Hello,
okay,
so
we
are
recognizing
an
honor
to
state
representative
John
Taylor.
In
this
occasion
there
was
a
retirement
after
34
years
before
I
start
a
personal
point
of
personal
privilege,
I've
known
the
representative
for
over
20
years,
believe
it
I,
probably
going
on
25
years
representative,
and
when
it
comes
to
service
in
his
district,
there
is
no
party
affiliation.
He
services,
people
these
services,
all
people
that
he
represents
and
I
remember.

You
know
back
as
a
young
buck
in
1980
1998-99
I'm,
going
around
doing
voter
registration
and
I
just
happened
to
be
in
his
district
and
they're
like
whoa.
I
am
NOT
changing
for
anybody.
Don't
you
know
that
John
Taylor
is
our
our
representative
and
I
said?
Well,
you
know
this
doesn't
affect
him
this
year.
He
goes
well
we're
not
taking
any
chances.
All
right
in
Philadelphia.
I
should
have
never
taken
any
chances
when
it
came
to
his
leadership.
He's
a
statesman.

He
sacrificed
his
own
leadership
in
the
house
of
state
and
in
the
House
of
Representative,
the
Commonwealth
of
Pennsylvania,
his
own
ambitions
he
put
aside,
so
he
didn't
have
to
always
go
along
with
his
right
for
people
in
his
district
all
right.
So
he
is
a
senior
statesman
in
the
Commonwealth
at
the
House
of
Representative.
He
headed
major
committees
and
had
the
highest
respect
and
honor
that
somebody
deserves.

He
will
retire
from
his
position
at
the
end
of
2018,
whereas
a
Republican
representative
has
been
his
stallworth
ambassador
of
the
district
that
has
never
had
a
majority
of
Republican
votes.
Think
about
that.
Never
had.
Majority
of
Republican
boats
certainly
had
the
supermajority
of
the
people's
votes
with
the
moderate
blue-collar
values
and
dedication
to
meetings
in
the
needs
of
his
district
representative
Taylor
represents
that
political
affiliation
is
second
to
service
and.

And
just
to
take
a
moment
of
personal
privilege,
I
had
to
find
opportunity
to
work
with
representative
Taylor,
while
serving
as
a
state
representative
and
I
can
honestly
say
he
has
always
put
the
interests
of
the
city
of
Philadelphia
before
party
affiliation
affiliation
a
lot
of
times.
We
talk
about
the
things
that
elected
officials
are
doing,
but
I
can
also
bear
witness
to
a
lot
of
things
that
he
has
actually
stopped
from
happening
to
the
city
of
Philadelphia
negative
things.

That
would
have
a
significant
impact
on
the
residents
here
in
the
city
of
Philadelphia,
and
it
was
not
for
his
leadership
in
Harrisburg
and
working
across
party
lines.
Specifically
for
the
city
of
Philadelphia.
We
were
seeing
a
lot
of
detrimental
things
take
place
here
in
the
city
of
Philadelphia,
whereas
representative
Taylor,
as
a
past
chairman
of
the
House
Liquor
Control
Committee.
In
this
role,
he
was
instrumental
and
moving
a
bill
forward
to
privatize
the
state's
liquor
sales.
The
first
steps
towards
the
privatization
of
liquor,
wholesale
and
retail
sales.
Since
Prohibition
and.

and
I've
got
to
echo
the
sentiments
of
councilman
Kenyatta
Johnson
for
those
of
you
who
are
in
this
chamber
when
we
were
in
Harrisburg
one
of
the
most
important
voices
inside
that
Republican
caucus
room
and
on
the
floor
of
the
house
was
that
of
John
Taylor
and
you're
right,
councilman
Johnson.
It
wasn't
as
a
Republican.
It
wasn't
against
Democrats.
Everything
was
about
Philadelphia
and
so
I
was
wondering.

What
could
we
give
him
today
because
he's
you
know
done
so
much
for
our
city,
and
so
we
today
presented
the
representative
with
a
copy
of
a
book.
That's
been
my
Bible
since
I
first
learned
about
it
in
2016
and
the
book
is
called
grit
and
it's
written
by
Angela
Duckworth,
and
it's
about
the
power
of
passion
and
perseverance,
because
I've
been
in
a
foxhole
with
and
when
it
was
time
to
deliver
and
he's
always
delivered
on
behalf
of
the
city
of
Philadelphia.

Whereas
representative
John
Taylor
has
been
a
steady
advocate
for
the
interests
of
all
philadelphians,
while
in
Harrisburg
he
introduced
and
passed
a
state
constitutional
amendment
to
allow
Philadelphia
to
alter
the
way
it
taxes
real
estate
to
reduce
the
city's
wage
and
business
privilege
taxes.
He
authored
legislation
which
allows
Philadelphia
and
other
municipalities
to
create
public
land
bank
authorities
and
additionally,
he
supported
legislation
to
allow
Philadelphia
home
owners
to
qualify
for
a
homestead
exemption,
giving
them
relief
from
increasing
property
taxes
and
I.

So
any
anything
I
could
glean
from
that.
John
I
stole
it
and
I'm,
proud,
proud
for
that.
Thievery,
so
I'm
gonna,
just
say
we're
as
state
representative
Taylor
is
to
be
commended
for
his
steadfast
active
service
to
benefit
not
only
the
residents
of
the
hundred
and
seventy-seventh
district,
but
the
city
and
Commonwealth
as
a
whole.
His
legacy
of
service
will
remain
through
the
lasting
reforms
he
achieved
in
the
House,
and
the
city
looks
forward
to
the
continued
impact
he
will
have
on
his
community
as
he
bids
farewell
to
Harrisburg.

very
honored
to
to
have
not
only
be
here
with
this
resolution,
but
the
kind
remarks
by
folks
who
I
consider
my
colleagues
I
want
to
thank
revs,
consul
councilmen,
oh,
and
what
you
see
up
here
is
our
folks
that
that
I
work
with
pretty
extensively
over
the
years.
My
Councilwoman
is
Maria
Kiana
Sanchez
and
she
is
wonderful
where
she's
had
she's,
not
there,
but
she's
wonderful
to
work
with,
as
well
as
councilman's
Willa
and
Councilman
Heenan.
I
We
interacted
emiliĀ“s
on
a
daily
basis
with
all
those
folks,
in
addition
to
my
Republican
colleagues,
Brian
O'neill
and
Councilman,
oh
and
Councilman,
taubenberger
I
think
there's
a
lot
of
counsel
in
a
large
that
almost
entirely
the
the
entire
body
that
I
had
the
opportunity
to
work
with
I.
Think
at
the
end
of
the
day,
what
we
concentrated
on
is
he's
really
helped
in
Philadelphia
at
the
state
level.
It's
very
difficult
to
do
something
strictly
for
your
district.
I
Councilman
Johnson
picked
up
on
the
fact
that
you
can't
really
articulate
what
you
prevent
from
happening,
and
maybe
that
was
one
of
my
specialties,
but
you
can't
put
that
in
a
resolution,
but
I'm
hopeful
that
to
be
able
to
continue
to
work
with
with
all
of
you
for
the
betterment
of
the
city,
I
was
hoping
that
the
title
of
the
book
that
representative
Councilwoman
Parker
game
and
grit
was
as
much
for
what
I'm
gonna
do
in
the
future
is
what
I
have
done
in
the
past.
