it

schools

parents

young
age

even

you
work

students

asked

apply

program

opportunity

apply
this
year
and
they've
never
had
an
opportunity

result

you

pushing

make
sure

them

As
a
result
of
that
conversation,
I've
always
been
about
the
fact
that
you
have
24
hours
a
day
and
there's
ways
to
get
things
done,
and
there's
no
need
for
excuses.
I'm
here
today
to
tell
you
that
the
school
district
of
Philadelphia
has
made
a
lot
of
excuses
for
our
children
and
it's
time
for
them
to
be
able
to
walk
and
chew
gum.

Yes,
we
are
focusing
on
the
schools
and
the
betterment
of
them,
finding
ways
to
get
assesses
and
rid
them
from
lead
and
so
forth,
but
we
also
have
too
many
Philadelphia
children
who
are
have
hard
time
managing
their
finances.
This
lack
of
economic
education
creates
the
school,
the
poverty
Pipeline
and
every
day,
neighbors
call
my
office
because
they
struggle
able
to
pay
their
bills,
acquire
assets
and
maintain
housing.
Much
of
this
boils
down
not
to
just
jobs,
but
it
boils
down
to
lack
of
financial
literacy
so
which
schools
should
provide
before
students
graduate.

Currently,
what
we
have
is
a
system
that
prepares
students
to
do
everything,
but
lead
a
successful
and
productive
life
as
an
adult
and
neglecting
to
teach
students.
Basic
Financial,
medicine
sets
them
up
for
failure.
We
should
expect
better
of
our
schools,
and
it
is
coming
upon
this
legislative
body
to
ensure
every
city
entity,
including
a
school
district,
addresses
the
need
of
every
Philadelphia.
As
such,
it
is
necessary
to
examine
the
extent
to
which
a
school
district
is
address,
addressing
the
lack
of
financial
literacy
and
how
their
efforts
can
improve.

Philadelphia

under
siege
from
various
life:
adversities
gun,
violence,

school

lack
of
safe

public
places,
housing
and
security.
All
these
injustices
and
more
inflict
trauma
on
our
young
people,
which
in
many
instances
lead
to
mental
illnesses.

Nationwide
one
in
six
young
people
have
been
diagnosed
with
a
mental
health
disorder,
and
if
we
look
at
disadvantaged
youth
who
face
racial
discrimination
or
other
adverse
life
experience,
this
number
jumped
significantly.
The
early
identification
and
treatment
of
mental
health
disorders
helps
all
young
people
lead,
successful
and
healthy
lives.

it
could
not
be
more
important
for
the
future
of
our
city
to
ensure
young
people
know
how
to
handle
mental
health
challenges
and
that
they
receive
the
resources
they
need
to
thrive
to
all
the
young

and

experiencing
mental

enforce
strict
measures
on
nuisance
vehicles,
those

amplify

distance
greater
than
100
feet
from
the
vehicle
under
the
proposed
ordinance
violators
face
a
two
thousand
dollar
penalty
and
risk
forfeiture
of
the
vehicle.

The
legislation
aims
to
curb
boom
parties,
which
have
been
happening
for
years.
The
parties
include
large
groups
of
people
who
gather
along
the
Delaware
River
and
blast
music
from
cars
that
are
equipped
with
massive
speakers.
The
vibrations
and
sound
are
loud
enough
to
carry
across
the
water
to
impact
Neighbors
on
both
sides
of
the
river
residents
along
the
river,
and
indeed
other
areas
of
the
city
have
endured
the
excessive
noise
long
enough.

I'm
pleased

introduce
a
pair
of
bills
today
because
they're
aimed
at
proactively
providing
Philadelphia
taxpayers
with
clear
information
about
tax
relief
programs,
homeowner
assistance
and
their
rights
to
these
and
similar
programs.
As
you
may
remember,
during
the
most
recent
property
reassessment
period
in
2022,
for
example,
the
valuations
of
many
homeowners,
property,
skyrocketed,
skyrocketed
and
consequently,
their
property
taxes
did
as
well.
In
some
cases,
reassessment
increased
as
much
as
50
or
even
higher.
They
not
only
call
Property
Owners
by
surprise,
but
left
them
feeling
hopeless.

Well,
one
of
these
bills
amends
chapter
19-1300
of
the
Philadelphia
real
estate
tax
code,
and
it
will
require
the
city
to
advertise
in
community
papers.
The
availability
of
tax
relief
programs,
residential
foreclosure,
diversion
programs,
housing,
counseling
assistance
and
installment
premium
payment
agreements
to
help
Community
residents
manage
Financial
hardships,
applicable
City
departments
will
be
further
required
to
share
with
taxpayers
how
to
apply
for
payment
arrangements
and
other
programs
and
the
contact
information
for
these
programs.

The
other
bill
will
amend
chapter
19-1301
of
the
real
estate
tax
code
and
will
require
the
office
of
property
assessment
and
the
Department
of
Revenue
to
include
tax
relief,
information
in
all
property
assessed
value
and
real
estate
tax
liability
notices
that
they
send
to
taxpayers.
The
information
must
include
how
to
apply
for
a
homestead
exclusion:
deferral,
the
longtime
owner
occupied
exemption
program,
known
as
Loop
and
senior
citizen.
Low-Income
special
tax
provisions,
these
bills,
I'm
introducing,
will
ensure
taxpayers
will
not
be
in
the
dark
about
the
city's
many
resources.

are
so
many
property
tax
relief
programs
that
can
help
with
reducing
tax
bills
or
assisting
with
payment
options
that
they
might
be
unaware
of.
So
I
urge
my
colleagues
to
join
me
in
assuring
that
Philadelphia
taxpayers
are
informed
about
these
Resources
by
voting.

these
bills,

allow
them

make
decisions

homes.

city
council

the
most
critical
issues
that
are
facing
the
most
vulnerable
population

individuals.

the
signing
of
our
Charter
in
1948
in
the
city
of
Philadelphia,
the
National
Council
of
women
has
advocated
for
women
of
African-American
descent,
their
families
and
communities.

Our
four
for
the
future
initiative
focus
on
economic
empowerment,
Education,
Health,
Equity
and
social
justice
programs.
Our
national
program,
good
health
wins,
is
a
five-year
collaboration
with
the
CDC
in
response
to
covid-19
and
current
vaccines
to
support
good
health
across
the
United.
States
I
know
that
our
founder
Dr,
Mary,
McLeod
Bethune,
is
smiling
down
on
us
today,
as
we
look
forward
to
continuing
her
Legacy
in
the
city
of
Philadelphia.

president
Clark,
your
refusal
to
allow
city
council
to
move
forward
with
the
renaming
of
Taney
Street
is
a
blatant
disregard
for
the
voices
of
the
people
you
represent.
The
name.
Taney
Street
is
a
painful
reminder
of
the
legacy
of
Chief
Justice
Roger
B
Taney,
who
authored
the
infamous
Dred
Scott
Decision,
which
declared
that
African
Americans
were
not
citizens
and
had
no
rights.
In
essence,
your
refusal
to
put
our
bill
on
the
council's
agenda
is
in
need
denying
me
an
African-American
and
Philadelphia
and
citizen
my
voice.

Despite
the
efforts
of
concerned,
citizens
such
as
myself
after
three
years
of
doing
door-to-door
engagement,
overwhelming
support
of
dozens
of
rcos
and
94
percent
of
North
Taney
Street
residents
surveyed
being
in
favor
and
city
council
has
already
changed
the
name
once
before.
In
1858.,
as
those
men's
were
celebrating
the
infamous
Dred
Scott
decision,
they
chose
to
honor
that
ill
begotten,
Justice
Taney,
you
all
city
council,
have
the
final
and
complete
authority
to
change
the
street
name
again,
you
should
understand
progress
towards
true
equality
is
multifaceted
and
no
action
is
insignificant,
even
changing
a
street
name.

It
says
Dr
King
said
in
Injustice
anywhere
is
Injustice
everywhere.
As
a
city,
we
have
a
responsibility
to
promote
inclusivity,
equality
and
justice
for
all
of
our
citizens.
Renaming
Taney
Street
is
a
step
in
the
right
direction.
It
sends
a
clear
message
that
we
as
a
city,
are
committed
to
addressing
the
wrongs
of
the
past
and
working
towards
a
more
Equitable
future
as
city
council
and
council
president.

and
we

missed
work
left
children

inconvenienced
every
supporter
here

implore
you
to
do
your
job,
to
represent
our
interests
and

intents

to
allow
the
Democratic
process

proceed

commitment

values

speaking
on
behalf
of
resolution,
210-913
authorizing
city
council,
to
retain
legal
counsel
to
file
a
lawsuit
to
require
the
administration
to
enforce
the
healthy
outdoor
public
spaces
act
whose
aim
is
to
end
the
use
of
toxic
pesticides
in
our
parks
and
on
public
grounds.
It
is
not
enough
for
city
council
to
pass
laws;
they
must
also
ensure
that
its
laws
are
being
enforced.
It's
been
three
years
since
the
Act
was
passed
and
the
mayor
still
has
not
enforced
it.
What
is
city
council
waiting
for?

You
are
essentially
violating
your
own
oath
of
office
by
letting
the
mayor
behave
like
a
dictator,
and
this
is
not
an
isolated
occurrence.
Two
nights
ago,
many
of
you
were
on
stage
at
the
public
Hearing
in
Kensington,
listening
to
the
horrific
stories
of
children
and
adults
trying
to
survive
the
living
hell
of
lawlessness
that
has
enveloped
their
neighborhood.
Why
is
this
happening?
We
have
state
and
local
laws
on
the
books
that
will
put
a
stop
to
it,
but
too
often
those
laws
are
not
enforced,
particularly
not
in
that
neighborhood.
That
is
itself
illegal.

Kensington
Kensington
residents
do
not
need
a
clean
needle
program
or
safe
injection
sites
that
serve
only
to
enable
addiction
and
illegal
activity.
What
they
need
is
for
city
council
to
sue
the
administration
and
the
district
attorney
for
failure
to
enforce
the
law.
In
fact,
there
is
a
prominent
attorney
in
Philadelphia
George
picketto
Who,
many
of
whom
you
know
who
has
offered
to
do
just
that.

Do
you
know
how
the
Delaware,
River
and
Schuylkill
Rivers
were
cleaned
up
over
four
decades
ago,
an
older
gentleman
named
Raymond
Prophet,
who
lived
in
Levittown,
Bucks,
County,
successfully
sued
federal
state
and
local
governments
to
for
failure
to
enforce
the
Clean
Water
Act,
and
that
set
a
legal
precedent
for
the
nation's
waterways.
The
lesson
is
this:
city
council
must
promptly
take
the
administration
to
court
whenever
it
fails
to
enforce
the
law.
Otherwise
we
don't
have
a
democracy.
We
have
addicted
dictatorship.

opposed
to
bill

is
the
healthy
outdoor
space
to
eliminate
pesticides.

city
is

known
as

can't

our
streets,
why
should

guys

have
the
power
to
obtain
counsel

pesticides?

to
be
clean
before
we
do

given

council,
if

catchphrase

frivolous

renaming
streets

see
is

issues
like

got
parents
going
in
the
street

drugs,

referral

Referral
was
conferenced
in

DHS.

case

Child
should
have
remain

came

took
the
child
out
the
house
anyway.
The
parent
yelled
screamed

listening,

recognition

1921

turned

men
and
women
who
treat
critical
patients
under
extreme
circumstances,
but
are
not
always
recognized.

Health
Professionals
for

service

communities

safe
and

week,
our
Public
Safety
Committee
held
a
Committee
hearing
in
Conroe
Elementary
School
in
the
Kensington
Community.
We
heard
about
everyday
life
from
community
members,
community-based
organizations
and
principals,
but
most
important,
but
the
most
important
testimony
came
from
our
young
students.
Yes,
young
children,
who
every
day
witnessed
through
the
lens
of
their
eyes
the
crisis
that
plagues
their
Community
every
day,
how
they're
impacted
by
it
all
our
children
are
struggling
through
this
Health
crisis
and
yes,
they're
resilient,
but
they
should
not
be.

They
should
not
be
going
through
and
witnessing
what
this
crisis
is
is
causing
them
every
day.
This
should
not
be
just
another
day
in
the
neighborhood,
they
are
afraid
they
are
sad
and
they're
tired.
They
deserve
better.
They
deserve
to
be
able
to
play
in
green
and
safe
spaces
during
the
cold
pandemic.

single
Department
in
this
city
got
in
gear
and
did
what
they
needed
to
do
to
protect
residents
from
that
Health
crisis,
and
although
sometimes
we
miss
the
mark,
as
we
went
through
the
process,
we
adjusted
and
kept
pushing
to
ensure
that
every
Philadelphia
was
safe
covet
proved
that
we
as
a
city
are
Faith.
When
we
are
faced
with
a
Health
crisis,
we
can
come
together
and
we
can
find
resources
we
can
protect
and
we
can
protect
communities.
The
Kensington
the
Kensington
Community
has
been
begging
for
help
for
many
years.

Yes,
it
may
be
difficult,
but
it
is
extremely
necessary
and
it
is
our
responsibility
to
improve
the
quality
of
life
in
the
Kensington
Community

to

chairman
Jones
and
every
single
Committee
Member

attended

Committee
hearing
in
the
Kensington
community,
so
here
directly
from
that
Community,
how
impacted
they
are
and
what
they
experience
every
day.
We
have
to
do
something
we

change
what
we
are
doing.

since
2020
we've
been
visiting
churches
and
religious
institutions
across
the
city,

single
Sunday
and
bringing
needed
City
resources

our
residents

recognize
one

our
partners
in
that
effort
who
has
joined
us
every
single
Sunday
since
2020,
and
just
helping
us
get
as
much
information
out
as
possible.
She
was
with
the
revenue
department
and
is
now
transferring
over
to
the
Philadelphia
water
department.

Thank

Mr
President,
as
we
all
know,
in
Philadelphia,
over
20
percent
of
population
is
food
insecure
in
some
neighborhoods
numbers
even
higher.
With
that
in
mind,
last
week
we
helped
launch
Philadelphia's
GrubHub
servicing
the
city
program
at
the
key
school
and
South
Fork
School
in
my
district,
with
the
help
of
GrubHub
CMAC
Los
Gallos
and
the
People's
Kitchen
were
able
to
give
out
close
to
300
meals
to
Children
and
Families
from
those
two
schools.

Grubhub
servicing
the
city
program
was
created
to
address
food
and
security
issues
as
well
as
support
local
independent
restaurants,
launched
in
New
York
in
July
of
22.
This
initiative
has
now
served
more
than
twenty
thousand
meals
to
food
and
secured
families
in
New
York.
It's
my
hope
that
we'll
exceed
that
number
as
we
partner
and
grow
in
Philadelphia
grandpa,
will
be
partnering
with
council
members
purchasing
up
the
500
hot
pre-packaged,
culturally
appropriate
meals
directly
for
restaurants
and
and
hosting
on-site
meal
distributions
events
at
howling,
Authority
senior,
centers
veterans
organizations
and
other
community-based
organizations.

look
forward
to
working
with
my
colleagues
here
in
Council
in
the
coming
months
to
help
bring
the
program
to
their
council
districts
and
to
Council
in
the
city
as
a
whole.

to

team

them

not
going

Marshall
Plan
that
is
needed

make
Kensington
right,
because

Kensington
is
not
safe,
no
neighborhood

Philadelphia
is
safe.

another
note:
we
cannot
ignore
what
happened
at
that
prison
and
I'm
thankful
that
my
colleague
member
Vaughn
is
pulling
together
a
hearing
to
examine
all
of
what
happened
and
whole
people
accountable,
because,
again
that
young
man
who
was
only
like
18
years
old,
have
four
homicides.

He
had
shot
and
killed.
Somebody
on
the
grounds
of
the
prison
that
was
getting
out.
He
pulled
up
in
allegedly
shot
him
dead,
so
that
kind
of
twice
this
individual
said:
I,
don't
care
about
the
prisons?
I,
don't
care
about
the
system,
I'm
a
bandit
and
I'm
I'm
going
to
do
what
I
want
to
do
and
then
escaped
proving
that
you
know
you
know
he
he
felt
he
was
bigger
than
the
law.
So
we
have
to
fix
this
and
we
will
fix
this
and
I
look
forward
to
the
discovery.

think
that's
one
of
the
most
devastating
things
that
can
happen
to
to
a
person,
and
you
know
especially
leading
up
to
Mother's
Day,
so
just
wanted
to
send
him
our
love
and
just
let
him
know
that
we
are
thinking
about
him
and
his
family
in
this
hard
time.

also
wanted
to
thank
council
member
Vaughn
for
the
really
important
resolution
on
what's
going
on
in
the
prisons.
I
will
say
that
you
know,
as
a
member
of
the
Public
Safety
Committee
we've
had
meetings
on
meetings
on
meetings
on
meetings
with
the
leadership
at
the
prisons
and
with
the
administration
to
talk
about
the
crisis.
The
crisis
that's
been
playing
out
in
the
prisons
for
over
the
entire
pandemic
and
it
feels
like
you
don't
get
anywhere.

It
feels
like
just
sort
of
defensiveness
and
the
lack
of
a
real
plan,
and
so
I
hope
you
know
and
I'm
willing
to
be
a
part
of
the
team
that
allows
us
to
come
into
this
hearing
in
a
different
way
and
hopefully
to
get
more
answers
and
to
get
to
resolution.
But
this
is
something
that
Council
has
pushed
on.
I
would
say
you
know
for
the
entire
pandemic
and
I
hope
we
can
get
it
to
a
different
place
through
this
hearing,
but
I
do
think
it's
a
very
important
discussion
to
have.
I

know
I'm
so
glad
that
councilman
Jones
chaired
the
meeting
the
other
day.
The
public
safety
meeting
and
ketsy
Lazada
I
commend
you
for
taking
the
initiative
to
actually
bring
the
kids
in
because
it
just
proved
what
I've
been
telling
everybody
all
along.
Is
that
the
kids
in
my
neighborhood
are
good
kids
they're,
not
asking
for
anything
extra.
I
They
just
want
the
same
as
every
other
community's
kids.
You
want
and
you
guys
got
to
see
firsthand
how
articulate
and
resilient
they
are.
They
learn
under
circumstances
that
no
child
should
have
to
go
through
in
order
to
learn.
I
They
push
through
streets
that
are
littered
with
trash
and
dirt
and
needles
and
walk
past
people
doing
things
that
just
are
not
right
in
public
and
I'm.
Just
so
happy
that,
for
once,
everybody
got
to
see
what
I
see
on
a
daily
basis.
When
I
talk
to
the
kids
in
my
neighborhood
that
all
they're
asking
for
is
a
chance
to
be
a
kid,
and
you
know
I
believe
it's
our
job
to
allow
that
and
to
give
that
to
them.
I
They
learned,
in
spite
of
us
and
what
we're
doing
I
I'm
happy
that
everybody
came
out
and
I
know
now
that
what
my
colleagues
seen
was,
what
I
see
every
day
and
I
hope
now
that
we're
all
on
the
same
page,
we
can
work
to
make
a
difference
over
there
for
those
kids
because
they
deserve
it.
