Ann

and
I
am
Director
of
Planning
and
Development
for
the
Department
of
Planning
and
Development
I'm
pleased
to
provide
testimony
on
bill
number
one:
eight,
zero,
seven,
three,
nine
authorizing
the
establishment
of
a
separate
sub
fund
to
receive
revenues
other
than
from
recording
fees,
and
to
authorize
how
those
revenues
may
be
appropriated
and
spent.
As
you
know,
Philadelphia
is
the
poorest
of
the
nation's
ten
largest
cities.
Our
poverty
rate
remains
stubbornly
high.

These
unfortunate
facts
contribute
to
our
significant,
affordable
housing
challenges.
Those
challenges
affect
all
income
levels,
but
particularly
those
who
earn
less
than
30
percent
of
area,
meaning
income
or
am
I.
For
example,
nearly
150,000
Philadelphia
households
who
earn
less
than
30%
of
ami
are
cost
burdened
paying
more
than
30%
of
their
income
for
housing.
The
majority
of
those
households
are
severely
cost
burden,
paying
more
than
50%
of
their
income
toward
housing.

That
is
why
the
city
directs
much
of
its
housing
effort
towards
these
households,
multiple
programs
in
the
division
of
Housing
and
Community
Development,
supported
by
a
variety
of
funding,
address
the
housing
needs
of
families
earning
less
than
30%
of
ami.
Those
programs
provide
housing,
counseling,
home
repairs
and
new
housing
units.
Local
and
federal
funds
also
support
the
work
of
the
office
of
homeless
services
in
the
Philadelphia
Housing
Authority
in
fiscal
year.
2018
these
how
city
housing
agencies
combined
to
serve
about
50,000
households
earning
less
than
30%
of
ami.

At
the
same
time,
families
earning
between
30%
and
120%
of
ami
face
their
own
housing
challenges
nearly
ninety.
Ninety
thousand
excuse
me.
Although
these
households
are
cost
burdened,
they
also
have
home
repair
needs.
Many
are
being
priced
out
of
strong
residential
markets,
making
our
neighborhoods
less
diverse
bill
number
one,
eight
zero.
Seven,
three
nine
provides
DHCD
with
the
flexibility
to
address
housing
needs
at
a
variety
of
income
levels
where
we
see
opportunities
to
support
those
earning
less
than
30%
of
ami.

can
act
and
where
we
see
opportunities
to
address
the
housing
needs
of
those
who
make
more
than
30%
of
ami,
we
can
act
there
as
well.
Later
this
fall.
We
will
issue
our
housing
action
plan.
That
plan
will
include
housing
targets
at
a
variety
of
income
levels
and
strategies
to
achieve
them.
The
flexibility
that
this
sub
fund
will
offer
will
assist
us
in
meeting
those
targets.
Accordingly,
I
urge
the
community
to
report
out

projections
included
in
the
current
five-year
plan
of
the
amount
of
property
tax
returning
to
the
roles
from
expired
abatements,
the
administration
will
calculate
this
amount
ahead
of
each
year's
upcoming
budget
and
will
include
the
calculated
amounts
as
an
appropriation
within
the
Housing
Trust
Fund
in
each
year's
operating
budget.

plan,

briefing

if
it's
gonna
be
our
plan,
I
think
there
has
to
be
some
sort
of
way
for
there
to
be
a
public
discussion
in
this.

RFPs
out
on

tax
credit
deals.

awarded

projects
that
RFP
is
closed.
There
is
a
review
meeting
for
those
responses
scheduled

and
then

resources,

with
these
additional
resources,
we
will
still

way

people

try
to
have
a
predominant
amount
of
the
dollars
available
to
us
go
to
serve
our
most
neediest
families,
but
we
also
know
that
there
are
some
things
that
we
need
to
do
for
some
of
our
other
folks.

help
prevent
them
from
possibly
becoming
some
of
our
neediest
families.
For
example,
you
know
the
home
repair
program
that
we're
laying
out
now
that
we're
just
starting
to
roll
out.
That's
a
loan
program,
that's
for
people
over
30%
emini
and
some
that
can
take
off
a
loan.
But
if
we
don't
do
those
home
repairs,
we
run
the
risk
of
those
folks.
You
know
not
being
able
to
make
those
repairs
for
themselves
and
those
houses
may
fall
apart
around
them
and
then
they've
become
homeless.

So
they've
gone
from
being
a
homeowner
that
has
some
asset
to
now
being
not
having
a
place
and
we've.
You
know
by
not
dealing
with
them,
who
may
have
a
little
bit
of
a
higher
income.
We
may
be
now
adding
to
the
issues.
So
I'll
be
honest.
It's
it's
sort
of
a
constant
fighting,
a
constant
battle,
regardless
we
are
putting
our
finger
in
a
dike.
That's
what
we're
doing,
regardless
of
these
income
levels
and
the
resources
right
now
is
we're
just
doing
our
best
to
keep
that
dike
from
bursting
on
a
lot
of
different
levels.

So
what
I
hear
you
saying
correct
me
if
I'm
wrong?
Is
that
there's
a
big
need?
You
are
focusing
on
on
homes,
households
below
30%,
ami
and
you're,
trying
to
do
preventative
actions
where
possible
so
that
people
who
are
on
the
verge
of
becoming
homeless
do
not
become
homeless
as
kind
of
a
preventative
type
application.
I
How
would
you
address
that?
It
would
just
indicate
to
me
that
you
have
you
know
people
with
needs
at
the
lowest
end
that
aren't
satisfied.
You
have
an
expanding
population
of
homeowners
on
the
verge
of
being
homeless.
You
have
increased
burdens
placed
upon
them
by
the
city
government.
How
do
you,
how
do
you
come
up
with
a
methodology
to
deal
with
that
continuous
problem?
So.

There
was
additional
funding
added
in
this
year's
fiscal
year
budget
to
do
more,
counseling
and
more
outreach
about
those
programs,
because
I
think
frankly,
now
the
challenge
isn't
that
we
don't
have
programs,
it's
making
sure
that
everybody
who's
eligible
for
those
programs
knows
about
it
and
takes
advantage
of
it.
So.

We
skid
they're
low-income
conversation
and
go
straight
to
workforce
and
affordable,
but
there's
a
low-income
population
of
people
who
live
in
deep
poverty.
Who
also
would
like
to
stay
in
the
city
of
Philadelphia.
And
so
can
you
give
us
these
our
brief
overview
of
what's
to
come
in
terms
of
how
you're
going
to
address
that
issue
and
then
submits
it
to
Bo?
You
know.

Obviously,
there
were
two
proposals
on
the
table,
one
with
the
construction
tax,
and
then
we
came
up
with
a
compromise
to
do
funding
through
our
general
fund
to
the
Housing
Trust
Fund
and
when
I'm
out,
like
community
talking
to
constituents
and
was
brought
to
my
attention.
That
is
because
it's
not
new
money,
how's
it
going
to
have
an
impact
on
other
city
services
such
as
the
libraries
right
now
we're
currently
facing
staff
shortages
across
the
city
of
Philadelphia,
particularly
in
poor
neighborhoods,
which
was
recently
reported
by
The
Inquirer
in
editorial.

So
some
of
those
will
be
new,
but
some
of
those
will
be
also
preserving,
which
you
know
is
kind
of
the
conversation
we
just
had
with
Councilman
tall
and
that's
across
the
board,
so
that
that
there's,
a
certain
number
of
homeless
units
you
know
homeless
beds,
are
moving
people
out
of
homelessness
into
permanent
units,
all
the
way
through
market
rate
units
that
make
up
that
overall
number.
So
how
do
we
want
to
get
at
very
low
income
and
I
want
to
say
appreciate
you
asking
that
question
because
I
think
you're
exactly
correct?

There's
a
lot
of
conversation
now
about
affordable
housing
and
the
definition
of
affordable
housing
has
really
grown
and
there's
a
lot
of
conversation
about
moderate
income
and
low
income
and
I.
Really.
This
is
a
pet
peeve
of
mine.
Frankly,
because
I
think
at
the
national
level,
very
low
income
has
really
dropped
off
the
charts
and
nobody
is
really
talking
about
deep
poverty,
which
is
what
we
experienced
here.
So
I
think
to
answer
that
question
about
how
do
you
address
that
30%
of
median
or
below?

Again,
you
know,
thanks
to
the
transfer
tax,
we
were
able
to
float
a
bond
that
allows
us
us
to
provide
home
repair
grants
to
that
population.
We
are
continuing
that
we
actually
just
had
a
conversation
internally
before
we
came
to
this
meeting
about,
because
we're
doing
that
there's
been
more
need
coming
forward
with
emergency
repairs.

want
to
try
to
figure
out
if
there's
a
way
for
address
this
increased
need,
and
so
we're
going
to
be
looking
at
that,
you
know
we're
gonna
continue
with
our
tax
credit
projects,
which
help
to
get
at
more
lower
income
and
and
we're
looking
at
things
like
you
know,
can
we
do
some
kind
of
a
shallow
rent
subsidy
I
mean
I,
think
we're
trying
to
look
at
different
programs
and
different
ways
to
do
that.
To
try
to
get
at
that
again.

very
clear
that
these
additional
dollars
and
this
flexibility
helps
but
will
not
solve
the
issue
that
we're
dealing
with,
for
example,
you
know
and
I
know,
there's
also
been
conversation
about
money
that
we
have
and,
and
is
there
money
sitting
there
that's
allocated
but
hasn't
been
out
the
door.
Yet
in
1965
we
got
two
hundred
million
dollars
from
the
federal
government
and
Block
Grant
money
exactly
to
1965,
200
million
I
mean
I
I'll.

Tell
you
right
now:
I'm,
not
smart
enough
to
do
the
math
in
my
head,
but
adjusting
for
inflation
and
all
that
think
how
much
money
that
would
be
today.
Somebody
determined
that
we
had
that
need
back.
Then
our
need
has
not
lessened
and
our
country
has
not
gotten
poorer,
but
this
year
we
got
42
million
dollars
right.
So
I
appreciate
having
a
conversation
about
what
are
we
doing
to
address?

You
know
at
every
income
level,
whether
it's
moderate,
whether
it's
low
and
also
very
low,
because
I
appreciate
the
effort
that
has
gone
into
getting
these
additional
dollars.
You
know,
but
the
reality
is
without
these
other
strong
partners,
it's
very
difficult
for
us
to
deal
with
this
issue
on
our
own
as
a
locality.

We
want
to
try
to
use
that
money,
the
best
we
can
so,
yes,
we
are
looking
at
constructions,
we're
looking
at
cost
savings
technology
improvements.
All
it
like
anything
frankly
that
we
can
think
of
is
things
that
we're
going
to
consider,
because
it's
gonna
take
everything
to
try
to
deal
with
this
issue,
and
also
I
want
to
be
clear
that,
even
though
a
hundred
thousand
is
a
for
a
tional
goal,
it
still
is
a
step
in
the
right
direction,
but
does
not
resolve
the
issue
that
we
have.

glad
to
hear
that
we're
gonna
look
at
the
cost
of
the
of
the
building
and
I
do
look
forward
to
some
real
leadership
from
the
building
trades
component
about
looking
at
modular
housing
and
all
the
other
options
that
the
city
has
resisted
in
the
past
to
bring
down
the
cost
per
unit.
The
square
footage
cost
per
unit
and
I
know
that
in
the
past,
or
been
issues
with
HUD
and
where
they're,
how
to
prove
that.
There's
no
reason
why
we
don't
have
a
voluntary
voluntary
residential
rate.

think
I'll
tackle
that
so
one
of
the
challenges
in
our
budget
altogether
and
in
Philadelphia
is
that
everything
in
our
budget
and
all
the
expenditures
that
we
make
in
our
budget
to
tackle
the
probably
the
biggest
impact
which
is
poverty.
And
so,
as
we
put
the
budget
together,
we
the
the
issue
of
tackling
poverty
in
the
short
term,
medium
term
and
long
term.

think
is
a
lens
in
which
we
make
all
of
our
trade-off
decisions
and
so
as
we're
putting
the
budget
together
and,
as
we
will
put
the
next
budget
and
the
next
five-year
plan
together,
affordable
housing
and
the
and
the
strategies
that
Ann's
talking
about
kind
of
one
component
of
a
broader
strategy.
I
think
that
we're
trying
to
tackle
in
terms
of
dealing
with
poverty
and
the
challenge
of
poverty
and
so
libraries,
homeless,
services,
Police,
Fire
EMS.
Everything
that
we
sort
of
do
as
a
city
is
impacted
by
poverty
and
I.

Think
that,
as
we
as
you'll
see
when
we
put
the
next
budget
together
and
the
budgets
that
we've
already
put
together
kind
of
look
at
all
of
those
things
within
the
limited
resources
that
we
have
and
we
will
constantly
be
making
those
traders-
and
unfortunately
we
don't
have
enough
resources
to
do
everything
that
we
would
like
to
do
or
want
to
do.
But
that's
where
we
kind
of
prioritize,
and
so
in
this
conversation
about
the
need
for
affordable
housing
and
the
need
for
all
the
programs
that
Anne
has
laid
out.

think
this
is
where
we're
looking
at
that
this
investment
is
a
really
high
priority
for
the
administration,
and
so
the
trade-off
between
this
and
other
things
that
we
are
prioritizing
this
19
million
and
then
and
the
future
revenue
that
we've
laid
asks.
The
53
million
over
the
five
year
plan
is
something
that
we
think
is
really
critical.
That's
not
to
say
those
other
investments
aren't
also
very
important
and
we're
going
to
be
looking
through
all
of
the
department's
budgets
and
we
want
to
analyze
the
impact
of
improvements.

services
should
be
add
additional
resources
here.
Should
we
take
money
from
other
resources
that
aren't
maybe
functioning
as
well
as
we
would
like
them
to
do,
and
that's
part
of
what
we
do
all
the
time,
we're
in
the
middle
of
target
budget
conversations
right
now
to
make
sure
that
we're
allocating
it
correctly.

it's

a
constant
trade-off

that
money
goes
to
things

basic
system
repair
and
add
all

money

projects,
but
I
would
say
in
general,
in
the
city,
probably
we
fund,

get
funded,
let's
say
seven
to
nine
nine
percent
tax
credit
projects
and
probably
another
one
two
to
four
percent
tax
credit
projects.
And
then
maybe
we
get
funded
a
handful
of
preservation
projects,
some
of
those
go
in
for
tax
credit
for
recapitalization.

of
those
are
just
things
like
they
need
a
new
boiler,
but
I
would
say
we
are
probably
in
general
ables
of
fund
about
a
third
of
the
projects
that
come
in
to
us
for
soft
money.
You
know
to
partner
with
tax
credits
or
something
like
that.
So
usually
we
get
in.
You
know,
let's
say
thirty
to
thirty:

ish
read
articles
projects
and-

we
can
usually
find
kind
of
around
a
third
of
those
do.

all
the
soft
money
in

know
not
being
directed
right
now
towards
any
specific
thing,
but
that
it
would
go
into
the
the
general
fund
and
then
that's.

concerned

the
people
who
don't
work

saying
what
in
the
world
are
they
talking
about,
and
so
I
just
want
to
put
a
little
perspective
here
for
FY
19
I
proposed
general
fund
revenues,
35%
of
them
or
1.5
nine
six
billion
come
from
the
wage
tax
come
from
the
wage
tax.
The
next
largest
contributor
to
the
city's
general
fund
revenues
are
property
taxes
and
and
so
for
those
residents
who
live
in
neighborhoods.

Those
who
have
very
little
and
I
think
what
the
reason
I
was
proud
to
support
this
proposal,
and
the
compromise
is
that
we
said
all
Philadelphians
matter
from
this
perspective,
those
who
need
a
preservation
and
those
who
need
access
to
new,
affordable
units.
When
we
you
know,
we
want
to
subsidize
those.
So
it's
with
that
in
mind
that
I
want
you
to
talk
about
the
contribution
and
why
preservation
is
important
to
the
city,
especially
since
fourteen
percent
of
that
general
fund
revenue
comes
from
property
taxes
and
the
city's
number,
the
last
time
I
look.

We
were
at
52
percent,
52
percent.
Now
we
have
a
lot
of
truck
a
lot
of
challenges
in
our
city,
but
that
is
that
is
a
great
place
for
Philadelphia
to
be
in,
and
we
want
that
number
to
continue
going
up.
Talk
about
that
for
a
second
relative
to
preservation,
home
improvement.
Why
that
downpayment
assistance
and
that
those
closing
costs
were
important.

Yeah
sure
I'm,
so
we
do.
But
you
know
the
preservation
has
been
a
high
priority
of
the
city's
housing
program
for
a
long
time,
and
it
continues
to
be
a
high
priority.
You
know
and
again
because
of
our
our
favorite
catchphrase,
but
it's
also
really
very
true
and
very
valid.
Is
that
the
most
affordable
house
that
we
could
provide
is
the
one
that
you're
already
in
right?
We
we
do
not,
even
with
all
of
the
things
we're
going
to
try
to
do
at
lowering
the
cost
to
produce
a
new
unit.

An
existing
unit
and
keep
somebody
there.
We
also
feel
that
that
is
one
of
our
most
effective
tools.
Frankly,
against
you
know,
in
preventing
homelessness
is
we
need
to
do
a
good
job
of
keeping
people
in
the
unit
they're
already
in,
but
we
also
need
to
make
sure
that
that
units
that
they're
in
is
quality
you
know,
is
a
quality,
safe,
affordable,
healthy
unit
for
them.
So
that's
why
our
preservation
programs
are
so
important
in
terms
of
down
payment,
closing
cost
assistance.

But
for
other
folks,
it's
really
important
to
try
to
do
what
we
can
in
order
to
promote
wealth
creation
by
having
people
own
a
home,
and
we
know
frankly
that
also
there's
a
huge
racial
disparity
in
that,
and
we've
got
some
catch-up
to
do
there,
and
so
that's
really
important.
The
down
payment
and
the
closing
cost
assistance
is
really
important.
The
other
piece
of
that.

That's
really
important
that
we're
trying
to
start
conversations
with
is
the
way
that
banks
look
at
credit
and
and
providing
mortgages,
because
it's
great
if
we
provide
closing
costs
and
down
payment
assistance,
but
if
a
person
can't
get
a
mortgage
and
not
because
there's
anything
really
that
would
prevent
them.
They
just
maybe
haven't
had
access
to
credit
or
something
like
that.

Those
are
conversations
we
want
to
have
as
well
and
again,
you
know,
with
the
resources
available
and
I
think
Anna
point
up
where
poverty,
a
high
poverty
City,
and
we
have
just
so
many
needs
across
the
board
and
it's
hard
to
kind
of
talk
in
isolation
about
anyone,
need
and
say:
hey
all
resources
should
go
to
this,
but
that's
why
we're
trying
to
do
what
we
can
to
address
issues
across
the
board?
Housing
wise,
because
you
know
it's
all
sort
of
this.

But
we
also
at
the
same
time
we're
very
creative
and
I.
Think
people
across
the
nation
are
looking
at
what
we
did
this.
This
council
passed
relative
to
our
home
preservation,
a
program
that
that
we
hope
to
get
rolling
of
very
soon
and
so,
and
that
is
to
make
repairs
to
those
properties
get
access
to
the
capital
3%.
You
know
up
to
$25,000,
you
know
ten
years,
five
hundred
and
eighty
you
know
floor.

There
is
nowhere
that
you're
going
to
find
a
a
banking
product
on
the
market
now
that
the
average
of
Philadelphia
is
is
able
to
access
like
this.
So
I
want
you
to
just
talk
about
that,
because
when
we
talk
about
basic
systems,
we
talk
about
those
guidelines,
but
the
you
know.
It's
also
that
other
groups
so
just
comment
on
that
program.
For
you
to
be
well
right,.

So
I
think
you
know
again.
That's
that's
a
really
key
piece
in
a
very
important
program
because,
as
you
mentioned,
our
grant
programs
really
serve
people
at
150%
of
poverty
or
less,
which
is
relatively
low
income,
and
we
have
people
that
are
kind
of
a
little
bit
over
that
income,
but
still
maybe
not
at
the
level
where
they
can
walk
into
a
commercial
bank
and
get
up
and
get
a
home
repair
loan.
So
this
is
really
to
fill
that
gap.

I
think
we
frankly
got
great
news
yesterday
when
we
issued
those
bonds,
we
ended
up
raising
a
you
know,
a
million
plus
more
than
we
had
anticipated.
So
that
was
really
exciting
and
we
look
forward
to
getting
that
program.
Rolling.
I
know
it's
been
a
long
time
coming,
but
you
know,
as
you
said,
there's
things
about
that
program
that
probably
aren't
available
anywhere
else
and
so
anytime.
You
want
to
be
aggressive
and
create
something
that
is
is
a
little
bit
new,
maybe
a
little
bit
different.

little
bit
reaches
beyond
what
people
are
used
to.
It
takes
some
time
for
folks
to
get
their
head
around
that
and
get
and
figure
that
out,
but
we
look
forward
to
continuing
to
work
with
your
office
and
getting
that
getting

program
up
and
rolling
and
we
hope
to
get
those
loans
flowing
out
the
door
as
quickly
as
possible.

wealthy
backgrounds,
but
somehow
because
they
were
a
college
student,
their
income
guidelines
fit
the
criteria,
and
so
we
started
to
do
research
as
an
office
to
find
out
what
was

issue
and

came
across
the
whole
redlining
issue
and
we
did
hearings
of
regarding
redlining
in
in
how
banks
distributed
home,
repair
loans
and
also
opportunities
for
individuals
to
be
first-time
homebuyers,
but
also
looking
at
the
issue
of
making
downpayment
so
from
an
advocacy
standpoint
and
being
supportive.
That's
something.

would
like
to
work
with
your
office
on
specifically
around
redlining,
making
sure
that
the
banks
specifically
to
do
business
here
in
the
city
of
Philadelphia,
something
that
we're
looking
at
are
those
banks
that
are
very
good
business
corporate
servants
in
terms
of
making
sure
that
every
person
is
qualified
and
I'm.
Talking
about
the
2008,
you
know
bubble
that
we
went
through
for
people
just
getting
loans
and
they
couldn't
pay
for
him.
But
person
was
qualified.
It
has
a
job,
maybe
early
on
they
might
as
a
young
person.

credit
wasn't
the
best,
but
they've
worked
it
up
to
the
next
level
should
have
that
opportunity
to
participate,
and
so
we
are
doing
this
work
with
a
banking
coalition
with
Urban
Affairs
coalition,
so
any
way
that
we
could
be
supportive
specifically
on
that
component,
because
again
you
jump
onto
our
poverty
and
balancing
it
now
and
I,
hear
you
clearly
and
you're
saying:
listen.
We
talk
not
just
about
housing,
but
we're
still
gonna
put
people
to
work.

another
part
of
the
conversation
right
specifically
on
this
issue,
though
I
would
like
to
be
supportive
because
that
the
end
of
the
day
you
know
on
a
home,
that's
wealth,
that's
the
asset,
you
know,
and
a
senior
should

determine.

my
prescription
drugs
or
get
my
roof
fix
or
do
I
pay
for
my
taxes
or
get
a
railing
in
my
home.

think
that
in
particular
with
the
down
payment
piece,
that's
that's
really
important,

know
there
is
some
evidence
that
part
of
that
reason
is
because,
if
there's
been
some
ability
to
have
wealth
creation

generations

prior
generations
can
help
out
the
new
generation
with
a
gift
of
down
payment

closing
cost
assistance.

so
again
you

we
want
to

the
whole
discussion
over
the
last
couple

years

conversation
was
over
the
premise
that,
as
a
city,
if
we
valued
mixed
income,
diverse
neighborhoods,

very
intentional.
In
that
goal
and
the
segregation
that
exists
in
the
city
and
then
the
wall,
segregation
that
will
continue
to
widen.
If
we're
not
more
intentional
in
concentrating
poverty
in
certain
parts
of
the

the
city
is
not
the
kind
of
city
I
want
to
be
part
of
right
and
I.

Didn't
come
to
council
to
support
that
right
and
and
I
sit
in
this
council
every
day
and
we
approve
stuff
downtown,
don't
blink
the
eye
for
every
tax
incentive
we
can
give
and
we
call
it
an
investment.
And
then,
when
we
talk
about
neighborhoods,
it's
an
expense
and
we
got
to
change
that
right
and
I.
Think
the
city
I
think
to
councilman
is
old.
Point
is
the
city
can't
be
unintentionally
hurting
people
through
other
policies
right
and
I?

the
poverty
discussion
that
that
we're
having
is
hugely
important
and
as
the
city

I
think
the
reason
why
a
council
president
moved
for
the
creation
of
your
position
and
was
we
needed
one
department
really
looking
at
this

calling
out

departments

not
making
the
strategic
investments
in
the
same
way
right
every
investment
the
city
makes
has
to
be
around.
How
do
we
protect?
So
it's
not
an
either/or
conversation,
the
tax
base.

grow
the
tax
base,

we
can't
tell
long-term
Philadelphia
residents
that
they're
an
expense
right
and
then
tell
folks
that

an
investment.

can't
have
those
conversations,
and
what
I

we
can
have

conversation

we
can
call
each
other
out
on
those
things
and
say
we
can
do
both,

have
to
do

right

concerns
about.

the
Amazon
deal
gets

things

step
in
the
right
direction,

ourselves
out

this
stuff

the

access

lives
like

I
live
independently
in
my
own

in
the
seventh
District

After
the
collaboration
of
the
Philadelphia
Coalition
disability
advocates
and
many
housing
stakeholders,
City
Council
and
the
leadership
of
Janine
and
Blanco,
so
Melanie
Reynolds
brown,
we
passed
a
very
good
housing
trust
fund.
This
landmark
bill
ordinance,
stablished
the
city's
first
ever
trust
fund,
because
it's
our
city
council
found
that
there
was
a
critical
shortage
of
affordable,
accessible
housing
in
our
city
and
many
low-income
renters
of
and
homeowners,
including
people
with
disabilities
and
seniors.
Today.

The
city's
own
research
confirms
this
and,
furthermore,
how
Philadelphia
households
are
cost
burdened
because
they
spend
more
than
30%
of
their
income
in
our
expensive
housing
costs.
One
of
the
most
important
pieces
of
the
current
housing
trust
fund
is
section
2,
1

4,
which
specifically
requires
that
no
less
than
50%
of
the
house
and
trust
fund
monies
must
go
into
the
development
of
housing
projects
that
benefits
households
like
we
benefit
of
that
live
on
30%,
less
or
less
of
the
median
income.

vast
majority
of
our
city's
disabled
communities
are
part
of
this
community.
The
other
50%
of
the
current
Housing
Trust
one
is
to
be
used
for
house

developing
of
earnings
between
50
up
to
100

housing

medium

what
was
established
by
you
and
we
support
this.
This
was
very
carefully
struck,
balance
in
short
for
future
housing
development
in
our
city
that
is
fair
and
equitable.

units
must
be
visible

alternatively,

lieu
fee
of
$3,000
per
unit
doctor
in
the
housing
trust
fund.
Since
the
inception
of
the
housing
trust
fund,
we
have
worked
well.

helped
hundreds

people

not
thousands.
We
know
it
has
been
thousands
and
we
look
forward
to
many
more
development
of
affordable
units,
housing,
affordable
housing
and
not
only
the
development
but
their
main
link
maintenance
by
no
means,

our
city
won
the
war
on
poverty

met

rapidly
increased
demand
for
affordable,
accessible
housing.

However,
the
housing
trust
fund
has
proven
to
be
a
vitally
important
resource
for
our
city's
poorest
and
most
vulnerable
residents.

officials,
public
services,
housing
advocates.
We
must
ask:
why
would
we

their
mind,

innovative
housing
trust
fund
that
has
been
recognized
so
greatly
across
our
nation?

Why
would
anyone
want

undermine
this
housing
trust
fund?
The
bad
news
is
that
this
bill,

co-sponsored

Darrell
Clarke
does
just
that
undermine

worked
for

over
the
decade

needed
money
into
the
Housing
Trust
Fund,
this
bill
would
put
a
70
million
dollars
that
we

just
talking
about
in
a
new
city.
Revenue
expired
property.

Furthermore,
this
ill-advised
legislation
would
not
require
any
of
the
seventy
million
dollars
to
comply
with
the
Housing
Trust
were
statistically
important
construction
requirement
of
the
ten
percent,
fully
accessible
units
and
one
hundred
percent

visibility,
thereby
ignoring
the
city's
growing
need
for
accessible
housing,
disabled
in
action,
Phillie,
adapt,
tenant
and
future
tenants
of
our
city
and
the
disabled
community.

strongly
encouraged

Appropriations
Committee

vote
no

bill,

Coalition
for
affordable
communities.

The
majority
of
our
housing
units
are
used
to
provide
transitional
housing
in
the
community
for
people
that
we
assist
with
moving
out
of
nursing
homes,
especially
the
Philadelphia
nursing
home.
While
we
applaud
and
fully
support
the
plan
increase
of
70
million
dollars
in
the
revenue
for
housing
in
our
city,
we
are
here
to
clearly
oppose
the
unnecessary
creation
of
a
new
sub
fund,
build
number
one:
eight
zero,
seven,
thirty,
nine
separate
from
the
existing
Housing
Trust
Fund
as
originally
passed
and
signed
into
law
in
June
2005.

After
collaboration
with
the
Philadelphia,
affordable
housing
coalition,
disability
advocates
and
many
housing
stakeholders.
City
Council,
with
the
leadership
of
Councilwoman
Jamie
Blackwell
Blondell
Reynolds
Browns,
have
passed
the
original
Housing
Trust
Fund.
This
landlord
city
ordinance
established
the
city's
first
ever
trust
fund,
because
city
council
found
that
there
was
a
critical,
sorted
shortage
of
affordable,
accessible
housing
for
the
city's,
many
low-income
renters
and
homeowners,
which
includes
people
with
disabilities
and
seniors
today.
That
critical
needs
continues,
as
our
city
is
ranked
number
one
in
the
country
for
poverty
of
any
major
city
in
the
u.s..

A
recent
research
study
by
pew,
which
her
mind
also
mentioned
that
our
city
has
16%
of
our
population,
are
people
with
disabilities.
To
give
you
a
real
number.
That's
two
hundred
and
forty
six
thousand
individuals
living
with
a
disability,
one
of
the
most
important
parts
of
the
current
housing
trust
fund
is
section
21
1603,
for
which
specifically
requires
that
no
less
than
50%
of
the
housing
trust
fund
monies
must
be
used
to
develop
housing
projects
that
benefit
households
with
low
incomes
of
30
percent
or
less
of
the
area
median
income.

The
vast
majority
of
our
city's
residents
with
disabilities
and
seniors
fall
into
this
low-income
category.
The
other
50%
of
the
current
housing
trust
fund
is
to
be
used
for
housing
development
for
households,
earning
50
percent
up
to
115
percent
of
the
area
median
income.
This
was
a
carefully
struck
balance
to
ensure
the
future
of
housing
development
in
Philadelphia
that
is
fair
and
equitable.
Additionally,
the
Housing
Trust
Fund
required
that
at
least
10%
of
the
newly
constructed
units
must
be
accessible
to
renters
and
owners
with
mobility.

Disabilities,
including
those
using
wheelchairs,
see
section
21,
1603,
6
and
wisely.
All
units
must
be
visible
or,
alternatively,
required
to
pay
in
lieu
of
fee
of
$3,000
per
unit
constructed
in
the
housing
trust
fund.
Since
its
inception,
our
Housing
Trust
Fund
has
worked
well
and
has
helped
fund
the
development
of
many
units
of
affordable,
accessible
housing.

HDC
on
at
least
four
projects
has
received
money
from
the
housing
trust
fund
support
to
build
sorry,
affordable,
accessible
housing
for
many
of
our
clients.

By
no
means
has
our
city
won
the
war
on
poverty
or
met
the
rapidly
increasing
demand
for
accessible,
affordable
housing.
However,
the
housing
trust
fund
has
proven
to
be
a
vitally
important
resource
for
our
city's
poorest
and
most
vulnerable
residents.
As
elected
officials,
public
servants
and
housing
advocates.
We
must
act.
Why
would
we
undermine
an
innovative
housing
trust
fund
that
is
working
so
effectively
instead
of
putting
desperately
needed
money
into
the
housing
trust
fund?

Furthermore,
this
ill-advised
legislation
would
not
require
any
of
the
70
million
so
comply
with
the
Housing
Trust
Funds,
strategically
important
construction
requirement
of
10
percent,
fully
accessible
units
and
100
percent
visibility,
thereby
ignoring
the
city's
growing
need
for
accessible
housing
for
our
city's
many
low-income
individuals
and
persons
with
disabilities
and
seniors.
In
conclusion,
Liberty
Housing
Development
Corporation,
our
many
tenants
future
tenants
in
the
disability
community
strongly
encouraged
that
the
Appropriations
Committee
vote
no
on
this
bill.

ownership
of

greatest
idea
in

think
we

because
you're
talking
about
70
million
dollars

five
years,

million

per
year
that
you
that
you're
advocating
for-
and
you
did
not
support
my
charter
change
bill.
In
our
conversations
you
did
not
support
a
charter
change
that
would
simply
put
50
million
dollars
into
the
housing
trust
over
five
years.
That
would
be
250
million
dollars.
I
So
could
you
explain
to
me
why
you
would
not
want
to
pursue
50
million
dollars
a
year?
Simple,
straightforward,
Charter
change
every
year,
50
million
dollars,
which
would
be
250
million
dollars
on
top
of
the
14th
and
16
million
you
get
every
year,
but
come
here
and
say
that
we
shouldn't
make
amendments
for
flexibility,
because
you
want
the
19
million
dollars
or
14
million
dollars
or
whatever
it
is
into
a
specific
part.
What
what
am
I
missing
in
this
conversation.

this
in
two

answer

getting
that
14
million
into
the
housing
trust
fund
and

really
key

us.

money

ami

did
not
see
your
legislation.
The
coalition
can
look
at
your
legislation,
but
right
now,
we're
too
here

talk
about
the
Housing,

Fund

that
you
love
that
I
have
provided
that
legislation,
the
Charter
change
with
a
number
of
you,
you
said:
hey,
fifty
million
dollars
is
not
enough
every
year,
but
it's
a
start
and
then
later
you
said
well
we're
not
supporting
that.
We
want
the
1%
construction
tax.
That's
what
I
heard
am
I
wrong.
It's.

understanding
that
the
1%
construction
tax
would
have
garnered
almost
49
million
last
year,
I
think
that
we
wanted
to
go
with
something
that
we
felt
had
legs
where
most
people
were
in
support
of
it
and
would
pass
we're
very
willing
to
work
with
you
in
the
future,
and
we
look
forward
to
working
with
you
over
the
election
season.
But
right
now
today,
we're
here
to
talk
about
the
Housing
Trust
Fund
and
the
sub.
Well,.
I
But
when
you're,
when
you're
saying
that
we're
not
doing
enough
and
it's
as
simple
as
putting
more
money
into
Housing
Trust
Fund,
but
you
don't
support
a
charter
change
that
would
just
straight-up
put
money
into
the
housing
trust
fund.
Even
if
you
didn't
think
you
would
get
it.
It
appears
to
me.
There
are
complexities
to
this
problem
that
I
am
not
aware
of,
and
and
you're,
not
able
to
explain
to
me
what
the
differences
are.

we

here

ask
us
that
we
believe
I
testify
this
not
too
long
ago,
any
new
monies
that
are
going
to
go
to
housing
assistance.
We
are
demanding
that
half
of
that
money
goes
dead,
that
that
money
goes
into

housing,
trust
fund
and
half
of
it
is
used
as
it
was
established
to
be
used
for
half
of
it
to
be

people
living
on
thirty
and
less
of
a
MA
and
the
other
half
to
help
build
up
our
cities.

want

hear
that

you

I've

this
conversation

sympathetic
to
your
conversation.

also
heard
from
the
administration
and
my
colleagues
that
they
will
get
more
done
with
flexibility
than
they
will
with
this
current
housing
trust
fund
that
the
current
Housing
Trust
Fund.
This
is
what
I'm
hearing
tell
me
if
I'm
wrong
is
not
doing
the
job
and
will
not
do
a
better
job
in
the
future.
Given
the
circumstances,
they
want
the
flexibility
to
do
partnerships
with
innovative,
creative
folks
that
they
can
deal
with
to
provide
more
housing
impact
than
less.

my

I

the
PHA
living,
they
gave
me
a
job
and

money

used

to
people

half
is
for
people,
households
between
fifty
and

hundred
fifteen
percent
of
our
income.
That's
we're

at
a
household
wall
is
almost
a

dollars

year.

money
and
experiment

experiments

number

That
really
wanted
to
be
here
today
to
testify,
but
are
very
hard
at
work.

While
we
are
disappointed
that
that
language
was
not
included,
we
do
still
support
this
package
of
bills
and
remain
committed
to
advocating
that,
as
decisions
are
made
about
how
the
resources
were
spent,
the
lowest
income.
Households
are
the
priority.
We
can
still
use
portions
of
those
funds
for
moderate
income
households
to
help
them
preserve
their
homes
and
help
them
become
homeowners.
This
work
has
real
value
in
all
of
our
neighborhoods,
but
particularly
in
middle
neighborhoods,
and
in
rapidly
gentrifying
neighborhoods,
where
moderate
income
residents
are
getting
priced
out.

So
we
think
we
can
do
both
and
improve
the
quality
of
life
for
our
lowest
income,
households
that
are
severely
harmed
by
the
lack
of
affordable
homes
and
who
are
desperate
for
help.
The
agreement
that
is
being
considered
today
is
a
significant
investment
in
the
affordable
housing
needs
of
Philadelphians,
but
with
more
than
a
hundred
thousand
households
searching
for
safe
quality,
affordable
homes
and
I'm.
Sorry
I
should
correct
that
more
than
a
hundred
thousand
extremely
low
income
households
searching
for
safe,
affordable
homes,
we
cannot
stop
here.

applaud
counsel
for
pledging
to
find
ways
to
boost
the
investment
over
the
next
five
years
to
a
minimum
of
a
hundred
million,
and
we
stand
ready
to
work
with
you
to
make
that
happen.

call

council

administration

agree
to
a
mechanism
to
make
these
annual
appropriations
permanent

dedicated

they
extend
