From the Stated Meeting of Philadelphia City Council held Thursday, December 1, 2016:
Councilwoman Cindy Bass speaks on the Health Department's enforcement of regulations on sales of tobacco products in the City of Philadelphia.

just
wanted
to
join.
My
colleague
go
greenly
and
number
one
I
want
to
thank
the
the
resolution
sponsor
councilman
alt
Hagen
burger
for
having
extensive
dialogue
with
us
on
this
matter,
but
unfortunately,
we
just
weren't
able
to
come
to
a
conclusion
that
we
could
both
agree
with.
As
a
body,
we
did
in
fact
overwhelmingly
support
the
board
of
health
regulations
and
what
they
were
going
to
do,
which
was
really
to
address
the
oversaturation
of
cigarettes,
primarily
in
low-income
minority,
neighborhoods,
african-american
and
Latino
neighborhoods.

We
have
a
saturation
where
you
are
three
times
more
likely
to
have
exposure
to
cigarette
advertising,
or
you
know
some
sort
of
form
of
attraction
or
marketing
in
those
neighborhoods.
Then
you
would,
if
you
were
in
other
neighborhoods
and
I,
think
that
that
just
is
just
profoundly
wrong.
Unfortunately,
I
will
not
be
able
to
support
my
colleague
and
good
friends
resolution
today,
but,
as
he
mentioned
earlier,
that
also
the
Board
of
Health
does
not
need
our
support
or
authority
to
continue
on
with
their
action.

So
I
know
that
they
are
taking
action
to
be
able
to
address
this
very,
very
important
issue,
and
my
fear
is
that
as
we
wait
as
we
contemplate
as
we
continue
to
discuss
more
and
more
of
our
young
people
are
being
attracted
to
cigarettes
and,
as
we
know,
cigarettes
are
addictive.
Once
you
are
hooked,
it
is
very,
very
difficult
to
become
a
nonsmoker.
I
know
this.
I
have
many
people
in
my
family
who
have
either
been
smokers,
had
cancer,
we
believe
from
cigarettes
and
are
currently
smoking
who
are
trying
to
kick
the
habit.
