support
of
bill
numbers.

amendments

the
fy
20
and
fy
21
operating
budget
and
the
fy
21
capital
budget,
the
fy
21

26
capital
program,
I'm
joined
by
rob,
deboe
the
city's
finance
director
and
tumar
alexander

city's
managing
director,
the
mayor's
cabinet,
deputy
managing
directors
and
department.
Commissioners
impacted
by
these
bills
are
also
here
and
available
to
answer
your
questions
and
I'm
now
going
to
present
the
slide
deck
submitted.
Along
with
this
testimony.

We
believe
this
is
primarily
attributable
to
city
employees,
not
using
as
much
medical
health
benefits
as
anticipated.
We
think
during
the
shutdown
they
didn't
go,
we
don't
think
this
is
repeatable
could
result
in
higher
costs
later
for
deferred
medical
care,
but
what
that
meant
was
that
in
fy
21
we
were
starting
with
a
higher
fund
balance.
However,
we've
now
revised
our
fund
balance
to
be
lower
22.9
million
dollars.
This
is
a
really
challenging
number.
H

We
have
some
real
risks
that
we're
facing
that
I'm
sure
you're
familiar
with
the
path
of
the
viruses
and
uncertainty,
the
economic
impacts,
we're
also
concerned
with
any
challenges
around
the
presidential
transition
and
civil
unrest,
as
well
as
the
prison
census,
because,
as
that
changes,
the
costs
do
as
well.
We
are
hopeful
about
some
potential
opportunities,
new
federal
stimulus
or
flexibility
with
the
existing
dollars.

We've
gotten,
you
know
we
are
not
building
our
budget
based
on
any
assumptions
for
anything
that
is
not
yet
passed,
but
this
is
just
mainly
a
bit
hopeful
that
it'll
allow
us
to
make
some
changes
in
the
future,
we're
covering
four
pieces
of
legislation
today.
The
first
includes
is
the
fy
20
operating
year-end
transfer,
ordinance
that
needs
to
be
passed
by
the
end
of
the
calendar
year
to
close
the
books,
and
it
includes
pay-as-you-go
capital
and
just
cleans
up
as
some
moving
funds
around
on
some
essential
operating
expenses.

We're
also
covering
the
fy
21
operating
budget,
with
a
mid-year
transfer,
there's
61.7
million
in
additional
general
funds
spending
a
bit
of
that
is
offset
by
additional
revenues
I'll
go
into
that
in
a
bit
more
detail.
So,
there's
about
57.3
million
in
additional
dollars
being
added
to
the
spending
for
fy21
operating.

We
are
also
making
amendments
to
the
capital
budget
and
program
to
account
for
the
appropriations
that
are
in
that
fy20
pay
go
as
well
as
some
appropriations
for
new
water
funding.
I
wanted
to
just
give
you
a
little
bit
of
context
on
how
we
developed
the
proposal.
We
met
with
all
the
departments
to
understand
where
they
were.
We
understand
what
their
needs
were
when
we
did
the
budget
very
quickly
in
the
spring,
trying
to
understand
what
this
pandemic
would
look
like.
We
knew
that
we
would
have
to
make
some
readjustments.
H
We
also
then
looked
at
how
much
what
our
resources
were.
What
money
we
had
our
current
revenues
and
our
projections
for
both
the
pandemic,
as
well
as
the
economy
going
forward,
and
we
had
to
update
our
revenue
estimates
and
then
we
had
to
prioritize,
because
you
know
this
is
true
in
every
year,
but
this
year,
most
especially,
we
can't
do
everything
we
would
want
to
do.
We
simply
don't
have
the
resources,
so
we
look
towards.
What's
legally
mandated,
we
got
feedback
from
city
council
from
our
internal
budget
equity
committee.
H
So
I
first
wanted
to
give
you
a
bit
more
detail
on
the
fy
20
year,
end
transfer,
ordinance
and,
as
I
said,
that
has
a
couple
different
things
in
the
general
fund.
It
includes
pay,
as
you
go
capital
spending,
and
that
is
primarily
for
the
public
health
lab
that
needs
to
move
the
current
site
they
need
to
vacate
in
october,
and
we
need
a
new
location,
there's
also
funding
in
there
for
parks
and
recreation
for
lead,
remediation
and
fire
suppression,
ada
improvements
and
paving.

We
also
just
needed
to
do
some
cleanup
at
the
end
of
the
fiscal
year.
This
is
normal
that
we
do
each
year
the
largest
parts
were
in
police
and
fire
around
their
personnel
costs.
We
also
had
to
account
for
an
additional
payment
to
the
school
district
and
again
this
is
more
of
a
timing
issue.
It
was
a
payment
that
was
supposed
to
be
made
in
fy19
and
was
budgeted
in
19,
but
it
didn't
happen
until
early
20
and
there
hadn't
been
an
appropriation
for
that.

This
also
does
include
appropriations
for
the
water
fund
so
that
they
can
take
advantage
of
81
million
dollars
of
penn
vest
funds
that
they've
been
awarded
access
to
for
improvements
to
water
treatment,
infrastructure,
moving
along
to
the
fy
21
operating
budget.
Meteor
transfer
ordinance
just
to
give
you
the
big
picture,
as
I
mentioned
in
the
beginning,
we're
looking
at
a
much
lower
fund
balance
than
we
started.
H
But
at
the
same
time
we
have
a
lot
of
needs
and
philadelphians
have
a
lot
of
needs
that
we
wanted
to
be
able
to
meet.
So
that
is
why
we
are
requesting
the
additional
spending
with
that
57
million
dollar
impact
on
fund
balance,
and
as
I
mentioned,
we
prioritize
based
on
input
from
a
variety
of
sources,
but
obviously
couldn't
do
everything
that
we
would
have
liked.

So
I
wanted
to
give
you
the
big
picture
of
the
items
that
are
impacting
fun:
balance
that
57.3
million.
This
is
all
here
on
one
slide,
but
I'm
gonna
go
into
greater
detail
on
each
of
these,
but
I
first
wanted
to
just
recap
the
types
of
things
that
we
didn't
have
as
having
that
net
impact
on
fund
balance.

First
is
there's
some
items
that
were
added
in
the
transfer,
ordinance
that
are
offset
by
new
revenue,
and
so
the
example
there
is
public
health
is
drawing
down
additional
revenues,
but
because
they're
drawing
down
those
additional
revenues,
some
of
the
payments
we
make
to
the
state
are
higher.
This
also
supports
increased
spending
at
review
and
for
staffing
for
the
health
department.
H
You'll
also
see
with
no
impact
on
fund
balance
and
transfers
between
departments.
This
is
really
just
to
align
where
the
dollars
for
certain
programs
are
with,
where
they
operationally
live,
and
so
they're
taking
care
of
business
funds,
commercial
quarters
or
moving
from
the
commerce
department
to
the
streets
department.
Adult
literacy
funds
are
moving
from
the
managing
director's
office
to
the
department
of
human
services,
where
that
activity
is
going
to
happen
and
staff
costs
related
to
zero
waste
are
going
to
move
from
the
streets
department
to
sustainability,
where
those
will
be
managed.

There's
also,
some
transfers
between
classes
within
a
department
realigning
funds
with
no
change
to
their
overall
funding
level.
Examples.
There
are
shifting
funds
between
class,
200
and
300
400
for
bodyboard
cameras
within
the
police
department,
and
I
t
and
then
moving
around
some
class
100
in
streets,
so
the
temporary
sanitation
workers,
as
well
as
moving
some
money
around
within
finance,
to
be
able
to
absorb
additional
risk
insurance
costs
that
the
city
has,
but
now
I'll
go
deeper
into
the
ones
that
do
have
a
net
impact
and
really
represent
increased
spending.

The
first
is
8.3
million
dollars
for
the
streets
department
in
class
200..
This
is
for
trash
disposal,
as
we've
discussed,
with
everyone
being
at
home,
there's
significantly
higher
residential
tonnage,
and
that
means
we
have
to
pay
more
for
someone
to
accept
our
trash,
and
so
these
are
the
costs
we
have
calculated
based
on
the
current
levels
and
our
expectations
going
forward.
As
I
mentioned,
there
are
some
additional
costs
for
staffing
as
well.
Those
can
be
absorbed
in
the
existing
budget
and
cost
for
ppe
for
the
balance
of
the
year.

The
philadelphia
municipal
authority,
which
issues
city
bonds
and
has
staff
in
the
city
pension
system,
we
need
to
catch
up
on
required,
calculated
amounts
for
pension
payments,
and
that
amount
is
406
000
that
money
resides
within
the
public
property
within
the
department
of
public
property.
So
you'll
see
that
there
we
also
have
some
court-ordered
payments
related
to
eastwick
in
southwest
philadelphia
for
environmental
issues
that
winds
up
being
in
the
finance
class
500
budget
to
cover
the
payments
in
fy
21..

Some
payments
were
already
made
in
fy
nine
in
fy20.
We
will
still
also
need
to
accommodate
the
last
payments
for
that
those
court
order.
Payments
in
fy22
there
are
additions
for
independent
offices
as
well.
The
city
commissioners
is
included
for
9.7
million
dollars,
and
this
is
related
to
the
costs
for
doing
the
election
in
ways.
We
have
never
done
it
before.
There's
expanded
costs
for
mailing
and
printing
of
mail
and
ballots
for
the
satellite
offices
and
expanded
communications
to
make
sure
everyone
knew
what
we
needed
to
do.

Additionally,
there
is
funding
for
the
district
attorney.
This
is
a
partial
registration
of
the
eight
million
dollar
reduction
that
the
original
version.
The
adopted
version
of
the
fy
21
budget
had
council
had
asked
the
administration
in
the
district
attorney's
office
to
collaborate
on
a
more
reasonable,
revised
budget,
and
so
that's
that's
what
we've
been
doing
over
the
past
couple
of
months
and
and
this
is
the
restoration
recommended
under
that
council
direction
to
to
collaborate.
H
The
office
of
innovation
and
technology
is
seeking
funding
for
a
couple
of
different
initiatives.
I've
got
the
individual
amounts
for
each
initiative
listed
out
here,
but
I
wanted
to
first
note
that
they
found
2.6
million
dollars
worth
of
savings
within
their
existing
budget
to
offset
part
of
this.
So
if
you
total
all
these
up,
that's
more
than
is
actually
in
the
transfer
ordinance
because
they're
just
able
to
absorb
some
of
it.

The
largest
is
something
called
multi-factor
authentication,
and
this
is
for
when
folks
are
logging
in
particularly
important
when
we're
doing
this
remotely
for
extra
security
and
both
our
law
department
and
risk
management.
I
identified
this
as
I
must
do.
This
does
not
in
fact
the
full
cost.
Some
of
it
was
already
underway.
We've
been
able
to
find
some
other
outside
sources
of
funding
for
this,
but
this
is
what's
needed
from
the
general
fund.

There's
also
funding
requested
for
one
philly,
the
city's
payroll
system
in
order
to
maintain
the
existing
consultants
so
that
we
can
complete
required
activity.

tax
rate
changes
be
able
to
fix
defects
and
provide
accurate
paychecks,
which,
as
a
city
employee,
I
certainly
appreciate
this
is,
unfortunately
not
the
full
amount
that
they
requested.
But
you
know
we
had
to
make
a
number
of
different
trade-offs.
Additionally,
there's
funding
within
in
here
for
class
100
for
oit
for
staffing.
H
One
of
the
happy
benefits
of
this
whole
pandemic
is
that
oit
has
been
able
to
accelerate
some
of
their
hiring.
We
historically
have
been
challenged
in
attracting
talent
for
the
salaries
we're
able
to
pay,
but
they
have
been
having
more
success
recently
in
being
able
to
bring
folks
on
board
and
over
time
that
should
lessen
our
reliance
on
outside
contractors.
H
But
they
hadn't
been
budgeted
to
bring
those
staff
on
also
within
oit
is
funding
to
allow
wi-fi
at
25
access,
centers
at
a
higher
level
to
support
distance
learning,
and
so
that's
internet
and
wi-fi
for
175
000.
and
then
the
last
in
here
is
75
000
to
connect
the
office
of
property
assessments.
New
computer
assisted
mass
appraisal
system.

Okay,
I'm
gonna
turn
my

That
hopefully
helps,
and
hopefully
you
can
still
see
my

Let
me

if
there's
anything
you
need
me

I
was
at
the
mayor's
office
is
requesting
funding
for
racial
equity,
and
this
is
a
backfield.
This
is
money
that
they
had
had
in
the
original
budget,
but
following
the
civil
unrest
and
social
activism
in
june,
they
used
that
money
for
a
series
of
town
halls,
but
we
still
want
to
proceed
with
the
racial
equity
training
that
was
originally
planned.

Additionally,
there's
a
funding
for
college
scholarships
that
historically,
that
had
been
200
000
a
year.
We
had
reduced
it
to
100
000
for
fy
fy21
because
of
the
pandemic.
What
we
didn't
realize
at
the
time
was
that
the
awards
to
students
had
already
gone
out
and
and
rather
than
have
to
tell
those
students
that
the
scholarship
that
they
had
been
counting
on,
we
had
to
pull
back.
We
wanted
to
fund
that
there
there's
also
funding
in
here
for
some
class
100,
as
well
as
to
support
a
new
african-american
business.

In
additional,
obviously
we
are
constrained
and
didn't
you
know,
can't
request
that
full
amount,
so
we
would
still
need
to
try.
You
know
work
through
how
the
about
11
million
dollar
gap
would
be
filled,
but
this
24
million
is
essential
sort
of
absent
that
you
know
if
that
full
amount
that
35
million
isn't
made
available.
You
know
there's
very
few
options
available
to
us
and
it
certainly
would
involve
the
closure
of
stations
and
engines.

There's
also
included
in
this
eight
hundred
thousand
dollars
for
civil
unrest
expenses
that
were
incurred
by
the
office
of
emergency
management.
There's
a
couple
things
I
just
wanted
to
note,
which
you're
not
gonna
see
dollar
figures
are
on,
but
I
wanted
to
note
them
because
it
doesn't
mean
we're
not
doing
them.

Also,
there's
not
funding
in
here
for
a
kensington
police
station,
and
that
is
because
the
real
estate
folks,
over
at
department
of
public
property,
have
negotiated
us
a
lease
that
begins
with
free
rent
and
all
other
costs
we
can
absorb
this
year.
We
know
that
there
will
be
costs
in
out
years,
but
we're
able
to
get
that
started
without
having
to
add
any
dollars.

These
are
a
mix
of
programs
that
were
already
started
in
the
first
half
of
fy21,
and
I
actually
I
will
note
this
originally
said
this.
These
are
fully
funded.
That
was
when
we
had
a
slightly
different
understanding
of
how
much
the
cares
act
could
come,
could
could
cover
for
this,
but
there
is
still
close
to
six
million
dollars
in
here
for
rental
assistance
programs,
and
then
we
have
some
spending
requests
related
to
core
operations.

I
already
noted
that
the
pension
payments
for
the
philadelphia
municipal
authority
were
in
the
department
of
public
property's
budget,
we're
also
seeking
an
additional
five
hundred
thousand
dollars
for
some
immediate
needs,
primarily
the
escalator
and
roof
repair
at
the
criminal
justice
center.
We
also
have
significant
needs
related
to
extra
cleaning
and
pest
control
on
the
temporary
relocation
of
the
police,
northeast
detective
division
in
parks
and
rec
there's
345
000.
Most
of
this
is
actually
for
costs
related
to
tree
removal.
H
In
august
we
had
some
massive
storms
and
then
also
for
fbi
and
child
abuse,
clearances
and
support
for
the
access,
centers
and
actually
the
support
for
all
centers,
including
the
ones
that
are
access,
centers
and
then
the
last
one.
Here
is
the
city
treasurer
seeking
additional
funds
to
be
able
to
support
bond
council
for
non-transaction
costs.
Normally,
when
we
need
bond
counsel,
it's
because
we're
borrowing
money
and
we're
able
to
wrap
those
costs
right
into
the
borrowing,
and
we
don't
need
general
fund
dollars
on
top
for
that.

But
we
have
a
couple
of
issues
right
now,
where
we
need
really
good
advice
from
bond
council,
but
it's
not
part
of
an
immediate
transaction.
So
we
can't
just
wrap
it
into
the
borrowing.
And
so
an
example
of
that
is.
The
irs
is
auditing
our
4601
market
street
transaction
and
borrowing,
and
we
want
to
make
sure
that
we're
able
to
retain
outside
counsel
for
that.

We
we
have
through
our
cares.
Act.
Funding
and
other
funds
been
attempting
to
provide
additional
relief
to
small
businesses,
but
through
discussions,
we're
happy
to
be
able
to
collaborate
with
you
to
identify
an
additional
20
million
dollars
in
order
to
provide
relief.
The
way
we're
going
to
be
able
to
do
that
is,
first
being
able
to
direct
more
of
our
stimulus
funds,
seven
million
dollars
for
that
purpose.

Unfortunately,
you
know
we've
received
federal
relief,
but
not
enough
to
handle
all
of
our
needs,
but
we
really
understand
the
need
to
prioritize
this
and
the
things
that
we
have
to
figure
out
later,
we'll
figure
out
later
the
balance
of
that
13
million.
The
way
we
are
thinking
about
doing,
that
is
by
finding
some
opportunities
to
shift
within
our
capital
budget
to
free
up
some
funds.
We
know
that
you
know.

real

We've
been
talking
about
some
of
this
capital
just
because
we
will
have
to
come
back
to
this
committee
at
some
point.
How
are
you
realigning
and
prioritizing
some
of
the
capital
spending
in
our
code
of
reality,
because
I
know
there's
a
lot
of
stuff
on
the
books
we're
going
to
make
some
changes.

We're
also
looking
to
prioritize
the
public
health
lab.
The
existing
building
is
in
non-functional
condition.
Nearly
most
of
the
staff
has
already
needed
to
move,
the
site
has
been
sold
and
we
need
to
get
out
by
october,
which
is
why
part
of
this
is
really
pressing
to
move
on
now,
and
so
we
have
a
place
to
go
and
we
have
a
plan.

Commitment
that
we'll
still
get
it
done
in
year,
21
we
just
may
have
to
be
part
of
the
borrowing
that
was
just
approved
in
the
last
election
and
and
backfill
it.
So
I
just
want
to
make
make
sure
folks,
particularly
the
department,
folks,
that
this
is
about
what's
up
with
shovel
ready
priority,
but
eventually
we
can
commit
to
backfill
most
of
that.

like
internet
connection

I'll
start
with
some
general
questions,
and
I
will
confess
that
that
I
did
not
get
the
materials
until
this
morning.
So
I
I
have
a
couple
basic
questions
to
start
with,
the
amount
of
the
transfer
that's
being
requested
in
the
general
fund
for
20
and
21.

And
so
for
the
capital
budget
we're
only
making
changes
to
the
current
year.
We
have
to
update
the
capital
program
for
the
six
year
program
to
reflect
those
changes,
and
so
what
that
is
is
the
additional.
The
changes
in
pay
as
you
go,
are
then
reflected
in
the
capital
program
in
the
general
fund.
There's
also
80
81
million
dollars
worth
of
appropriation
added
in
the
water
fund
in
the
fy21
capital.

So
pay
as
you
go
means
that
for
capital
investments
which
are
are
big
infrastructure
things
typically
physical,
but
sometimes
can
be
large
computer
systems.
It
means
using
dollars.
We
already
have
on
hand
as
opposed
to
borrowing,
and
there
are
some
reasons
that
we
think
that
this
is
the
right
thing
to
do
for
the
city
one.
H
It
helps
us
avoid
borrowing
costs,
so
things
cost
more
when
you
have
to
pay
interest
bond
council
fees,
all
that,
so
we
basically
get
the
same
piece
of
infrastructure
for
less
money
and
two
by
borrowing,
even
though
you're
like
oh,
but
you
can
spread
it
out
over
time.
Our
concern
there
is
the
city
already
has
very
high
fixed
costs
in
our
operating
budget,
so
one
that
gives
us
less
room
to
maneuver
when
we
want
to
make
adjustments
there.

If
you
know,
if
you're
close
to
the

good
way
to
do
things
and
by
the

the
administration,

think,
is
supporting

400
million
dollar
bond.

funding,

a
surge
hospital
as
the
situation's
evolved

we're
making
plans
for
the
second
surge.

now
know
that
you

we'll
need
more
is
probably
a
surge
nursing
facility,

so
our
as
our
needs
change,

know
we
do
think
it
is
really
important
to
to
engage
with
council
and
share.

happy

continue
providing

of
all
the
added
uncertainty
we've
begun

addition

city

the

cash

historically

interest

as

a
balance.

that

still
going
to
be
borrowing.

are
going
to
be
coming
up
with
our
fy

capital
budget
shortly,

there

lot

things
that
we
deferred
in

when
we
had
to
pull
back
the
size
of
our
borrowing,

so
we
do
a
mix
in
large
part
because
well
yes,
while
money
is
cheap,
er
right
now,
it
still
has
costs
and
it
still
adds
fixed
cost
to
our
budgets.

so

want
to
make
sure
that
we
don't
so
lock
ourselves
in
on

operating
side,

lose
flexibility.

so
that's
why
we
look
at
a
balance,
but,
as
we
were
also
discussing,
you

order

free
up

additional
funds
to
allow
for
that,
20
million
dollars
worth
of
business
relief.

going

look
and
see

the
communities,
and

think
it's

weighing

This
is
just
rushed,
so
I'm
calculating

fast
as
I
can
I'm
looking
at
this
stuff.

know
it's
been
a
lot
of
bills
over
the
last
couple
weeks,
and
so
I
am
going
to
jump
into
fire.

But
let's
start
with
the
wi-fi,
I'm
a
big
child
advocate.
I
love
our
young
people,
but
just
looking
at
the
number,
it
says
that
25
access
centers
will
be
getting
a
hundred
and
seventy
five
thousand
dollars
a
year.
I
mean
hundred
seventy
five
thousand
dollars
worth
of
wi-fi.
That
is
seven
thousand
dollars
per
site
per
year.
That's
five
hundred
dollars
a
month
on
wi-fi.
Can
you
I'm
I'm
just
confused
with
high-speed
internet
that
we're
going
to
be
using
that
will
cost
that
much
money.

high,
but
luckily
that's
not
the
every
year
cost.
That's
not
just
a
monthly
service
charge
that
allows
that
is
most
of
that
is
for
sort
of
upfront,
one-time
equipment
that
we
need
and
what
this
is
providing
is

level

know

house,

we've
got
a
couple,
people
on
devices
once
you've

People
on
things
get
crowded.

we're
trying
to
have

100
students
be
able
to
reliably
be

distance
learning,

needed

higher
level
more
robust
service,
and
so
this
is
what
it
gets
us
and
we
compared
a
couple
different
sources
to
say
how
many
you
know
how
many
students
they
could
have
streaming
simultaneously,
and
this
was
the
most
affordable
option
at
that
level
of
service.
But
we
don't
expect
it
to
be
that
full

recurring
to
continue
to
provide
that.

lot
of
that
is
one
time
costs.

about
a
one-time
cost
for
something

already

built

overtime

people

the
schedule,

run
numbers

fast

that,
within
the
structure
of
how
things
are
scheduled,
that
it's
automatically
estimated
about
six
hours
of
overtime
just
already
built
in
the
schedule.

overtime
what
we
call
flsa
over
time
to
comply

act

the
reason
that
exists
is
because
firefighters
and
medics
work

hour,
shifts
to
ensure
that
we
have
24
7
365
round
the
clock
coverage,
so
we
don't
have
any
nine
to
five
or
eight
to
four
employees.

of
talked
asked
the
question

in
the
midst

the
answer
it
talked
about
fire
services
at
the
airport
as
well
as
water
costs.
What
can
you
elaborate
on
what
we're
talking
about
as
far
as
fibers
fire
services
at
the
airport,
and
can
you
also
explain
why
an
increase
in
water
costs
would
impact
our
fire
budget.

water
fund
transfer

As
far
as
the
airport,
the
you
know,
airports
are
required
by
the
federal
aviation
administration
to
provide
a
certain
level
of
what
we
call
aircraft,
rescue
and
firefighting
coverage,
and
the
philadelphia
international
airport
essentially
pays
the
philadelphia
fire
department
through
an
interference
transfer.
So
the
aviation
fund
actually
pays
for
the
fire
apparatus
and
the
staffing
at
the
philadelphia
international
airport
that
allows
the
airport
to
comply
with
those
faa
regulations.

That's
confusing
is
that
you
know
we.
We
thought
we
were
seeing
less
traveling
and
less
activity,
and
so
that's
why
I
think
that
what
I'm
trying
to
understand
is
why
would
we?
Why
would
activity
at
the
airport
that
you
just
described,
see
us,
have
an
increase
in
cost
and
require
the
type
of
transport
ordinance
that's
being
asked?
If,
if
we
have
less
activity,
the.

regulations
are
agnostic
to
the
level
of
activity.
If
there
is
one
flight
that
lands
and
takes
off
so
that's
two
operations.
The
coverage
has
to
be
there
and
in
place.
Essentially,
the
fire
department
functions
not
just
to
save
lives,

councilman
dom
correctly
stated,
but
also
to
protect
property,
to
protect
businesses,
to
protect
housing
so
the
and
to
protect
in
this
case
aircraft.
So
the
that
coverage
has
to
be
in
place
regardless
of
the
traffic
levels
at
the
airport.

we've
had
less
activity
again,
our
costs
are
still

tight

protect

with

economy

housing.

is

we
do

this

Hopefully

see
that
can
philadelphia,
ford
fires
for
us
every
life
matters,
and
that
is
our
primary
mission.
However,
there
is
an
economic
piece
to
what
we
do.
This
slide
is
only
current
as
of
yesterday.
Regrettably,
we
have
to
add
to
these
slides
and
update
them
every
day,
because
we
have
a
lot
of
fires
in
philadelphia.
We
have
more
fire
deaths
per
capita
than
any
other
city
in
the
nation.

The
bigger
issue,
though,
obviously
those
fire
deaths
are
huge,
but
this
slide,
as
you
can
see,
it's
fire
deaths.
It's
fire
related
injuries.
Just
this
morning
we
had
a
fire
abroad
in
bigler,
where
our
firefighters
were
able
to
rescue
one
person
and
transported
three
people
to
the
hospital,
so
that
number
went
up
as
of
this
morning
from
129
to
132
and
that
716
families
displaced.
Actually
that
was
current
as
of
about
a
week
ago
as
it
stands
yesterday,
734
families
in
philadelphia
had
been
displaced
by
home
fires.

That's
more
than
2
165
people
who've
been
basically
burned
out
of
their
home
men,
women,
children.
So
without
the
level
of
service
that
we're
providing
those
numbers
would
be
a
lot
they're
already
pretty
bad,
but
those
numbers
would
be
a
lot
worse.
So
it's
more
than
protecting
lives,
it's
property
infrastructure
and
the
only
way
to
do
that
is
with
firefighters
and
paramedics
working
24,
7
365.

We
are
understaffed
so,
where
we
only
have
about,
we
have
79
percent
of
the
staffing
that
we
need
to
maintain
that
24
7
365
coverage
at
current
service
levels
without
using
overtime.
So
our
choices
are,
we
can
either
hire
more
people,
full-time
employees
to
offset
the
overtime
or
we
can
pay
the
overtime,
and
this
is
all
notwithstanding
the
effects
of
coven
and
all
the
additional
mission
things
that
we're
doing
for
covid
and
the
covet
impact
on
our
workforce.

so-
and
this
is
my
last
question
for
you
so
in
the
dream
world
you're
actually
telling
us
that
the
dollars
that
we're
spending
right
now
is
really
not
getting
the
job
done
like
in
the
dream
world
you're
saying
we
need
either
more
staff
or
more
capacity,
because
looking
at
the
numbers
that
you're
showing
this
seems
very
alarming,
look
I
I
just
one
one
last
question,
and
this
is
just
because
again
I
apologize.
I
didn't
get
the
opportunity
to
see
this
slide.

lot
of
this
is
the
fact
that,
in
contrast
to
many
cities
that
had
great
fires,
through
the
years
everybody's
heard
about
the
great
chicago
fire
in
1871
that
fire
actually
wiped
out,
if
that
fire
had
not
occurred,
chicago's
built
environment
would
look
a
lot
like
phillies
there
would
be
wooden
and
what
we
call
ordinary
construction
row
homes.
Those
don't
exist
in
chicago
anymore.
As
a
result,
we
have
more
fires
than
chicago
raw
numbers,
not
per
capita.

We
actually
have
more
structure
fires
than
any
city
in
the
nation,
besides
new
york
raw
number,
and
that's
because
the
as
we
all
know,
as
you
all
know,
the
most
common
residential
building
for
us
is
a
row
home
that
was
built
in
the
mid-1800s
and
they're
all
connected
they've
all
become
connected
over
time,
and
so
really
that
unique
built
environment
and
the
fact
that
we
have
not
had
these
massive
fires
over
the
years
means
we're
doing
it.
Well,
we
did
it
this
morning.
It
brought
in
bigler.

Yesterday
morning,
tragically,
I
started
my
day
at
52nd
and
chester
at
6
a.m,
where
our
firefighters
were
able
to
rescue
two
children,
thank
god,
but
we're
not
able
to
rescue
an
individual
there
who
it
appears,
died
in
that
fire.
So
this
is
truly
a
challenging
problem
for
us
and
of
course,
this
is
in
addition
to
the
massive
ems
service
demand
that
we
have
the
busiest
ambulance
in
the
entire
nation
last
year.
Last
calendar
year
was
right
here
in
philadelphia,
not
in
new
york,
not
in
l.a,
not
in
houston.

So
we
also
have
a
massive
amount
of
ems
service
demand
and
that,
as
you
all,
are
aware,
as
part
of
the
broader
health
care
crisis
that
we
face
in
the
nation
and
regrettably,
the
impacts
of
that
fall
disproportionately
on
a
lot
of
residents
in
our
neighborhoods,
but
we're
there
for
them.

That
shows

much
we've
invested
when
this
administration
came
five
years
ago.

a
recognition
that
we

starved
the
fire
department
for
many
many
years,

don't
want
people
to
leave
this
impression
that
we
haven't
structurally
tried
to
fund
this
department,
so
the
one
on
the
annual
basis
where
you
could
see
that
we
have
increased
the
funding
to
the
fire
department
by
about
120
million
dollars
over
the
last
three
years.
You
have
it
in
your
slide
deck,
because
I
think
it's
important
to
put
this
in
a
context,
because
these
are
policy
decisions
that
we
have
to
make
there.
You

just
passed
it.

let

quick
and
I

I'm
not
gonna.
Do
the
whole
thing.
But
let
me
just
let
me
pick
out
some
slides.
I
think
that
will
illustrate
that
you're
exactly
right,
there's
been
a.
There
was
a
decision
four
and
a
half
years
ago
by
the
administration,
with
a
lot
of
support
from
council
to
reinvest
in
the
fire
department.
And
again
I
think
your
words
are
exactly
right.

You
know
other
things
that
have
driven
that.
Obviously
niosh
reports
around
the
tragic
deaths
of
our
firefighters
through
the
years-
and
these
are
some
of
the
operational
changes.
These
are
some
of
the
reinvestments
we've
made
you
can
see.
There
are
more
frontline
response
units,
the
the
four
additional
engine
companies,
those
were
actually
restored
from
cuts.
That
happened
during
the
the
great
recession,
2008
and
2009,
and
those
were
restored
with
assistance
from
fema
through
a
grant.
We
competed
for
a
grant.
J
We
successfully
got
that
grant
that
only
covered,
though
about
50
percent
of
the
cost
of
restoring
those
companies
that
were
much
much
needed.
In
fact,
one
of
the
fire
edges
that
was
restored
engine
one
on
south
broad
street
was
the
what
we
call
the
second
do
engine
on
the
rescue
job
this
morning,
so
they
are
making
an
immediate
impact,
a
positive
impact,
in
fact,
today,
engine
14
in
frankfurt,
the
day
after
it
was
opened.
They
were
on
a
fire
under
the
l
where
they
actually
helped
make
rescues
on
that
day.

Otherwise,
tragic
outcome,
we've
added
additional
what
we
call
peak
time
ambulances.
So
we
are
doing
this
as
best
we
can
efficiently
those
peak
time
ambulances.
Those
are
covering
mainly
daylight
operations,
because
that
is
when
we
see
our
peak
service
demand,
we're
still
very
busy
we're
one
of
the
busiest
dms
systems
in
the
nation
in
aggregate-
and
you
heard
me
say
we
have
the
busiest
ambulance,
our
alternative
response
units
both
of
those
are
actually
funded
elsewhere.

This
is
our
attempt
to
proactively
address
parts
of
the
health
care
crisis
where
we
think
we
have
a
role
or
equities.
One
of
those
is
serving
kensington
is
our
what
we
call
our
ar2
to
deal
with
the
opioid
crisis
in
a
different
way.
The
other
one
is
actually
fully
funded
by
penn
to
help
serve
university
city
or
their
area
of
university
city,
which
keeps
the
general
fund
funded
assets
in
place
to
serve
all
the
rest
of
our
citizens.

You
know
some
of
the
schedule
changes
that
we
made
to
unify
the
department
to
be
more
efficient
in
management.
Some
of
these
additional
roles
that
you
see
in
our
overhead
in
our
command
structure.
These
all
come
directly
from
those
line
of
duty
death
reports
that
I
that
I
sped
through,
because
you
have
all
that
these
are
things
you
know.
Fires
are
extremely
complex
operations,
it's
not
as
simple
as
it
looks
on
television
and
they
have
to
be
properly
managed.

also
restored
additional
infrastructure
to
help
ensure
that
we
have
that
front
line
management
by
restoring
some
battalion
chiefs
and
division,
deputy
chiefs
that
were
cut
many
years
ago-
and
let
me
go
to
I
think
so.
This
is
probably
the
one
adam
chair
you
were
talking
about
a
lot
of
that
investment.
I
mean
again
most
of
what
we
do.
We
have
had
capital
reinvestment,
our
apparatus
fleet
huge
impact,
positive
impact
on
our
apparatus
fleet,
our
ambulance
fleet.

For
the
most
part.
What
we
do
requires
people
all
of
this
requires
people,
there's
not
an
app
to
put
fires
out,
there's
not
an
app
that
you
can
use,
or
you
can't
send
a
drone
to
do
patient
care
on
somebody.
So
most
of
what
we
do
to
take
care
of
our
residents,
businesses
and
visitors
is
put
the
right
people
at
the
right
place
in
the
right
time
and
we
need
people
to
do
that.
So
a
lot
of
that
reinvestment
has
been
in
the
form
of
staffing,
whether
that's

someone

really
wanted

had

hard
time
catching
up
and
replacing
overtime
spend
with
full-time
positions,
and
this
slide
essentially
demonstrates
the
challenge.
Our
overtime
is
driven
by
minimum
staffing.
It's
not
driven
by
people
acting
out
of
class
or
acting
out
of
rank.
That's
actually
something
that
we
do
very
little
of
the
only
place
that
we
do.
That
actually
is
at
the
training
academy
for
instructors,
because
we're
under
staff
of
the
training
academy
to
bring
instructors
up
there
to
work
through
a
nine-month,
recruit
academy.

have
to
put
them
at
a
certain
level.
So
that's
really
the
the
only
place
that
we
do
that
besides
to
maintain
minimum
staffing
in
our
field
supervisors,
our
battalion
chief
ranks,
but
that's
a
very
small
part
of
our
overtime,
spend
most
of
our
overtime
spend-
is
to
address
this
staffing
gap
that
you
see
on
this
slide
and
the
fact
that
only
79
of
our
budget
positions
are
filled
and
operational,
and
that's
really.
You
cannot
send
a
fire
engine
out
with
one
person
aboard.
It
has
to
have
four
people
to
be
effective.

It
has
to
have
two
people
to
maintain

So
this
is
the
challenge

we're
able

close
that
gap,
our
attrition
requires

one
cadet
academy
every
year,

cover
attrition
and
that
takes
nine
months
to
get
a
firefighter
cadet
from
day.

thing
that's
driving

stating
the
obvious
is
the
covet
19
impact
on
our
workforce?

our
folks
have
never
taken
a
break,
no
coronacations,
no
staying
at
home.
You
can't
telecommute
as

firefighter
emt
or
a
paramedic,
so
we
are
having
to
manage
through
covid
and
again
a
great
credit
to
our
firefighters,
medics
and
emts.

have
not
seen
what
a
lot
of
other
departments
have
have
seen
in
terms
of
having
to
reduce
service
because
of
covid.
We've
actually
had
to
increase
service
due
to
covid,
because
on
top
of
that,
we've
had
the
civil
unrest,
a
hurricane
et
cetera,
et
cetera,
and
our
folks
have
consistently
stepped
up
to
do
their
jobs
when
they
do
that
more
than
their
scheduled
work
hours,
we
have
to
pay
them
overtime.
Again,
it's
federal
law.

that's
been
the
cdc
guidance,
so
we
are
making
decisions
in
concert
with
the
philadelphia
department
of
public
health
and
according
to
cdc
recommendations.
Now
cdc
is
actually
getting
ready
to
lower
this
quarantine
period.
That
number
of
days
provided
the
right
testing
regime
is
followed.
So
we're
excited
about
that
because
we
we
also
want
to
be
able
to
quarantine
these
folks
for
less
days
and
frankly,
they
want
to
come
back
to
work.

know,
that's
that's
one
of
the
things
about
our
workforce.

staff

revolves

one:

fire
department's
operation,

relates
to
you,
touched
on
this
briefly,
but

you
could
just
elaborate
a
little
more
regarding
covet
19
the
challenges
and
obstacles,
as
relates
to
addressing

fires,
I'm
also
you
talking
about
how
the
lack
of
staffing
and
overtime
is
basically
correlated
in
terms
of
the
amount
of
overtime
that's
needed
to
basically
fill
the
gap.
So
what
is
the
fire
department
strategy
right
to
recruit
and
build
the
bench
that
will
relieve
some
of
that
pressure?

may
seem
like
a
a
small
and
minute
issue,
but
I
think
it's
very
critically
important
regarding
fire
detectors
and
and
really
hard
in
terms
of
outreach
in
the
mr
cool
at
19,
because
I
think,
currently
your
policies.
You
can't
just
go
inside
a
person's
house
anymore
because
of
covet
19,
and
obviously
I
understand
that.
But
how
are
we
going
about
really
raising
the
awareness
of
making
people
make
sure
that
they're
safe
with
their
fire
alarms,
as
well
as
those
space
heaters
as
it
relates
to
on
this
upcoming
weather.

Councilman
johnson
appreciate
those
questions.
I'll
kind
of
I
think,
move
in
reverse
and
tell
me
if
I
miss
anything
smoke
alarms
we
we
did.
Obviously
we
have
a
very
robust
smoke
alarm
installation
program.
Many
of
you
have
participated
in
that
with
us.
When
I
arrived,
we
actually
one
of
the
gaps
I
saw
was
our
ability
to
install
smoke,
alarms,
24
7
365.
We
have
such
a
fire
problem
here,
so
we
actually
repurposed
some
some
of
our
fire
prevention
staff
and
created
these
three
community
action
teams.
Now.

Their
first
mission
is
to
take
care
of
families
that
have
been
burned
out
of
their
homes.
And
again
you
heard
me
say
far
too
much
of
that.
You
know.
Thank
god.
We
have
those
cats
to
take
care
of
folks
on
their
worst
worst
mornings.
You
know
the
cat
was
out
yesterday
52nd
in
chester,
and
then
you
know
councilman
I
was
I
was
there
in
gray's
ferry
a
couple
saturdays
ago
that
morning,
just
absolutely
tragic.

I'm
thankful,
though,
that
our
firefighters
that
morning,
despite
the
the
loss
of
two
two
family
members
in
that
home,
they
were
able
to
rescue
a
couple
other
folks
and
treat
them
our
medics
treated
them
on
the
way
to
the
hospital.
So
we
would
have
a
lot
worse
outcomes
there,
still
absolutely
tragic.
In
both
cases,
smoke
alarms
have
a
huge
impact
on
that
great
partnerships
with
3-1-1
great
partnerships
with
the
red
cross.
Having
those
cats
out
there,
24
7,
has
really
helped.
Coet
has
been
a
challenge.

We,
we
took
a
pause
from
proactive
smoke,
alarm
installations
for
several
months,
while
we
dealt
with
coven,
both
internal
to
our
workforce.
The
other
piece
of
this
is
remember,
especially
in
the
early
days
of
kovid.
We
had
firefighters
and
medics
doing
a
lot
of
other
things
beyond
our
core
mission,
and
we
hope
that
eventually
we'll
get
reimbursed
for
some
of
that
from
our
our
federal
partners,
but
it
was
firefighters
who
built
that
surge
hospital
accepted
the
the
very
first
load
of
medical
equipment.

We
built
that
we
staffed
that
in
concert
with
public
health
and
dod
and
others.
It
was
firefighters
who
staffed
our
isolation
and
quarantine
sites.
First,
when
we
first
brought
those
up,
it
was
firefighters
and
medics
who
transported
cove
at
19,
positive
patients
around,
so
we've
been
both
working
to
do
that,
delivering
laptops
to
kids
delivering
food.
So
that's
been
part
of
our
mission
as
well,
and
we
had
to
pivot
some
of
our
staff
from
doing
their
regular
mission.
To
that
we
had
just
gotten
back.

I
talked
a
little
bit
about
covet
and
some
of
those
other
missions-
that's
one
dimension
of
it.
The
other
dimension
is
the
essentially
the
hit
on
our
workforce.
Tragically
again,
as
many
of
you
know
firefighter
eric
gore,
we
actually
lost
one
of
our
firefighters
to
covet
that
was
job
related.
You
know
he
had
gone
to
several
incidents.
We
could
have
absolutely
track
that
coveted
exposure
to
his
death
and
again
it's
it's
horrible.

Our
members
have
no
choice
when
somebody
calls
9-1-1,
they
have
to
go.
Take
care
of
that
person.
We
provided
the
best
personal
protective
equipment.
We
can.
We
were
ahead
of
the
curve
on
that
we
got
a
5.8
million
dollar
federal
grant
to
backstop
some
of
the
cost
of
that
we've
been
very
successful,
biggest
grant
award
of
any
fire
department
in
the
nation
to
backstop
that
ppe.
The
challenges
you've
all
heard
from
dr
farley,
we're
in
community
spread.
It's
all
around.

We
put
them
back
in
that's
happening
about
once
a
day
right
now,
all
around
the
city
we've
had
folks
who've
been
exposed,
multiple
times
tested
multiple
times
and
again
to
their
credit,
we've
been
able
to
maintain
service,
not
just
our
core
service,
but
also
fulfill
some
of
these
other
missions
that
nobody
else
has
been
ready,
willing
or
able
to
do,
and
that
simply
is
because
we
have
these.
You
know
skills
we're
used
to
wearing
ppe
we've
been
wearing
n95
since
before
everybody
else
knew
what
that
is.

But
we
also
are
paying
attention
what's
going
on
nationally
right
and
how,
when
a
vaccine
is
going
to
be
available,
there's
going
to
be
a
a
major
operation
to
make
sure
from
a
priority
standpoint.
Those
who,
who
are
those
who
need
the
vaccine,
will
get
the
vaccine,
but
obviously
that's
going
to
take
manpower
and
so
forth.

your
team

the

regarding

principal
change
is
that
increasing
cadet
classes
from
one
per
year
to
two
per
year
that
helps
us
cover
attrition
and
start
to
build
what
we
call
a
relief
factor
to
acknowledge

fact

any
given

people
who
are
off
work
for
some
reason
or
another,
whether
they're,
using
their
own
leave,
benefits
whether
they're
sick,
whether
they're
injured,
whether
in
this
case
they're
exposed

covet

People
are
gone

staffing
without
overtime.

that.

just
cover
attrition

have
to
build
our

So
we've
added
you

our
recruiting
unit
does
an
incredible
job
in
bringing
folks
in,
but
this
is
a
long
process.

It's
a
two-year
list,
even
once
somebody
selected
off
the
list.
It
takes
a
couple
of
months
to
process
them
and
it's
a
nine
month,
cadet
academy-
and
you
know
we
we've
had
pretty
good
results
with
that
we
haven't
had

lot
of
attrition.
We
have
been
affected
in
our
academy
by
coving,
not
as
as
bad,
I
think
as
it
could
have
been,
and
that's
a
testament
to
to
our
staff
up
there
and
really
to
our
cadets.

But
that's
slowed
us
down
a
little
bit
too.
Nine
months
is
long
enough
if
you
have
to
take
a
quarantine
period
out
of
that,
it
extends
it
even
further
and
it
means
the
overtime
burn
in
the
field
increases
because
those
minimum
staffing
slots
have
to
be
filled
with
overtime.
But
for
us
to
this
is
the
sort
of
conundrum
that
we're
in
right
now
we're
very
cash
strapped.

We
have
to
fill
their
slots
with
overtime
while
we
conduct
the
academy
and
at
the
end
of
the
academy,
those
cadets
go
out
in
the
field
as
new
firefighters
in
fill
spots,
firefighter
emts,
the
instructors
go
back
in
the
field,
but
we
have
to
immediately
do
it
again,
because
I
think,
as
the
the
chair
said
at
the
very
beginning,
we
are
literally
still
catching
up
from
the
2008-2009
recession
and
even
before
that,
so
those
cut.
If
we
delay
a
recruit
academy
this
year,
we're
going
to
be
paying
for
that.

Right
and
commissioner
and
madam
chair
just
just
one
last
question,
because
I
know
I've
been
on
for
a
little
bit
just
one
last
thing
we
talked
about
the
funding
that
was
provided,
firefighters
over
the
last
several
years
prior
to
the
actual
cuts
taking
place.
Just
give
us
a
brief
update
regarding
the
brownouts.
I
remember
that
was
a
very,
very
big
deal.
I
was
just
getting
into
city
council
and
your
budget
was
cut
significantly
and
the
word
brownouts
were
like
a
major
major
blossomer
during
that
time.

There
were
seven
of
those
five
engine
companies
and
two
ladder
companies
we
were
able
to,
with
help
from
fema
restore
four
of
those
engines
to
get
back
to
the
that
service
level,
which
is
still
certainly
needed.
We
still
need
to
restore
another
engine
and
two
ladder
companies
into
our
system,
so
we
still
have
not
recovered
from
the
cuts.
The
other
thing
that
was
cut-
that's
really
germane.
In
this
conversation,
we
did
used
to
have
a
number
of
positions
that
were
above
minimum
staffing
that
you
know
we
call
quota
positions.

There
essentially
were
full-time
positions
that
were
available
to
cover
those
vacancies
that
inevitably
come
available
every
day
when
somebody
takes
their
own
leave
benefit,
which
we
schedule
by
the
way
people
can't
just
take
off
whenever
they
want,
or
they
get
sick
or
they
get
injured.
Those
positions
were
also
cut,
so
we
did
have
a
very
small
relief
factor
before
2008
and
2009.

immeasurable

we've
been
doing
since

trying

restore
that
capacity

capability

cut
not
just
in

reinvestment.

reality
is
even
with

are

barely
holding
the
line

the
comparisons
to

increase

have
been
foreseen.

of

maybe

find
that
crass
and
disconcerting,
because
for
us,
every
life
matters
as
I
stood
there
and
and
watched
I
mean
I
just
I
mean
on
and
on

that's

I've
started
the
past
every
week
it
seems
like
I've
been
standing
at
a
fire
death
and
watching
somebody
put
in
a
body
bag
despite
our
firefighters
and
medics
best
effort.
So
I
I
really
have
a
difficult
time
with
that.

However,
that
is
a
statistical
value
that
is
used
in
federal
cost
benefit
analyses
the
other
numbers
fire
related
injuries,
the
the
economic
impact
of
those
in
our
health
care
system,
there's
some
of
the
most
horrific
injuries,
the
most
expensive
injuries
to
treat
and,
of
course,
the
the
displacements
the
family
displacements.
I
talked
about
more
than
2
000
people
so
far,
734
families-
that's
borne
by
a
lot
of
different
folks
and
and
the
economic
system,
and
I
think
that
really
the
thing
that
we
have
not
really
it
is
difficult
to
quantify.

frankly
we
don't.
We
haven't
quantified
this
across
the
service.
Before
kovid,
we
had
teed
up
a
project
with
the
federal
reserve
here

philadelphia
to
quantify
the
economic
impact
on
business,
interruption
and
bankruptcies

fires.
But

all
know
anecdotally
that
fire
there
that's
bridget,

and
bridgette
foys
is
thankfully
being
rebuilt.
I
think
it's
almost
rebuilt,
but
in
the
intervening
time
period,
what
was
that?

What
was
the
cost
of
that
when
we
had
the
four
alarm
fire
across
the
museum
of
the
american
revolution
on
chestnut
street,
that
entire
block
was
shut
down
for
months
now?
Had
it
not
been
for
the
resources
that
we
had
then
and
our
firefighters
and
medics,
we
would
have
lost
that
entire
block
that
first
picture
on
there?
That's
lip
and
cut
lofts
the
vacant
old
warehouse.
That
was
the
very
first
slide.

Our
firefighters
made
an
incredible
stand
between
that
building
that
fire
was
so
big.
It
was
creating
its
own
weather
and
an
entire
block
of
row
homes
that
had
it
not
been
for
them
making
that
stand.
That
was
a
very
dangerous
situation.

was
standing
there
with
them.
We
would
have
lost
that
block
of
row
homes.
So
again,
there
is
this.
I
hope
at
some
point
we
can
quantify
this.

impact
on
businesses
from
fires,
but
you
know
our
folks
every
day
save

corner,
store,
save
a
row
house
save
a
family,
and
you
know
we
don't
make
distinctions
between
those
things.
However,
there
are
folks
who
do
economists

so.
This
is
an
attempt
to
to
speak
that
language
a
little
bit,
even
though
I
find
it
crass
and
disconcerting.

money

stay

insurance,

these
are
all
real
challenges

we
have

philadelphia

faced
at
the
same
scale

other
cities

the
swift,
effective
response,
and
that
goes
back
to
response
time

having
the
resources
to
put
them
there
at
any
of
these
places.

That

redeveloped

rises,
pick

thing.
So
there
is.
This
is
much
bigger
than
just
saving
lives,
although
that
is
always
our
first
and
foremost
priority
anywhere
in
the
city.

any
time,.

this
up
because
look
we
want
to
save
every
life,
there's
no
question
myself
and
my
colleagues,
but
we're
going
to
be
faced
with
making
choices
and
the
homicide
rate
is
like
out
of
control
right
now.

for
us,

firefighters
know

They
know
that
a
lot
of
our
residents
don't
have
insurance.
So
our
firefighters
accept
a
much
higher
level
of
risk
than
firefighters
and
other
jurisdictions.
You
know
I've
worked
in
places
where
there
was
a
home
fire.
Yes,
the
family
walks
out
of
the
home,
they
take
their.

You
know,
pick
a
gold
card
and
they
go
stay
at
the
reds
for
six
months
and
the
insurance
company
pays
them
back
for
that.
True
story.
That
does
not
happen
here.
Most
of
the
folks
that
are
burned
out
of
our
homes.
They
have
nowhere
to
go.
We
take
care
of
them
with
our
community
action
teams.
The
red
crate
red
cross
takes
care
of
them
as
best
they
can
and
then
what
happens.
It
is
absolutely
tragic.
You
know
we'll
probably
end
up
with
it.
You
know
I
don't
know.

people
have
been
affected
by
home
fires,
not
to
mention
the
post-traumatic
stress
and
the
challenges
of
that
experience
for
them
and
the
social
fabric
of
our
communities.
So
to
me
that
is
a
you
know,
that's
a
very
difficult
statistic
as
well,
regardless
of
who
bears
the
economic
cost,
there's
also
all
the
societal
costs,
and
that's
a
lot
of
what
we're
fighting
back
against
too.

this

it's

looking

saying

myself
that's
about

city
negotiated.

really

good
terms:

just
wondering
if
any
of
those
hotels
that
the
city
had
negotiated

could
either
be
utilized
or
could
we
do
something
like
that
for
these
families
going
forward,
we
actually
have
facilities
on
a
permanent
basis.

national

cross
was
asking
questions
about

red
cross
house
and
the
cost
of
that
asset.

they're
taking
care
of
you

quantifying
the
impact
on
the
broader
city
economy
and
again
you
can
go
another
level
on
this,
but
this
is
not
something
that
we're
doing.
We
basically
take
care
of
people,
give
them
shelter
from

cold
in
our
cats.

goal
would
be
to
reduce
that
number
of
people
who
are
displaced,
and
we
do
that
by
arriving
faster
at
fires,

more
people
with
better
training
and
better
equipment,
but
maintaining
the
dedication
and
service

members

risk
their
lives
in
other
cities.
The
mantra
the
doctrine
for
firefighters
is,
you
know,
risk
a
lot
to
save
a
life,
but
don't
risk
your
life
as
a
firefighter
to
save
property.
That's
not
how
we
do
it
in
philadelphia.

everything
they're
going
to
need
for

estimate
of
35
million
and
again,
commissioner,
you
know
every
life
is
important.

are

middle
of
a
pandemic
and
a
crisis,
and
I
know
the
fire
department
has
been
on
the
forefront
of
this,
but
my
fear
is
that
we
will
get
to
february
march
and
that
35
million
number
you
know
which
we're
not
dealing
with
today
is
going
to
turn
to
50
and,
as
council
member
dom
said,
we
have
all
these
other
priorities.
So
we've
given
everything
you
everything
you've
requested
on
the
on
the
staffing
side,
and
we
still
have
this
overtime.

know
we
got
to
get
to
a
different
place
because
it's
like
what
comes
first,
the
chicken
or
the
or
the
egg
around
this,
and
so
we're
in
a
very
difficult
situation-
and
this
is
a
these-
are
big
big
round
numbers.
Our
budget
already
is
28
uniform
between
police,
fire
and
others,
and
so
it's
not
that
we
don't
value
the
work
and
appreciate
the
work.
It's
just
we're
going
to
make
tough
choices.

feel

other
issue-
and
I
don't
want
to
address
it
today,
but
I
don't
want
to
leave
you
without
because
I
know
you're
very
committed
to
this

issues
you

and
you-

this
conversation

around

issue
of
diversity
and
inclusion
in
the
department.
Can
you
real
quickly
speak
to
what
are
we
doing?
You
know
this.
This
fall.
There
was
a
lot
of
tension
within
your
ranks.
How
are
you
dealing
with
that
and
how
are
we
proactively
committing?

I
appreciate
that
we,
you

kind
of
folding
in
councilman,
don's
last
comments.
You

our
medics
and
emts
also
the
the
busiest
in
the
business
in
the
business
busiest
in
the
u.s
business
ambulance.
One
of
the
things
we've
been
doing.
That's
a
critical
staffing
shortage
for
us
as
well,
so
some
of
our
minimum
staffing
shortage
is
actually
on
ambulances
and
medic
units,
and
we
are
staffing
that
fortunately,
a
lot
of
our
firefighters
are
also
emts.

So
our
firefighter
emts
are
filling
a
lot
of
that
gap,
albeit
with
overtime
to
keep
those
60
units
responding
to
the
highest
volume
of
emergency
medical
services,
calls
of
any
city
in
the
nation
per
capita.
So
to
do
that,
we've
had
a
real
challenge:
hiring
paramedics
to
keep
those.
You
know
to
keep
that
staffing
in
line
and
we've
been
doing
a
lot
of
things
to
build
our
own
pipelines
to
grow
our
own
emts,
advanced,
emts
and
then
paramedics
here.

So
we
completed
a
very
successful
effort
with
1199c
organization,
we've
totally
revamped
in
concert
with
the
school
district,
our
program
at
randolph,
very
successful.
We
just
had
the
advisory
commission
meeting
to
that.
Can't
say
it
for
that
can't
say
enough
about
the
school
district
there
and
our
dedicated
staff
for
that
program.
We
also
did
a
program,
an
emt
program,
community
emt
program
with
the
west
philadelphia
skills
initiative.
So
again,
this
is
us.

You
know,
building
our
own
future
emts
emt,
advanced
paramedics
and
firefighter
emts
and
paramedics,
so
we
have
a
full-time
recruiting
unit.
We
added
an
ems
provider
for
the
first
time
that
recruiting
unit
and
their
goal
really
is
to
ensure
that
we
have
a
diverse,
equitable
and
inclusive
workforce
and
work
environment,
we're
doing
a
lot
of
work
internally.
Frankly,
you
know
the
the
you
know,
your
allusion
to
the
the
attention
there
that
that
was
really
within
the
local
union.

we
meet
as
a
leadership
council
every
month
to
work
through
issues
and
discuss,
discuss
issues

we
we
didn't
see
any
challenges
really
from
that
that
affected
our
service
delivery.
Obviously,
there's
still
a
dialogue

something
that
you
know
we
get
involved
in

it's
a
credit
to
our
members
that
they've
continued
to
stay
on
mission
stay
focused,

incidents,

hours,

we've
been
doing

lot

training,

been
doing

been
going
out

by
kitchen
table
even
with
covet
properly.

masked
and
socially
distanced
to
have
this
dialogue.
Have
these
difficult
conversations,
while
we've
continued
to
invest
in
recruitment
and
retention,

ensure
that
we
have
a
diverse
and
inclusive
work
environment
into

work
to
do

about

police
department

terms

transfer
ordinance
and
actually
we're

looking

add
any
additional
dollars.

this

moving
some
money
between
classes-

here

talk
a
bit
more,
but
it's
just
you
allowing
a
little
realignment
at
the
current
level
as
opposed
to
adding
anything
new.

we
we
had
discovered,
and
we
talked
about
it
with
budget
moving
earlier
in
the
year,
that
we
were
going
to
have

shortfall
in
our
worn
camera
money
and
that
mainly
has
to
do
with
storage,
not
the
cost
of
cameras,
but
with
more
officers
having
cameras,
we
have
more
storage
costs,
so
that
request
is
to
move
money
from
class
two
and
three
and
four
hundred
over
to
class
200
to
pay
for
those
costs.

So
it's
a
inter-department
transfer
using
funds
that
would
have
been
used
for
other
items
that
we
need
during
the
year,
but
we
didn't
need
them
as
much
as
we
would
need
those
additional
storage
costs
for
body-worn
cameras.
Just
to
give
you

little
background,
we're
actually
ahead
of
our
rollout
schedule:
body-worn
cameras.
After
the
initial
infrastructure
problems,
we
had
ongoing
problems
when
we
started
the
22nd
district,
it
seemed
like
it
would
take
us
forever
to
get
cameras
rolled
out
to
all
21
districts.

But
as
we
stand
now,
we
have
three
divisions
that
are
completely
done:
we're
moving
into
additional
divisions,
but
with
that
with
our
accelerated
pace,
came
and
accelerated
cost
for
that
storage.
So
I
think
that
it
was
something
that
needed
to
be
done
every
time
something
happens
or
is
alleged.
The
first
question
is:
did
the
officer
have
a
body
worn
camera
and
in
some
instances
it's
our
fault?

funding,

those
are
against
costs
already
incurred

think
and
the
reason

additional

net
zero.

moving
money

million

referencing
is
money
that
was
already
spent
money
that
was
expended
because
of
because
of
the
civil
unrest
and
costs
that
we're
using
to
clean
up
the
books.
Certainly
that's
calls
that
you
know
from
police.

that's
caused
from
employee
employee
hours
spent
and
worked
at.
You
know
the
police
department
and
the
members
ultimately
sort
of
the
time
they
serve,
then
the
benefits
that
they
get
out
of
serving
that
time.
Certainly
we
agree
with
you
that
you
know
there
is
deeper
discussions
to
be
had
around
police
reform
and
some
of
that
work.
That's
ongoing
from
the
department
through
commissioner
coulter
deputy
commissioner
called
her
commissioner
outlaw
and
their
executive
team.
We,
you
know
we
we
came
into
this
transfer
ordinance.
I
Trying
to
be
police,
wanted
to
be
responsible
stewards
of
their
finances
right,
so
they
didn't
try
to
ask
for
any
more
money.
They
just
wanted
to
be
able
to
transfer
items
around
for
things
that
we
think
is
important.
Certainly,
commissioner
dc
culture
talked
about
the
body-worn
camera
piece
and
the
need
to
have
additional
storage
for
that.
So
we
can
continue
pushing
those
cameras
out
to
each
of
each
of
the
districts
in
each
of
the
divisions
around
the
city.
I
Certainly,
some
of
the
transfers
so
to
transfer
into
the
technology
around
the
homicide
division
is
important.
I
think
we
all
can
agree
on
the
situation
we're
having
with
as
it
relates
to
gun,
violence
and
us
trying
to
make
sure
that
our
homicide
division
have
the
upgrades
that
they
need
that
they
can
be
more
responsive
to
victims,
families
that
they
can
be
more
responsive
to
others.
As
we're
doing
these
investigations
they're
trying
to
close
some
of
these
cases
during
the
times
of
covenant
just
during
normal
times
as
well.

few
months
ago,

about

that

fiscal
stability

stuff

not

concerned
that

haven't
seen
us,

least
in
this
transfer
ordinance.

don't
see
savings.
You

outside

the
brick
and
mortar
utility
stuff.

not

they
continue

spend
money

providing

in

we've
tried

provide

service

services

above

departments

doing

we've
had
members
of
the
community
life
improvement
program,
that's
been
doing
everything
from
dropping
off
laptops
to
schools
to
make
us
you
know,
managing
a
food
warehouse
making.
Sure
food
distribution
has
happened.
You
have
office
of
children
and
families,
that's
doing
work
around
access
centers,
so
we
you
know
one
of
the
things
for
us.

I
We
also
did
a
good
job
on
trying
to
move
our
folks
to
doing
remote
work
right
so
where
there
are
areas
where
folks
can
work
remotely,
we've
been
making
sure
we've
been
incentivizing
that
making
sure
they
have
all
the
resources
they
need
to
do
that
when
there
are
areas
where
you
know,
we
have
a
bunch
of
departments
that
can't
remo
work
remotely.
That
needs
to
be
out
there,
providing
those
services
we're
making
sure
we
provide
for
that.
So
it
is
looking
at
some
pro
it
is.
You
know
it
is
what
you
said.
I
It
is
looking
at
some
programs
and
wondering
do
we
have
to
do
this
now
and
I
think
what
we've
been
doing
is
sort
of
re
re,
reconfiguring
those
folks
and
having
them
work
on
not
just
not
working
or
staying
at
home,
not
working
but
having
them
work
on
core
services
that
we
need
to
deliver.
We
certainly
saw
a
lot
of
that
work
around
the
election
operations
when
we
had
a
bunch
of
city
employees
and
also
employees
from
all
over
just
sort
of
pitching
in
to
help
with
that
work.

So
we,
you
know,
I
think
the
main
focus
for
us
is
providing
services.
We
understand
the
financial
crisis,
we're
in.
We
understand
that
some
of
these
services-
may
you
know
the
level
of
services
may
cut
down,
but
we
want
to
continue
the
least
in
our
forefront,
make
sure
that
we're
continuing
to
provide
no
services
that
folks
are
expecting.

we
we've
dumped
those
people
everywhere,
and
I
just
think
that
I
want
to
make
sure
that
other
people
who
could
be
you
know
we
need
those
guys
doing
what
they
do,
because
they
they
they're
visible
and
they're
impactful

quality

life

neighborhoods.

just
want

make
sure
that

take

holistic
approach

that,

avoid
layoffs

ultimately,

don't
realign

me,
I
know
part
of
the
transfer
ordinance
is
going
to
help
the
homicide
unit
and
I've
been
an
advocate
with
some
mothers
who
have
lost
their
loved
ones
to
gun
violence,
really
beefing
up
their
homeless
side
unilaterally.

all
the
other
aspects
of
what
the
philadelphia
officers
are
doing,
but
particularly
this
area
of
solving
homicides,
making
sure
the
homicide
detectives
have
cell
phones
to
communicate
with
the
family
members
who
have
lost
love
on

gumballs,
making
sure
that
they
are
overburdened
in
terms
of
the
ratio
of
homicides
to
detectives
right,
so
they're
not
burnt
out
right
and
so
give
me
an
idea
of
this
investment
right.
How
much
of
this
17
million
is
going
to
go
toward
that
homeless
side
unit?
I
know
it
talked
about
tech
improvements.

certainly
challenging
that,
even
though
we
had
added
an
additional
nine
or
ten
detectives
to
homicide,
their
workload
actually
increased
not
decreased
because
of
the
significant
increase
in
homicides
and
we're
very
mindful
that,
always
looking
to
as
somebody's
retiring
and
replace
people
based
on
the
challenges
of
to
take
them
they're
the
rank
of
detective,
we
would
have
to
be
removing
them
from
a
detective
division
where
their
work
is
also
needed.
So
it's
really
trying
to
find
that
balance.

particularly
around
this
issue

homicide

really

supportive

that

because
this
is
you

I'm
an
elected
official,

in
their
eyes

lot

live
in

living
in
south
florida

the
neighborhood
which
I
grew
up

still
homicides

daily
basis.

parents
and
young
people
on
a
daily
basis,
and
I
think
if
we
can
continue
to
figure
out
how
we
zero
in
and
support
that
particular
unit,
because
again
450
murders
we're
not
at
the
end
of
the
year.

fathers

loved
ones,
these
clothes,

so
I
just
want

put
that
out
there
on
the
record
in
any

supportive

terms
of
how
we
are
solving

and

safe

people
talking

the

we

tell

that
one
of
the
main
issues
was
homicide
and
their
their
clearance
rate,
and
it
was
reiterated
again
and
over
and
over
about
you
know,
bringing
closure
to
help
folks
with
the
trauma
tumar.

did
some
reorganization
in
the
managing
director's
office,

we
created

cluster

strategic
initiatives

public
safety,
so
the
office
of
violence,
prevention,
officers
and
criminal
justice
office
of
reentry
partnerships
and
town
watch
all
come
under
a
single
point
of
contact.
Erica
atwood
is

senior
director
of
that
office.

Right
now,
eric
has

sort
of
working
with,
I
guess
on
her
third
week,
working
with
those
officers
and
particularly
the
office
of
violence
prevention
as
we
look
to
close
out

year
and
we
look
to
redefine
what
that
road
map
to
safer
communities.

ppd
police
brutality.
On
numerous
occasions,
council
members
may
remember
my
testimony
from
the
fop
hearing
shout
out
to
councilmember
thomas,
reminding
everyone
these
issues
and
testimonies
overlapped,
some
of
which
I'm
about
to
repeat
for
the
record
here
today,
because
it's
literally
life
and
death,
when
we
discuss
police
budgets
and
it
needs
to
continuously
be
repeated
until
community
is
heard,
and
something
is
done
to
stop
it.

I've
watched
the
police
target
and
over
police
black
and
brown,
otherwise
marginalized
communities
with
impunity,
especially
the
way
excessive
force
is
given
to
those
fighting
for
black
and
native
liberation.
I've
watched
teenagers
who,
as
a
reminder,
our
children,
sustained
head
injuries
from
police
for
kneeling
peacefully.
At
a
protest,
I've
watched
a
pregnant
black
woman
almost
lose
her
baby
because
the
police
brutalized
her,
while
picking
her
up
for
a
curfew,
violation
as
she
made
a
quick
run
to
the
corner
store,
while
those
of
us
on
the
bus
with
her
frantically
screamed
in
terror
for
medical
help.

I'm
a
bi-racial
indigenous
woman
with
passing
privilege
and
a
white
parent,
which
I
mentioned,
because
proximity
to
whiteness
holds
power
and
privilege,
and
yet
I
personally
have
still
been
hit
with
a
baton
flipped
over
bikes,
held
down
by
several
officers,
antagonized
and
told
by
an
officer
as
he
was
brutalizing
me.
That
quote,
he
hopes
my
mother
gets
cancer
of
the
butt
in
her
mouth,
which
isn't
even
physically
possible.

Not
a
single
one
of
those
situations
has
had
consequences
for
the
ppd
and
they
are
partially
able
to
cause
such
incredible
and
irreparable
harm
because
of
already
having
more
funds
than
community
resources
are
given.
The
ppd
has
an
overinflated
budget
that
should
be
defunded
and
reallocated
to
the
communities
they
have
caused
trauma
to
and
for
a
department
that
cost
the
city
several
lawsuits
just
this
summer
for
the
way
they
brutalize
community
members
and
math
to
request
an
even
higher
budget.

For
any
reason,
let
alone
to
cover
protest
costs,
which
is
where
they've
caused
some
of
the
most
public
violations
of
human
decency
is
disgusting
and
audacious,
especially
on
stolen
land.
In
a
pandemic,
these
kinds
of
acts
of
violence
and
excessive
force
related
to
protests
or
not
should
not
be
rewarded
fiscally
or
in
any
manner.

that
matter,
even
within

system,
we
have
how
dare
money
that

to
schools,
housing,
escape
endemic
relief,
mutual
aid,
food
insecurity,
addiction
just

name
a
few
be
sent
to

area

terror

entire

consequences
they

them

said
yet
and
with
regard
to
whether
or
not
they
deserve

million
more
dollars

caused
a
bunch
of
different.
That's
what
caused
more
up
uprisings

and

those
protests
after
council
already
reduced
their
use
of
less
amunius

than
lethal
munitions.

were
beating
women
non-binary
folks,
black
folks,
black
residents

street

never
seen
anyone
get
beat
in
public

way,

the
philadelphia
police
department
groups

them

protesters

and
so
to
put
a
point
on
this.

regard
to
900
000
dollars

the
ppd
wants
to
spend
on
tasers
and
the
five-year
plan
to
get
every
officer
tasers

to
remind

tasers
can
still
kill
people

taste

philadelphia
police
department
killed
somebody
with
a
taser
right
and
they
killed
at
least
five
other
people
prior
to

what's
worse,

jr
was
experiencing

solutions

systemic
failures
that

his
death

warns
against
its

on
people

portion

the

department
to
get
more

wanted

overtime
costs

are
above
the
law
with
no
regard
for
the
communities
that
they

supposed
to

of

funds
should

marginalized
communities

funding

the
philadelphia

true
quote-unquote
cleanup
associated
with
our
recent
protests,

not
in
balancing
the
police
budget
they're
in
the
trauma
suffered
by
our
communities
after
having
encountered
a
police
force
that
is
undeniably
out
of
your
control,
no
matter
how
much
you
pretend
it
is.

This
city
has
made
national
news
several
times
in
the
past
few
months
over
recorded
instances
of
police
brutality,
and
you
are
asking
the
victims
of
this
harm
to
pay
for
it
out
of
their
tax
dollars
for
the
records
we
are
not
responsible,
fiscally,
morally
or
otherwise,
for
the
consequences
of
this
city,
mobilizing
a
militarized
police
force
against
its
own
citizens.
Any
support
of
this
particular
funding
is
a
deliberate
move
against
poor
black
and
brown
communities
that
have
to
see
their
abusers
being
rewarded
for
the
harm
they've
brought
against
them.

have
continued
working
overtime
to
build

role
of
caring
for
our
communities
in
ways.
This
city
council
never
truly
appreciates
beyond
empty
rhetoric.

people
ensuring

are
protected
are
underpaid

paid

and

only
reason
they
have
to

this
work
is
because

prioritize

over

of

to

failure
with

negates
any
apologies
issued
by
the
city,

only
that
it
provides
positive
reinforcement

officer's
egregious
behavior.

someone
fails
at
their
job,
they

punished

only
would
the

million
reward
police
abuse,
it
would
reward
gross
financial
mismanagement.
The
philadelphia
police
department
budget
has
grown
30
percent.

mayor
kennedy
took
office
in
2016
and
yet
got
gun,
violence
continues
to
grow.

present
on
broad
street
on
may
30th
and
I
watched
the
police
fail
to
control
a
very
controllable
group
of
people.
The
police
took
construction
materials
from
in
front
of
the
arch
street
church
and
created
street
barricades
and
then
ran
their
own
vehicles
up
against
them
blockading
themselves
in
they
were
so
busy
keeping
peaceful
protesters
from
speaking
out
that
they
forgot
to
look
down
walnut
street.
Where
looting
was
already
starting
to
happen.
There
was
no
leadership,
nobody
seemed
to
be
looking
at
the
big
picture
and
seeing
what
was
happening.

it's
hard
for
me
to
even
think
what
movie
the
officers
thought
they
were
participating
in
then
the
next.
Over
the
next
days
we
had
a
massive
influx
of
militia,
the
the
national
guard
came
in
and
they
set
up
barricades
around.
As

know,
city
hall,
the
municipal
service
building
and
at
that
point
the
police
began
their
overtime
activities
massing
in
10
15
officers
per
street
corner
throughout
center
city
laughing
on
often
unmasked
picnicking
having
pizza
parties
on
the
grounds
of
the
national
constitution
center.

It's
the
same
community
that
35
years
ago,
was
bombed
by
its
own
leadership
and
who
this
summer
had
these
wounds
reopened
by
the
very
police
force
under
a
new
commissioner,
not
yet
acquainted
with

ugly
part

Right
now,
all
of
us
know
someone
who's
been
laid
off
for
loaders,
otherwise
struggling
themselves.

The
audacity
of
the
cpd
asking
for
more
money.
We
pay
for
their
dry
cleaning
and
of
counsel
to
entertain
the
request
in
a
city
where
a
quarter
of
its
residents
lived
well
below
the
poverty
line
before
a
global
pandemic
is
insulting
and
gross
so
long
as
our
tax
dollars
pay
for
millions
annually
in
legal
settlements
lodged
by
victims
of
the
ppd's
abuse,
including
within
their
own
ranks.
The
residents
of
this
city
should
not
also
be
expected
to
fund
their
limitless,
wish
list
or
relaxed
financial
management.

In
june,
commissioner,
outlaw
openly
admitted
that
we,
the
only
way
she
could
make
budgetary
cuts,
would
be
through
a
loss
of
personal
or
payroll,
something
every
industry
in
the
country
is
experiencing
right
now,
including
health
care.
Just
last
week,
ten
percent
of
fair
health
center
staff
in
west
philly,
either
quit
or
was
let
go
because
their
skeleton
crew
couldn't
keep
up
with
the
demands
of
their
makeshift
coveted
testing
site
and
still
perform
their
regular
duties
after
a
month
of
no
relief.

Frankly
I'd
much
rather
my
tax
dollars
spun
them
than
the
cops
who
admit
they
are
poorly
trained
and
who
I
continue
to
see
patrolling
my
neighborhood
without
masks
if
they
can't
protect
and
serve
us
by
prioritizing

simple
measure
and
model
appropriate
social
behavior,
as
indicated
repeatedly
by
our
incredibly
underfunded
public
health
department.
Why
should
any
of
us
believe
that
they
are
going
to
be
frugal
or
responsible
with
yet
another
budget
increase?

In
april,
temple
university
reportedly
asked
all
administration
making
more
than
100k
to
take
a
10
pay
cut
for
the
good
of
the
university
with
nearly
340
ppd
employees,
making
that
much
or
more
they
should
be
expected
to
make
the
same
sacrifices.
The
rest
of
us
do
for
the
good
of
their
own
department
and
for
the
good
of
the
taxpayers
who
fund
their
paychecks
and
for
the
good
of
the
city.

why

say
that
I
am
confused,
I'm
confused
as
to
why,
six
months
later,
during
a
pandemic
surge
after
philadelphia,
police
murdered
walter
wallace
jr
in
front

neighborhood,
while
we've
had
to
beg
for
basic
things
like
an
extension
of
the
eviction
moratorium
and
for
our
struggling
schools
to
get
resources,
they
need
by
ending
the
tax
abatement,
why
this
council
seems
poised
to
give
the
ppd

feel,
like
the
police,
are
spitting
in
the
face
of
everyday
working-class,
philadelphians
of
all
races,
with
this
request
for
18
million
in
new
funding.
Our
city
has
been
confronted
by
many
crisis
this
year
that

deepened
inequalities

strained
the
city
budget,
social
services,
libraries,
arts,
things
that
actually
invest
in
our
communities
are
being
cut,
but
police
are
asking
for
millions
more
after
listening
to
the
police
earlier
in
this
session,
I'm
wondering:
should
we
just
push
those
departments
to
go
over
budget
and
mismanage
money
like
the
ppd
is
doing?

Why
do
we
punish
working
people
and
the
poor
and
reward
department
that
it
kills
us
beats
us
uses
chemical
weapons
on
us
and
uses
our
children
for
propaganda,
like
they
recently
did
when
they
ripped
a
family
from
an
suv
and
separated
the
scared
child
from
their
parents?
The
police
department
is
already
over
funded
mayor.
Jim
kenny
is
largely
responsible
for
the
30
to
the
budget
since
he
took
office
and
from
city
controllers
offices.

We
know
that,
even
though
that
budget
grew
yearly,
it
did
nothing
to
put
a
dent
in
the
increasing
homicides
that
grow
to
this
day.
Those
engaged
in
violence
will
tell
you
what
they
need
is
more
social
services
like
housing,
not
policing,
and
that's
why
focus
deterrence
programs
failed
and
why
the
rebranded
gvi
will
too.
I
was
excited
to
learn
that
city
council
announced
participatory
budgeting
plans
with
a
commitment
to
focus
on
issues
of
racial
and
economic
justice
in
the
next
cycle.

Still
the
1
million
this
plan
budgets
is
still
17
million
less
than
what
police
are
asking
for
today.
If
we
are
committed
to
racial
equity,
when
it
comes
to
our
budgeting,
we
must
not
invest.

million
into
a
disgustingly
overfunded
and
abusive
police
department.
We
know
our
people
are
struggling
and
we
know
that
18
million
dollars
should
go
to
the
people
of
philadelphia
through
better
resources
and
investment
in
programs
supporting
our
youth
and
community-based
violence

year
of
mass
mobilization
taking
to
the
streets
chanting
in
a
unified,
loud
and
clear
voice
to
defund
the
police,
we
asked
city
council.
Do
you
hear

We
would
not
have
unrest
if
police
stopped
killing

stop

us
without
accountability
and
when
they
are
instead
rewarded
with
millions
more
for
brutalizing
our
communities
and
going
over
budget.

encourage
council
members

read

to

about

state

city
has
suffered
before
approving
any
more
money
to
the
police
department.

robust

oversight,
not

ethically

worker

human
being

deep
love
for

time
to
invest

community-based
resources
and
programs
across
philadelphia,

very
resources

housing,

care,
mental

schools

mention
supportive

this
devastating

where
a
city
spends
its
money
reflects
who
is
truly
valued,
and

failed
to
see

humanity

all
philadelphians
has
been
taken
into
account.

exacerbating

brutalizing,
my
neighbors,
not
for

pain

neighborhood

Amidst
all
the
stresses

global
pandemic,

neighbors
have
not
only

physically
brutalized

and
intimidation.

not
essential
operations.

paid
harm,

be
better
if
the
police
just
went
home,

them

for

in

neighbors,
given
care
and

community

extraordinary
