A
A
Thank
you
so
much.
They
said
if
anyone
has
a
cell
phone
or
any
other
electronic
device
that
makes
noise,
we
ask
that
you
please
turn
it
off
or
turn
it
on
silent.
We
really
appreciate
it
to
give
my
on
vacation
this
morning.
The
chair
recognizes
bishop
Darrell,
Robinson
of
yishuv
ministries.
Here's
here
today
as
a
guest
of
councilman,
Johnson
I,
would
ask
all
guests,
visitors
and
members
to
please
rise.
B
Let
us
bow
our
heads
in
the
word
of
Prayer,
eternal
God
and
father.
We
thank
you
for
this
opportunity
to
pray
God.
We
believe
that
prayer
works
and
we
understand
Lord
that
sometimes
is
only
seen
as
a
form
and
as
a
fashion,
the
Lord
we
believe
in
your
power.
We
believe
in
your
grace
and
we
pray
God
for
this
body
this
this
council-chamber,
we
pray
for
our
president
of
the
council
God
here
and
we
pray
for
all
the
council,
men
and
women
Lord.
B
We
pray
for
wisdom
in
a
city
now
Lord
God
that
is
seemingly
divided
on
so
many
issues.
God
we
want
you
to
pull
us
together.
As
one
father,
you
said,
a
house
divided
against
itself
could
not
stand
and
Lord.
We
believe
your
biblical
narrative
that
if
we
lack
wisdom,
we
can
ask
you
Lord,
you
said
in
all
of
our
getting
get
an
understanding,
help
us
to
reach
common
ground
Lord.
There
are
so
many
issues.
Our
children
on
our
seniors
are
a
population
of
citizens
in
this
city,
Lord
God,
the
things
that
we're
facing.
B
Our
help
comes
from
you
Lord,
which
made
heaven
and
earth
father
God
I
pray
for
all
of
the
believers
that
are
in
this
place,
we'll
begin
to
join
together
in
their
prayers
God,
whereas
we
pray
to
you
God
for
guidance
and
help
in
a
very
serious
time
when
our
nation
is
divided
Lord,
we
pray
that
even
the
things
that
we
deal
with
today,
Lord
we
would
deal
with
them
in
a
civil
manner
in
a
righteous
manner.
Lord
we
rebuke
the
powers
of
the
enemy
and
we
pray
God
that
you
would
ultimately
have
your
way.
A
C
D
A
E
A
Thanks
to
gentlemen,
at
this
time,
I
would
like
to
dispense
with
the
regular
order
of
business
and
I
would
like
to
thank
everyone
who
has
come
down
to
witness
their
government
in
action
today.
We
genuinely
hope
that
you
have
a
data,
is
knowledgeable
and
also
pleasurable
so
much
so
that
you
come
again
so
again.
Thank
you
so
much
for
being
here
today.
At
this
time
the
chair
recognizes
Councilwoman
Parker,
who
resent
a
resolution
recognizing
the
links
with
presidents,
Carolyn
DeMarco
Linda
me
meline
Lee
and
those
accompanying
them.
Please
join
the
Councilwoman
at
the
podium.
G
F
F
Good
morning,
everyone
to
those
of
you
who
are
seated
in
the
chambers
and
to
those
of
you
who
are
watching
at
home.
It
is
a
distinct,
honor
and
privilege
for
this
City
Council
of
Philadelphia
to
honor
an
organization
whose
very
founding
is
in
tune
with
that
of
our
nation
and
that
it
has
great
roots
right
here
in
our
wonderful
city
of
Philadelphia.
F
Individuals
and
organizations
who
did
not
understand
the
very
structure
of
national,
african-american,
fraternal
and
sorority
organizations,
and
at
that
time
we
said.
Well
people
don't
understand
that,
although
we
have
these
national
organizations,
they
are
very
distinct
chapters
and
each
chapter
is
very
proud
of
its
work
so
on
today
it
is
an
honor
to
recognize
the
links,
incorporate
it
and
very
specifically
the
founding
Philadelphia
chapter,
the
Delaware
Valley
chapter
along
with
the
Penn
town
chapter.
Now
it
is
with
that
in
mind
and
I
have
a
list
of
people
who
I
have
to
recognize
and
I
know.
F
Morgan
Cephas.
Where
are
you
rep,
Morgan
Cephas?
Who
our
council
president
acknowledged?
Another
connection
to
the
city
is
Dominique.
Casimir
people
don't
know
that
Dominique
Casimir
and
our
public
property
has
one
of
the
most
challenging
positions
in
the
city
of
Philadelphia
behind
the
scenes
that
people
don't
know
about
and
we're
proud
of
you
Dominique
in
addition
to
that
darh
star
Smith.
Where
are
you
linked
art,
Smith,
Dhar
Smith?
Who
is
the
chair
of
our
Civil
Service
Commission?
F
In
addition
to
that,
we
need
to
and
I
hope,
she's
standing
somewhere,
where
everyone
can
see
her
because
she
should
be.
She
made
history
in
1983
when
her
husband
became
the
first
african-american
mayor
of
our
great
city,
but
we
all
know
that
beside
every
great
man
who
does
a
great
thing,
there's
a
very,
very
great
and
strong
woman,
where's
first
lady
Velma
good.
Thank
you
give
her
a
round
of
applause.
F
Please,
and
you
also
know
she
is
the
mother
of
Councilman
Wilson
good
next
I
want
to
acknowledge
a
lady
and
I
didn't
know
this
until
we
were
researching
this
and
in
the
end,
I'm
gonna
tell
you
why
this
is
important
to
acknowledge
that
is,
link
Julie
coca
gram
Julie.
Where
are
you
Julie?
Why
don't
you
just
come
up
front?
We
want,
because
someone
at
home
needs
to
see
you
there's
a
young
girl
at
home
who
needs
to
see
this
link
Julie
coca
gram
is
the
president
and
CEO
of
the
Philadelphia
Convention
and
Visitors
Bureau.
F
Now
then
prep
for
this
presentation,
I
wanted
to
know.
Well,
how
many
are
there,
like
you,
Julie
Coker
in
the
nation,
Councilwoman
Reynolds
Brown?
You
know
that
there
are
over
900,
Convention
and
visitor
bureaus
in
the
United
States
and
are
only
three
african-american
female
presidents.
That's
Philadelphia,
Alexandria,
Virginia
and
Newark,
however,
link
Julie
coca
grande
is
the
only
african-american
woman
president
in
a
large
metropolitan
city
and
the
largest
in
the
nation,
hard
work,
Thank
You,
Lynn
Julie.
Thank
you.
Thank
you.
Now.

Honorable

we
all
know
at
when
I

people
I
am

I
remind
them
that
I'm

of
Philadelphia,
from
the
Penn

and
from

We
have
Veronica

She
is
a
Councilwoman
and
Horsham

F
You
know
what
I'm
talking
about
Delaware

correspond
to
the
secretary
and
and
Dominique
we
mentioned
in
addition
to
that
with
the
School
District
of
Philadelphia
and
you've
seen
her
here
quite
often
she's,
usually
here
every
week,
and
anything
that
we
have
to
do
relative
to
the
School
District
of
Philadelphia
at
all
and
I
really
do
mean
it
all.
It
doesn't
matter
what
time
of
the
day
it
is.
We
call
my
sponsor
Evelyn
sample
Oates
give
her
a
round
of
applause.
Please.
F
F
Caroline
is
currently
the
vice
president
for

operations
at
GlaxoSmithKline,
where
she
has
amassed
over
25
years
of
management
and
leadership
experience
during
this
time
and
in
other
various
capacities
within

was

five
billion
dollars.

Caroline
is
a
graduate
of
Howard

and
now
I
know.
There
are
some
lawyer,
Olympics

who
are
watching
and
when
you
see
her,
are
you
somewhere
where
people
can
see
you
just
move
up
a
bit.
F
Someone
say
away
her
face,
looks
so
familiar
you're
right

Caroline

selected
by
the

If
you
could
now
just
move
a
little
closer
so
that
people
can
see
you.
F
And
and
my
colleague
Councilwoman
Blondell

Brown
reminds
me
that
the
apple
doesn't
fall
far
from
the

for
over
40

as
a
veteran

long
before
it
became

this,

was
on
the
front
line
of
the
battle
to
acquire
funding
for
what
was
then
called
the

movement.
But
now
we
call
it
the
push
for
after-school
programming
that
led
to
her
membership
in
the
Pennsylvania

youth
development
network.
Now,
there's
someone
here
who
is
also
saying:
I
am

I.
F
Know
that

Thank
thank
you
so

just
it
is
such
an
honor
and
a
privilege,
and
these
are
truly
some

women
and
they
truly
are
a
village
and
what
I

about
these
women
and
I

We
start

this
two

I'm
so
grateful,

these
women
it
is
a
requirement
that
we

48

P
I
know
some
of
you
looking
like
this
whole
lot
more
than
48
hours,
but
it
is
a
requirement
to
be
a
member.
You
cannot
just
write
it.
You
have
to
roll
up
your
sleeves
and
you
have
to
put
together
meals,
and
you
have
to
do
some
work
in
this
community
and
I'm
so
proud
and
I'm,
so
honored
and
I'm
so
humbled
to
have
this
recognition
for
our
beloved

it

just
an
honor

Turning
back
the
clock
to
the
1960s
eleven
members
living
in
Philip
in
the
Philadelphia
metropolitan
area
witnessed
and
lived
under
the
yoke
of
racial
discrimination
and
segregation
in
education,
housing
and
the
denial
of
economic
job
opportunities
in
response
across
this
nation,
african-americans
mobilized
into
self-advocacy
organizations
to
break
down
these
barriers
and
gain
equality
through
civil
rights.
It
was
that
it
was
us
into
this
environment
that
in
1961
Gertrud
Taylor
and
her
10
friends,
believing
that
there
was
strength
in
numbers,
sought
sponsorship
and
appealed
to
the
Philadelphia
links
for
a
charter.
M
Delaware
Valley's
membership
has
expanded
from
those
eleven
members
who
were
teachers,
social
workers
and
health
professionals
to
seventy
women
with
such
varied
careers
as
doctors,
dentists,
lawyers,
CEOs
CFOs
entrepreneurs,
politicians
and
even
elected
officials
I
bring
up
the
fact
that
within
this
body
we
had
two
members
from
that
hour,
sir,
have
served
in
our
chapter.
Of
course.
Just
previously
mentioned
the
Honorable
Marion
tasco,
who
I'm
sure
can
wave
her
hands
somewhere
and
I,
know
she's
looking
down
and
smiling
upon
us
a
link,
Augustus

honorable

Augustus

M
Our
past

have
included
such
distinguished
women
as
Judge

of
the

Please

Our
chapters.
History
has
been
replete
with
examples
of
ambitious
programming,
novel
projects
and
award
winning
initiatives.
Presently
the
climate
of
our
nation
has
created
an
emboldened,
the
rise
of
bigotry
and
racial
hostilities.
This
has
motivated
our
members
to
realize
that
our
efforts
must
proceed
with
greater
zeal
and
passion
to
ensure
justice
for
all
future
generations.
M
As
links,
we
are
prepared
to
pursue
our
mission
and
partner
with
members
of
the
Philadelphia,
City
Council
and
all
like-minded
individuals
and
organizations,
and
this
campaign
for
civility
fairness,
respect
and
equality.
Again,
thank
you
for
your
recognition
and
of
our
commitment
to
community

Would
all
members
of
the

please
just
raise
your

as
the

We
feel
a
certain
responsibility
and
bond
with
all
link
members
across
the
nation
and
now,
as
you
have
heard
across
the
ocean,
the
most
recent
chapter
or
one
of
the
most
recent
chapters
to
be
chartered
into
the
organization,
is
in
the
United
Kingdom
and
just
as
here
in
our
country,
the
women
there
are
dynamic,
they're
leaders
of
the
country
they
serve
in
government
as
well
as
in
business
and
all
all
occupations
that
you
have
heard
represented
within
our
group.
H
We
have,
as
all
links
have
done.
We
have
committed
to
doing
the
best
that
we
can
for
our
community
I'm,
a
native
Philadelphian,
so
I'm
very
much
aware
of
the
wonderful,
wonderful
things
that
are
part
of
our
city
and
I'm,
also
aware
of
some
of
the
challenges
that
the
city
faces,
and
so
we
try
to
be
sure
that
we
are
doing
all
that
we
can
to
continue
to
make
this.
What
I
feel
is
the
best
city
in
the
world
so
again,
thank
you
so
much
for
the
honor.

Reason
I've
introduced,
that
is
because
Stuart
Greenleaf
unbeknownst
to
many
people
in
Philadelphia
has
been
the
single
most
vigorous
champion
of
criminal
justice
reform
in
our
state
criminal
laws.
Our
state
laws,
Stuart
Greenleaf,
a
former
prosecutor,
has
introduced
20
bills
over
the
course
of
his
career
that
deal
with
criminal
justice
in
the
at
the
end
of

his

finally,
he
was
able
to
extend

newly
discovered
evidence
from
the
very
short
time
of
sixty
days
to

I

I.
Don't
think
there
should
be
any
time
limit
to
newly
discovered
evidence,
but
it
was.
It
only
got
out
of
the
state

by
one
vote
and
then
passed
the

C
You
councilman
before
reconsidering
these
resolutions
of

will
you
consider
public
comment
with
the
rules
as
follows?
Your
public
comment
must
concern
matters
on
the
second
reading
and
final
passage
calendar
for
possible
action
at
today's
council.
All
speakers
must
sign
up
in
order
to
testify.
If
you
have
not
already
signed
up
for
today's
session,
please
do
so
by
giving
your
name
to
the
Sargent
arms
at
the
table.
To
my
left,
you
will
be
called
in
the
order
in
which
your
name
appears
on
the
signup
sheet,
and
you
will
have
three
minutes
to
speak.
C
In
order
to
be
fair
to
all
those
wishing
to
speak,
we
will
hold
faithfully
to
the
three-minute
limit.
When
you
begin
speaking,
you
will
see
a
green
light
on
the
podium
when
there
are
30
seconds
remaining
to
your
time.
The
light
will
turn
yellow,
which
is
your
reminder
to
conclude
your
remarks.
Once
those
three
minutes
have
passed,
we
ask
that
you
yield
the
podium
to
the
next
speaker.
If
you
have
not
already
done
so,
I
would
ask
mr.
Decker
to
please
read
the
name
of
our
first
speaker,
Joe.
O
Cuarto
as
such
requires
immediate
action
remedy.
Every
week
this
council,
mayor
governor
and
others
transferred
private
property,
the
government
probably
illegally
as
we
celebrate
veterans.
Let
us
not
forget
in
1775
in
this
very
cradle
of
Liberty,
the
army
was
formed,
the
people
who
had
enough
of
their
views
of
government.
The
people
realized
that
their
god-given
rights
were
being
violated,
the
people's
property
was
being
stolen
and
unfair
taxes
were
being
levied
resolving
in
the
Declaration
of
Independence.
O
In
honor
of
these
first
veterans,
the
people
must
rededicate
ourselves
to
prosecute
any
in
government
that
violate
a
constitution
in
law
veterans,
give
their
last
measure
to
keep
the
people
free
and
protect
the
people
against
all
threats.
Foreign
and
domestic,
with
veterans
volunteer
to
serve
overseas.
Knowing
their
government
was
stealing
their
neighbors
home
Justice
Brandeis
predicted
crime
is
contagious.
If
the
government
becomes
a
lawbreaker,
it
breeds
contempt
for
the
law
and
invites
every
man
to
be
a
wall
unto
himself
invites
anarchy.
O
O
A
remedy.
A
just
government
must
obey
the
rule.
All
this
color.
All
government
must
have
its
charge
tried
to
govern
revoked
and
until
a
constitutionally
compliant
government
is
installed.
Public
servants
cannot
refuse
your
sworn
duty
that
any
more
than
that
firemen
can
refuse
to
fight
the
fire.
The
sovereign
people
require
oath
law
and
constitutions
be
enforced
in
jail,
was
required
for
all
who
violent
owed,
Constitution
or
law.
I
remind
Council,
takes
a
lot
of
cooperation
to
create
and
allow
monumental.

One
seven:

eight
five,

unfair

calls
for
certain
residential
evictions,
I'm
curious
and
concerned
as
to
win.
This
is
going
to
be
talked
about.
It's
been
on
the
docket
for
months,
people
are
being
evicted
every
day.
We
have
made
bills
out
of
the
blue
a
few
weeks
ago.
Today
there
are
people
in
Kensington
who
are
being
evicted
from
a
bridge
in
the
snow,
I
just
AM
concerned
and
confused.
When
are
we
gonna
talk
about?
This
is
a
very
important
issue
and
that's.
S
S
Standing,
my

I'm,
a
different
kind

I'm
in
support

the

What
I
want
to
share
with
Council
is
I
come
here
every
week
to
not
bash
council,
not
criticize
council,
not
condemn
council,
but
to
encourage
council
if
you
check
the
record
99%
of
the
time
I'm
encouraging
of
council
except
for
Bobby
Heenan
and
bill
greeni.
But
your
budget
is
a
reflection.
S
Your
priorities,
I
know
you've
got
heard
that
a
million
times
we
rely
on
you,
our
elected
council
people
to
be
our
voice.
We
really
don't
expect
a
bobby
heenan
to
be
the
voice
of
brown
people.
We
really
don't
expect
our
Totenberg
gonna
be
the
preset
voice
of
brown
people
and
black
people.
We
don't
expect
it,
but
we
do
expect
in
North
Philadelphia
for
Curtis
Jones
to
be
a
strong
voice
for
Browns
black
and
brown
people
in
North,
Philadelphia,
&,
West
Philadelphia.
We
expect
Kenyatta
Johnson
to
be
a
strong
voice
for
black
and
brown
people.
S
We're
going
to
as
Councilman
Jones
alluded
to
we're
gonna.
Look
to
you
guys
to
be
no
matter
what
bills
or
laws
will
get
passed
through
the
state
or
fans.
We're
gonna.
Look
to
you
guys
to
be
our
champions
and
our
voice
and
counsel
for
bills
and
resolutions,
and
and
provide
an
opportunity
for
black
and
brown
people.
S
Do
you
take,
for
example,
the
critical
issues
in
our
city
right
housing,
jobs
and
Public
Safety
every
day
that
I've
come
here,
and
you
guys
don't
address
one
of
those
three
to
me,
you're
kind
of
not
doing
you're
not
doing
we
expect
you
to
do
who
addresses
the
critical
issues
in
our
city?
It's
not
you!
It's
not
you
right!
You
take
the
homicide
rate
in
2017,
its
top
two
thousand
thirteen
fourteen
fifteen
sixteen
and
then
292.
The
homicide
rate
right
now
at
eighteen
will
top
that
deadly
year.
S
Who
addresses
that
you
have
the
ability
to
Council
to
solve
the
critical
issues
in
our
city.
All
you
gotta
do
is
make
up
your
mind
right.
All
you
got
to
do
is
decide
that
I
can,
as
a
body,
solve
the
critical
systemic
issues
that
face
our
city.
You
can
do
this
right.
It
just
takes
you
changing
your
mind
to
do
it.
S
You
can
change
this
city
by
just
changing
your
mind
and
change
your
attitude
about
doing
it
and,
if
you
say
yes
I'm
doing
that
and
how
how
you
take
that
the
twenty
million
dollars
that's
allocated
for
housing
just
take
that,
for
example,
20
million
a
year
one
hundred
million
dollars
over
the
next
five
years,
that's
less
than
a
half
of
a
penny
of
every
dollar
spent
on
our
budget.
So
how
can
you
say
to
me
that
that's
that's
that's
addressing
a
critical
issue
when
you've
only
allocated
a
half
of
a
penny
to
address
it.
S
If
you
got
a
problem
in
your
house,
you're
not
gonna
address
a
half
a
penny
of
every
dollar.
You
spend
to
address
it
the
so
this
is
what
we
call.
This
is
what
we
would
like
for
you
to
do
to
actually
put
your
money
where
your
mouth
is.
It's
not
a
criticism,
put
your
money
where
your
mouth
fit.
The
budget
is
being
contemplated
right
now
in
the
mayor's
budget.
We
call
askew
our
body
to
protect
us
and
make
sure
that
that
budget
is
reflective
of
the
priorities
of
the
people
that
you
represent.

able
to
expedite
because
they
have
to
take
it
in
the
order
filed.
E
They
don't
have
enough
manpower
to
look
at
these
petitions
in
a
timely
fashion.
What
I
have
tried
to
present
is
pardons
are
for
people
who
are
guilty
they're
guilty
and
they're
asking
for
a
party.
They
are
not
supposed
to
be
innocent
people
in
prison
and
therefore
there
is
no
avenue
for
evidence
of
innocence
to
be
considered
outside
of
this
pardon
process
or
a
filing
of
a
federal
habeas
corpus.
E
I
You
mr.
president,
I
want
to
simply
say
thank
you
to
the
members
of
this
body
for
supporting
the
resolution
honoring
the
election
of
shirley
Chisholm
as
our
country's
first
african-american
female
woman
with
last
week's
historic
midterm
elections.
It
is
imperative
to
look
back
at
all
of
the
sisters
whose
shoulders
are
we
stand
upon,
because
clearly
there
was
a
seismic
shift
on
November
6.
For
the
first
time,
women
are
going
to
be
more
than
represented
in
our
United
States
Congress.
I
If
she
would
here
would
be
delighted
to
know
that
Veronica,
Escobar
and
Sylvia
Garcia
will
be
the
first
two
Hispanic
Congress
women
going
there
from
Texas,
and
then
we
have
Alexandria
Ocasio
Cortez,
who
will
be
the
youngest
woman
elected
to
Congress
at
the
tender
age
of
29,
a
Jana
Presley
will
be
the
first
black
congresswoman
from
Massachusetts
she's
fabulous
Joanna
Hayes
will
be
the
first
black
congresswoman
from
Connecticut.
We
now
have
35
women
headed
to
the
freshman
class
of
Congress.
Last
Wednesday
morning
at
8:00
a.m.
I
my
daughter
called
me
from
a
Congress
in
a
conference
in
New
York
City
asking
me
a
variety
of
questions
about
the
election.
She
said
so
what
happened
in
Florida
and
what
really
happened
in
Georgia.
Does
she
get
a
recount
and
what
about
Texas?
My
reply
today
is
different
than
it
was
last
Wednesday
when
I
thought
we
lost
all
three
states
to
conservative
politicians
with
hateful
agendas
today.
My
reply
is
that
we
lost
Texas.
We
were
optimistic,
but
the
fight
continues
in
Florida
and
Georgia.
I
Voters
showed
up
and
showed
out
today
we
have
a
reason
for
optimism,
because
the
balance
of
power
is
back
and
play,
and
so
in
closing,
we
need
to
say
a
huge
thank
you
to
those
across
the
Commonwealth
who
showed
up,
particularly
here
in
Philadelphia,
where
we
had
a
51%
gubernatorial
general
election
turnout,
the
highest
it
has
been
since
1994,
where
we
only
beat
where
we
beat
that
by
one
percentage
point
a
huge
thank
you
to
fill
off
your
voters.
Mr.
president,
Thank.
I
You,
mr.
president,
I
certainly
agree
with
all
that
Councilwoman
blondie
Reynolds
Brown.
That
said,
I'd
also
like
to
note
that
councilman
Oh
has
done
an
excellent
job
and
fighting
for
this
young
man,
Eric
Riddick
I,
remember
when
he
was
born
and
I
commend
him
for
that,
and
as
well
as
Maria
for
talking
about
joanna
McClinton.
As
you
all
know,
she's
also
a
preacher
and
a
lawyer.
I
So
she
comes
well
qualified,
her
mother's,
a
preacher
too
and
well
committed
for
the
task
that
she
has
undertaken
and
we
congratulate
her
for
moving
up
already
as
she
is
in
the
State.
House
I
also
want
to
note
that
we
put
envelopes
on
each
desk
for
naca
neighborhood
assistance,
Corporation
of
America
naca,
and
we
gave
you
this
information
because
it
reminds
me,
mr.
president
of
a
trip
we
took
with
you
to
talk
about
help
for
homeowners.
I
I
K
President
I
just
have
a
few
comments.
Last
year
myself
as
a
chair
to
Councilman
disabilities
and
my
colleague,
councilman
Alton
Berger,
participated
in
the
Special
Olympics
Polar
Plunge,
that's
coming
up
again
this
year
on
November
30th
at
Drexel
University
at
1
o'clock
I
will
be
plunging
once
again.
I
hope.
Other
colleagues
will
join
me
in
the
Polar
Plunge
ice
for
the
great
cause.
I.
Last
year
we
had
the
Phillies
GM
Gabe
Kapler
this
year
the
sinew
Sixers
GM,
Elton
Brand
will
be
there
so
hopefully
you'll
be
able
to
participate
in
a
Polar.
K
Plunge
I
want
to
thank
my
colleague,
councilman
Rock
Blondell
Reynolds
Graham
for
her
resolution
today,
acknowledging
that
today,
Thursday
November
15th
is
American
recycles
day.
We've
had
briefings
in
this
body
and
talking
about
so
much
Allen
jiz
the
reference
to
plastic
and
the
issues
with
China
and
recycling.
We
have
a
major
issue
in
the
city
of
atopic,
currently
what
I
current
recycling
contract
and
will
be
that
happen.
That
could
have
a
major
impact
in
our
budget
process
going
to
next
year.
K
I
just
want
to
remind
those
who
are
listening
that,
as
you
recycle,
make
sure
your
products
are
empty,
clean
and
dry.
Also
I
want
to
say
to
my
colleague,
councilman
Chris,
Jones
I
will
not
be
able
to
participate
in
two
weeks
in
the
annual
benefit
activity.
Although
the
one
last
year
someone
shut
off
the
recount
process.
So
we'll
leave
that
at
that
and
then.
A
A
L
Thank
You
mr.
president,
I
just
wanted
to
remind
everyone,
council,
members
and
staff
that
up
in
room
576
after
session
today,
we
are
going
to
have
a
briefing
from
Phil
abundance
and
the
share
food
program.
A
few
moments
earlier,
councilman
Blondell,
Reynolds
brown,
talked
about
the
importance
of
voting.
L
So
I
think
that
this
is
a
briefing
that
we
all
need
to
attend
if
possible,
and
we
want
to
make
sure
that
we'll
be
able
to
get
the
information
on
what
is
going
to
be
happening
with
the
US
Department
of
Agriculture
in
the
next
month.
This
is
going
to
be
a
very
big
job
for
our
food
banks
and
they've,
never
seen
such
an
influx
of
food
like
this.
L
Before
there's
going
to
be
issues
around
storing
transporting
and
distributing
all
of
these
provisions-
and
it's
going
to
come
with
some
challenges,
so
we're
going
to
hear
about
their
plans
for
taking
this
on
and
so
that
moat,
so
many
people
can
take
advantage
of
the
surplus.
So
again
we
really
want
to
have
council
members
and
staff
attend
this
briefing,
it's
in
room
576.
Originally,
we
were
scheduled
to
be
in
the
caucus
room,
but
we've
had
a
minor
change
and
we
certainly
hope
folks
can
come
and
get
this
very,
very,
very
important
information,
Thank.
J
You,
council
president
I
just
want
to
take
this
opportunity
to
thank
my
colleagues,
a
new
council
president
and
your
support
of
the
amendment
to
the
fiscal
impact
statement,
including
job
growth
and
job
loss.
The
fiscal
future
of
the
city
is
one
of
our
most
important
challenges
and
as
a
council
body,
whorfin
tasked
with
making
challenging,
but
certainly
important,
financial
decisions
on
behalf
of
the
city
and
I
think
this
information
will
help
us
make
those
decisions.
J
Also
one
of
the
mentioned
that
this
week
we
all
heard
about
the
news
that
Amazon
selected
Arlington,
Virginia
and
Queens
New
York
I,
wanted
to
take
this
moment,
though,
to
thank
everyone
who
worked
on
this
proposal.
There
was
tremendous
cooperation
for
the
administration,
Commerce
Department
business,
community,
P
IDC,
the
Chamber
selects
Philadelphia
and
many
other
organizations,
including
many
universities
and
I,
think
we
saw
a
tremendous
collaborative
effort
which
was
great
for
the
city,
so
thank
you
to
all
them.
The
information
that
was
collected,
though,
must
be
used
to
help
our
city
grow.
J
Its
taxpaying
base
because
keep
in
mind
of
the
20
largest
companies
in
Philadelphia
only
four
pay
all
taxes.
Only
four:
in
the
last
ten
years,
Ashleigh
Philadelphia's
had
the
third
slowest
job
growth
rate
of
the
top
20
major
US
cities
and
their
two
major
taxes
that
hinder
this
growth.
The
income
portion
of
the
Bert
taxable,
the
net
income
and
the
city
wage
tax
companies
did
not
move
into
the
city.
J
Because
of
these
two
taxes,
they
don't
want
to
pay
that
in
income
portion
of
the
bert,
and
they
don't
want
to
have
to
give
their
employees
at
3.7
or
3.8
percent
increase
on
the
wage
tax.
That's
the
main
reason
why
they
don't
move
in.
It's
also
a
burden
on
those
that
are
here
to
expand,
so
we're
serious
about
not
being
the
third
slowest
job
growth
city
out
of
the
top
20.
We
need
to
take
steps
going
forward
to
address
both
of
these
taxes.
Thank
you,
Thank
You.
Mr.
president,.
B
Thank
You
council
president
on
Tuesday
November
20th.
We
will
be
hosting
the
Lincoln
Square
pop-up
and
job
fair.
This
is
a
development
project
that
I
worked
on
that
brought
in
Washington
in
my
district
and
the
companies
that
will
be
hiring
or
Petsmart
chip,
potay
target
and
sprouts
market.
We
will
be
doing
on-the-spot,
hiring
and
positions
will
be
extended
to
qualified
candidates.
That's
gonna
take
place
again
on
Tuesday
November
20th
at
the
Dixon
house,
located
at
1920
South
20th
Street
from
11:00
a.m.
to
2:00
p.m.
B
N
You,
mr.
president,
I
just
wanted
to
express
for
the
record
my
my
deep
sadness
about
the
fact
that
councilman
green
will
not
be
able
to
go
to
who
wore
it
best.
This
year
you
know
yeah
I,
so
look
forward
to
seeing
his
innovative
creative
ways
for
a
very
good
cause
of
redressing
people
that
are
returning
citizens
homeless,
people
that
are
born
to
job
interviews,
so
I
will
gladly
hold
the
title
for
you
for
another
year
and
the
anticipation
of
you
coming
back.
N
I
also
I'm
going
to
join
you
in
the
Polar
Plunge,
and
you
know
I'm
not
going
to
just
dunk
my
pinky
toe
I'm,
going
all
in
all
so
I
just
wanted
to.
Let
my
colleagues
know
the
United
black
block.
Captain's
association
is
having
their
senior
event
we're
in
Councilwoman
Blackwell's
district
over
at
Spectrum
Health
Center,
and
it
is
a
worthwhile
cause
to
to
attend.
They
even
have
their
own
theme
song,
which
I
will
not
attempt
to
sing
today,
but
it
we
thank
them
for
every
year
doing
something
worthwhile.
