The Committee on Public Health and Human Services of the Council of the City of Philadelphia held a Public Hearing on Friday, November 6, 2020, at 10:00 AM, in remote manner using Microsoft® Teams to hear testimony on the following items:
200115 An Ordinance amending Section 10 602 of The Philadelphia Code, entitled “Smoking,” to prohibit establishments that are excepted from the indoor smoking prohibition from permitting minors to enter, and to require health informational signs; and amending Section 10 614, entitled “Electronic Smoking Devices,” to prohibit establishments that are excepted from the indoor e cigarette use prohibition from permitting minors to enter, and to require health informational signs; all under certain terms and conditions.
200153 Resolution a resolution calling for the Committee on Public Health and Human Services to hold hearings to help the city adequately prepare for, avoid, and, if needed, mitigate the effect of emergency room and hospital closures as research has shown disparate impacts on patients that are low income and/or from communities of color in addition to the loss of jobs.

think
it's
best

we
hear

administration

our
health
commission,
commissioner,

I
believe
this
just
furthers
the
commitment
of
our
leadership
in
the
city

philadelphia

to
health
and
safety
in
in
the
prohibition
of
smoking
in
front
of
myers
in
certain
venues
and
its
commitment
to
health
in
our
city.

that
the
health
of
our
young
people
is
paramount
and
the
city
has
made
a
commitment
to
that,
and
I
think
that
you
know
this
bill
is
something
that
will
be
of
great
use
to
our
city
and
to
the
young
people
in
our
city
and
to
the
long-term
health
effects
that
they
are
facing.

members

the
public
health
and
human
services
committee,
I'm
dr
thomas
farley
health,
commissioner
for
the
city
of
philadelphia.
Thank
you
for
allowing
me
to
testify
on
bill
number
200115,
which,
if
enacted,
would
prohibit
establishments
with
exemptions
from
the
city's
restriction
on
indoor,
smoking
and
indoor
electronic
smoking
device
use
or
permitting
miners
to
enter
and
would
require
signs
to
that
effect.

For
those
establishments
where
hookah
smoking
takes
place.
The
bill
would
also
require
the
posting
of
information
about
the
health
risks
of
hookah
use
thanks
to
chair
council
members,
bass
and
heenan
for
sponsoring
this
bill
under
city
and
state
laws,
almost
all
restaurants
and
bars
in
philadelphia
are
smoke-free
which
protects
workers
and
customers
in
these
establishments
from
the
serious
dangers
of
second-hand
smoke.
Some
restaurants
and
bars
have
exemptions,
though,
while
few
of
the
remaining
bars
in
the
city
that
permit
smoking
allow
children
inside
dozens
of
establishments
that
serve
hookah
have
no
such
rule.

Many
hookah
users,
including
up
to
70
of
college
students,
who
have
used
hookah,
believe
that,
because
the
smoke
passes
through
water,
it
is
less
risky
than
cigarette
smoke.
It
is
not
a
typical
hookah.
Smoking
session
exposes
a
person
to
twice
the
nicotine
and
over
20
times
the
tar
of
smoking,
a
single
cigarette,
because
there
are
no
warning
signs.
These
people
are
exposed
to
serious
health
risks.
They
do
not
understand.

I
want
to
thank
you
for
continuing
this
effort
to
make
sure
that
philadelphians
are
recreating
safe
and
living
in
a
safe
city,
especially
when
it
comes
to
minors
furthering
the
requirements
of
posting
and
establishments
in
our
city
and
explaining
the
various
levels
of
tobacco
use.

When
it
comes
to
citizens
and
visitors
of
our
city,
you
know,
and
it's
not
just
cigarettes,
it's
vaping,
it's
e-cigarettes,
it's
jewelry
and
in
hookah,
as
you
described
it
is,
you
know,
a
targeted
from
a
marketing
perspective
industry
that
has
a
ripple
effect.
You
know
negatively
on
our
on
our
more
people.

I
I
urge

committee

consider
this

pass
it
through
with
no
issues,
because
it
certainly
goes
in
line
with
what
our
chairperson
has
been
doing
of
our
health
committee
and
other
members

council
