The Joint Committees on Education and Housing, Neighborhood Development & The Homeless of the Council of the City of Philadelphia held a Public Hearing on Monday, April 3, 2017 to hear testimony on the following item:

Resolution authorizing the joint City Council Committees on Education and Housing, Neighborhood Development and the Homeless to hold public hearings to examine the feasibility of having a pilot program in Philadelphia to feed needy children when schools are closed due to emergencies.

I'm,
the
executive
director.
It
shows
in
300
ministries.
We
have
two
regional
locations
in
this
area.
One
is
on
spring
garden
street
at
11th
and
spring
garden
street
in
mark
sequoias
district
and
also
1
2
40th
in
language,
lancaster
and
a
councilman
jenny,
Blackwell's
district,
more
personally
I
actually
am
a
product
of
DHS.

The
challenges
that
we're
facing
today
and
our
communities,
particularly
in
West
Philadelphia
as
well
as
in
center
city,
is
that
we
have
not
only
homeless
families,
but
we
also
have
a
lot
of
children
that
are
dealing
with
food
and
sufficiency.
The
statistics
are
in
the
packet
that
was
provided
to
you.

However,
it
doesn't
satisfy
the
need
for
that
cooked
meal
that
is
often
needed.
So
one
of
the
things
that
we
have
proposed
even
prior
to
this
packet
being
provided,
is
that
there
would
be
pilot
sites
developed
where
children
could
come
and
be
able
to
receive
a
meal
during
the
lunch
time
period.
Whenever
there
was
a
national
holiday,
whether
there
was
a
spring
break
or
was
there
inclement
weather,
the
inclement
weather
is
probably
one
of
the
more
challenging
ones.
One
of
the
things
that's
been
very
successful
about
organization
for
our
evening.

Meals
is
that
we
have
never
been
closed
in
21
years.
We
have
opened
every
single
day,
and
not
only
in
the
recent
blizzards
that
we've
had
while
I
was
actually
in
South
Africa.
My
team
actually
still
opened
up,
but
but
also
even
the
blizzards
of
last
year.
Both
of
our
facilities
were
open
and
operating,
because
we
really
believe
that
we
should
never
close
if
we
eat
when
it
snows,
then
the
children
and
the
families
that
we
serve
should
eat
as
well.

So
our
goal
in
our
hopes
is
that
not
only
will
these
recreation
centers
be
supplemented,
but
also
organizations
like
chosen
300
that
do
this
year
round
would
be
able
to
add
to
their
services
being
by
being
able
to
provide
for
those
children
in
those
communities
and
provide
a
great
Avenue
for
them
to
be
able
to
access
a
meal.
One
of
the
things
that
is
important
to
recognize
that
for
every
meal
that
is
served
for
about
a
hundred
children,
it
costs
about
350
hours
per
meal.

But
when
you
add
in
the
equipment
whether
factor
it
doubles
because
of
the
fact
that
trans
additional
transportation
has
to
be
provided,
staff
has
to
be
placed
in
hotels.
We
have
to
make
sure
that
people
are
on
staff
that
no
matter
what
those
doors
are
going
to
be
open.
So
you
have
to
be
mindful
that,
as
you
develop
an
effective
program
that
you
have
all
those
factors
in
place
but
I,
thank
you
so
much
for
giving
the
opportunity

fighting
this
battle

a
long
long

a

an
example:
just
so
we're
clear,
can't
repeat
this
enough:
we
looked
a
hundred
million
dollars
last
year
in
Philadelphia.
They
could
have
gone
to
14,000
families
and
example,
single
parent
to
children,
44
thousands
of
income
or
less
can
get
checks
up
to
six
thousand
dollars
and
they
can
file
back
three
additional
years,
so
they
could
get
twenty
four
thousand
dollars
a
lot
of
money
from
the
federal
government
couple,
fifty
thousand
dollars
so
for
we
have
the
forms
part
of
revenue
asthma.

I'm.
A
program
director
with
Philadelphia
parks
and
recreation
I
appear
before
you
today
on
behalf
of
the
Department
of
Parks
and
Recreation
concerning
council
resolution
number
16
0077.

This
resolution
examines
the
feasibility
of
having
a
pilot
program
in
Philadelphia
to
feed
needy
children
when
schools
are
closed
due
to
emergencies.
Parks
and
Recreation
currently
serves
approximately
2300
meals
per
day
to
102
after-school
programs.
In
support
of
this
resolution,
our
department
will
create
a
pilot
program
at
the
following
parks
and
rec
centers
located
within
the
third
council
Matic
district
represented
by
Councilwoman
blackwell,
Christie
recreation,
center,
kingsessing
recreation,
center,
Myles,
Mack
playground,
Mill,
Creek
playground,
west
mill,
creek
playground
and
James
Wright
recreation
center.

The
pilot
program
will
allow
children
18
years
of
age
and
under
to
receive
a
nutritious
meal
during
a
time
when
they
do
not
have
access
to
meals
at
schools.
The
six
pilot
sites
will
receive
a
total
of
140
meals
per
day
for
about
560
meals
for
the
week.
If
the
pilot
and
council
district
3
is
successful,
our
goal
would
be
to
introduce
the
program
citywide
starting
in
September
for
the
new
school
year.

Our
immediate
plan
is
to
begin
serving
the
meals
Monday
April
10th
through
Thursday
April
13th
2017,
which
is
the
School
District
of
Philadelphia
spring
break.
We
will
offer
meals
on
a
first-come,
first-served
basis.
The
meals
will
be
delivered
daily
by
parks
and
recreations
currents
through
vendor,
and
the
cost
will
be
reimbursed
by
the
state
of
Pennsylvania
through
the
child
and
adult
care
Food
Program.
We
are
grateful
for
Councilwoman
Blackwell
and
her
staff
for
their
leadership
and
tireless
work
to
help
Philadelphia's
youth.

an
issue
with
that
Councilwoman
48th
in
woodland
currently
doesn't
have
an
after-school
program
going
on
and
with
Lee
cultural
center.
Their
supervisor
just
got
promoted,
so
we
don't
have
a
permanent
full-time
staff
person
there
at
this
time.
So
we
were
worried
about
the
food
being
able
to
be
delivered
in
a
timely
fashion
there
and
someone
there
to
receive
it.
Well,
you
know.

think
when
there's
no
person
working,
all
you
have
to
do
is
transfer
somebody
and
I'm
willing
to
compromise
until
September
when
the
whole
city
goes
so
that
those
two
are
included.

is
very
important,
because
all
your
areas
that
give
it
now
it's
not
a
real
hardship.

only
something
like

days
or
a
little
more,
and
it
would
be
the
people
who
give
it
just
given
on
days
when,
when
when
the
city
is
open
in
schools
are
closed,
so
it's
not
a
big
hardship
and
not
a
real
big
expense,
and
so
we
are
looking
forward
to
having
this
program
start
citywide.
We
don't
see
any
real
problem
since
it's
the
same
program,
we
now
have
just
extended
for
a
few
days.

part

making
this

This
is
a
really
important
program
and
so
for
districts
like
line

have
high
concentrations
of
poverty.
We
need
this.
We
desperately
need
it.
We
can't
assume
that
that,
just
because
the
kids
aren't
there
that
the
need
doesn't
still
exist,
if
they
miss
a
day
of
school,
then
someone
is
going
to
be
there
to
provide.

food
that
they
need
for
that
day
and
for
really
for
a
whole
week
when
we
talk
about
spring
break-
and
you
know
multiple
snow
days
and
things
like
that,
so
I
just
really
wanted
to
say
thanks

Parks
and
Rec,

obvious
free
library,
the
mayor's
office
of
policy,
the
mayor's
office
of
education,
the
Office
of
Homeland
services,
the
School
District

Philadelphia,
the
Archdiocese
of
Philadelphia,
the
Coalition
Against
Hunger,
fill
abundance,
share
food
program,
the
food
and
resource
action
center
and
chosen
300
chosen

and
we
talked
with
our
Reverend
Jenkins.
Here
they
met
consistently
during
summer
months
and
discussed
in
depth
feasibility
to
having
this
program.

many
people
worked
on
it
and
were
involved
in
it.

meals
served

dollars

day
in
food,
which
is
about
three
million
a
week
and
that's
paid
for
by
the
school
district
guys
so
yeah.
