council
president
colleagues,
I
was
I'm
hanging
out

one

my
family
members
who's
from
alabama.

brief
conversation
regarding
what
she
witnessed
growing
up
in
alabama,
what
she
witnessed,
having
family
members
in
mississippi
around
our
ability
and
our
civil
rights
to
vote,
and
so
I
introduced
these
two
resolutions
today,
symbolically
advocating
for
on
the
john
lewis,
voting
rights
advancement
act
and
the
freedom
to
vote
act
primarily
just
to
go
on
a
record
to
state
that
we
should
not
be
putting
forth
obstacles
and
barriers,
as
it
relates
to
us
having
the
ability
to
go
to
the
bullying,
go
to
go
to
the
voting
booth
and,
most
importantly,
cast
our
ballots,
and
so
I
just
want
to
read
just
one
brief
portion
of
the
resolution.

Voter
rolls,
voter
roll
purges
purchases,
proof
of
citizenship,
measures,
challenges
to
voter
eligibility,
reduce
early
voting
opportunities,
and
the
commission
also
found
that
these
policies
has
a
disparity
impact
on
voters
of
color
and
poor
citizens.
Such
laws
have
also
had
an
impact
on
younger
voters
by
creating
additional
hurdles
such
as
residency
requirements
and
strict
vote
id
laws
which
impact
their
turnout
at
the
polls
at
2014
government
accountability.

study
found
that
strict
photo
id
logs
reduced
turnout
by
two
to
three
percent
points
which
can
translate
into
tens
of
thousands
of
votes
laws
in
a
single
state,
and
I
know
we
are
in
city
council
and
I
believe
that
all
politics

local,

thought
it
was
imperative
that
we
send
a
strong
message
to
those
who
are
legislating
in
congress
and
also
in
our
senate
to
make
sure
that
they
are
doing
everything
possible
to
pass
these
two
acts,
it's
critically
important,
that
nobody
should
be
hindered
when
it
comes
and
when
it
when
it
comes
to
going
to
the
poll
and
casting
their
voting.

tax
refund
notice
legislation
that
will
require
employers
to
notify
their
employees
about
the
fellow
wage,
tax
refund,
the
federal
child
tax
credit
and,
in
addition,
the
eitc
program,
which
is
already
required
in
our
philadelphia
code.
These
programs
were
created
really
to
help
people
who
are
doing
their
best
every
day
to
put
food
on
their
tables
and
pay
their
bills.

cannot
continue
leaving
this
money
on
the
table.
It's
unspent
money
that
deserves
to
go
into
the
hands
of
our
philadelphia
residents,
so
this
legislation
requires
employers
to
notify
their
employees
of
these
opportunities
and
we've
created
in
this
body
this
opportunity
and
the
federal
government
by
ensuring
that
they're
made
aware
of
what's
available
to
them.

tireless
advocate

lgbtq
plus
tourism
in
philadelphia

defines
his
legacy.

2003
jeff
spearheaded
a
campaign
encouraging
visitors
to
come

philadelphia

commercial
about
a
fictional
gay
colonial
couple,
beating
for
a
date
at
carpenters
hall.
The

Many

remember
it
was
one
of
the
first
of
its
kind
in
the
country
and
it
said
visit
philadelphia
and
get
your
history
straight,
and
your
nightlife
gay
and

worked.

Philosophy

known

safe

space

lgbtq
plus
community,
at
a
time
when
the
rest

the
country

deciding

it
was

marriage,
jeff's

ever
seen

country

have
a
lasting
impact

hospitality
industry
on

global
scale,

jeff
will
be
remembered

residents
who

his

closed
all
of

permits

months

expansion

three

time

struggles

approved

building
on

attached
to

building
and

approved,

now

told

to

downgraded,

issue.

expand

know

pandemic
has

a
really
challenging
situation
that
all
of
us
have
dealt
with
in
so
many
ways.
In
many
ways
I
would
say
no
industry
has
been
impacted
more
than
hospitality
industry
by

pandemic.
If
you
just
look
at
our
hotels
in
2019,
we
were
about
76
percent
occupancy
rate
that
fell
to
about
31
in
2020,
which
is
about
a
60
decrease
that
also
resulted
in
a
loss
of
hospitality

thousand
jobs
and
hospitality.

Jobs
in
the
city
of
philadelphia
is
a
significant
issue
and
based
on
pandemic,
you
know
we
lost
a
significant
amount
of
jobs
about
40
percent
of
jobs
in
the
city
of
philadelphia
are
in
the
hospitality
industry,
so
this
filled
up
a
hospitality
improvement
levy
that
came
together
through
a
real
collaborative
relationship.

You
know
our
former
commerce
director
howard
epps,
our
former
head
of
our
convention
and
business
bureau,
julie,
coker,
working
with
ed
gross
funding,
granted
philadelphia,
hotel
association
all
coming
together
to
support
this
legislation
and
through
this
initiative,
no
city
dollars
have
been
used
and
what
we've
basically
been
able
to
do
is
increase
to
a
small
fee.

Roughly
about
1.50
for
200
night
fee
hotel
stay
excuse
me
been
able
to
really
provide
resources
to
help
grow,
our
hospitality
industry
and
that's
so
important
right
now
as
we're
trying
to
move
out
of
this
pandemic
through
the
fill
we've
been
able
to
support
a
number
of
covert
relief
efforts
through
the
convention
business
bureau
earlier
councilwoman
dom
talked
about
the
resolution
for
our
late
great
ambassador,
jeff
garcino,
and
the
phil
was
able
to
help
the
visit
philadelphia's
hotel
care
package
as
well
as
phl
cares
homeless
initiative.

There
are
about
160
national
field
programs
similar
to
ours
in
a
lot
of
our
cities
that
are
peers,
but
many
of
those
have
much
larger
programs
than
we
have,
and
so,
through
this
small
increase,
I
believe,
we'll
be
able
to
help
to
really
bring
back
our
hospitality
industry
in
a
way
that
was
needed
and
a
way
to
bring
back
jobs
to
the
residents
in
the
city
of
philadelphia.
I
have
really
been
hurting
the
positive
pandemic.
I
hope
all
my
colleagues
will
support
this
legislation.

rezoning
I'd
like
to
set
the
record
straight,
martin
luther
king
said
it's
always
the
right
time
to
do
the
right
thing,
always
the
right
time
to
do
the
right
thing,
and
so
in
roxboro,
which
is
a
small
town
inside
of
a
big
city.

Historic
properties
have
been
torn
down
in
order
to
put
multi-unit
condos
on
them,
and
I
respect
and
appreciate
those
businesses
along
the
ridge
that
held
out
and
didn't
do
the
wrong
thing
by
selling
out
to
put
50
condos
on
a
property.
H
Yet
when
they
say
that
they
would
now
like
to
take
a
an
assessment
to
consider
some
of
those
offers.
Well,
some
of
the
neighbors
in
the
neighborhood
have
to
deal
with
traffic
every
day
they
have
to
deal
with
parking
issues
every
day.
I
remember
a
shift
nurse
telling
me
that
she
had
to
park
three
blocks
away
from
her
house
in
order
to
find
a
parking
space.
I
have
to
address
those
issues
and
I
don't
want
it
to
be
at
the
detriment
of
existing
businesses,
so
this
bill
allows
them
to
continue
being
auto
repair
places.

It
allows
them
in
perpetuity
to
continue
to
be
those
types
of
business.
What
it
does
shut
down
is
the
door
of
over
development
on
those
properties
on
the
ridge
and
at
some
point
it's
always
the
right
time
to
do
the
right
thing.

a
new
council
session

gratitude

many

us
share

same

just

year
since
right-wing
extremists,
emboldened
by
former
president
trump
stormed
the
capital
in
an
attempt
to
overturn
the
results
of
a
presidential
election
and
since
then,
attacks
on
the
rights
of
voters
and
particularly
working
class.
Poor,
black
and
brown
immigrants
and
elderly
voters
have
sharply
increased
across
this
country,
and
we
know
that
these
attacks
are
coming
from
the
right
across
the
country.

have
overcome
more
in
the
past
and
I
know
firsthand
that
power
and
voices
of
the
people
are
far
greater
than
the
hateful
actions
of
a
select
few.
We
have
our
work
cut
out
for
us
in
2022
and,
like
all
of
you,
I'm
ready
to
get
to
work.

work

right

majority

I
just
want
to
remind
colleagues
and
other
staffers
and
city
council
that
today,
at
12
30,
I
will
be
having
a
briefing
on
the
city's
transition
plan
under
the
americans.
Disability
act
that'll
be
today
at
12
30
on
microsoft
teams.
I
hope
everyone
can
participate
and
learn
about
the
great
work
that
we're
doing
in
the
city
to
be
in
compliance
with
the
americans
with
disability
act.

We
all
know
that
we
had
a
horrific
number
of
562
homicides
in
the
city
of
philadelphia
and
I
talked
about
the
need
for
both
reform
and
accountability
and
safety
and
justice,
and
I
just
want
to
bring
up
the
recent
op-ed
that
our
controller
issued
and
really
kind
of
endorsed
and
echoed
on
those
type
of
sentiments
and
the
fact
that
our
police
department's
increased
the
number
of
gun
arrests.
However,
in
2020,
only
37
percent
of
all
fatal
shootings
were
cleared.
Only
27
of
non-fatal
shootings
were
cleared.
F
So,
although
we've
made
increases
in
arrests,
we're
still
woefully
inadequate
in
reference
to
the
clearances
and
that
we
need
excuse
me
in
the
city
of
philadelphia
in
reference
to
district
attorney.
Once
again,
I've
supported
the
work
that
our
district
attorney
has
done
in
reference
to
the
conviction,
integrity,
unit
and
bail
reform.

But
when
you
look
at
the
information
that
the
controller
put
in
her
op-ed,
we've
had
a
significant
reduction
in
the
conviction
rates
for
a
violation
of
the
uniform
fire
act
from
65
percent
to
42
percent
and
that's
based
on
information
from
the
district
attorney's
office.
So
we
need
to
do
a
much
better
job.
We
need
to
work
collectively
together
to
address
these
issues.
I
know,
as
we
go
into
our
budget
debates
and
discussion.

All
of
us,
as
members
of
this
body
will
be
focusing
on
how
regarding
gun
violence,
I'm
in
our
city,
but
it's
incumbent
upon
all
of
us
to
work
collaboratively
together,
so
that
we
can
do
both
safety
and
justice
and
also
do
reform
and
accountability,
and
that's
something
that
I
think
we
need
to
move
forward
that
some.
That's
also
something
that's
starting
to
happen.
In
a
number
of
cities
around
this
nation
to
address
the
growing
scourge
of
gun
violence,
that's
impacting
cities
in
our
nation.
On
a
slightly
more
positive
perspective.

great
news
this
year
as
we
come
to
2022
and
when
we
have
all
of
this
challenging
issues
that
we've
been
dealing
with
from
the
tragic
fair
amount
fire
to
the
number
of
gun
violence
incidents
we've
had
in
our
city.

need
a
little
more
love
and
healing,
and
so
love
and
healing
is
the
fifth
album
from
hill
freeman

and
it's
hill
freeman

is
a
record
label
from
hill
friedman,
world
academy
in
the
ninth
council
district,
it's
their
fifth
studio,
album
32,
original
songs
from
students
at
hill
freeman.

great

Teacher

thurman
they've
done
great
work
at
hill

also
did
great
work

houston
elementary

healing

I've
talked
about
some
of
the
guys
I
grew
up
with
in
the
neighborhood
I
talked
about
ray
ray
and
how
he
was
a
interesting
actor
and
in
the
winfield
community,
where
he
kind
of
terrorized
things.
There
were
two
other
individuals
that
were
in
that
school
yard.
One
was
ernest
and
one
was
taylor.

Both
of
them
came
in
the
schoolyard
and
taylor
really
learned
very
quickly
that
the
big
boys
were
going
to
take
his
lunch
money.
He
did
not
resist,
he
gave
it
up.
He
went
in
every
day,
but
he
was
on
the
jenny,
craig
diet
through
the
years
that
he
went
to
that
school
earnest
every
morning
or
every
other
morning
wound
up
in
a
fight
and
he
could
not
fight.
Mr
president,
he
got
beat
up
every
time,
but
he
kept
fighting
and
eventually
the
guy
said
you
know
what
we're
going
to
leave
earnest
alone.

We
could
just
victimize
taylor
he's
easy.
He
doesn't
resist.
Let's
just
take
his
lunch
break.
Ernest
took
a
lot
of
lickins,
but
eventually
he
was
relieved
of
being
victimized
by
them.
I
say
all
I'd
have
to
say
that
sometimes,
when
we're
dealing
with
the
courts,
sometimes
when
we're
dealing
with
state
powers
to
be
when
it
comes
to
governing
our
own
city,
with
violent
anti-violence
measures,
whether
it's
guns,
laws
and
things
like
that,
we
get
beat
up.

Remember
bass
and
other
members
have
stood
up
about
how
the
disrespect
that
happens,
sometimes
in
our
corner
stores,
whether
they're
selling
gun.
I
mean
drug
paraphernalia,
whether
they're
selling
liquor
by
the
drink,
whether
they're
selling
with
a
code
word
actual
weed,
and
so
when
we
look
at
the
rogue
gambling
machines
that
are
in
our
community
that
don't
have
to
tell
us
where
they
are
don't
check
for
id.
H
When
kids
come
in
to
play
it
using
their
lunch
money
when
seniors
who
get
their
social
security
checks
come
in
and
waste
money
in
a
payoff
that
is
already
rigged,
we
don't
have
tax
revenues
for
it.
We
don't
have
rules
governing
it.
Today
we
put
a
stop
to
that
and
remember
gilmore
will
appreciate
how
our
former
colleague
blondel
reynolds
brown
used
to
always
go
to
the
industry
to
try
to
seek
compromise.
We
did
that,
mr
president,
we
talked
to
them
and
talked
to
them
and
what
they
are
doing
is
a
stalling
tactic.

There
is
a
court
case
that
is
in
in
in
the
state
court
where
they
are
being
told
that,
as
long
as
there
is
no
ruling,
there
is
no
law
governing
their
industry.
H
We
just
took
a
step
in
the
right
direction,
but
we
aren't
done.
We
have
to
enforce
this
law.
That
means
l
and
I
that
means
places
like
the
health
department.
That
means
like
the
liquor
control
board
need
to
form
a
task
force,
go
into
some
of
these
doors
and
say
you're
not
doing
this
right.
There
are
laws
on
the
books
that
govern
how
you
are
to
conduct
your
business
to
keep
our
citizens
safe.
So
it's
not
just
checking
grease
traps,
it's
not
just
trekking
for
the
boca
code
or
an
electrical
systems.

It
is
making
sure
that
you
do
not
create
hunting
grounds
in
these
corner
stores,
where
our
children,
our
citizens,
are
being
victimized,
because
we
don't
take
the
laws
that
are
on
the
books
to
safeguard
our
citizens,
so
stay
tuned.
I'm
gonna
work
with
this
administration
to
deal
with
that
until
we
do
when
we
go
up
and
ask
about
lost
and
stolen
guns
to
the
courts
up
there,
they
look
at
us
and
say
you
got
a
lot
of
blood
laws
on
the
books
right
now.
