During the Stated Meeting of Philadelphia City Council held December 10, 2015, Councilman David Oh (At Large) presented a resolution urging the United States Congress to investigate the involuntary discharge of SFC. Charles Martland from the United States Army and urging that he be retained in the military.

Captain Nicholas Panarella Jr., Assistant Secretary & Director of External Communications, Special Forces Association, accepted the resolution from Councilman Oh.

Councilman Dennis M. O'Brien makes his final speech to Philadelphia City Council during the Stated Meeting held on December 10, 2015.

Councilman O'Brien served Council for one term as an At Large member and previously served as Speaker of the Pennsylvania House of Representatives.

Councilman W. Wilson Goode Jr. makes his final speech in Philadelphia City Council during the Stated Meeting held Thursday, December 10, 2015.

Goode served in Council as an At Large member for 16 years.

Councilwoman Marian B. Tasco (9th District) makes her final speech to Philadelphia City Council during the Stated Meeting held on December 10, 2015.

Tasco served as a Council member for 27 years and has been a mentor to many political leaders in the city.

Michael Nutter speaks to City Council for the final time as Philadelphia Mayor during the Stated Meeting held Thursday, December 10, 2015.

Mayor Nutter, a former member of City Council, will leave office in January 2016. He thanked Council for their productivity, dedication and ability to work though legislative disagreements in the best interest of all Philadelphians. The Mayor also presented all 15 members with small brass replicas of the Liberty Bell, the city's symbol of freedom and independence.

150290 - Resolution authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority, without consideration, deeds conveying conditional fee simple title to certain City-owned lots or pieces of ground with the buildings and improvements thereon, situate in the Twenty-eighth Ward of the City of Philadelphia, pursuant to Chapter 16-400 of The Philadelphia Code and authorizing the Philadelphia Redevelopment Authority to dispose of such properties for rehabilitation and/or improvements in accordance with the terms of Chapter l6-400 of The Philadelphia Code.

Resolution approving the redevelopment contract of the Philadelphia Redevelopment Authority for the redevelopment and urban renewal of a portion of the Model Cities Urban Renewal Area, identified by house number and street address as 1733 North Thirty-first street; and authorizing the Redevelopment Authority to execute the redevelopment contract with Raymond C. Boston, Sr. and to take such action as may be necessary to effectuate the redevelopment contract.
