The Committee on Housing, Neighborhood Development and The Homeless of the Council of the City of Philadelphia held a Public Hearing on Wednesday, November 25, 2020, at 9:30 AM, in a remote manner using Microsoft® Teams to hear testimony on the following item:
200616 An Ordinance amending Chapter 9 800 of The Philadelphia Code, entitled “Landlord and Tenant,” to address matters related to the landlord and tenant relationship during the novel coronavirus of 2019 pandemic, including but not limited to periods of applicability of various provisions, such as the applicable period of the eviction diversion program, and time frames applicable to qualification for certain provisions, all under certain terms and conditions.

head

a
busy
and
hopefully
solitary
holiday
weekend.
First
of
all,
I
want
to
thank

committee
chair
council,
member
gautier
for
your
willingness
and
for
the
committee's
willingness
to
hear
this
bill
as
we
move
towards
the
end
of
the
year.
Philadelphia's
pre-filing
eviction
diversion
program
which
was
created
via
council
legislation.

Initially,
you
know
the
diversion
program
was
created
with
the
thought
that
we
would
be.
We
would
have
been
at
the
height
of
the
pandemic
when
we
created
it
in
in
the
spring
and
in
june.
We
know
that
that's
not
the
case
at
all
and
as
we
head
into
an
uncertain,
fall
and
winter,
where
cases
now
are
over,
you
know
a
thousand
a
day
in
the
city
of
philadelphia.

We
extend
a
prayer
for
our
city
for
all
those
who
are
deeply
impacted
and
to
recognize
that
this
diversion
program
is
still
as
important
as
ever.
I
want
to
extend
gratitude
to
our
pers,
our
appropriations
chair
and
a
member
of
the
committee
council
member
maria
quinones
sanchez,
who
ensured
that
we
would
have
funding
for
the
diversion
program
through
june
2021..

This
bill
220616
seeks
to
extend
the
diversion
program
for
a
period
of
time
while
we
negotiate
a
transition
of
the
program
to
the
courts,
ensuring
that
this
crucial
resource
will
continue
to
be
available
to
vulnerable
philadelphians
in
need.
The
diversion
program,
as
many
of
you
know,
is
modeled
off
of
the
nationally
recognized
mortgage
foreclosure
diversion
program
and
matches
tenants
and
landlords,
with
trained
housing,
counselors
and
mediators
to
seek
mutually
beneficial
alternatives
to
eviction
and
for
the
time
period
that's
been
in
place
since
september.

The
program
has
shown
striking
results
over
80
percent
of
those
who
participate
in
the
program
find
an
alternative
to
eviction.
This
is
crucially
important
in
addition,
while
matched
with
the
mandatory
payment
plans,
and
that
was
created
by
council
by
this
committee
rather
last
june,
through
the
emergency
housing
protections
act.
It
also
ensures
that
landlords
do
not
have
to
wait
any
additional
time
that
this
is
a
concurrent
time
period
that
matches
in,
as
was
determined
last
june.
So
with
when
landlords
and
tenants
participate
in
mediation.

The
program
will
only
extend
until
march
30th
march,
31st
rather
2021,
and
it
also
releases
restrictions
on
the
city
so
that
they
have
to
have
a
formal
mediation
conference
within
30
days.
It
allows
the
city
of
philadelphia
to
determine
what
type
of
diversion
program
can
be
offered,
which
can
include
mediation,
which
is
ideal,
but
if
mediation
cannot
be
scheduled
in
30
days,
a
sit
down
or
a
less
formal
conference
with
housing,
counselors
and
other
advisors
can
substitute.

the
meantime,
we
hope
that
this
meets
both
the
city's
needs
and
buys
us
enough
time
to
keep
the
pre-filing
eviction
diversion
program
in
place.
While
we
negotiate
the
transition
before
we
enter
into
some
of
the
testimony,
I
again
want

tenants
who,
unfortunately,

not
show
up,
but
we
are

work
through

hope
to
be
able
to
increase
that
participation
rate.

believe
that
it's
important
to
have
as
many
tools
as
we
can
in
the
toolbox
to
assist
both
landlords
and
tenants
and
to
hopefully
avoid
eviction,
because
we
know
now,
you
know
more
than
ever.
It's
so
important
to
people's
health
and
well-being
to
be
able
to
stay
in
their
home.
But
again
you
know
another
tool
in
the
toolbox
and
we
know
we
have
a
lot
more
work
to
do
so.

additional
funds
that
are
being
made
available
for
renters,
because
I
know
that

one
of
the
questions
that,
without
without
funding
attached
for
actual
rent
assistance
program,
payment
plans

types

options
become

a
challenge,
but
I
think
we
figured
out
some
ways.
So
if
you
could
just
speak
a
little
bit
to
the
total
amount
of
money
that
the
city
will
make
available
for
the
next
right.

so
they're,
you

next
week
when
there's
the
hearing
on
that
on
the
transfer
ordinance
included
in
that
is,
I
think,
2.5
no
three
million
dollars
three
million
dollars
and
started
getting
my
money
confused.
I'm
sorry,
three
million
is
pre
covic

approximately
is
for
this
eviction
diversion
program,
so
that
will
definitely
be
helpful.
Currently,
we've
been
trying
to
access
the
existing
rental
assistance
programs,
which
is
a
little
tricky
because
that
money
has
to
be
spent
by
the
end
of
this
calendar
year.

We
do
have
a
little
bit
of
that
money
available,
so
we're
trying
to
see
if
there's
a
way
to
utilize
some
of
those
dollars
as
well.
However,
that's
a
little
bit
tricky
and
again
hats
off
to
all
the
staff
that
are
working
on
rent
assist.
They
literally
have
been
working
24
hours
a
day,
seven
days
a
week
since
we
stood
that
program
up
in
june.

They
are
beyond
exhausted,
but
they
continue
to
push
that
money
out
as
quickly
as
they
can
and
to
be
amazingly,
flexible
and
figuring
out
how
to
rejigger
things
based
on
all
the
various
requirements
of
the
different
types
of
funding.
Also
next
week
we're
going
to
have
a
hearing
on
some
additional
cdbg
cova
dollars.
We
are
receiving
and
again
the
bulk
of
those
will
be
going
to
some
form
of
rental
assistance,
and
I
think
we're
trying
to
figure
out.
Could
we
marry
those
with
eviction?
Diversion,
don't
have
a
specific
answer
to
that.

Yet,
because,
again,
all
our
rent
assistance
folks
are
working
on
getting
the
the
dollars
out
the
door
that
must
be
out
by
the
end
of
this
year,
and
so
they
won't.
We
won't
be
able
to
have
a
clear
picture
of
that,
probably
until
until
the
existing
programs
conclude-
and
there
can
be
some-
you
know
a
moment
to
take-
allow
them
to
catch
their
breath
and
then
figure
out
the
best
way
to
get
the
those
additional
cdbg
covet
dollars
out
on
the.

confirmation

to
whether
that
can
get
married
because,
again
that
money
has
to
get
out
by
the

of
this
calendar
year

so
we're
trying

determine
whether
the
rent
assistance
folks
have
the
ability

marry

not
clear
yet,
but
that's
something
that
we're
working
on

to
see.

we
can
figure

that
means
that
there
could

in
a
very
short
time
period
for
right
now
we
have,

many

really
prioritizing

issue.

that's
been
really
important
to
assure
landlords
and
tenants
that
that
there's
an
advantage.
You
know
it's
not
just
sitting
down
with
somebody
and
figuring
out.

we
have
kept
kids,
you
know
relatively
stable,
we
haven't
lost,
as
you
know,
we
have
lost
children,
but
you
know
with
the
gun,
violence
surge
and
other
types
of
things
happening.
The
stability
in
the
housing
market
and
the
ability
to
get
supports
out
to
landlords
has
been
crucial,
even
even
though
we
can't
see
it.
I
don't
think
we
don't
know
what
we
don't
know
could
have
happened
to
us,
but
but
we
did
it,
but
I
think
we
can
stand
and
say
we
did
as
much
as
we
could
in
this
moment.

work

folks

shepherd

advocates
everyone

day

Nobody
wants
to
be
evicting
during
this
time

folks,
you
know
sometimes
when
we're
when
we're
in
this
process.

are
different
interests
and
different
things
that
we
have
to
manage,
but
I
want
to
thank
the
bill
sponsor,

you
know,
working
with
our
with
our
team
and
to
ann

melissa
and
greg
and
all
of
the
other
folks.
You

gave
them
20
million
more
dollars,
they
figure
out
how
to
help
more
people,
and
so
the
focus
has
to
continue
to
be
federal
resources.

State
resources,
although
we're
quite
disappointed
with
what
they've
done
with
their
budget
and
their
care,
is
money.
So
there's
one
put
on
the
record,
really
upset
and
disappointed,
but
you
know
I
I
think
this
administration
has
prioritized
this
housing
insecurity
and-
and
you
know
I-
I
know-
that
between
all
of
the
issues
with
with
the
encampment
this
summer
and
and
other
things,
people
don't
think
we're
doing
enough
and
we're
not
right,
because
we
can't,
as
a
city,
take
care
of
all
these
housing
needs.

need
a
partner
in
the
federal
government,
and
I
look
forward
to
you
know
the
next
57
days
and
and
that
transitioning
and
I
look
forward
to
working
with
this
particular
team
and
this
committee
around
how
we
philadelphia
becomes
a
model
for
how
do
we
do
better
housing
supports
for
people
and
meet
people
where
they
are
so
I
want

much
work

be

outreach

responding

exactly
sure,

the
ways
that
we're
trying
to
touch

they
get
try

letter

somebody

oftentimes.

two
phases
of
rent
assist
went

landlords.

third
phase
that
we're
working
on
now

going
directly
to
tenants.

not
on
the
phone
today
because

at
this
hearing,

he's
busy
actually
getting
that
rent
assistance
out

far

this
particular
program,
we've
got
about
1.6
ish
devoted
to
the
operations
and
then,
as
as
councilwoman
mentioned,
we
have
2.5
million
that
will
hopefully
be
dedicated
to
rental
assistance.
Under
this
we're
trying
to
figure
out,
if
there's
an
additional
1.6
million
in
crf
funds
that
we
can
get
out
on
the
street
in
relation
to
this
by
the
end
of
the
year,
and
then
there
might
be
some
additional
cdbg
covet
rent
assist
dollars
available,
also
through
the
existing
folks
that
have
been
going
through
mediation.

know
one
of
the
ways
we've
been
trying
to
deal
with
the
rent
and
payment
agreement
is
to
get
folks
involved
in
our
existing
rental
assistance
programs.
And
I
don't
have
an
exact
number
on
that.
But
I
would
say
this
that
we
are
trying
to
put
as
much
money
as
we
possibly
can
into
actually
doing.
Rent
assist,
and
I
do
know
that
of
our
total
amount
of
cdbg
cova
dollars
that
we've
received
about
50

going
into
rent
assistance.

it
is
very
important
to
me
as
a
council
person-
and
I
would
hope

that
we
keep
track
of
our
good
work.

do

mean
by
that?
If
it
ain't
measured,
it
ain't
managed,
if
we're

ask
for
more
dollars
in
these
categories,
to
the
new
government
coming
in
in
january,
under
cdbg
dollars,
or
what
other
other
categories
they're
going
to
want
to
look
at
our
success
rate
or
or
or
not
so
successful
rates
to
be
able
to
measure
how
we
can
appropriately
allocate
and
distribute
those
dollars.

our
successes
we
should
we

be
proud
of
them,
but
even
in
our
things
we
can
do
better.

able

prepared
to
say

funders
if
we
had
two
more
counselors
if
we
were
able
to
do
another
mailing,

to
have

lawyer
in
the
courtroom

mediate
on
the
spot
when
it's
filed,

mean
I
don't
know
what
those
suggestions
are,
but
if,
if
a
request
for
funding
continue
or
additional
funding
is
to
come,
we
these
measurements,
these
measurements
are
critical.

mediation

the

tenant
advocates

are
a
number

tenants
who
don't
show
up

meeting
with

landlord
tenant
officer
hearing
about
that
discussions
with
the
courts
about
just
a
long-standing
challenge
about
you
know
communications,
two
tenants
on
this
and
I
want
to
keep
this
brief.

understanding
is
is
that
the
number
does
include
52,
tenants
and
seven
landlords
who
don't
show
up.
So
when
you
take
those
numbers
out
when
two,
when
both
parties
sit
down
at
the
table
together,
the
mediation
success
is
extremely
high.

that

the

tenants

weren't
able

get

landlord
information,
but
the
tenant
provided
all
the
information
they
needed

back

those
folks
and
saying

have
rent
assistance
available
to

getting

applications

next
population,

so

stepped
up

efforts

grandson

homeschooled

contacted
my
landlord
about
the
refrigerator

just
slow
walking
for
almost
two
months
and
then
I
started
to
worry
about
the
eviction.

thought
I
could
stay
with
my
son.
I
was
thinking
I
could
go
with
him,
but
he
has
a
one
bedroom
and
then
the
pandemic
would
make
that
hard,
and
then
I
thought
I
could
move
to
california
to
stay
with
my
brother.
I
just
started
thinking
about
places
I
could
go,
but
then
I
didn't
want
to
be
dependent
on
him.
I
would
lose
my
independence,
so
I
found
out
about
the
eviction
diversion
program
through
a
text
message
and
I
was
really
surprised
because
I
didn't
believe
it
was
real.

really
appreciated
the
order
of
the
mediation
and
having
the
mediator
there,
monitoring
things
when
things
got
a
little
heightened
a
little
hot,
okay
and
she
said,
look
wait
a
minute.
Let's
give
everybody
a
chance
to
talk,
and
I
felt
like
I
was
being
heard.
I
felt
like
somebody
was
listening
to
me
and
no
one
was
dismissing
what
I
was
saying.

was
able
to
hear
the
representative
and
then,
when
I
think
the
gentleman
from
the
urban
league's
name
was
abe
when
he
spoke,
I
even
felt
a
little
more
secure
because
the
things
I
was
saying
he
was
backing
me
up.
He
was,

was
researching
it
and
the
babies
were
credible.

know,
so
we
got
to
hear
what
the
landlord
wanted
and
then
what
I
wanted
and
it
was
before
it
was
all
about
the
money,
but
it
took
them
some
time
to
get
to
the
middle
where
we
could
mediate.

think
it's
important
for
both
the
tenants
and
the
landlord,
because
it
gives
the
landlord
their
money
and
then
it
allows
the
tenant
to
show
good
faith.
Like
I'm
really
honorable,
I
plan
on
carrying
out
my
promise.

so
I
think
the
mediation
allows
people
to
talk
and
find
out
if
there's
an
agreement
and
then
we
don't
have
to
go
through
all
the
legalities
and
at
least
everybody
knows,
we
tried
to
work
it
out
before
we
got
to
court,

I've
lived
in
a
lot
of
places
and,
I
think
other
tickets.

lot

need
to
know
about

they

know

options

people
don't
know

seeing

the
newly
proposed
bill,

I
did
hear
it
summarily

touch
on
some
really
important
points.
First
of
all,
to
tell
you
that
I
highly
endorse
continuation
of
the
eviction
diversion
program,
as
is-
and
I
understand
that
we
have
sort
of
a
tentative
end
date
of
march
31.
If
extension
is
beyond
that.
That's
great.
I
also
hear
that
this
time
will
be
used
in
thoughtful
fashion
to
partner
with
the
court
system.
I
I
have
to
share
with
you
that
will
bring
along
its
own
interesting
challenges,
and
I
can
step
into
that
conversation,
but
offer
also
offer
you
some
preview
of
what
that
journey
may
be.
We
are
remaining
positive
because,
at
the
end
of
the
day,
testimony
we
just
heard
from
a
tenant
and
as
well
as
the
data
married
shows
that
there
is
no
alternative,
but
for
us
as
philadelphia
to
lead
where
we
always
do
to
address
housing
insecurity
and
stop
homelessness,
like
no
other
city
in
the
united
states,
and
I
can
attest
to
that.
I
I
just
want
to
say
that
with
ann
padilla
and
her
comments,
we
so
appreciate
the
leadership
for
a
whole
group,
a
shout
out
to
everyone
throughout
all
the
housing
counseling
agencies.
You
know
the
hotline
pla
cls
everyone,
I'm
I
I
don't
by
omission-
want
to
omit
anyone.
They
all
are
part
of
this
infrastructure
that
supports
what
we
need.

However,
I
do
believe
there
is
a
difference
in
data
that
anne
has
and
maybe
in
real
time,
we

await

wasser

pit
running
the
program
out
of
good
shepherd,
and

tell
you

shout

sue
and
her
people
to
really
put
this
construct
together

microseconds

it

just
comment
on
two
fronts.
I
want
to
comment
on
the
macro,
but
I'm
going
to
first
start
the
micro.
I
You
know
you
lead
by
example.
So
as
much
as
I
was
asked
to
step
into
this
conversation
from
my
experience
with
the
mortgage
foreclosure
diversion
program
and
where
that
has
been
and
goes,
I
also
have
to
step
into
it
as
an
actual
mediator.
I
have
been
in
the
pit
serving
as
a
mediator,
not
only
that
I
have
call
to
arms
19,
fellow
colleagues,
former
federal
and
state
judges,
not
even
from
philadelphia
but
from
across
the
country
of
james
who
stepped
up
to
train
and
oversee
some
of
these
mediations.
I
The
entire
alternative
dispute
resolution
community
in
our
local
philadelphia
bar
association
and
others
have
volunteered
to
step
up
as
an
army
on
a
pro
bono
basis
to
actually
run
these
mediations
and
they
must
be
celebrated,
because
that
is
not
a
line
item
on
your
budget.
This
is
complete,
sweat,
equity
that
has
been
donated
and
continue
to
support
this
program,
and
the
value
added
is
that
when
I
speak
to
my
colleagues,
they
feel
really
good
about
what
they're
doing,
with
their
expertise,
to
bring
resolution
to
these
tenants
who
are
in
distress
and
landlords
as
well.
I
In
this
instance,
there
was
a
tenant
in
a
duplex
who
was
being
billed
for
all
the
utility
bills
of
the
entire
building
in
er,
it
got
a
chance
to
correct
that
situation.
It
got
a
chance
to
correct
the
fact
that
she
needed
about
five
or
six
needed
repairs
to
the
property
that
was
put
in
queue,
because
we
had
the
important
conversation
so
holistically
approaching.
All
of
this,
it's
an
opportunity
for
tenants
to
get
rental
assistance
to
get
immediate
need
and
stability
for
their
families
for
that
community.
I
It
also
is
for
the
landlord
to
know
that
we
want
to
maintain
a
good
tenant
landlord
relationship.
Let's
make
this
better
and
to
make
sure
that
their
property
is
kept
in
good
working
work.
We
want
our
landlords
to
remain
fully
stable.
We
don't
want
them.
I
don't
want
to
see
them
in
a
mortgage
foreclosure
diversion
program.
We
need
to
stabilize
this
program
works.
I
I
might
say,
though,
some
of
the
questions
I
can
address
directly
about
what
is
going
on.
Well,
council
member
jones.
You've
been
my
partner
for
many
years
of
mortgage.
You
were
there
at
the
beginning.
It
is
all
about
the
data,
the
data,
the
data
and
I
have
to
say
I
understand
that.
There's
conversations
with
the
reinvestment
fund
to
continue
to
track
this
data.
They
were
their
mortgage
to
track
our
successes.
I
To
really
be
our
report
card
of
whether
we
really
were
meeting
mission
of
what
our
program
was
and
they
stepped
up
to
the
plate
and
did
it
they
have
compelling
studies
they
have
recently
done
in
the
landlord
tenant
eviction
universe,
to
show
the
data
and
impact
economically
on
our
region.
They
are
ready,
willing
and
able
to
step
into
this
to
actually
crunch
this
data.
We
need
a
length
of
time
to
really
have
the
best
report
card.
My
understanding
is
of
the
mediations
conducted.
86
percent
have
resulted
in
session
with
an
agreement.
I
I
That's
not
the
mission
of
the
program,
but
when
we
up
front
loaded
resources
to
help
in
that
important
conversation,
that's
where
we
see
great
success,
and
so
the
data
will
be
collected
and
I
think
sue
will
actually
enhance
or
bring
more
current
data
to
you
to
understand
what
other
means
and
what
comes
out
of
it.
But
here's
the
linchpin.
I
Once
we
have
the
conversation
and
the
media
takes
possession
of
the
conversation
they
are,
then
the
spock,
the
single
point
of
contact
or
the
housing
counselor
can
be
the
spot
to
follow
up
at
a
session
to
make
sure
an
agreement
is
reached.
I've
also
had
that
experience
as
a
mediator
where
per
chance
the
tenant
was
unable
to
attend.
I
That's
where
the
connectivity
is
so
vital
and
to
roll
back
that
there's
two
things
that
must
happen,
and
I
think
amphiduan
spoke
of
it.
The
outreach.
Yes,
you
do
through
all
your
normal
channels.
You
use
your
knacks.
We
have
seen
this
this
is.
This
is
the
playbook
we
have
in
philadelphia
and
how
we
got
under
the
tent
distressed
homeowners
who
were
not
coming
into
the
system.
The
question
was
this:
why
aren't
they
coming
into
the
system
skepticism
being
overwhelmed?
I
We
didn't
have
a
pandemic
in
2008
when
the
financial
crisis
came
and
that's,
as
we
all
know,
an
additive
that
no
one
expected,
and
it
is
daunting,
but
there's
abilities
to
do
the
average
through
neighborhood
and
that
groups
we've
seen
it.
It
happens,
utility
bills,
notices
or
I'm
doing
all
your
usual
media,
and
this
and
then
I'm
gonna
hearken
back
to
a
phrase
I
used
in
2008
build
it
and
they
will
come.
I
We
have
built
it
we're
growing
on
it,
it's
from
infancy
to
toddler
face,
and
we
only
will
reap
benefits
of
it.
If
we
stay
with
it
and
understand
it
as
time
goes
on,
this
system
will
in
itself
improve
and
extend
itself
to
others.
So
I
know
I'm
going
to
be
on
my
time,
but
I
really
need
to
emphasize.
We
have
the
playbook
stay
with
it.
I
The
only
other
component
I
need
to
share
with
you
is
hearing
for
the
first
time
using
this
framework
to
actually
be
an
active
conversation
with
the
courts
when
something
comes
under
the
umbrella
of
the
court.
It
is
then
a
filed
action,
and
I
don't
know
if
that
is
in
fact
a
butting
against
the
intent
to
not
have
filed
cases
against
distressed
tenants.
I
I
also
know
there
will
be
budget
issues
that
come
under
a
state
court
system
that
may
have
to
actually
be
married
with
the
interests
here,
but
in
diversion
housing
cancers
have
been
budgeted-
thankfully,
thankfully,
through
the
city
and
other
state
funding
and
other
things
such
as
that.
However,
we
have
to
understand.
This
is
a
delicate
ballet
of
dance
and
I
am
offering
my
services.
I
know.
I
So
I
appreciate
I
offer
support
on
the
micro
and
on
the
macro,
and
also
all
the
great
interest

all
of
the
energy
and
focus

goal

walk

mediation
session,
knowing
the
next
steps

a
solid
plan
that
will
satisfy
all
participating
parties.
Why
not
give
attendance
the
chance
to
see
what's
possible
before
going
to
court?
We
have
a
pandemic
and
there
is
a
lot
of
people
struggling
for
time
and
capacity.
It
does
not
seem
it
does
not
make
sense
going
to
court
when
we
can
work
out
agreements.

Court
can
be
a
very
stressful
and
tenants
can
often
be
confronted
with
the
idea
of
of
the
fear
of
going
in
front
of
a
judge.
I
think
the
same
type
of
program
was
due
before
the
pandemic.
To
be
honest
with
you,
we
kept
hearing
about
the
difficulties
tenants
were
experiencing,
but
there
hadn't
been
a
real
role
for
housing
counseling
agencies.
Until
now,
I
knew
we
could
intervene
because
we
are
already
helping
with
the
mortgage
foreclosure
diversion
program.
There
are
a
lot
of
similarities.

connect
struggling
philadelphians
with
resources
to
try
to
stay
on
their
homes.
I
think
housing
counselors
as
housing
counselors.
We
are
equipped
to
help
out
and
we
have
proven
over
the
last
few
months
that
we
can
do
it.
We
have
the
knowledge,
the
skills
and
the
patience
to
support
these
distressed
tenants.
I
support
extending
the
mandate
for
landlords
to
participate
in
mediation.
It
means
more
tenants
and
landlords
will
reach
sustainable
agreements.

the
first
thing
that
I
want
to
make
sure
to
emphasize
is
that,
with
this
diversion
program,
I
think
one
of
the
best
things
that
has
emerged
from
it,
and
this
is
credit
to
anfidulia
and
melissa
long.
They
convened,
I
guess,
a
stakeholder
group-
a
task
force,
a
team.
However,
you
want
to
refer
to
it
that
oversees
and
checks
in
bi-weekly
with
the
process
and
everything
that's
going
on
with
the
program.
I'm
a
part
of
that
group
and
what
I
find
really
productive
about.

The
group
is
not
only
do
we
check
in
on
the
program
and
discuss
some
of
the
things
that
can
be
fine-tuned
to
make
it
work
better,
but
also
through
that
group,
we've
resolved
some
of
the
other
issues
that
have
arisen
during
this
weird
coded
time
period.
For
example,
we
brainstormed
about
ways
to
make
sure
that
landlords
were
fully
aware
of
the
rental
assistance
program
changing
from
750
a
month
to
residents
to
1500
a
month
to
residents.

So
I
think
a
lot
of
positive
work
and
collaboration
has
come
from
the
task
force
or
the
team
that
works
collaboratively
to
address
the
issues
with
the
diversion
program,
but
some
other
resolutions
have
come
out
of
that
as
well.
Another
thing
that
I
want
to
highlight
this
has
been
pointed
out
by
several
people
testifying
today.

Some
of
the
numbers
from
the
program
anthony
earlier
stated
that,
as
of
november
18th,
there
were
237
mediations
held
and
of
those
237
mediations
52
of
those
mediations
did
not
have
a
tenant
show
up,
and
that
equates
to
21.9
of
the
mediations
resulting
in
no
agreement
because
the
tenant
did
not
attend.
I
do
think
that's
something
we
need
to
highlight,
particularly
from
the
property
owner
perspective.
It's
a
little
bit
frustrating
to
kind
of
go
through
all
the
necessary
steps.

up
for
the
program
participate
and
then
not
have
the
the
resident
show
up
that
it.
That
does
cause
a
little
bit
of
frustration
from
the
property
owner's
side,
so
I
do
want
to
highlight
that.
Another
thing
that
I
think
deserves
to
be
mentioned
is
that
of
the
237
mediations
that
were
held
as
of
november
18th.
48
of
those
mediations
were
resolved
using
the
mandated
payment
plans
that
were
authorized
by
council
member
gautier's
legislation
that
was
passed
first
in
june
and
then
again
last
week.

One
other
point
that
I
want
to
make
sure
I
make-
and
this
has
been
talked
about
extensively
from
all
of
the
stakeholders-
is
the
importance
of
funding
through
the
conversations
with
the
team
task
force,
that
kind
of
checks
in
about
the
progress
of
the
diversion
program.
Everyone
has
talked
about
the
importance
of
rental
assistance
to
satisfying
the
agreements
and
making
sure
that
residents
will
be
able
to
uphold
their
agreements.

believe
that,
and
we
also
stated
in
our
testimony
that
we
thought
having
the
deadline
or
the
expiration
date
of
this
program
being
june.
