know
I
think
the
whole
discussion
over
the
last
couple
of
years
has
been
and
where
I
initiated
this
conversation
was
over
the
premise
that,
as
a
city,
if
we
valued
mixed-income,
diverse
neighborhoods,
then
our
money
and
our
priorities
need
it
to
be
very
intentional.
In
that
goal
and
the
segregation
that
exists
in
this
city
and
then
the
wall
segregation
that
will
continue
to
whiten,
if
we're
not
more
intentional
in
concentrating
poverty
in
certain
parts
of
the
of
the
city
is
not
the
kind
of
city
I
want
to
be
part
of
right
and
I.

Didn't
come
to
council
to
support
that
right
and
and
I
sit
in
this
council
every
day
and
we
approve
stuff
downtown,
don't
blink
the
eye
for
every
tax
incentive
we
can
give
and
we
call
it
an
investment.
And
then,
when
we
talk
about
neighborhoods,
it's
an
expense
and
we
got
to
change
that
right
and
I.
Think
the
city
I
think
two
council
minutes
old
point.
Is
the
city
can't
be
unintentionally
hurting
people
through
other
policies
right
and
I?

Think
the
poverty
discussion
that
that
we're
having
is
hugely
important
and
as
a
city
and
I,
think
the
reason
why
a
council
president
moved
for
the
creation
of
your
position
and
was
we
needed
one
department
really
looking
at
this
and
calling
out
their
other
departments
if
they're
not
making
the
strategic
investments
in
the
same
way
right
every
investment
the
city
makes
has
to
be
around.
How
do
we
protect?
So
it's
not
an
either/or
conversation,
the
tax
base.

How
do
you
grow
the
tax
base,
but
we
can't
tell
long-term
Philadelphia
residents
that
they're
an
expense
right
and
then
tell
folks
that
I'm
Assad
is
an
investment.
We
can't
have
those
conversations,
and
what
I
appreciate
now
is
that
we
can
have
a
conversation
where
we
can
call
each
other
out
on
those
things
and
say
we
can
do
both,
but
we
have
to
do
both.
It's
not
one
right
and
you
know,
I
have
huge
concerns
about.
You
know
when
the
Amazon
deal
gets
disclosed.

Those
types
of
things
so
I
think
this
is
a
huge
step
in
the
right
direction,
but
we
we
need
to
call
ourselves
out
around
some
of
this
stuff
and
and
I'm
glad
that
it's
come
to
the
forefront
and
that
we
can
have
this
broader
conversation
about
every
neighborhood
and
people
having
access
to
every
neighborhood
in
a
real
way,
and
so
I
think
that's
been
an
important
part
of
this,
and
so
we
appreciate
and
the
role
that
you
have
and
understand
that
you're
juggling
a
bunch
of
things.
But
that's
what
leadership
is
all
about
right.
