The Committee on Commerce & Economic Development of the Council of the City of Philadelphia held a Public Hearing on Tuesday, November 30, 2021, at 1:00 PM to hear testimony on the following items:
210670 An Ordinance amending Chapter 9 5100 of The Philadelphia Code, entitled “Food Delivery Services,” to modify the limitation on fees charged to food service establishments; all under certain terms and conditions.
210672 An Ordinance amending Section 9 207 of The Philadelphia Code, entitled “Motor Vehicle Repairs,” to prohibit the use of City streets for the sale or storage of motor vehicles, and revising penalties, all under certain terms and conditions.
210917 An Ordinance adding a new Chapter 9 5700, entitled “Leasing of Commercial Property,” to require commercial lessors to provide certain disclosures before entering lease agreements and to provide related protections to tenants, all under certain terms and conditions.

threat

streets,
I'm
here
to
testify
on
bill
210672
introduced
by
councilmember
henan.
This
bill
will
prohibit
the
repair,
sales
or
storage
of
motor
vehicles
within
the
public
right-of-way,
both
cartway
and
sidewalks.
The
streets
department's
mission
statement
is
clean,
green
and
safe
streets.
We
consider
the
public
right-of-way,
parkway
and
sidewalk
an
integral
part
of
safe
streets.

Unfortunately,
more
and
more,
we
see
vehicle
repairs
on
our
roadways
and
on
our
sidewalks,
creating
hazards
for
our
citizens
outside
automotive
stores,
mechanics
have
set
up
shop
in
parking,
lots,
sidewalks
and
even
city
streets,
pedestrians,
some
being
disabled,
may
have
to
traverse
an
obstacle
course
to
walk
down
the
block
or
get
to
the
store
parents,
sometimes
pushing
strollers
into
oncoming
traffic.
To
avoid
these
vehicles,
automotive
shop
owners
occupy
parking
spaces
in
residential
neighborhoods
to
store
cars
that
they
are
repairing
or
selling
taking
valuable
space
from
our
citizens
and
visitors.

my
name

so
I'm
a
resident
of
the
seventh
council
met
manic
district
and
I
really
like
this
bill,
but
I
just
kind
of
have
some
questions
as
to
the
enforcement
of
it.
I
mean
I'm
under
the
understanding
that
we
have
an
institution.
You
know
of
individuals
who
are
hired
by
the
city.
They
wear
blue
uniforms,
they're
called
the
police
department
and
I
see
so
much
sidewalk
parking
of
next
to
these
motor
vehicle
repair
shops.

He
has
open
violations
dating
back
to
2019
for
an
unlicensed
motor
vehicle
repair
business.
So
my
question
is:
is
this
is
a
great
plan?
But
how
are
you
going
to
enforce
it?
You
know
abandoned
vehicles.
Is
the
number
one
problem
reported
to
3-1-1
and
it
takes
in
my
experience
being
a
10-year
user
8-year
user
of
3-1-1.
It's
not
gotten
better.
It's
gotten
worse
response
times
are
three
to
six
months
for
abandoned
vehicles.
I
really
feel
like
the
city
could
and
must
do
a
better
job
with
regards
to
this.

This
is
common
sense
stuff.
So,
and
it's
not
just
that
frankfurt
cross,
I
mean
there's
barks
in
pale
form.
I
just
had.
I
was
walking
with
my
young
children
and
a
stroller.
I
had
to
walk
out
on
the
on
burke
street
to
pass
up
that
vehicle.
That
was
parked
on
the
sidewalk.
You
know,
and
you
can't
tell
me
that
there's
not
a
police
officer
that
doesn't
drive
by
perks
up
front
and
see
that,
but
they
just
drive
right
by
it,
and
so
I
think
that
this
is
again.

This
is
a
great
bill,
but
if,
if
not,
only
the
police
who
are
on
patrol
aren't
going
to
enforce
it
and
neighborhood
services
is
taking
six
months
to
plus
to
remove
abandoned
vehicles
where,
where
is
the
efficacy
of
this
going
to
show
through?
I
really
encourage
council.
This
is
what
people
are
talking
about
on
the
street
common
sense,
stuff,
okay,
picking
up
the
trash,
getting
getting
abandoned,
vehicles
removed
and
off
the
street,
and
if
you
can't-
and
if
the
city
can't
do
a
good
job
of
that,
then
who's
responsible.

seven
or
the
commercial
tenant
protection
bill.
It
actually
increases
transparency
in
the
commercial
leasing
process
by
requiring
property
owners
or
their
designees
to
provide
a
city
issue
guidebook
to
potential
lessees.
Seven
days
before
a
lease
can
be
signed.
The
guidebook
will
provide
information
about
how
a
business
owner
can
determine
the
zoning
and
approve
the
uses
of
a
property
as
well
as
identify
whom
they
can
contact
for
clarity
and
questions.

Currently,
mr
chairman,
property
owners
are
not
required
to
disclose
zoning
information
about
a
property
to
a
potential.
Let's
see,
this
has
caused
significant
financial
losses
to
numerous
small
business
owners
who
find
out
after
signing
a
lease
that
they
need.
A
zoning
board
approval
in
order
to
open
and
and
you're
going
to
hear
some
of
these
stories
today.
The
guidebook
in
the
seven
day
due
diligence
period
provides
provide
opportunities
for
entrepreneurs
with
the
time
and
the
resources
they
need
to
determine
if
they
should
lease
a
particular
property.

it
will
indicate
that
the
guidebook
must
be
provided
a
minimum
of
seven
days
before
a
lease
is
signed
to
clarify
that
a
longer
due
diligence
period
is
in
fact
acceptable.
It
will
also
clarify
that
the
guidebook
must
be
provided
to
the
potential,
let's
see
before
a
written
agreement
can
be
made
to
shorten
the
seven
day
minimum
due
diligence
period
and
it
will
exempt
transactions
where
the
lessee
is
represented
by
an
attorney
at
the
time
the
offer
to
lease
the
commercial
property
is
presented.

step
in
equipping
business
owners
with

resources
needed

make
informed
decisions
before
entering
into
a
lease
or
other
contract
department

licenses
and
inspection
supports
this
bill

commercial
landlords
have
not
been
required
to
disclose
zoning
information
about
properties
to
those
interested
in
leasing
them,
small
businesses
have
had
to
assume
substantial
risk
with
financial
and
operational
consequences.
Far
too
often
supporting
the
passage
of
this
legislation
means
supporting
the
need
for
clear
public
zoning
disclosures.
I
It
means
support
and
accountability
for
those
who
are
promoting
the
exclusion,
the
exclusion
of
our
most
vibrant
community
members
or
should
be
inclusion.
It
means
standing
with
organizations
who
have
supported
and
witnessed
time
and
time
again
the
devastating
effects
of
incurring
expenses.
From
landlords
who
fail
to
provide
adequate
information
up
front,
thus
wasting
the
precious
effort
and
lifetime
earnings
of
black
and
brown
men
and
women
across
philadelphia.

want
to
thank
chairman

me

introducing
this
legislation
and
for
inviting
me
to
speak
on
behalf
of
my
organization.

I
offer
this
testimony
to
support
the
passage
of
bill
number
210917,
as
this
legislation
is
an
important
step
toward
preventing
economic
hardship
caused
by
entering
into
a
commercial
lease
without
fully
knowing
and
understanding
the
property.
Zoning
restrictions
to
resolve
transactional
legal
issues
such
as
zoning,
permit
requests
and
appeals.
Small
businesses
and
non-profits
have
to
choose
to
either
use
their
limited
resources
to
hire
an
attorney
or
proceed
on
their
own
and
risk
liability.
Philadelphia
vip
fills
this
crucial
need
for
free
legal
services
by
matching
eligible
clients
with
volunteer
attorneys
who
provide
pro
bono
representation.

So
far
in
2021,
our
community
economic
development
initiative
has
matched
volunteers
with
over
150
small
businesses
and
nonprofits,
including
seven
clients
who
requested
assistance
after
discovering
that
their
property
was
not
properly
zoned
for
their
business
activities.
I'll
share
two
of
these
stories
to
illustrate
the
impact
of
this
issue.

Rebel
arts
is
a
fitness
studio,
providing
classes
and
dance
and
acrobatics
in
the
city's
harrow
gate.
Neighborhood
owner
alyssa
bigby
signed
a
lease
in
april
with
an
anticipated
move-in
date
of
july
1st
right
after
the
lease
was
signed,
the
landlord
told
alyssa
that
the
property
was
designated
as
i2,
which
does
not
allow
personal
services,
including
fitness
services,
by
wright.

The
landlord
assured
alyssa
that
she
simply
needed
to
submit
a
change
of
use
request,
so
she
sends
in
an
application
to
l
I
but
was
caught
off
guard
when
l
and
I
requested
additional
information
followed
by
a
refusal
letter,
melissa
now
needed
to
seek
zoning
variants
from
the
zba
a
process
that
typically
lasts
at
least
three
months
and
is
not
always
resolved
in
favor
of
the
applicant
facing
several
rounds
of
administrative
fees.
Meetings
with
a
registered
community
organization
and
a
hearing
that
requires
attorney
representation.

Alyssa
was
not
confident
that
she'd
be
able
to
financially
sustain
the
business
if
she
moved
forward
with
this
variance
and
considered
giving
up
before
rebel
arts
ever
opened
its
doors
confused
and
overwhelmed.
She
reached
out
to
us
for
help.
We
quickly
matched
her
with
a
volunteer
attorney
to
help
her
understand
potential
next
steps
and
try
to
obtain
the
permit.

It
is
clear
from
this
case
that
this
client's
continued
plight,
as
they
are
still
appealing
the
denial
of
a
tobacco
retailer
permit
because
of
the
property's
proximity
to
a
school
could
have
been
avoided.
If
the
client
had
had
a
clear
picture
of
the
property's
use
restrictions
prior
to
entering
into
the
commercial
lease
agreement
in
this
competitive,
real
estate
market,
small
businesses
and
nonprofits
are
often
eager
to
jump
on
an
opportunity
to
sign
a
lease
with
favorable
rates
and
a
desirable
commercial
location.

These
situations
are
entirely
avoidable
through
transparency
and
a
comprehensive
understanding
of
zoning
restrictions,
a
responsibility
that
should
fall
on
the
shoulders
of
the
commercial
landlord
as
much
as
the
commercial
tenant.
I
asked
the
city
council
vote
to
approve
bill
number
210917
to
provide
much
needed
support
to
the
small
businesses
and
non-profits
that
offer
essential
goods,
services
and
economic
opportunities
to
philadelphia's
communities.

received
deceased
order
by
ellen
I
not
to
operate
my
business
effective
january
2019
because
I
did
not
have
the
special
variance.
This
was
very
devastating,
as
I
had
invested
forty
thousand
dollars
of
my
own
money
and
started
receiving
bookings
from
customers
and
as
a
cmx
to
commercial
business
and
an
event
venue.

We
don't
have
customers
that
just
walk
in
and
purchase
items
so
therefore,
the
service
that
we
provide
requires
contracts,
so
my
customers,
now
I
was
had
to
put-
I
was
potentially
putting
myself
in
a
bad
position
where
it
would
open
me
up
to
lawsuits.
Because
now
I
was
unable
to
honor
the
contracts
that
I
had
in
place
because
I
was
not
able
to
operate.

I
received
this
shutdown
notice
in
october,
effective
it
went.
It
was
effective
january
2019.
I
went
before
the
zoning
board
march
of
2019
and
in
between
there
I
ran
around
the
city
of
philadelphia.
I
called
I
spoke
to
people
at
the
chamber
of
commerce.
I
called
councilwoman's
shirelle
parker's
office
to
see
if
I
can
get
any
assistance
and
help
as
to
rectify
this,
because
I
could
not
operate
my
business.

I
did
get
a
round
of
not
paying
the
my
rent
during
this
process.
As
I
said,
I
worked
in
risk
management
for
30
years
and
there
was
a
loophole
because
the
property
owner
still
wanted
me
to
pay
rent
well.
The
property
that
I
am
I
was
that
I
am
located
in
that
I'm
housed
in
was
not
properly
zoned
because
it
apparently
it
used
to
be
a
movie
theater
and
the
property
owner
never
registered
it
correctly
with
the
city
of
philadelphia.
So
I
got
out
of
paying
rent
on
a
technicality.

So-
and
I
hope
I
am
speaking-
and
you
know
on
behalf
of
the
event
venue
owners
in
the
city
of
philadelphia,
because
I've
had
several
people
contact
me
that
want
to
open
venues
in
the
city
of
philadelphia
because
they
know-
and
they
have
heard
that
I
went
through
this
process-
I
was
open
for
almost
one
year
before
I
was
shut
down
and
could
not
operate.
I
thought
I
did
my
due
diligence
and
went
through
the
proper
channels,
but
obviously
not
I
and
and
actually
my
variance
is
up
march
1st
2022.

The
legislation
that
I
spearheaded
last
year
in
essence
capped
the
fees
capture
fees
to
ten
percent
for
delete
for
delivery,
capped,
the
fees
to
10
for
delivery
fees
and
5
for
other
fees
such
as
marketing
for
a
total
of
15
percent
per
order
for
the
duration
of
the
declared
public
health.
Sorry,
mr
chairman
phones
ringing
for
a
total
of
15
percent
per
order
for
the
duration
of
the
declared
public
health
emergency
and
90
days
thereafter.

I
was
also
hyper
aware
that,
as
the
restaurants
climb
out
of
the
pandemic,
it
is
not
as
if
they'll
be
fully
what
I
call
quote,
unquote
recovered
on
the
day.
The
public
health
emergency
ends.
In
reality,
it
may
take
years
for
our
restaurant
industry,
as
well
as
our
entire
hospitality
industry
to
recover
from
this
pandemic.

Seven,
zero
also
maintains
a
clause
from
the
original
legislation
clarifying
that
it
is
unlawful
for
third-party
food
delivery
services
to
reduce
the
compensation
rates
paid
to
the
service
delivery
drivers,
they're
also
known
as
as
couriers,
or
sometimes
you
may
hear,
people
call
them
dashers
or
to
garnish
gratuities
as
a
result
of
the
fee
cap
in
other
cities,
where
fee
caps
have
been
made
permanent,
such
as
new
york
city
and
san
francisco,
some
of
the
third
party
food
delivery
services
have
then
sued
the
cities.
These
lawsuits
are
still
playing
out
if
possible.

I
want
to
avoid
the
similar
lawsuit
in
philadelphia.
Therefore,
after
the
introduction
of
the
bill,
I
I
I
instructed
the
pennsylvania,
restaurant
and
lodging
association
to
meet
with
various
third-party
delivery
companies
and
to
try
to
find
a
compromise
amendments
to
bill
number
two,
one:
zero.
Six.
Seven
zero
were
reached
after
extensive
conversations
with
the
restaurant
industry
and
the
third-party
delivery
companies
during
the
months
of
october
and
november.

As
you
will
see
in
their
written
testimony,
some
of
the
third-party
delivery
companies
are
still
not
totally
happy
with
where
this
bill
ended
up.
They
are
still
framing
the
amended
bill
as
a
permanent
fee
cap,
even
though
we
now
give
the
restaurants
the
choice
to
move
into
a
higher
fee
tier.
In
crafting
these
amendments,
I
wanted
to
avoid
a
situation
like
what
happened
in
the
past,
where
restaurant
would
be
surprised
and
essentially
forced
into
a
higher
tier.
They
were
told
something
like
well
based
on
your
volume
of
sales.

While
I
do
hope
that
we
can
avoid
a
lawsuit.
I
want
to
thank
our
law
department
for
letting
me
know.
Even
if
someone
sues,
we
are
fully
prepared
to
fight
for
this
legislation
in
court.
I
also
do
not
want
to
see
the
bottom
tier,
the
15
percent
tier,
to
turn
into
like
what
I
would
call
a
substandard
tier,
where
restaurants
essentially
feel
like
they're
forced
to
choose
a
higher
tier
if
they
want
just
basic
services.

I
believe
we
can
move
forward
in
a
way
in
which
it
is
beneficial
for
the
restaurants,
but
to
also
work
for
these
third-party
delivery
companies,
because
they
are
employers
in
our
community
as
well
and
and
give
people
the
flexibility
to
earn
money
on
their
own
time.

note
that,
and
I
look

happy

bill
number
210670,
which
modifies
the
limitation
on

to

service,

The
cultural
and
economic
impacts
of
philadelphia's
restaurant
and
dining
scene
cannot
be
overstated.
They
create
neighborhood
character
and
provide
important
employment
opportunities.
However,
many
restaurants
were
already
operating
with
low
profit
margins
prior
to
the
pandemic.
At
this
point
in
economic
recovery,
many
restaurants
are
still
relying
on
takeout
and
delivery.

The
addition
of
third-party
food
delivery
services
further
enables
philadelphia
residents
to
enjoy
their
favorite
restaurants
safely
from
home.
Over
the
past
year.
The
commerce
department
has
worked
closely
with
a
large
and
diverse
group
of
restauranteurs
from
across
the
city
to
understand
their
concerns
and
address
their
needs,
given
their
critical
reliance
on
delivery
and
takeout.
Restaurants
were
concerned
about
the
high
fees
charged
by
delivery
platforms.

This
legislation
would
limit
the
fees
charged
to
restaurants
by
third
party
delivery
companies
as
restaurants
recover
for
the
years
to
come.
We
support
the
overall
intent
of
this
legislation
and
want
to
thank
councilmember
parker
for
her
leadership
on
this
issue.

remains
dedicated
to
supporting
all
sectors,
businesses
and
job
creators
through
throughout
philadelphia.

restaurant
and
lodging

We
represent
more
than
350
operators
here
in
philadelphia
and
nearly
4
000
members
statewide.

for

willingness

this
important

As
the
pandemic
hopefully
comes
to
an
end
and
mitigation
restrictions
are
lifted.
Competition
amongst
businesses
is
heating
up
as
the
trade
association
that
represents
bars,
restaurants,
diners
and
many
others
in
the
hospitality
industry.
We
believe
now
is
a
critical
time
for
the
city
to
work
with
businesses
to
help
create
an
atmosphere
where
all
businesses,
residents
and
philadelphians
can
thrive.

The
only
thing
that's
been
predictable
for
restaurants.
The
last
18
months
is
constant
unpredictability.
That
is
why
proa
supports
council
member
parker's
bill
number
210670,
as
amended,
which
would
provide
certainty
for
restaurants
in
the
city.
At
a
time
when
they
are
still
trying
to
recover
and
many
fight
to
stay,
open
and
profitable,
as
winner
trickles
in
we
want
to
thank
council
member
parker
in
our
office
for
our
efforts
finding
a
reasonable
and
practical
path
forward
for
our
restaurants
and
our
third
party
partners.

After
introducing
this
legislation,
at
the
request
of
council
member
parker,
the
proi
met
with
representatives
from
doordash
grubhub,
uber
eats
and
other
third-party
companies
to
discuss
what
a
true
partnership
amongst
our
industries
might
look
like.
While
we
do
not
agree
on
everything,
our
initial
conversations
were
amicable,
productive
and
led
to
significant
changes
to
this
legislation.

This
legislation
keeps
in
place
an
option
for
restaurants
to
have
access
to
these
services
at
the
current
cap,
10
on
delivery
and
5
on
marketing
services
and
other
fees.
If
restaurants
want
to
opt
out
of
that
cap
and
opt
into
a
more
premium
service
with
any
of
these
companies,
they
can
do
so
and
they'd
be
able
to
do
so
immediately.

What
we
have
seen
in
other
cities
is
that
some
of
these
third-party
companies
have
created
tiered
pricing
models
across
the
nation.
In
those
cases,
operators
can
stay
at
a
cap
rate
if
they
want
basic
services,
but
if
they
like
to
expand
those
services
to
choose
more
premium
options,
they
can
work
with
third-party
apps.
To
do
so.

Many
restaurants
operate
at
a
two
to
seven
percent
profit
margin
at
a
time
when
many
have
been
forced
to
deliver
and
provide
takeout,
it's
not
sustainable
for
them
to
partner
with
companies
that
take
more
revenue
and
fees
than
that
restaurant
is
making
in
profits.
This
legislation
allow
those
restaurants
to
stay
at
the
current
cap.
It's
important
that
I
emphasize
that
proa
at
the
request
of
council
member
parker,
really
tried
to
work
closely
with
these
third-party
companies
that
operate
in
philadelphia.

Nonetheless,
while
this
legislation
may
not
be
exactly
what
everyone
wanted,
it
is,
however,
a
fair
and
reasonable
path
forward,
not
only
for
restaurants,
but
we
believe
for
our
third-party
partners
as
well.
Council
member
parker
did
a
terrific
job
finding
a
middle
ground
on
this.
This
is
a
win
for
all
restaurants,
large
small
franchises
independence
and
for
those
operations
minority
owned
who
may
see
significant
value
in
a
locked
rate.
It's
also
a
win
for
the
many
restaurants
out
there
that
may
want
to
opt
in
for
more
premium
contracts.

We've
had
a
lot
of
conversations
with
our
third
party
partners
since
then,
and
together,
we've
come
a
long
way
to
land
on
this.
This
bill
does
not
legislate
a
permanent
cap.

words,
the
app
to
do
their

they

have
access
to
the
ford
focus
if
they'd
rather
buy
a
ford
mustang.

As
a
small
business
owner,
we
are
almost
dependent
upon
door
dash
and
uber
eats
like
right
after

pandemic.
I
noticed
that
there
was
a
it's
a
50
increase
in
me,
receiving
like
online
orders
through
door,
dash,
uber
eats
and
grub
up.
You
know
I
simply
just
can't
afford
an
increase
of
30
percent
before
the
pandemic.

15
of
receiving
orders
to
like
the
third
parties,
but
now
it's
50,
so
to
so
to
offer
them

percent.

can't
afford
it.

don't
even
pay
myself

low
in
a
restaurant
anyway.

I

think

extra
cost

customer
should
pay

extra

testifying

support
of
bill
210-670,
I'm
the
owner
of
the
bagel
place
at
404,
queen
street
in
queen
village,
we're
a
full-service,
bagel,
bakery
and
sandwich
shop
with
dine
in
takeout
and
delivery
service.
We've
been
open
since
july
2017
and
managed
to
remain
open
all
throughout
the
pandemic.

Our
company
has
had
a
15
hour
minimum
wage
since
the
day
opened.
Our
full-time
staff
enjoys
medical,
dental
vision,
liability,
insurance
and
401k.
Just
like
hard
working
staff
should
as
a
quick
service
restaurant.
The
issue
can
be
boiled
down
to
us
to
two
things:
that
businesses
like
mine,
can't
survive
without
working
with
third-party
app
companies
and
that
we
can't
survive
with
high
commission
rates.

Our
shop
has
been
successful
at
getting
guests
to
order
through
our
website,
and
many
people
during
the
pandemic
have
learned
how
this
can
be
the
best
way
to
support
local
businesses.
Even
with
that
today,
roughly
25
of
my
sales
are
through
third-party
apps.
There's
really
no
way
around
this
delivery.
App
companies
like
to
tell
us
that
we're
accessing
their
database
of
users,
but
really
they
have
a
monopoly
on
how
guests
find
new
places
to
eat.

This
can
be
extremely
problematic
in
that
we
lose
so
much
control
over
the
process
and
a
great
deal
of
control
over
our
ability
to
provide
customer
service.
I
personally
have
severed
service
with
some
companies
at
great
financial
loss
to
myself
because
of
overwhelming
issues
caused
by
the
company,
their
interface,
their
lack
of
training
with
their
staff,
etc.

Mostly,
they
often
remove
the
ability
for
us
to
contact
the
guests.
So
if
there's
some
sort
of
problem,
regardless
of
who
caused
it,
we're
unable
to
provide
customer
service
and
often
lose
that
guest
for
good
through
no
fault
of
our
own.
But
while
it
could
be
viewed
as
optional
to
work
with
these
companies
for
many
of
us,
it
is
as
obligatory
as
having
to
get
internet
service
through
either
comcast
or
netflix.

Restaurants
have
very
very
low
profit
margins.
It
varies
depending
on
the
type
of
restaurant,
but
they
can
be
between
five
percent
and
eight
percent,
and
that's
for
an
established
restaurant
when
it
when
I
opened
it,
took
me
nearly
two
years
to
show
profit
or
to
pay
myself
standing
operating
standard
operating
costs
are
roughly
thirty
percent
for
labor,
thirty
percent
for
food
and
product
and
thirty
percent
for
rent,
not
rent
and
operating
expenses.

Some
restaurants
raise
prices
on
their
delivery
services
just
to
break,
even
which
can
turn
away
guests,
giving
them
a
false
impression
of
their
actual
prices
and
even
lead
to
negative
reviews
causing
further
harm.
If
the
high
commission
fees
hadn't
been
capped
during
the
pandemic,
my
business
would
not
have
been
able
to
stay
open.
Our
nearly
20
employees
would
have
been
out
of
work,
so
much
of
our
product
costs
and
other
supplies
still
cost
50
percent
to
400
percent.

the
third
party
rates
skyrocket
again
we'll
likely
have
to
lose
a
quarter
of
our
business
and
a
big
part
of
our
ability
to
compete
against
larger
companies
in
a
very
competitive
market.

this
legislation,

this
great
small
business
