We
want
to
make
sure
that
people
understand
what
this
bill
does
and
what
it
essentially
is
saying
is
they
have
pharmaceutical
sales
reps?
Who
are
not?
We
have
no
idea
how
many
pharmaceutical
sales
reps
there
are
in
the
city
of
Philadelphia
operating
and
one
of
the
practices
that
we've
been
made.
Aware
of
is
that
there
is
a
practice
of
giving
away
free
samples
of
opioids
a
pain
medication
that
has
been
permeating
throughout
our
communities
for
quite
some
time
now,
and
this
is
something
that's
a
problem.

can't
get
in
front
of
this
problem
unless
we
know
exactly
how
many
people
are
out
there
essentially
sending
themselves
out
as
lobbyists.
What
we're
asking
them
to
do
is
to
register
themselves
as
lobbyists
and
also
it
says
in
the
practice
of
giving
away
free
gifts
so
that
a
doctor
will
use
your
product
a
doctor
will
prescribe
your
product.

doctor
will
give
away
all
of
your
free
samples,
and
so
we
have
no
idea
how
many
folks
are
actually
out
here
doing
this
practice,
but
we
need
to
have
some
sense
of
it
if
we
are
going
to
get
in
front
of
it.
If
we're
really
serious
about
doing
something
about
drugs
in
the
city
of
Philadelphia,
then
this
is
a
first
step
and
this
is
not
a
hard
step.
In
my
opinion,
this
is
something
that's
overdue,
that
we
need
to
do
right
now
and
it
shouldn't
it
shouldn't.
