitals
collaborated
to
form
a
healthcare
delivery
system
that
would
emphasize
primary
and
preventive
care,
medical
assistance
recipients
in
1987,
two
years
after
our
doors
open
for
business,
our
membership
had
reached
10,000
members,
and
here
we
are
today
now
named
health
partners
plans
celebrating
our
30th
anniversary.
L
We
are
a
multi-billion
dollar
corporation
staff,
with
over
800
people
serving
247
or
two
hundred
forty
eight
thousand
people.
You
know
what
we
were
counting,
which
is
due
equivalent
about
one
in
six
people
in
Philadelphia.
We
now
have
six
owner
of
hospitals,
our
unmatched
presence
in
commitment
in
Philadelphia,
and
the
surrounding
counties
has
already
allowed
us
to
serve
thousands
of
families
through
our
Medicaid
and
CHIP
plans,
and
now
we
are
offering
our
popular
Medicare
Advantage
programs
be
on
a
Philadelphia
to
residents
miss
surrounding
counties
as
well.
L
We
one
of
the
fastest-growing
Medicare
Advantage
plans
in
the
region,
a
Medicaid
plan
which
consistently
ranks
among
the
highest
health
plans.
Remember:
satisfaction
and
a
host
of
award-winning
nationally
recognized
programs
we
have
much
to
be
proud
of
and
what
I
believe
has
gotten
us
this
far
and
will
carry
us
even
further.
Is
our
commitment
very
simply
to
our
members
that
drive
to
improve
the
quality
of
life
through
superior
health
care
and
service
is
what
laid
the
foundation
of
who
we
are
today
we
do
what
no
other
plan
does.
L
For
instance,
we
are
the
plan
of
choice
for
diabetics
in
Philadelphia
and
the
surrounding
counties
for
our
most
fragile
type,
1
diabetics.
We
do
what
note
with
virtually
no
other
plan
in
the
United
States.
Does
we
feed
them
seven
days
a
week
three
meals
a
day?
We
also
feed
their
dependents,
the
stuff.
You
know
a
diabetic,
particularly
a
type
1
diabetic.
You
know
the
starting
point
for
diabetic
to
manage
their
condition,
is
diet,
control
and
that's
where
we
start
to
our
knowledge.
L
Only
one
other
plan
in
the
United
States
does
this
in
Boston
they're
doing
it
for
50
diabetics.
We
do
it
for
hundreds
for
most
fragile
senior
members.
We
again
do
the
unheard
of
when
they
call
our
plan
on
the
phone.
They're
call
doesn't
go
to
member
services
when
they
talk
to
someone
with
a
script.
Their
call
goes
to
someone
in
disease
management
and
it
goes
to
the
same
person
every
time.
A
person
that
speaks
to
them
is
a
clinical
social
worker,
a
nurse
or
pharmacist.
L
No
one
does
this
in
this
region
other
than
health
partners
plans.
We
don't
stop
when
it
comes
to
taking
care
of
our
members.
Member
care
has
also
has
also
been,
and
always
will
be,
what
motivates
us
not
just
to
provide
the
highest
quality
health
care,
but
to
treat
all
people
regardless
of
race
and
ethnicity,
with
respect
and
dignity.
I
humbly
share
this
my
gratitude
for
this
recognition
with
our
800
employees.
I
often
say
they
are.
The
special
ingredient
in
our
special
sauce.
L
I
also
want
to
thank
the
community
partners
who
help
make
health
partners
plans
so
respected
and
made
a
success
in
serving
the
communities
who
need
our
services.
The
most
I'd
also
like
to
extend
my
gratitude:
the
City
Council,
especially
Councilwoman
Blundell,
Reynolds
Brown,
and
our
staff.
Our
mission
is
to
improve
the
health
outcomes
of
our
members
and,
through
your
support
throughout
the
years,
you've
helped
make
that
possible.
Thank
you
for
recognizing
our
30th
anniversary
and
30
years
of
doing
it
right.
Thank,
You.

Thank

Thank
councilman,
before
considering
the
bills
and
resolutions
on
today's
calendar,
we
will
have
our
public
comment
session.
It
will
go
as
follows
if
you
are
interested
in
testifying
on
a
bill
or
resolution
that
is
on
a
final
passes
calendar
today,
if
you
have
not
already
done
so
I'd
ask
that
you
sign
up
at
the
table
to
my
left.
If
your
name
is
called
when
your
name
is
called,
you
would
go
to
the
podium
in
the
middle
of
the
council
chambers
there's
a
device
when
the
light
turns
green.

I
You,
mr.
president,
since
our
last
session,
I
had
a
opportunity
to
be
in
three
significant
locations
this
morning,
I
was
late
to
counsel
for
the
first
time
ever,
because
I
had
randolph
skills
center.
Technical
Institute
actually
do
a
ribbon
cutting
for
solar
panels
that
they
are
building
in
public
school,
with
the
goal
of
making
their
school
totally
energy,
independent
and
they're.
Working
on
that,
and
these
young
men
sponsored
by
lowes,
are
actually
building
solar
panels.
I
The
african-american
population
was
relevant
to
me
and
I
want
to
thank
publicly
counseling
Greenlee,
who
chaired
the
committee
that
moved
out
of
committee,
the
Commission
for
African
American
affairs,
knowing
how
he
feels
about
ballot.
Questions
dealing
with
the
city
charter
I
appreciate
once
they
publicly
thanked
him
for
his
indulgence,
but
I
think
what
we
introduced.
Then.
I
This
should
be
a
permanent
consideration
if
300
whales
washed
up
on
the
shore
of
Jersey,
every
oceanographer,
every
scientists
would
be
looking
at
the
cause
of
death.
300
african-american
men
usually
die
a
year
in
Philadelphia
and
we
get
but
a
whisper.
So
we
want
to
change
that
paradigm,
spend
some
time
finding
out
how
to
get
better
outcomes
and
so
I.
Thank
my
colleagues
for
moving
it
out
of
committee,
in
particular
chairman
green,
for
it
is
indulgence,
greenlee
I'm,
sorry,
Thank,.
E
Good
morning,
mr.
president,
today
I
rise
to
say
to
acknowledge,
to
salute
and
to
say
thank
you
publicly
to
one
of
the
members
of
my
team
who
came
to
me
five
years
ago
as
a
volunteer
and
then
grew
to
be
a
dynamic
intern
and
later
earned
the
role
as
the
community
relations
manager
and
Special
Events
Manager.
On
my
team.
E
Over
the
past
five
years,
he
has
been
responsible
for
launching
our
step
into
college,
fair,
the
first
of
this
type
in
the
city
held
at
University
of
the
sciences,
organizing
our
senior
citizens
tour,
where
we
bring
forums
to
senior
citizen
centers
across
the
city.
Every
eight
consecutive
weeks
fall
of
every
year,
organizing
our
one
and
winter
program,
which
has
given
away
more
than
10,000
new
hats,
new
scarves,
new
gloves
to
children's
in
the
homeless,
shelter
and
working
closely
with
the
School
District
of
Philadelphia.
To
make
that
happen,
mr.
E
president,
I'm
a
firm
believer
that
one's
commitment
to
service
does
not
end
at
5pm
over
the
last
five
years.
In
his
spare
time,
he
co-founded
with
his
wife,
the
Patterson
leader
group,
which
happens
every
Saturday
second
saturday
in
December
during
the
Pennsylvanian
society,
but
this
event
happens
in
Philadelphia
for
young
people.
E
He
is
the
chapter
director
of
the
new
leaders
council
and
serves
as
a
big
big
with
thick
Brothers
and
Big
Sisters
common
white
will
now
join
the
ranks
of
my
former
chief
of
staff,
David
Ford
and
my
former
legislative,
a
who
went
on
to
do
important
and
good
work
in
the
words
of
President,
Barack,
Obama
I,
say
to
you,
color
white,
the
following
that
growing
your
career.
It
is
all
about
building
a
body
of
work.
It's
about
the
daily
labor,
the
many
individual
acts.
The
choice
is
large
and
small.
They
add
up
over
time.
E
It's
not
about
being
satisfied
with
the
latest
achievement.
The
latest
gold
star,
because
the
one
thing
I
know
about
a
body
of
work,
is
that
it's
never
ever
finished
for
sure
you
will
have
setbacks,
but
we
all
know
that
it's
not
about
the
falling
down
is
about
getting
up
and
being
resilient.
Looking
the
line
in
the
mouth
and
say,
I
will
not
be
eaten
and
so
to
you
Kellan
and
to
all
your
peers.
E
We
here
in
this
legislative
body
may
adopt
all
the
policies
we
please,
but
how
they
will
be
carried
out
will
be
depend
on
you
and
your
peers
if
you
and
your
peers
are
going
to
move
in
and
consume,
assume
control
of
the
city
and
all
the
churches,
schools,
universities
and
corporations
there
in
ultimately,
all
of
our
books
are
going
to
be
judged
or
praised
by
you.
So
it
behooves
us
to
pay
you
some
attention
and
you
need
to
know
that
you're
just
getting
started.
Congratulations,
Kelly,.
H
You,
mr.
president,
certainly
I
was
telling
all
the
best
in
his
new
endeavor
I
know
he
will
be
successful.
Two
points
I'd
like
to
make
I
remind
the
listeners
and
those
who
are
in
this
chamber
that
Tuesday
November
third
is
election
day,
and
it
is
very
important
that
everyone
go
to
the
polls
and
vote
for
the
candidates
of
their
choice.
It's
it's
sad
to
seeing
that.
H
We
only
think
that
the
that
we
elect
have
elections
in
the
primary
but
as
the
final
election
is
in
November
for
the
general
election,
so
I
encourage
everyone
to
go
to
the
polls,
go
early
and
vote
your
choice
and
the
second
thing
is
personal:
on
Monday
October,
the
26
at
830am,
the
world
record
welcomed
in
chase
Adrian
Anderson.
My
second
great-grandson
room.
N
You,
mr.
president,
I
wanted
to
personally
thank
my
colleague,
Wilson
good
for
the
last
couple
of
years,
he's
been
inviting
me
to
partake
and
what's
local
progress.
What's
local
progress
is
a
national
group
of
some
of
the
most
progressive
and
creative
elected
officials
from
across
the
country.
Our
colleague
is
a
founder
of
this
group
and
it
was
interesting
during
this
convening
because
the
discussion
was
about
not
just
the
fight
for
15
but
really
sick
leave.
Healthcare
and
all
the
worker
right
are
champions
here
in
this
council.
N
As
we
begin
to
look
at
this
pre-k
system
and
commitment
that
presumptive
mayor
Kenny
invest,
we
need
to
make
sure
that
that
workforce
also
is
a
workforce
where
we
increase
the
professionalism
and
the
wages
of
many
of
those
workers.
Many
who
are
women
and
women
of
color
and
I'll
engage
in
that
discussion
over
the
next
six
months,
because
I'm
very
interested
in
it,
but
there
was
also
a
very
interesting
panel
on
criminal
justice
reform
and
most
of
the
panelists
elected
officials
and
advocates
were
under
35.
N
It
kind
of
renewed
my
commitment
to
progressive
values
and
that
there
there
are
a
lot
of
talented
folks
across
the
country
during
this
session
in
LA
Wilson
got
recognized
for
all
his
hard
work
on
worker
rights
in
Philadelphia
and
I
was
very
proud.
That
philadelphia
is
leading
some
of
these
very
important
movements.
So
I
want
to
thank
him
for
inviting
and
insisting
that
I
participate.
Helen
Kim
was
also
represented
there
from
Philadelphia
and
thank
him
for
his
service
around
worker
rights
issues
in
this
council
Thank
You.
Mr.
president,
Thank.
A
E
Mr.
president,
I
do
have
one
footnote
because
I
did
not
follow
my
script
completely
and
saluting
a
call'n
of
the
record
should
reflect
that.
He
has
accepted
the
position
to
be
the
statewide
political
director
for
the
Katie
McGinty
for
US
Senate.
So
I
am
very
proud
of
you
and
I'm
very
proud
for
you
with
that
said.
Mr.
president
I
moved
that
council
stand
adjourned
until
Thursday
November
12
2015
at
ten
a.m.
thank.
