struggles

digit
illiteracy
rate
among
those
16
and
older,
underscoring
the
importance
of
providing
children
with
early
opportunities.

a

for

the
African
American
children's
book
Fair
is
one
of
the
oldest
and
largest
single
date.
Events
for
African
American
children's
books
in
the
country,
with
an
average
annual
attendance
of
over
3,500
children,
caregivers
and
educators,
rich
or
poor,
no
one
leaves
empty-handed
as
the
books
themselves
are
priced
at
a
level
where
they
are
more
affordable
and
posters
and
book
markers
and
raffle
books
are
distributed,
free
of
charge
to
attendees

highlights
books

enlighten

empower
children
and
features
some
of
the
most
exciting
children's
authors

multicultural
literary

goal

merely

children

to

book
fair

believes

all
children
should

access
to

and
seeing
themselves

the

of
Philadelphia
to
the

of
sisterly
love
for
all

2020,
co-sponsored
by
the
entire
Women's
Caucus
of
the
Philadelphia
City
Council.

First
and
foremost,
this
is
a
recognition
of
the
100th
anniversary
of
the
ratification
of
the
19th
amendment,
granting
women
the
right
to
vote
more
on
that
in
a
moment.
This
resolution
also
comes
in
collaboration
with
visit
Philadelphia,
our
city's
tourism
and
marketing
organization,
led
by
Jeff
Murthy.
No
two
days
ago,
at
the
met
on
North
Broad
Street,
along
with
some
of
my
colleagues
Councilwoman
Cheryl
Parker
and
Councilman
Derrick
green
visit,
Billie
unveiled
a
campaign
called
the
city
of
sisterly
love,
complete
with
a
Philly
takeover
of
Times
Square
and
a
billboard
proclaiming
our
new
nickname.

It
was
incredible.
This
is
an
example
of
what
happens
when
city
leaders
in
different
sectors
communicate
collaborate
and
say
yes
and
councilman
Sanchez,
and
when
I
learned
of
the
marketing
campaign,
I
thought
I
loved
it
and,
let's
take
it
to
the
next
level.
A
mentor
of
mine
would
say
this
is
what
happens
when
you
invite
women
to
the
table,
but
back
to
the
19th
amendment.

Although
the
resolution
is
inspired
by
the
100th
anniversary
of
the
19th
amendment,
the
language
does
not
shy
away
from
acknowledging
that
the
19th
amendment
granted
women
the
right
to
vote
in
print,
but
not
in
practice.
A
vast
number
of
women
of
color
were
still
fully
disenfranchised
until
the
1965
Voting
Rights
Act,
a
fact
that
continues
to
elude
the
narrative
about
the
19th
amendment.

But
if
we're
going
to
have
a
full
candid
conversation
about
women's
rights,
the
Constitution,
our
nation's
history
and
our
future,
who
better
to
do
so
than
Philadelphia

need

millions

dollars

fabulous
lawsuit

will

nowhere.

tangible
for
our

streets

walk

neighborhood
in

city
with
no
gun

up

city
of
Philadelphia

waste
taxpayers.
Money
on
this
lawsuit
is
not
only
immoral,

unconstitutional.

city

would

wasting
tens

millions
taxpayer
dollars
on

lawsuit
bound
to
not
be
successful.

retroactive,
emotional,
arbitrary
act
of
creating
laws,
a
deterrent

problem
without
addressing
the
cause
is

problem
to
be
more

is

proven
to

more
detrimental
to
society

help

protect

we
sit

to
put
a
standing
committee

more

the

resolution
actually
states.
The
current
administration
is
proposing
that
the
that
the
administration
required
those
who
receive
disability
benefits
to
have
their
benefit
eligibility
reviewed
every
two
years.
This
resolution
urges
the
Council
of
Philadelphia
to
call
upon
the
administration
to
remove
that
requirement
and
to
ensure
that
those
who
have
suffered
extreme
hardship
to
prove
their
eligibility
should
not
have
to
do
so
on
a
repeated
basis.

requirement
will
remove
a
tremendous
number
of
people
here
in
the
city
of
Philadelphia,
from
the
rolls
we
estimate
at
least
13,000
children
could
remove,
could
be
denied
as
the
side
benefits
alone,
and
that
does
not
include

broader
adult
population.
So
for
clarity,
the
resolution
will
serve
as
the
city
of
Philadelphia
and
our
council's
public
comment
that
this
administration
should
not
continue
with
their
proposal
to
require
individuals
receiving
SSI
and
other
disability
benefits

prove

eligibility.

year
old
boy
was
shot
and
killed
during
a

treated
in
West,
Susquehanna
Avenue
in
North
Littlefield
and
the
latest
media
reports
say
that
the
father
had
been
home
with
a
four
year
old
victim
and
a
younger
child,
while
their
mother
was
at
work.
When
the
police
arrived
on
the
scene,
the
father
was
downstairs,
holding
the
younger
child,
who
was
found
upstairs
in
the
bedroom
unconscious
and
I'm
responsible.
The
murder
of
anyone
in
the
city
expecting
a
child
is
unacceptable.

presidents

presidents
from

cities

spring
2019

helped
kick

cities

the
country,
including
in
New
York
in
Chicago,
and
so
there,
in
recent
hours,
I'm
fortunate
to
get
elected
to
the
board
of
NASA
League
of
Cities,
so
Timothy

National
cities
will
be
across-the-hall

we'll
have
a
little
get-together
and
luncheon.

join

my
colleagues

have
personally
already
thank
publicly

wolf

mayor

called
a
bold
decision
to
put
forth

proposition

get
over
a
billion
dollars

physics
and
facilities
and
capital
money
to
all
districts
across
the
state
of
the
Commonwealth.
But
especially
given
the
needs
here
in
the
city
of
Philadelphia.

want

thank
the
Healthy
Schools
coalition,
the
PFT
s
work
and
in
this,
but
especially
the
parents
and
teachers
who
have
been
really
strong
advocates
for
fairness
and
equity
and
our
approach
to
this.
And
that's
why
I
continue
to
join
you
council,
president
and
others,
and
calling
that
the
district
standardize.
The
process
that
empowers
at
every
single
school
a
task
force
that
includes
its
stakeholders,
parents
and
teachers,
and
that
they
determine
the
scope
of
work
that
is
necessary
and
they
determine
when
they
feel
their
school
is
safe.

Councilman
Heenan
last
week
talked
about
the
issue
of
the
needing
third-party
validation.
When
we
can't
get
an
agreement
about
what
is
healthy
and
faith,
anything
anything
and
everything
to
make
people
trust
what
has
been
a
very
complicated
and
sometimes
not
still
transparent
process
where
people
do
not
trust
the
process,
and
we
have
to
do
whatever
is
necessary
for
parents
and
teachers
and
the
folks
who
work
at
the
schools
to
to
have
faith
in
in
a
process.

I
look
forward
to
in
my
new
role
as
chair
of
Education
in
enhancing
the
relationship
and
the
dialogue
between
the
school
board,
the
local
school
board
and
the
Education
Committee
and
obviously
City
Council.
In
the
conversation,
this
billion
dollars,
hopefully
leading
to
hundreds
of
millions
for
the
city
of
Philadelphia,
will
put
us
on
the
right
course,
and
hopefully,
a
plan
for
how
we
deal
with
build
buildings,
and
then
I
want
to
reach
that.
So
they
we
can
get
back
to
the
conversation
of
what
the
school
district
should
be
doing,
which
is
educating
our
children.

that

we
need

talk
about
the
minimal
incremental
increases
that
we

academic
improvement

get
back

business
of
funding
our
schools,
so
that
we
can
invest
in
the
people
in
the
buildings
so
that

better
academic
outcomes

our
children.

will
challenge
everyone.

be
a
much
more
difficult
conversation
than
whether
a
building
is
clean
or
not.

all
at

trying
to
do
your
best
to
make
our
city
see

that
it
is
not
