Councilman Curtis Jones Jr. (4th District) speaks on his bill and resolution to create a new fund for anti-recidivism programs. The fund would be created with a portion of the money remaining in the prison budget at the end of each fiscal year.

I
guess
when
President
Obama
catches
a
cold,
the
rest
of
the
nation.
Actually,
catches
on
I
want
to
talk
about
3,
s's,
very
quickly,
public
safety,
saving
money
and
even
saving
some
souls,
and,
as
co-chair
at
a
special
committee
on
criminal
justice
for
pharma.
Thank
you
for
appointing
this
body
to
actually
start
to
do
a
deeper
dive
into
the
issue
of
criminal
justice
day.
A
I
just
introduced
a
resolution
calling
for
hearings
to
talk
about
the
directional
shift
from
a
mass
incarceration
to
reducing
of
the
census
up
on
State
Road
and
possibly
even
saving
the
tax
payer
some
money.
But
in
that
what
we
want
to
start
to
look
at
is
how
those
savings
are
appropriated.
Should
we
put
it
back
in
the
general
fund
where
we
do
or
flop
things
like
bike
lanes
and
fixing
potholes,
because
those
are
important
or
do
we
reinvest
in
justice?

If
you
look
at
Washington
DC
and
many
of
my
colleagues
and
staff
have
been
looking
at
the
whole
bill
situation
and
lack
of
bail
in
Washington,
they
were
able
to
cut
out
a
cash
bail
system,
reduced
crime,
increased
public
safety
all
at
the
same
time,
by
investing
in
pre
in
conservation
efforts,
diversionary
programs,
day
reporting,
centers
and
the
light.
The
prison
department
was
appropriated
over
258
million
fiscal
year.

Twenty
seventeen
to
keep
prisons
running
at
his
current
capacity
with
the
reduction
in
the
prison
population
in
size
that
we
anticipate,
we
will
be
able
to
reduce
tossing
some
savings
to
the
city.
To
this
day
we
have
the
highest
recidivism
rate
in
the
Commonwealth
and
rivals
many
in
the
nation,
60.5
percent
recidivism.
That
means
65
people
out
of
100,
we'll
go
back,
60.1
percent
re-arrest,
meaning
if
you
get
arrested
once
you
are
more
likely
to
be
a
repeat
and
Rafael
fender,
41.1
percent
re-incarceration,
we
are
an
arrest,
doesn't
require
a
leet
release.
