The Committee on Commerce & Economic Development of the Council of the City of Philadelphia held a Public Hearing on Monday, October 24, 2022, at 1:00 PM to hear testimony on the following items:

on

weather
flow,

course,
a

solutions

slow

and

receive

how

report

record
numbers

the
city's
waterfronts
to
appreciate
the
beauty
and
ecological

recreational
value.
These
waterways
provide
throughout
Philadelphia,
neighborhoods,
Schuylkill
and
Delaware.
Rivers
are
the
sources
of
Philadelphia's
high
quality
drinking
water,
and
we
recognize
that
connecting
residents
to
their
local
waterways
is
instrumental
in
developing
deeper
appreciation
and
desire
to
protect
these
water
sources.

We
appreciate
the
hard
work
of
our
partner
agency,
Philadelphia,
Parks
and
Recreation
for
all
the
work.
It
does
to
further
to
further
appreciate
appreciation
of
these
waterways
that
people
are
choosing
to
engage
in
recreational
activities
near
on
and
in
the
Delaware
Schuylkill
River
is
a
powerful
Testament
to
the
tremendous
strides
the
city
has
made
over
the
last
century
in
its
approach
to
managing
storm
water
and
collecting,
conveying
and
treating
Wastewater.
I
I
Climate
change
will
continue
to
present
additional
challenges
in
addressing
overflows
that
result
in
the
discharge
of
billions
of
gallons
of
storm
water
and
diluted
sewage
to
City
waterways
each
year.
Furthermore,
billions
of
additional
gallons
of
stormwater
runoff
from
Upstream
communities
continue
to
impact
our
shared
local
rivers
and
creeks.
I
This
work
is
Guided
by
numerous
local
state
and
federal
compliance
mandates
to
provide
skill
to
the
Investments
needed
to
carry
out
this
mission.
The
water
Department's
total
water
fund
operating
budget
for
fiscal
year
2023
is
883
million
dollars
with
an
additional
580
million
in
our
capital
budget
over
the
next
six
years
alone.

I
The
construction
operation
and
subsequent
upgrades
of
our
three
wastewater
treatment
plants
are
responsible
for
significant
water
quality
improvements
in
the
Delaware
and
Schuylkill
Rivers.
These
are
now
or
there
are
now
diverse
aquatic
communities
with
species
once
considered,
threatened
or
endangered
thriving
in
Philadelphia
waterways.
Thanks
to
improvements
that
were
made
possible
through
the
Clean
Water
Act
funding.
I
The
ability
to
spread
out
investments
in
sewer
overflow
reduction
is
essential
when
it
comes
to
keeping
the
water
rates
affordable
in
Philadelphia,
and
they
multi-decade
timeline
for
this
plan
is
similar
to
that
of
consent.
Artisan
agreements,
other
cities
nationally
have
committed
to,
however
Philadelphia's
combined
through
an
overflow
mitigation
plan
commonly
referred
to
as
Green
City.
I
Clean
Waters
has
been
locked,
as
has
been
looked
to
as
an
intentional
or
International
model,
because
it
utilizes
a
combination
of
green
storm
water
infrastructure
just
distributed
throughout
our
many
neighborhoods
and
traditional
gray
infrastructure,
including
collection,
pumping
and
wastewater
treatment
plant
enhancements
to
reduce
combined
sewer
overflows
prior
to
initiating
Green
City
clean
Waters.
In
2011,
approximately
13.1
billion
gallons
of
combined
sewer
overflow
were
discharged
to
the
Delaware
River
and
its
tributaries
during
a
typical
year.
I
I
I
as
of
December
31st
2011,
we
have
exceeded
regulatory
metrics
by
completing
more
than
2
196
greened
Acres
across
835
stormwater
management
projects
in
the
communities
where
your
constituents
live
over
the
next
two
fiscal
years.
We
have
budgeted
222
million
dollars
for
projects
associated
with
the
green
City,
clean
Waters,
and
the
program
represents
826
million
dollars
or
20.8
of
our
six-year
Capital
Improvement
budget.
I
In
addition
to
Green
Storm
water
infrastructure,
we
have
more
than
15
traditional
infrastructure
projects
identified
within
our
Capital
plan
over
the
next
five
years,
five
to
seven
years,
aimed
at
reducing,
combined
sewer
overflow.
These
infrastructure
projects
could
reduce
sewer
overflow
by
an
additional
800
million
gallons
per
year.
I
It
will
take
a
long
partners
and
long
and
strong
partnership
between
city,
state
federal
agencies,
private
organizations
and
the
public
to
determine
the
city's
path
forward
for
addressing
Public,
Safety,
Public
Health
and
assess
issues
associated
with
the
recreational
activities
in
and
on
the
title,
Delaware
and
Schuylkill
Rivers.
In
short,
in
addition
to
the
water
quality
concerns
attributed
to
combined
sewer,
overflow,
outfalls
and
other
pollution
sources
in
the
region,
significant
planning
and
investment
beyond
the
purview
of
the
water
department
is
required
to
make
Philadelphia
Urban
waterways
safe
for
activities
such
as
swimming.
I
People
of
Philadelphia
should
know
that
the
city
is
working
tirelessly
to
secure
a
state
and
federal
funding
to
support
critical
infrastructure
investments
in
its
drinking
water,
Wastewater
and
storm
water
systems.
We
researched
and
evaluate
all
potential
federal
state
and
federal
and
state
financial
assistance
opportunities
to
ensure
we
are
continually
serving
the
best
interests
of
our
community.
As
a
result,
PWD
will
increase
its
coordination
with
the
kitty
administration's
state
and
federal
lobbying
activities
to
prioritize
Outreach
with
the
governor's
office
and
other
state
Partners
to
advocate
for
a
more
favorable
environment
for
increasing
funding.
I
We've
approved
have
been
approved
for
386
million
dollars
in
federal
financial
assistance,
applications
to
pinvest
we're
in
the
process
of
applying
for
additional
72
million
dollars
of
federal
financial
assistance
through
pinvest,
which
is
funded
this
year
for
the
first
time
by
the
bipartisan
infrastructure
law
passed
by
the
bin
Administration
in
2021.,
we
applied
for
25
million
dollars
through
the
build
resilient
infrastructure
and
communities.
That's
the
bric
program
and
that
25
million
dollars
has
been
moved
to
further
review
status.

The
Philadelphia
water
department
is
committed
to
improving
water
quality
in
the
title,
Delaware
and
Schuylkill
Rivers.
We
know
the
job
is
not
completed.
It
will
continue
to
plan
design
and
Implement
infrastructure
projects
that
will
further
improve
the
capacity
of
our
sewer
system
and
the
capabilities
of
our
wastewater
treatment
plants.
Our
goal
is
to
continue
the
incredible
progress
that
has
been
made
as
acidity
in
restoring
the
health
of
our
waterways,
while
balancing
obligations
to
meet
state
and
federal
regulations
and
the
need
to
keep
essential
resources
like
drinking
water,
affordable
for
all
philadelphians.

form

dry
weather
flow,
whether
that's
a
separate
storm
Seward
system,
the
combined
Seward
system
to
to
which
streams
are
referring
to,
but
we
have
a
pretty
robust
system
of
operation
and
maintenance.

know
of
our
system,
including
Industrial
Waste
inspection
work.

know
we
do
a
significant
amount
of
of
collection
system,
monitoring
field
Crews
going
out
to
modify
regulating
Chambers
to
to
to
ensure
that
dry
weather
flow
does
what
it's
supposed
to,
and
that
is
make
its
way
to
the
treatment
plant
for
full
primary
and
secondary
treatment
of
all
flow
during
job
weather
conditions.
So.

Some
cities,
like
most
cities,
we
do
see
some
instances
of
inflow
and
infiltration
caused
by
either
defective
laterals
or
cross
connections.
This
is
a
common
problem
up
in
the
separate
areas
of
the
city
through
our
Municipal
separate
storm
sewer
permit
we're
required
to
do
identification
and
track
down
of
those
pollutants,
so
we
are
kind
of
regulated
and
do
a
significant
amount
of
investigation
and
abatement
associated
with
reducing
that.
So,
although
we
do
see
some
dry
weather
contribution,
we
have
a
significant
and
robust
program
to
identify
and
rectify
it.

Well,
we
are
pursuing
every
opportunity
receive
funding
from
the
federal
government.
Now
the
situation
is
that
we
apply
to
pinvest,
they
look
at
every
application
individually
and
so
far
we
have
received
loans
and
not
grants.
Now
some
of
that
has
to
do
with
the
fact
that
they
look
at
or
wish
to
have
a
standalone
financial
reporting.
They
look
at
Standalone
systems,
water,
Wastewater,
storm
water.
Ours
is
a
grouped
system.
They
also
look
at
the
effective
projects
on
the
medium
household
income
and
ours.
They're
saying
is
not
high
enough.
I
We
don't
raise
the
rates
high
enough
for
us
to
qualify
and
so
as
a
result,
we're
receiving
the
loans
and
not
the
grants.
Nevertheless,
we're
willing
to
work
with
the
administration
to
try
to
talk
with
individuals
in
in
Harrisburg
to
see
if
there's
any
way,
that
we
could
either
have
a
carve
out
for
Philadelphia
or
make
some
type
of
adjustment
to
the
legislation
so
that
we
can
receive
grants
but
I
while
I
say
that
I
want
to
be
clear.
We
are
receiving
low
interest
loans,
which
is
a
great
benefit
to
the
city.

comments
to
think

on
the
main
issue
that
the
way
that
the
system
is
structured
creates
some
barriers
for
us.

was
that
the
there's
some
structural
problems,
with
the
way
that
pendest
has
been
implemented.
You
know
the
federal
government
has
established
that
the
state
revolving
fund,
so
Penn
pendless
being
won,
are
the
proper
channel
for
federal
funds
to
flow
to
utilities,
not
just
Municipal
Utilities
like
the
cities,
Philadelphia,
but
also
private
utilities,
and
we're
we're
in
a
bad
situation.

It's
very
difficult,
sometimes
to
untangle
how
the
benefits
of
a
specific
project
really
deliver
on
the
goals
that
pennvest
has
sets
up,
whereas
around
the
state.
You
have
some
utilities
that
really
only
do
one
of
those
three
and
so
their
setups
are
easier
to
be
Audi
audited.
The
bills
are
clear
and
the
impacts
are
clear,
so
these
are
sort
of
like
bureaucratic
issues
that
keep
us
from
being
at
the
front
line
line.

there
may
be
some
other
things
that
we
can
work
on,
but
that's
where
this
lobbying
effort
I
think
is
going
to
pay
off
and
so
we're
just
kind
of
getting
our
legs
under
ourselves.
But
we
feel,
like
this
next
year,
is
a
great
opportunity
for
us
to
put
our
put
our
faces
in
front
of
a
lot
of
folks
in
Harrisburg
and
make
some
progress
on
that
stuff.

also
just
want
to
make
a
comment.

know
that
that's
the
whole
administration's
responsibility
to
make
sure
that
our
own
facilities
and
Industrial
users

others

not
contributing
pollution

those

department
itself
takes
responsibility
for
the
green
cities
clean
Waters
program.
So
that's
the
separated
I
mean
sort
of
the
combined
sewer
system.
That's
our
Legacy!
From
kind
of
the
19th
century.

held

whole
city
of
Philadelphia,
the
whole
government
of
the
city
of
Philadelphia,
so
how
we
take
care
of
our
own
facilities,
our
parks
and
how
we
regulate
these
industrial
users
and
other
users
is
something
that
we
kind
of
share
the
burden
across
departments
and
that's
something
we're
getting
our
arms
around
right,
now
figuring
out
how
we
can
get
access
to
more
opportunities
to
fund
that
work.
But
we
have
a
lot
of
work
to
do
with
our
own
facilities,
which
is
something
that
we're
trying
to
figure
out
there
as
well.

for
it,
I
get
that
and
I
I
understand.
You
want
us
to
be
proactive
and
I
get
that,
and-
and
so
we
have
been
working
on
this
for
a
little
while
I'm
very
grateful
that
we've
got
some
support
from
William
Penn
Foundation,
where
we're
working
on
an
action
plan
around
what
we
call
the
clean,
Waters
task
force
and
so
that
stretches
across
agencies.
We
just
you
know
this
past
fiscal
hired
the
person
who's,
helping
us
with
some
of
the
survey
work.

brought
one
more
person
in
about
a
month
ago
to
help
us
do
sort
of
a
higher
level
coordination,
look
for
funding
opportunities
and
that
planning
process
is
just
getting
underway.
So
we're
hopeful
that
in
the
next
year
or
so
we're
going
to
make
some
progress
and
we'll
come
up
with
some
very
concrete
projects
to
take
on.
But
this
is
frankly
going
to
be
about
a
20
30
year
process
for
us
to
get
to
where
we
need
to
be
so.

City's
clean
water,
because
that
we
think
it's
a
great
program,
but
that
doesn't
mean
that's
the
only
thing
we
have
to
work
on
and
the
only
thing

need

do

we
know
that
the
ltcp
was
signed,
I
guess
around
10
years
ago,
but
it
still
has
about
another.
What
15
years
left
and
you
know
when
we
know
things-
have
changed
since
the
it
was
enacted.

problem
consequences
of
climate
change
are
now
recognized.
You
know
we
expect
that
you
know
the
recent
flooding
events
and,

some
of
our
you

storms
that
we're
having
are
going
to
be
more
severe
and
they

climate
resilience,
programming
and
design
guidance.
Publications
need
to
be
real,
really
in
place
and
sharply
designed.

Actions
are
being
taken
in
many
cities
to
accelerate
this
right,
and
we
know
that
without
any
rate,
payers
increases
to
reduce
pollution
and
provide
Recreation
opportunities.
Other
cities,
other
cities,
take
advantage
of

federal
allocations,

we
especially
for
funds
intended
specifically
as
grants.

not
loans
and
I
know.
We've
got
to
work
on
that
for
our
low-income
communities,
people
who
need
to
access
the
water.

want
to
repeat

know
what
the
water
department

doing
to
accelerate
it.
They
account
for
climate
change
and
what
the
water
department
or
the
city

it's
a
combined
effort,

access

availability

federal
funds,
and
you
know
because
it
enables
jobs,
we
create
jobs.
It
looks
like
the
city's
creating
some
jobs
in
their
portion,
but
what?
What
specifically
are
we
doing?
Knowing
that
this
has
changed
and
I
and
I

I
think
there's
there's
probably
two
things
that
are
going
on,
that
we
can
talk
about
a
little
bit
like
I
mentioned.
We've
got
the
clean,
Waters
task
force.
Their
purview
is
the
interaction
between
you
know:
City
Part,
City
departments
and
the
water
department
providing
technical
information
in
order
to
address
how
we
manage
our
own
facilities,
also
we're
starting
to
look
at
a
model
where
we
work
with
stakeholders,
and
so
far
the
first
place
we've
been
working
is
in
what
we
call
the
Lower
South
Philadelphia
area.

In
most
of
these
areas,
the
water
Department's
role
is
to
provide
us
with
technical
assistance
and
not
necessarily
to
be
the
folks
who
are
pursuing
these.
You
know
these
grants
specifically,
depending
on
what
we
get
once
we
get
through
kind
of
a
planning
and
design
process.
The
water
department
may
be
significantly
involved
in
managing
construction
projects,
but
that's
a
little
bit
further
down
the
line
right
now.

That's
out
there,
whether
it's
from
storms,
whether
it's
from
you
know,
Thai,
decides
whether
it's
from
you
know
just
sea
level
rise
in
the
long
term.
All
these
things
require
everybody
to
adopt
the
best
practices
when
they're,
building
whatever
they're
building,
so
that
they're
not
creating
larger
situations
in
the
neighborhoods
around
them.

But
that
will
mostly
be
led
by
the
administration
in
partnership
with
you
know,
other
stakeholders
in
the
water
Department's
role
for
the
most
part
in
that
work
is
going
to
be
providing
us
with
the
most
up-to-date
climate,
modeling,
making
sure
everybody's
using
the
same
assumptions
and
then
kind
of
giving
some
advice
about
the
best
rules
for
us
to
move
forward
with,
and
we're
really
just
kind
of
getting
started
on.
This
work.

Also,
too,
we
have
a
number
of
projects.
As
I
mentioned,
we
have
over
the
next
five
to
seven
years.
In
addition
to
Green
Storm
water
infrastructure,
we
have
15
traditional
infrastructure
projects
that
are
aimed
at
reducing
combines
with
overflow
volumes
will
do
so
at
an
estimated
about
about
500,
800
million
gallons
per
year.
These
are
projects
that
will
be
at
our
different
water
plants.
Northeast
wastewater
treatment
plant,
the
the
Northeast
wastewater
treatment
plant
on
the
Delaware
River,
will
increase
substance
system
resilience.
I
We
have
projects
is
a
replacement
of
42nd
Street
sewer
pump
station.
There
will
increase
capacity
of
the
system
and
it's
estimate
to
reduce
overflows
and
the
Schuylkill
by
200,
300
million
gallons.
We
have
another
project:
the
upper
Delaware
lower
level,
Interceptor
sewer,
which
removes
a
significant
flow
construction
that
contributes
to
combined
so
overflows.

additional
primary
treatment
tank
at
PWD,
Southwest
wastewater
treatment
facility,
and
one
thing
too
I
want
to
add
council
member
that
you
made
a
good
point
that
the
Green
City
clean
water
is
not
our
only
Endeavor.
We
have
it's
like.
We
have
a
number
of
children
and
we
have
to
make
sure
they're
all
taken
care
of,
and
that
means
that
they
have
to
be
taken
care
of
across
all
of
the
all
of
the
all
of
the
city.

We
have
the
2.5
billion
dollar
25-year
water,
revitalization
plan,
which
would
mean
there
will
be
plants
that
have
to
be
torn
down
and
and
recreated
because
a
lot
of
our
facilities,
not
just
the
pipes
in
the
ground,
there's
also
our
Wastewater
facilities.
Some
of
our
drinking
water
facilities
plants
are
at
the
end
of
life,
the
close
to
100
years
old,
and
so
we
have
to
make
sure
that
we
repair
those
just
as
much
as
we
make
sure
that
we
do
different
activities
on
the
Delaware
and
Schuylkill
River.

think
we
have
some
research
to
do.
If
you
don't
mind
me
just
jumping
in
to
learn
exactly
why
it
may
be
that
their
water,
you
know
their
water
utility
is,
is
private
if
I'm
I'm
not
mistaken
right.
So
there's
probably
some
issues
that
we
talked
about
in
terms
of
us,
combining
everything
where,
if
they're
not
combining
anything,
it's
just
easier
for
them
to
obey
the
rules
that
penvest
has
put
out
there.

So
that's
certainly
something
we
want
to
fix
and
then,
like
I
said,
I
mean
we
provide
lots
of
programs
for
folks
we
try
and
manage
the
the
rates
as
best
we
can
and-
and
you
know
that
that's
something
we
get
penalized
for
frankly,
which
doesn't
make
any
sense
at
all
and
I'm
not
clear
whether
the
utility
that's
responsible.
For
you
know
those
specific
pieces
of
Chester's
infrastructure
is
proactive
on
that
front
and
that's
something
we
need
to
see
to
investigate.

Yes,
it
comes
to
the
size
of
the
project,
the
cost
of
the
project
and
the
ability
of
the
citizens
to
pay
the
rate.
What
the
rate
is
and
so
again
with
our
system
being
put
together
as
drinking
water,
Wastewater,
storm
water,
then
their
position
is
that
they
prefer
to
have
a
standalone
financial
reporting
that
they're
able
to
look
at
and
then,
if
you
separate
them,
then
the
effect
of
each
project
is
greater.

So
again,
these
are
things
that
we
could
look
at
as
far
as
changing
the
legislation
in
in
Harrisburg
or
we
can
try
to
look
at
for
some
type
of
carve
out.
Those
are
just
two
possibilities
of
things
we
could
see
if
we
could
adjust
it,
but
the
way
it's
done
now,
pinvest
evaluates
us
and
through
their
evaluation,
where
eligible,
as
you
know,
for
the
loans
and
not
the
grants
so
far.

EPA
that
commercial
shipping
is
relevant
to
the
Clean
Water
Act
designation,
and
you
know
we
could
it's
not
like.
We

one
or
the
other.
We
want
our
active
commercial
useful
in
the
river.
We
want
it
to
grow.
We
wanted
that
it
is
growing.

want
to
continue
to
grow,
but
we
also
want
to
make
sure
that
there
are
our
rivers
and
and
other
jurisdictions,
and
they
have
safety
committees
like
in
New
York
that
are
combined,
both
commercial
use
and
recreational
use
that
meet
together
and
go
over.
That
is
that
something
that
you
would
be
interested
in
collaborating
with,
or
as
you
just
think,
that
there's
no
way
to
do
both.

Well,
I
I
do
know
they
have
done
some
safety
evaluations
and
different
reporting
and
there's
concern
of
the
the
ships,
the
size
of
the
cargo
ships,
the
propellers
and
all.
As
far
as
a
safety
issue
for
individuals
to
swim,
there
also
too,
just
the
the
amount
of
funding
that
we
have
to
eliminate.
You
know
the
the
amount
of
pollution
required
for
a
preliminary
primary
contact,
so
you
have
two
things
going.
You
have
the
do.
We
have
enough
funding
to
address
primary
contact
and
then
number
two.

That
right
all
right
well
I
mean
when
we
have
other
municipalities
like
New
York,
that
has
way
more
traffic
and
way
bigger
boats
and
they're
still
able
to
use
their
Rivers
for
both
Commerce
and
Recreation.
I.
Think
you'll
hear
some
testimony
about
that
later,
but
I
think
it's
important
to
know
that
we
we
together.
If
we
all
communicate
together,
we
could
find
a
way
to
do
that
and
what
resources
are
necessary
to
make
sure
our
Rivers
aren't
polluted
enough,
so
that
we
can
have
recreational
contact
in
our
Rivers
along
the
way.

don't
think
we
could
use
this
use
of
how
much
money
it
is
because
we
should
never
be
able
to
be
okay
with
saying
the
river's
too
dirty
for
anybody
to
go
in
and
we
should
strive
to
make
it
cleaner.
So
in
case
it
is
available
for
recreation
that
they're
able
to
do
that
and
I'm
going
to
stop
asking
questions.
First
of
all,
because
I
can't
talk
and,
second
of
all,
because
we
have
a
lot
of
people
here
to
testify,
and
we
could
have
put
some
questions.

This
was
especially
highlighted
for
me
when,
in
February
of
this
year
there
was
a
huge
water
main
break
at
56th
in
Springfield
that
dumped
you
know,
over
8
million
gallons
of
water
into
one
of
our
residential
neighborhoods
and
I
want
to
commend
water
and
all
of
our
city
partners
for
a
swift
repair
of
the
Break.
But
what
most
stuck
out
for
me
was
the
impact
that
water
main
break
had
on
our
residence.

The
area
has
a
high
level
of
poverty,
a
high
percentage
of
immigrants
that
are
just
trying
to
solidify
themselves
in
our
city,
and
it
was
just
a
massive
blow
to
them.
In
terms
of
you
know,
food
and
belongings
lost
people
not
having
a
place
to
stay
and
just
in
general,
having
a
catastrophe
placed
on
top
of
people
who,
on
a
good
day,
are
struggling
to
make
ends
meet
and
I
saw
a
similar,
but
not
so
dire
situation
with
flooding
on
the
5100
block
of
Malcolm
and
Whitby
streets.

Where
folks,
there
had
a
higher
level
of
income,
but
they
also
struggled
with
putting
out
thousands
of
dollars,
some
of
them
related
to
flooding
and
impacts
to
their
homes.
At
the
rain
event,
and
so
my
sense
from
all
of
this
is
that,
from
an
equity
perspective
we
have
to
when
we're
talking
about
the
maintenance
and
repair
of
our
infrastructure
or
relieving
the
burden
from
our
infrastructure
through
use
of
green
stormwater
infrastructure.

Okay,
I'll
answer
you
a
second
question.
First,
when
it
comes
to
the
federal
funding,
we're
aggressively
pursuing
any
and
all
dollars
that
are
out
there
on
the
federal
funding.
Now
the
the
issue
is
those
the
funding.
Some
of
it
is
for
certain
uses
and
so
to
the
extent
that
there's
any
money
out
there
to
allow
us
to
or
would
allow
the
city
to
use
it
to
to
assist
those
who
are
in
The
Straits
of
a
water
main
break.
They
have
like
you
said
they
have
their
belongings,
their
need
of
food
and
different
things.
I
We
would
certainly
work
with
the
city
to
apply
for
such
funds
and
as
they
are
identified
and
work
with
them.
As
far
as
developing
a
program
to
assist
individuals
in
those
in
those
positions,
I
I,
remember
the
water
main
break
that
you're
talking
about
very
well
I.
Remember
you
came
out
to
the
site.
I
met
with
you
and
I
too
am
concerned
about
individuals
who
are
hurt
Beyond,
just
the
water
entering
the
home
begin.
I
I
Our
goal
now
is
to
try
to
make
sure
that
we're
able
to
make
repairs
on
our
water
system
to
avoid
the
water
main
breaks,
and
so
we
are
increasingly
the
number
of
miles
of
pipes
that
we're
replacing
on
the
water
side
and
on
the
Wastewater
side,
costing
between
two
and
five
million
dollars
per
mile.
I'm
also
have
gone
to
water
conferences
where
I'm
looking
at
and
I'm,
encouraging
our
staff
to
investigate
new
technologies
that
allow
us
to
look
at
leaks
in
the
system
and
try
to
prioritize
those
areas
where
we
think
they're.
I
We
are
most
vulnerable.
Now
we
have
use
of
some
of
that
technology
currently
and
it
has
been
a
positive
use
of
it,
but
I'm
trying
to
find
ways
that
we
can
increase.
That
find
what
is
the
most
Cutting
Edge
and
find
a
way
to
implement
that
so
that
we
can
get
ahead
of
the
water
main
break
and
that
people
don't
have
to
go
through
the
situations
that
you
and
I
Witnesses
witnessed.

completed
a
handful

City
related
surveys
that
are
really
shining

light

investments

start

organize

thoughts,

bit
better
than
we
have
previously,
and
look
for
gaps
and
look
for
for
areas
of
improvement.

our
water
replacement
program
tries
to
do
you

predictive
failure.
Analysis
try
to
look
at
a
whole
bunch
of
different
variables.
As
far
as
age
contractor,
you
know,
soil
conditions,
you

to
to
look
for
vulnerabilities
in
the
system
and
we
have
provided
a
kind
of
a
risk
and
consequence
of
failure,
type
of
analysis
as
well,
and
you
can
imagine
you
know,
infrastructure
at
or
near
hospitals
or
dialysis
centers
or
schools.

the

replacement
side
of
it

the
Aging
infrastructure,
which
is
a
huge
portion
of
our
annual
investment
and

when
you
think
about
having
over

000
miles
of
water
infrastructure

replacing

or
so
miles
a
year
at
the
increased
cost
per
mile.

can
see
why
there's
such
a
stretch
on
our
resources
and

what
it
takes
to
actually
run
all
the
infrastructure
in

communities

communities

the
Philadelphia
water
Department's
own
recent
climate,
resilient
planning
and
design
guidance.

emphasize
the
urgent
need
to
prepare
the
Philadelphia
Waterfront

its
waterfront
infrastructure
for
dramatic
increases
in
storm
water
runoff,
as
well
as
a
significantly
higher
sea
levels,

similarly
located
work
for
Waterfront
cities
do
not
adequately
prepare
for
the
real
and
dangerous
consequences

our
changing
Global
Climate
portions
of
these
cities,
including

place
to
learn
several

and
the
river
is
a
special
part

our
students

able

boats
and
actually

those

boats

boating
program.

students
have
been
able
to
test
order.
They've
learned
about

the
feces
and

they've
learned

many
things
about
the
river

and
they
come
to
appreciate

importance
of
having
clean
water

was

polluted

Green,
City,
clean
water's
plan

some
of
the
people
here
today
and
it's
a
pleasure
to
have
an
opportunity
to
talk
with
you
again
about
the
progress
you've
made
and
the
goals
that
you
have
ahead
of
you
I'm
gonna,
first
read
my
testimony
and
then
I
will
share
just
a
few
slides.

So
at
the
Potomac
River
Keeper
Network,
our
mission
is
to
protect
the
Public's
right
to
clean
water
in
the
Potomac
and
Shenandoah
rivers
and
their
tributaries.
It's
a
watershed
of
almost
15
000
square
miles,
known
as
the
nation's
River.
We
stop
pollution
to
enhance
the
safety
of
our
drinking
water,
protect
healthy
River
habitats
and
enhance
public
use
and
enjoyment.

The
Potomac
River
in
DC
is
designated
as
a
Class
A
recreational
water,
but
it's
current
use
is
only
class
B
and
below
the
Potomac.
River
currently
needs
public
health-based,
swimming
standards,
more
than
three-quarters
of
the
time
in
and
around
D.C
at
the
21
sites
that
the
Potomac
riverkeeper
networks,
Community
science,
water,
quality
monitoring
program,
monitors
on
a
weekly
base
basis
during
the
summer,
but
some
sites
meet
those
standards
90
to
95
of
the
time,
including
the
Title
Basin,
where
there
used
to
be
swimming
beaches
in
the
1920s.

So
that
wasn't
always
the
case
that
it
was
that
the
water
was
as
clean
as
it
is
today.
Swimming
has
been
banned
in
the
Potomac
River
in
DC
since
1971.,
since,
before
the
Clean
Water
Act
was
passed
because
in
1971
the
Potomac
was
basically
an
open
sewer,
pretty
much,
never
safe
for
swimming
over
the
past
50
years.
The
water
quality
has
vastly
improved
and
people
not
only
use
the
river
all
the
time
for
kayaking
stand-up,
paddle
boarding
and
waiting,
but
also
Open
Water
Swimming
events,
for
which
a
special
permit
is
required.

Alexandria
across
the
river.
By
the
way,
Alex
renew
has
a
plan,
that's
designed
to
be
completed
by
2025.,
so
in
the
next
10
years
we
expect
to
have
both
of
those
programs
completed
and
once
that
happens,
even
with
the
larger
storm
events
that
we're
seeing
due
to
climate
change,
we
expect
most
public
access
points
along
the
Potomac
to
routinely
meet
public
health-based,
water
quality
standards
except
after
a
very
large
storm
events.
After
those
large
storm
events,
it's
probably
unlikely
that
most
swimmers
would
want
to
go
out
in
the
water
anyway,
because
of
the
current.

But
we
what
we'd
like
to
do
is
have
a
flag
system
as
well
as
notifications
on
swim
guide,
which
is
a
a
computer
program
and
an
app
that
you
can
get
on
your
smartphone.
It
was
developed
by
a
member
of
the
waterkeeper
alliance,
it's
available
worldwide
and
it
lets
people
know
whether
or
not
swimming
is
safe
based
on
the
bacterial
standards.

All

okay,
fantastic
and
let
me
make
it
bigger
all
right,
so
this
is
a
the
report
that
we
put
out
over
the
summer.
That
has
the
results
that
I
referred
to
earlier
from
our
water
quality
monitoring
program,
that
is,
a
community
science.
Water
quality
monitoring
program
on
the
Potomac
you'll
see
the
platform
there,
that's
actually
from
the
Tidal
Basin.
There
was
a
swimming
platform
in
the
Title
Basin
in
the
1920s
actually
opened
in
1918.
It
was
open
until
1925.
M
and
it
was
closed
over
issues
having
to
do
with
whether
or
not
there
should
be
swimming
access
for
non-whites,
as
well
as
whites.
The
Title
Basin
at
that
time
was
a
whites
only
swimming
beach,
and
rather
than
have
swimming
access
for
both,
which
was
disputed
at
that
time.
Their
Congress
closed
down
all
swimming
beaches
at
that
time
because
they
could
not
resolve
the
issue
in
a
way
that
allowed
swimming
access
for
both.
So
so
that's
unfortunate
and
I.
M
So
our
strategy,
as
it
says
here,
is
to
have
science
that
supports
safe
swimming,
to
publish
the
results
on
swim
guide,
which
we
do
in
the
summer
to
do
a
report
every
other
year.
Let
people
know
the
progress
we're
making
as
I
mentioned,
to
lift
the
swim
ban
in
DC.
We
want
people
to
know
that
they
will
be
able
to
swim
and
to
set
up
safe
conditions
for
them
to
do
so
to
continue
to
support
D.C
water
and
Alex
renew
and
their
Investments
they're,
making
to
improve
water
quality
and
to
defeat
wet
weather
standards.

So
we
have
had
wet
weather
standards
proposed
by
D.C
water
multiple
times
over
the
past
20
years.
We
need
to
have
standards
that
are
safe
during
wet
weather,
as
well
as
during
dry
weather
for
people
to
swim.
We
we
would
like
to
have
those
apply
almost
all
of
the
time
other
than
in
very
large
storm
events.

This
is
just
a
picture
of
our
lab,
which
is
on
a
vessel
called
Sea
Dog,
which
is
docked
at
National
Harbor,
where
we
have
an
idec
system
to
do
water,
quality
monitoring
with
the
samples
that
our
volunteers
gathered
and
then
you
can
see
on
the
right
where
we
monitor
in
the
Washington
DC
area.
There
is

there
is
a
lot
of
variability.

76
percent
is
the
average.
There
are
some
places
in
the
Washington
DC
area
which
already
meet
water
quality
standards,
90
to
95
percent
of
the
time.
So
again
after
these
Investments
are
made
and
the
combined
sewer
overflow
is
being
treated,
we
believe
there
will
be
safe
swimming
almost
all
of
the
time
in
the
Potomac
River,
and
we
think
that
will
be
a
tremendous
benefit
to
the
people
who
live
here,
particularly
those
who
have
do
not
have
the
resources
to
travel
to
go
to
the
beach.

They
could
go
to
the
beach
right
where
they
live,
and
just
two
last
pictures
here
on
the
left
is
an
event
that
we
do
called
sharkfest
DC,
which
we
do
with
the
Special
Olympics.
We
do
it
out
of
National
Harbor
and-
and
we
have
more
than
a
hundred
people
who
do
Open
Water
swims.
At
that
event,
every
year
we
test
the
water
quality
and
make
sure
it's
safe
and
so
far
it
always
has
been,
and
then
on.

right
is
a
pop
star
named
Lord,
who
went
swimming
in
the
Potomac
River
this
summer
and
then
announced
that
she
had
done
so
at
a
concert
that
she
had
at
a
concert
venue
called
The
Anthem
at
the
Wharf.
She
got

lot
of
press
on
it
and
what
we
found
out
is
that
views
were
very
mixed
about
the
idea
of
whether
swimming
in
the
Potomac
was
a
good
idea
or
a
bad
idea.

So
what
that
tells
us
that
people
don't
know
about
all
the
progress
that
we're
making
and
that
they
have
not
yet
seen
or
experienced
swimming
in
the
Potomac.
We
would
like
to
change
that.
We
want
the
water
quality
to
be
safe,
we
want
everyone
to
be
able
to
swim,
and
that
ends
my
testimony.

safety
and
camaraderie

do
band
together
on
this
goal.

committee

Harbor
operations
committee
is
made
up

representatives
from
all
the
diverse
sectors
around
the
water
and
what
you're
seeing
here
is
drawing
from
that

speaker
list
for
one

public
programs

where
we
bring
together.

kayakers
jet
skiers,
Ferry
captains
as
I,
keep
saying,
I.
Think
a
difference
that
might

note
for
folks

Philadelphia

hear

that
our
Harbor
Ops
Harbor
Safety
Committee
does

have
a
membership
dues.

safety

a
great
Meetup

captains

paddlers
where
kayakers
get
to
go
visit
the
ferry
wheel,

those
perspectives,

then
the
ferry
captains
go
kayaking

some
of
our
great
boathouses.

we
are
coming
together
as
one
type
of
manager,
Mariners,
sorry
and
we
use
an
Outreach
toolbox
for
the
public.

can't
only
take
credit
for,
has
truly
been
developed
through
the
years
of
our
committee.

recreational
sector

000
jobs
on
the
water

our

business

works

terms
of
jobs.
Demand
for
kayaking.

Lessons,
in
particular,
is
increasing
beyond
our
current
capacity,
where
our
58
boathouses
are
doing
about
two
days
a
week.
On
average
of
lessons
and
we're
already
beyond
that
capacity-
and
this
is
a
great
way
to
show
that
Marine
Recreation
is
in
demand,
but
it
does
also
have
economic
benefits
as
the
public
participating
and
learning
to
be
kayakers
on
their
waterways.

Combined
sewer
overflow
is
a
problem
in
the
port
of
New
York
and
New.
Jersey
and
Partnerships
really
help
us
address
that
we
also
have
a
citizen
science
water
testing
program,
as
we
heard
about
in
the
Potomac
River,
and,
as
you
can
see
here,
it's
able
to
really
narrow
down
on
where
waters
are
clear
to
paddle
in
or
or
whatever
kind
of
recreation
you're
doing
and
where
you
might
want
to
consider.

Sorry,
one
more
thing
I
did
want
to
mention
that
the
tankers
show
you.
Let
me
put
up
our
tanker.
The
tankers
illustrate
that
not
all
CSO
outfalls
are
created
equal
in
New
York
City.
We
have
about
15
CSO
outposts
that
together
are
responsible
for
more
than
50
percent
of
the
sewage
pollution
in
the
water,
so
targeted
treatments
like
we're.
Seeing
on
this
slide
can
really
have
a
significant
effect
in
a
great
reduction
by
targeting
the
worst
offending
outfalls
of
csos
other
great
ways.

Our
agency
is
partnering
with
the
public
is
the
weight
app,
as
you
can
see
here
now
in
New
York
City,
you
can
download
an
app
that,
by
your
address,
immediately
connects
you
to
your
sewer
shed
and
gives
you
a
push
notification
when
a
CSO
event
is
likely
to
happen
so
that
you,
as
a
citizen,
can
contribute
to
cleaner
Waters
by
changing
the
time.
You
do
laundry
that
kind
of
thing,
and
of
course,
you
all
probably
know
New
Jersey,
is
on
its
way
to
using
technology
to
address
these
problems
as
well.

Jersey's
outfall

our
area

the
northern
Jersey.
Four
counties
that
share
the
waterways
with
us
have
also
formed
a
CSO
discharge
group
with
a
map
where
a
goal
is
the
public
can
just
click
on
it
until
when
the
outfall
is
triggered
and
the
CSO
is
happening.
The
technology
of
that
is
not
performing
currently.

doesn't
look
at
that
as
part

green
space

blue
space,

we
can
have
Recreation.

I

water
utility
manager
and
also
serve
as
a
member
of
the
US
epa's
national
environmental
justice
advisory
council
at
New,
Jersey's,
environmental
justice,
advisory
Council.

This
month
saw
the
50th
anniversary
of
the
Clean
Water
Act,
and
legislation
that
had
a
tremendous
impact
on
the
water
quality
of
all
the
rivers
across
the
the
nation,
including
the
Delaware
River,
and
you
know
kudos
to
all
that
work
participated
in
the
incredible
Improvement
in
water
quality.
Since
1972.
You
know
the
Philadelphia
water
department,
legislators,
environmentalists,
you
know
Community
groups,
Etc
I
mean
so
much
has
been
accomplished.
O
The
promise
of
it
is
that
every
person,
no
matter
who
they
live,
I'm,
sorry
where
they
live
or
who
they
are,
is
entitled
to
Safe,
Drinking,
Water
and
clean
waterways
at
an
affordable
rate,
and
that's
what
I
see
coming
forward,
hopefully
in
the
future,
for
the
Clean
Water
Act.
You
know
and
now
applying
that
to
the
Delaware
River
Delaware
River
is
over
300
miles
long
330
miles
long
and
all
the
27
miles
of
it
is
approved
for
primary
contact.
O
The
27
miles
that
aren't
is
the
27
Mile
Stretch
from
Philadelphia
Camden,
Chester
and
Wilmington
four
communities
that
that
have
a
low-income.
You
know
various
degrees
but
are
all
well
below
the
low
the
median
household
income
and
have
some
you
know
some
real
poverty
and
also
he's
including
a
city
that
Philadelphia,
as
you
know,
and
Chester,
Camden
Wilmington,
maybe
even
worse.
O
But
the
point
is
these:
are
EJ
communities
and
the
reason
the
main
reason
these
27
miles
has
a
poor
water
quality
than
the
other
330
miles
is
because
of
the
presence
that
combines
to
overflow
systems
that
Philadelphia,
Camden,
Chester
and
Wilmington
have
these
are,
as
you
all
know,
you
know
Antiquated
systems
that
were
state
of
the
art.
You
know
the
late
19th
century
prior
to
the
Advent
of
the
automobile
prior
to
things
being
paved
over,
but
now
they
they
cause
a
problem.
O
And
although,
as
commissioner
Heyman
said,
they
do
draw
flow
stormwater,
Flow
Away
from
communities
they
often
you
know,
the
float
doesn't
always
end
up
with
a
treatment
plan.
Sometimes
it
ends
up
in
overflows,
and
that
is
what
you
know.
The
long-term
CSO
control
panel
are
designed
to
do.
That's
what
Philadelphia's,
Green
City
clean
water's
plan
is
designed
to
do,
and
so
I
think
that
Philadelphia
has
accomplished
a
great
deal
to
improve
water.
O
However,
as
commissioner
Heyman
said,
there
is,
there
are
so
a
lot
that
can
be
done,
there's
more
that
can
be
done,
and
so
I'm
here
to
suggest
three
things
for
the
city
and
and
its
Partners
to
consider
the
first-
and
this
has
been
discussed
already-
is
the
initiative
getting
more
Federal
funding
and
it
isn't
that
it
isn't
to
suggest
that
Philadelphia
water
department
hasn't
been
applying
or
receiving
the
funds
that
are
available?
That
is
not
the
suggestion.
O
But
grant
money
is
really
what's
needed
to
make
sure
that
the
city
can
accelerate
the
long-term
control
plan.
The
Green
City
clean
Waters
plan
without
having
adverse
impact
on
its
rate
payers
to
accelerate
in
this
terrific
plan,
but
to
do
it
faster,
but
without
additional
rate
burden,
and
so
my
My
Hope
Is
that
the
city
and
its
federal
and
state
legislators
will
seek
additional
funding
either
by
changing,
but
seeking
to
change.
Legislation
under
under
which
Penn
vest
is
is
run
or
by
seeking
a
one-time
Federal
benefit
for
for
the
city
to
help
Implement.
O
You
know
to
get
grant
money
so
they
can
implement
the
long-term
control
plan.
The
Green
City
in
waters
plan
faster
without
adversely
affecting
rate
payers,
I,
think
that
is
really
important
and
again
it's
not
because
the
city
hasn't
done
and
apply
for
everything
it's
entitled
to
I,
don't
think
the
rules
are
set
up
properly
and
I
will
say.
O
One
last
thing
on
this
first
point
is
that
the
EPA
is
recently
in
is,
as
we
say,
announced
an
investigation
of
the
state
of
Mississippi,
because
they
do
this
in
light
of,
what's
happened
in
Jackson
because
they
do
the
same
thing.
The
state
of
Mississippi
has
a
different
setup,
but
the
result,
the
intent.
The
outcome
is
the
same:
that
the
city
of
Jackson
didn't
qualify
for,
grant
money.
Only
the
smaller
communities
did
and
so
I'm
hoping
that
Philadelphia
can
get
the
grant
money
that
it
does.
O
O
It
was
acknowledged
that
there
is
dry
weather
bacteria.
You
know,
even
when
it's
not
raining
into
the
Delaware
River
and
from
what
water
quality
testing
is
showing,
is
that
it's
pretty
significant
on
some
days
and
presumptively
that
shouldn't
be
Philadelphia's
three-way
sport
of
treatment
plants
are
run
very
well
and
they're
meeting
their
permits
and
so
presumptively.
As
long
as
the
three
wastewater
treatment
comes
from
Philadelphia
as
well
as
Camden's
and
Chesters
and
Wilmington
they're
meeting
their
their
permit.
There
shouldn't
be
any.
O
O
This
drive
by
their
overflow
problem
has
to
be
addressed
on
both
sides
of
the
river,
because
it
first
of
all
it's
a
violation
and
second
of
all
the
opportunity
to
have
access
to
the
river
is
significant.
If
we
can
eliminate
this
so
again,
I
call
for
a
real
aggressive
track
back
study,
because
there's
significant
benefits
to
one
reduce
the
liability
of
the
city.
For
you
know
water
quality
violations
and
also
to
open
up
the
river
to
water
quality.
O
In
the
meantime,
is
there
a
way
to
cost
effectively
and
maybe
get
funding
low
interest
loan
funding,
or
maybe
even
grant
funding
to
improve
the
solid,
affordable
control
approach?
A
removal
success
so
that
in
the
meantime,
while
the
Green
City
theme
wires,
plan
is
being
implemented,
more
solids
are
captured
and
prevented
from
going
to
the
river,
because
the
skimming
boots
tend
to
be.
You
know
after
the
fact,
whereas
netting
systems
are
you
know
in
place
or
or
screens
and
capturing
the
solids.
O
You
know
in
situ
at
the
same
time,
and
so
it
isn't
a
question
of
either
or
but
maybe
both
could
be
could
be
implemented
to
improve
water
quality
in,
in
parallel
with
implementation
of
the
the
Green
City
clean
Waters
plan.
As
as
the
council
and,
of
course
the
city
knows,
the
Green
City
clean
water's
plan.
The
idea
is
to
capture
storm
water,
so
there
aren't
any
overflows.
O
An
idea
of
mine
that
the
EPA
is
is
is
uplifting
a
program
of
theirs
called
This
is
the
headquarters
in
DC
the
AAA
program,
augmented
Alternatives
analysis
in
which
they
work
with
utilities
to
take
their
existing
water
plans
and
do
it
with
it.
From
the
standpoint
of
injecting
environmental
justice
and
Equity
into
the
program.

O
I,
don't
know
that
it
hasn't
really
been
tracked
back.
I
mean
the
the
only
way
to
dispositively
track
it
back
would
be
to
on
a
regular
basis
check.
You
know.
Regulators
tie
Gates,
make
sure
that
they're
not
they're,
not
open
I,
believe
so.
If
it
does
do
that,
but
just
to
verify
that
and
then
to
just
backtrack
back
to
see
where
it's
coming
from.
Is
it
coming
from
the
from
the
out
the
separate
out
separate
stormwater
outflows?

Of
course,
it's
not
the
same
as
Philadelphia,
not
not
nearly
as
as
a
resource,
but
we
found
quite
a
bit
of
dry
weather
overflow
because
of
Tide
Gates,
stuck
open
or
regular
is
not
working
correctly.
The
way
I
see
it
is
the
track
back
will
either
verify
the
Philadelphia
is
doing
all
that
it
can
be,
can
be
doing
and
the
source
is
somewhere
else.

restate
what

saying
there
and
dry
weather
overflows
are
prohibited.
They
do
occur
occasionally
due
to
maintenance
concerns,
debris
blocking
or
you
know,
a
gate.
You
know
mechanical
instrumentation
getting
stuck,
but
we
have
a
pretty
robust.
We
have
a
monitoring
system
that
alerts
us
to
any
any
issues
we
see
of
of
these
concerns
and
we
have
a
regulating
chamber
investigation
team,
an
inspection
team
that
is
rather
diligent
in
going
out
to
these
sites.

I

state
also
what
Andy
had
mentioned
that
you
know
this
is
a
shared
water
body
with
a
lot
of
flow
that
comes
not
just
from
the
collection
system
and
not
just
from
Philadelphia.
That
is
some
of
the
cause
of
it
and
then
What
flows,
Upstream
from
Municipal,
separate
Steward
area.

is
all
contributing
to
where
we
do
see
some
of
these
locations.

So,
if
there's
possible
to
see
how
we
track
back
on
these
dry
weather,
overflows,
I
think
it's
important,
because
we
know
how
hard
it
is
going
to
be
for
the
you
know,
when
we
have
those
heavy
torrential
rains
overflows
to
be
able
to
address
that
and
I
know
Camden
enough
I'm,
not
mistaken
Andy.
They
had
actually
did
something
too,
where
they
were
looking
to
address
the
CSL
overflows
during
torrential
rains
and
that
they
put
some
type
of
monitoring
system
in
or
or
catching
system
to
catch.
Some
of
those
overflows
in
the
cannon
side.

Yeah
on
the
cabin
side
they
they
put
in
screens
and
netting
systems
so
that,
with
with
one
hat,
one
half
inch
diameter
so
that,
while
the
water
would
pass
through,
the
solids
are
captured.
What
Philadelphia
does
is
skimming
boats.
You
know
once
it's
once
it's
out
of
the
alpha
in
the
river
and,
of
course
they
have
the
inlet
control
too,
but
it
seems
to
me
that
one
thing
that
could
be
done
and
again
just
like
Maggie
was
saying
earlier:
not
all
csos
are
created.

Equal
putting
netting
systems
on
all
164
outfalls
would
be
very
costly,
but
the
ones
that
are
most
impactful
might
be
might
be
worth
looking
at
to
combine.
You
know
solid
photables
control,
with
with
skimming
at
the
at
the
asphalts,
which
are
most
sensitive
to
water
quality.
The
biggest
flow
or
Upstream
of
where
people
might
swim
would
be
a
tremendous
opportunity
and
again,
because
we're
still
13
years
away
from
completion
of
the
Green
City
clean,
Waters
plan.

That's
that's
the
thing
to
get,
because
if
we
could
eliminate
dry
weather
overflow,
the
Philadelphia
water
department,
spaceware
extreme
plants
are
so
well
run
that
we
ought
to
be
able
to
have
primary
water
content
right
now
on
dry
weather
days,
just
like
just
like
New
York,
the
sick
Maggie
reported
up
in
the
Hudson
River.
The
key
is
getting
rid
of
this
driveway
that
finding
the
stride
by
the
Overflow
aggressively
and
and
correcting
it
wherever
it
is,
is.

This
point
the
Delaware
River
Basin
commission
would
be
a
good
one
because
they
they
are
they
sort
of
overarch
over
Philadelphia
Camden,
Upstream
Downstream.
You
know
Chester
also
epa's
region.
Two
one
thing
that's
unlucky
is
that
the
Delaware
splits
EPA
region,
two
on
the
New
Jersey
side,
Region
Three
on
the
Pennsylvania,
but
it
could
be-
and
of
course
Philadelphia
would
it
would
be
it
could
be.

It
would
have
to
be
a
leader
because
of
their
great
great
technical
knowledge
and
very
fun,
because
also
they
provide
they
account
for
85
percent
of
the
flow
into
the
Basin.
So
but
the
thing
is,
is
that
I
think
a
teamwork
I
think
we
all
are?
On
the
same
page,
water
utility
managers
I
mean
like
I,
was
formerly
on
environmentalists,
environmental
justice
coordinators,
about
how
to
find
and
Regulators
on
how
to
find
this
dry
weather
overflow
and
eliminate
it
once
and
for
all.

Well,
hopefully,
we'll
continue
to
work
with
our
Advocates
and
the
and
the
city
and
the
water
department
and
the
municipalities
that
surround
it
and
be
able
to
put
some
together
because
I
think
it's
important
and
you're
right.
There
might
be
some
low-hanging
fruit
that
we
could
address,
that
won't
be
too
costly,
but
also
make
a
major
Improvement
in
the
river.

of
such

a
sense

could
happen
around
these
Rivers
as
we
reconnect
with
them.
If
we
set
our
vision
and
goals
to
it,
and
then
we
really
work
to
line
up
the
programs
and
funding
decisions
to
make
it
real,
as
we've
been
discussing
today,
I
think
everybody
recognizes
everybody
with
an
interest
in
the
river
recognizes
the
the
tremendous
challenge
in
creating
Waters
that
are
swimmable
and
accessible
fishable
and
Equitable.
We
all
support
the
incredible
progress.

You
know
the
public
is
demanding
with
their
actions
that
we
take
steps
to
make
sure
that
they're
safe
and
that
those
waters
are
welcoming
it's
and
and
clean
all
the
time
all
the
while
being
mindful
of
the
cost
of
these
rate
payers
and
I.
Think
you
know
those
the
conjunction
of
those
ideas
brings
us
to
this
unique
moment
in
time
when
the
federal
government
is
stepping
up
to
provide
extensive
resources
to
assist
in
such
efforts
specifically
to
support
the
cleanup
of
chronic
csos.

Now
the
water
pollution
which
keeps
us
from
using
the
universe
fully.
So
we
really
want
to
urge
and
I.
Thank

What
the
council
members
have
talked
about
today
that
that
the
city
needs
to
take
full
advantage
of
this
moment.
Right
Philadelphia
should
and
must
be
the
focus
of
of
this
Federal
funding.
Listen
to

framing

president,

framing
by
Congress
of
the
bilateral
by
bipartisan
infrastructure
law
of
the
of
the
work.

really
ought
to
be
getting
more
than
its
fair
share,
both
because
of

fact
that
this
river
is
regionally

the
past
history
of
of
the
inequities
the
to
come
by
the
way
we
treated
the
river.
So
we
greatly
appreciate
the
city
council,
and
you
chairman,
School
in
particular,
drawing
attention
and
focus
to
the
issue.
The
city
really
must
lead
in
the
effort,
so
it
was
good
to
see
Mr
Carroll
here
today.
P
As
part
of
this
conversation,
he
he
mentioned
the
his
read
of
the
council's
sense
that
they
wanted
him
to
act
proactively
and
to
aggressively
seek
to
bring
new
dollars
to
the
efforts.
You
know
the
commissioner
talked
about
the
the
Construction
Grants
programs
back
in
the
80s.
This
is
a
moment
which
probably
will
unfortunately
not
come
again.
P
It
must
really
be
capitalized
on
for
Philadelphia
to
secure
the
resources
that
it
needs
from
federal
sources
which
will
really
allow
the
environmental
improvements
needed
to
bring
back
our
rivers
to
protect
Public
Health,
all
without
increasing
the
burden
on
City
rate
payers.
In
many
ways,
this
river
is
a
regional
River.
In
my
mind,
it's
a
national
River,
and
so
the
country
and
the
resources
of
the
country
ought
to
be
Dr
bear
on
its
on
its
Rejuvenation.

You
know
in
all
the
projects
that
are
reported
on
and
the
funding
there
really
is
a
need
to
draw
out
a
distinction
between
the
Wastewater
projects
and
the
drinking
water
projects
and,
while
obviously
clean
drinking
the
water
is
a
is
a
huge
public
priority
and
a
need
in
order
to
focus
these
efforts
around
controlling
and
reducing
the
bacterial
pollution
in
the
rivers.
We
need
to
segregate
out
the
what
is
a
drinking
water
investment
where
the
city
is
putting
its
emphasis
there.

The
distinction
between
the
ability
of
the
city
to
gain
loans
and
grants
I
think
it's
important,
because
the
availability
grants
eases
the
potential
Financial
impacts
on
the
ratepayers,
which
is
critical
to
the
expansion
or
redoubling
our
efforts
to
address
the
pollution
issues.
So
the
grants
aren't
readily
available
or
the
rules
that
are
in
place
now
interfere
with
the
use
of
the
newly
available
Federal
funding
by
the
city.

It
needs
to
be
addressed
as
a
priority,
so
I
think
if
your
leadership
on
the
issue,
Mr
chairman
and
members
of
the
committee,
helping
to
ensure
that
this
moment
this
opportunity
to
restore
our
Rivers
to
connect
philadelphians
with
the
promises
of
the
Clean
Water
Act
equitably
and
to
make
our
Rivers
swimmable
accessible,
fishable
and
Equitable
doesn't
escape
us.
