of
the
late
and
great

blackwell
who
knew
veronica
journey
when
she
first
started
the
pubs
and
it's
wonderful
to
be
able
to
make
this
presentation

recognizing
and
honoring
Veronica

Joyner
for
her
commitment
and
dedication
to
educating
all
children
in
matters
of
intellect
and
civic
duty
in
the
city
of
Philadelphia.

taught

began
to
realize
the
importance
of
parental
involvement
in
the
system
as
a
change
agent
in
order
to
make
excellence
in
the
classroom
a
standard
for
all
students,
and
whereas
it
was
with
that
that
that
prompted
her
to
found
and
serve
as
president
of
parents,
united
for
better
schools
incorporated
pubs,
a
non-profit
multiracial
parent
advocacy
corporation
in
1984
parents,
united
for
better
schools.
Inc
now
has
a
membership
of
over
20,000
parents
and
philadelphia
and
continues
to
evolve
and
whereas.

MC
SCS
has
been
recognized
by
the
pennsylvania
department
of
education
as
one
of

city's
top

schools

more

300
public
and
charter
schools
in
philadelphia,

has
received
praise

most
prestigious
educators

local
and
national
level.

its
inception

Temple
University

her

in

she
is

a

of
awards
and
recognitions

her
service
in
education
and
in
the
Philadelphia

so
happy

there

issues,
advice
needed
and

a

my

sure
I

basketball
team

humbled-

just
so

honored
by
a
city
that
I
grew
up
in.
I
was
born
in
Philadelphia,
raised
in
North
Philadelphia
and
attendant
Philadelphia's
public
schools
from
1st
through
12th
grade,
so
I
am
a
Philadelphian.

I
would
like
to
my
mother
and
father
I
just
wanted
to
tell
you
we're
both
city
employees,
my
mother
claims
schools
and
my
father
picked
up
the
trash
in
the
city
and
I
ended
up
in
this
school.
As
a
teacher,
that's
progress.
I
would
like
to
say
that
MC
SCS
has
100%
graduation
rate,
a
zero
dropout
rate
and
97
298.

Percent
of
our
graduates
attend
college
and
I've.
Given
you
information
to
outline
some
of
the
graduates,
the
teachers
that
are
teaching
at
our
school
aid
of
them,
that
graduated
from
our
school
graduated
college
and
came
back
to
teach
the
homeless
program
that
Jamie
has
had
to
stand
with
me
on
many
times.
We
feed
homeless
citizens
and
love
park.
Every
Thursday
since
2005
our
students
fund
the
program.
We
also
donate
to
the
American
Cancer
Society,
the
American
Red
Cross.

These
young
men
what
it
means
to
be
a
Philadelphian.
They
fought
their
way
to
the
top
two
months
behind
three
hours
a
week
of
practice
and
they
came
in
as
runner-ups.
We
have
won
the
PIAA
in
2011.
I
have
a
very,
very
big
challenge
ahead
of
me
and
I'm
going
to
need
everybody.
We
have
to
build
a
gym
and
we
need
to
have
a
gym
for
our
students
to
practice
and
I.
Don't
think
it's
something
that's
out
of
reach,
for
any
of
us
in
the
city
is
great
city
of
Philadelphia.

We
had
a
national
and
thank
you
for
your
visit
to
councilman
Kenyatta.
We
had
a
national
story
and
it's
in
your
packet.
If
you
could
take
four
minutes
today,
to
look
at
it,
they
did
a
national
story
on
our
basketball
team
and
their
success
and
achievement
without
a
permanent
gym.
They
wanted
to
know.
How
are
you
guys
doing
this
so
now
we're
left
with
no
gym
berean
was
sold
last
year
we
found
out
in
August,
and
we
were
unable
to
find
a
practice
site.

I
was
able
to
write
the
Commissioner
recreation
and
we
were
able
to
find
some
space
at
the
Martin
Luther
King
recreation
center.
We
are
now
left
with
no
gym
to
practice.
I
had
things
under
way
the
planning,
the
zoning
everything
for
the
gym
and
what
we're
asking
is
that
everyone
contribute.
You
know
tell
your
donors
that
you
know
that
are
looking
for
a
non-profit
to
donate
that
this
would
be
the
venture
to
donate,
to
to
help
us
build
the
gym.

Our
goal
is
to
get
started
in
July
and
have
it
built
by
the
end
of
august,
and
I
know
I
could
count
on
Philadelphia
we
have
someone
running
for
president
of
the
united
states,
with
$27
donations
on
an
average
was
able
to
raise
millions,
I'm
sure
we
can
do
it
here.
I
would
like
for
my
students
to
stand
because
these
students
are
excellent
students.

Senate

perform
its
constitutional
duty

garland
to
the
Supreme
Court
and

know

the

a
dozen
Supreme
Court
justices

presidential
election

the

The
Senate
Judiciary
Committee

confirmation
hearings.

they
have
refused
to
consider
the

heroes

Senator

senator

vice
president
joe
biden,
I

think
he
brings
it
all
to
the
table
and
he's
balanced.
He
has
some
of
the
best
relationships
ever
forged
in
the
senate
on
with
a
tough
partisan
senate,
much
tougher
than
we
had
seen
for
many
many
years,
and
when
this
story
first
broke
that
the
nomination
would
not
get
a
hearing.

first
thing
I
saw
was
that
when
Vice
President
Biden
was
in
the
was
in
the
senate,
I
believe
it
was
first
president
bush,
I'm
not
positive,
might
have
been.
Second,
president,
Bush
43
verses,
41,
but
I'm
almost
certain
it
was
a
president
bush
and
the
then-senator
Biden
made
some
compelling
arguments
for
holding
a
nomination
fact
demanding
that
it
be
held
until
after
the
presidential
election,

this
is
one
that
can
go
either
way.

I
just
wanted

that

That
is
before
I
was
born.

as
we
look
at
the
history
of
yeah,
there
are
many
people
from
many
backgrounds
who
have
contributed
to
the
growth
of
our
city
and
to
its
well-being
and
sometimes
to
its
problems.
But
I
think
this
will
be
the
first
time
that
asian-american
has
had
a
marker
in
our
city,
and
I
would
like
to
see
more
of
that
in
the
future
of
all
different
type
of
ethnicities.

the
critical
thing
for
me

applies
to
us
today
is
this
forgiveness.

we

to
many
of
the
issues,

violence

murders

unhappiness
in
our

are
many
things

forgiveness

healing
our
city
in

murdered.
Unfortunately,
by

african-american
youth,
he
was
from
Korea.
He
was
26
years
old,
very
promising.
In
his
letter
he
said
he
wanted
to
return
to
Korea
to
be
a
Christian
Statesman.
His
parents
were
very
devout
Christians
and
while
the
city
looked
for
the
death
penalty
of
these
boys,
try
them
as
adults,
and
there
was
a
lot
of
outrage.
The
parents
returned
with
the
letter
which
I
would
like
to
read
in
part.

We,
the
parents
of
in
hoo,
on
behalf
of
our
whole
family,
deeply
appreciate
the
expressions
of
sympathy
you
have
extended
to
us
at
this
time
in
Ho
almost
finished
the
preparation
needed
for
the
achievement
of
his
ambition,
which
was
to
serve
his
people
and
nation
as
a
Christian
statesman.
His
death
by
an
unexpected
accident
leaves
that
ambition
unachieved.

When
we
heard
of
his
death,
we
could
not
believe
the
news
was
true
for
the
shock
was
so
unexpected
and
sad,
but
now
we
find
that
it
is
an
undeniable
fact
that
in
Ho
has
been
killed
by
a
gang
of
Negro
boys
whose
souls
were
not
saved
and
in
whom
human
nature
is
paralyzed.
We
are
sad
now
not
only
because
of
in
Hosanna
chief
future,
but
also
because
of
his
of
the
unsaved
souls
and
paralyzed
human
nature
of
the
murderers.

thank
God
that
He
has
given
us
a
plan
whereby
our
sorrow
is
being
turned
into
Christian
purpose.
It
does
our
hope
that
we
may
somehow
be
instrumental
in
the
salvation
of
the
souls
and
in
giving
life
to

human
nature
of
the
murderers.
Our
family
has
met
together
and
we
have
decided
to
petition
that
the
most
generous
treatment
possible
within
the
laws
of
your
government
give
be
given
to
those
who
have
committed
this
criminal
action
without
knowing
what
it
means
to
him
who
has
been
sacrificed
to
his
family
to
his
friends
into
his
country.

order
to
give
evidence
of
our
sincere
hope
contained
in
this
petition,
our
whole
family
has
decided
to
save
money,
to
start
a
fund
to
be
used
for
the
religious,
educational,
vocational
and
social
guidance
of
the
boys
when
they
are
released.

addition,
we
are
daring
to
hope
that
we
can
do
something
to
minimize
such
juvenile
criminal
actions,
which
are
to
be
found
not
only
in
your
country
but
also
in
Korea,
and
we
are
sure
everywhere
in
the
world,

some
small

forget
that
many
people
contribute
to
what
our
city
is
and
at
the
time
the
mayor
Dilworth
was
involved,
pen,
starter
scholarship
and,
in
fact,
in
hello,
was
buried
at
the
historic
open
church.
It

all
but
forgotten
now,
but
I
think,
as
in
many
things,
it
is
important
to
remember-
and
there
are
many
such
acts
throughout
our
city
today,
but
I
think
you
can
be.
There
are
many
things
to
have
a
legacy
about,
but
a
legacy
of
forgiveness
I
think
is
a
very
important
for
us
at
this
time.

go
to
the
polls
and
we'll
pick
out
of
some
fine
candidates
for
one
office
or
another
from
the
president
down
to
state
reps,
but
today
I
rise
about
the
ballot
question
in
particular
ballot,
quite
number,
two,
where
we
will
consider
making
permanent
the
african-american
males
commission
to
study
and
to
look
at
peculiar
statistics
germane
to
african-american
youth.
You
were
kind
enough
yesterday
during
the
budget
process,
there
were
five
young
men
that
came
in
between
the
ages
of
18
and
24.
O
You
greeted
them,
they
felt
welcomed
and
it
came
to
my
attention
that
many
of
them
had
been
downtown
to
make
a
purchase
or
two
but
had
no
idea
what
was
inside
the
buildings
that
were
in
center
city
or
what
people
did
and
how
government
functions
so
I.
Thank
you
for
taking
that
time
to
go
and
say
hello
to
them.
What
was
distinctive
about
that
group
was.
There
were
five
of
them,
but
there
once
was
six.
The
61
was
murdered
about
two
months
ago
and
in
that
spree
of
about
twelve
homicides,
that
happened
in
48
hours.
O
The
african-american
male
commission
is
to
study.
Why
disproportionately?
We
are
in
jail.
Why
disproportionately
as
Councilwoman
Reynolds
Brown
found
out
that
African
Americans
suffer
from
hypertension
and
organ
disease,
such
as
kidney
failure,
why
our
graduation
rates
are
lower?
Our
dropout
rates
are
higher.
Why
gunshots
happen
more
often
to
them?
Why
african-american
males
suffer
in
so
many
different
categories?
This
commission
will
dedicate
its
time
and
its
energy
to
find
that
out.
Not
only
why,
but
how
we
can
divert
some
of
those
young
men
from
that
path.

We
do
that
business
every
day
in
our
own
individual
ways,
but
we
need
to
synchronize
and
codify
some
of
the
causes
and
some
of
the
cures
to
their
particular
problems
often
say
if
300
whales
washed
up
on
the
shore
of
the
Delaware
we'd,
have
every
marine
biologists
in
the
world
trying
to
figure
out.
Why
so
I
urge
those
who
are
listening
to
vote
for
ballot
question
number
two
and
approve
the
permanency
of
the
Commission
on
african-american
males,

I
will

traveling
to
New
York
City
to
join
a
historic
convening
of
Puerto
Rican
elected
officials
and
leaders
from
across
the
country.
The
reason
why
there
is
a
humanitarian
crisis
in
Puerto
Rico,
Puerto
Rico
as
fate
faces
a
73
billion
dollar
deficit,
a
deficit
created
by
United
States,
Tax
Policy,
a
deficit
created
by
rules
of
financial
mismanagement
on
policies
by
the
United
States
of
America
I
know.
Many
of
my
colleagues
have
seen
commercials
about
don't
bail,
Puerto
Rico
out
and
its
bankruptcy.
J
I
must
remind
everyone
that
in
this
council
chamber,
we
debated
the
issue
of
hedge
funds
and
swaps
at
the
school
district.
As
a
city,
we
divested
from
some
of
these
bad
investment
policies.
These
hedge
fund
predators,
who
bought
debt
at
twenty
cents
and
want
to
collect
a
dollar,
need
to
be
held
off
they're
the
ones,
funding
and
mint
in
many
cases,
buying
congress's
in
actions
and
we've
seen
that
time
and
time
again
in
this
chamber.
How
does
that
impact
Philadelphia?
J
How
does
it
impact
Pennsylvania?
How
does
it
impact
the
rest
of
the
country?
There
are
10,000
Puerto
Ricans
leaving
the
island
every
month
and
they
will
end
up
in
our
schools
and
they
will
end
up
in
our
communities.
As
we
said
to
Congress
several
months
ago,
when
I
joined
a
thousand
were
to
Regan's
and
lobbying
Congress
and
many
of
our
own
folks
in
the
local
delegation,
senator
Casey
and
others.

As
we
lobbied
around,
we
said
you
either
going
to
help
Porto
Rico
deal
with
their
issues
in
Porto,
Rico
or
you're,
going
to
deal
with
it
in
your
own
backyards.
We
need
to
stop
this
and
we
need
bankruptcy.
Protection,
Puerto,
Rico,
have
bankruptcy
protection
until
1985
and
one
of
those
late-night
cumbersome,
fine,
nancial
deals.
Someone
took
out
our
ability
to
do
that.

Has
the
ability
to
do
part
of
the
discussion
this
weekend
will
be
about
what
happens
at
the
Democratic
convention
here
and
the
Republican
convention
in
Ohio,
both
states
that
have
over
400,000
Puerto
Ricans,
who
will
be
watching
and
making
a
difference,
both
states
who
will
be
critical
for
who
becomes?
President
I?
Thank
my
council
colleagues

always
supporting
my
cause
and
when
I've
asked
for
their
support
and
sending
a
United
message
that
Puerto
Ricans
American
citizens
deserve
the
ability
to
manage
themselves.

is
proof,
as
its
debated

Supreme
Court,
that
Puerto
Rico
is
a
colony
and
this
this
on
this
illegal
relationship
with
the
United
States
has
to
be
dealt
with,
but
it
will
not
be
dealt
with
until
we
can
deal
with
this
financial
crisis.
Ironically,
we
have
we
passed
the
bill
in
Puerto,
Rico
or
the
legislature
in
Puerto
Rico
that
in
2022
it's
called
the
law
of
2022.

asked
all
of
the
presidential
candidates
to
take
a
position
of
this
Trump
said
he
hated
Puerto
Ricans
because
they
were
the
worst
Mexicans
cause
you,
where
he's
at
Bernie
Sanders
has
been
more
progressive,
and
yesterday,
in
my
45
seconds,
with
Hillary
Clinton
I
pleaded
for
Puerto
Rico.
I
will
do
that
this
weekend.

Councilwoman
bass

recognizing
Central,
High
School
and
their
robotic
team,
the
Robo
Lancers
as
their
so
called.
They
started
out
17
years
ago
with
five
students
that
got
involved
in
our
STEM
program.
Right
now,
they're
up
to
103
students
that
comes
from
all
backgrounds,
the
talented
individuals
really
do
reflect
the
diversity
of
our
city
racially
and
economically
and
socially,
students
that
are
engaged
in
their
stem
program,
all
right,
the
members
or
boys
and
girls.
You
know
from
all
different
kinds
of
cultures
and
by
bilingual
who
are
bilingual.

All
right
and
these
talented,
talented
individuals
have
made
it
to
the
World.
Championship
I
mean
the
world
for
the
third
time
that
maybe
that's
not
just
United
States,
that's
international.
They
come
there,
they're
extremely
recognized
in
town,
and
these
robo
Lancers
support
the
stem
programming,
not
just
in
robotics
with
mathematics
and
education
in
future
careers,
including
advanced
manufacturing.
As
you
well
know,
you
know
we
need
to
set
up
a
pipeline
and
educate
our
kids.

direct
jobs
and
I
think
this
is
a
major
in
critical
component
of
ensuring
that
they
have
future
careers,
not
just
an
advanced
manufacturing
but
engineering
in
the
building
trades
and
in
their
schools
and
peers
in
a
larger
community.
The
robot
Lancers
are
not
solely
focus
like
I,
said
just
on
robot
robotics.
They
have
a
one
hundred
percent
graduation
rate
or,
if
the
team
members,
and
to
continue
their
study.

Such
studies
at
higher
learning
education
and
institutions
such
as
temple,
drexel,
carnegie,
mellon,
university
and
university
of
pittsburgh,
and
many
many
more
I

are
talented
they're
committed
there.
It's
successful
one
hundred
percent
graduation
rate
reflects
the
most
diverse
communities
and
kids
of
ours
or
city
I
said,
since
they
have
made
it
to
the
finals
in
the
world
world
competition.

there's
a
commitment
for
resources
to
get
on
there
again,
I
think
the
last
year
well,
I
know.

dollars

sure

it
defray
some
of
the
cost,
so
there's

remaining

their
fundraising
goals,

ensure
that
Philadelphia,
specifically

Lance

robotic
team
from
Central
and
it's
all,
diversities
in
every
aspect
of
the
fabric
of
City
Philadelphia
makes
it

the
world

housing

our
city

update

members

council

resolution

we
passed
earlier
this
year,
calling
on
the
federal
housing,
finance
agency
and
HUD
to
do
to
address
the
issue
of
distressed
mortgages
being
auctioned
off
without
sufficiently
protecting
homeowners
and
being
sold
overwhelmingly
to
private
equity
groups.

are
continuing
to
push
hard
to
ensure
that
people
who
are
behind
on
their
mortgages
are
are
protected,
especially
when
they're
federally
insured,
and
that
some
of
the
protections
will
have
been
acknowledged
by
fhfa
as
being
directly
in
response
to
the
request
by
by
a
number
of
municipalities,
including
Philadelphia,
we're
going
to
continue
our
advocacy.
We
have
calls
in
with
Freddie
Mac
and
Fannie
Mae.

also
will
have
a
call
in
with
HUD
this
week
and
next
week,
we're
asking
for
those
agencies
to
consider
a
pilot
program
here
in
Philadelphia,
our
own
city,
to
break
up
some
of
these
mortgages
and
work
with
City
Council

some
of
the
CDFIs
and
other
local
nonprofits
to
consider
moving
some
more
properties
into
a
nonprofit
status
or
into
a
more
protected
status
and
