A
Litters

we
will
have
our
invocation,
and
this
morning
the
chair
recognizes
vicar
Jon
Nelson
of
st.
matthew's,
lutheran
church
in
Morristown,
New
Jersey
welcome.
He
is
here
today
as
a
guest
of
councilman
Bobby,
Heenan
I
would
ask
all
members
and
guests
and
visitors
to
please
rise.
B
Thomas
Jefferson
once
said:
I
never
considered
a
difference
of
opinion
in
politics,
in
religion,
in
philosophy
as
cause
for
withdrawing
from
a
friend
in
the
spirit
of
coming
together.
Something
that's
going
to
be
important.
Given
the
tumult
of
this
election
season,
I
wanted
to
share
some
words
from
bipartisan
dialogues:
ongoing
between
Lutheran's
and
Catholics.
B
This
document,
entitled
from
conflict
to
communion,
delivers
a
message
that
is
deeply
needed,
not
only
in
the
religious
sphere
within
the
political
sphere
as
well.
It
states,
Catholics
and
Lutheran's,
have
through
dialogue,
learned
a
great
deal
and
come
to
appreciate
the
fact
that
communion
among
them
can
have
different
forms
and
degrees
with
respect
to
2017.
B
They
should
renew
their
efforts
with
gratitude.
Fort
has
already
been
accomplished
with
patience
and
perseverance,
since
the
road
may
be
longer
than
expected
with
eagerness
that
does
not
allow
for
being
satisfied
with
the
present
situation,
with
love
for
one
another
in
times
of
disagreement
and
conflict
with
faith
with
hope
and
with
earnest
prayer,
as
we
come
together
once
more
to
lead
and
guide
this
great
city.
Let
us
pray.
B
Almighty
God
bless
the
public
servants
in
the
government
of
this
city
of
Philadelphia.
May
they
do
their
work
in
the
spirit
of
wisdom,
charity
and
justice
help
them
use
their
authority
to
serve
faithfully
and
to
promote
our
common
life.
Give
them
grace
to
work
for
our
city
so
that
our
neighborhoods
remain
vibrant
and
whole,
so
the
lost
and
forgotten
may
be
supported
and
I.
Diverse
fabric
of
our
streets
and
wards
may
be
a
delight
to
all
amen.
B

A
Thank
you

all

and

Don't
know
if
I'm
supposed
to

this

Doing

everything

that's
what
we
want
to

it's

because
you

today,

A
M
You
mr.
Prez,
today
I
rise
to
tell
Donald
Trump
that
the
1960s
call
and
they
want
his
policy,
their
policies
back
from
him.
It
is
insulting
to
members
of
the
that
the
members
of
the
African
American
Freedom
Party
believe
that
inner
city
philadelphia
can
be
bought
for
a
40-ounce
in
a
bag
of
weed
and
that
the
energy
of
the
trump
candidacy
has
alarmed
them
and
that
the
election
is
rigged
and
therefore
nationalists.
Ultra-Right
paramilitary
groups
are
planning
to
converge
and
come
in
and
offer
us
a
bag
of
weed
and
a
40-ounce
for
our
votes.
M
It
is
incredible,
and
in
insult
to
those
who
struggle
march,
died
bled
for
the
right
to
vote
for
the
nationalist
socialist
movement
for
them
to
come
together
in
a
coalition.
They
don't
agree
on
a
lot
of
things,
but
they
agree
on
that.
The
election
is
rigged
and
that
they're
going
to
come
and
save
Donald's
by
coming
in
here
with
a
bag
of
weed
and
a
40
I've
had
people
tell
me,
you
know
that
they
are
coming
and-
and
it
is
true,
this
was
reported
also
by
Politico,
which
is
a
recognized
news
outlet.
M
It
harkens
back
to
the
60s
in
Alabama
when
segregated
Governor,
George
Wallace
suppress
the
vote.
Please
tell
Donald
Trump
to
60s
call
and
net
those
policies.
They
need
to
go
back
so
to
quote
the
first
lady
Michelle
Obama.
When
they
go
low,
we
go
on
high
and
we
will
not
be
moved
by
scare
tactics
or
anything
else.
One
of
the
things
about
inner
city
voters.
We
either
vote
for.
We
come
out
and
vote
against
and
Donald
Trump
is
given
us
two
reasons
to
vote
for
Hillary
and
the
vote
against
him.
Thank
You.
Mr.
K
Thank
You
Council,
President,
council
and
jones,
and
his
commentary
reminded
me
of
how
far
we've
come
as
a
nation,
but
we
still
have
some
challenges
here
in
the
city
of
philadelphia.
A
few
weeks
ago,
I
made
some
comments
regarding
a
bar
owner
in
this
city,
who
was
videotaped
using
the
n-word
discussing
patrons
that
frequent
his
bar
at
times
and
as
a
result
of
that
unfortunate
video
and
a
lot
of
the
challenge
and
consternation
and
issues
and
discussions
that
got
erased.
K
The
Commissioner
human
relations
at
hearings
and
october
25th
to
discuss
this
issue,
especially
in
reference
to
members
of
the
LGBTQ
community
and
in
the
city
of
Philadelphia
the
concerns
that
were
raised.
So
in
october,
twenty
fifths.
I
had
a
chance
of
ten
the
commissioner
human
relations
hearing
along
with
mayor
Kenny,
no
counseling
Squealer
was
there
as
well
as
members
from
councilman
Sanchez's
office
and
councilman's
gims
office.
Were
there
as
well,
and
we
heard
a
lot
of
passion.
A
lot
of
concerns
about
issues
in
that
community.
K
Some
going
back
30
years,
I
ran
into
an
activist
I've
known
for
some
time,
tyrone
smith,
and
he
was
really
pained
by
the
fact
that
this
issue
is
still
going
on
in
part
of
our
city
and
so
based
on
those
that
hearing
and
the
comments
and
the
concerns,
I
decided
to
introduce
a
bill
today,
which
ties
are
fair
practices
ordinance
with
our
commercial
activities.
License.
There's
no
reason
why
I'm
business
operating
a
city
of
Philadelphia
that
is
violating
our
fair
practice
ordinance
should
be
able
to
operate
the
city
of
Philadelphia
I'm.
K
We
give
that
business
a
privilege
to
operate
a
city
of
Philadelphia
and
if
they
are
violating
our
fair
practice
ordinance,
they
should
not
be
able
to
operate
in
our
city.
So
I
know
this.
Legislation
will
engage
hearings
and
conversations
and
write
an
opportunity
for
other
people
to
come.
Educated
about
this
issue,
which
I
learned
a
lot
on
october,
25th
and
I
think
it's
an
important
issue
for
our
city
as
we
continue
to
move
forward.
K
If
we're
truly
going
to
be
the
City
of
Brotherly,
Love
and
sisterly
affection
and
I'll,
just
close
by
and
one
last
quote,
although
laws
alone
and
cannot
foster
a
culture
of
inclusion,
we
must
come
together
to
protect
and
celebrate
our
fellow
citizens
and
challenge
those
who
seek
to
discriminate.
Thank
you
Thank
You,.
D
You,
mr.
president,
I
just
a
little,
and
my
colleagues
know
that
on
your
desk
is
an
envelope
with
the
letter
inviting
you
to
opening
of
the
electrical
spectacle
of
franklin
square,
which
is
sixth
and
raise
streets
next
thursday
november
10
to
4
30.
I
hope
you
can
join
me
the
light
and
the
music
show
continues
to
the
holiday
season
if
you're
not
available
next
week.
Please
try
to
get
take
your
time
and
get
over
and
check
it
out.
It's
a
great
event:
okay,
Thank.
H
You,
mr.
president,
today
I
introduced
a
resolution
calling
on
the
Office
of
Economic
Opportunity
to
significantly
significantly
hasten
its
production
of
the
annual
participation
report,
which
is
required
to
be
provided
to
City
Council
and
the
mayor
one
or
before
november.
First
of
each
year
we
received
a
letter
dated
November
first
to
all
members
of
City
Council
from
the
Office
of
Economic
Opportunity,
indicating
that
the
annual
participation
report
would
not
be
completed
on
or
before
the
deadline
of
November
first,
which
is
required
by
executive
order.
H
Furthermore,
City
Council
was
only
notified
of
Ohio's
failure
to
complete
timely
to
cut
timely,
complete
the
report
on
the
actual
final
date
when
the
report
was
due,
and
why
does
this
matter?
Some
might
ask?
The
lack
of
timely
production
of
this
report
makes
it
extremely
difficult
for
City
Council
to
exercise
its
oversight
functions
with
respect
to
assuring
meaningful
and
legal
participation
levels
for
women,
minorities
and
disabled
owned
businesses
and
city
contracts.
H
The
data
contained
in
the
annual
participation
report
is
particularly
critical
this
year,
as
a
city
embarks
on
its
largest
publix
works
initiative
ever
to
rebuild
parks,
recreation,
centers
and
libraries.
We
as
a
body
cannot
be
expected
to
move
forward
on
these
important
projects
without
it,
especially
based
on
previously
raised
concerns,
and
so
we
strongly
urge
the
Department
of
off
the
Department
of
Commerce's
Office
of
Economic
Opportunity
to
significantly
hasten
its
production
of
this
very
important
report
and
provided
to
City
Council
as
quickly
as
possible.
Thank
You.
Mr.
president,
Thank.
M
M
We
have
a
looming
election
coming
up
where
we
are
going
to
be
counted
on
in
Philadelphia
to
deliver
the
Commonwealth
of
Pennsylvania,
and
these
are
the
way
you
know
people
said
well.
You
know
the
reason
why
they
put
polling
places
right
near
people's
house,
so
they
could
walk.
But
if
you
have
to
walk
right
into
work
an
hour
extra
in
the
morning
and
I
our
extra
at
night,
there
are
a
few
people
that
are
just
not
built
to
do
that.
M
Extra
I
have
kids,
they
have
other
responsibilities
to
deal
with
so
I'm,
urging
that
we
solve
this,
and
there
are
a
lot
of
people
in
the
background.
I
know
how
you
know.
I
know
you've
been
involved.
Mr.
president,
other
elected
officials
in
this
room,
councilman,
henan,
councilman,
Johnson
and
others
I
know
about
the
calls,
but
we
need
to
get
serious
about
it
because
there
are
some
issues
of
unfairness
here.
Let
me
said
it
if
you,
mr.
M
president,
got
a
different
pension
for
me
and
I'm
paying
the
same
amount
as
you
I'm,
going
to
have
a
problem
with
that
right.
If,
after
your
budgeting-
and
you
are
frugal
man,
you
decide
that
councilman
we're
going
to
put
another
three
hundred
dollars
on
your
health
benefits
for
your
family.
I
may
have
a
issue
with
it
and
if
I
can't
go
to
a
bathroom
break
and
if
I
can't
take
a
break
in
between
rides,
you
are
putting
the
ridership
of
Philadelphia
in
danger.
M
A
You
councilman
and
for
the
record
we
have
the
same
pension
plan
for
anyone
who
may
think
that
we
don't
thank
you
Thank
You
councilman,
for
those
very,
very
important
words,
because
we
knew
neat
do
need
to
get
our
city
moving
again
as
a
significant
economic
impact
on
a
lot
of
people.
So
we
need
to
get
that
done.
