Athletic
Club

fishtown

Athletic

in

recreation

club's
inception

organized
children

Fishtown
neighborhood

basketball,

leagues,

their

Tax
Credit,

The
city's
revenue
department,
urban
affairs
coalition
campaign
for
working
families
for
all
their
efforts
involving
the
Earned
Income
Tax
Credit.
It's
commonly
held
position
that
the
best
way
to
lift
the
working
poor
out
of
poverty
is
the
expansion
of
the
Earned
Income
Tax
Credit
Philadelphia's
poverty
rate
stands
around
twenty
six
percent
and
it's
been
stubbornly
above
twenty
percent
for
decades.

Philadelphia
has
the
highest
poverty
rate
of
any
major
city
in
America,
and
that
is
just
unacceptable
for
us.
We
must
work
together
as
a
body
and
with
the
administration
and
our
external
partners
to
address
this
very
important
issue
and
what
we
as
a
government,
especially
at
the
local
level
and
as
fellow
citizens
can
do
today,
is
to
better
promote
this
incentive
to
our
neighbors.
Here
are
the
facts:
40,000
eligible
Philadelphians
do
not
apply,
and
that
leaves
approximately
one
hundred
million
dollars
on
the
table
in
Washington
DC
average
refunds
2400
the
maximum
refund
is
6,000.

back
three

This
is
real
money.
The
deadline
to
file
this
year
is
a

2016.
It's
a
serious
money
that
people
are

reason

national
Earned,
Income
Tax
Credit
day.
This
is
vital,
work,
that's
being
done
in
our
city
and
we
have
a
campaign
to
help
us
get
to
making
sure
that
we
find
those
40,000
families
that
have
not
yet
filed
for
the
earned
income
tax
credit
for
those
of
you
who
may
remember.

We
came
here
in
oh
3
to
begin
to
kick
off
this
campaign.
At
that
point
we
had
about
200
volunteers
and
we
were
able
to
bring
back
10
million
dollars
to
the
city
of
Philadelphia
I'm,
proud
to
say
that
last
year
we
filed
over
24,000
643
returns
and
with
the
help
of
528
IRS
trained
volunteers,
we
bought
back
more
than
34
million
dollars
to
hard-working
Philadelphians,
and
for
these
almost
25,000
Philadelphians,
it
meant
that
they
had
no
fees
or
having
their
taxes
filed.
They
paid
no
check,
cashing
fees.

It
put
food
on
the
table
gasps
for
people
to
go
to
work
cash
spent
with
local
businesses.
A
savings
bond
may
be
a
first
bank,
account
less
debt,
more
savings
and
money
to
go
to
college.
This
is
a
real
important
program.
It
is
considered
one
of
the
most
important
anti-poverty
efforts
in
our
country
again.

working

is
one

wonderful

the
60
programs
at
the

back

million
dollars
in
refunds.

goal

the
campaign
is
to
push
this
mission
forward,
but

be

a

passionate
and
I
hope

is
a
very
serious
issue.
Partnerships
are
so
important

work

we

Funding
is
paramount
because
we
can't
do
it.
It
is
free.
It
is
a
free
service
to
the
taxpayers
and
the
residents
of
the
city
of
Philadelphia.
It
is
not
a
free
service,
so
we
have
to
continue
to
look
for
the
funding
to
be
able
to
provide
this
service.

Last
year
there
was
over
a
hundred
and
eighty
eight
thousand
families
and
Philadelphia
that
had
their
taxes
prepared,
the
majority
of
them,
of
course,
paid
that's
six
hundred
dollars,
seven
hundred
dollars
that
is
going
to
a
paid
preparer.
We
need
to
make
sure
that
they
can
keep
their
tax
credits
all
their
credits
in
their
pocket.
I
know
what
I
can
do
is
600
700
dollars
and
I'm
sure
there
are
families
out
there
that
can
pay
rent
buy
food
electric,
but
I
also
want
to
talk
about
teamwork.

It
is
a
partnership
with
long-standing
partners
united
way,
a
greater
philadelphia
and
southern
New
Jersey
have
been
a
partner
of
ours
for
the
past
13
years.
Three
years
ago
we
were
on
the
brink
of
dissolving
and
they
came
to
the
table
to
help
us
and
from
that
year,
to
now
that
year
we
did
12,000
returns
this
year.
Last
year
we
were
at
25
this
year.
Our
goal
is
to
reach
over
30,000
families
in
the
city
of
Philadelphia,
and
we
hope
that
everyone
in
here
will
pass
the.

Help
us
move
this
mission
forward.
We
know
that
there's
another
reception
tomorrow
in
the
mayor's
office,
but
we
have
also
prepared
a
signature
event
for
the
city
of
Philadelphia
and
each
year
we
hope

grow

train

700
volunteers,
this
Saturday
we're
hoping
to
provide
service
to
over
300
families
at
the
Free
Library
of
Philadelphia.
This
is
in
partnership
with
the
United
Way
of
Philadelphia,
but
all
of
our
dollars
are
leveraged,
so
we
need
help
from
all
the
funders.

need
help
from
city
government.

have,
we
need
help
from
marketing
the
marketing
community,
because
we
don't
have
the
dollars
to
put
the
commercials
out
there,
but
our
services
are
valuable.
Our
services

free,
our
services
are
accurate.
Everybody
that
does
a
tax
return

assist
the
client
is
certified
through
the
IRS,
so
I
a
greatly
appreciative
of
this
opportunity
and
I
hope
that
collectively
we
can
push
this
forward

get
the
other
forty
thousand
families

our
tax

three
consulates

consulates,
but
we
only

official
consulates
that
function
and
one

them

Israeli
consulate,
has
been
a
very
important
part
of
the
relationship
between
the
city
of
Philadelphia
and
the
nation
of
Israel.
Philadelphia
has
the
second
largest
Jewish
population
on
the
East
Coast,
the
fifth
largest
in
the
United
States
and
in
2011.
The
total
impact
of
Israel
on
the
great
greater
philadelphia
region's
economy
was
about
1.6
billion
dollars
and
that
included
a
minimum
of
714
million
in
economic
activities
generated
by
Israeli
firms.

I
watch
on
the
news
after
I
arrived
home
and
suck
my
son
in
bed,
there's
always

incidence
of
some
african-american
youth
shot
down
here
in
the
streets
in
the
city
of
Philadelphia,
and
so
this
has
always
been
an
issue
that
and
dear
to
my
heart,
but
I
also
believe
as
a
city
as
a
council
body
that
we
can
make
this
a
greater
priority.
As
relates
to
the
issue.
You've
come
violence.

policy

our
undocumented
immigrants
that
seeks
to
preserve
and
protect
families

fled
to
this
country
from
situations
of
widespread
violence

deportation
raids.

native

violence

died
on
that
pathway
seeking
asylum

United

want
to
thank
the
council
of
who
has
consistently
been
a
voice
in
calling
to
the
national
attention

need
for
comprehensive
immigration
reform.
We
want
to
recognize
the
historic
coalition
of
hundreds
of
clergy
who
have
led
their
lent
their
voices
to
the
need
for
Obama
administration
and
homeland
in
the
homeland
Department
to
stop
what
we
know
to
be
inhumane
ice
rates
throughout
the
country.

senators
who
this
week
called
on

President

use

executive
authority
to
stop
this
senators
Booker
and
Menendez

across
New
Jersey

voice
to

we

one
of
his
first
acts
as
mayor,
reaffirmed
that
the
position
of
Philadelphia
being
a
sanctuary
city,
a
city
where
police
stakeholders
and
government
believe
it

our
human
obligation
to
protect
refugees
and
people
who
feel
fear
for
their
lives.

worked
with
the
National

cities
for
years
on
comprehensive
immigration,
reform
and
I
know
it's
a
very
difficult
issue.
Its
emotional
needs
balance,
there's
not
a
bright
side
on
one
end

right
side
on
the
other
somewhere
somewhere
in
the
middle,
as
I
was
looking
at
this
resolution
today
and
deciding
whether
sign
it
or
it
and/or
vote
for
it.

understand

Think
one
of
the
most
honorable
parts
of
being
part
of
the
city
council
body
is
the
opportunity
to
weigh
in
on
issues
that
not
only
have
local
importance
but
national
importance
as
well.
The
crisis
around
the
Central
American
refugees
is
a
crisis.
That's
been
recognized
by
human
rights
agencies
as
being
one
of
global
proportions
and
is
one
of
the
biggest
migration
movements
we've
seen
in
the
Western
Hemisphere
in
a
long
period
of
time.

The
biggest
concern
that
I
have
obviously
is
that
there
are
thousands
of
unaccompanied
minors.
A
report
in
this
week's
Washington
Post
demonstrated
that
the
u.s.
is
completely
incapable
of
handling
this
in
terms
of
its
traditional
immigration,
deportation
and
incarceration
tactics
and,
as
a
result,
many
of
these
young
people
may
be
turned
over
to
traffickers
to
slavers
in
the
United
States
of
America
on
our
watch.
I
think
that
this
statement
and
the
establishment
and
clarification
of
what
it
means
to
be
a
sanctuary
city
is
not
about
knee-jerk
responses.

It's
not
about
taking
massive
worldwide
situations
and
condemning
people
to
a
criminal
and
incarcerating
and
deporting
them
without
any
means
or
any
responsible
amount
of
thinking
to
a
major
crisis.
This
is
not
going
to
end.
This
is
going
to
continue
and
I
think
that
what
counsel
is
trying
to
do
today
is
to
send
a
clear
message
to
DC,
which
has
failed
time
and
time
again
to
establish
responsible
immigration
reform
that
we
are
here
to
protect
our
citizens,
we're
here,
especially
to
protect
our
children.

thousands

immigrants

think
the
majority
of
the
city
live
in
my
area

we
after
some
over

years

mayor's
Commission
on

Caribbean
immigrant
emigrate,
African
and
Caribbean
immigrant
affairs
and
some
18
or
19
years
ago.
Now
we
established
echoes
of
Africa.
So
we
hear
these
and
are
aware
of
so
many
sad
stories.

represent

countries
already,
and
I
will
tell
you
without
fear
of
contradiction,
that
this
is
very,
very
important
legislation
that
we
all
should
support
it,
support
it
and
that
we're
always
supportive
of
those
things
that
deal
with
safety
and
quality
of
life
for
everybody.

all,

the
lady
who
stands
in
a
harm

welcoming
people
here,

everyone

foremost
that
this
hearing

done

water
department,
whom
we
have
been
in
dialogue
with
already
over
the
text
of
the
resolution.

there
is
no
question
right
now
that
the
urgency
and
the
national
attention
that
has
driven
to
the
state
of
water
and
lead
in
our
city
and
in
cities
across
the
nation
is
something
that
is
capturing
the
national
dialogue
and
is
very
much
a
part
of
it.
I
want
to
thank
all
my
colleagues
who
have
been
working
diligently
on
this
issue
for
decades
and
a
special
shout-out
to
my
colleague,
Councilwoman
blondell
Reynolds
Brown,
who
has
been
a
true
champion
on
this
issue.

It
is
important
for
us
to
work
very
closely
with
the
water
department
to
bring
clarity
to
this
issue
about
what
is
happening
in
our
city,
that
they
are
following
best
practices
that
this
is
not
Flint,
but
that
we
have
a
lot
of
information
that
we
need
to
bring
to
the
public
primarily
to
our
families,
who
don't
often
get
it
through
traditional
channels
and
means
we
have
responsibility
to
reach
out
to
our
immigrant
families,
and
this
hearing
should
be
able
to
do
that.
So
I
asked
my
colleagues
for
the
adoption
of
this
resolution.

14.3
percent
is
asian.
That's
in
2016
in
twenty
twelve
thirty
eight
point:
nine
percent
were
caucasian,
24.2
percent
were
African,
African
American,
13.2
percent
were
hispanic
and
15.3
percent
were
Asian
American.
The
numbers
have
been
pretty
consistent
in
terms
of
the
percentages
of
higher
ease
with
family,
sustaining
wages.
What
is
different
is
at
the
high
point.
There
were
350
workers
working
directly
for
hyundai
rotem,
and
today
there
are
77.

It
is
critical
if
this
company
is
going
to
survive
here
in
Philadelphia
and
we're
going
to
manufacture
high-speed
trains
at
a
time
where
revenues
appear
to
be
coming
into
our
city
and
other
cities
for
infrastructure
transportation.
Interest
infrastructure
that
we
ensure
that
if
there
is
a
legal
way
to
I'll,
provide
a
hiring
preference
to
the
rfp
that
that
be
done.

These
issues
should
help
our
state
and
our
population
to
have
employment
and
the
revenues
we
need
to
support
our
schools,
our
local
government
and
our
communities.
So
I
thank
everyone

this

this
council
body,

champion
of
jobs
and
employment
for
all
demographics
in
and
around
Philadelphia

witness
every
day
in
Flint
Michigan
here's
the
background,
like
many
municipalities
facing
extreme
budget
constraints,
the
city
of
flint
changed
its
water
source
from
Lake
Huron
to
the
Flint
River
as
a
temporary
cost-cutting
measure,
bad
judgment,
the
acidity
of
the
water
from
the
Flint
River
corroded
pipes
allowing
dangerous
levels
of
lead
to
leak
into
the
water
supply.
Tap
water
turned
to
a
strange
color
and
tests
showed
lead
levels
rose
10
times
higher
than
years
before.

You
may
recall,
as
has
been
shared,
that
in
year,
2010
I
worked
closely
with
Shelly
an
off
took
great
guidance
from
Councilwoman
Maria,
quinones,
Sanchez
and
Councilwoman
tasco,
and
we
tackle
the
issue
of
lead
and
apartment
dwellings.
Here
in
our
city,
you
may
recall
our
biggest
opponent
at
that
time
in
this
legislative
journey
was
hepco,
but
for
over
a
year
the
leadership
and
membership
of
pepco
and
myself
sat
down
and
figured
out
painstakingly
how
we
could
tackle
this
important
ugly
health
issue.

was
proud
to
work
with
homeowners
association
of
Philadelphia
on
build
number
1,
0
0
1
1
dash
a
a
lead
paint
disclosure
ordinance.
That
is
now
long.
In
fact,
if
you
are
an
apartment,
someone
seeking
an
apartment,
it
is
now
standard
protocol.
What
we
call
standard
operating
procedure
for
potential
winners
to
get
a
lip
disclosure
brochure.
The
process
was
long,
sometimes
unfriendly.
However,
after
layered
acts
of
diplomacy
tweaking
the
bill
to
the
best
we
could
we
drafted
m1
a
win-win
outcome.
Why?

Because
everyone
in
that
dialogue
fully
recognized
what
mattered
most
the
number-one
priority
was
the
health
and
safety
of
our
fellow
citizens,
our
families
and
our
children
and
children.
The
effects
are
so
much
worse.
It
affects
the
nervous
system,
impairs
the
growth
and
development,
cognitive
development,
forever,
behavior,
hearing
sight,
mobility
and
their
digestive
system.
The
lives
of
those
children
are
changed
forever.
The
sadness
of
this
frightening
reality
is
that
the
potential
health
consequences
of
this
disaster
for
many
of
those
children
will
be
realized.
Decades.
From
now,
the
government
of
Flint
Michigan
failed
its
citizens.

Major
outrage
won
a
national
level
to
be
quite
frank
with
you
after
you
do
the
research
on
what's
taking
place
in
Flint
Michigan,
and
it
clearly
shows
that
those
government
officials
throughout
is
covering
up
emails,
had
a
opportunity
to
address
this
issue
on
the
front
end
and
they
did
you
and
so
for
me,
that's
criminal
and
the
sad
part
about
this
is
that
in
a
long
term
those
young
people
who
are
impacted.
They
don't
get
a
second
chance.
There's
no
coming
back
from
that,
and
so
you
know,
hopefully
on
a
national
level.

type
of
legal
action
that
does
take
place
and
they
take
heed
at
the
city
of
Philadelphia
on
the
city
city
of
brotherly
love,
assist
the
affection
on
the
cradle
of
Liberty,
for
all
of
our
cities

paying
attention,
and

I

to
state
that,
for
the
record
on
this
evening,
at

Patrick's
Church,
located
at

be
hosting
a
public
safety
meeting.
Regarding
the
four
alarm
fire
that
took
place,
that

residents

suffered

fire
that
displaced
them

living
conditions,

know
my

we
look
at
the
issue
of
development
and
gentrification,
and
so
today,
I
have
moved
a
total
of
139
on
properties
into
the
land
bank,
on
to
focus
on
an
issue
of
affordable
workforce
housing,
more
green
space
in
the
neighborhood
making
sure
that
long-term
residents
have
an
option
of
staying
in
their
homes,
but
even
new
residence,
because
every
new
resident
doesn't
have
a
fat,
checkbook
or
pocketbook.
You
have
some
new
residents
who
want
to
move
in
and
purchase,
affordable
and
workforce
housing,
and
so
we
will
continue
adding
more
properties
to
the
land
banking
again

effort

track

my

of
the

homeless

bring

situation

youth

the
