a
statement
as
the
bill
sponsor
and
also.
I
would
like
to
invite
my
colleagues
if
they
have
a
statement
before
the
hearing
proceeds
if
they
would
like
to
make

statement
that
we
would
do
so
at
this
time
in
2018
monsanto,
a
company
that
makes
glycophase
pesticides,
gave
a
school
groundskeeper
non-hodgkin's
lymphoma.

In
a
later
case,
they
were
ordered
to
pay
up
to
a
two
billion
dollar
lawsuit
for
giving
a
couple.
Cancer
toxic
pesticides
have
consistently
proven
to
be
a
major
health
risk.
Yet
philadelphia
continues
to
allow
the
use
of
these
harmful
chemicals
on
our
public
spaces,
the
same
spaces
where
our
children
play
and
families
gather.

The
evidence
for
the
dangers
of
toxic
herbicides
is
simply
too
overwhelming
to
ignore.
In
an
april
2017
study
conducted
by
a
shanghai
medical
school,
it
was
found
that
glossophate
products
are
associated
with
conditions
like
parkinson's
disease,
non-hodgkin's,
lymphoma,
kidney
cancer,
tumors
miscarriages,
autism,
alzheimer's
anxiety,
depression
and
more.

Furthermore,
residues
of
chemicals
have
been
found
in
everyday
foods
and
beverages
such
as
drinking
water,
wine
juices,
milk,
eggs
and
soy
just
to
name
a
few
children
are
also
at
high
risk.
In
fact,
the
american,
the
academy
of
pediatrics,
has
found
early
exposure
to
pesticide
and
pesticide
cancer
can
decrease
cognitive
function
and
behavioral
problems.
Increased
behavioral

have
the
power
to
promote
clean,
green
spaces
that
are
safe
for
philadelphians
unthreatening
to
public
health
and
never
dependent
on
any
chemicals
or
toxins,
and
so
it
is
the
do
the
city's
duty
to
take
immediate
action.

so
at
this
time
we
would
like
to
hear
from
our
parks
and
recreation
department
and
any
other
members.

catherine

I'm
the
commissioner
of
philadelphia
parks
and
recreation.
Can
everybody
hear

I
am
here
today
to
testify
in
support
of
bill
number
two:
zero
zero,
four
five,
as
we
proposed
it
to
be
amended.
The
bill
amends
title
vi
of
the
philadelphia
code
entitled
health
code
by
creating
a
new
chapter
6-1300
entitled
healthy
outdoor
public
spaces.

Joining
me
today
is
tom
whitmer,
who
is
philadelphia,
parks
and
recreations
operations
manager
for
natural
lands,
restoration
tom
is
our
in-house
advisor
on
matters
related
to
herbicide
use.
Tom
has
been
overseeing
the
restoration
and
maintenance
of
park
forests
for
the
past
20
years.
He
has
a
bachelor's
degree
in
forest
science,
a
master's
degree
in
environmental
science
and
is
a
certified
pesticide
applicator
with
the
state
of
pennsylvania.

The
goal
of
this
bill
is
to
limit
the
purported
risks
to
the
public
from
the
use
of
certain
synthetic
herbicides
on
city-owned
public
grounds,
including
parks,
trails,
recreation,
centers
and
playgrounds.
No
rational
person
would
willingly
allow
the
general
public
to
be
exposed
to
substances
that
present
high
health
risks
and
parks
and
recreation
agrees.
With
this
perspective,
we
use
these
synthetic
herbicides
in
accordance
with
their
labels
and
pursuant
to
state
and
federal
laws.

We
are
not
aware
of
any
instances
of
those
people
being
harmed
by
them,
including
the
people
who
apply
them.
The
judicious
use
of
herbicides
enables
us
to
control
invasive
plants
that
can
otherwise
out
compete
and
kill
native
trees
and
shrubs.
Our
city's
parks
are
very
fragmented
and
invasive
plants
are
a
constant
threat
to
our
remnant
forests.

In
the
last
10
years,
we
have
lost
6
percent
of
the
city's
tree
canopy
from
various
agents
such
as
the
emerald
ash
borer.
When
invasive
plants
are
not
controlled,
they
quickly
occupy
these
gaps
and
overtake
any
new
seedlings
or
planted
trees
over
time.
More
and
more
forest
is
lost
as
new
canopy
gaps
open
and
are
choked
with
invasive
plants.

Currently
known,
alternate
methods
of
weed
control
would
cost
a
minimum
of
three
times
as
much
and
much
more
than
that.
In
many
cases,
most
of
the
herbicides
we
use
are,
the
systemic
are
systemic,
that
is,
they
kill
the
entire
plant
root
and
all
other
methods
methods
leave
the
root
intact,
so
weeds,
simply
re-sprout
from
live
roots,
creating
a
need
to
return
again
and
again
to
control
the
same
weeds
rather
than
expand
into
new
areas.

We
are
dedicated
to
preserving
those
restored
areas
and
reclaiming
new
ones.
Stopping
the
total
use
of
herbicides
would
also
have
a
profound
implication
for
certain
park
spaces,
including
highly
visible
areas
such
as
the
benjamin
franklin,
parkway
love
park
and
many
others
targeted
low
volume.
Applications
are
made
at
these
sites
to
keep
them
well
maintained.

These
signs
will
remain
posted
until
the
applied
herbicide
has
dried
and
number.
Three
parks
and
recreation
will
institute
a
pilot
program
on
selected
sites
to
test
the
efficacy
of
organic
pest
management
products
over
a
period
of
two
years,
resulting
in
the
compilation
of
a
summary
summary
report
on
the
use
of
organic
pest
management
products,
which
includes
conclusions
on
the
cost
and
effectiveness
as
compared
to
the
use
of
conventional
herbicides.

The
purpose
and
value
of
a
pilot
program
is
to
objectively
evaluate
the
cost,
the
time
the
effectiveness
and
applicator
safety
of
organic
products
compared
to
products
currently
used.
We
accept
this
challenge
to
explore
new
organic
products
and
practices.
We
have
set
up
a
reasonable
and
rational
basis
to
explore
the
end
results
of
that
challenge.
We
will
share
those
results
in
an
open
and
transparent
manner.
With
this
group
and
all
interested
citizens,
we
will
utilize
those
results
to
make
further
timely
decisions
about
organics
and
their
uses.

ask
only
for
the
reasonable
and
equitable
opportunity
to
productively
use
the
pilot
program,
time
frame,
to
evaluate
further
discussion
decisions
and
further
scientific
information
that
may
be
forthcoming
in
the
next
two
to
three
years.
Together.
Through
this
pilot
program,
we
will
iteratively
and
critically
evaluate
what
ultimately
constitutes
best
practices
for
the
proper
ongoing
maintenance
of
over
twelve
thousand
acres
of
city
park
lands.
We
need
to
be
mindful
of
the
value
of
experiential
results,
our
own
park,
stewardship
demands
and
our
budgetary
constraints.

that

was
there
someone
else

team

was
going

testify
alongside
you
or
you
were
giving
the
you're
the
looks
like
you're
the
entirety
of
panel,
one.

first
is
that
there
was
a
50-foot
rule
of
not
spraying
within
50
feet
of
play
equipment,
and
I
guess
in
a
perfect
world,
where
children
don't
veer
off
and
go
into
grass
and
go
into
other
areas,
then
that
will
probably
be
okay,
but
that's
just
not
the
way
the
universe
works
and
so
the
the
idea
of
not
spraying
within
50
feet
of
playground
equipment.
You
know,
I,
I
think
that
it
sounds
nice,
but
it
really
is
something
that
won't
make.

You
know
have
be
impactful
in
any
way
shape
or
form,
because
we
know
that
children,
adults,
dogs,
animals,
everything
will
go
with
around
that
50
foot
perimeter.
They
will
be
in
the
grass
and
so
saying
that
we're
just
not
going
to
spray
on
play
equipment
to
me
is
just
really
a
red
herring.
If
you
will,
because
it
really
doesn't
address
what
it
is,
that
we're
trying
to
do
and
make
sure
that
we're
not
spraying
period.

But
what
we
asked
from
the
department
was
that
you
would
find
a
way
to
have
some
urgency
around
this
issue
and
that
urgency
would
culminate
if
you
will,
in
a
a
drop
dead
date,
an
end
date
in
which
the
city
of
philadelphia
would
stop
using
these
synthetic
herbicides
on
our
parks
and
recreation
play
equipment.
Forestry
areas
period
that
we
would
just
stop
using
this
these
products,
and
so
it
was
incredibly
disappointing,
especially
when
we
say
that
we're
looking
at
things
to
a
racial
equity
lens,
and
we
know
that
environmental
racism
exists.

It
exists
very
heavily
in
african-american
and
latino
neighborhoods
in
the
city
of
philadelphia,
and
that
you
know
all
we
could
offer
was
a
pilot
program
which
again,
in
my
mind,
says
nothing
about
a
sense
of
urgency,
a
sense
of
importance
in
terms
of
how
we're
going
to
address
you
know
environmental
racism
in
our
communities.
You
know
it
just
really
does
absolutely
nothing
and,
to
be
honest,
I'm
just
going
to
say
I
find
the
idea
of
the
pilot
program
without
the
appropriate
follow-up
or
the
appropriate
end
date.

Is
it's
a
little
bit
insulting?
It's
a
little
bit
insulting
to
say
that
that's
reasonable
and
rational.
It's
not
reasonable,
and
it's
not
rational
to
think
that
it's
okay
to
continue
to
keep
doing
what
we've
been
doing
and
knowing
that
this,
the
city
of
philadelphia,
is
so
large.
That's
what
we
have
a
tendency
to
do.
We
do
what
we
do,
because
that's
what
we've
always
done,
and
we
cannot
continue
to
do
that.

So
I'm
wondering
if
you
could
respond
to
that
and
also
respond
to
the
fact
that
over
100
cities
throughout
the
united
states
have
been
glyphofate
and
severely
restricted
use
of
other
toxic
synthetic
pesticides
and
herbicides.
You
know:
cities
from
15
states
with
the
pesticide
pre-exemption
clause
have
taken
these
steps
to
prevent
to
protect
their
residents.
So
I'm
wondering
if
you
could
appropriately
address
those
questions.

Initially,
respond
to
those
things
in
turn,
I
think
the
first
thing
you
mentioned
was
the
the
playground
equipment
and
we
wanted
to
create
what
we
thought
would
be
a
reasonable,
a
reasonable
buffer
to
not
use
the
products
at
all.
We
understand
the
concern
and
just
just
to
make
to
simplify
it,
to
not
use
any
synthetic
pesticides
at
all
within
a
certain
distance
of
that
playground
equipment.

came
up
with
that
amount.
Now
that
certainly
is
negotiable.
We
can
talk
about
what
is
reasonable
and
we
can
be
agreed
upon
with
between
parks
and
city
council,
but
that
was
a
that
was
a
step
that
we
thought
we
could
take
and
we
can
talk.
We
can
talk
further
about
how
that
gets
implemented
and
what
those
distances
are.

the
signage
is
a
step
we
thought
would
be
really
help.
Anyone
who
is
on
the
site
where
any
application
is
occurring
to
know
to
know
right
away,
and
if
they
chose
not
to
go
on
that
site,
they
could
do
so
if
they
had
questions
about
the
site,
they
knew
where
to
ask
and
call-
and
that
is
certainly
a
step
that
goes
well
beyond.

pilot
program

way
of
really
looking
at
what's
out
there.
What
are
the
products
out
there?

are
the
methods
that

out
there
that
might
be
used
by
the
park
and

get
a
kind
of
a
firm
sense

work

us
in
the
city
of
philadelphia
and
in
the
the
system
that
we
have,
and
we
would
like
to
try
that
and
we
think
that
we
can't
reasonably
make
a
drop
dead
date
for
when
we're
going
to
stop
using
herbicides
until
we
have
a
sense
of
how
that
goes.

those
projects?
Are
those
products
safe
for
applicators?
There's
a
lot
of
questions
we
don't
know
so
just
to
say
right
away
now
that
we're
going
to
stop
using
these
products
by
a
certain
date
is
just
we
felt
irresponsible
and-
and
I
have
to
say
I
I
I
really
take
an
exception
to
the
claim
about
racial,
racial
disparity
and
use
of
herbicides.
I
think
that's,
that's.
That's
a
little.

That's
stings
a
little
bit,
I
will
say
I
think,
20
years
ago
we
really
began
focusing
a
lot
more,
particularly
in
the
park
forest
and
natural
areas.
We
were
very
intentional
about
selecting
sites
and
parks
that
really
didn't
have
the
kind
of
commitment
and
funding
and
support
in
the
past
and
those
ended
up
being
in
low-income
neighborhoods,
and
so
we
have
put
a
lot
of
effort
into
those
parks
and
certainly
part
of
that
effort
in
restoring
forests
is
using
herbicides.

But
we,
if
we,
if
we
didn't,
want
to
work
in
those
areas,
we
would
not
be
committing
to
the
use
of
herbicides
or
anything
else.
If
we
didn't
want
to
work
in
those
areas
and
restore
them,
so
that's
to
try
to
support
those
neighborhoods.
We
use
this
herbicides
as
a
tool.
It's
one
of
the
many
tools.
The
toolbox
we
use
as
as
catherine
said,
mechanical
means
chemical
means.
We
don't
always
use
them.

It
really
depends
on
the
situation
and
the
conditions,
and
I
will
say
also
that
when
we
do
use
them
they're,
not
it's
not
an
indiscriminate
use.
We
carefully
think
about
where
and
how
and
which
herbicides
it
depends.
On
the
season,
the
plant
type
species
everything
else,
so
this
is,
as
I
say,
it's
a
calculated
use
of
a
tool
I'll
stop
there.
I
know
we
have
a
lot
of
testimony
today.

to
just
touch
on
your
your
last
point
around
other
cities
that
you
mentioned.
So
we
did.
Tom
did
some
research
and
our
team
did
some
research
and
we
do
not
know
of
other
cities
of
our
scale
and
size
who
have
a
complete
restriction
and
ban
on
on
herbicides,
and
I
reached
out
to
several
of
my
colleagues
who
run
large
urban
park
districts
like
us
and
what
I
received
back
was
you
know
just
a
a
very
adamant.

can
we
do
to
add
to
the
the
call
of
action?
What
can
we
do
to
fix
the
situation?
Not
you
know
a
personal
offense,
because
I've
done
everything
I
can.
I
can
well
maybe
in
your
mind
you
have,
but
what?
What
this
hearing
is
all
about,
what
this
bill
is
all
about.
What
we're
talking
about
is
the
idea
that
we
can
do
more.

all
believe
that
we
can
do
more,
that
we
should
be
doing
more
and
that
whatever
we
can
do,
whatever
we
can
put
on
the
table
and,
let's,
let's
put
it,
put
all
of
our
cards
on
the
table
and
see
what
we
come
up
with.
That's
the
idea
behind
this
bill,
we
were
hoping
that
parks
and
recreation
would
offer
that
they
would
offer
some
solutions.
Some
ideas,
you
know
a
date
certain
in
which
they
would
actually
determine.
Okay,
we
figure
by
you
know
within
the
next
five
years
we
can
be
toxic
free.

So
I
will
just
say
that
I
am
familiar
with
large
cities
and
even
highly
developed
nations
that
have
banned
toxic
pesticides
and
and
have
done
so
very
successfully,
even
being
recognized
by
the
world
health
organization
for
their
success,
and
so
that'll
just
lead
me
into
my
question.
I
mean
basically,
do
you
have
a
multi-year
contract
to
purchase
your
current
herbicides
and
pesticides.

there
is
a
there's,
a
regular
contract
that
can
be
used
to
purchase
herbicide,
so
that's
used
by
that's
used
by
city
staff,
but
probably
more
than
I'm
sort
of
thinking
about
your
question
in
a
couple
different
ways.
Here,
probably
more
of
the
applications
are
occurring
through
contractors,
so
we're
not
purchasing
herbicide
per
se.
We're
purchasing
the
service.

fair

you

you
know
it's

fair
to

will
say
that
unless
I
hear

support

sponsor's
bill

I'm
not
sure
that
I
understand
or
agree
with
the
reasoning
for
the
delays,
the
pilot
programs,
the
length,
the
fact
that
all
of
us
will
be
at
the
end
of
our
terms
by
the
time
the
the
report
is
issued.

regarding
the
funding
question,
I
think
you
know
certainly
that's
part
of
the
equation
here.
Isn't
it
is
the
if
we
were
to
achieve
the
same
results
in
order
to
reach
the
same
results
in
terms
of
maintaining
natural
areas
and
other
places
we
would
have
to,
we
would
have
to
be
paying
a
great
deal
more
and
whether
we
could
even
find
the
people
to
do
all
that
work,
even
if
we
could
afford
to
pay
for
it.

already
stretched
and
doing
what
we
can
do
we're
already
beyond
what
we
can
maintain
and
so
to
further
stretch
this
and
to
use
a
product,
that's
products
that
are
less
effective
and
cost
much
more.
It's
it's
hard
to
see
how
that
can
work.
I
mean,
if
there's
if
a
budget
can
be
changed,
that
much
to
allow
for
it,
then
then
maybe
there's
room
for
discussion,
but
I
think
this
is
all
part
of
the
need
to
test
what
really
works.

doesn't

much

it
cost?

Another
reason
that,
for
coming
up
with
the
timeline
we
did
to
to
execute
plan
and
design
and
execute
the
pilot
program
was
the
contracts
for
our
turf
contractor
and
our
landscape
contractor
and
not
the
our
inability
to
change
those
contracts.
At
this
time,
the
turf
contractor
has
two
years
left,
I
believe,
on
their
contract
and
I
believe
the
landscape
contractor
has
three
years
left
on
their
contract.

other
thing
is
that
the
contract
is
there,
but
the
law.
When
the
law
changes
the
contracts
adjust
to
the
law,
the
law
does
not
adjust
to
the
contracts,
so
I
do
understand
that
there
are
multi-year
contracts,
but
that
was
based
on
the
fact
that
there
was
not
a
law
that
banned
the
products
that
they're
using.
They
still
have
a
contract,
and
I
don't
know
that
it
specifically
says
that
they
have
a
right
to
use
whichever
herbicide
they
choose.

are

We
have
a
toxic
herbicide
crisis
here
in
philadelphia,
and
this
is
something,
unlike
all
the
other
emergencies
that
you
are
working
on.
This
will
be
relatively
easy
to
fix.
Once
we
set
our
minds,
budgets
and
hearts
on
it,
and
you
may
be
at
well,
I'm
not
gonna,
I'm
gonna
edit,
because
you
have
to
do
this
quickly
right.

toxic
free
philly
is
a
grassroots
volunteer,
advocacy
group.
We
love
our
city,
we
love
our
parks
system,
we're
loyal
park
supporters,
several
of
those
testified

get
a
bigger
budget
for
parks

records

public

we
represent
a
growing
coalition
of
21
state,
local
and
national
organizations
that
endorse
the
bill.

taxpayer
dollars

broad
police

act
provides
for

registration
of
pesticides
sold
in
the
commonwealth
and
the
licensing
of
private
businesses
engaged
in
applying
them.
It
has
nothing
to
do
with
the
subject
matter
of
this
ordinance.
It
doesn't
overlap
with
it
or
involve
the
same
subject
matter
as
this
ordinance,
but
there's
a
second
independent
reason
why
the
pesticide
act
doesn't
pose
a
barrier
to
this
ordinance
as
well.

preempting

speak
to
you

support

bill

200425,
the
healthy
outdoor
public
spaces,
and
to
talk
about
making
safety
a
priority.

extremely
important
that
we
utilize
safer
chemicals
at
all,
city-owned
public
grounds,
including,
but
not
limited,
to
parks,
trails,
recreation,
centers
and
playgrounds,
and
I
say
this
because
philadelphia
is
a
city
of
parks
and
public
spaces
lawn
care.
Chemicals
such
as
fertilizers,
pesticides,
herbicides
can
be
safe
when
handled
and
applied
correctly.
However,
improper
handling
and
application
presents
risk
not
only
to
workers
but
to
those
who
live
and
work
near
those
areas.

some

points
you've
already
heard

morning
from

parks
departments
number
one
reliance
on
the
us
environmental
protection
agency
is
not
protective
of
public
health.
This
is
an
agency.
That's
been
dismantled
and
underlying
statutes
have
been
documented
to
be
unprotected.
Our
written
statement
documents
the
agency's
deficiency
and
the
science
on
hazard.

Secondly,
you're
hearing
about
the
cost
of
land
management
if
toxic
chemicals
are
restricted,
you're,
hearing
about
unplayable
fields,
rights
of
way
in
natural
areas,
the
solution
is
not
a
product
replacement
approach,
but
a
systems
change
in
land
management
number
three:
this
is
not
a
question
of
notice
of
toxic
chemical
use
around
children
and
in
the
it's
a
question
of
use.
Number
four
organic
systems
management
is
not
new.
It
builds
soil
systems,
nurtures
the
natural
cycling
of
nutrients
and
the
elimination
of
synthetic
toxic
chemicals
with
a
reduction
in
cost
a

industry

interests
that
have

vested
financial
interest

selling

they
don't
want
to
see
cities
like
philadelphia
shift
away
from
their
products,
racial
inequities.

already
seen
the
disproportionate
effect
of
covid,
with
higher
rates
of
disease
among
people
of
color
in
proportion
to
their
percentage
of
the
population
to
make
matters
worse.
These
pesticides,
we're
talking
about
today
that
are
used
in
turf
management,
exacerbate
the
underlying
conditions
that
increase
the
vulnerability
to
covet
exacerbating
respiratory
neurological
and
immunological
illness.

know
we
support
the
bill
and
we
appreciate
madam
chair
your
leadership
on
this,
but
we're
urging
the
committee
to
amend
this
legislation
by
embracing
a
comprehensive
approach
that
ensures
those
at
greatest
risk
from
pesticide
exposure,
people
of
color
that
we
eliminate
the
use
of
toxic
weed
killers,
if
that's
important,
but
we
have
to
take
a
more
comprehensive
approach.
To
that
end,
we
are
proposing
amendments
which
you
have
in
our
written
statement,
and
these
amendments
would
one
broaden
the
law
and
landscape
management
to
include
all
pesticides.

prohibit
synthetic
fertilizers,
that's
needed
as
far
as
an
organic
system
and
finally,
three
establish
a
pest
management
review
committee
with
authority
to
issue
waivers
only
for
situations
where
public
health
is
at
issue,

species.

conception

decade
ago,
the
black
institute
has
been
on
the
forefront
of
the
fight
for
environmental
justice
on
behalf
of
minority
communities
and
10
years
later.
Environmental
justice
has
really
become
the
new
buzzword
in
politics
and
a
pretty
popular
talking
point
for
policymakers,
particularly
in
new
york,
city
and
philadelphia,
and
while
our
elected
officials
have
started
a
dialogue
about
the
importance
of
preserving
our
environment
and
protecting
our
community,
our
communities
of
color
continue
to
be
left
out
of
the
conversation.

an
assistant
professor
of
environmental
medicine
and
public
health
at
the
icon
school
of
medicine
at
mount
sinai.
I

research
on

effect
of
early
life,
exposures
to
toxic
chemicals,
on
brain
development
and
as
a
public
health,
professional
with
expertise
in
children's
health
and
the
environment.

with
my
colleagues,
who
include
pediatricians
occupational
medicine,
doctors,
industrial
hygienists
and
research,
scientists
advocated
against
the
use
of
synthetic
pesticides
in
areas
where
children
play
live
and
learn
so
collectively
we
support
the
passage
of
bill.

submitted
written
testimony,
which
includes
references
to
over
40
scientific
studies
which
have
shown
the
harms
of
toxic
pesticide
exposure
on
children.
That's
just
a
small
sampling
of
those
studies,
so
I
won't
go
into
those
in
great
detail
right
now.

Suffice
it
to
say
that
we
know
that
children
are
exposed
to
higher
levels
of
pesticides
than
adults
are
due
largely
to
their
normal
behavior.
But
I
want
to
point
out
on
the
issue
of
racial
injustice,
that
we
know
from
studies
that
the
cdc
conducts
every
other
year
that
black
americans
are
associ
are
are
exposed
to
higher
levels
of
pesticides
than
caucasians.
So
it's
not
just
that
they
are
living
in
areas
where
greater
amounts
of
pesticides
are
applied.

So
we
know,
for
example,
that
the
synergist
piperineal
butoxide
is
associated
with
increased
risk
of
respiratory
problems
and
neurodevelopmental
problems
in
children.
So
that's
in
addition
to
the
glyphosate
or
24d
and
many
herbicides,
and
we
talked
a
little
bit
about
the
issue
of
whether
or
not
a
pilot
study
is
needed,
and
I
think
that
there
are
other
people
on
the
call
that
can
speak
to
this.
But
we
do
know
that
municipal
bans
on
cosmetic
pesticides
and
herbicides
have
been
effective
in
many
places
throughout
the
country
and
throughout
the
world.

A
municipal
ban
on
herbicides
in
ontario
resulted
in
an
80
reduction
in
levels
of
the
three
most
common
pesticides
in
urban
streams.
The
us
epa
ban
on
residential
use
of
chlorpyrifos
neurotoxic
organophosphate,
phosphate
insecticide
attend
from
production
and
maternal
and
umbilical
cord
levels
in
new
york
city
residents.
So
just
the
the
impact
on
public
health
that
such
a
ban
as
you
are
proposing,
can
have
and
I'll
leave
it
at
that.
But
suffice
it
to
say
that
the
environmental
pediatric
community
supports
the
implementation
of
this
bill,
as
it
is
without
amendment.

know

weakened
immune
systems
are
most
negatively
impacted,
so,
as
philadelphians
are
flocking
to
our
parks
for
one
of
the
few
safe
outlets

producing
events

their
lives,
they
are
being
exposed
to
pesticides
that
we
know.
In
fact,
I
submitted
a
monograph
of
over
100
pages
to
detail
how
these
pesticides
harm
our
immune
systems.
How
ironic
so,
where
we're
going
for
relief
is
a
very
place
where
our
immune
systems
can
be
weakened
and
expose
us
to
really
negative
health
impacts.

quick
personal
story,
which
is
that
last
year
I
was
walking
along
forbidden
drive
where
I'm
a
trail
ambassador,
a
truck
pulled
over
not
20
yards
from
the
creek,
where
350
000
philadelphians
get
their
drinking
water.
When
workers
got
out
to
spray,
I
asked
them
what
they
were
spraying.
They
told
me
glyphosate
they
wore
no
map
who
are
no
gloves
and
no
protective
beer.

opposes

for
a
multitude
of
reasons,
mostly
because
this
legislation
abandons

practice
of
integrated
pest
management

ipm.
When
licensed
applicators
follow
proper
ipm
protocol,
they
are
responsibly
keeping
green
spaces
safe
with
a
multitude
of
methods
which
includes
mechanical
methods
and
proper
observation.

Ipm
also
allows
for
judicious
use
of
pesticides
when
they
are
necessary
to
control
invasive
species.
This
legislation
imposes
organic
pest
management
on
the
city
and
its
contractors,
which
relies
on
eight
different
techniques
to
maintain
public
spaces.
Organic
pest
management
does
not
allow
for
the
use
of
pesticides,
which
will
ultimately
require
the
city
to
have
to
hire
more
employees,
spend
more
money
on
organic
alternatives
and
come
with
higher
price
tags
and
produce
less
than
seller
results.

did

study
in
which
they
determined
that
it
would
cost
them
2.5
million
dollars
to
treat
that
very
same
area
with
organic
pest
management
protocols.

understand
there's

lot

data

both
sides

aisle

read
that
report
and
understand
that
what
this
bill
does
comes
with
a
very
high
price
tag.

regulates
the
use
of

institute
was
founded
in
1942
by

rodale
when
he
said
healthy
soil
equals
healthy
food
equals
healthy
people,
and
we
use
that
term
organic
to
mean
chemical,
free
agriculture,
because
j.I
rodale
started
the
organic
gardening
and
farming
magazine
in
1947
and
popularized
that
term.
So
we've
been
doing
research
at
the
rodeo
institute,
which
is
in
kutztown
pennsylvania
for
over
70
years
on
non-chemical
strategies
for
agricultural
production.

lot
of
our
research
is
focused
on
non-chemical
weed
management,
because
a
lot
of
farmers
tell
us
that
that's
the
the
biggest
difficulty
they
have
in
transitioning
to
organic,
and
we
recognize
that
it's
not
easy.
If
it
was
really
easy,
then
all
the
farmers,
all
the
food
we
eat
would
be
certified
organic,
but
we
are
seeing
a
a
trend
of
farmers
adopting
organic
very
rapidly
across
the
country.

Many
of
these
chemicals
are
endocrine
disruptors,
meaning
they
mimic
or
inhibit
the
body's
hormones
all
of
these
chemicals
and
including
the
chemicals
they
become
when
they
break
down
persist
in
our
environment.
They
drift
through

air
where
they
are
sprayed
and
can
be
trapped
inside
homes
by
pets
or
children.

believe
that
vernon
park,
which
is
eight
acres
in
central
germantown
and
very
heavily
used
now
as
a
restaurant
area
during
the
virus,
needs
to
be
a
safe
place
for
everyone,
and
we
know
that
herbicides,
glyphosate
and
other
synthetic
controls
are
extremely
damaging
to
the
environment.
These
chemicals
once
released
contaminate
the
air
contaminate
the
soil
and
contaminate
the
groundwater
when
they
reach
the
soil.
They
kill
worms
and
other
beneficial
nematodes
needed
to
maintain
healthy
soil
when
they
reach
the
air.

The
accumulations
of
these
environmentally
damaging
practices
are
now
measurable
in
our
water
last
top
four.
For
the
first
time
in
11
years,
we
observed
burned
grass
along
all
the
fence
lines,
path,
edges
and
around
some
trees.
We
concluded
that
the
damage
must
have
been
caused
by
a
very
potent
herbicide
this
spring,
when
the
previous
burning
was
still
visible.
The
edges
were
all
burned
again
june.
2021,
this
spraying
was
not
needed.
There
were
no
invasives
in
the
areas
that
were
sprayed.

photographed
the
results
and
sent
them
to
our
philadelphia
parks
and
recreation
liaison.
She
folded
our
request,
and
this
has
not
been
done
again.
Since,
however,
it
appeared
that
parks
and
rec
did
not
have
a
policy
regarding
the
use
of
herbicides
nor
of
consulting
park.
Friends
groups
before
using
herbicides,
nor
posting
warning
signs
about
sprays.

I'm
a

landscape
contractor
and
a
pesticide

also
a
landscape,
ecologist
and
environmental
educator,
and
I
wholeheartedly
support

spell.
So
thank

all
new
york
city
by
the
way,
banned,
glyphosate
and
roundup
in
parks,
and
we
are
better
off
for
it
and
it's
just
the
beginning.

In
the
60s.
Let
me
remind
you,
we
were
told
we
couldn't
live
without
ddt
and
coordinate
pcbs
and
persistent
carcinogenic
pesticides,
so
we
died
and
suffered
before
we
banned
them
and
we're
enslaved
right
now
by
the
toxic
pesticides
in
an
economy
of
ecological
and
environmental
poverty
that
affects
us
all
across
the
board,
particularly
not
favorable
for
social
justice.
If
there's
any
such
thing,
our
respiratory
health
depends
on
converting
all
our
precious
green
spaces,
wherever
they
are
to
carbon
net
positive,
biologically
diverse
ecosystems
to
conserve
and
preserve
and
protect
our
precious
natural
resources.

I
didn't
hear
anybody
say
that
these
herbicides
were
safe
or
they
were
sustainable
or
they
were
resilient.
They
need
to
be
done
every
year
for
the
same
expense
or
greater,
no
thought
to
the
human
health
component.
What
that
cost
is
so
I
say:
please
have
faith
and
courage
and
pass
this
bill
and
hope
for
a
better
world,
because
organics
and
ecological
landscaping
does
work.
It
is
the
future
it's
being
practiced
everywhere
in
the
world.

turf
management
school

rutgers
university

I've
worked

industry

worked

licensed
pesticide
applicator
in
missouri,
arizona
and
california,

it's
written.
This
bill
would
eliminate
the
use
of
all
pesticides
that
are
currently
being
safely
used
on
golf
courses
within
the
city
of
philadelphia.

federal
insecticide
fungicide
and
rodenticide
acts
known
as
fifra,
in
conjunction
with
federal
pesticide
laws
administered
by
the
epa
outline
the
safe
and
effective
use
of
pesticides
based
on
science.
In
addition,
every
compound
goes
through
a
long
and
thorough
process
for
registration
that
accounts
for
toxicity
in
humans
and
environmental
impacts
when
used
properly.

Approach
that
consists
of
detailed
ipm
management
practices
and
general
agronomic
programming
that
reduces
the
use
of
pesticides
down
to
the
lowest
possible
level.
Pesticide
use
rates
are
on
a
downward
trend
due
to
better
management
techniques,
chemistry,
advancements
and
new
compounds
that
facilitate
ultra
low
volume
use
rates
in
its
current
form.
This
bill
would
make
it
impossible
to
provide
healthy
playing
services
where
we
are
able
to
provide
a
uniform
weed-free
surface
that
allows
us

control
fungal
and
insect
pests
as
well.

certain
pests
within

landscape

require
the
fake
use
of
pesticides
and
that
work
can
be
done
without
any
risk
of
toxicity

humans
or

responsible
use

pesticides
is
critical
to
managing
quality,
turf
grass

landscape
environments.

been
well
documented
and
managed
for
decades
as
it's
written
this
bill,
the
overwhelming
majority

food
crops
grown
in
the
united
states
would
not
meet
the
standards
outlined
under
the
organic
foods.

Amazing
resources,
like
trails

parks,

throughout

are
opposed
to
this
bill
by
the
way
some
use
of
synthetic
herbicides,
many
invasive
weeds,
they're,
very
resistant
to
organic
herbicides
or
require
extensive
reapplications.

landscapes

had
no
attention

group
are

no
way
of
holding
on
your
interest.

wildlife

youth
development
organization

we
run
programs

000
youth,
we're

76
schools
and
youth
service
organizations,
and
we
also
run
two
golf
courses
and
great
partnership
with
parks
and
rec.
Those
golf
courses
are
a
walnut
lane.

Golf
club
and
the
john
f
byrne,
golf
club
first
tee
teaches
life
skills,
essential
life
skills
to
kids,
and
we
use
the
vehicle
of
golf
to
to
keep
these
kids
all
ages.
Five
to
eighteen,
sixty
percent
come
from
a
diverse
background
and
very
important
for
us
is
that
we
utilize
the
golf
courses
as
our
classrooms.

We
use
the
golf
courses
for
our
daily
life
skills
classes
with
our
team
of
diverse
coaches.
We
also
use
the
golf
courses
as
field
trips
for
our
schools.
The
seven
six
schools
will
come
to
the
golf
courses
and
have
stem
learning.
They'll
have
just
outdoor
classes,
where
we
utilize
the
outdoor
space
for
the
kids
to
have
fun,
learn
the
game
of
golf,
but,
most
importantly,
the
life
skills
the
kids
get
introduced
to
golf.

If
they
play
enough
golf,
we
get
them
and
for
everyone's
knowledge
too,
the
programs
are
free
for
our
kids.
We
raise
about
a
million
dollars
a
year
so
that
all
kids
can
participate.
We
also
have
internships.
We
also
have
some
of
our
students
actually
work
on
our
maintenance
crews.
We
did
a
caddy
academy
this
summer
and
then
placed
the
students
at
local
golf
courses,
so
first
tea
is
all
about
opportunities
for
our
kids.

would

close
our
golf
courses
and
unfortunately
that
would
have
a
dramatic
impact
on
52
000
residents
who
play
golf
on
the
goth
courses.
We
would
not
be
able
to
do
any
of
our
classes
within
philadelphia

turkey

have
to
close
and
not
be
able
to
operate
within
the
city.
So
please
consider
you
know
this
important
impact
on
a
long
number
in
the
city
of
philadelphia.

Golf
courses
have
served
thousands

philadelphians
seeking
fresh
air
outdoors
after
spending

hours
inside
golf

Superintendents

our
nature

stewards

make
it
a
top
priority
to
manage
golf
courses
in
an
environmentally
sound
and
sustainable
way.

apply
pesticides,
we
do
so
as
a
part
of
an
established,
integrated
pest
management
program
designed
to
best
control
pests
and
maintain
healthy
turf,
best
management
practices.
Continuing
education,
peer-reviewed
research
and
modern
technology
are
all
important
elements
for
an
ipm
approach
by
today's
golf
course
superintendents.

Furthermore,
pesticide
applicators
and
golf
courses
are
required
to
obtain
state
issue
pesticide
applicator
licenses.
These
licenses
require
testing
to
obtain
in
yearly
ongoing
training
to
stay
up
to
date
with
state
regulations.

general
core
pesticide
education
and
spray
categories
to
keep
them
valid,
and
you
must
keep
them
valid
every
three
years.

been
providing

boys

of

18
for
more
than

league

grown

play
on
summer
tournament,

ball

our
winter
instructional

does

periodic
regrading

dragging
the
infield

to
four
times
a
week

the
season
to
control
weeds.

are
the
essential
tools
for
keeping
weeds

taking

season
ends.
In
late
summer,
we
use
glyphosate
on
a
limited
basis,
to
kill
the
most
stubborn
weeds
that
tend
to
take
over
the
infield
that
time
of
year
and
in
areas
where
poison
ivy
makes
hand
weeding
unsafe.

their
mission
and
a
motivation
for
the
work

is

then

must
be
significant
obstacles
to
eliminating
toxic
herbicides
from
use

pbuff
ppr.

Implementing
those
plans,
ppr
always
short
on
resources,
is
being
taxed
even
more
under
covet
19..
After
absorbing
a
12
and
a
half
million
dollar
budget
cut
12
and
a
half
million
dollars.
Ppr
has
been
asked
this
year
to
run
summer
camps
under
entirely
new
protocols,
run
virtual
access,
centers,
which
are
all
day
classrooms
at
35
sites
across
the
city,
increase
programming
for
teens
and
maintain
parks
where
visitation
has
increased
exponentially
with
fewer
staff
and
fewer
volunteers.

not
the
time
to
add
a
new
unfunded
program
to
ppr's
plate
now
would
be
an
excellent
time
to
fund
a
pilot
program
that
tests
various
methods
for
eliminating
pesticides.

need
to
learn
what
works

maintains
from
playgrounds

woodlands.
The
philadelphia
parks
alliance
is
particularly
concerned
that
a
band
might
increase
invasive
species
in
the
various

merits
of

pest
management

ipm
program,
ipm
was
originally
called
integrated
pesticide
management.

way
for
herbicides
and
other
pesticides
to
enter
indoor
spaces
is
when
landscapers
use
blowers
to
clean
up
grass,
clippings
and
other
materials,
disturbing
pesticide
contaminated
soil
and
making
it
airborne-

probably

have
time
to
read
it.
But
I
was
wondering
whether
I
could
just
give
you
three
quick
paragraphs
from
the
eastern
pennsylvania,
organizer
of
food
and
water
watch.

current
federal
system
for
approving
these
pesticides
is
inadequate,
relying
on
outdated
standards
that
don't
address
our
new
understanding

dose,
exposures
and
possible
synergistic
effects
when
chemicals
interact
or
even
the
real
word
formulations
and
combinations
in
which
these
chemicals
are
used.

cosmetic
use
of
pesticides
on
city
properties,
could
not
only
reduce
the
exposures

pets

baseball

sports
fields

turf
quality
has
greatly
improved,
making
fields
safer
for

mother,

prioritized
the
health
of
its
citizens
and
adjusted
our
budget
so
that
they
could
fund
the
small
increase
in
spending
required
to
employ
organic
practices.

many
cases,

that
active
ingredient
in
the
herbicide
and
pesticide
sprays
that
cause
toxicity
chemical
sprays
have
been
known
to
contain
pfos
chemicals,
also
known
as
forever
cats
and
the
adjuvant
of
sprays
and
the
adjuvant
of
a
spray
is
not
the
active
ingredients,
but
it's
used
to
increase
the
effectiveness
of
the
primary
active
ingredient.
So,
for
example,
piece
of
wheat
and
adjuvants
have
been
used
to
create
a
more
even
dispersal
of
herbicide
and
pesticide
sprays.

just

posted
signs,

single-use

herbicide
travels
into
our
waterways

species
went
