The Committee on Housing, Neighborhood Development and The Homeless of the Council of the City of Philadelphia will hold a Public Hearing on to hear testimony on the following items:

170048 Resolution authorizing the Council of the City of Philadelphia to investigate the recent sale of tax delinquent properties approved for acquisition by the Philadelphia Land Bank for workforce housing, side yards, and community gardens, to assess Land Bank strategies to better support balanced and equitable neighborhood growth, and to explore a moratorium on all lien and sheriff sales of tax delinquent properties.

170252 Resolution calling for a hearing on Philadelphia's "middle neighborhoods," which are neighborhoods where housing is typically affordable and where quality of life - measured by access to high quality public amenities and advantageous employment, crime rates, and school performance - is sufficiently good that new home buyers are willing to play the odds and choose these neighborhoods over others in hopes they will improve rather than decline, and to explore potential intergovernmental policy solutions to stabilize and support these neighborhoods.
