the

I
am
the
Deputy
Commissioner
of
real
estate
for
the
department
of
public
property
I'm
here
today
to
testify
in
support
of
bill
number
one.
Eight
zero,
six,
zero
two
ordinance
authorizing
the
Commissioner
of
public
property,
on
behalf
of
the
city
of
Philadelphia,
to
enter
into
an
amendment
sublease
agreement
with
the
philadelphia
municipal
authority
for
use
by
the
city
of
the
premises
located
at
100,
South,
Broad
Street
under
certain
terms
and
conditions.

This
lease
houses,
the
following
departments,
the
Sheriff's
Office
mayor's
Commission
on
Aging
fleet
management
and
the
tax
Review
Board.
The
lease
is
centrally
located
and
in
close
proximity
to
City
Hall,
with
ideal
transportation
means
for
the
constituents
who
are
traveling
from
all
different
parts
of
the
city.
The
city
has
been
located
in
the
space
since
1998,
with
little
to
no
improvements
on
the
space.
The
new
lease
provides
us
the
opportunity
for
each
tenant
to
properly
upgrade
their
spaces.

We
have
obtained
the
following
tenant
improvement
terms
from
the
landlord
structured
in
the
following
way:
the
tax
Review
Board
and
the
mayor's
Council
on
Aging
will
obtain
$35
per
square
foot,
which
is
a
total
of
six
hundred
eighteen
thousand
two
hundred
and
seventy
five
dollars
to
be
applied
as
requested
by
the
tenant
throughout
their
ten
year.
At
lease
term,
the
sheriff's
office
will
obtain
fifty
dollars
and
ten
cents
per
square
foot
totaling
one
million
five
hundred
forty
five
thousand
one
hundred
eighty
four
dollars
and
twenty
cents
to
be
applied
as
requested
by
the
tenant.

Throughout
their
ten-year
lease
term,
fleet
management
will
obtain
$35
per
square
foot
totaling
six
hundred
thirty-four
thousand
three
hundred
forty
dollars
for
a
five-year
term
to
be
applied
as
requested
by
the
tenant
through
this
lease
term.
In
addition,
at
the
landlord's
so
cost
and
expense,
the
landlord
will
completely
demolish
and
reconstruct
as
part
of
the
landlord's
work
and
at
the
sole
cause
of
the
landlord
to
turnkey
the
Sherriff
space
at
approximately
forty
dollars
per
square
foot
totaling
one
million
two
hundred
thirty
three
thousand
six
hundred
eighty
dollars,
which
includes
furnishings,
furnishings
and
furniture.

The
landlord
will
also
provide
the
following
improvement
at
the
landlord,
so
costs
for
the
third
fourth
and
15th
floors
providing
the
following
new
carpet
throughout
the
space
and
new
underlayment
new
paint
and
patching
new
ceiling,
tiles,
new,
energy-efficient
lighting
and
fixtures,
new
ventilation
registers
minor
millwork,
where
needed
and
rebalancing
the
HVAC
system
servicing
the
leased
premises.
The
amount
of
pedestrian
traffic
that
each
organization
receives
deserves
updated
qualities,
quality
facilities
and
workspaces
of
which
we
are
proud.

It
also
needs
to
be
mentioned
that
the
sheriff's
office
is
required
to
have
firearms
and
provide
protective
services
on
behalf
of
an
organization
which
is
sensitive
in.
There
are
unlimited
locations
in
which
building
owners
are
willing
to
house
these
types
of
uses
in
the
downtown
location.
With
this
close
of
a
proximity
to
City
Hall.
With
this
new
lease,
we
will
occupy
approximately
66,000
631
square
feet
of
office
space.

The
starting
base
term
is
at
$22.50
per
square
foot,
which
includes
common
area,
maintenance
charges,
real
estate
taxes,
trash
collection
in
addition
to
electric
at
one
dollar
and
fifty
cents
per
square
foot,
which
maintains
for
three
years
three
base
years
increasing
at
8.5%,
which
equates
to
approximately
50%
bumps
annually,
actually,
a
little
bit
less.
The
city
has
eliminated
pass-throughs
by
capping
our
expenses.
The
city
recommends
the
property
at
100,
South
Broad
for
renewal.

The
sublease
for
the
property
will
commence
no
later
than
January
1st
2019
for
a
term
of
ten
years,
under
certain
terms
and
conditions
with
fleet
management
services
remaining
for
a
term
of
five
years.
The
Department
of
publicly
published
this
measure
and
accordingly,
I
respectfully
ask
that
the
City
Council
approved
bill
number
one,
eight
zero,
six,
zero
two
I
am
requesting
a
suspension
of
all
rules
as
to
allow
for
the
first
reading
at
the
next
session
of
council.

one

these

reputable

firms

renewals?

are
looking
at
low
to
mid-20s
there
at
the
base
rent
for
a
size
of
a
fifty
thousand

building

per
square
foot,
with
annual
bumps
a
50
/
50
cents
per
year.
Also,
in
regards
to
lease
renewals,
what
is
typically
acceptable
is
$3
to
$5
per
square
foot
a
year
is
what
is
given

mentioned
in

you
explain
simply
the
commitment
a
landlord
has
made
to
try
to
accommodate
the
city
and
it's
may
not
be
wanted.
Another

not
as
inviting

type

flow

public
services.
Here's
essentially
you
have
a
lot
of
the
general
public
coming
in
and
out
of
a
lot
of
you
know
the
multiple
departments
that
you
have
executed
you
lease
this
way,
that's
correct,

the
landlord
has
made
a
commitment
to
revitalize
all
of
the
space,
not
just
the
Sheriff's
Department.
So
all
of
the
space
will
be
refreshed
with
new
carpet
paint
ceiling,
tiles,
energy-efficient
lighting
ventilation
millwork.
In
addition
to
that,
in
regards
to
comps
the
TI,
the
ton
of
improvement
dollars
that
we
are
getting
is
as
if
we
are
getting
a
new
lease.

$35
per
square
foot
for
tenant
review
board
and
the
mayor's
council
aging,
which
totals
six
hundred
and
eighteen
thousand
two
hundred
and
seventy
five
dollars,
and
also
for
flea,
which
has
a
five-year
term
for
$35
per
square
foot,
they're,
also
receiving
six
hundred
thirty
four
thousand
three
hundred
and
forty
dollars.
The
sheriff's
office
is
receiving
50
dollars
and
ten
cents
per
square
foot
in
tenant
improvement
dollars,
which
is
1
million.
Five
hundred
forty
five
thousand
one
hundred
eighty
four
dollars
and
twenty
cents.

last
note
of
savings
that
I
I
can't
help,
but
mention
is
with
some
of
the
operational
savings
with
that.
We
normally,
you
typically
have
occurred
since
and
have
have
taken
in
since
1998
and
with
leases,
and
that's
one
of
the
Trash
common
areas
and
other
operational
savings.

that

will
be
reducing
our
pass-through
cost
by
62%,
whereas
before
it
was
functioning
as
a
triple
net
lease
where
we
were
paying
a
base
rent
on
top
of
operational
expenses,
real
estate
taxes,
trash
collection

electric.

only
be
paying
it's
all
truncated
into
our
base
rent
and
we
will
only
be
paying
for
electric
capped
at
one
dollar
and
one
dollar
and
defense
per
square
foot.

this

moran

I'm
chief
of
staff
to
district
attorney,
Larry
Krasner's
I'm
pleased
to
appear
here
before
you
today
in
support
of
bill
number
one:
eight
zero,
nine,
zero
six,
which
allows
us
to
enter
into
a
sublease
with
paid
for
its
the
JFK
mental
health
and
our
behavioral
health
organization
for
a
new
space
for
the
gun,
violence
task
force,
which
is
located
at
112,
North,
Broad
Street.

Most
importantly,
this
will
enable
us
to
provide
vastly
needed
services
to
our
constituents
at
this
location.
The
gun
violence
task
force
is
a
collaboration
between
the
district
attorney's
office
and
the
Office
of
Attorney
General
Josh
Shapiro
to
target
illegal
firearms
in
gun
violence
in
Philadelphia.
It's
funded
by
a
state
grant.

The
office
has
been
located
at
1400
Arch
Street
since
2010,
but
the
building
has
been
sold
and
will
be
converted
into
luxury,
condominiums
and
apartments
which
forced
us
to
seek
an
alternative
location,
which
we
have
strict
stipulations
that
require
the
gun,
violence
task
force
to
be
within
walking
distance
to
the
courts,
to
be
able
to
house
firearms
on-site
as
well
as
having
an
elevator
open
up
directly
into
the
space.
After
looking
at
a
number
of
different
spaces,
we
identified
112
North
Broad
Street
as
the
one
that
best
meets
our
needs.

The
building
offers
a
close
proximity
to
our
previous
location,
it's
next
door
and
as
well
as
it
meets
all
the
requirements
that
we
need
in
order
to
function.
In
our
current
capacity,
the
space
is
38
hundred
and
99
square
feet
on
the
third
floor
of
an
office
space
plus
a
loading
dock
and
a
freight
elevator
to
service
our
demands,
the
rent
per
square
foot
has
not
increased
due
to
the
move
which
allows
us
to
stay
within
our
budget,
though
this
is
paid
in
part
through
an
annual
appropriation
from
the
Commonwealth.

the
gun,
violence
task
force
Act.
The
landlord
has
agreed
to
fit
out
the
space
with
improvements
that
are
valued
at
approximately
$50,000.
This
will
allow
this
will
include
creating
additional
offices
and
redesigning
the
floor
plan
updating
carpet
throughout
paint,
energy-efficient
lighting,
new
ceiling,
tiles
updates
to
the
lunchroom
and
a
single
entry
wood
door
with
the
glass
insert,
among
other
things,
all
done
in
consultation
with
the
gun.
Violence
task
force
staff.
In
order
to
make
this
investment,
the
landlord
has
requested
a
five-year
lease
term
with
two
additional
options.

attached
to
the
ordinance
describes
the
specifics
of
the
transaction.
Ultimately,
our
goal
is
to
provide
the
best
service
to
our
constituents.
This
new
space
will
help
accomplish
that
and
I
urge
this
committee

and
to
suspend

rules

to
permit
the
first
reading
of
the
bill
at
the
next
session

council
and

would
be
