B
Thank
you.
Thank
you.
So,
much
and
good
morning
we're
going
to
get
started,
we'll
start
out
with
a
little
bit
of
housekeeping.
I
understand
that
the
state
law
currently
requires
that
the
following
announcement
be
made
at
the
beginning
of
every
remote
council
session.
Due
to
the
current
public
health
emergency
city
council
is
currently
meeting
remotely.
B
We
are
using
microsoft's
teams
to
make
this
remote
meeting
possible
instructions
for
how
the
public

the
meeting

I
now
note
that
the
hour
has
come.

K
Colleagues,
good
morning,
council
president,
I
am
president
I
am
present.

B
B
B
Good
morning,
everyone
we
have
established
our
quorum.
We
will
now
come
to
order
to
give
our
invocation.
This
morning,
the
chair
recognizes
the
reverend
trisha
neal
of
st
john's
feast
of
justice.
She
is
here
today
as
the
guest
of
councilman
heenan.
I
would
ask
all
members
and
guests
to
please
bow
your
head
for
the
invocation.
O
Good
morning,
council
president
clark
and
all
council
women
and
men,
and
thank
you,
councilman
henan,
for
this
invitation.
During
this
year,
our
eyes
were
opened
in
my
organization
at
feast
of
justice.
We
saw
how
widespread
the
effects
of
a
pandemic
could
be.
We
saw
thousands
of
people
who
had
been
hanging
on
by
a
thread
but
were
no
longer
able
to
do
so
on
their
own
as
they
waited
in
lines
around
the
block
for
food,
but
we
saw
individuals
who
would
volunteer
putting
themselves
at
risk
by
working
on
the
front
lines
to
serve
their
neighbor.
O
We
saw
how
racism
and
structural
inequalities
could
continue
to
divide
us
even
further,
but
we
saw
community
organizations
put
aside
differences
and
innovate
together
to
do
amazing
things.
We
saw
how
desperation
could
lead
to
violent
behavior
and
how
isolation
affected
mental
health,
but
we
saw
adaptability
and
flexibility
like
we
never
could
have
imagined
possible.

of
goodness,
is
the

B
You
know
what
councilman
sorry
councilman
johnson
did
you
want
to
be
recognized.
The
reading
of
that.
I'm
sorry
yes
hold
up.
Mr
decker
councilman
johnson
wanted
to
be
recognized
for
the
introduction
of
that
resolution.
Oh
councilman
johnson.
E
Well,
thank
you,
council,
president
and
I'll,
be
brief,
just
one
just
taking
a
moment
of
silence
for
our
good
friend,
charlie
bernard.
E
If
you've
been
around
the
political
process,
you
will
know
that
if
you
interacted
with
democratic
city
committee,
he
was
a
genuine
outgoing
and
caring
spirit
and,
most
importantly,
he
I
call
him
a
gentle
giant,
because
he
has
consistently
made
sure
that
as
public
officials
in
the
party
that
we
were
moving
in
the
direction
of
making
sure
that
we
were
taking
care
of
things
that
we
need
to
get
done.
E
Especially
if
you
were
a
warrant
leader
right,
then
we
would
just
give
you
a
call
to
talk
gently
to
you
about
what
needed
to
be
done
in
terms
of
us
just
moving
our
party
forward,
so
he
would
definitely
be
missed.
Definitely
is
a
good
spirit
in
his
ass.
We
can
just
take
a
moment
just
honoring
his
life,
for
dedicating
his
life
around
the
issue
of
public
service.
E
Thank
you
and
council
president,
so
my
next
resolution
deals
with
the
matter
at
hand
that
all
of
us
have
been
aggressively
addressing.
All
of
us
are
extremely
concerned
about.
That's
the
issue
of
gun
violence
here
in
the
city
of
philadelphia,
but
and
we
all
take
a
look
at
what's
taking
place
across
the
country,
we
are
seeing
significant
levels
of
symptoms,
gun
violence,
taking
the
lives
of
our
young
people.
E
Most
recently,
the
city
of
philadelphia
has
recently
surpassed
500
homicides
for
the
year
2020,
because
a
person
who
was
shot
last
year
officially
died
this
year,
and
so
we
have
surpassed
that
number,
and
all
of
you
already
know
that
we
still
in
the
path
that
we're
on
right
now
we're
going
to
surpass
that
number
this
year,
but
my
resolution
that
deals
with
the
issue
around
social
media
right.
E
E
You
know
that
the
majority
of
these
shootings
are
a
result
of
social
media
beasts
and
so
we're
just
calling
on
social
media
platforms
such
as
instagram
such
as
facebook
such
as
twitter,
that
they
need
to
monitor
and,
most
importantly,
do
not
allow
young
people
when
they're
putting
guns
inside
their
social
media
posts.
I
know
some
of
you
may
or
may
not
know
another
part
of
of
how
young
people
promote
social
media.
Most
social
media
beasts
is
that
they
post
a
homicide.
E
They
post
the
shootings
right.
I've
talked
to
mothers
who
have
had
video
videos
of
their
sons
on
the
ground
after
murder,
after
homicide
right
and
so
I've
seen
people
get
banned
on
social
media
for
less
I've,
seen
people
on
instagram
being
banned
for
24-48
hours
just
because
they
express
an
opinion
that
may
not
be
proper
to
everyone
else,
but
it's
just
an
opinion
and
it's
not
incentive.
It's
not
incinerate.
E
It's
not
disrespectful,
it's
just
their
opinion,
and
so
we
we
have
to
make
sure
in
this
particular
sensitive
environment
right,
because
so
many
of
our
young
people
live
and
express
themselves
on
social
media
that
they
have
a
responsibility
to
make
sure
that
they're
not
promoting
violence
and
particularly
because
it's
happening
in
black
and
brown
communities
in
particular.
Right
and
there's.
No,
no
sin.
I'm
not
even
talking
about
censorship.
E
I'm
just
talking
about
responsible
monitoring,
just
to
make
sure
that
we
get
a
handle
on
this
level
of
social
media
beasts,
as
as
relates
to
the
issue
of
gun,
violence
that
we're
going
to
focus
on
making
sure
that
they're
held
accountable
and
my
staff
will
be
working
towards
reaching
out
to
all
the
companies
to
see
what
they're
going
to
do
to
be
responsible
to
help
us
address
this
issue,
because
at
the
end
of
the
day,
it's
a
part
of
the
culture
that
our
young
people
follow,
and
we
want
to
make
sure
that
it's
not
used
as
a
platform
to
to
to
incinerate
further
gun
violence.
E
Not
only
just
here
in
the
city
of
philadelphia.
But
I
would
just
also
say
just
across
urban
america
just
in
general,
and
so
thank
you
very
much
council
president.
B
Councilman,
thank
you.
They
banned
president
of
the
united
states
for
some
of
his
incendiary
remarks,
so
I
don't
know
why
they
can't
do
something
about
that.
Absolutely
council
press
absolutely
appreciate
you
for
bringing
that
bringing
that
up
for
the
record.
Councilwoman
brooks
is
present
this.
Let
the
record
reflect
that.
D
Yes,
mr
president,
councilwoman
calena
sanchez
offers
two
resolutions.
Instead
of
the
resolution
authorizing
the
philippine
land
bank
to
dispose
of
2001
north
oreana
street,
located
in
the
seventh
councilmanic
district
next
week's
calendar,
and
also
a
resolution
recognizing
and
honoring
the
philippian
children's
alliance
and
the
philadelphia
department
of
human
services
for
their
collaborative
commitment
to
bring
healing
and
justice
to
victims
of
child
sexual
abuse
in
philadelphia
and
declaring
april
2021
to
be
child
abuse
prevention
month
in
the
city
of
philadelphia.
D
Further
committee
councilman
dom
offers
one
resolution
entitled
a
resolution
authorizing
the
committee
on
fiscal
stability
and
intergovernmental
cooperation
to
hold
a
hearing
examining
the
use
and
impact
of
the
stimulus
dollars
allocated
for
philadelphia
under
president
biden's.
American
rescue
plan
act.
H
Thank
you,
council
president
I'd
like
to
just
speak
briefly
regarding
this
resolution
and
its
importance
at
this
moment
in
time.
It's
just
about
a
year
ago,
since
this
pandemic
hit.
Actually
two
weeks
ago,
the
president
of
the
united
states
officially
enacted
a
1.9
trillion
dollar
stimulus
package
named
the
american
rescue
plan.
H
H
The
federal
dollars
provided
in
the
american
rescue
plan
act
will
arrive
in
philadelphia
incrementally
with
the
first
half
being
dispersed
before
the
end
of
this
year's
fiscal
year.
2021
and
the
second
half
arriving
approximately
12
months
later,
which
can
be
used
for
the
city's
five-year
financial
plan.
H
This
is
a
big
opportunity
for
philadelphia
and
conversations
need
to
start
now.
So
I
look
forward
to
this
hearing,
I
hope
to
have
the
support
of
this
body
today.
I
want
to
thank
my
co-sponsors
council
members,
gilmore
richardson,
quinoa
sanchez,
parker
jones,
green
bass
and
brooks
I
encourage
everyone
to
put
forward
their
best
ideas
and
I'm
happy
to
work
with
any
of
you
on
generating
some
new
and
bolder
ideas
for
the
city
of
philadelphia.

However,
we

please

be
muted

the

B
Please
be
aware
that
the
public

is
being

so
because
the

So
by

I
will

ask
mr

to
please
read
the
first
name
on
the
list
for
our
public
comment
today.
D
I
Good
morning,
the
honorable
city
council-
and
we
are
completely
supportive
of
councilwoman
gas's
bill210239,
my
name
is
bonnie.
Graham,
I
am
the
executive
director
representing
the
executive
director,
get
your
rear
and
gear
philadelphia
because
march
is
national
colon
cancer
awareness
month
and
maria
grasso.
Who
is
the
creator
and
founder
of
this
organization?
I
This
event
was
created
in
2009
and
since
then,
maria
grazo
has
raised
three
million
dollars
plus
to
raise
awareness
and
give
funds
for
education,
awareness
and
research.
All
funds
raised
in
philadelphia
stay
in
philadelphia.
We
are
an
amazing
city
with
so
many
medical
assets,
including
four
nci
designated
cancer
institutes
and
our
partners,
like
the
thomas,
jefferson,
university
hospital
and
kimmel
cancer
center
penn
abramson
cancer
center
fox
chase
cancer
center
and
more
in
the
amazing
fairmount
park.
Who
allowed
this
event
and
of
course,
it's
been
cancelled
since
the
pandemic.
I
C
Council
president
clark
and
other
members
of
council,
I'm
speaking
regarding
a
bill,
a
resolution
that
calls
for
a
city-wide
theme
for
violence
in
the
city
to
combat
violence
in
the
city
of
philadelphia
that
we
have,
as
everyone
knows,
everybody's
trying
to
live
these
days
from
the
pandemic
to
the
shootings
in
the
city
of
philadelphia.
C
C
C
Good
morning,
thank
you,
councilman
parker,
for
introducing
his
resolution.
Emma
chappelle
and
I
go
back
back
to
the
70s
organizing
we
worked
together
and
on
push.
C
She
was
a
a
key
member
of
the
organization
as
well
as
I
push
is
a
national
organization.
We
started
by
reverend
jesse
jackson
and
it
was
a
local
chat
chapter
in
the
city
of
philadelphia,
which
we
were
both
very
active
in,
but
also,
let
me
just
say
just
quickly.
It's
interesting.
I
was
trying
to
think
about
my
remarks
today,
but
I
thought
about
this
morning
that
this
is
women's
history
month
and
emma
was
the
pediment
of
a
woman
who
overcame
all
kinds
of
obstacles.
C
So
it's
interesting
that
she
unfortunately
passed
this
month
under
women's
history
month,
but
she
is
the
woman
that
I
think
that
all
young
girls
and
all
young,
ladies
should
should
should
put
as
their
image
that
they
want
to
be
like
emma,
as
everyone
know,
was
the
founder
of
the
first
black
bank
in
the
city
of
philadelphia,
which
was
probably
the
one
of
the
major
achievements
of
anybody
could
could
have
done.
So
I
am
so
proud
that
I
knew
emma
and
I
pray
that
allah
blesses
her.
Thank
you.
D
It
the
next
speaker,
is
joanne
bell
commenting
on
the
resolution.
Honoring
the
life
of
emma
chappelle.
G
Morning,
good
morning
my
name
is
joanne
bell,
I'm
the
co-convener
of
black
women's
leadership
council
and
I'm
speaking
on
the
the
resolution
for
the
life
and
the
legacy
of
emma
chavel.
Thank
you,
councilwoman,
parker
and
council
president
emma
chappelle
was
a
treasure
to
this
city
and
to
all
of
the
members
of
city
council.
She
cared
about
each
and
every
one
of
you.
As
you
know,
before
the
pandemic,
she
would
come
and
take
her
seat
in
council
and
she
had
lots
and
lots
of
commentary.
G
So
after
it
was
over
emma-
and
I
share
we
broadcast
every
week
on
wrd
and
we
would
have
comments
and
we
and
the
comments
were
out
of
love
because
she
wanted
this
city
to
be
a
better
city
and
she
did
everything
that
she
could
to
make
sure
that
it
would
be,
unfortunately,
sometimes
in
the
city
of
philadelphia
doesn't
always
recognize
the
treasures
that
they
have
and
until
they
pass
emma
was
well
known
around
the
world,
and
I
went
places
and
traveled
with
emma
and
I'm
not
gonna
belabor
this.
G
D
L
L
L
Emma
was
most
glaring
model
as
a
grandmother.
Her
unending
love
and
care,
and
building
on
her
grandson
made
her
equipment
of
what
nana
granny,
big,
mama
or
best
mom
ought
to
be
many
emulated,
no
pun
intended
for
their
own
grandchildren.
How
emma
treated,
troy,
emma's
soul
is
gone,
but
her
legacy
is
still
here.
I
asked
council
to
adopt
this
resolution
in
recognition
of
emma
chappelle,
a
global
citizen
and
local
champion.
B
Good
morning
state
your
name
for
the
record.
Please
proceed
with
your
testimony.
I
G
G
Many
will
speak
today
about
emma's
accomplishments
and
many
of
us
know
how
accomplished
she
has
been
throughout
the
years,
but
I
always
go
back
to
emma
the
friend,
our
sisterhood,
of
laughter,
lots
of
hard
work
and
great
exchanges
about
solving
problems
and
assignments
to
accomplish
tasks
and
get
the
job
done.
Emma
passionately
invested
her
all
for
equality
justice
and
to
make
life
better
economically,
socially
and
politically.
G
She
was
a
friend
to
african
americans,
the
business
community,
women
children
to
all
of
us,
this
city
and
nation,
and
we
benefited
without
giving
credence
through
any
movement
or
feminist
campaign.
Emma
chappelle
broke
feelings.
Her
powerful
voice
was
heard
above
others
commanding
change,
though,
that
voice
is
now
silent.
The
work
will
continue
through
the
black
women's
leadership
council,
on
which
we
served
in
one
of
the
institutions
she
co-founded.
G
We
will
continue
to
champion
the
causes
for
which
she
lives
and
the
legacy
she
leaves.
We
look
forward
to
the
next
generation
of
young
women
who
seek
the
wisdom,
knowledge
and
courage
of
their
ancestors
women
who
have
been
coached
mentored
and
supported
by
our
shero
emma
chappelle.
She
stayed
the
course
her
job
was
well
done.
L
Got
a
beep,
I'm
sorry,
this
is
george
burrell,
I'm
also
speaking
on
the
resolution.
Honoring
the
life
and
legacy
of
emma
chappelle
council
president
clark
good
morning.
Thank
you
to
councilwoman
parker
for
this
resolution,
and
it
is
an
honor
to
speak
with
respect
to
emma
chappelle,
who
is
a
great
role
model,
and
my
greatest
recollection
of
her
is
that
we
were
not
always
allies,
but
we
were
always
friends
emma
understood
the
difference
between
issues
and
relationships.
L
L
When
you
listen
to
them
week
in
and
week
out,
talk
about
the
tough
issues,
she
was
perfectly
comfortable
to
let
joanne
be
the
voice
and
to
be
the
person
but
to
make
sure
that
she
made
the
points
that
were
relevant
to
be
made.
She
is
a
great
role
model
that
I
think
all
of
us
who
have
been
in
leadership
and
those
in
leadership
for
the
future
can
learn
from
and
follow.
L
B
Good
morning,
just
state
your
name
for
the
record,
see
with
your
testimony.
Please.
G
L
L
My
cousin
died
of
an
overdose
in
june,
been
doing
this
for
several
years.
Just
because
we
want
to
live
this
life
is
hard
and
I
would
like
to
live.
I
like
to
have
my
friends
live
as
well.
I
knew
that
I
couldn't
go
into
treatment
until
I
was
ready
I,
but
and
without
safe
spaces,
without
people
being
around
to
help
a
person.
I
ended
up
contracting
hiv
as
well
as
I
know
that
happens
to
other
people
so,
and
I
was
one
of
the
encampment
organizers
over
the
summer.
L
I
knew
that
treatment
was
available,
but
people
would
not
go
into
treatment
when
they
knew
that
they
would
be
kicked
out.
The
treatment
system
is
not
meant
for
people
that
are
currently
using
or
were
even
thinking
about
using.
We
had
overdoses
there,
but
we
were
able
to
revise
them.
Generally.
We've
averaged
about
a
thousand
deaths
a
year.
Over
the
last
five
years,
that's
a
lot
of
people.
Now
the
number
of
black
and
latinx
people
is
actually
increasing,
while
the
amounts
that
die
are
increasing,
while
the
amount
of
white
people
dying
is
decreasing.
L
So
we
know
that
this
is
a
racial
justice
issue,
so
I
support
the
same
injection
site
pilot
integrated
into
existing
facilities
to
pilot
it
in
center
city,
not
out
in
the
neighborhoods,
where
we
know
that
there
are
could
be
possible
issues
and
constant
and
possible
segregation
and
kind
of
amassing
of
of
some
of
the
problems
that
already
exist
there,
especially
with
the
gun,
violence
issues.
So
I
really
want
to
put
an
integrated
system
inside
of
center
city,
not
in
kensington.
So
thank
you
for
your
time.
D
B
B

state
your
name
for

B
I
Thank
you.
My
name

and
I
am
a
member
of
black
women's
leadership
council
and
I
am
here
to
testify
this
morning
on
the
life
and
legacy
of
dr
emma
chappelle,
dr
emma
chappelle
had
a
wonderful
sense
of
humor
and
she
saw
the
humor
in
the
good
and
bad
situations
that
arose.
She
taught
me
not
to
take
life
too
seriously,
but
to
be
serious
about
my
work
for
and
in
the
community.
I
I
I
She
honed
those
skills
throughout
60
years
of
work
and
care
for
her
beloved
philadelphia
community
may
her
good
work
speak
for
themselves
and
the
legacy
of
her
life
of
service
live
on
in
the
minds
and
hearts
of
philadelphia
throughout
the
city,
my
condolences
to
the
chappelle
family.
Thank
you
very
much.
B
Thank
you.
Thank
you
so
much
for
your
testimony.
We
appreciate
it
and
that
now
concludes
our
public
comment
session
and
we
will
now
consider
the
bills
and
resolutions
on
the
second

Mr

could
you

Our

to

I'm
proud
today
to
honor
these
three
visionaries
committed
to
making
philadelphia
a
better,
more
accessible,
more
dynamic
place
to
live.
We
need
people
like
them
to
help
us
envision
a
better
future
and
build
a
city
where
all
people
have
access
to

it
has
been
moving
properly.

those

that
resolution

D
B
F
I
just
wanted
to
note
for
the
record
that
members
of
the
viewing
public
will
remember
that
last
week
this
legislative
body
took
a
formal
moment
of
silence
led
by
our
colleague
council
member
johnson,
supported
by
all
members
of
this
body
and
and
many
folks
made
comments.
You
know
referencing
some
of
their
greatest
memories
of
the
late
great
doctor
emma
chappelle.
So
what
we
are
doing
today
is
simply
codifying
the
sentiments
that
were
expressed
by
members
of
this
body
last
week.
F
I
also
want
to
note
for
the
record
of
mr
president
that
there
were
I
mean
when
you
live
a
life
like
dr
emma
chappelle.
There
were,
probably
you
know,
50
people
who
wanted
to
sign
up
and
speak
today
during
public
comment,
but
I
thank
you
all
so
very
much
for
paying
attention
to
and
adhering
to
the
rules
governing
our
body
during
covet.
Since
we've
been
in
this
remote
environment,
I
want
to
say
to
joann
bell
to
reader
and
to
ronda.
F
Thank
you
all
for
forwarding
us
the
names
and
the
contact
information
for
all
of
the
people
who
did
publicly
testify
today.
I
want
to
say
to
pam
rich
wheeler
to
dr
lorena
marshall,
blake,
to
charlene
collins
and
many
others
again
who
wanted
to
testify
today,
but
those
eight
slots,
the
black
women's
leadership
council
had
already
given
us
those
names.
Thank
you
so
very
much
now,
mr
president
and
and
council
woman,
gilmore
richardson
and
councilmember
green.
F
I
want
you
to
know
that
you
know
we
couldn't
even
get
off
of
council.
Last
week
before
I
had
aka's
texting
me
saying
you
forgot
to
say
that
dr
emma
chappelle
was
a
member
of
alpha
kappa
alpha,
sorority
incorporated
so
today,
stephanie
morris
sends
me
a
text
saying,
isn't
it
wonderful
council
is
acknowledging
two
akas
today
councilwoman
gilmore
richardson
with
kamala
harris,
and
you
all
celebrating
the
life
of
dr
emma
chappelle,
so
stephanie
I
won't.
I
won't
hold
that
against
him.
F
I'll
still
love
him,
no
matter
what
I
want
you
to
know,
but
emma
chappelle
and
hailing
from
the
mighty
mighty
omega
omega
chapter
of
alpha
kappa,
alpha,
sorority
incorporated
and
their
former
president
and
our
sister,
dr
lorena
marshall,
blake
and
charlene
collins.
You
know
we
have
a
great
deal
of
admiration
and
respect
for
the
work
that
you
do.
In
addition,
mr
president,
one
of
the
speakers-
and
I
think
it
was
wayne-
was
the
one
today
who
talked
about
emma
being
a
grandmother,
a
doting
grandmother.
F
We
send
our
sincere
condolences
and
sympathies
to
the
family,
but
I
also
appreciate
them
acknowledging
how
important
that
role
was
to
her
and
and
for
barbara
chavu
barbara.
We
heard
you
loud
and
clear.
She
liked
to
have
fun,
and
it's
with
that
spirit
of
mind,
and
I
want
you
all
to
know
we
will
not
be
in
covet
forever.
We
are
going
to
have
our
intergenerational
party
for
the
people
and
when
we
come
troy
her
grandson,
councilman
jones.
F
If
there
was
anything
she
loved
to
see
she
loved
to
see
me
on
the
dance
floor,
dancing
with
her
grandson,
troy
and
so
troy.
You
owe
me
a
dance
in
honor
of
your
grandmother,
and
it's
with
that
being
said,
mr
president,
that
I
remind
everyone
that
she
will
be
funeralized
this
saturday
march
27th
at
triumph
baptist
church.
F
F
Tracy.Carter.982.,
I've
also
gotten
a
ton
of
calls
from
people
saying
we
want
to
make
a
contribution
to
support
the
life
and
legacy
of
emma
chappelle
for
those
who
are
interested
in
doing
so,
please
feel
free
to
contact
the
urban
affairs
coalition,
where
all
donations
are
being
received
to
joanne
and
rita.
We
know
that
you're
going
to
keep
on
keeping
on
her
legacy
and
through
the
work
of
the
black
women's
leadership
council
and
all
of
the
members
I
move
for
the
adoption
of
the
resolution.
Mr
president,
second,
second,
it's.
B
D
B
Thank
you
very
much,
mr
decker.
That
concludes
our
calendar.
For
the
day,
we
will
move
into
our
speeches
prior
to
recognizing
members
regarding
speeches
now.
This
will
note
for
the
record
at
this
time
that
we
will
use
the
chat
feature
available
in
microsoft's
team
to
allow
members
to
signify
that
they
wish
to
be
recognized
in
order
to
comply
with
the
sunshine
act.
The
chat
feature
must
only
be
used
for
this
particular
purpose.
With
that
said,
speeches
on
behalf
of
the
minority
chair,
recognized
as
councilwoman
brooks.
K
First,
I
want
to
echo
enough
echo
my
colleagues
have
said
and
what
the
members
of
the
public
have
expressed
so
beautiful
and
honoring
the
legacy
and
life
of
emma
chappelle,
and
I
know
that
her
com,
her
memory,
will
continue
to
inspire
his
council
body
and
constituents
across
the
city
to
give
back
to
their
communities
and
lead
with
kindness
and
humility.
K
Curse
of
control
can
look
like
a
number
of
things.
It
means
isolating
the
other
person
from
friends
and
family,
depriving
the
other
person
from
the
basic
needs
and
controlling
the
others.
Movements,
communications,
daily,
behaviors
finances
access
to
services,
or
it
can
look
like
manipulate,
manipulating
the
other
person
by
force,
a
threat
of
force
or
intimidation,
including
threats
based
on
immigration
status.
K
I
I
decided
to
do
this
legislation
in
honor
of
my
cousin,
tiana
thomas,
who
was
a
victim
of
domestic
violence
and
was
afraid
to
speak
out.
But
what
I
do
remember
is
her
having
a
conversation
with
another
member
of
my
family
and
my
cousin
ran
into
her
on
the
subway
and
she
had
a
black
eye
and
what
she
told
the
other
member
of
my
family
is
that
I
know
you're
going
through
the
same
thing
that
I'm
going
through
and
to
get
out.
K
J
Thank
you
very
much,
council
president.
I
first
let
me
also
extend
my
condolences
to
the
family
and
loved
ones
of
dr
emma
chappelle.
I
very
much
enjoyed
my
conversations
and
relationship
with
her.
She
was,
of
course,
the
founder
of
first
united
bank,
the
first
african-american
bank
here
in
philadelphia.
J
I
served
on
the
board
of
first
commercial
bank,
which
was
the
first
asian-american
bank
in
philadelphia,
and
so
we
had
interesting
and
very
positive
conversations
throughout
the
years,
but
but
I
wanted
to
just
thank
two
graduates
of
our
public
school
system,
david
henderson,
a
graduate
roxborough
high
school
and
rj
loladi,
who
is
a
graduate
of
central
high
school
both
of
stronghold
group
that
is
a
veteran
founded
and
owned
company
for
their
tremendous
contribution.
J
Yesterday
to
the
philadelphia
school
district,
they
gave
500
000
free,
ply,
masks,
3,
000,
isolation,
gowns
and
300
touchless
thermometers
to
the
school
district.
It
could
not
come
at
a
better
time,
as
kids
are
returning
to
school,
and
so
I
just
wanted
to
thank
them
for
their
contribution,
and
so
many
others
in
our
city
who
are
thinking
about
the
kids,
about
the
students
about
their
future,
and
we
know
how
important
education
is
to
addressing
all
the
issues
that
we
face
in
the
city.
Thank
you,
council
president.
B
Thank
you,
councilman
speeches
on
behalf
of
the
majority
chair,
recognized
councilman
green.
Thank
you,
council
president.
I
want
to
thank
council
majority
councilman
parker
for
her
resolution.
P
I'm
also
reflecting
on
the
minister
that
councilman
keenan
brought
to
council
today
and
one
of
the
statements
she
said
kind
of
struck
me.
It
says,
speak
up
for
those
who
cannot
be
spoken
up
for.
I
think
that
echoes
the
work
that
our
colleague
councilmember
brooks
has
taken
on
in
reference
to
her
legislation
was
introduced
today.
I
want
to
thank
her
for
sharing
that
very
personal
story
and
her
speaking
up
for
her
loved
one
who's
no
longer
with
us,
but
allowing
us
to
speak
up
for
those
who
can't
speak
up
for
themselves.
P
P
Many
of
us
have
known
her
for
some
time
for
her
advocacy
not
only
rapidly
special
education
in
the
school
district,
but
also
in
the
autism
community.
In
reference
to
the
work
she's
done
with
her
son,
there
was
an
article
in
this
week's
inquirer
about
her
challenges
in
getting
vaccinated
as
a
caregiver
for
her
son.
P
And
what
troubles
me
is
that
this
issue
I
started
hearing
this
concern,
I'm
back
in
december
when
the
city
was
starting
to
first
get
vaccinations
and
you
know
advocates
like
annapurng
and
others.
P
There
raised
a
concern
about
going
to
the
convention
center,
which
is
a
large
space
and
the
challenges
and
concerns
for
those
who
are
both
caregivers,
as
well
as
those
on
the
autism
spectrum
or
having
other
type
of
physical
or
non-physical
differences,
the
ability
to
receive
a
vaccine,
I'm
not
going
to
rehash
all
the
challenges
we
had
last
year
with
the
rollout
of
the
vaccine
at
the
convention
center.
But
the
concerns
referenced
to
caregivers,
both
those
who
were
hired
as
direct
service
professionals,
as
well
as
unpaid
home
caregivers
for
their
children.
P
Recently,
dr
wendy
ross
and
dr
jonathan
gleason
from
thomas
jefferson
released
a
study
based
on
a
significant
challenge
that
those
with
intellectual
disabilities
have
and
a
higher
propensity
for
them
to,
unfortunately,
transition
due
to
covert
19
based
on.
I
believe
that
study
the
city
decide
to
add
those
with
intellectual
disabilities
into
phase
1a.
P
But
if
you
live
outside
of
the
city
of
philadelphia
and
your
caregiver,
you
can
get
a
vaccine
as
a
caregiver
on
the
phase
1a,
but
also
I've
heard
information
about
those
who
have
neurological
neurological
differences,
which
also
can
be
connected
with
autism,
have
been
able
to
get
vaccinated
in
the
city
of
philadelphia
as
phase
1b.
So
there's
a
lot
of
discrepancy.
P
A
lot
of
information
problems,
a
lot
of
gray
areas
and
if
you
look
at
the
information
that
dr
frawley
provide
in
his
press
conference
when
this
issue
was
raised,
his
statement
was
it
needs
to
be
more
clearly
defined.
Could
everybody
just
say
their
caregiver
of
someone
else?
Now
we
don't
do
checks
for
people
that
have
diabetes.
P
We
don't
do
other
checks
for
others,
if
you
say
you're
a
central
worker
and
you
register
you're
able
to
get
a
vaccine
on
the
phase
1a.
But
for
some
reason,
if
you're
a
caregiver
for
someone
in
your
home,
that
could
be
your
child.
We
are
putting
you
through
a
additional
hurdle
that
if
you
lived
in
bucks,
chester,
montgomery
county
or
one
of
the
other
66
counties
in
columbus
pennsylvania,
you
wouldn't
have
this
challenge.
P
And
so
this
is
an
issue
that
I
will
continue
to
press
on.
It
makes
no
sense
that
we're
basically
discriminating
against
those
who
are
personal
caregivers
for
their
children,
who
have
a
physical
difference
like
autism
that
they
can
get
vaccinated
here
in
the
city
of
philadelphia.
I'm
glad
that
their
children,
if
they
have
an
intellectual
disability,
can
now
get
vaccinated,
but
they,
if
they
care
for
them
in
their
home,
can't
I'm
also
be
pushing
to
make
sure
that
those
that
have
autism
can
get
vaccinated
in
the
city
of
philadelphia.
P
And
it's
a
shame
that
at
lincoln
financial
field-
and
I
won't
say
the
date
or
time
because
they
want
to
keep
that
just
for
the
people
they
reach
out
to,
but
if
you're
a
caregiver
and
you
have
a
child,
that's
intellectual,
disability
or
autism.
P
The
eagles
autism
initiative
is
vaccinating
people
with
a
provider
from
outside
the
city
of
philadelphia
here
in
the
city
of
philadelphia.
So
it's
a
shame.
The
fact
that
you
can
live
in
the
city
of
philadelphia
care
for
your
child
with
autism,
but
you
can't
get
vaccinated
by
the
city
of
philadelphia,
but
you
can
be
vaccinated
by
a
provider
from
outside
the
city
of
philadelphia
coming
into
our
city
and
vaccine.
Those
people
who,
based
on
research
information,
have
a
higher
propensity
to
perish
to
the
cover
19..
This
is
a
an
issue
that
doesn't
make
sense.
P
B
H
Thank
you,
council
president.
I
just
want
to
say
that
councilmember
greene
you're
my
110
support
on
what
you
just
spoke
about.
That's
just
not
right
and
I
hope
we
can
get
that
fixed.
I
want
to
offer
my
condolences
today
to
the
family
of
dr
amber
chappelle
majority
leader
parker,
I'm
going
to
share
a
little
story.
That
is
personal,
but
I
figured
I
would
share
with
everybody,
because
it's
really
amazing
how
emma
should
both
touch
so
many
lives.
I
met
her
from
the
1990s.
H
I
actually
sold
her
a
three-bedroom
condominium
at
independence
place.
She
was
so
excited
to
move
into
her
new
c
bedroom
and
she
was
such
a
pleasure
to
work
with.
It
was
amazing.
I
never
met
her
before
and
I
was
he
was
like
a
spark
plug.
She
was
so
excited
about
everything
it
was
just.
It
was
great.
It
was
great
and
I
became
friends
with
her
afterwards
and
I
would
see
her
always
in
the
lobby
and
always
talking.
H
I
appreciated
that
friendship,
so
I
really
wanted
to
thank
you
for
this
resolution
and
what
a
great
mentor
you
know,
what
a
testimony
to
her
life
for
all
the
people
here,
including
council,
member,
george,
burrell
and
so
many
people,
so
many
so
my
condolences
to
her
family.
H
The
passover
holiday
is
coming
up
this
weekend
and
it
commemorates
the
jews
liberation
from
slavery
in
egypt
and
the
passing
over
of
the
forces
of
destruction
for
this
sparing
of
the
firstborn
of
the
israelites.
When
the
lord
smote,
the
land
of
egypt,
on
the
eve
of
the
exodus,
the
pharaoh
basically
said,
every
firstborn
jew
would
die.
H
Passover
marks
the
first
and
most
momentous
event
in
jewish
history.
This
saturday,
our
first
seder
is
saturday
night.
We
celebrate
the
start
of
passover,
the
jewish
holiday,
which
lasts
eight
days
and
also
a
week
from
this
sunday,
I
believe,
is
easter.
We'll
celebrate
easter
during
the
pandemic,
though,
it's
been
so
difficult
for
families
to
gather
together
and
many
have
utilized
technology
to
connect.
It's
not
the
same.
H
B
C
Thomas,
thank
you.
Council
president.
I
just
wanted
to
take
a
moment
to
first
thank
my
council
member
and
our
leader
council
member
parker,
for
the
introduction
of
the
resolution
today.
Like
many
other
people,
I
have
a
fine
story
about
miss
emma.
C
I
am
I
most
folks
who
are
involved
in
this
political
process
knows
that
one
of
the
toughest
times
for
you
is
after
you've
won
the
primary,
but
not
yet
sworn
in
and
for
me,
I
had
an
opportunity
to
have
intimate
dialogue
with
miss
emma
during
that
time,
and
not
only
was
her
advice,
something
that
I'll
never
forget,
but
the
way
she
opened
up
her
pockets
and
her
her.
C
You
know
there
there
are
certain
conversations
and
certain
people,
you
remember,
for
the
rest
of
your
life
and
I
will
never
forget
not
just
her
words
of
wisdom
but
her
investment
into
me.
So
when
I
wake
up
and
I'm
screaming
and
hollering
about
poor
people,
this
or
black
folks,
that
you
know
is
it's
with
her
spirit
and
the
spirit
of
all
the
ancestors
who
lead
the
path
for
us
to
be
here
today.
C
To
advocate
for
these
issues
that
we
fight
with
such
tenacity,
so
I
just
wanted
to
offer
my
condolences
to
her
and
her
family,
as
well
as
the
other
members
and
leaders
across
the
city
who
I
know
she
inspired.
C
We
always
talk
about
giving
folks
their
flowers
when
they
can
still
smell
them,
and
she
was
one
of
those
folks
who
who
did
get
that,
but
there's
no
reason
for
us
still
not
to
celebrate
her
life,
her
legacy
and
her
influence
today.
So
I
just
wanted
to
just
share
that
narrative
and
again
offer
my
condolences
to
her
family
as
well.
Thank
you,
council
president,
and
thank
you
majority
leader
parker.
I
I
appreciate
your
leadership.
B
Thank
you,
councilman
get
councilwoman
sanchez
next.
N
N
N
So,
thank
you
very
much
leader,
parker
and
all
of
our
colleagues
and
allies
for
acknowledging
this
wonderful
woman
who,
if
you
know,
if
you,
if
you
underestimated
her
because
of
her
height,
you
quickly
found
out
that
she
was
full
of
spirit
just
a
great
heart.
So
we
appreciate
the
fact
that
that
her
family
shared
her
with
the
rest
of
us.
Thank
you,
council
president.
B
M
Thank
you,
majority
leader
parker,
for
making
sure
we
give
the
right
send-offs
to
philadelphians
who
are
heroes
for
many
reasons.
But
let
me
give
you
maya
my
analysis
of
emma
chappelle
was.
She
was
the
aunt
that
reserved
the
right
to
wipe
your
nose
or
to
whoop
that
butt
and
she
would
do
it
either
with
love.
I
mean
if
she
admonished
you
for
things,
she
thought
you
could
have
done
better
you.
M
You
took
it
on
the
chin
on
the
rear
end,
because
you
knew
she
cared
enough
to
even
bother
to
tell
you
what
you
should
be
doing
better.
I
recall
mgmz
trailer,
former,
a
deputy
commerce
director
and
I
accompanied
her
to
korea
for
something
like
14
days
and
we
were
meeting
with
companies
trying
to
attract
them
to
philadelphia
in
about
the
50th
meeting
because
they
were
coming.
I
thought
we
were
going
to
spend
more
time
shopping
and
no,
it
was
a
business
trip.
M
She
I
started
getting
discouraged
like
we
got
a
lot
of
news
and
what
she
reminded
me
right
when
it
was
key
to
keep
our
enthusiasm
about
selling
and
pitching
philadelphia
was
that
you
only
need
one.
Yes,
you
only
need
one
and
the
yes
that
we
got
was
rotem,
auto
that
wound
up
in
south
philadelphia
and
we've
toured
that
with
remember.
Oh
and
others,
we
only
needed
one.
M
Yes,
that
made
all
of
that
effort
and
trip
worthwhile,
and
the
aunt
in
her
made
me
focus
on
getting
to
the
yes,
and
I
am
forever
indebted
to
her
from
my
time
at
pcdc
and
my
time
at
nbec,
where
every
now
and
then
she
had
to
remind
you
where
you
come
from
and
why
you
are
there.
Thank
you,
mr
president,.
B
J
Thank
you,
mr
president,
and
I
also
wanted
to
echo
the
sentiments
of
all
of
our
colleagues
who
have
spoke
about
the
late
great
dr
emma
chappelle,
and
I
wanted
to
thank
our
majority
leader,
councilmember
parker,
for
introducing
the
resolution
in
honor
of
dr
emma
chappelle.
J
She
was
my
fellow
fourth
council
district
neighbor
councilmember
jones,
and
she
was
just
a
phenomenal
woman
and
for
me,
what
I
appreciated
was
the
stories
that
she
would
tell,
and
I
implore
our
elders
to
continue
to
tell
us
those
stories
so
that
we
understand
from
whence
we
come,
and
I
also
wanted
to
say
that
for
dr
chappelle
she
was
the
woman
that
could
fix
another
woman's
crown
without
telling
the
world
it
was
crooked,
and
I
appreciate
her
for
all
of
her
advice
for
all
of
the
love
for
standing
up
with
us
and
for
us
and
calling
us
out
when
we
need
to
be
held
accountable.
J
So
I
will
miss
her.
I
will
miss
spending
time
with
her
and
her
grandson
at
the
pool
over
on
conshohocken.
We
had
an
opportunity
before
covet
a
few
summers
ago
to
spend
a
few
days
down
at
the
pool,
and
I
will
miss
her
and
I
just
my
heart
goes
out
to
the
entire
black
women's
leadership
council
and
the
family
of
dr
emma
chappelle.
You
are
in
my
thoughts
and
in
my
prayers.
Thank
you
so
much.
Mr
president,.
B
Thank
you
so
much
councilwoman.
She
was
truly
an
awesome
lady,
whose
passing
requires
that
we
step
it
up
another
notch.
It
appears
that
we
have
no
other
speeches
on
behalf
of
the
minority
majority.
