C
Good
morning,
everyone
to
those
of
you
who
are
seated
in
the
chambers
and
to
those
of
you
who
are
watching
at
home.
It
is
a
distinct,
honor
and
privilege
for
this
City
Council
of
Philadelphia
to
honor
an
organization
whose
very
founding
is
in
tune
with
that
of
our
nation
and
that
it
has
great
roots
right
here
in
our
wonderful
city
of
Philadelphia.
C
Individuals
and
organizations
who
did
not
understand
the
very
structure
of
national,
african-american,
fraternal
and
sorority
organizations,
and
at
that
time
we
said.
Well
people
don't
understand
that,
although
we
have
these
national
organizations,
there
are
very
distinct
chapters
and
each
chapter
is
very
proud
of
its
work
so
on
today
it
is
an
honor
to
recognize
the
links,
incorporate
it
and
very
specifically
the
founding
Philadelphia
chapter,
the
Delaware
Valley
chapter
along
with
the
Penn
town
chapter.
Now
it
is
with
that
in
mind
and
I
have
a
list
of
people
who
I
have
to
recognize
and
I
know.
C
Morgan
Cephas.
Where
are
you
rep,
Morgan
Cephas?
Who
our
council
president
acknowledged?
Another
connection
to
the
city
is
Dominique.
Casimir
people
don't
know
that
Dominique
Casimir
and
our
public
property
has
one
of
the
most
challenging
positions
in
the
city
of
Philadelphia
behind
the
scenes
that
people
don't
know
about
and
we're
proud
of
you
Dominique
in
addition
to
that
DARS
star
Smith.
Where
are
you
link
dort
Smith,
Dhar
Smith,
who
is
the
chair
of
our
Civil
Service
Commission?
C
In
addition
to
that,
we
need
to
and
I
hope,
she's
stand-in
somewhere,
where
everyone
can
see
her,
because
she
should
be.
She
made
history
in
1983
when
her
husband
became
the
first
african-american
mayor
of
our
great
city,
but
we
all
know
that
beside
every
great
man
who
does
a
great
thing,
there's
a
very,
very
great
and
strong
woman,
where's
first
lady
Velma
good.
Thank
you
give
her
a
round
of
applause.
C
Please,
and
you
also
know
she
is
the
mother
of
Councilman
Wilson
good
next
I
want
to
acknowledge
a
lady
and
I
didn't
know
this
until
we
were
researching
this
and
in
the
end,
I'm
gonna
tell
you
why
this
is
important
to
acknowledge
that
is,

Julie.
Where
are
you
Julie?
Why
don't
you
just
come
up
front?
We
want,
because
someone
at
home
needs
to
see
you
there's
a
young
girl
at
home
who
needs
to
see
this

Julie

is
the
president
and
CEO
of
the
Philadelphia
Convention
and
Visitors
Bureau.
C
Now
then
prep
for
this
presentation,
I
wanted
to
know.
Well,
how
many
are
there,
like
you,
Julie
coca
in
the
nation,
Councilwoman
Reynolds
Brown?
You
know
that
there
are
over
900,
Convention
and
visitor
bureaus
in
the
United
States
and
are
only
three
african-american
female
presidents.
That's
Philadelphia,
Alexandria,
Virginia
and
Newark,
however,

the
only

Thank
You,

Thank

You
know
what
I'm
talking
about
Delaware

to
the

and
and
Dominique
we
mentioned
in
addition
to
that
with
the
School

of
Philadelphia
and
you've
seen
her
here
quite
often
she's,
usually
here
every
week,
and
anything
that
we
have
to
do
relative
to
the
School
District
of
Philadelphia
at
all
and
I
really
do
mean
it
all.
It
doesn't
matter
what
time
of
the
day
it
is.
We
call
my

in
other
various

attention
for
the
direct
and
indirect
contract

of
over
five
billion

Link
Caroline
is
a
graduate
of
Howard

and
now
I
know.
There
are
some
lawyer,
Olympics
fans
who
are
watching
and
when
you
see
her,
are
you
somewhere
where
people
can
see
you
just
move
up
a
bit.
C
Someone
say
away
her
face,
looks
so
familiar
you're
right
link,
Caroline
was
selected
by
the
GSK

That's

a
little
closer
so
that
people
can
see
you.

also
served
with
distinction
for
over
40
years
as
a
veteran
educator
and
administrator
in
both
public

higher

and
long
before
it
became
popular
and
I
wanted
to
note
this,
for
the
record
link
Linda
was
on
the
frontline
of
the
battle
to
acquire
funding
for
what
was
then
called
the
out-of-school

movement.
C
But
now
we
call
it
the
push
for
after-school
programming
that
led
to
her
membership
in
the
Pennsylvania
school
youth
development
network.
Now,
there's
someone
here
who
is
also
saying:
I

Know
that

About
two
weeks
ago
we
were
out
in

I
had
a
chance
to
speak
to
someone
young
women
who
came
from
the
hill
Freeman
world
Academy
school,
and
they
asked
a
question
that
you
don't
expect
to
traditionally
come
from
students,
and
that
is
how
do
you
do
your
job,
because
my
son

who

was
with
me?
How
did
you
do
your
job
and
be
a
mom?
C
Where

Where
are

you
don't

it.
Thank
you.
N
Thank
thank
you
so
much
just
it
is
such
an
honor
and
a
privilege,
and
these
are
truly
some
wonder
women
and
they
truly
are
a
village
and
what
I
love
about
these
women
and
I
just
can't
say
enough.
Thank
you
so
much.
Thank
you!
So
much
your

it's
charelle,
Parker,
because
you
made
all
this
happen.
We
start
over
this
two
years
ago,
so
I'm
so
grateful,
but
these
women
it
is
a
requirement
that
we
do
service
for
48
at
least
48
hours.
N
I
know
some
of
you
looking
like
what's
a
whole
lot
more
than
48
hours,
but
it
is
a
requirement
to
be
a
member.
You
cannot
just
write
it.
You
have
to
roll
up
your
sleeves
and
you
have
to
put
together
meals,
and
you
have
to
do
some
work
in
this
community
and
I'm
so
proud
and
I'm,
so
honored
and
I'm
so
humbled
to
have
this
recognition
for
our
beloved
links
incorporated
for
Penn
town,
and
it
is
just
an
honor
and
I.
Thank
you,

president.

in
our
chapter.
Of
course.
Just
previously
mentioned
the
Honorable
Marion
tasco,
who
I'm
sure
can
wave
her
hands
somewhere
and
I,
know
she's
looking
down
and
smiling
upon
us
a
link,
Augustus
Clark
honorable
link,
Augustus
Clark.
M
Our
past
presidents
have
included
such
distinguished
women
as
Judge
frico,
Frederika,
Messiah
Jackson,
the
Commons,
please
court
and
dr.
Angie
waiters
superintendent
of
the
William
Penn
School
District.
Our
chapters
history
has
been
replete
with
examples
of
ambitious
programming,
novel
projects
and
award
winning
initiatives.
Presently
the
climate
of
our
nation
has
created
an
emboldened,
the
rise
of
bigotry
and
racial
hostilities.
This
has
motivated
our
members
to
realize
that
our
efforts
must
proceed
with
greater
zeal
and
passion
to
ensure
justice
for
all
future
generations.
M
As
links,
we
are
prepared
to
pursue
our
mission
and
partner
with
members
of
the
Philadelphia,
City
Council
and
all
like-minded
individuals
and
organizations,
and
this
campaign
for
civility
fairness,
respect
and
equality.
Again,
thank
you
for
your
recognition
and
of
our
commitment
to
community
service
and
Delaware
Valley.
We
are
the
chapter
that
are
on
the
move.
E
Would
all
members
of
the
Philadelphia
chapter
please
just
raise
your
hand
as
the
founding
chapter.
We
feel
a
certain
responsibility
and
bond
with
all
link
members
across
the
nation
and
now,
as
you
have
heard
across
the
ocean,
the
most
recent
chapter
or
one
of
the
most
recent
chapters
to
be
chartered
into
the
organization,
is
in
the
United
Kingdom
and
just
as
here
in
our
country,
the
women
there
are
dynamic,
they're
leaders
of
the
country
they
serve
in
government
as
well
as
in
business
and
all
all
occupations
that
you
have
heard
represented
within
our
group.
E
We
have,
as
all
links
have
done.
We
have
committed
to
doing
the
best
that
we
can
for
our
community
I'm,
a
native
Philadelphian,
so
I'm
very
much
aware
of
the
wonderful,
wonderful
things
that
are
part
of
our
city
and
I'm,
also
aware
of
some
of
the
challenges
that
the
city
faces,
and
so
we
try
to
be
sure
that
we
are
doing
all
that
we
can
to
continue
to
make
this.
What
I
feel
is
the
best
city
in
the
world.
So
again,
thank
you
so
much
for
this
honor.
