give
a
few
brief
updates
that
I
think
the
public
will
be
happy
to
hear.

First,
I
am
excited
to
announce
that
this
morning,
philadelphia
municipal
court
issued
an
order
banning
residential
evictions
in
philadelphia
through
december
31st
2020,
except
in
limited
circumstances
where
landlords
show
good
calls.
This
means
that
thousands
of
tenants
will
be
able
to
continue
to
remain
in
their
homes
during
this
covet
resurgence,
and
this
is
great
news.
A
I
want
to
thank
the
president
judge
of
municipal
court,
patrick
dugan,
for
his
leadership,
partnership
and
thoughtfulness
in
issuing
this
order.
I
also
want
to
thank
the
president
judge
of
the
first
judicial
district
judge,
id
fox,
as
well
as
judge
matthew,
wolf
who
oversees
landlord
tenant
court
for
their
leadership
and
partnership.

voices
won
the
first
emergency
housing
protection
act
and,
in
my
opinion,
had
a
major
role
in
achieving
the
statewide
moratorium
and
strong
rental
assistance
programs.

There
was
a
lot
of
talk
about
me,
bringing
the
thunder,
and
I
just
want
to
say
it's
gonna,
be
very
hard
for
me
to
beat
the
thunder
that
the
city
of
philadelphia
brought
this
morning
when
we
flipped
this
state
blue
yeah
and-
and
I
apologize-
I
have
some
weird
light
thing
coming
on,
so
I
keep
sort
of
going
in
and
out
of
this
bright
light.
But
let
me
just
say
that
bright
light
is
the
voters
of
philadelphia.

Sure
I'm
am
fedun,
I'm
a
deputy
mayor
planning
and
development
for
the
city
of
philadelphia.
I
really
just
want
to
provide
some
some
updates
and
some
some
information
for
the
hearing
this
afternoon.
Our
phase,
two
of
our
rental
assistance
program,
which
was
predominantly
funded
with
state,
cares
act
money
and
then,
as
folks
may
recall,
the
city
committed
some
dollars
to
match
that
so
that
we
were
able
to
take
the
cap
from
750
up
to
fifteen
hundred
dollars
the
application
period
for
that
closed
november.

Fourth-
and
we
ended
up
getting
just
over
seventeen
thousand
applications
of
those-
we
got
10
897
we're
fully
complete
with
both
landlord
and
tenant
participating,
and
so
we
are
continuing
to
process
the
payment
for
those.
So
because
of
that,
just
shy
of
11
000
households
will
be
able
to
remain
safely
housed
in
the
city.
However,
about
6195
of
the
landlords
of
those
17
000
did
not
respond,
so
we
ended
up
getting
a
landlord
response
rate
of
64
000.
Just
to
remind
folks,
we
were
in
the
I
mean
of
64.

Excuse
me.
Let
me
correct
that
we
got
a
landlord
non-responsive
rate
of
36,
which
means
a
landlord
participation
rate
of
64,
as
folks
may
recall,
prior
to
the
city
agreeing
to
match
our
landlord
participation
rate
was
in
the
40s,
so
we
really,
we
got
20
percentage
point
increase
when
we
agreed
to
that
cap.

So
we
are
pleased
to
say
that
we
are
getting
an
additional
20
million
dollars
in
city
cares
fund
to
be
able
to
serve
those
tenants
that
were
not
able
to
get
served
in
phase
two,
the
window
for
that
will
open
up
shortly.
However,
I
will
say
this:
these
are
tenants
that
have
already
applied
because
of
the
tight
time
frame
to
spend
this
money
we
have
to
have
it
spent
out
the
door
by
the
end
of
this
year.
We
really
don't
have
time
to
go
through
a
whole,
another
application
process
and
process
everything.

So
what
we're
going
to
do
is
take
these
again,
just
shy
of
6200
tenants
that
have
already
been
approved,
but
for
their
landlords
participating,
and
we
are
going
to
provide
assistance
directly
to
those
tenants
so
that
they
will
be
able
to
pay
their
rent.
So
that's
what
we
are
doing
with
this
additional
20
million.

So
that's
great.
So
those
are
all
the
covid
related
folks
that
have
applied
for
assistance
and
just
a
reminder
that
all
the
karzak
money
you
need
to
have
a
covert
related
issue.

couple
of
other
things
that
will
happen
is
one
of
the
big
delays
about
getting
tenants
approved
under
the
state
program.
Was
you
had
to
show
a
30
percent
loss
of
income
and
go
through
the
state's
unemployment
system?

So
again,
that's
all
the
covert
related
folks.
I
I
just
want
to
also
provide
an
update
on
where
we
are
with
eviction
diversion.
As
folks
may
recall,
we
opened
up
that
website
in
september
since
then,
again
as
of
november
4th,
we
had
470
landlord
requests
come
in
through
that
website.
Just
over
400
of
those
were
approved,
which
means
the
landlords
applied
with
all
the
things
that
they
needed
to
have.

I
think
we
think
around
500-ish
tenants
with
those
dollars.
We
know
there's
a
greater
need,
but
up
until
now,
we
really
did
not
have
a
source
of
funds
to
help
deal
with
these
pre-covered
eviction
filings
other
than
our
existing
shallow
rent
program.
That
right
now
we're
targeting
for
our
already
subsidized
units
and
li-tech
deals.
So
this
is
a
really
exciting
development
for
us
that
we
are
now
able
to
provide
some
dollars
to
also
deal
with
tenants
that
have
pre-eviction
pre-covered
eviction
filings
so
that
with
that
I'm
gonna
be
quiet.

know
this

such
a
historic
day
for
the
city
of
philadelphia
and
we're
really
proud
to
add
on
to
that
that
we've
identified
you
know
several
million
dollars

additional
funding

help
assist
tenants
that
that
really
have
so
much
need
right
now,.

times

different
lanes.

truly

council
president

our
appropriations
chair,
councilmember
sanchez,
for
all
your
work
to
ensure
we
can
offer
revenue
to
assist
those
most
in
need.
My
primary
concern
was
to
ensure
that,
with
the
passage
of
the
legislation,
we
were
able
to
assist
individuals
with
revenue
who
were
in
process
for
eviction
prior
to
covet
19..

These
individuals
are
facing
extreme
hardship,
which
is
only
worsened
since
covet
19..
So
today,
while
the
eyes
of
the
nation
remain
upon
philadelphia,
philadelphia
has
stepped
up
to
show
that,
through
partnership
and
collective
hard
work,
we
can
overcome
differences
to
find
common
ground
while
still
helping
the
most
vulnerable
people
that
we
serve.
So,
thank
you
also
very
much
and
thank
you
to
the
administration
and
to
ann
for
that
three
million
dollars
for
the
individuals
who
were
in
process
prior
to
covet
19
for
eviction.

hard

this
is
a
win.
This
is
a
big
win
and
I
really
think
that
it
really
just
should
not
be
underestimated.

know
you
said
something
to
the
effect
of
only
evictions
that,
were
you
know,
agreed
to
by
the
courts,
will
proceed.
But
could
you
give
some
detail
on
what
those
would
be
and
also,
if
there's
anyone
else
out
there,
that
you
think
that
we
need
to
pay
attention
to
that?
We
have
missed
in
this
effort.

that
to
the
best
that
I

we.
We
know
that
there's
we're
about
2
000
pre-covered
eviction
filings,
it's
our
understanding
that
around
600
ish
600
to
700
of
those
were
moving
forward.
So,
like
I
said,
with
this
three
million,
we
think
we
will
maybe
be
able
to
serve
around
500
ish
of
them.
So
we
know
that
there
is
going
to
be
some
that
we
may
be
not
be
serving
other
than
that.

You
know
so
that
they
might
not
go
through
the
courts
or
have
the
required
documentation
that
we
need
to
have
for
a
lot
of
these
funding
sources.
You
know,
so
I
think
that's
that's!
Our
work
as
we
go
forward
is
to
continue
to
try
to
figure
out
how
do
we?
How
do
we
reach
those
folks
that,
frankly,
to
some
extent
we're
not
fully
aware
of?
But
that
is
something
that
we
will.

We
will
have
to
try
to
continue
to
work
on
as
we
go
forward,
but
let
me
say
this
right
even
prior
to
this
additional
3
million.
So
if
you
add
that
in
we
have
dedicated
70
million
dollars
as
a
city,
you
know
whether
it's
cares
fund
coming
from
the
the
feds
through
the
city,
whether
it's
our
cdbg
covet
dollars.
Now
some
additional
general
fund
dollars.

That
is
an
amazing
statement
for
this
city
to
be
putting
into
not
just
affordable
housing
but
in
particularly
rental
focused,
affordable
housing,
and
that
is
is
a
big
shift
for
us,
and
you
know-
and
that
happened
within
the
last
six
months.
So
for
us
to
you,
know
not
just
sort
of
par
provide
70
million
dollars,
but
to
also
be
able
to
get
systems
up
programs
up,
run
it
through
get
in
applications.
Get
those
applications
approved,
get
the
paperwork
and
get
that
money
out
the
door.

I
realized
that
councilmember
kim
actually

not
in

I
wanted

make
sure
that
we
took
ample
time
to
recognize
her
strong
advocacy
in
this
area

particular,

focus
throughout
on
the
pre-covet
evictions
and
on
the
diversion
program.

tie

exactly
what

said
with

think
one
of
the
reasons
all
of
these
programs
were
able
to
be
set
up
was
because
of
the
work
done
around
diversion
and
it
would
and
failed
to
to
mention-
and
I
want
her
to
talk
about
because
all
of
this
works
as
an
end
and
an
end
in
an
end-
is
the
robust
housing
counseling
agency
network
that
we
have
in
our
partners
in
cls
and
then
the
diversion
program
kind
of
allows
us
to
work
all
of
these
things
through.

Everybody
really
rose
to
the
occasion
to
roll
up
their
sleeves
to
work
together
to
work
in
cooperation,
to
get
these
programs
up
and
running
then
to
get
the
word
out
on
the
street
and
then
to
assist
tenants
with
being
able
to
fill
out.
The
information
to
man
help
desks
to
be
able
to
to
work
with
landlords
everybody,
and
so
we
are
taking
a
chunk
of
our
cdbg
covet
dollars.

Again,
I
want
to
say
how
important
they
were
before
we
were
able
to
identify
operating
support.
We
needed
to
get
the
eviction
diversion
portal
up
and
running.
We
needed
to
get
the
rental
assistance
programs
up
and
running,
and
these
partners
on
good
faith
said.
Don't
worry
we
are
all
in.
We
are
all
hands
on
deck.

to
to
help
figure
this
out
and
get
this
work
done,
and
we
we
trust
that
you
will
at
some
point,
be
able
to
make
us
whole
operation
wise
and
we've
been
able
to
do
that,
but
they
really.

know
again,
it's

amazing
effort

watch
how
just
everybody
came
together
and
said.

only
way
we're
going
to
get
through
this
as
a
city
is
if
we
come
together
in
community
and
cannot
thank
all
our
partners

support

bills

with

continued
worsening
of
the
pandemic,
these
bills
are
needed
to
ensure
that
philadelphians
have
access
to
safe
housing
while
giving
them
the
time
that
they
need
to
get
back
on
their
feet.
But
first
you
know
express
our
gratitude
to
council
members
brook
scottie
and
kim
for
introducing
these
bills.

In
addition
to
you
know
introducing
the
the
bills
that
originally
composed
the
the
emergency
housing
protections
act,
but,
in
light
of
you
know
many
of
the
things
that
we've
heard
announced
today,
or
also
external
thanks
to
all
of
you.
All
of
you
have
done
so
much
work
in
this
area
to
to
get
you
know
these.
You
know
these
programs
that
were
announced
today
passed,
but
also
we'd
like
to
thank
you
for
the
work
that
you
did
over
the
summer.

Over
the
summer,
you
took
the
much
needed
action
of
unanimously
passing
the
emergency
housing
protections
act
and
today
we're
asking
you
to
once
again
vote
to
protect
philadelphians,
like
you
already
have
now
back
in
june,
when
city
council
was
discussing
the
passage
of
the
emergency
housing
protections
act,
I
don't
think
any
of
us
expected
the
pandemic
to
be
hitting
philadelphia
even
harder
now
than
it
was
back
then,
and
right
now,
the
daily
cases
recorded
are
about
three
to
four
times
what
they
were
over
the
summer.
I
mean
you
know.

On
november
5th
right
we
had
401
new
cases
compared
to
126
new
cases
on
on
june
5th,
which
was
the
day
that
this
this
committee
passed
five
of
the
ehpa
bills
and
over
the
past
two
weekends
we've
seen
a
thousand
new
cases
each
weekend
evicting
a
tenant
right.
Now,
it's
it's
it's
dangerous
and
even
more
dangerous
than
it
was
over
the
summer.

Now
we
have
seen
and
will
continue
to
see
that
philadelphia's
economy
is
tied
to
the
spread
of
coven
19..
Now,
while
some
people
have
slowly
returned
to
work,
many
renters
are
still
struggling
to
to
cover
their
expenses.
Philadelphians
need
access
to
reasonable
repayment
plans.
It
would
be
devastating
for
for
both
tenants
and
the
city
as
a
whole,
if
tenants
were
required
to
immediately
pay
back
their
rent
in
order
to
avoid
an
eviction.

We
need
to
extend
the
period
for
for
the
ehpa
late
fee
waiver
and
the
mandatory
repayment
plans
so
that
they
can
work
in
tandem
with
the
diversion
program
and
with
the
pandemic
hitting
philadelphia
even
harder
than
it
did
this
summer.
We
need
these
protections
now
more
than
ever,
so
we
strongly
urge
you
to
vote
for
for
the
bills
before
the
committee
today.

by
thanking
the
members

committee
thanking
the
administration
and
all
the
partners
and
actors
that
have
kind
of
come
together
to
really
help
a
lot
of
philadelphians
out
right
now.
I'm
very
excited
to
hear
about
all
the
new
programming
and
resources
that
are
available
that
I
think,
will
help
a
lot
of
landlords
and
renters
as
well
throughout
the
city.
So
I
want
to
start
off
by
extending
my
gratitude
towards
that.
I'll
be
brief.

I
just
want
to
highlight
a
few
things
that
are
in
some
of
the
bills
that
are
in
front
of
you
today.
You've
heard
a
lot
of
what
paa
thinks
about
the
bills,
but
bill20421,
which
was
introduced
by
councilmember
gaudier
as
written,
would
extend
the
duration
that
residents
with
covet
19
financial
hardships
would
qualify
for
mandated
payment
plans.

Looking
forward,
I
know
for
the
pennsylvania
apartment
association.
It
is
a
priority
for
us
on
the
state
level
to
advocate
for
more
funding
and
to
make
changes
to
the
program
that
make
it
easier
to
use
and
to
optimize
participation
for
both
landlords
and
tenants
and
then
also
looking
forward
on
the
federal
level.
It's
increasingly
looking
like
we'll
have
a
new
administration,
so
working
with
congress
and
the
administration
to
get
federal
dollars
to
dedicate
towards
rental
assistance
too,
because
we
know
that
this
is
going
to
be
an
ongoing
issue.

standing
here
also
committed
to
continuing
to
support
both
all
of
these
bills,
and-
and
here
are
the
reasons
why
I'm
I'm
the
most
concerned,
and
let
me
if
I
could,
through
a
story,
explain
that
what
you
probably
many
already
know
about.
Four
five
years
ago,
a
church
I
was
pastoring
abroad
in
westmoreland
streets,
someone
was
shot
and
killed
right
in
front
of
our
congregation
on
our
church
and
staggered
across
the
street.
I

She
went
and
filed
a
super
serious
and
that
she
was
supposed
to
move
that
she
was
supposed
to
be
evicted
in
february.
The
lockout
was
scheduled
in
february.
She
went
and
asked
for
more
time
and
said
that
she
will
be
out
by
march
the
15th
they
granted
her
until
march
the
15th.
The
eviction
was
scheduled
for
march,
the
16th.

She,
of
course,
never
left
as
the
moratorium
happened
on
march,
the
15th
the
tenant
has
since
changed
the
locks
moved
out
and
had
her
brother
living
there
and
got
a
pit
bull.
They
will
not
allow
entry
into
the
house
and
have
assaulted
me
assaulted
the
neighbors
pulled
out
gun.
I
have
all
of
this
on
the
police
reports
and,
of
course,
is
not
paying
away.
There's
a
lot
more
to
this
story,
and
I
I
know
everyone
is
pressed
for
time.
So
that's
the
long
and
historic
story
of
my
situation.

My
request
today
is
that
it
not
be
a
blanket
eviction
moratorium.
I
understand
that
through
the
code
in
19
that
some
people
are
very
much
struggling.
Every
case
is
not
that
case,
and
this
is
not
that
case.
This
to
me
has
cost
me
a
lot
of
money,
but
more
so
than
that,
like
I
said
it's
my
property
that
I've
had
and
lived
in
for
25
years,
I
don't
know
how
much
longer
I
can
bear
the
burden
or
the
brunt
of
this
unfortunate
situation.

So
when
you
consider
extending
the
eviction
moratorium,
please
consider
not
doing
a
blanket
eviction
moratorium,
because
some
people
I
feel
like
deserve
to
be
evicted.
My
original
tenant,
the
young
lady,
I'm
speaking
about,
has
moved
out,
but
she
has
left
her
brothers
in
the
property
and
they
are
not
going
to
move
and
I
cannot
physically
evict
them
without
the
okay
from
the
sheriff
so
that
the
sheriff
can
help
you.
So
I'm
just
asking
for
your
help
to
just
not
do
the
eventually
return?
That's
all.

know
you
guys
are-
and
I
thank

that-

just
wanted

that,
because
I
know
everybody's
trying
to
do,
they
can,
for
these
people
impacted
by
proven
19,

I
totally
respect

I
want
that.

since
I
wanted

evictions

schedule
another
lockout
for
me,

it's
been
like
four
locked
out
scheduled.

wanted

schedule
it
again
and
then

meeting
they
say
it's
a
blanket
eviction
moratorium.
