the
city
of
philadelphia's,
unclaimed
property.
Unclaimed
property
refers
to
funds
or
other
financial
property
owed
to
individuals
or
institutions
that
has
been
turned
over
to
the
commonwealth
of
pennsylvania
due
to
lack
of
action
by
the
owner.
There
is
nearly
4
billion
billion
dollars
in
unclaimed
property
in
the
commonwealth
of
pennsylvania.

The
city
of
philadelphia
has
at
least
250
claims
listed
in
the
commonwealth's
online
database,
and
it
could
be
many
more.
As
our
city
looks
to
our
post
covet
19
recovery.
We
need
to
ensure
we
are
not
leaving
any
resources
on
the
table.
Our
total
obligations
are
increasing
and,
like
many
other
cities,
our
budget
has
taken
a
huge
hit,
so
every
dollar
owed
to
the
city
of
philadelphia
must
be
collected
and
accounted
for.
So
we
can
continue
to
provide
philadelphians
with
quality
resources
and
services.

require
the
director
of
finance
to
submit
an
annual
report
to
city
council
and
the
city
controller
of
all
unclaimed
property
owed
to
the
city,
a
status
update
regarding
claims
in
process
and
the
total
amount
of
revenue
returned
to

city
of
philadelphia
each
year
and
for
all
of
our
philadelphia
residents
who
are
out
there
may
be
listening
to
the
session.

legislation

effectively
eliminate
lead
from
drinking
water
across
philadelphia
schools.
This
builds
on
the
work
that
this
council
body
has
been
leading
to
implement
stricter
testing
requirements
and
expand
water
access,
but
now
we
are
moving
to
require
the
full
transition
of
philadelphia
schools
to
modern,
lead-free
hydration
systems.

The
new
filtration
stations
not
only
are
an
enormous
amenity
in
school
buildings
that
are
far
too
old
and
really
do
need
upgrades,
but
they're
also
proof
that
we
can
actually,
we
don't
have
to
tolerate
any
amount
of
lead
in
the
drinking
water
as
long
as
the
filtration
systems
are
up-to-date
and
and
operational,
the
amount
of
lead,
that's
passing
through
them
is
zero
is,
is
effectively
negligible,
if
not
zero,
and
so
you
know,
we
look
forward
to
the
work
that
we'll
be
doing
in
pursuit
of
this
legislation.

street

philly

we
were
struck
by
a
reckless
driver.
Since
then,
councilmember
godier
worked
hard

approve
and
prioritize
the
placement
of
speed
cushions
on
several
blocks
of
springfield
avenue
where
the
incident
happened.

These
treatments
have
worked
so
well
that
this
section
of
springfield
avenue
is
no
longer
on
our
high
injury
network,
the
city's
list
of
most
dangerous
streets.
I
firmly.
I
firmly
believe
that
these
changes
to
chestnut
and
market
streets
will
be
an
enormous
benefit
to
all
roadway
users
alike,
whether
motorists,
cyclists
pedestrian
or
transit
rider.

I
applaud
councilmember
godier

her
leadership
in
making
sure
that
these
absolutely
vital
interventions
get
through
benefiting
the
most
vulnerable
roadway
users,
fatal
or
serious
injury.
Crashes
are
three
times
more
likely
to
occur
in
areas
of
the
city
where
most
residents
are
living
on
low
incomes
compared
to
wealthier
areas,
and
it
is
these
neighborhoods
that
see
the
most
death
and
injury
from
crashes.

safety

Administratively,
the
preferences
of
individual
council
members
should
be
considered,
but
the
current
system
of
total
deference
is
deemed

unnecessary
death
and
a
perpetuation
of
a
policy
status
quo.
Almost
all
of
you
claim
to
oppose.

Secondly,
it's
time
to
admit
that
paint
isn't
real
bike
infrastructure.
Anyone
with
eyes
can
see
unprotected
like
unprotected
bike
lanes
are
really
just
auxiliary
parking
and
loading
zones.
It's
clear
that
some
council
members
aren't
different
about
young
children
having
to
swerve
into
traffic,
because
so-called
bike
lanes
are
frequently
blocked,
but
for
those
of
you
actually
commit
to
eliminating
all
traffic
fatalities.

parking
protected
bike
lane
on
marker
street
should
sir
I'm
sorry
on
chestnut
street
should
serve
as
an
example

of
how
to
do
it
right.

urge
this
council
to
work
with
otis
and
penndot
to
roll
out
more
parking,

lane
pilots
and
to
work

our
legislative
caucus
in
harrisburg
to
permanently
legalize
parking
protected
bike
lanes

philadelphia.

I'm
testifying
today
in
support
of
ordinance
210927,
which
reallocates
one
travel
lane
of
chestnut
street
for
use
as
a
protected
bike
lane
I'd
like
to
share
a
personal
story.
From
last
september,
when
I
was
riding
my
bike
on
baltimore
avenue,
I
was
commuting
to
work
in
south
philly
along
my
usual
route.
I
knew
where
all
the
bumps
and
potholes
were,
which
intersections
to
be
especially
cautious
through,
and
my
route
was
intentionally
planned
to
minimize
the
amount
of
riding
that
I
would
have
to
do
in
mixed
traffic
with
cars.

E
I
was
doing
everything
possible
to
reduce
my
risk
on
that
commute
same
as
I
do.
Every
time
I
ride
my
bicycle,
I
was
wearing
my
helmet.
I
had
multiple
flashing
lights
on
my
bike
and
my
front
and
rear
brakes
were
both
working
well,
I
was
riding
at
safe
speeds
and
in
the
bike
lane
obeying
traffic
control
devices.

However,
these
measures
did
not

opened
our
city

the
third
district
has
changed
dramatically.
In
the
last
two
decades
alone,
housing
prices
have
tripled.
In
this
immediate
area,
the
black
population
east
of
52nd
street,
has
been
cut
in
half
and
the
end
is
nowhere
in
sight.
An
estimated
5
billion
dollars
has
been
spent
on
construction
in
university
city
in
the
last
decade
alone.

I
also
want
to
highlight
a
companion
piece
of
legislation
bill
22007
that
will
expand
the
overlay
to
other
locations
along
the
market,
frankfurt
transfer,
transit
corridor.
This
ordinance
will
ensure
further
affordability
by
requiring
a
higher
percentage
of
affordable
units
be
included
in
projects
where
developers
wish
to
access
density
bonuses.

This
bill
is
currently
awaiting
a
hearing,
and
I
look
forward
to
discussing
it
further
with
my
colleagues.
Finally,
I
want
to
take
a
moment
to
discuss
the
issue
of
opt-outs
since
the
1980s
programs,
including

low-income
housing
tax
credit
program,
have
incentivized
private
developers
to
create
and
maintain
affordable
housing
units.

these
programs
have
allowed
the
production
of
many
thousands
of
affordable
homes
in
philadelphia,
property
owners
are
only
required
to
provide
these
units
for
a
set
number
of
years
putting
residents
at
risk
of
displacement
once
the
term
of
the
subsidy
ends
by
the
end
of
2025
affordability
and
income.
Restrictions
on
over
300
000
homes
across
the
country
are
set
to
expire.

No
comprehensive
plan
has
been
created
at
any
level
of
our
government
to
address
this
growing
problem.
It's
a
crisis
and
it's
imminent
and
what
gets
lost
too
often
in
this
conversation
are
the
people
that
these
decisions
impact.

offended

notion

people
should
be
displaced

their
communities
and
moved
all
about

little

no
regard
for
their

social
supports
the
continuity

surpassed
chicago

last
week

took
time
out

their
schedule

participated
in
the
special
committee
on
gun,
violence,
hearing
on
youth,
mental
health
trauma

gun
violence,
and
also
we
came
out
with
some
additional
follow-up
items
that
we're
going
to
be
looking
at.

In
terms
of
addressing
the
issue
of
trauma
and
how
hurt
people
hurt
people,
particularly
when
we're
talking
about
children
and
tomorrow,
at
9
30
a.m,
we're
having
a
special
committee
on
gun,
violence,
hearing
around
domestic
violence
and
gun
laws?
I'm
quite
sure
everybody
paid
attention
to
how,
during
last
year,
especially
during
these
last
two
years
on
the
pandemic,
we
sent
an
increase
in
women
being
shot
or
murdered.

A
significant
amount
of
those
shootings
were
based
upon
domestic
violence,
so
we're
gonna
do
a
deeper
dive
working
in
partnership
with
women
organized
against
freight
women,
women
against
abuse,
philadelphia,
police
department
and
other
stakeholders
on
how
we
look
at
different
strategies
of
how
we
are
addressing
this
here
in
the
city
of
philadelphia.
So
I
just
want
to
thank
everyone
for
participating.

Those
hearings
are
very,
very
meaningful
meaningful
when
it
comes
to
looking
at
strategies
the
most
important
recommendations
and
the
work
that
comes
out
of
doing
a
deep
dive
and
they
haven't
so
again.

first
want
to
thank
my
colleague,
council
member,
jamie
gautier
for
her
important
legislation

the
city
council
body
for
moving
forward
on
the
important
legislation
regarding
the
university
city.
Townhomes
displacement
at
this
scale
is
not
merely
a
matter
of
market
forces,
but
the
failure
to
protect
people
when
these
things
become
especially
when
these
things
become
exploitative
and
punitive
and
more
work
clearly
needs
to
be
done
in
this
area.

I
just
want
to
thank
councilmember
gautier
for
taking
those
important
steps
for
doing
it
and
for
this
council
body
for
looking
out
for
our
residents.
But
what
I
wanted
to
focus
on
today
was
that
today
are
the
closing
arguments
in
the
fair
funding
trial.
That's
happening
right
now
in
the
commonwealth
court
and
over
the
last
three
months
and
40
plus
witnesses,
including
school
superintendents
and
cfos
and
academic
experts.
J
But
it's
very
apparent
to
have
all
these
witnesses
going
on
and
saying
and
questioning
whether
diversity
is
necessary
or
is
considered
an
asset,
whether
some
students
should
have
access
to
a
basic
course
like
algebra,
if
they
are
quote
unquote
on
a
mcdonald's
truck.
These
were
shocking.
Things
said
in
a
court
of
law
and
it's
a
reminder
that
we
don't
actually
have
to
wait
for
a
ruling
from
the
commonwealth
court
to
push
for
better
funding
of
our
schools.
It's
frankly
ridiculous
that
we
have
to
legislate
ending
lead
in
our
drinking
water
in
a
public
school
building.
J
It
shouldn't
happen
because
it
should
never
have
been
an
issue.
It's
ridiculous
that
our
council
body
has
had
to
take
numerous
steps
to
improve
school
facilities,
to
improve
basic
access
to
resources
for
young
people,
but
nonetheless,
here
we
are.
We
have
more
than
eight
billion
dollars
in
surplus
at
the
state
level
that
should
go
towards
the
modernization
of
our
schools
and
towards
funding
school
facilities.
There's
work
that
we
have
to
do
on
our
own
city,
council
body.
J
It's
why
we
push
so
hard
to
reform
the
10-year
tax
abatement
to
make
sure
that
schools
get
properly
funded
and
why
we'll
take
the
parking
authority
to
task
if
they
are
diverting
money
that
should
be
rightly
due
to
our
schools.
But
this
is
not
obviously
something
that's
going
to
be
corrected
in
one
budget
session
or
through
any
individual
piece
of
legislation.
It's
got
to
be
a
commitment
by
our
body.
I
think
we've
done
that.
J
I
think
we
put
more
money
towards
our
schools,
but
the
gap
is
significant
and
we've
got
to
push
for
more
and
that
should
not
cause
fear.
It
should
cause
us
to
think
about
the
opportunities
that
can
happen
when
we
tell
our
young
people
each
and
every
single
one
of
them
that
steps
through
those
doors
that
their
lives
matter
and
that
we
care
about
them,
and
the
last
thing
I'll
say
is
that
in
case
we
haven't.

You
know
that
there's
been
some
recent
studies
not
just
about
the
departure
of
teachers
from
our
public
schools,
but
the
massive
gap
in
staffing
in
in
our
school
buildings.
There
are
almost
a
thousand
calls
for
substitutes
each
and
every
day
in
the
school
district
of
philadelphia.

That
is
basically
30,
000
kids
a
day
who
walk
into
school
at
7
30
a.m
and
do
not
have
a
regular
teacher
in
front
of
them.
That
is
a
crisis
of
gargantuan
proportions.
It's
not
only
for
this
year,
but
it
will
be
for
next
year
and
it
will
certainly
be
a
major
issue
for
the
next
superintendent,
but
the
reason
why
I
bring
that
up
is
not
to
say
that
there
are
teachers
who
aren't
just
in
classrooms,
but
we
have
to
make
and
revitalize
teaching
as
a
profession.

All
of
us
on
this
council
body
have
been
deeply
committed
to
jobs,
jobs,
jobs.
Many
of
us
on
this
council
body
have
been
educators
and
teachers,
even
in
our
public
schools.
Here
in
philadelphia
to
me,
teaching
is
still

best
job,
the
most
important
job
that
I've
ever
had,
and
I
want
us
as
a
body
to
work
together
to
elevate
the
practice
of
teaching
to
call
people
on
to
this
work

revitalize
our
school's
classroom
by
classroom

violence

just
last
week

thursday
evening,
a
gentleman
in
germantown-
and
you
know
what
we
would
call
one
of
our
elders-
was
gunned
down
at
an
atm
machine
in
his
own
neighborhood.

He
felt
safe.
He,
you
know
many
people
said:
oh,
you
know,
that's
not
a
good
place
to
use
an
atm
any
place
should
be
a
good
place
to
use
an
atm.
We
have
to
stop
suggesting
that
it's
okay
for
folks
to
take
over
our
neighborhoods
that
it's
okay
for
them
to
approach
us
with
guns
drawn
and
demand.
What
is
someone
else's?

they
have
worked
for,
and
you
know
so
we
have
this
horrible
situation
with
one
of
our
elders
gunned
down
in
germantown
and
as
I
mentioned
you
know,
within
my
office
we
had
a
young
man
who
was
a
council
staffer
for
many
years

we
lost
to
gun
violence.
This
past
week,
chimera
carlton,
who
was
the
son
of
former
streets.
Commissioner
donald
carlton
kamir,
came
to
work
with
us
in
city
council
right
after
college,
and
he
was
a
dean's
list
student.
He
was
on
the
honor
roll
in
school.

was
a
good
kid.
He
was
a
good
kid
and
he
was
a
father
of
three
about
28
years
old,
and
you
know
I
just
really
wanted
to
say
his
name
this
morning.
I
really
wanted
to
say
his
name,
and
so,
as
we
talk
about,
you
know,
violence
and
the
effects
that
it
has
and
the
lingering
effects
that
this
kind
of
violence
has
on
all
of
us.

One
of
the
things
that
I
wanted

just
mention
to
my
colleagues,
particularly
my
district
colleagues,
is
that
we
have
a
listing
of
all
of
the
investments
made
recently
in
the
last
year
or
two
within
parks
and
rec
facilities.
We're

be
distributing
that
information
and
meeting
with
members
to
talk
about
the
amount
of
investment
or
really
the
lack
thereof.

had
expected
with
rebuild
that
that
we
would
have
a
much
more
robust
level
of
investment
in
many
of
our
playgrounds
parks
and
recreation,
centers
and
libraries,
and
it
just
really
hasn't
come
to
fruition.
So
we

going

talking
about
that
as
a
way
to
redirect
some
of
our
young
people,
you
know.
Listen,
maybe
we
can't
save
everybody,
but
we
can
save
somebody
we
can.
We
can
save
some
folks.
There
are
some
folks
who
want
to
be
in
a
different
situation.

to
have
access
to
training
and
opportunities

jobs,

don't
want
to
be
on
the
street.

get
those
that

off

streets

into

programs

services

we
know
will
make

difference

lives

senseless
violence
that
we
see
happening
and
continuing

happen
in
philadelphia.

The
streets
of
services
committee

a
hearing
this
afternoon
at
1pm
to
explore
us
sustainable
alternatives

what
we
do
to
prepare
for
storms
in
the
city
of
philadelphia.
There's
no
secret
that
in
philadelphia
we
have
huge
issues
with
infrastructure,
whether
it's
the
impact
it
has
on
hitting
runs
or
the
average
everyday
pothole
issues
that
we
have.
I
So
today's
hearing
is
going
to
be
looking
at
exploring
alternatives
to
how
we
deal
with
and
prepare
for
some
of
the
precipitation
that
happens
as
it
relates
to
storms
here
in
the
city
of
philadelphia.
But
I
don't
think
anybody
can
listen
to
councilmember
bass
and
what
she
just
said
in
the
passion
she
just
said
it
with
and
follow
up
from
her,
not
say
anything
so
colleague
I
I
appreciate
your
passion
and-
and
you
know
I
I
also
share
your
frustration.
I
I
heard
councilman
johnson
say
we're
closing
in
on
100
homicides,
which
is
another
sad
milestone
for
us
as
a
city.
I
listened
to
council
member
bass's
emotions
talking
about
someone
that
she
know
that,
tragically
and
recently
passed
away
from
gun
violence,
and
I
agree
like
she
said
it's
not.
I
There
are
things
that
we
can
do
right.
We
can't
fix
everything,
but
there
are
things
that
we
can
do
when
we're
talking
about
rec
centers
and
when
we're
talking
about
access
to
pro
quality
programming.
I
When
we're
talking
about
simple
things
like
how
dirty
our
city
is,
I
just
think
that
we
we
can
do
better
and
we
will
do
better.
I
appreciate
working
with
you
guys
on
council.
I
do
but
as
government
you
know,
I
think
we
have
to
push
in
and
do
a
little
bit
more.
I
So
I
I
know
for
me:
I'm
inspired
I'm
going
to
continue
to
to
fight
the
good
fight
and
try
to
save
as
many
lives
as
we
can,
but
but
I
will
try
to
continue
to
push
because
I
think
that
far
too
often

we
find
solutions-

advocate
for
those
solutions-
they
they
don't
actualize
themselves,

where

rubber
hits

road

forget
the
special
committee
on
poverty
had
our
hearings
at
temple,
university
and
jennifer
came
in
really
strong
and
hard
on
pha
I
mean
she
went
in
deep
around
vacancies
around
all
of
the
challenges
and
even
went
after
kelvin
and
his
salary
and
everything
else,
and
I
just
wanted
to
highlight
that,
because
over
over
time,
both
calvin
and
jennifer
developed
a
great
respect
for
each
other,
and
you
know
she
didn't
need
to
make
him
an
enemy
to
have
her
cause
and
he
respected
her
advocacy
and
as
someone
who
started
an
advocacy,
you
know
and
became
an
advocate
and
now
in
in
government
too
many
times
what
we
see
in
the
national
scene
is,
you
know
it's
sort
of
like
that's
the
bad
guy,
that's
the
good
guy
and
there's
no
time
for
just
taking
a
moment.

So
people
understand
what
they're
fighting
for,
and
so
I
just
wanted
to
highlight
that,
because
it's
women's
month
and
jennifer
was
very
strong
and
very
firm
in
her
position,
but
you
know
taught
me
a
whole
lot
around
that
advocacy
work
with
how
she
developed
a
relationship
and
worked
with
kelvin
to
do
the
historic
agreement
that
was
later
signed
off
on
by
by
everyone,
and
it
really
speaks
to
a
model
that
we
we
should
all
follow.
Sometimes
when
we
take
a
moment
and
pause
and
just
listen
to
each
other.

can
accomplish
so
so
much
more
so
just
wanted
to
highlight
my
my
jennifer
story,
particularly
as
it
relates
to
pha
and
her
work.

just
wanted
to
also
echo
you
know
this
morning
before
jumping
on
council,
I
was
listening
to
the
closing
testimonies
of
the
lawsuit
and
really
wanted
to
thank
the
public
interest
law
center
and
everybody
who's
been
involved
in
in
this
journey
for
for
many
many
years,
and
you
know
really
hoping
that
we
really
get
to
a
dialogue
around
school
funding
around
going
through
the
formula
and
the
games
that
the
state
legislature
has
played
by
dividing
school
districts.

I
think
this
lawsuit
for
the
first
time
really
helps
put
urban
districts
along
with
rural
districts
and
shows
that
they
also
have
a
common
cause
around
equity
and
and
access,
and
with
that
in
mind,
just
remind
folks
that
this
afternoon
the
school
district
will
be
posting,
the
last
the
the
information
around
the
public
testimony
next
week,
monday
tuesday
and
wednesday,
the
three
finalists
will
be
in
philadelphia
and
there'll,
be
an
opportunity
for
different
stakeholders
to
meet
with
the
three
finalists
tomorrow.

Yesterday
we
had
a
conversation
with
board
president
joyce
wilkerson
in
the
education
committee
and,
as
she
was
talking
to
us
around
the
process,
she
reminded
us
that
the
school
district
of
philadelphia
and
the
search
committee
was
competing
with
seven
to
ten
other
large
cities
who
are
also
in
search
of
a
superintendent
right.
They,
you
know
whether
it's
denver
cincinnati
cincinnati
boston.

Let
us
be
reminded
of
of
that
that
you
know
we're
just
like
with
teachers
and
just
like
with
nurses,
we're
all
competing
for
the
best
talent,
and
I
want
the
next
superintendent
to
come
to
philadelphia,
clear
around
the
challenges,
but
also
around
the
commitment
by
stakeholders
to
work
alongside
that
person
to
make
our
school
district
the
best
that
it
can
be.
