Description
The Committee on Parks, Recreation and Cultural Affairs of the Council of the City of Philadelphia held a Public Hearing on Thursday, October 31, 2019, at 1:00 PM, in Room 400, City Hall, to hear testimony on the following items:
190637 An Ordinance authorizing the Commissioner of Public Property, on behalf of the City, to acquire fee simple title or a lesser interest, by purchase, dedication, donation, condemnation, agreement in lieu of condemnation or otherwise, in Sayre Morris Recreation Center located 5800 Walnut Street for public recreational or other purposes, under certain terms and conditions.
190765 An Ordinance authorizing the Commissioner of Philadelphia Parks and Recreation, on behalf of the City of Philadelphia, to enter into a Stormwater Easement Agreement with The School District of Philadelphia, to allow for the management of stormwater discharge from the northern portion of The School District parcels located at 3201 Ryan Avenue and 3001 Ryan Avenue, Philadelphia, PA, by way of overland flow to the adjacent Pennypack Park, all under certain terms and conditions.

is
to
hear
testimony
on
bills

We

this
morning
seeks
authorization
for
the
Commissioner
of
Parks
and
Recreation
on
behalf
of
the
city,
to
enter
into
a
stormwater
easement
agreement
with
the
School
District
of
Philadelphia
to
allow
for
the
management
of
stormwater
discharged
from
the
northern
portion
of
the
school
district
parcels
located
at
three
thousand
and
one
Ryan
Avenue
and
3201
Ryan
Avenue.
The
agreement
will
allow
the
management
and
maintenance
of
the
current
storm
water
discharge
pattern
and
flow.

During
and
after
construction
of
a
new
K
through
eight
Elementary
School
situated
at
the
northern
portion
of
the
premises,
the
need
for
the
proposed
discharge
of
stormwater
via
Overland
flow
to
the
adjacent
Pennypack
Creek
is
required
by
the
Philadelphia
water
department
due
to
the
existing
site
sites.
Current
storm
water
runoff
patterns
in
the
existing
condition,
the
northern
portion
of
the
project
limits
drains
via
Overland
flow,
the
Pennypack
creek,
while
the
southern
portion
drains
towards
existing
stormwater
conveyance
structures
and
then
into
public
storm
sewers.

The
Philadelphia
water
department
has
requested,
to
the
extent
possible
this
drainage
pattern
has
maintained
in
the
proposed
condition
to
that
and
surface
infiltration,
Basin
and
installation
events.
Infrastructure
known
as
a
level
spreader
has
been
proposed
at
the
northern
extents
of
the
project
limits
to
mimic
the
current
natural
flow
of
stormwater
discharge
and
manage
approximately
120
1,600
square
feet
of
drainage
area
that
discharges
storm
order
via
Overland
towards
Pennypack
Creek.
In
addition,
the
project
involves
the
construction
of
a
new
K
through
8
school
for
approximately
1600
students
will
be
will
be
Union.

Construction,
with
a
focus
on
employing
local
residents
affiliated
with
the
unions
and
Gilbane,
has
committed
to
a
40%
participation
of
minority
and
women-owned
firms
during
the
construction
of
the
new
school.

conclusion,
Gilbane
development
company
respectfully
requests.

passage
of
a
bill
to
analysis,
important
project
and
move
forward.

bill,
sponsored
by
Councilman
Heenan,
was
introduced
in
conjunction
with
the
philadelphia
school
districts
plan
to
build
a
new
school
on
the
site
of
the
current
austin
mian
middle
school.
This
easement
will
allow
surface
stormwater
drainage
over
park,
property,
Pennypack
Park
specifically,
and
to
the
penny.

Creek.
The
amount
of
drainage
permitted
by
this
proposed
easement
will
be
in
accordance
with
the
water
department
regulations
for
on-site
stormwater
management.

the
stormwater
management
system
constructed
for
the
new
school
in
accordance
with
the
PWD
requirements
for
new
construction
to
slowly
drain
overflow
stormwater
through
the
park.
It
is
anticipated
that
the
stormwater
discharge
from
the
school
property
will
most
likely
be
infiltrated
into
park
property,
thus
never
reaching
penny

First
I
wanted
to
acknowledge
the
presence
of
councilman
Chaney
blackwell,
who
is
here
and
joined
us,
but
I
had
a
question
regarding
your
last
statement
in
terms
of
minority
participation,
mmw,
DBE
participation
and
40%.
And
can
you
speak
to
Gil,
Bane's
and
commitment
to
that
to
that
number
because,
as
you
know,
there
has
been
a
considerable
amount
of
concern
around
minority
participation,
particularly
african-american
and
Latino
participation
in
these
work
sites
in
Philadelphia.

Absolutely
as
part
of
the
the
bid
for
this
school,
there
was
a
requirement
by
a
school
district
to
have
35%.
We
went
above
that
because
we
felt
it
was
achievable
to
go
above
that
to
40%
based
upon
our
most
recent
projects,
as
councilman
Johnson
will
attest
down
at
the
stadium.
Casino
in
Philadelphia
were
well
above
60%
participation.
At
this
point
and
for
a
recent
project
for
the
port
of
Philadelphia,
we
finished
about
42%,
so
we
have
these.

that
answer
relative
to
the
country

whole,
because,
as
you're
where
there
is
Union
construction
of
Philadelphia
and
other
jurisdictions,
there's
non-union

jurisdictions

union
construction

federally
funded
construction

prevailing
wage
would
come
into
play.

is
very
competitive
in
some
instances
we're

the
largest

through
8
builder,
in
the
United
States
in
some
jurisdictions
that
we're
seeing
construction
costs
north
of
$500
person,

hundred
dollars
a
square
foot

very
popular,
very
respected
and
years
now
the
city

mean
the
school
district
has
not
maintained
it.

open
is
when

people
to
do
me
favors
and
go
in
and
try
to
deal
with
the
conditions
and
what
they
talked
about.

pool
all

those
sorts
of
things
and
the
only
hope,

Sarah
Morris
is
if
we
could
get
into
cities
inventory
now.

know
that
the

Department
of
Parks
and
Recreation
has
not
had
the
opportunity
to
view
site
and
environmental
assessments
for
the
Sara
Morris
parcel,
as
this
information
is
still
being
compiled
by
the
School
District
of
Philadelphia,
once
the
assessments
have
been
completed
and
the
school
district
has
undertaken,
measures
to
fully
implement
capital
improvements
to
the
building,
gymnasium
and
swimming
pool,
ensuring
that
the
facilities
are
fully
operational
and
code
compliant,
Parks
and
Recreation
will
consider
bringing
this
up
property
into
our
inventory.

swimming
facilities
in
our
neighborhoods,

so

bringing

property
over

Parks

Rec
inventory

people

learn

to
swim.

children
drown
at
a
rate
of
like
60
or
70
percent
because
they
don't
know
how
to
swim.

want

make
sure
that
we

amenities
