The
legislative
affairs
manager
of
the
department
of
licenses
and
inspections
today,
I
am
here
to
provide
the
testimony
on
bill
number
one:
nine,
zero,
seven,
eight
five,
which,
if
enacted,
will
amend
sub-code
a
of
title
4
of
the
Philadelphia
Code,
the
Philadelphia
Administrative
Code,
to
provide
fees
for
solar
panel
projects,
the
Department
of
licenses
and
inspections
is
responsible
for
issuing
permits
for
the
installation
of
solar
panels
for
a
commercial
property.

installation
would
require
both
a
building
permit
and
an
electrical
permit.
The
building
permit
fee
is
currently
assessed
using
the
same
fee
structure
that
would
be
used
for
new
construction
addition
or
alteration
of
a
commercial
structure.
The
fee
is
generate.
The
fee
that
is
generate
is
based
on
the
square.
Footage
of
the
proposed
work
currently
permit,
currently
a
permit
fee
of
$200
for
the
first
500
square
feet,
plus
an
additional
$58
for
each
additional
100
square
feet
is
charged
as
a
result.

applications
that
have
been
approved
in
the
past
have
resulted
in
extremely
high
permit
fees.
This
legislation
proposed
is
to
decrease
the
cost
of
building
permits
for
the
installation
of
solar
collection
panels
and
related
support
structures
to
a
flat
fee
of
$200
per
building.
This
fee
includes
the
plan,
review
and
inspections
performed
by
Illinois
decreasing.
This
fee
removes
a
significant
financial
barrier
that
hinders
the
process
for
installing
solar
energy.

also
more
closely
aligns
with
the
fee
structures
of
other
major
cities
across
the
country.
The
department
has
already
implemented
a
streamlined
process
for
certain
residential
solar
projects,
and
we
believe
that
decreasing
the
building
permit
fee
for
a
larger
commercial
projects
is
a
crucial
step
in
encouraging
the
use
of
solar
energy.

is
Emilie
Shapira
I'm,
the
executive
director
of
the
Philadelphia
Energy
Authority,
the
Energy
Authority,
as
you
know,
was
created
in
2010
to
support
the
city
on
issues
of
energy,
affordability
and
sustainability.

We've
helped
launch
over
100
million
dollars
in
clean
energy
projects
in
Philadelphia
and
helped
create
nearly
a
thousand
jobs
so
far,
I'm
here
to
testify
in
support
of
bill
1,
907,

the
bill
before
you
as
Sarah
said,
provides
a
specific
building
permit
fee
for
rooftop
solar
projects
at
the
current
code
could
not
have
contemplated
the
type
of
solar
technology
or
the
market
that
exists
in
Philadelphia
today
and
did
not
take
into
consideration
the
significant
differences
between
a
solar
project
and
a
building
renovation.
I'm
going
to
be
very
brief.
D
I
just
want
to
explain
quickly
how
solar
projects
are
permitted
and
how
a
robust
solar
development
in
Philadelphia
fights
poverty.
It
creates
jobs
and
I'll,
give
just
a
quick
example
of
how
a
couple
of
other
jurisdictions
handle
these
types
of
permits.
So
you
can
see
where
Philly
sits
and
in
Philadelphia
our
commercial
solar
projects
must
obtain
two
permits.

The
first
is
an
electrical
permit,
the
cost
of
which
is
relative
to
the
cost
of
the
project
itself,
which
follows
solar
industry
best
practices
and
is
capped
at
$15,000,
plus
the
cost
of
third-party
inspections,
though
this
cost
is
high
compared
to
other
jurisdictions.
We
do
not
believe
the
cost
of
an
electrical
permit
is
so
prohibitive
as
to
deter
solar
development
significantly.
The
second
permit
is
a
building
permit,
which
is
the
focus
of
this
bill.
Today,
it's
focused
on
the
structural
engineering
required
to
safely
support
and
accommodate
the
solar
system.

The
current
cost
of
a
building
permit
is
calculated
relative
only
to
the
square
footage
of
the
area
being
improved,
because
solar
can
be
spread
out
over
a
large
rooftop.
This
can
lead
to
commercial
solar,
permit
costs
to
run
in
the
high
tens
of
thousands
of
dollars
for
our
large
projects.
This
cost
bears
no
relationship
to
the
amount
of
time
in
review
or
inspection
that
the
Department
of
licenses
and
inspection
must
commit
to
these
projects
and
is
a
significant
deterrent
to
commercial
solar
development.

In
Philadelphia
we're
one
of
the
fastest
growing
solar
markets
in
the
country,
largely
due
to
residential
solar
development,
Solarize
Philly,
Allen
eyes,
streamlined
residential
solar
permitting
process
and
the
new
city
solar
rebate
program
are
all
driving
solar
development,
but
commercial
solar
development
has
been
slow
to
ramp
up
in
Philly
due
to
costs.
Residential
customers
pay
about
14
cents,
a
kilowatt
hour
on
average,
while
commercial
tends
to
be
less
than
nine
cents
per
kilowatt
hour.

So
that
makes
it
much
more
difficult
for
solar
to
compete
with
traditional
electricity,
but
since
the
cost
of
solar
have
dropped
so
dramatically
in
recent
years,
and
new
financing
products
like
C
pace,
which
was
just
enabled
by
City
Council,
have
become
available.
Solar
is
now
becoming
much
more
competitive
and
typically
has
around
a
10
or
12
year,
payback
period
for
commercial
projects,
with
federal
tax
incentives
for
solar,
scheduled
to
start
sunsetting.
Next
year
we
will
lose
important
subsidies
for
these
projects,
making
every
dollar
of
permit
costs
critically
important.

According
to
the
city's
energy
master
plan,
Philadelphia
must
develop
15
megawatts
of
solar
per
year
in
order
to
meet
our
80%
carbon
reduction
by
2050
goal.
Last
year,
only
2.2
megawatts
of
solar
came
online.
Commercial
solar
is
a
critical
component
to
meeting
our
climate
goals,
and
this
bill
will
save
commercial
solar
projects,
tens
of
thousands
of
dollars
in
unnecessary
building,
permit
fees
and
allow
this
market
to
grow,
which
in
turn
creates
jobs
and
economic
development
for
Philadelphia.
For
residential
solar
projects.

One
living
wage
family,
sustaining
job
is
created
for
every
15
homes
that
add
rooftop
solar.
Our
program,
solarized
Philly,
recently
served
its
500th
solar
home
and
we've
seen
the
job
creation
impact
already
happening.
Commercial
solar
will
only
magnify
that
impact
at
peña
we
train
high
school
students,
an
opportunity,
youth
in
solar
installation
and
design,
and
we're
in
the
process
of
launching
the
nation's
first
Career
and
Technical
Education
3-year
program
in
solar
energy.

The
same
project
in
Washington
DC
would
cost
$2,300
in
building
permit
fees,
Durham,
North,
Carolina
cap,
solar,
permit
fees
at
two
hundred
and
fifteen
dollars,
including
inspections.
So,
as
you
can
see,
there's
there's
big
difference
in
jurisdictions
across
the
kind,
and
this
is
a
real
opportunity
to
for
Philadelphia
to
help
drive
their
market.
We
are
very
grateful

Commissioner
Perry's
support
for
right-sizing
the
building,
permit
fees
for
solar
and
for
council
member
greens
leadership
and
introducing
this
bill.

continuation
of
the
work
that
this
body

done

passing
the
CPAs
legislation
to
really
develop
a
commercial
solar
industry
here
in
the
city
of
Philadelphia,
Philadelphia
and
actually
comics
Pennsylvanians
been
one
of
the
fastest
growing
solar
markets
in
the
country.

That
is
due
to
the
work
of
this
legislative
body
and
the
council
president
Corinna
Philippa
ng
authority,
as
well
as
the
leadership
but
license
and
inspection
as
well
as
sort
of
an
NGO
authority.
One
of
the
things
you've
were
passed
out
along
with
mr.
Peters
testimony
and
mr.
Dalmas.
Testimony
is
a
sample
of
commercial
solar
projects,
especially
at
our
schools
that
we
look
at
the
four
schools
that
are
located
here
on
this
document.

This
legislation,
if
passed,
would
cut
the
solar
institution,
solar
installation
projects
in
half
specifically
on
the
building
permit
fees
and
when
you
look
at
what's
happening
in
other
cities
around
the
country
having
this
type
of
legislation
passed
that
really
allow
us
to
move
forward
in
reference
to
having
more
solar
projects
which
provides
opportunities
to
reduce
our
emissions
building
residential
commercial
abilities
that
want
a
largest
producer
of
greenhouse
gas
emissions.
At
the
same
time,
helping
us
to
grow
our
green
collar
economy.

quick
question:
I
may
have
missed
it,
but
in
the
second
paragraph
of
your
testimony,
I
think
is
pretty
powerful.
I
mean
Philadelphia
is
37,000
Colorado's
captain
a
thousand?
What
would
the
cost
be
if
we,
when
we
hopefully
pass
this
bill
so
for.

It's
because
of
the
electrical
fee
component,
so
there
as
I
had
mentioned
there,
two
components
the
building
permit
and
the
electrical
permit.
The
electrical
permits
are
capped
at
$15,000
in
reserve
designed
relative
to
the
size
of
the
system,
though
it's
still
expensive,
I
think
you
know
the
electrical
inspection
matters
and
the
examiner
is
I,
think
spend
a
lot
of
time
working
on
that
so
in
in
this
particular
bill,
I
think
it
made
more
sense
to
limit
where
L&I
is
not
spending
a
lot
of
time,
which
is
on
the
building
permit
side.

This
service
decreases
the
review
time
of
an
application
from
15
to
20
businesses
to
five
to
ten
businesses,
depending
on
our
capacity.
These
accelerated
applications
are
completed
by
plants
examiner's
during
overtime.
In
addition
to
their
regular
workload,
the
service
was
originally
created
as
an
option
for
time
critical
applications
and
it
was
never
intended
to
be
a
standard
practice.
But
through
the
years
the
service
has
morphed
into
a
standard
for
many
applicants
within
the
past
five
years.
The
number
of
permits
that
we
have
issued
has
increased
annually
by
10%
by
approximately
10%.
C
As
a
result,
the
demand
for
accelerative
reviews
has
also
increased.
Consequently,
the
accelerative
review
program
has
become
increasingly
more
difficult
to
manage.
The
management
challenges
have
across
the
board
service
improvements
in
the
permitting
process
more
difficult
to
implement.
The
current
accelerator
review
fee
has
proven
to
not
be
significant
enough
to
disincentivize
it
as
a
standard
practice.
Despite
our
best
efforts
to
meet
our
service
level
agreements,
some
permit
applicants
have
consistently
filed
their
applications
and
selected
the
option
to
accelerate
the
review.

The
primary
objective
of
this
legislation
was
to
increase
the
accelerated
review
fee
in
an
attempt
to
reduce
the
number
of
applications
that
request
an
accelerated
review.
In
turn,
the
department
has
plans
to
improve
their
service
in
in
a
number
of
ways.
The
department
has
set
a
number
of
long
term
goals
to
further
improve
our
service.
These
goals
include:
the
department
is
attempting
to
do
decrease
our
review
time
of
non
accelerated
applications.
Currently,
our
longest
review
is
20
business
days.
Our
goal
is
to
decrease
this
to
15
business
days.

The
department
is
working
towards
providing
additional
resources
for
applicants,
particularly
homeowners
and
small
business
owners,
who
need
more
assistance
working
through
the
complexities
of
the
permanent
licensing
and
inspection
processes.
The
department,
the
department's
more
immediate
improvements
to
service,
include
the
department,
has
been
approved
to
hire
five
additional
plans
examiner's
to
absorb
the
additional
workload
that
is
expected
to
be
completed
during
regular,
regular
working
hours.
We
are
currently
in
the
process
of
filling
these
positions.
The
department
is
nearing
the
completion
of
the
development
of
the
Eclipse
project.
This
new
technology
will
simplify
the
submission
of
applications.

Allow
for
electronic
plan
review,
provide
efficient
communication
between
the
applicant
and
plans
examiner
and
allow
an
applicant
to
pay
their
for
their
approved
permit
online
eclipse
will
also
allow
several
city
departments
to
review
an
application
in
parallel.
Most
construction
projects
require
multiple
permits.
These
could
include
new
construction
permits,
alteration
permits
and
all
of
the
related
trade
permits,
such
as
plumbing
mechanical
electrical
and
fire
suppression.
Currently,
all
of
these
permits
permit
applications
are
submitted
separately
and
oftentimes.
Each
one
is
reviewed
by
a
different
plans
examiner
after
the
launch
of
Eclipse.

The
Department
is
encouraging
applicants
to
submit
these
applications
for
their
trade
permits,
plumbing
electrical
mechanical
or
fire
suppression
with
their
construction
permit
application.
This
method
of
submission
is
expected
to
both
expedite
and
simplify,
simplify
the
review
process.
The
department's
new
website
is
expected
to
launch
shortly.
The
new
website
provides
clear
and
consistent
direction
and
outlines
the
application
requirements
so
that
applicants
can
better
be
better
prepared
to
submit
their
applications
to
the
department.

The
department

launching
a
pre-application
meeting
program.
This
program
would
encourage
applicants
to
meet
with
members
of
our
staff
prior
to
submitting
their
application
to
ensure
that
their
submission
is
prepared
properly.
This
is
particularly
important
for
phase
work,
which
is
common
in
larger,
more
complex
developments
in
an
effort
to
incentivize
and
support
low
income
housing
projects.
This
legislation
also
provides
a
provision
which
would
decrease
the
review
time
for
affordable
housing
projects
to
ten
business
days.
The
department
is
prepared
to
promulgate
regulations
to
define
affordable
housing.

For
the
purposes
of
this
expedited
review,
the
regulation
would
say
that
any
zoning
or
building
permit
for
a
building
utilizing
the
mixed
income,
housing
bonus
or
any
zoning
or
building
permanent
permit,
accompanied
by
a
low-income
housing
tax
credit
commitment
letter
from
the
director
of
planning
and
development
would
qualify
for
this
expedited
review
at
no
additional
cost
to
the
applicant.

Almost
everyone
applying
for
a
plan
review
as
a
result
was
taking
the
accelerated
path
and,
as
a
result
of
that,
Ella
and
I
was
becoming
overwhelmed
and
not
able
to
meet
the
turnaround,
commitments
and
public
expectations
as
a
result
of
our
collaboration.
The
legislation
creates
a
more
predictable
and
rational
process
that
will
reduce
the
quantity
of
accelerated
reviews,
provide
a
quick,
Turner
and
predictable
turnaround
review
process
for
both
the
standard,
non
accelerated
option
and
the
accelerated
applications.

will
also
provide
a
required
timeline
for
amended
permits,
while
instituting
incentives
for
bundling
the
permit
the
building
permit
applications
with
subcontractor
and
trade
specific
permits.
It's
important
to
note
that
recently
L&I
received
approval
to
hire
more
plan
examiner's
and
is
in
the
process
of
launching
its
online
Eclipse
process
application
process.
Both
of
these
important
changes
are
necessary
for
this
legislation
to
be
effective,
we
commend
L&I
for
their
for
their
efforts
to
effect
the
modernization
of
the
plan
review
process,
while
maintaining
a
business
friendly
approach.

reducing
turnaround
times

tying
any
future
cost
increases
to
widely
accepted
economic

more

something

fair

both

person
running
the
properties

fair
to
the

running
those
properties

so
you're

hear
testimony

folks

worked
really
hard

very
passionate

knowing
that
are
not
happy
with
all
these
results,
but
we
need

think

even
move
forward.

Europe
from
the
city
that
L&I

does
not
support
enforcing
this
behavior.

remediated

see
a
piece

dust

something

there

already
jumping

conclusions

is
a
challenge
to

is

health
issue
and

Health
Department

support

want
to
enforce
it,
but
I'm
hoping

this
passes.

work
with
the
Health
Department

them

help
us

get
people

get
involved
and
remediate
bedbugs
throughout
the
city,

mean
Philadelphia
was
crowned
the
best
city
for
bedbugs
number,

part
of
that
reason
is
because
we
don't
have
a
policy
in
place
where
other
municipalities
do
and
so
I
believe
a
policy
set
forth
moving
forward
will
hopefully
change
that,
and
and
even
though
this
is
not

perfect
bill
at
this
point,
I'm
hoping
that
by
passing
it
and
working
on
it
and
then
getting
health
to
buy-in
will
make
it
a
lot
better.

notice

tenant

landlord
has
changed
to
90
days
and
then
at
a
ten
landlord
would
be
fully
responsible

remediation.

a
shared
responsibility
between
the
tenant
and
the
landlord.

We

It
is

the
record

we

get
through
the
nine
people

were
just
informed
about
an
hour
before
the
dis
hearing
that
there
was
an
amendment
put
as
a
bill
which
makes
a
major
major
change
in
the
bill,
and
that
is
that
it
requires
after
a
90-day
period,
if
the
tenant
discovers
there
are
bedbugs
in
the
property.
If
then,
is
there
responsibility,
even
though
the
landlord
will
do
the
work
they
have
to
pay?

It
also
says
in
the
bill:
there
was
a
provision
that
says
that
the
the
lease
where
any
agreement
cannot
require
the
tenant
to
pay
for
bedbug
remediation,
that's
stricken
out
of
the
bill.
We
are
totally
and
completely
opposed
to
this
amendment.
That
would
require,
after
a
period
of
time,
initially
was
thirty.
Now,
ninety
that
the
tenant
be
responsible,
a
tenant,
it's
not
an
expert
on
bedbugs.
It
can
take
a
year.
It
can
take
two
years
to
find
them
in
a
property.

Tenants
don't
necessarily
know
what
bedbugs
are
they
don't
most
people
don't
know
what
they
are
and
to
put
this
onus
on
the
tenant
is
we
think
ridiculous?
I've
studied
every
major
law
in
the
country,
it's
state
law
and
also
city
laws.
Every
major
city
except
Philadelphia,
does
not
have
has
a
bedbug
ordinance.
None
of
them
require
the
tenant
after
a
certain
period
of
time,
to
pay
for
the
remediation,
and
we
just
think
that
what
it's
doing
basically
is
keeping
the
status
quo
and
we're
not
going
to
change
what
happens
in
this
city.

me
go
through
my
testimony
as
to
the
original
bill,
I
thank
the
committee
and
the
chair,
Councilwoman
Maria
Kiana
Sanchez,
for
holding
this
hearing
on
a
very
important
issue
in
October
2014,
this
council
festive
resolution
on
gut
bugs
they
made
the
following
finding
the
city
does
not
have
the
bedbug
response
plan
and
his
neighborhoods
were
more
than
ten
percent.
Households
are
affected
by
bedbugs.
The
city's
does
not
have
an
agency
coordinating,
recording,
bedbug
complaints
has
not
established
best
management
practices
or
a
response
plan
to
bed
bugs
bed.

Bug
infestation
can
lead
to
social
stigma,
mental
distress
and
isolation
among
those
effective
bedbugs
do
little
blood
feeding
habits
may
have
the
potential
to
transmit
infectious
disease
to
humans.
We
have
been
working
for
over
five
years
on
a
bill
to
address
this
problem.
It
was
introduced
by
Councilman
mark
swallow
six
other
members
of
council,
including
three
that
are
on
this
committee.
This
is
important.
Philadelphia
is
the
only
major
city
that
does
not
have
bedbug
laws
and
regulations
in
effect,
San
Francisco,
New,
York,
Boston,
Washington,
DC,
Chicago
and
Los
Angeles.

All
comprehensive
programs
like
to
point
out
that
much
of
this
bill
is
taking
word
from
word
from
the
Chicago
law.
Nothing
in
Chicago
or
the
other
cities.
Has
this
responsibility
after
90
days
put
on
the
tenets,
the
EPA
in
the
CTC
consider
bedbugs
of
Public
Health
but
pest
and
is
listed
as
a
pest
with
significant
health
importance
and
bites
can
lead
to
infections
and
bedbugs
often
affect
the
mental
health
of
people
who
live
in
infective
homes
in
June
of
2019
Philly
voice
reported
that
Philadelphia
is
the
most
bed
bug
infested
city
in
the
country.

Landlords
must
develop
a
bedbug
control
plan.
If
a
person
recently
suspects
infestation,
the
landlord
shall
acknowledge
the
complaint
within
two
business
days
in
tainted
Investigative
Service
pest
management
professional
within
10
days.
If
there's
infestation
provide
remedial
surface
until
determined
remediated,
tenants
must
cooperate
and
prepare
apartment
for
treatment
if
four
or
more
units
in
the
building,
the
units
above
and
below
and
adjacent
must
also
be
investigated
and
continue
monitoring
for
twelve
months
after
no
evidence
of
bedbugs.
By
the
way,
the
amendment
strikes
that
provision
which
we
think
is
very
important.

Transient
facility
operators
have
to
have
a
bed
belt
control
plan,
they
can't
retaliate
and
they
have
to
have
a
written
record
of
complaint
and
the
resident
has
to
give
notice
of
infestation.
A
brochure
also
has
to
be
developed
by
an
agency
determined
by
the
managing
director
as
to
bedbugs
landlord
and
tenant
rights
and
responsibilities
and
made
available
on
city
website.
The
provisions
of
the
bill
will
be
enforced
by
the
department
of
licenses
and
inspections,
and
there
are
numerous
remedies
are
created
for
the
tenant
regarding
bedbugs.

what's
going
to
happen,
is
we
are
going
to
continue
to
be
the
most
infested
bedbug
city
in
the
country
and
I
urge
that
there
was
one
amendment?
Actually,
there
were
two
amendments
that
we
had
proposed:
one
would.
The
effective
date
was
immediately
and
we've
realized
that
that's
not
realistic
that
and
we
want
the
effective
date
to
be
September
1st
2020.
The
other
one
is
there's
a
provision
in
the
bill
that
talks
about
what
a
seller
has
to
disclose
to
a
buyer,
about
bedbugs

think
that's

unfortunately,
that
violates
state
law
which
says

seller,
what
kind
of
disclosures
a
seller
can
do
in
a
municipality?

add
to
that
so

for
the
last
20
years,
I've
worked
for
the
Department
of
Entomology
at
Penn
State,
specifically
the
Pennsylvania
integrated
pest
management
program.
We
are
the
statewide
authority
on
integrated
pest
management
and,
as
Georgia
said,
the
current
amendment
of
30
60
90
days
is,
is
irrelevant.
It's
arbitrary.
It
makes
no
entomological
sense
going
forward
without
that,
however,
and
just
some
basic
information
bed
bug
infestations,
have
significant
economic
and
health
impacts
on
residents
and
missus,
it
could
result
in
thousands
of
dollars
of
economic
loss.

People
often
throw
away
infested
furniture
and
belongings
in
an
attempt
to
eliminate
bed
bugs.
This
loss
is
also
felt
by
hotel
owners,
furniture
rental,
car
companies
and
rental
property
owners,
and
often
much
higher
due
to
loss
of
business
and
lawsuits
nationwide.
Pest
control
companies
average
charge
for
a
single
bed.
Bug
treatment
is
1224
dollars
per
home.
It
can
be
significantly
higher
bed
bugs
have
numerous
health-related
impacts
and
can
severely
reduce
quality
of
life
via
discomfort,
from
skin
irritations
and
allergic
reactions
to
bites
and
secondary
infections,
anxiety,
sleeplessness,
depression,
isolation
and
ostracism.

Difficulty
in
detecting
bed
bug
presence
when
their
populations
are
low
and
ineffective
control
efforts
undertaken
by
property
owners,
tenants
and
uneducated
pest
control
providers
also
contribute
to
chronic
infestations.
Although
many
tools,
methods
and
educational
resources
have
been
developed
and
made
available
over
the
last
few
years,
effective
bed
bug
management
at
community
levels
have
largely
failed.
Philadelphians
cities
such
as
toronto,
cleveland
Chicago's,
New,
York
and
even
Lancaster
Pennsylvania
have
made
concerted
efforts
to
help
their
residents
cope
with
the
bed
bug
resurgence.

However,
the
city
of
Philadelphia
does
not
have
a
coordinating
agency
has
not
established
best
management
practices,
nor
has
an
instituted,
a
response
plan
for
bedbugs.
There
is
a
strong
need
and
interest
among
educators,
researchers,
public
health
agencies,
housing
managers,
tenant
groups,
municipal
government
department,
schools,
child
cares
and
pest
management
companies
to
exchange
information,
coordinate
efforts
and
assist
each
other
in
resolving
bedbug
issues.

efforts
will
benefit
your
constituents
and
especially
low-income
renters,
because
the
communities
have
chronic
infestation
rates.
The
Pennsylvania,
integrated
pest
management
program
is
here
to
assist
in
validating
current
best
management
practices
that
will
improve

quality
of
life
for
all
Philadelphians.
None
of
us
alone
are
going
to
solve
this
problem.

role

agencies,

high

judge

school
I
joined
the
United
States
Air
Force.

pest
control
technician.
I

worked
in

industry
since
that
time,
I
have
been
a
city
business
owner
since
1994
and
I
serve
as
many
city
institutions,
including
a
University
of
Pennsylvania
for
the
last
40
years,
Drexel
University
for
the
last
40
years

many
city,
businesses
I,
am
NOT.

Part

military
training
in
1978
was
dealing
with
bed
bugs
and
I
worked
in
that
industry
for
for
for
the
Air,
Force

overseas
bases
and
have
dealt

it
since
that

The
cost
of
dealing
with
bed
bugs
for
the
average
home
is
anywhere
from
$200
to
$2,000,
depending
upon
many
factors
besides
at
home,
the
physical
condition
of
the
property,
the
cooperation
of
the
resident
or
tenant
the
severity
of
the
infestation
and
absentee
landlord
were
unconcerned
landlords.
Also,
human
issues
are
major
factors
such
as
mental
illness,
dementia
senior
citizens.

All
this
can
complicate
treatments.
Many
factors
have
contributed
to
Philadelphia
becoming
highly
infested.
Our
housing
stock
is
mostly
connected
and
bugs
can
easily
travel
from
run
residence
to
the
next
trash.
Picking
of
infested
items
that
have
been
discarded
by
uneducated
residents
is
tremendous.

in
that

below
and
when
we
sent
the
exterminator
in

get
rid

exterminators
said
that

person
brought
them

How
does
that
happen?

Usually
it's
by
something
you
bring
into

They
don't
live

live

rid
of
an
insect
from
a
city
from
the
city
of
Arequipa.
We
got
rid
of
a
the

which
is
like
a

bed
bug

you
it
can
be
done.

you
need
is
smart
policy
that
will
encourage
people
to
report
infestations
quickly
and
that's
why
I'm
so
concerned
about
the
amendment.
If
you
put
the
onus
of
hang
on
the
tenant,
they
may
not
report
it
right.
We,
it
I,
don't
care
who's
who's
in
who
is
responsible
if
they're
not
reporting
it.
It's
gonna,
spread
and
I'm
concerned
about
a
date,
because
I
know
because
I
get
calls
all
the
time
about.
Bedbugs
I
don't
get
any
calls
in
the
winter.
People
aren't
noticing
them
as
much
in
the
winter.

I,
don't
know
where
they
go,
but
they're
not
fighting
is
frequently
most
of
the
time
you
don't
hear
about
it
till
July
or
August.
If
you
run
a
place
in
January,
you're,
not
gonna,
know
about
it.
I
wouldn't

not

a

it
for
myself.
If
I
treated
a
house,
I
wouldn't
think
it
was
free
of
bedbugs
for
at
least
two
years
going
back
in
the
summer
and
monitoring.

Consequence
they're
confident
vectors.
That
means
they
can
transmit
to
pathogens,
Trypanosoma
cruzi,
which
causes
Chagas
disease
and
bartonella
quintana,
which
causes
trench
fever.
You
may
think
that
these
things
aren't
in
our
city,
but
they
are
trench.
Fever
is
common
among
the
homeless
population
and
Chagas
disease
are
thousands
tens
of
thousands
of
people
with
this
disease
in
the
United
States
I.
Don't
know
that
these
so
confident
means
they
can
transmit.
We
don't
know
if
they
will
and
that
matters
about.

We
use
the
term
cloud
vectorial
capacity
it's
on
your
sheet,
which
is
basically
a
measure
of
how
many
of
them
are
there.
How
frequently
do
they
do
they
bite
us
and
on
those
numbers?
The
math
is
really
worrisome,
they're
worse
than
the
mosquitos
mosquitos
you
can
get
away
from.
If
there's
an
epidemic
of
mosquito-borne
illness
we
can
go
inside,
we
can
put
on
DEET.
What
are
we
going
to
do
if
there's
an
epidemic
in
bed
books,
you
can't
hide
the
only
way
to
do
it
is
to
stop
the
epidemic
from
starting.

That
means
keeping
their
numbers
low
and
I
wanted
to
say
it's
a
positive
message.
We
can
do
that
because
they're
not
that
transmissible,
it's
really
hard
to
get
a
bedbug
out
of
a
home,
it's
not
so
hard
to
get
them
out
of
a
city.
We
have
another
statistic
on
there
called
the
Arnott.
That's
the
number
of
secondary
cases
that
occur
with
the
first
infectious
case
for
bedbugs.
It's
just
barely
over
1.

If
you
get
it
under
1,
the
epidemic
turns
around
and
it
goes
down
and
so
I
also
submit
an
article
we've
written
I
was
on
your
task
force,
I
heard
from
the
apartment
associations
about
the
worry
over
disclosure,
and
this
was
gonna
cost
a
lot
of
money
to
landlords.
What
we
found
using
mathematical
models
which
are
published
everyone
see.
What
we
did
is
that
it's
not
going
to
cost
a
lot
of
money
because
what's
gonna
happen
is
if
you're
treating
them
quickly,
you
can
add
beginning
you're
gonna
pay
a
little
bit.

Then
you
gonna
save
money,
because
we're
gonna
have
fewer
bedbugs.
When
the
prevalence
of
bedbugs
goes
down,
that's
fewer
may
keep
going,
it's
you're,
paying
less
landlords
are
going
to
save
money
because
they're
you're
dealing
with
fewer
infestations
fewer
treatment,
fewer
lost
tenants.
If
you
return
over
costs,
tenants
are
going
to
save
money.
The
city's
going
to
save
money
or
hospitals
are
gonna,
save
money.
Our
businesses,
they're
gonna,
save
money.

put
it
on
the
tenant
they're
not
going

tell
you
about
it,
they
might
leave
and
as
you've
heard
yes,
they
can
take
them
with
them.
So
you
had
one
infestation
now.
You've
got
two
because
they
leave
them
behind

it's
going
to
duplicate
and
duplicate
like
bacteria
in
a
petri
dish,
and
it's
going
to
go
out

control.

why

work
involves
bedbugs
talking
to
residents
on
the
phone
identifying
insect
samples
that
are
brought
to
our
office
or
providing
training
to
residents
social
service
providers
and
pest
management
professionals
I'm
going
to
shorten
my
testimony
to
focus
in
on
these.

Live
of
course,
in
our
homes
there
are
not
wild
bedbugs
in
the
park
that
bug
seldom
infest,
most
schools
at
workplaces.
No
one
is
sleeping
there
and
that's
where
the
bugs
feed
on
us
and
our
children.
When
we
are
asleep,
however,
bedbugs
are
hitchhikers,
they
travel
on
our
own
clothes
and
belongings
to
drop
off
by
the
random.
We
are
on
purpose
and
then
find
a
new
host
to
go
home
with
this
is
most
likely
to
occur
anywhere
where
our
people
sit
for
an
hour
or
more
change.

Clothes
provide
home
care
or
sleep
in
places
where
occupants
are
highly
transient.
Anybody
can
get
bedbugs,
you
get
them
because
you
are
unlucky,
then
they
are
in
our
homes.
Row,
homes
define
Philadelphia,
59%
of
our
housing
is
row
homes,
and
most
of
them
were
built
before
World
War
two
and
have
plenty
of
cracks
and
crevices,
where
bed
bugs
can
hide
and
readily
pass
between
units.

Only
8%
of
our
homes,
their
single-family,
detached
homes.
In
this
ideal
habitat
bedbugs
flourish,
they
don't
need
to
hitchhike.
They
just
crawl
down
a
wire
or
a
pipe
to
find
a
new
home
research
has
shown
that
they
readily
do
this.
A
Rutgers
University
study
released
marked
bedbugs
in
the
top
floor
apartment
within
two
weeks.
They
had
spread
to
each
adjacent
apartment,
to
the
sides
below
and
even
across
the
hall,
while
bedbugs
cannot
fly,
jump
or
burrow
they
walk.

Research
from
some
voluntary
companies
in
many
universities,
including
Penn
State,
Rutgers
and
Virginia
Tech,
has
developed
and
verified
several
new
tools
that
target
bedbugs
and
new,
ineffective
ways.
These
new
tools
and
the
integrated
pest
management
toolbox
are
used
together,
including
new
monitors,
heat
chambers
and
other
heat
delivery
devices.
Innovative
pesticides
and
verified
treatment
protocols,
as
Marty
mentioned
even
difficult
infestations,
may
be
sexual
successfully
treated
with
little
representin
preparation.
All
of
this
is
to
say
it
has
never
been
easier,
more
efficient
or
more
effective
to
control
bed
bugs
and
we
learn
more.

Each
year
fatalistic
deflectors
such
as
oh
they're,
impossible
to
get
rid
of,
or
people
just
won't
cooperate
and
pest
control
can't
do
their
job
are
no
longer
valid.
Philadelphia
can
control
bed
bugs,
but
we
need
to
recognize
the
problem
and
empower
the
solutions.

The
housing
attorney
at
the
AIDS
Law
Project
of
Pennsylvania
I'm
here
today,
because
Philadelphia
residents
need
the
leadership.
The
City
Council
to
pass
bill
number
one,
nine
zero
one,
zero
six.
The
way
it
was
originally
written,
I
respectfully
opposed
the
amendment
that
was
proposed
today.
That
would
still
hold
tenants
financially
responsible
if
they
reported
the
bedbug
problem
to
their
landlord
after
90
days
has
passed
from
the
beginning
of
their
tenancy.

What
happens
to
a
tenant
who
gets
bedbugs
from
their
neighbor
six
months
after
their
tenancy?
What
happens
to
somebody
who
gets
bedbugs
in
the
wintertime
when
the
problem
isn't
apparent
and
doesn't
become
apparent
for
four
more
months?
The
status
quo
is
what
happens.
I
had
prepared
testimony
today
about
some
of
the
realities
that
my
clients
face.
Basically,
what
the
status
quo
is
today
and
the
interest
of
time
I'll
summarize
it
to
a
couple
of
clients
in
2013
I,
had
an
eviction
client
living
in
HUD
subsidized
senior
apartments
in
West.
D
Philadelphia
landlord
wanted
to
evict
her
for
allegedly
failing
to
maintain
a
clean
apartment.
Basically,
I
went
out
there
and
found
that
her
apartment
was
clean,
but
I
noticed
that
there
were
numerous
blood
stains
on
her
mattress
and
that's
when
I
knew
something
was
going
on.
She
was
one
of
the
fortunate
ones
of
the
five
clients
who
I
have
submitted
their
stories.
Today.
She
was
the
only
one
where
the
landlord
did
eventually
remediate.
Stop
the
eviction
proceedings
and
didn't
force
her
to
pay,
unfortunately,
she's
the
exception.

Many
people
believe
that
renters
can
force
their
landlords
to
pay
and
the
fact
is
is
that
they
can't
shared
responsibility
really
ends
up
becoming
the
tenants
responsibility.
Leases
are
written
by
landlords
and
the
leases
are
going
to
hold
the
tenants
responsible.
So
one
of
my
clients,
where
that
happened,
had
a
bedbug
infestation
in
his
apartment.
He's
an
African
American
51
year
old
man
living
with
HIV,
less
$900
a
month,
income
from
Social,
Security,
disability,
the
lease
didn't
say
who
was
responsible,
but
his
landlord
told
him.

He
had
to
pay
the
remediation
himself
and
he
knew
if
he
paid
the
$500
mediation
fee.
He
wouldn't
be
able
to
pay
his
rent.
He
wouldn't
be
able
to
pay
his
electric
bill.
So
what
did
he
start
doing?
He
started
sleeping
in
the
kitchen
he
paid
his
rent
on
time.
The
bedbugs
followed
him
to
the
kitchen.
He
started
sleeping
in
the
bathtub
and
unfortunately
that
was
his
reality.
Even
after
a
doctor
wrote
a
note
saying
how
it
was
adversely
affecting
his
health.

Another
client
of
the
Law
Project,
who,
like
many
Philadelphians,
has
an
oral
lease
spent
weeks,
trying
to
convince
her
landlord
to
remediate
for
bedbugs
to
put
pressure
on
the
landlord.
My
client
called
L&I
when
the
L&I
inspector
came
to
the
property
she
refused
to
complete
the
inspection.
My
client
didn't
realized
that
L&I
doesn't
currently
inspect
for
bedbugs,
which
means
that
landlords
can't
get
code
violation
for
bedbugs
contrast.

Fortunately,

really
important
to

As
a
nurse
home
visitor
I
have
been
doing
home
visiting
in
Philadelphia
for
11
plus
years,
I
have
watched,
bedbugs
increase,
I've
watched
the
number
of
families
suffering
the
consequences
of
bedbugs
increase.
A
lot
of
people
have
listed
off
the
public
health,
the
very
real.
Q
Health
effects
of
bedbugs
today
but
I
feel
like
there
were
several
things
left
off
of
those
lists,
so
I'm
going
to
amend
my
list
just
to
include
the
ones
that
hadn't
been
discussed
yet
loss
of
wages.
When
somebody
discovers
bedbugs,
they
have
to
take
a
lot
of
time
off
of
work
to
remediate
it.
They
often
have
to
be
home
for
exterminators.
They
have
to
possibly
exterminate
their
car,
as
I
have
had
to
twice.
I
have
had
to
also
take
time
off
of
work
to
check
my
entire
home.

Have
other
people
come
in
and
check
my
home
due
to
concerns
of
exposure
related
to
my
job
lost
productivity
due
to
the
health
consequences
such
as
depression,
anxiety,
loss
of
sleep,
etc,
but
lost
productivity
has
a
real,
measurable
outcome,
I
think
mr.
Dom
councilman
Dom
has
spoken
to
that
in
the
past.
Regarding
other
issues,
that
I've
heard
you
speak
about,
but
lost
productivity
is
very
real
lost
days
of
school.

That
can
either
be
from
the
school
being
shut
down
due
to
bedbug
exposure,
or
that
can
be
due
to
children
being
sent
home
from
school
because
the
bedbug
was
identified
on
them.
That
leads
to
stigmatization
of
that
child
and
further
emotional
health
consequences
that
go
long
beyond
the
exposure
of
that
school
permanent
scarring
a
lot
of
times.
People
don't
talk
about
the
visible
physical
relationship
that
bedbugs
have
to.
When
you
see
somebody
with
scars
from
bites.

concerned
that
that
meat
that
they
may
have
come
from
that
and
those
people
face
a
lot
more
social
isolation
and
rejection
from
their
peers
from
their
family
members
from
their
friends
from
employers,
etc.
Risk
for
developmental
delay
was
not
something
that
was
brought
up.
I
have
families
who
refuse
to
put
their
children
on
the
floor.
I
have
families
that
are
afraid
to
have
their
children
sleep
on
safe
sleep
surfaces,
because
those
safe
sleepless
surfaces
may

bedbugs

maternal
child
bonding
I
have
seen
the
impact
of
bedbugs
on
pregnant
women,
giving
birth
to
children.
The
depression
and
anxiety
is
impacted
and
impacts
that
relationship
they're
developing
with
their
newly
born
child
housing
and
stability.
Increased
substance
use
fear
of
child
protective
services,
child
protective
services,
involvement,
exhaustion,
inability
to
think
clearly
which
can
lead
to
driving
issues,
a
host
of
other
public
health
issues,
lowered
self-esteem
and
job
loss.

of
things
that
weren't
included
in
the
very
long
list
of
things
that
were
already
included

I've
seen
all
of
them.
I
recognize
that
the
Philadelphia
Public
Health
Department
has
not
yet
listed
bedbugs

concern,

part

this
discussion
and
part
of
City
Council's
Duty
here
is
to
increase
that
conversation
with
the
Health
Department,
because
this
is
a
public
health
issue.
It's
serious.
It
has
severe
consequences.

think
of

bill
number
one

one

which
permits
the
use
of
only
certain
bags

retailers
at
the
point

sale,
I'm
very
pleased
to
provide
testimony
today.

City
Council
takes
up
this
critical
issue
of
single-use
plastic
bags,
and
although
plastic
pollution
is
a
global
problem
that
cities,
states
and
countries
are
grappling
with,
you
don't
have
to
look
beyond
our
city
streets
to
see
the
impact
of
single-use
plastic
bags
on
Philadelphia.
In
fact,
the
2017
zero
waste
and
litter
Action
Plan
recommended
the
banning
of
plastic
bags
is
a
major
strategy
to
reduce
the
amount
of
litter
in
Philadelphia.
The
sheer
magnitude
of
single-use
plastic
bags.
Using
this
reason
region
is
astonishing.

The
cleaner
Council
estimates
that
Philadelphians
used
over
1
billion
plastic
bags
annually,
although
some
may
claim
that
these
bags
are
recycled.
Statistics
from
waste
management
show
that
only
1%
of
these
bags
are
actually
recycled.
So
where
do
the
rest
of
them?
Go?
The
2018
citywide
litter
index
revealed
that
single-use
plastic
bags
were
the
fifth
most
littered
item
in
Philadelphia
behind
other
single-use
plastics
like
beverage
bottles
and
takeout
containers.

The
water
department
removed
over
8
tons
of
single-use
plastic
from
our
streams
in
green
water
stormwater
infrastructure
in
2018,
with
plastic
bags,
accounting
for
over
17%
of
this
waste.
The
sheer
volume
of
these
single-use
plastic
bags
being
littered
has
significant
consequences
for
our
residents
and
our
city
operations.
In
fact,
businesses
with
littered
storefronts
are
50%
less
likely
to
be
patronized
than
storefronts
that
are
not
lettered.

According
to
industry
reports
and
our
former
recycling
processor
read
community
reported
that
plastic
bags
getting
stuck
in
recycling
processing
machinery
at
the
recycling
plant
accounted
for
over
10,000
hours
of
lost
staff
time
as
the
facility
needed
to
be
shut
down
to
clean
the
plastic
bags
out
of
the
equipment.
Thus,
our
recycling
streams,
much
more
expensive
and
less
efficient.

It's
undeniable
that
the
magnitude
of
plastic
bags
distribute
in
Philadelphia
are
one
of
the
largest
polluters
and
drains
and
our
city
resources
and
economy
when
it
comes
to
the
cost
of
cleaning
them
up
from
our
littered
streets
and
processing
them
through
our
waste
management
systems.
Today,
bands
are
widely
accepted
as
effective
policy
to
address
litter
and
waste,
and
more
than
200
municipalities
throughout
the
US
have
done
so,
including
Chicago,
New,
York,
District
of
Columbia
and
Boston.

Moreover,
entire
states
and
territories
in
the
United
States
from
California
to
Puerto
Rico,
haven't
that
have
enacted
legislation
that
bans
plastic
bags
and
or
sets
fees
on
other
types
of
bags.
There
are
major
supermarket
chains
like
Kroger
that
look
to
phase
out
plastic
bags
by
2021
from
their
stores,
not
to
mention
stores
like
sav-a-lot
&
Aldi,
which
happened
to
operate
in
low
to
mid,
commit
mid-income
parts
of
our
city
that
have
their
own
policies
and
fees
on
plastic
bags.

This
bill
is
a
common-sense
and
measured
bill
that
will
do
reduce
litter
and
ensure
cleaner,
thriving
neighborhoods
for
our
residents,
without
putting
too
much
of
a
burden
on
our
businesses
and
our
residents
and,
as
I
said,
will
keep
us
in
step
with
the
progress
other
cities
are
making
on
this
issue.
As
it's
currently
written,
the
legislation
calls
for
a
15
cent
fee
on
paper
or

businesses

make
the
policies

nudge

the

people

ahead

at

town

have

ban

as
this

a
community
beautification
organization
that
serves
wealthy
residents,
students,
neighborhoods
and
civic
leaders
for
a
shared
vision

a
litter
free
city,
we're
also
members
of
the
city's
zero
waste
and
litter
cabinet
and
work
closely
with
the
streets
department
on
this
initiative.
So
we
are
also
a
local
affiliate
of
key
Pennsylvania,
beautiful
and
a
part
of
a
larger
network,
Keep
America
Beautiful.

thank

Bill,
one:
nine,
zero,
six
one
zero
key

host
land-based
and
water
weight,
litter
cleanups
with
many
of
the
other
organizations
they're
gonna
hear
from
today.
These
are
a
cornerstone
of
our
anti
litter
work,
but
there
is
frustration
that
comes
with
cleaning
up
the
same
blocks
and
parks
year
after
year,
which
is
aggravated
by
the
cost
and
time
procuring
supplies
and
hosting
a
safe
of
em.

Our
volunteers
often
find
plastic
bags
and
other
single-use
plastic
items
as
they
clean
up
waste
and
litter
from
streets
parks
and
waterfront
property
at
a
Philly
spring.
Cleanup
event.
In
Cobbs
a
couple
of
years
ago,
a
small
group
of
volunteers
directed
most
of
their
energy.
It
was
a
couple
hours
toward
removing
debris
x'
from
a
nest
of
low-hanging
tree
limbs
over
Cobbs
Creek
stormwater
had
rushed
over
the
tree
limbs
and
submerged
them
in
the
creek,
and
they
caught
debris
that
would
have
otherwise
washed
downstream.
By
and
large
volunteers
cleaned
out,
mostly
plastic
bags.
S
From
this
tree
limb
nest.
We've
worked
with
city
partners
for
many
years
on
public
education
campaigns
around
the
recyclability
of
plastics,
with
the
recent
emphasis
that
you
may
have
seen
streets
debarment
campaign
on
keeping
plastic
bags
out
of
curbside
recycling
bins.
However,
we
find
that
plastic
bags
are
still
ending
up
in
curbside
recycling,
bins,
trash
cans
or
on
the
street
once
they
end
up
as
litter.
S
On
the
street
plastic
bags
clog
up
our
drainage
systems,
they
make
their
way
to
local
waterways
like
the
Cobbs
and
may
ultimately
end
up
in
our
ocean
in
about
100
kindergarten
to
eighth
grade
classrooms
across
the
city.
Our
educators
are
presented
and
discussed
the
concept
of
single-use
plastics
as
part
of
an
environmental
education
curriculum.

We
emphasize
the
recyclability
of
plastics
and
challenges,
students
to
reduce
their
use
of
or
flat-out
refuse,
single-use
plastics
like
plastic
bags
whenever
possible
and
I
just
want
to
say
that
they
get
it.
Students
understand
this.
They
understand
why
it's
important
this
past
spring
students
from
11
public
schools
in
the
city
participated
in
a
cleanup
project
using
the
location
tracking
mobile
application.
Literati.
This
project
is
part
of
a
school
district,
Philadelphia's
green
futures
initiative
to
engage
students
through
service
learning
among
the
top
five
literate
items
that
students
catalogued
throughout
the
project
or
plastic
and
plastic
bags.

are
dedicated
to
protecting
this
city
that
we
call
home
and
keeping
valuable
public
areas
like
parks,
waterways
and
school
yards,
clean
and
green.

this
case,
we
educate
on
the
ways
that
we
can
prevent
pollution

source,

legislation

one
of

many
tools

support
our
decades-long
efforts

average

bags

average
American
consumer

bags

using
every
year.

really
a
good
striking
visual
for
people
and
I
want

address
the
issue
of
poverty

raised
in
poverty.
You
understand
what
it
means
to
live
in
poverty
and

Don't
think
that
people
should
be
penalized
for
living
in
poverty,
but

also
want
to
say
that
poor
people
also
care
about
the
environment.

poor
people

environments
were
activists
they
they
don't
want

penalized

being
poor,
but
they
also
want
to
see
our
streets
clean.

see

environment
protected,
so

are

enthusiastic

an
existential
crisis

climate

destruction
of
our

They
are
looking
to
our
politicians,

save
us

really

like
if
we
can't
do
something
small,
like
banning
plastic
bags,

are
we
going
to
do
something
big
like
getting
solar,

reducing

the
American
forest
and
paper
Association,
our
members
manufacture,
pulp
paper
paper-based
packaging
and
tissue
products
all
made
in
the
u.s.a
FM
PA
opposes
the
bill
as
currently
drafted.
In
addition
to
banning
plastic
bags,
this
ordinance
seeks
to
place
a
15
cent
surcharge
on
paper
and
reusable
checkout
bags.

Efmp
a
believes
that
all
paper
bags
should
be
excluded
from
measures
to
tax
retail
bags,
because
it
is
a
commodity
that
is
recyclable,
highly
recycled
compostable
and
made
from
a
renewable
resource.
The
proposed
mandate
that
retail
stores
keep
the
full
15
cents
charged
for
every
recycled
paper
bag,
creates
the
function
of
a
tax
without
any
benefits
to
the
public.
Retail
stores
already
have
the
option
to
charge
for
carry
out
bags
without
needing
permission
from
the
local
jurisdiction.

We
should
also
remember
that
taxes
and
fees
burden,
hard-working
citizens,
increasing
costs
of
basic
necessities
for
all
citizens
and
disproportionately
impacting
those
who
are
low-income.
These
consumers
cannot
afford
to
pay
an
additional
tax
on
bags
while
they
struggle
to
cover
their
current
expenses
and
need
a
packaging
option
to
protect
their
food
purchases
from
damage
and
contamination.

Consumers
who
are
sensitive
to
environmental
concerns
also
prefer
paper
bags
responding
to
consumer
demands.
Many
retailers
have
already
voluntarily
transitioned
to
paper.
In
Pennsylvania,
the
forest
products
industry
operates
263
manufacturing
facilities
and
employs
nearly
54
thousand
individuals
with
an
annual
payroll
of
over
2.9
billion
and
produces
16
billion
in
product.
Each
year
the
estimated
state
and
local
taxes
paid
in
Pennsylvania
by
the
forest
products
industry
totals
196
million
annually.
Our
industry
achieves
a
consistently
high
recovery
rate
of
material
in
2018.

Sixty
eight
point:
one
percent
of
all
paper
consumed
in
the
US
was
recovered
by
recycling
and
the
recovery
rate
has
met
or
exceeded
63%
for
the
past
nine
years.
Paper
is
the
most
recycled
material
in
the
u.s.
today,
according
to
the
EPA,
more
paper
by
weight
is
recovered
for
recycling,
for
municipal,
solid
waste
streams
than
glass,
plastic
and
aluminum
combined.
We
urge
that
you
consider
the
many
important
uses
of
paper
bags
and
keep
in
mind
that
they
are
highly
recycled,
compostable
and
made
from
a
renewable
resource.

included

insistence
of
state
Republican
leader
Jake
Orman
of
Centre
County,
because
his
district
includes
a
plastics
manufacturer
and
a
Township
considering
a
fee
on
plastic
bags.
So
one
legislator
was
able
to
deny
every
municipality
in
the
Commonwealth
one
of
their
rights
to
self
rule
and
that
just
simply
isn't
right.
So
now,
if
West
Chester
passed,
our
plastic
ban
we'd
be
in
violation
of
state
law.
So
we
had
a
dilemma.

If
our
ordinance
went
into
effect
with
for
the
state's
period
of
study
was
completed,
the
Commonwealth
would
take
legal
action
against
the
borough,
possibly
against
each
member
of
Borough
Council
at
great
expense.
We
all
felt
J
Korman's
action
created
bad
law
and
our
solicitors
felt
we'd
be
in
a
better
position
to
challenge
the
state
preemptively.
If
we
all
voted
no
on
the
plastics
banned,
so
we
can
then
take
it
up
later
when
we
had
a
good
idea.

What
our
position
with
the
state
would
be
to
me
and
several
others
that
seemed
the
most
prudent
course
of
action
so
as
not
to
open
up
the
borough
to
needless
litigation.
It
may
have
been
a
correct
thing
to
do,
but
was
it
the
right
thing
to
do?
At
the
public
hearing
on
the
ordinance
council
chamber
was
packed
with
people
wall-to-wall
and
normally
we
have
like.
Maybe
five
to
ten
people
show
up
for
meetings.
So
this
this
was
impressive.

Many
of
the
attendees,
including
Maurice
Thompson,
who
was
here
with
us
today
and
state
senator
Andy
Denham
and,
along
with
some
community
activists,
gave
intensely
passionate
speeches
as
to
why
we
should
pass
the
ban
and
the
state
be
damned
when
it
came
time
to
vote,
and
the
question
was
called
I
was
going
to
vote.
No,
the
council
person
next
to
me
voted
no.
Now
the
vote
was
three.

Three
I
was
my
ball
game
now
and
in
the
course
of
three
seconds,
I
reflected
upon
everything
that
had
been
said
that
night
and
I
just
said
to
hell
with
it.
It's
the
right
thing
to
do
and
I
voted
yes
with
the
voted
for
three,
the
ordinance
passed
and
the
room
just
exploded
in
applause
and
cheers.
It
was
a
pretty
impressive
thing
that
you
have
to
understand.
All
seven
members
of
our
Borough
Council
were
a
hundred
percent
support
of
the
ban.

It
was
just
the
the
interpretation
of
law
and
the
approach
that
caused
three
members
to
vote.
No,
either
way.
Every
member
voted
in
the
best
interests
of
the
borough
and
as
the
state
coming
after
us,
I
really
never
thought
that
would
happen
for
the
state
to
come
out
down
on
our
small
borough
for
transgressing
a
law
that
totally
defies
the
obvious
direction
or
future
holds
just
made.

No
sense
and
something
I
would
make
a
PR
nightmare
if
they
did
some
weeks
later,
I
met
with
senator
and
a
gentleman
who
assured
me
that
nothing
would
happen
based
on
his
many
years
in
Harrisburg
and
nothing
has
so
inflated
language.

it
to
the
state
and
it
was
pleasant
and
we
won
Philadelphia
can
do
it
too
I'd

suggest
Philadelphia
partner
with
West
Chester,
as
other
municipalities
enact
their
own
plastic
bands.

source

concern
is
that
we
have
more
plastic
bags
flying
all
over
my
neighborhood
than
births,
and
all
you
see
in
our
trees
in
our
parks
is
more
and
more
trash
finding
staying
in
there,
which
is
killing
our
base
environmental
issue
and
it's
polluting
our
areas.

don't
want
to
live
like
that,
and
certainly
I
don't
want
the
people
in
my
Maneki
my
what
a
neighborhood
to
live
like
this
right
so
I
also
come
from
Puerto
Rico
like
Maria
and
I,
do
understand
about
we
actually
one.

We
stop
the
using
of
the
plastic
bags,
which
was
a
rather
issue
in
Puerto
Rico
in
our
oceans,
I'm,
a
surfer
and
everything
started
with
surfing,
and
we
was
worried
about
all
these
plastic
bags
getting
into
our
waters,
our
creeks
and
our
rivers,
and
we
actually,
it
was
a
hike.
It
was
a
fight,
but
at
the
end
of
the
day
by
us,
educating
the
people
in
the
island,
that's
how
the
bill
passes
and
also
it
was
considered
health
issues
since
I'm.

nurse
also
I
would
say,
is
a
health
issue.

people,
our
people
in
North,
Philadelphia
and
especially
in
Philadelphia
I,
get
really
sick
because
all
these
plastic
bags
floating
around
getting
into
other
our
our
water
sewers
getting
into

creeks
and
getting
into

Delaware
River.

then
we
consume
that
that's
getting
into
our
neighborhoods
into
our
house.
We
have
to
stop
and
eat,
enjoy
what
we're
doing
I
understand.
We
have
74
percent
of
like
low-income
people.
We
are
74
percent
of
probably
in
our
area,
and
we
only
have
four
four
percent
of
access
in
health
in
North
Philadelphia.

That's
a
big
issue
by
saying
that
what
we
do
in
Providence
center
with
the
trash
Academy
is,
we
are
making
our
own
reusable
bags
and
we
are
talking
to
the
people
in
the
community
in
our
own
languages,
and
we
also
teach
them

step
by
step,
how
they
can
make
their
own
reusable
bags
like
that.
We
can
stop
the
using
of
plastic
bags.

understand
we
are
the
property
income
communities,
but
that
doesn't
mean
that
we
can
learn
by
teaching
them
how
to
make
their
own
reusable
bags
that
we
did
in
Puerto
Rico
like
they
did
in
California,
or
they
can
also
use
reusable
bags.

pay
for
them,
they
can
buy
them
in
the
dollar
store
they
everywhere
in
our
stores.

issue

some
of
these

bodegas

people
taking
advantage

low-income
communities

to
make
sure
that
we
educate
open
communities

care

the
leader

concerning,
and
that
is
the
plastic
bag
issue
and
that
we
have
in
our
community
and
everywhere
else
as
well.

love
my
park.
Trails
neighborhood
as
I've
become
more
active
in
these
walks
and
activities.

aware

plastic
bag
issue
for
environment
and
as
a
mother
and
a
grandmother
I
worry
about
my
family's
health

future,

well

the
environment.

example,
I
did

little
research.

know
that
it
affects

Animals
can
choke
and
it
can
cost
their
death
they
get
into
our
waters,
such
as

streams,
creeks
trains
and
oceans.
They
caused

drains
to
clog
which
affects
the
proper
flow
of
our
waters.

have

they
release
toxic
chemicals
which
are
harmful
to
us.

get
caught

trees
and
plants
which

not
look

attractive

our
children's
health
and

idea

could

bags,
because

know
that's

big
problem
with
the
trash
in

resident

support

this
ban,
the
single-use
plastic
bag
and
the
reason
is
this:
I
clean
four
to
five
times
a
week,
five
sewers
one
and
a
half
lots
that
are
oversaturated
with
plastic
bags.
It
has
drove
me
to
a
degree
of
a
mental
state
that
I
am
just
livid.

Avenue
through
no
fault
of
their
own
and
the
bats
are
just
fine
all
around.
Like
they're
having
an
epileptic
seizure
of
some
sort,
coupled
with
the
fact,
coupled
with
the
fact
that
alleys
in
my
immediate
neighborhood
I
had
a
mindful
zero
waste
cleaning
activity
event
on
June,
28th
cleaned
three
alleys,
that
alleys
will
full
more
trash
trash
bags
than
this
than
the
other
trash
and
litter.

using
unnecessary
time
to
clean
plastic
bags
from
the
sewer
as
a
date
like
this
I
hope
that
I
can
get
home
in
time
before
the
rain
comes
down.
If
it's
not
raining,
because
when
it
rains,
the
water
pushed
these
plastic
bags
to
the
sewer.
Why?
Because
the
plastic
bags
are
light
and
weight,
so

wind
and
the
water
pushes
them
into
the
sewers,

sewers
that
are
open,
mouth
and
new
sewers
that
have
grits
on
them.

with
all
this
cleaning

doing
with
just

a
plastic
bags

affecting

us
with
asthma

these

they
don't

costs
less

five
cents

get
the
bag
in
the
first
place
and
it
costs
us
30
cents

pick
it
up.

members

environment

testifying

support
of
council
middle-schoolers
ordinance
at

plastic
bags

on
recyclable

A
pet
environment
is
part
of
Environment
America,
a
national
network
of
29
state
groups
across
the
country.
I
We've
been
intimately
involved
in
the
passage
of
the
fee
ban
hybrid
in
cities
across
the
country,
and
so
I
want
to
offer
Penn
environment
and
our
partners
at
Environment
America
as
a
resource
to
the
council
on
what
those
best
practices
are.
I'll
skip
the
part
of
my
testimony
where
I
talk
about
how
bad
plastic
bags
are
for
us
and
for
the
environment,
I'm,
really
heartened
that
we
seem
to
be
in
agreement
on
that.
What
I
want
to
address
specifically
is
the
idea
that
we've
had
free
plastic
bags
all
along
we've,
never
had
free
plastic
bags.
I
I
It
makes
it
harder
to
comply
with
our
consent
decree
with
the
EPA
to
comply
with
the
Safe
Drinking
Water
Act
or
the
Clean
Water
Act,
and
the
water
department
estimates
that
this
pollution
is
doubling
the
maintenance
cost
of
our
stormwater
infrastructure,
we're
paying
for
them.
The
increased
cost
of
recycling
recycling
I
know
has
been
a
hot
topic
in
the
chamber
this
year:
single
use
bags
or
the
number-one
contaminant
found
in
recycling
facilities
when
they're
being
improperly
recycled.
I
They
clogged
the
machinery,
they
decrease
the
efficiency
and
they
drive
up
the
cost
of
recycling
and
PennDOT
spends
13
million
dollars,
cleaning
up
roadside
litter
in
last
year
alone,
with
the
majority
in
southeastern
Pennsylvania.
So
we
are
already
paying
for
single-use
plastic
bags,
there's
a
lot
of
data
about
what
types
of
bag
ban
laws
work
and
which
don't
and
with
ordinance
one

I
Oh,
we
believe
we've
achieved
the
most
successful
parts
of
plastic
bag
ban
legislation
across
the
country,
setting
a
ban
on
plastic
bags
below
a
particular
thickness
and
placing
a
fee
of
some
size
there's
room
to
negotiate
there
on
plastic.
On
paper.
When
you
set
a
limit
on
plastic
bags,
but
don't
have
a
fee,
it
doesn't
work.
San
Francisco
tried
to
do
this
and
when
they
had
a
bandwidth
no
fee,
there
was
no
change
in
consumer
behavior.
I
Retailers
switched
to
offering
paper
bags
with
excessive
double-bagging
for
energy
intensive
and
expensive
paper
bags,
or
people
switch
to
using
heavy
high-density
polyethylene
bags
that
are
marked
reusable,
but
that
no
one
reuses,
and
so,
when
you
don't
have
a
fee
on
those
other
types
of
bags,
you
don't
see
the
change
in
consumer
behavior
versus
when
you
look
at
the
cities
in
California
and
across
the
country
that
have
implemented
a
bag
ban
hybrid
fee.
We
see
market
reduction
in
single
use
bags
of
all
types.
I
We
hope
the
city
will
make
it
a
top
priority
to
implement
the
combined
fee
and
ban
to
get
the
greatest
reduction
in
single
use
bags
in
service
of
its
goal
of
a
zero
waste
Philadelphia
by
2035
it's
in
the
best
interest
of
our
waterways,
our
wildlife,
our
health
in
our
climate.

dumping
and
plastic
bags.

Let's
discuss
dumping
dumping
and
littering
which
I
see
is
a
problem
in
my
community,
because
there
are
many
empty
houses
and
vacant
lots
through
the
community
when
people
right
through
it
gives
them
an
opportunity
to
see
where
they
can
dump
illegal
trash,
but
they
might
forget
to
put
out
on
they
trash
day
their
regular
trash
day.
Now
here
comes
the
straight
animals
eating
through
the
bags
homeless.
People
searching
through
them
for
all
sorts
of
things
causing
to
litter
all
over
and
even
dumping
bodies,
needles,
drugs
and
so
on.

So
on,
dangering
are
children
as
they
walk
to
school
and
to
the
stores
and
that,
when
they're
out
to
play
now
plastic
bags,
they
are
very
thin.
They
fly
all
over
wrap
around
your
feet
after
hard
rainfall,
chassis
bags
get
in
our
gutters
and
sewers,
causing
us
to
have
some
type
of
plumbing
problems.
Pet
owners
walking
their
pets,
their
little
pets,
chew
on
them
and
mess
up
their
little
stomachs,
causing
a
hive
vet
bill.

Plastic
bags
have
been
described
as
the
number
one
consumer
product
in
the
world
and,
coincidentally,
they
are
the
most
banned
product
in
the
world.
The
argument
that
bans
taxes
or
fees
disproportionately
harm
the
poor
is
a
common
misperception.
That
is
simply
not
true.
It
persists
because,
unlike
this
hearing,
mostly
deliberations
lack
the
foresight
to
ask
the
poor
themselves
for
their
opinion.
Here
are
the
facts.
The
first
ban
of
plastic
bags
occurred
in
2002
in
the
nation
of
Bangladesh,
a
country
where
85%
the
population
is
either
at
or
near
in
or
near
poverty.

Today,
the
American
continent
leads
the
world
in
bag
regulation
with
34
countries
adopting
bans
or
taxes,
31
of
them
in
sub-saharan
Africa,
the
world's
poorest
regions.
Today
there
are
127
countries
of
plastic
bag
ordinances
and,
according
to
days,
Inquirer
471
local
community
mewn
municipal
ordinances
in
28
states
with
statewide
legislation
in
New
York.
In
California
and
I
want
to
tell
you
because
I've
looked,
there
are
absolutely
no
studies,
no
reports,
no
complaints,
no
tragedies
anywhere
in
all
of
those
places
where
the
poor
have
been
somehow
damaged
or
upset
because
of
these
bags.

The
question,
despite
this
information
and
what
we've
heard
from
today's
speakers
still
we
have
to
wonder
how
was
it
that
fees
would
not
be
a
burden
on
the
poor.
This
question
has
been
answered
and
documented
recently
in
a
recently
released
economic
study
which
I
have
provided
you
with
copies
bans
versus
fees,
disposable,
carry
out
bags
policies
and
bag
usage
by
two
researchers
out
of
University
of
California
Berkeley.

Well,
I
could
sum
it
up
in
this
way.
The
studies
that
had
been
done
basically
show
that
when
they've
looked
at
national
chains
store
chains
and
looked
at
discount,
store
change
and
they've
studied
the
people
that
shop
there,
the
poor
not
only
are
the
ones
that
are
the
best
serve,
they
buy
the
most
bags,
they
react
first
to
these,
and
fees
are
what
make
it
happen
because
it
creates
a
behavioral
incentive
that
makes
this
occur.

Making
plastic
bags
paper
bags
free
will
actually
make
food
more
expensive
because
that
cost
gets
rolled
into
the
overall
cost
of
food,
and
it
also
will
discourage
the
use
of
reusable
bags,
which,
in
the
end,
is
the
is
the
solution.
I'm
really
sorry,
I
haven't
had
a
chance
to
go
through
this
in
more
detail,
I
tried
to
answer
the
questions
that
I've
heard
you
ask
all
day
and
I
have
the
answers.

water
advocacy
with
Penn
future
we're
a
statewide
environmental
nonprofit,
and
we
are
working
here
in
Philadelphia
to
strengthen
the
city's
green
city
clean
waters
program
which
is
working
to
improve
water
quality
in
the
Delaware
River
Basin
ban
on
single-use
plastics
and
a
fee
on
recycled
paper
and
reusable
bags
will
improve
the
water
quality
in
the
Delaware
River
Basin
and
contribute
to
continued
six
of
green
city
clean
waters.
Just
briefly,
summarizing
green
city,
clean
waters
relies
on
the
use
of
green
stormwater
infrastructure
to
reduce
our
combined
sewer
overflows
into
the
Delaware
River
Basin.
I
This
is
an
innovative
approach.
That
Philadelphia
is
a
leader
in
the
success
of
the
program
depends
on
maintaining
projects
that
continue
to
produce
benefits.
However,
a
common
criticism
of
the
gsi
features
are
that
they're
not
always
sufficient.
We
maintained
our
trash
strewn
and
bladed,
as
others
have
mentioned.
This
remains
a
high
amount
of
litter
within
the
GSI
and
gia
site
continues.
I
This
ban
fee
hybrid,
is
the
recommended
structure
that
is
by
far
the
most
cost
effective
way
to
change
consumer
behavior
and
reduce
overall
carry
out
bag
consumption
if
he
is
intended
to
encourage
people
to
bring
their
own
bags
rather
than
paying
the
fee.
A
study
that
looked
at
the
response
to
Washington
DC's
bill
shows
this
reduction
in
consumption
happens
across
all
demographics.
We
understand
the
concern
that
low-income
households
may
realize
the
impacts
of
the
fee
when
a
small
increase
in
monthly
expenses
can
have
a
significant
impact
on
the
overall
cost
of
living.
I
However,
we
believe
there
are
other
options
to
address
this
valid
concern
for
one
one
can
bring
their
own
bag
as
the
bill
is
aptly
named
and
don't
pay
anything
for
in
New,
York
City.
Their
bag
ban
required
that
the
Department
of
Sanitation
work
with
local
businesses
and
nonprofit
organizations
to
do
targeted,
outreach,
prioritizing
rate
reusable
bag
distribution
in
households
with
annual
income
below
200%
of
the
federal
poverty
line,
and
we
think
a
straight
plastic
bag
ban
would
be
problematic
because
they
often
result
in
consumers
taking
whatever
alternatives
are
still
available
for
free.

the

in
the
first

San
Jose
put
a
10
cent
on
the
paper
bag.
A
ban
on
plastic
bags
found
89
percent
less
storm
drains,
so
bags
60%
less
in
the
creeks
and
59%
in
the
streets,
so
flux,
County,
New,
York,
recently
put
it
together.
In
2018.

Richmond
California,
it
had
just
a
plastic
band.
They
said
60%
of
the
people
bought
reusable
bags
at
national
chains.
70
percent
of
discount
retailers-
that's
code,
for
who
the
people
are
that
are
doing
the
shopping.
They
found
that
a
number
people
didn't
use
bags
jumped
at
all
jumped
from
five
percent
before
to
20
percent.
They
simply
refused
them
when
they
go
in
the
store
in
the
national
change.
They
found
30
percent
of
the
people
who
came
and
simply
didn't
take
them
before
they
left.

consultant
designer
an
educator
here
in
the
city
of
Philadelphia
I,

research
background
in
solid
waste
prevention
strategies
from
the
University
of
Pennsylvania
and
I'm.
Basically,
here
representing
my
clients
and
one
primary
client,
which
is
Weaver's
way,
food
cooperative,
we
have
been
a
food
co-op
since
1973
we
have
20,000
members
and
10,000
member
households.
We
have
three
stores
272
employees
and
we
generate
27
million
dollars
this
year.

So
we
were
viable
business
here
in
Philadelphia
and
we
do
not.
We
do
not
distribute
any
plastic
bags.
We
do
distribute
paper
bags
for
five
cent
fee.
However,
something
I'm
here
to
provide
qualitative
data
to
you
regarding
how
well
we've
benefited
doing
what
we
have
done
by
doing
away
with
this,
and
basically
the
value
is
measured,
not
always
in
cost.
So
that's
something
that
I'm
going
to
invite
you
to
think
about.

immense
value
on
our
extended
community
because
it
has
rallied
people
together
behind
one
vision,

do
away
with
this
stuff
that
we
know
is
toxic

us.

good

it's

because
what
has
happened
is
we've
normalized
it
and
that's
why
so
many
people

talked

how
disgusting
it
is
and
see
it

their

and
invite
organizations

educate

support

black

endeavor

live
in
a
litter
free
community.

also
have
partnered
with
charter
schools
in
neighborhood
schools
to
teach
children
how
to
recycle
and
keep
our
neighborhoods
clean
plastic
bags

large
quantity
of
trash
and
litter,
which
I
pick
up
daily.

trainings
to
educate
and
educate
about
plastic
bags

able

put
them

any
bill

helps
reduce
waste
and
litter

imperative

enact.
If
this
bill
is
not
enacted,
then
plastic
waste
will
continue
to
complicate
the
city's
already
failing.
Recycling
system
decrease
the
property
value
of
low-income
neighborhoods,
who
bear
the
brunt
of
plastic
waste
in
this
city,
and
this
will
continue
to
contribute
to
climate
change
because
of
the
production
of
plastic
from
fossil
fuel
industries.

to
talk
about
what
it
has
been
like
to
go
door-to-door
advocating
on
behalf
of
this
bill.

tell
you
with
certainty
that
the
majority
of
your
constituents
are
in
support
of
this
bill

I
go
door-to-door.
People
are
surprised
that
this
is
now
coming
on
to
the
floor,
because
we
are
behind
places
like
Nvidia
the
entire
state
of
New,
York
and
300
other
municipalities
that
have
already
passed
a
plastic
bag
ban.

Instead
of
trying
to
change
the
habits
of
the
people
of
this
city,
we
need
to
go
to
the
root
of
this
issue
and
start
making
sure
that
we
have
a
ban
on
plastic
bags
so
that
we
can
keep
up
with
recycling
and
stop
these
plastic
materials.
From
going
to
landfills,
in
conclusion,
I'm
definitely
in
support
of
this
bill.

the
city
and
going
door-to-door
and
actually

was
really
an
important
perspective
