since
early
2020
the
world,
as
we
know
it
has
been
you
pended
and
our
cities-
restaurants,
hotels
and
retours
retail
stores
have
been
hit
hard
covet
and
its
economic
fallout
related
to
the
parking
industry.
It
has
also
been
hit
hard
very
hard.
After
all,
not
only
are
there
fewer
people
from
the
suburbs
and
tourists
coming
into
the
city
to
eat
sleep
and
shop,
but
there
are
also
thousands
upon
thousands
of
office
workers
who
are
no
longer
driving
into
the
city
every
day
to
go
to
work.

Now
I
I
don't
want
to
get
too
in
depth
relative
to
the
conversation
about
the
elasticity
of
the
city's
park
and
tax,
but
it
literally
is
worth
stating
that
we
may
be
reaching
a
point
where
the
city's
parking
industry
is
facing
an
existential
threat
and
its
high
tax
rate
definitely
isn't
helping.
Now
for
those
who
are
asking
themselves,
why
should
I
care
about
the
parking
industry?

Well,
I
want
to
push
back
on
that
frame
of
thinking,
and
I
want
to
argue
that
we
must
care
about
the
parking
industry
because
it
employs
over
a
thousand
philadelphians,
many
of
whom
are
minority
residents
or
new
immigrants
in
our
city.
These
are
philadelphians
who
are
just
trying
to
earn
a
decent
living
and
work
toward
their
vision
of
the
american
dream.
If
the
parking
industry
stops
to
exist,
then
these
jobs
stop
to
exist
as
well.
So
it
was
because
of
this
dilemma
that
this
past
spring
is
part
of
the
budget
negotiations.

We
know
that
that
is
the
start
of
fiscal
year
2023.
The
seven
members
of
the
review
committee
will
be
appointed
by
the
mayor.
They
will
consist
of
two
members
from
the
labor
community,
two
members
from
the
parking
industry,
one
representative
from
the
city
administration
and
two
members
from
city
council.
The
review
committee
is
tasked
with
two
important
action
items.

Second,
the
committee
shall
evaluate
the
economics
of
the
parking
industry
with
respect
to
the
parking
tax
rate
and
and
before
we
hear
testimony
on
bill
number
two:
zero,
zero.

I
wanna
note
that
this
legislation
is
both
pro
business
and
pro
worker,
meaning
that
just
because
one
is
being
pro-worker
doesn't
mean
that
we
have
to
be
as
a
city
anti-business
and
if
we're
being
pro-business,
that
doesn't
mean
we're
being
anti-uh
worker.

What
we
attempted
to
show
is
that
it's
not
either
or
but
when
those
two
aspects
of
our
economy
and
our
city
work
together.
Good
things
can
happen.
So
often
we
hear
of
legislative
initiatives
or
policies
that
are
pitting
business
versus
worker.
But
in
this
case
this
bill
acknowledges
that,
in
order
for
the
parking
industry
to
succeed,
its
workers
must
succeed,
and
in
order
for
parking
workers
to
succeed,
the
industry
must
succeed.

Good
parking
jobs
for
philadelphia
review
committee
will
be
in
a
step
in
the
right
direction.
I
want
to
thank
the
industry
in
and
of
itself,
along
with
the
workers
in
the
industry
for
doing
what
no
one
expects
us
to

able
to
do
in
the
city
of
philadelphia
is
to
be
able
to
sit
down
at
a
table,
hammer
out
a
compromise
that
could

reached

best
interest
of
all
parties.

would
provide
authorization
to
create
a
commercial
paper
program
for
the
water
department.
The
requested
program
size
is
400
million,
which
approximates
the
size
of
the
water
department's
fy20
capital
program.

water
department
can
also
use
this
program
to
take
advantage
of
low-cost
state
and
federal
loan
programs
that
work
on
a
reimbursement
basis.
Commercial
paper
has
maturities
of
up
to
270
days
and
is
backed
by
a
letter
of
credit.
Similar
programs
are
currently
in
place
for
the
division
of
aviation
and
the
gas
works
bill.

authorization
to
issue
up
to
400
million
of
water
and
wastewater
revenue
bonds,
as
well
as
provide
future
refunding
authorization

such
bonds.

supports
both
bills
and
respectfully
requests
that
the
committee
report
them

favorable
recommendation
and
a
suspension
of
the
rules
as
to
permit
first
reading
at
the
next
session
of
council.

little
more
context
to
one
of
the
bills,
the
first
bill
regarding
commercial
paper
program.
This
was
a
program
that,
from
my
recollection,
the
city
had
not
used
in
the
past,
but
were
more
recently
did
use
a
commercial
paper
program
or
cp
program
during
the
time
period
that
this
body
and
the
city
was
deliberating
on
the
sale
of
pgw,
because
we
could
not
go
to
traditional
markets
because
of
all
of
the
dynamics
of
the
possible
sale.

My
recollection
also
suggests
that
it
was
the
airport
following
pgw.
It
also
used
a
commercial
paper
program
because
the
airport
at
that
point
was
looking
at
some
financing
in
regarding
to
the
passenger
and
customer
facility
charges
in
reference
to
the
runway
extension,
and
so
that
is
some
context
of
the
commercial
paper
program.

It's
a
short-term
financing
vehicle
that
I
think
has
provided
a
lot
of
benefit
for
the
city
to
allow
us
to
access
markets
and
do
some
borrowing
in
a
very
short
period
of
time
and
then
can
be
stretched
out
over
a
longer
finding
period
in
the
future.
So
for
the
cp
program
that
you're
contemplating
now,
can
you
give
some
perspective
of
how
those
dollars
will
be
used.

The
gas
works
program
was
implemented
first
and
that's
about
120
million
dollars
in
size
and
the
airport
program
followed
suit
and
is
now
about
350
million
dollars
in
size,
and
so
the
the
water
program,
if
passed,
would
be
about
400
million
dollars
and
structured
similarly
to
what
the
airport
has
in
place,
where
it's
backed
by
one
or
more
letters
of
credit
and
as
we
talked
about
it,
can
be
used
really
as
an
additional
short-term
financing
tool.

advantage

take
advantage

statewide
program
has
been
used
by
cities
of
smaller
sizes,
but
I
think
this
is
an
opportunity
for
us
to
better
maximize
better

program
for
the
benefit
of
the
water
department.

department

used
its
operating
reserves
to
bridge
some
of
its
financial
challenges
in
fiscal
year
20..
We
anticipate
considering
to
use
those
reserves,
like
the
rate
stabilization
fund
in
fiscal
year
21.

that
that's
my
concern,
because
we
have
money
on
hand,
you
know
additional
borrowing
that
could
potentially
increase
rate,
because
we've
had
this
rate
of
discuss
great
debate
and
again
with
the
stormwater
fees.
That's
why
I'm
asking
does
the
pros?
You
know,
weigh
out
the
cons
around
what
potentially,
how
this
will
impact
water
fees,
we're
in
the
process
of
considering
the
the
forgivable
loan
piece
of
it,
which
again
goes
with
around
rate
increases?
I
The
department,
the
city,
must
invest
in
its
aging
infrastructure.
The
pemves
application
process
is
extensive
and
complicated.
We
actually
began
this
application
several
several
months
ago.
Prior
to
the
pandemic,
we
received
the
award,
probably
in
april,
so
this
critical
infrastructure
and
project
is
needed
to
support
critical
services
to
the
city
of
philadelphia.
I

I
will
quote
you
on
that
when
we
go
to
the
ratepayers
increases,
but
I
appreciate
the
fact
that
you
know
I
understand
it's
a
low
interest
and
I
know
this
is
very
competitive
but,
as
you
all
know,
the
the
the
water
fee
structure
in
the
city
of
philadelphia
is
one
of
the
issues
that
we
have
when
we
talk
about
cost
burdening
folks.
So
it's
a
conversation
we'll
continue
to
have,
but
I
appreciate
it.

was
because
we
could
not
go
to
the
traditional
markets
to
do
our
traditional
capital
borrowing,
so
we
were
basically
using
what
dollars
that
would
have
been
committed
for
capital,
barring
for
another
type
of
borrowing,
which
was
a
commercial
paper
program.
So
it
wasn't
and
it
wasn't
trying
to
borrow
additional
money.
It
was
using
what
would
have
been
dollars.
We
would
have
gone
through
a
traditional
bond
process
to
provide
that
borrowing
just
using
a
different
vehicle.

As
you
recall,
the
gas
works
in
the
gasworks
case.
The
structure
of
the
program
I
think,
was
advantageous
given
their
inability
to
access
the
market.
At
that
time,
I
think
airport
had
some
additional
options,
but
this
is
a
tool
that
allows
them
to
be
more
strategic
and
try
and
seek
the
lowest
rates
possible
to
make
any
type
of
critical
infrastructure
investments
that
they
need
to
make,
and
I
think
that
that
is
the
similar
case
with
water.

And,
and
so
what
the
water
park
would
have
traditionally
done
from
a
borrowing
at
this
time
that
would
be
based
on
funds
from
a
dedic
from
debt
service
payments
that
we
will
be
making.
Are
we
talking
about
an
additional
amount
of
debt
service
payments
or
we're
still
using
the
same
kind
of
resources
that
would
be
allocated
by
using
that
for
commercial
paper,
which
is
a
short-term
borrowing,
as
opposed
to
the
more
traditional
borrowing
which
is
longer
term,
but
still
using
the
same
type
of
resources?
That
would
be
dedicated
for
a
traditional
borrowing.

Sure
this
is
an
additional
tool
for
water,
and
so,
as
deputy
commissioner
labuda
stated,
the
commercial
paper
or
traditional
bonds
both
count
towards
any
debt
service,
dust
service
coverage
requirements,
for
example,
so
they
need
to
demonstrate
that
they
have
appropriate
coverage.
We
would
want
to
make
sure
that
that
was
in
line
with
their
current
ratio.
We
want
to
make
sure
that
that
is
something
that
the
rating
agencies
are
comfortable
with,
for
example,
and
so
this
is
really
a
different
type
of
tool
that
allows
them
to
better
manage
such
costs
and
I'll.

these
initiatives

financial
advisors

some
information
in
that
regard.

Absolutely
so
our
department's
goal
is
40
participation
and
we,
through
fiscal
year
20
the
most
recent
year
completed,
were
at
53
in
terms
of
professional
service
contracts,
which
includes
underwriters
in
our
underwriting
pool.
Specifically,
two
of
the
largest
three
minority
owned
firms
or
women-owned
firms
are
in
our
top.
Five
and
three
are
in
our
top
ten
frequent
underwriters
in
terms
of
dollars
received
through
transactions,
and
so
that's
incredibly
important
to
us.

to
maintain
diverse
teams
and,
if

will
continue,

relationship

our

we
try
to

things
that
brandywine
has
launched
to
accomplish
this
greater
goal.
We've
launched
a
construction
apprenticeship
preparatory
program.
It's
a
15-week
training
program
designed
to
prepare
candidates
for
the
building
trades
to
date.

people
have
passed.
Those
exams
are
now
working
within
the
construction
industry.

turnover,
good
pay,
solid
benefits,
career
advancement
opportunities
and
respect
for
the
value
that
each
employee
adds
are
important,
attributes
of
anyone's
lifestyle

company
culture
and,
frankly,
from
our
standpoint,
very
smart
business

built
a
long
and
successful
history
of
working
with
labor
and
having
collaborated
with
the
seiu
through
a
similar
situation
with
our
cleaning
and
janitorial
workers.
Many
years
ago,
we
worked
closely
with
them
throughout
the
entire
process
and
crafted

solution

win-win
for
both
our
business

for
our
employees.

the
parking
industry
continues
to
reckon
with
the
pandemic
related
low
occupancy
and
one
of
the
highest
parking
taxes
in
the
nation,
it's
imperative
that
all
stakeholders
chart
a
new
path
forward.
Philadelphia
must
use

moment
to
rethink
its
historical
approach
to
the
parking
business
and
make
our
industry
more
competitive.

say
that
this
has
been
one
of
the
worst
years
that
I've
ever
seen
in
this
business.
We
were
used
to
worrying
about
a
snow
storm
losing

week.
We
lost
months
of
people.
We
are
not
considered
an
essential
business,
so
we
were
closed
for
a
number
of
months.

All
of
our
employees
get
full
benefit
package
which
includes
health
insurance,
good
pay,
vacation,
sick
pay,
every
one
of
them
get
it
in
a
matter
of
time
after
I
think
it's
two
months
to
get
started
and
I'm
proud
to
say
that
most
of
our
employees
have
been
with
us.
For
years
they
enjoy
their
job,
it's
not
an
easy
job,
working
in
the
weather
and
the
rain,
and
I
just
wanted
to
bring
that
up.

since
we've
opened
up
that
after
being
closed
for
a
number

months,
the
best
we
have
now
is

occupancy.
We
still
have
our
mortgages.
We
still
have
our
insurance,
which,

the
way,
increased
over
time

amount
of
claims
for
the
course
of
the
pandemic,
and
we
still
have
claims
and
we
still
have
everything
that
goes
along
with
this.
We,
we
were
lucky
enough
to
borrow
money
at
this
time.

brought
friendly
competitors
together.
We've
both
been
in
the
business
for
40
50
years
and
over
the
years
we
were
at
our
differences,
but
because
of
all
the
problems
we
had

industry

is

critical

rebuilding.

it's
an
appropriate

talk
about
this
center
city.

Part

reason
to
do
that-
and
we
argue
perhaps
the
most
important
reason
is
to
find
a
pathway
to
move
those
thousands
of
workers
out
of
poverty
as
as
jerry
point
out
earlier,
there
are
models
for
doing
this
in
philadelphia.
We've
done
this
with
cleaners
in
philadelphia,
where
they're
now
3
000
family,
sustaining
jobs
in
the
contract,
cleaning
industry
in
and
around
the
exact
same
geographies
are
talking
about
parking.

We
did
it
with
security,
where
there
are
now
2
000
security
officers
who
have
gone
from
minimum
wage
jobs
to
moving
out
of
poverty.
Almost
entire
industry
is
down
15
an
hour,
not
all
of
it,
but
almost
all
of
it
and
almost
all
have
health
insurance,
which
is
something
never
had
before
very
similar
to
parking.
We
had
a
similar
effort
around
contracted
workers
at
the
airport,
where
we
still
have
a
way
to
go,
but
with
working
with
the
city.

think
it's
a
really
important
effort
to
undertake
and
the
time
to
do
it
couldn't
be
more
urgent
than
it
is
right
now
and
in
fact
we
would
urge
council
to
start
understanding
that
it's
going
to
take
a
massive
effort
by

city
really
to
save
and
preserve
the
base
of
fam,
sustaining
service
sector
jobs
that
it
has
in
and
around
center
city,
and
that
it's
going
to
be.
Efforts
like
this
that
help
create
a
model
for
how
to
actually
create
more
fam,
sustaining
jobs.
So
that
was
a
long
run
for
me.

industry

two
years
now
and
once
I
first
came
in
it
was
a
little
difficult
to
get

managers

supervisors
to
be
on

same

equality

job
and
fighting
for
better
work,
environments
and
health,
health
insurance
and
better
wages
for
everyone,
but
I
could
say,
with
being
with

I've

one

best
jobs

life.

economic
impact

increase

argue

25,
we
did
so
anticipating
that
our
increase
to
the
rate
would
generate
revenue
to
help
the
city
of
philadelphia
close.

able

tell
us

the
200
000
dollars
for
loan

guarantees
for
small
businesses
working
with
the
chamber
when
you're
able
to
tell
us
about
that
600
of
thousand
dollars
for
minority
owned
businesses

partnership

clark
at
the
enterprise
center
and
she's
definitely
been
philadelphia's
leader
in
hammer
and
home
along
with
councilman
green.
This
has
been
an
issue
that
he's
talked
about
for
many
years
about
having
access
to
capital.
So
I
I

industry

there

been
a
decrease
in
the
occupancy
of
buildings
for
those
who

members

public

buildings
were
at
90
percent,
occupancy,
pre-covet
and
they're
now
only
occupied
by
15
percent.
But
what
is
you

washington,
dc's
funding
in
all
of
it
that
was
sent
here.

before
the
pandemic
began.
Philadelphia's
economy
was
doing
relatively
well.
The
city's
office
buildings
were
seeing
higher
rents
and
occupancy.
The
hospitality
industry
had
ridden
a
five-year
growth
rate
and
was
the
envy
of
those
that
most
markets
in
the
country,
jobs
are
increasing
and
people
are
moving
in
to
the
city,
so
by
and
large
philadelphia
was
on
a
roll.

The
parking
industry,
on
the
other
hand,
was
in
bad
shape
because
of
philadelphia's
past
parking,
tax
increases
to
22
and
a
half
percent,
and
massive
real
estate
and
uno
tax
increases
due
to
substantial
valuation
increases
in
on
all
properties.
Throughout
the
city,
this
combined
rate
was
was
effectively
a
45
to
55
percent
of
every
dollar
we
charged
went
directly
to
the
city.

If
you

proof
of
this,
you
have
two
developers
testifying
today.
Both
easy
park
and
parkway
are
developers
and
as
well
as
brandywine
realty
trust
of
the
f3
actually
and-
and
I
will
tell
you
that,
there's
almost
no
public
parking
that
is
being
built
back
into
developments
now.
What
will
this
mean
for
the
city
going
forward?

More
shortages
of
parking
supply
in
many
parts
of
the
city,
fewer
parking
jobs
in
the
city
and
less
room
for
advancement
as
companies
shrink
in
size.
There'll?
Be
less
tax
revenues
generated
from
parking
and
businesses
who
depend
on
parking
the
difficult
condition
for
philadelphia's
parking
industry
was
in
place
before
the
pandemic.

Now,
with
reduced
office,
space
occupancy
and
usage,
little
or
no
tourism
activity,
the
weather
turning
colder
and
impacting
outdoor
dining,
the
demand
for
parking
in
the
city
will
not
recover
for
a
long
time
without
a
robust
parking
industry.
It
is
extremely
difficult
to
help
the
city's
service
sector
economy
recover.

parking
industry
traditionally
has
been
a
great
place
to
make
a
career.
Many
people
start
out
working
in
our
industry,
love
it
and
work
decades
parking
cars,
others
have
moved
from
parking
cars
to
accounting,
I.t
and
hr
positions
within
the
industry,
while
others
climb
the
ladder
of
leadership
to
manage
multiple
facilities
or
even
entire
cities.

Mobility
is
changing
in
the
country
and
in
the
world,
and
parking
is
playing
is
going
to
play
a
very
important
role
in
this
as
the
last
mile
transportation,
incorporating
electric
vehicles,
car
sharing,
bike,
sharing,
scooter,
sharing
and
all
sorts
of
other
other
things,
and
there
are.
There
are
areas
that
we
can
work
together
that
the
state
and
the
city
are
behind
in
a
couple
of
areas,
especially
with
electric
vehicles.

It's
illegal
to
charge
for
electricity
if
you
have
a
charging
station
existing
in
your
facility.
Now
this
is
counter
to
everything
where
science
is
going
and
electric
vehicles
are
doing
so
just
one
example.
How
maybe
this
review
committee

work
on
a
lot
of
things
for
the
industry,
which
can
help
generate
more
jobs
and
more
opportunities
for
the
parking
for
the
parking
industry?

universe

workers

profitability

guess

industry
is,

I
know
that
that
pretty
much
most
of
the
folks
on
this
call
offer
working.

wage
and
benefits,

folks

to

able

support
themselves

support

families.
But

was
wondering
if
someone
could
talk
about
what
percentage
of
the
industry
in
philadelphia
is
not
leading
by
this
example,
and
you
know
how
big
is
the
scope
of
the
problem?

a

We
do
not
have
data
on
every
single
parking
company.
I
can
tell
you
that
my
my
company
parkway,
it's
it's
hard
to
say
we
we,
we
were
actually
shocked.
I
think
seiu
did
a
survey
or
did
it
did
a
study
and
found
that
some
of
the
hospital
ballet
operations
these
giant
operations
they
were,
they
were
actually
paying
people
minimum
wage
or
really
really
low
wages.
I
was
actually
shocked
to
hear
that
they
could
even
hire
people.

you

at
minimum
wage,
and
I
I
don't
know
if
it
addressed,
you
know
benefits.
I
I
can
tell
you
that
you
know
a
lot
of
the
larger
companies.
I
think
I
think
everybody
on
this

brandywine

easy
park
and
parkway
all
do
I,
I
believe,
pay
good
wages
and
and
also
benefits.
So
I
think
it's
I

it's
a
minority
of
companies
that
are
you
know,
may
not
be
doing
that,
but
I,

I
don't.

that
parkway
and

company
paying

we

call

the
industry
pays,

we
would
measure
that
by
what

majority

workers

have
been
jobs
where
people
are
making.

poverty,
level
wages
and
if,
if
benefits
were
offered,
there
are
benefits
they
could
not
afford.

of
how
high
the
monthly
premiums

saying
that
would
be
a
reflection
of
what
mr
zurich
or
mr
spears
company
is.
I
think
council
has
to
remember
that
just
like
most
of
the
service
sector,
the
biggest
employers
are
actually
national
and
in
some
cases,
multinational
contractors
who
are
then
hired
by
owners
and
bid
on
the
work,
so
a
hub
for
a
chop
or
the
eagles
or
temple
or
pen
are
really
the
ones
who
control
the
cost
by
how
they
place
a
bid,
and
so
they
say
I
think,
of
a
company
like
parkway.

is
pure
speculation,
we're
to
go
in
and
try
and
bid
on
any
of
those
huge
accounts
and
suggest
that
they
should
get
paid
the
same
thing
that
parkway
may
pay
someone
and
a
lot
that
they
own.
What
they
find
is
that
they're
not
competitive,
because
there's
plenty
of
companies
to
want
to
pay
people
as
little
as
humanly
possible
and
treat
them.
However,
they
can
and
have
turned
that
into
a
national
or
multinational
business.
So
I
the
industry,
has
a
way
to
go
in
our
view.

touch

as
far
as
the
question
that
you
just
asked,
I

tell
you,
just
as
the
gabe
said,
that
we
pay
more

parking
companies,

one
of
the
reasons
is
that
we're
a
local
company.
We
care
about
our
employees
they've
been
here
for
years
and
we
do
give
full
benefits.

benefits,

pay
the
full
benefit
and
we
pay

other,

said,
the
insurance
and
vacations

sick
pay.
However,

can
tell
you

other
companies,

it
can
be
considered
collusion,
so
we
don't
ask
whether
they
pay
high
wages,
whether
they
pay,
what
their
rates
are
or
any
of
that.

with

I
progressed

ranks
starting

parking
attendant

then
through
many
other

my
time
with

thousand
good

time

many

them

they

industry

stone
to

aspirations

management
visit
research

employees
are
able
to
make
living

living

wages
earned

an
intended

an
antenna
myself,
I
see
easy
part
grow
and
become
an
establishment
through
the
city.

started
as
an
attendant

worked
my
way
up
to
management
and
I've
seen
many
employees
remain
with
easy
park
through
this
time
and
grow
with
me
and
the
company.

industry

relieved
of

parking
