african-american
children's
book
project
this
year
celebrating
his
24th
anniversary
and
I
want
to
first
applaud
and
salute
the
vision
and
what
I
call
stick-to-itiveness
and
its
leader
Vanessa
Lord
scum
body,
who
every
year
mounts
this
initiative
against
great
odds,
but
given
her
love
for
books
and
their
the
supreme
value,
they
have
in
the
lives
of
African
American
children.
She
makes
it
happen.

I
will
also
say
that
I
look
with
envy
and
I'm,
often
all
struck
by
the
discipline
of
those
who
take
pen
to
paper
over
a
sustained
period
of
time
and
ultimately
come
up
with
a
work
product.
Please
pay
attention

two
books

desk:
compliments
of
Vanessa
Lords
combined

the
24th
African
American
children's
book
project,
and
we
thank
her
publicly

couple
of
facts
of
the
entire
population
of
the
United
States,
thirty-seven
percent
of
people
identified
themselves
as
a
person
of
color.

of
the
most
important
reasons
to
encourage
reading
and
our
children
is
that
studies
show
that
the
more
are
you
three,
the
more
likely
they
are
to
make
a
positive
lifestyle
decisions
as
they
grow
older
and
whereas
strictly
judging

attendance.
This
fair
is
a
tremendous
success
as
well
as
as
well
over
3,500
people
attend
the
fair
in

past
years

rich

poor,
no
one
leaves
empty-handed

books
themselves

priced

produce

kind
of

vibrant
black
interest
books
that
they
wanted
for
their
own
two
children
and

in
1988
the
Hudson
started
just

serving
as
company
president
and
head
of
marketing
and
Cheryl
leading
the
editorial
in
art
departments.

the
Hudson's
trailblazing
efforts
and
contribution
to
children's
literature
and
book
publishing
have
been

recognized
widely,
they
have
received
the

institution
of
builders
award
presented
by
the
national
black
writers
conference,

at
Legacy,
Award

entrepreneurship,

the

foundation

in
a
bookstore
looking

books
for
his
son

he
said,
there's
no
books.
Here
we
live
in
a
city,
that's
over
forty
percent
African
American

live

city.

numbers
of
African
American.

should
not
be
happening

unfortunately,
I
did

began
asking
me
a
number
of
questions.
He
asked
me
if
I
knew
the
number
of
residents
who
were
currently
of
retirement
age,
the
rate
at
which
others
were
quickly
approaching
retirement
age
and
of
those
mr.,
so
that
he
wanted
to
know
how
many
were
home
owners
and
of
those
home
owners.
How
many
depended
on
social
security?
Is
there
only
income
stream?
G
How
many
of
them
had
access
to
a
short
monthly
income
via
what
we
know
as
a
guaranteed
retirement
pension
versus
some
other
form
of
retirement
savings,
or
how
many
of
them
were?
Even
fortunate
enough
to
have
both
social
security
and
some
form
of
a
supplemental
retirement
income,
as
the
conversation
continued,
he
wanted
to
know
if
and
I
have
received,
a
detailed
account
of
how
many
of
these
residents
worked,
and
both
the
private
and
the
public
sector
and
of
the
private
sector
industries
that
are
demonstrating
the
most
growth
in
the
city
of
Philadelphia.

How
many
of
them
offered
some
form
of
retirement
benefits
to
employees?
Well,
when
I
realized
that
I
did
not
have
the
answers
to
these
very
basic
questions
about
this
constituency.
I
was
about
to
serve
and
that
it
was
very
possible
that
quite
a
few
of
them
were
already
or
would
soon
be
facing
a
precarious
financial
future.
It
was
then
that
I
decided
that
an
informational
fact-finding
hearing
regarding
the
state
of
retirement
security
could
help
inform
our
decision
making
and
not
only
for
the
benefit
of
the
ninth
district,
but
for
the
city
as
a
whole.

Now,
while
I
had
hope,
I'm,
mr.
president,
that
we
would
have
been
one
of
the
leading
cities
to
begin
studying
this
issue,
but
unfortunately,
the
Big
Apple
beat
us
to
the
punch
when
conducting
my
own
research.
I
learned
that
we
wouldn't
be
the
only
city
that
New
York
had
just
produced
a
report
in
June
of
2015,
highlighting
the
need
for
municipal
government
to
explore
ways
that
it
can
help,
and
I
quote,
provide
a
path
towards
retirement
security
for
its
residents.

So
while
we
like
every
city
and
state
in
this
nation
are
grappling
with
the
challenge
of
coming
up
with
real
time,
solutions
to
address
the
fiscal
realities
regarding
our
municipal
pension
fund
and
I
want
to
thank
mayor
Kenny
for
the
record
for
taking
the
lead
in
fostering
a
spirit
of
a
collaborative
approach
in
the
development
of
potential
remedies
to
address
this
issue.
I
also
think
that
it
is
equally
important
that
we
have
some
sense
of
the
overall
state
of
retirement
security
for
both
the
private
and
public
sector
workers
in
our
city.

it
is
my
hope
that
this
public
hearing
will
add
value
to
the
conversation
by
serving
as
a
data
gathering
vehicle
to
one
explore
the
broad
range
of
ideas
aimed
at
ensuring
retirement
security
for
the
benefit
of
all
of
Philadelphia's
workforce,
both
private
and
public,
and
to
identify
innovative
and
successful
tools
for
creating
financial
security
for
retirees
from
a
survey
of
research
findings
regarding
the
efficacy
of
national
state
and
regional
policy
options
already
tested
and
those
being
explored
around
the
nation
and
its
with
this
spirit
in
mind.

technology

meter
by
telephone

is
when
you
have
an
employee
who
comes
up
with
a
marketing
idea
of
calling
it
meter
up,
and
that
should
be
acknowledged,
and
that
was
what
I
do
with
that
resolution
and
mr.
president
I
move
for
the
adoption
of
the
resolution.

that

It's
quiet
because
councilman
Squealer
exercise
great
leadership
and
reasonableness
in
meeting
with

leaders
of
the
music
industry
and
in
speaking
with
them,
you
know
he
heard
them
and
he
acted
in
the
democratic
process
and
today
shows
how
much
they
believe
in
his
sincerity
and
and
they
understand
that
he's
trying
to
do
a
good
thing
and
they
understand
that
he
will
continue
forward.
But
with
their
input
and
I'd
like
to
really
express
to
him.

know,
because
you
know
the
sale
of
these
distressed
mortgages
are
extremely
concerning.
You
know
the
social
and
dresses
they
the
adverse
impact
that
they
have
in
our
neighborhoods,
and
you
know
when
these
mortgages
are
sold.
You
know
people
fail
to
realize
that
these
homeowners,
not
only
are
they
forced
out
that
the
commuter
you're,
not
only
are
they
losing
neighbors
they're,
losing
friends
or
losing
family
members,
but
it
ends
up
with
a
vacant
house
that
also
goes
often
unmaintained
and
into
sailed.

Easter
stress,
mortgages
breeds
blyton,
the
possibility
of
crime
and
the
lowers
of
property
values,
and
we
have
all
the
data
that
supports.
You
know:
property
maintenance
violations
and
you
know
all
of
the
other
violations
that
decreases
the
property
value
near
twenty
percent
in
our
neighborhood,
and
that
is
the
start
of
the
window
theory
or
the
broken
window
theory
and
where
you
know
it
just
brings
everything
else
down
and
invites
to
the
crime
in
our
neighborhood.

So
and
if
you
think
about
what
what
an
investment
property
looks
like
and
most
of
the
banks
and
the
hedge
funds,
or
you
know
the
investment
owners,
they
don't
live
near
the
property
and
when
it
remains
vacant
all
right,
here's
what
happens.
The
weeds
grow,
the
yards
get
on
cap,
people
dump
things,
the
roof
caves
in
the
windows
are
broke
and
the
storms
caused
all
kinds
of
other.

You
know
property
maintenance
that
you
know
with
sewage
pipes
and
the
the
pavements,
so
they
don't
maintain
the
properties
and
I
have
held
hearings
along
with
this
council
body
several
times
in
the
past,
dealing
with
bad
investors,
bad
neighbors,
bad
actors
when
it
comes
to
absentee
landlords
and
I
plan
on
doing
the
same
and
I
think
this
is,
you
know
a
perfect
opportunity
to
talk
about
the
effect
that
it
has
on
the
social
injustice
of
the
cause
on
what
we're
left
waiting
our
neighborhood
and
I.
Think
it's
it's
time.

continue
to
look
deeper
into
this
and
take
it
to
the
neighborhood,
so
I'll
be
holding
hearings.

joint
hearing
with
Public
Safety
and

and
I,
as
we

done

subpoena

landlord,
subpoena
property
managers
subpoena
and
banks
and
foreclosures
on
the
unsold
properties,
unkept
properties,
especially
now.

light
of
this,
you
know
with
the
great
work
I
think
this
council
is
going
to
do
with
the
concerns
that
we
have
here
on
their
predatory
lending
and
mortgage
crisis
that
we
have
all
right.

want

thank
all
my
colleagues
on
council,
my
co-sponsors

those
who
signed

bill
to
support
today's
resolution
that
talks
about
how
we
are
going
to
craft
a
message
to
our
federal
housing
agencies
to
change
the
way
they
restructure.
The
sale
of
distress.
E
Mortgage
notes
today
across
the
country,
locally
elected
officials
and
community
organizations
are
calling
upon
all
of
our
federal
housing
and
agencies
to
end
this
process
of
mass
auctions
for
distressed
mortgages
to
Wall
Street
speculators
and
instead
to
prioritize
the
bulk
sale
of
delinquent
mortgage
pools
to
local
nonprofit
housing
agencies.
Since
2012,
the
federal
agencies,
HUD
Fannie,
Mae
and
Freddie
Mac
have
auctioned
off
nearly
200,000
delinquent
mortgages
over.
Ninety
percent
of
these
mortgages
have
been
sold
to
hedge
funds
and
private
equity
firms.
E
A
national
investigation
by
the
New
York
Times
revealed
that
a
shocking
number
of
these
resales
move
quickly
into
foreclosure
and
then
are
snapped
up
by
developers
in
January.
Fannie
Mae
announced
that
it
will
conduct
its
largest
sale.
Yet
a
thousands
of
delinquent
mortgages
that
will
take
place
in
coming
weeks.
This
is
why
I
am
proud
to
be
part
of
Philadelphia
City
Council,
which
is
pushing
back
against
such
practices
and
standing
up
for
the
public
interest.
We
are
not
going
to
be
alone.

Last
september's
I'd
joined,
senator
Elizabeth,
Warren
and
municipal
officials
across
the
country
to
demand
an
end
to
this
practice
and
uphold
our
councils,
responsibility
to
preserve
home
ownership
and
create
more
affordable
housing.
We
have
plenty
of
solutions
at
our
hands.
We
have
CDFIs
Community
Development
financial
institutions
which
could
buy
these
delinquent
mortgages
and
work
to
save
homes
from
foreclosure,
their
best
practice
involved,
involving
our
own
municipal
land
bank,
that
are
preferable
to
math
auctions
to
Wall
Street
agencies.

That
outlines
our
concerns
and
helps
figure
out
a
local
solution
that
protects
our
families
and
rebuilds
our
communities.
I
see
this
as
a
partnership
among
all
of
us,
and
our
office
is
always
open
to
discussing
this
issue
with
you
with
a
broader
public
and
I
look
forward
to
it.

This
issue
has
always

a
passion

mine,

this

friend

I've
grown
up
with
who
some
was
murdered
in
the
streets
of
Philadelphia,
which
is
company,
come
all
too
often
the
norm.
Young
man
shot
on
more
than
30
times,
and
you
know
this
has
been
a
similar
act
of
senseless
gun
violence.

have
taken
place
I'm
on
a
regular
basis
on
day
in
and
day
out,
and
so
my
sole
focus
and
effort
is
to
begin,
collaborating
and
working
a
partnership
with
our
council
members,
the
new
administration,
to
make
sure
that
we
make
sure
that
this
issue
is
the
number
one
issue
that
we
are
addressing
specifically
as
relates
to
I'm
saving
our
young
people,
because
at
the
end
of
the
day,
we're
never
going
to
move
forward
as
a
progressive
city.
If
the
city
isn't
safe,
my
son
won't
grew
up
in
the
neighborhood
free
from
violence.

a

Chamber

Commerce

put
some
level
of
skin
in
the
game.
How
can
we
have
the
greatest
city
when
it
becomes
the
ads
and
meds,
but
we
don't
have
a
pipeline
a
school
to
career
pipeline
with
our
young
people.

do
pilots,
so
there
should
be
some
level
give
back,
as
relates
to
providing
young
people
an
opportunity
to
participate
in
our
workforce,

so
I
just
want
to

all
my

get
on

never
want
to
be
on
a
moral
ever,
but
the
way
that
you
earn
your
way
on
that
black
history
month,
calendar
is
to
put
in
the
work
on
tough
issues
every
day
and
I'm
really
encouraged

excited

retirement
thing

you
talked

because
I'm
closer
to
that

graduation

annually
we
celebrate
african-american
history
month
and
if
we
could
save
the
date

Thursday
februari
25th,
we
will
again

a
very
culturally
rich
experience.

remarks
go
to
the
universal
pre-k
and
I'm
following
this
issue
closely,
because
you
may
recall,
mr.
D
president,
that
then
councilman
Clark
urged
me
to
negotiate
with
councilman
brian
o'neill
on
my
very
first
bill
here,
which
was
a
zoning
bill
for
child
care
and
that
bill
had
actually
been
attempted
by
former
councilman
john
white
and
dearly
beloved,
happy
fernandez.
But
after
reading
a
testimony
of
a
decade
before
me,
we
were
ultimately
successful
and
winning
and
in
gaining
a
win-win
scenario,
with
my
very
first
child
care
bill.

So
this
afternoon,
I'm
speaking
now
about
the
implementation
of
the
universal
pre-kindergarten
program,
we're
all
anticipating
here
in
the
city
of
Philadelphia,
as
vice
chair
of
councils,
Committee
on
education,
I
am
I,
was
proud
to
join
councilman,
Janie
Blackwell
and
several
members
of
City
Council
earlier
this
week,
where
the
Commission
on
universal
pre-k
formally
released
its
draft,
and
the
operative
word
here
is
draft
report
to
the
Kennedy
administration
and
to
our
legislative
body.
I
want
to
salute
the
chairs
of
that
Commission
Sharon
easterling
and
a
dr.
D
loretta
swit
jamaat
for
lending
their
brilliant
expertise,
time
and
sacrifice
on
this
matter,
and
the
record
should
reflect
that.
It
was
Councilwoman,
Janie
Blackwell
who
initially,
who
initially
introduced
this
legislation
last
year,
so
that
we
can
closely
examine
this
issue.
It
is
a
fact
that
early
childhood
education
is
indeed
one
puzzle
required
to
end
the
cycle
of
poverty
in
Philadelphia,
and
what
we
know
in
the
words
of
victor
hugo
is
that
he
who
opens
the
club
he
who
opens
a
school
door
closes
a
prison.

It's
the
fact
also
that
44
50
states
in
the
united
states
already
have
universal
pre-k
44
out
of
50,
so
philadelphia
is
poised
to
get
in
line
and
make
it
real
for
the
citizens
of
our
city.
As
we
go
down
this
road
to
implement
universal
pre-k,
there
are
a
couple
of
important
issues
that
were
raised
this
week.
That
needs
to
be
underscored
put
in
capital,
letters
and
bold
print.
It
is
crucial
that
we
increase
and
maximize
community
engagement
at
every
step
along
the
way.

Anything
less
than
complete
community
engagement
across
all
neighborhoods
in
this
city
is
unacceptable.
I
want
to
thank
council
members.
May
we
are
known
as
Sanchez
and
Helen
Gill,
who
raised
probing
questions
about
ensuring
a
culturally
rich
engagement
process
and
I
want
to
thank
council
members,
Dom
tall
and
burger
and
squalor
for
raising
those
preliminary
questions
around
budget
and
funding
community
engagement
is
the
is
the
concern
making
sure
that
there
are
no
winners.

want
everyone
at

table
early,
we're
asking
council
members
to
respond
to
that
draft
document
and
our
clothes

started

that

want

make
universal
pre-k
real

sure
that

is
equitable
in
the
distribution
of
those
funds
across
this

today's
resolution,
which
I
was
proud
to
co-sponsor
to
Kofi
hearings
on
the
state,
a
retirement
security
in
our
city.
There's
no
question
that
retirement
security
is
an
issue
that
requires
the
attention
of
this
honourable
legislative
body
and
the
city's
workforce
and
taxpayers
deserve
our
attention
and,
while
I
look
forward
to
the
potential
hearings
that
will
examine
the
issue
for
both
the
private
and
public
sectors.

For
the
moment,
I
like
to
focus
on
the
city
of
Philadelphia
Philadelphia
is
approximately
45
to
46
percent,
funded
with
an
unfunded
liability
of
over
five
point:
seven
billion
dollars.
Then
the
last
two
to
three
months
has
grown
another
200
to
250
million
due
to
the
unstable
equity
markets.
It's
probably
close
to
six
billion
dollars.
Rob

Our
finance
director
pointed
out
to
me
that
the
majority
portion
of
our
serious
problem
dates
back
to
nineteen.
Sixty
seven
to
nineteen.
Eighty-Seven
5.1
billion
is
attributed
to
that
period.

We
spend
approximately
sixteen
percent
of
our
four
billion
dollar
budget,
640
million
on
pensions,
452
460
on
the
old
problems
each
year.
The
share
increases
on
with
actual
obligations.
All
this
means
is
less
money
for
what
otherwise
we
could
do
as
a
city
for
services
for
education,
classrooms,
health
and
well-being
of
our
citizens.

The
list
goes
on,
but
until
we
fix
this
elephant
in
the
room,
the
pension
will
never
have
the
money
in
September,
2015,
Moody's,
Investors
Service
issued
a
report
that
stated
at
Philadelphia
fails
to
fund
the
pension
plan
on
the
sound
basis
moving
forward,
our
bond
ratings
may
go
down.
What
does
this
mean?
Higher
interest
costs
less
put
a
bless
appealing
in
the
marketplace.
We
must
do
what
it
takes
and
make
this
a
major
priority.

theme

African
American
month

celebration,
I
want
to
power
phrase
Malcolm
X
when
he
said
that
the
best
anti-poverty
strategy
was
education
and
education
was
about
preparing
for

council
president,
you
honored
Community
College
of
Philadelphia
for
their
role
in
the
city
of
Philadelphia
and
the
vital
role
that
they
need
to
play
as
we
retrain
and
provide
opportunities
for
our
returning
citizens
and
for
the
changing
economy.

are
not
only
the
host
of
the
African
American
book
of
sale
this
week
and
I
encourage
all
of
my
council
colleagues,
particularly
the
new
ones,
to
go
to
the
fair
and
while
you
there
join
me
as
Community
College
of
Philadelphia
hosts
a
Latino
college
day
with
stakeholders
throughout
the
city
of
Philadelphia
community
college
and
its
opportunities
are
vital
as
we
prepare
for
the
future.

we
talk
about
pre-k
public
education,
the

partner

excited

make
sure

monies
and
programs

meted

equally

because
I'm
worried
about
us.

Spending
money
on
programs
that
do
not
hit
all
children
or
that
are
specially
programs
and
private
programs
that
we
fund
that's
a
big
issue.
We
need
to
look
at
and
I
want
to
also
commend
the
governor
on
holding
up
these
Keystone
exams.
We
know
our
children
can
pass
them
and
graduate
from
school,
so
I'm
glad
he
postponed
that.
So
that
and
is
studying
that
issue.
I
still
say
anybody
who
does
any
job
or
does
any
has
any
focus
for
12
years
generally
learns
that
job.
I
I
They
tell
me
that
going
back
to
universal
pre-k,
they
want
to
look
in
the
district
and
see
programs
that
don't
work,
cut
them
out
and
deal
with
other
interesting
ways
for
funding,
and
that's
one
of
the
reasons
that
we're
going
to
have
hearings
we're
going
to
have
hearings
somehow
between
now
and
June,
to
talk
about
fairness
and
equity
and
equality
when
it
comes
to
education
and
programs.
So
this
would
be
an
important
year.
We
realize
education
is
real
important,
as
I've
said,
even
with
regard
to
Community
Schools,
which
is
a
big
focus.
I
Some
people
would
just
like
to
have
clean
schools
and
and
toilet
paper
in
the
bathrooms
and
a
chance
to
get
something
that
looks
like
other
schools
and
other
neighborhoods.
So
we've
got
a
big
job
to
do
and
we're
committed
to
doing
our
part
to
make
sure
that
we
improve
the
quality
of
life
and
education
and
beyond
