A
When
I
was
a
Scotswoman,
Thank
You,
mr.
president,
let
me
take
this
opportunity
to
thank
all
of
my
colleagues
for
their
support.
A
resolution
number
16,
1076
and
I
do
mean
to
put
these
people
on
the
spot.
I
want
to
say
a
special
thanks,
mr.
president,
to
you
to
Councilwoman
blackwell
members,
gimm
green
quinones
sanchez
and
squalor
for
co-sponsoring.
A
The
resolution
I
want
to
state
that
what
councilman
green
just
described
was
an
effort
to
institutionalize
diversity
and
inclusion,
and
all
that
we
do
here
in
the
city
of
Philadelphia,
so
that
we
can
ensure
that
all
are
sharing
and
benefiting
from
the
fruits
of
all
of
our
labor.
And
when
you
hear
him
referencing
legislation
that
has
been
offered
in
this
body
by
several
members.
A
Institutionalizing.
That
is
important
and
I
will
dare
say
to
you,
mr.
president,
that
there
is
no
magic
wand
and
no
silver
bullet
and
no
one
anything
that
any
of
us
will
do
that
will
get
that
done
magically,
but
based
on
the
history
of
all
of
the
work
that
the
work
that
have
been
and
I
want
us
to
make
sure
that
we
reference.
A
This
Philadelphia
has
had
24
years
of
african-american
mayoral
leadership
in
this
city
that
we've
had
a
council
that
has
had
a
majority
of
african-american
members
on
this
council
and
the
work
that
has
been
started.
Since
this
issue
was
moving.
All
of
those
people
will
be
a
part
of
whatever
success
in
terms
of
compromise
that
is
reached.
It
won't
be
a
one
one
person,
it
won't
be
one
bill.
It
won't
be
one
resolution,
it's
all
of
the
the
the
work
that
has
been
done
on
an
incremental
basis
to
address
this
very
complex
issue.
A
A
So
I
want
to
thank
you
and
my
colleagues
and
also
say
a
special
thanks
to
the
staff
who
work
here
in
this
building
the
maintenance
staff,
the
staff,
you
know
who
sort
of
keep
us
all
going
and
the
security
guys
I
leave
my
keys
in
my
phone
every
time,
I
leave
out
of
this
building
and
they
never
once
say
when.
Are
you
gonna
remember
to
get
those
keys
or
have
their
ID
out
so
I
just
wanted
to
say
thank
you
and
those
kind
gestures,
I,
never
forgotten.
Thank
you
tell
us
one.
