provide
better

within

city

philadelphia

take
advantage

procurement

with

legislation,

hearing
continues
that
type
of
work
and
then
demonstrates
collectively
how
we,
as
a
body,
are
trying
to
improve
the
business
climate
for
our
local
businesses.

missed
the
goal.

city
missed
the
2021
lbe
gold
due
to
a
reduction
in
public
works,
contracting
opportunities
and
an
overall
shift
to
spending
on
covert
related
needs.

administration
said
at

think

economic
issues

facing

issues

drop

contracts

normally
go
to
local
businesses,

in
the
midst

creating

the
administration
prioritize
philadelphia-based
businesses
I'll
give
you
an
example?
I
remember
when
kovit
first
hit
council
member
green
talked
a
lot
about
who
would
get
the
procurement
opportunities
to
do
a
lot
of
the
things
that
we
knew?
What
happened?

talked
about
it,
a
lot
leading
into
us
providing
those
procurement
opportunities
and
the
administration
gave
a
lot
of
rfps
and
procurement
opportunities
to
businesses
without
going
through
the
normal
process,
because
there
was
an
emergency,
I'm
sure
that
we
had
philadelphia-based
businesses
that
bid
on
some
of
these
procurement
opportunities.
I'm
wondering
what
type
of
rubric
do
we
use,
and
how
can
we
look
at?
Why
couldn't
we
prioritize
philadelphia-based
businesses
during
this
time.

need
to
realize,
first
of
all
that
the
shift
due
to
covib
was
of

significant,
and
it
was
untimely.

did

allow
preparation
from
businesses
and
there
was
little
time
for
us
to
also
shift

there
were
a
number
of
procurement
opportunities
that
were
left,
but

percent
of
overall
awards
have
been
made

we've
already
seen
a
significant
jump
from

up
to
45.

were
still
a
three-year
trend
analysis,

consider

2020
and

we
fell

comparison

we

certainly

analysis

equal
investments

citizenry,

both
may
be
true.
At
once,
philadelphia
leaders
have
historically
struggled
to
nurture
diverse
philadelphia-based
businesses
instead
choosing
to
fund
the
city's
needs
through
large
contracts
with
even
larger
national
firms.

Other
major
cities
have
recognized
the
economic
and
social
detriments
of
denying
local
business
opportunities
to
grow,
employ
local
citizens
and
reinvest
in
communities
and
neighborhoods
as
philadelphia
deliberates.
Another
set
of
budget
hearings
there
must
be
must
be
a
sense
of
urgency
to
meet
the
needs
of
our
own
diverse
populace
by
prioritizing
local
procurement
with
black
owned
and
woman-owned
businesses
and
community
leaders.

We
invest
in
and
work
with
youth
organizations
such
as
local
ymcas,
providing
crucial
avenues
for
the
safety
and
development
of
our
youth.
We've
established
women
at
the
forefront
of
our
company
holding
7
out
of
12
upper
management,
administrative
positions.
We
have
partnered
with
other
local
black
companies
like
prwt
us
facilities,
often
doubling
our
revenues
and
their
revenues
as
well,
allowing
for
even
more
avenues
for
community
involvement
through
a
partnership
like
that.
The
opportunity
excuse
me,
through
a
partnership
with
the
philadelphia
workforce
and
vet
investment
board
for
many
years.

Ex-Offenders
are
granted
the
opportunity
to
seamlessly
integrate
into
society,
helping
disadvantaged
communities
heal.
These
experience,
values
and
initiatives
are
not
unique
to
my
business.
Local,
black
and
people
of
color
owned
companies
share
these
ideas
because
they
know
what
it's
like
to
be
philadelphia
made
to
be
black
in
philadelphia
and
therefore
understand
the
value
of
community-centric
missions.

They
established
a
program
through
which
local
contractors
and
workers
participate
in
community
and
construction
projects
such
as
libraries,
community,
centers
and
and
the
like
angelo
perryman,
which
levers
his
his
positions
as
the
oldest
black
contractor
in
philadelphia
to
give
back
actively
sponsoring
numerous
civic
and
community
programs.
Local
procurement
is
more
than
a
benchmark
through
which
a
government
can
pat
itself
on
the
back.
It
is
the
backbone
of
the
neighborhoods
and
communities.
That's
the
same
as
the
city.

Excuse
me
and
performance
procurement
reform.
For
example,
chicago's
department
of
procurement
services
has
implemented
a
contract
compliance
system
and
a
procurement
reform
task
force
to
ensure
responsible
and
effective
allocation
of
procurement
to
minority
and
women-owned
businesses,
los
angeles,
which
spends
around
1.5
billion
on
professional
services,
but
gives
less
than
10
percent
to
entrepreneurs
of
color
has
relied
on
a
city
accelerator
initiative
to
reduce
complicated
and
racially
biased,
red
tape.
Procurement
restrictions,
milwaukee,
a
city
of
primarily
minorities,
uses
the
same
avenue
to
improve
its
30
percent
people
of
color-owned
business
and
2020
city
council.

week,

the
budget
hearings
began,
thomas
said
that
politics
is
the
allocation

scarce
resources.

must

prioritized
for
philadelphia
companies,
the
women
and
people
of
color
who
founded
and
grew
companies
in
our
communities
and
should
be
first
to
receive
contracts
and
funding
from
the
city
rather
than
out
of
town
firms,
will
bolster
our
cities.

we

to
lower

able
to

darby
because
of
my
track
record
and
working
for
the
city,
so
it
is
really
banks.

question

for
this
particular
witness
when
you
be
in
a
philadelphia-based
business,
when
you
hire
right
what
percentages
of
your
employees
approximately
are
philadelphia
residents
and
when
you
lost
that
contract,
how
many
philadelphia
residents
do
you
feel
like
were
impacted
based
on
that
contract
being
given
to
a
company?
That's
not
in
philadelphia.

Okay,
so
when
I
lost
that
contract,
fortunately,
the
city
of
philadelphia
has
has
has
laws
in
place
that
make
sure
that
the
rank
and
file
employees
don't
get
displaced.
So
I
didn't
lose
a
lot
of
them,
a
lot
of
rank
and
file
employees,
but
the
employees
that
were
impacted
as
our
management
staff.
So
you
know
throughout
the
entire
company
that
was
a
big
contract
for
us
to
lose.
So
I
would
say
you
know
we
lost
probably
about
percentage-wise,
maybe
about,
I
would
say,
maybe
three
to
four
percent.

hypothetically
speaking,
if
we
were
to
see
a
sharper
investment
in
the
city
of
philadelphia
for
businesses
like
yours,
we
have
right
now
a
huge
issue
as
it
relates
to
poverty.
Over
20
percent
of
our
city
lives
in
poverty.
How
could
us
investing
in
businesses
like
yours,
address
the
poverty
crisis
that
we're
facing
as
a
municipality
right
now,.

because
you
know
we
we're
here,
we
care,
you
know
we
live
here
and
you
know
we.

have
good
union
jobs,
I'm
speaking

team
clean

we
have
good

believe
in
paying
a
fair
salary.

understand

nuances

of

philadelphia.

understand

people,
we
understand

culture
and

it's

more
can

that

we're
here

we

often

see
us
as
city
as

city
doing
businesses
with
entities-
that's
not
in
this
city.

too
often

find
businesses
who
are
removed
and
don't
necessarily

city
but
more
importantly,
similar
to
what
you
said.
They
don't
care
about
the
people
in
our
city,
because
this
is
not
where
they
live.

programs
within
the
economy.
League

based
towards
building
a
better
philadelphia
in
in
terms
of
either
racial
equity,
social,
social
equity
and
the
program
that
I'm
going
to
speaking
to
be
speaking
on
today
is
our
page
initiative.

page
stands
for
philadelphia
anchors
for
growth
and
equity,
and
it
is
a
partnership
between
the
economy
league,
the
city
of
philadelphia
and
more
than
a
dozen
philadelphia
area,
institutions
that
works
to
increase
local
purchasing
by
our
institutional
buyers
to
grow
philadelphia.
Businesses
strengthen
the
local
economy,
create
jobs
and
build
wealth.
I've
been
at
the
economy
league
and
page
for
two
years
now
it
was
recently
promoted
to
our
deputy
executive
director
role
at
the
economy
league
and
my
manager,
jeff
hornstein.

Our
director
for
economy
league
sends
his
regards

So
you
know
the
opportunity
with
paige.
It
all
stems
from.
We
look
at
our
institutional
supply
chains
from
our
anchor
institutions
and
increasing
local
purchasing
by
our
anchor
institutions
offers
a
tremendous
opportunity
to
grow
jobs
and
build
local
wealth
here
in
philadelphia.

Analysis
of
the
local
business
landscape
suggests
that
at
least
530
million
dollars
of
anchor
dollars
currently
being
spent
outside
of
the
region
aligned
with
our
local
market
supply.
So
basically
that
means
that
we
have
businesses
here
in
philly
that
can
perform
against
this.
The
supply
capturing
just
25
of
this
half
billion
opportunity
would
translate
into
1250
new
manufacturing
jobs
and
over
4
000,
indirect
jobs
here
in
philly,
and
we
get
the
question
a
lot
of
what
is
an
anchor
institution
so
at
anchor
institutions.

Anchors
are
invested
in
improving
the
welfare
of
their
surrounding
network
surrounding
neighborhoods,
and
the
page
framework
is
real
leveraging
our
deep
knowledge
of
the
philadelphia
market
and
broad
network
of
stakeholders
to
provide
insight
into
institutional
purchasing
practices,
reduce
barriers
to
participation
for
local
businesses,
engage
major
suppliers
and
catalyze
the
creation
of
a
supportive
ecosystem,
and
really,
you
know
how
we
do
that
on
a
daily
basis.

work

our

institutions

either
folks
in
procurement,
supplier,
diversity
or
purchasing,

we
go

their

reiterate

that

work
with
our
philly
anchors,

we

collaboration

our
anchor
institutions,
the
city,
philadelphia

the
economy
league

build
a
better
philadelphia
by
helping
our
local
black

brown.

invest

local

lead

momentum
over
recent
years,
really
starting

the
november
2019
home
rule
charter
change,

raised
the
threshold
and

where
rfps
you
know
how
much
money
could
be
spent
on
an
rfp
without
you
know,
raise
the
threshold
for
bidding
on
that
and
as
a
local
woman
owned
business.
I
I
do
appreciate
all
of
this
focus
on
local
purchasing
and
my
testimony
today
is
in
no
way
meant
to
disparage
all
this
great
work.

In
my
written

I've
listed
10
questions
that
touch
on
key
unanswered
questions
for
regional
leaders.
What
are
we
trying
to
do?
Grow
jobs
or
quality
jobs?
What
about
commercial
corridors
in
the
age
of
e-commerce?
Are
we
working
on
raising
average
income
or
closing
income
inequality
gaps?
What
about
the
racial
wealth?
Disparity?
That's
going
to
take
massive
hits
in
the
age
of
automation.

This
process
was
employed
by
the
obama
white
house
to
craft
the
obamacare
legislative
strategy,
and
it
can
easily
include
diverse
perspectives.
Everyone
on
this
call
could
contribute
a
few
hours
to
co-create
a
consensus-driven
and
equitable
economic
development
strategy
and
vision
all
under
the
privacy
protection
of
a
secure
non-disclosure
agreement,
and
you
don't
have
to
hire
a
major
global
whale
of
a
consulting
firm
to
do
this
for
the
city
of
philadelphia.

know
who
I'm
talking
about.
They
will
just
dust
off
cookie-cutter
strategies
that
they've
written
for
other
cities
and
as
donna
ali
and
janelle
mentioned,
without
being
well
informed
by
the
things
that
make
philly
uniquely
philly.
So
why
now?
You
know
the
timing
is
unbelievable.
Obviously,
everything
that
was
created
before
the
pandemic
needs
to
be
re,
re-examined
and
refreshed,
and
so
the
timing
is
so
critical
and
in
my
written
testimony
I
list
seven
reasons
why
the
time
is
now
for
this
committee
to
be
a
leader
and
co-convene
of
the
creation
of
this
strategy.

But
I
want
to
emphasize
specifically
one
top
reason.
The
human
cost
of
operating
inefficiently
without
a
coherent
economic
development
strategy
really
leaves
hundreds
of
thousands
of
people
very
vulnerable
to
technological
disruption,
because
workforce
development
strategies
and
talent
supply
strategies
work
best
when
they're
aligned
with
economic
development
strategies,
and
we
don't
have
an
overarching
economic
development,
strategic
vision
right
now.

So
the
point
is:
is
that
all
these
local
business
efforts
are
amazing
and
we
all
do
our
best?
All
of
you
know
the
entities
and
experts
and
engaged
citizens
do
our
best
to
collaborate,
but
very
often
collaboration
is
left
to
a
personality
and
personal
charisma
of
various
leaders
who
take
initiative,
and
we
can't
rely
on
that
because,
when
their
charisma
leaves
then
the
initiative
falters,
we
need
something
that
we
can
always
rely
on
and
return
to.

No
matter
what
happens
around
us,
no
matter
what
happens
if
another
pandemic
hits
and
it's
this
is
so
urgent,
because
we're
at
the
beginning
of
the
age
of
automation
and
artificial
intelligence
is
going
to
accelerate.
So
many
things
that
we
cannot
even
imagine
and
so
old-school
collaboration
fueled
by
ever-growing
political
polarization,
means
that
the
loudest
voices
dominate
important
discussions
and
then
problems
become
intractable
and
people
avoid
trying
to
solve
them,
and
so
we
need
authentic
strategic
collaboration.

It's
the
key
to
success,
but
it's
very
difficult.
You
know
you
got
emotions
and
power
dynamics,
but
I
can
tell
you
that
I've
personally
experienced
this
process
and
methodology.
It
works
