is

capital
budget
amendment
for
bill
number.

respectfully
request
that
the
bill
be
amended
to
affix
a
technical
issue
where
funding
line
was
intended
to
advance
a
payment
for
the
art
museum
and
not
increased
appropriations
over
the
whole
capital
program.

bills
amend
the
capital
budget
and
the
capital
programs,
add
thirty,
nine
thirty
one
point:
nine
million
dollars
in
operating
revenue
appropriations
in
FY,
nineteen,
five
hundred
thousand
in
pre
finance
loans,
CA
appropriations,
eight
hundred
and
thirty-five
thousand
and
pre
finance
loans,
a
appropriations,
twenty
two
million
in
state
appropriations
and
twenty
two
million
of
federal
appropriations.
All
in

bills
also
reduce
the
FY
2011

appropriations
by
five
million
dollars.

These
appropriations
will
allow
us
to
to
pay
for
30
million
in
important
capital
needs
without
incurring
the
cost
of
debt
service,
as
funding
is
transferred
from
the
general
fund.
Five
million
would
be
an
advance
for
the
art
museums
core
project,
so
it
would
reduce
the
appropriation
in
FY
20
to
provide
the
same
level
of
funding
over
the
six-year
program.
As
previously
it
adopted,
2.5
million
would
be
added
in
the
Commerce
Department
for
neighborhood
commercial
corridors.

Twenty
two
and
a
half
million
would
be
added
for
additional
vehicles,
mostly
in
this
fire
department
streets
department,
including
additional
pumpers
medic
units
compacted
sweepers
and
snow
removal
vehicles.
The
bills
also
increased
appropriations
for
the
department
of
public
property
from
a
deposit
made
to
the
city
from
the
parking
authority,
as
well
as
from
insurance
proceeds.
The
amendments
also
increased
appropriations
for
voting
machines,
adding
federal
and
state
appropriations
and
add
appropriations
and
state
and
federal
lines
for
CNG
vehicles.

add
a
pre
finance
loan
and
PI
cap,
refinance
loan
appropriations
for
the
fire
department
and
allow
them
to
return
appropriations
back
for
liquidated
purchase.

in
the
year-end
ordinance

we
transferring
thirty
million
from
the
general
fund

capital
budget,

we
don't
have
to
pay
debt
service,
so
typically
the
capital
budget.
For
most
of
our
appropriations,
we
borrow
money.
We
decided
that
we
would
use
some
of
our
general
fund
to
transfer
into
the
capital
budget
so
as
to
we
could
avoid
debt
service
on
that
30
million,
and
so.

we've

talking
about
moving
many
of
our
operations
that
are

in
our
capital
budget
funding.

picking
up
trash
won't
do
it
we
want
to.

we
want
to
make
a
difference
on
our
neighborhood

we

to
increase
the
funding.

been
requesting
that
they

we
have
here
and
what
could
the
status
of
that
request
be

scale
commercial
corridor
projects.

day-to-day

cleaning

people
from
the
the
Commerce
Department

who
talk

of
the
capita,
the
larger
commercial
corridor
projects
and
then
in
the

the
operating
side.

I
think
we
should
consider
doing

excited

hear

much
interest,
because
obviously
these

commercial
quarters.
Obviously
it's
been
my
number
one
priority
as
a
district
council
person,
but
I
want
us
to
note
for
the
record
that
when
we
talk
about
staffing,
it
is
about
capacity
and
supporting
neighborhood
based
organizations.

Some
of
the
comments
I've
heard
from
the
administration
was
that
people
didn't
want
to
move
their
cars
and,
for
me,
that's
the
act
of
political
will
from
the
administration
and
the
city
to
make
sure
that
we
can
have
block
parties
to
people
where
their
cars
they're,
not
surely
thinking
with
their
cars
to
clean
the
streets
when
it's
just
their
simple
part
of
the
zero
letter
campaign,
that's
promoted
by
the
administration.
This
should
also
be
a
part
of
that
part
of
actually
going
into
this
budget
process.

already
been
asked
something
have
been
set
aside
for
us
to
follow
up
going
and
at
least
good-faith
effort,
starting
with
commercial
quarters.
First
and
foremost,
if
I
remember
correctly,
that
was
part
of
platform
that
was
expressed

terms

what
other
things
will
be
accomplished
under
this
new
administration
going
into
2019.
You
know
I
figured
it's
having
like
really
to
show
the
people
that
this
is
a
priority
when
I'm
moving
before,
because
I
hear
about
it
all
throughout
my
district
and
again,
the
debate
comes
down
to
the
me.

not
a
money
thing,
it's
about
saying,
listen
on
certain
days,
you
have
to
move
your
cars
and
we're
going
to
have
street
sweeping
it's
just
that
real,
simple
people
don't
want
to
move
their
cars.

get
tickets,
that's

we
do
it
for
black
parties,
beador
decimals.
We
can.
We
just
approach
that
same
type
of
we
couldn't
be
the
same
type
of
will
and
make
sure
that
if
a
neighborhood
is
designated
for
street
cleaning
same
thing,
we
do

black
players

street
festivals

thing.

partners

commercial
corridor
and

we

get

this
correctly,
our
project
over
six
years
is
about
thirty
three
million
dollars.
I
think
my
only
comment
is
that
I
know:
we've
studied
it
for
years,

conversion
to
PG
W
at
the
Art
Museum.
It
was
a
twenty
million
dollar.
The
last
time
I
saw
it.
Investment
for
a
two
billion
dollar
savings.
That's
a
better
return
than
any
other
investment
right
now
in
the
pension
fund.
That's
a
10%
return.

2010

is
adding
20
million
both

federal

state
appropriations.

hoping-

contribute
significantly
to
our
voting
machine
projects.
So
these
are
placeholders
in
case
we
get
its
federal
or
state
grants
that
we
could
use
towards
our
voting
machine
project.

is
the
FY
18
year

transfer
ordinance,
so
it
provides
for
a
transfer
within
the
general
fund
of
5.1
million
the
grants
revenue
fund.
Forty
four
point:
five
million

the
aviation
fund,
these
orden
are
needed
to
transfer
appropriations
to
those
agencies
and
expenditure
classes
where
shortages
have
occurred
will
allow
the
proper
recording
of
final
FY
18
obligations,
its
required
for
our
year-end,
closing
of
the
financial
records
of
the
city
and
I
could
list
each
of
them.
It's
all.

my
testimony,
each
of
them
is
laid
out

my
testimony
and
then
there
is
backup
from
each
of
the
departments
explaining
them
in
more
detail.
I'll
just
highlight
some
of
the
more
significant
ones
for
30
million
dollars
that
we've
already
talked
about.
This
is
a
payment
from
the
Director
of
Finance
into
the
capital
fund,
which
we
were
referred
to
in
the
previous
bill.

four

seven
million
to
the
first
Judicial
District,
and
this
is
to
appropriate
funds
per
the
zero
growth
agreement
and
they
had
they
provided
testimony
and
they're.
Also
here
they
have
there
any
questions,
and
then
there
are
some
internal.
There
are
some
transfers
to
fully
fund
payroll
costs
in
fire
and
streets
and
certain
a
variety
of
other
departments
and
those
are
the
probably
the
most
significant
ones.

questioned

zero
growth
agreement.

know
it's
a
long-term
agreement
with
the
city

there's
been
discussions
about
revisiting
that,
because
essentially
every
year
we
do
this
transfer

quite
significant.
So
I'm
gonna
put
that
on
the
record
again.

tax

the
litigation
was
resolved
in
our
favor.

an
area

we
all
push
for,

training
and
capacity

bit

wiggle

the
number
of
pre-k
slots
and
supports
we'd
previously
assumed
that
would
not
be
able
to
take
place
until
FY
2011

to

managing
directors
office,
and
that

variety

projects,

listed

investments

investment,

not
just
business
tax
cuts.

would
add
that,
as
part
of
that
assessment
about
you
know,
do
we
do
because
I
think
we
have
a
very
generous
tax
reduction
package
and
our
five-year
plan.

to
limit
the
the
issues
around
poverty

cost
to
the
other
parts
of
our

as
we're
looking
forward

next
year's
budget,

how
many
of
the
savings

investments
are

short
term
will
cost
us
something
but
long
term
we're
not
depleting
other
resources
in

these

these
deal
with
quality
of
life,
poverty
issues

some
of
the
issues
that
we

things

directly

lends
the
challenge

poverty
is
a
lens

many

our
departments
look
through

requests

direct
services

supportive
housing

homeless
services

affects
many
departments
in
many
different
ways,
and

about
L&I
the
work
that
L&I
does
anything

they're
focusing
on
demolitions

also
related
to
poverty.

that
the
kind

poverty

neglect
in
our
city
is
it's
goes
hand-in-hand,

for
many
of
the
departments

department
included

poverty
affects
almost
everything
that
we
do

city

growing
our
residents.

economic
opportunities
of
a
residence
is
really

important
to
almost

every
service
that
we're
offering
as

city,

it
permeates
through
everything
and

finding
ways

we
can
tackle.

is

commitments

has

it

to

citywide
problem,

McKenney
signed
an
executive
order
creating
an
opioid
emergency
response
group,
this
effort
term

a
resilience
project
has
brought
together
35
city

external
department

officers
to
focus
on
tracking
focus
on
tackling
the
opioid
crisis
of
Philadelphia.
The
additional
funding.
This
funding
will
be
used
to
support
resilience,
project
goals
that
include,
but
are
not
limited
to
expanding
police,
assisted
diversion
in
the
East
Police
division.

Supporting
Salvation
Army's
need
a
program
that
helps
victims
of
human
trafficking
equipment
first
responders
with
smartphones
in
order
to
better
track
and
map
overdoses
of
real-time
hiring,
additional
Parks
and
Recreation
seasonal
maintenance
workers
to
increase
clean
enough
reserve
facilities,
increasing
the
locks,
own
training
and
distribution
increase.

outreach
efforts
to
engage
people
in
treatment

any

adds

allocated

was
originally
scheduled
for
Frankfort
and

tenant
Allegheny,
and
now
it
will
go
throughout

Center

they

are
putting
in
our
FP
to
sue

manage

tax

evidence
of
progress
is
extremely
important

held
a
meeting
two
weeks
ago
with
our
commercial
and
home
based
providers
and
they

is

market

a
thousand
recovery
houses

experiencing.

services

the
