worked
out
those
issues
and
we
want
to
say
that
the

those
involved.

had
city
involvement
with
one
of
our
leaders
like

said
they
will
work
with
them,

can't

If
we
want

be
moral
people,
we
can't
open

big

hurt
something
smaller,

that's
next

we
want
certainly
that
verbal
commitment
as

even
if
we
pass
this
out

to

all
the
inclusion

commitment

further

are
also
aware
of
the
concerns
raised
by
Kirkbride
and
will
make
every
effort
to
help
work
through
any
such
concerns.

this
project
moves
forward,
we've
spoken
with
Kirkbride
about
this
and
understand
that
this
will
ease
their
concerns.
The
city
conducted
a
competitive
process
to
convey
this
parcel
of
land.
Upon
completion
of
this
competitive
process,

committee
has
recommended
conveyance
to
the
Public
Health
Management
Corporation
I
am
Stone
real
estate
partners,
Michael
Pearson
and
Sam
Patterson
members
of
pH
MC
ironstone
mr.
Pearson
and
mr.
Patterson
and
all
are
all
with
us
today
and
we'll
be
happy
to
discuss
the
plan
for
the
property
in
more
detail.

changed
over

past
several
years,
whether
whether
we
as
a
city

previous
administration
thought
that
you
know
the
police
administration
building.

previous
administration

the

building

needed
services

bring

building

code

otherwise

value

right
and
in

numeric

services

move
forward

providing

full-service
campus

a

service
provided

those
individual
people
is

but

economic

a
ton

selling
at
$17
a
foot
now

blaming
anyone
I'm
just
telling

what's
going
on

elements

The
that
two
appraisals
took
a
couple
of
different
different
approaches
to
sort
of
get
where
they
were
in
terms
of
the
value.
The
Lin
approach,
I
think
reflects
a
a
site
condition
that
changed
during
the
process.
So
when
we
started
this
marketing
process
for
the
property,
if
you've,
if
you've
seen
the
site
plan
for
the
site,
there's
roughly
two
there's
two
parking
lots
that
have
been
carved
out
of
it.

They
were
built
initially
for
the
juvenile
detention
facility
that
was
developed
on
48th
Street
a
number
of
years
ago
when
the
process
started.
Initially
we
thought
those
parking
lots
were
available
for
the
sale
and
they
would
be
able
to
be
used
by
the
development
that
would
occur
on
4601
during
the
process.
We've
learned
because
of
bond
covenants
and
restrictions
related
to
the
Juvenile
Justice
facility
that
that
was
not
the
case.
So
those
those
areas
need
to
be
carved
out
and
the
Lin
proposal
I
think
is
looking
at
is
looking
at.

guess
my
this
is
like
a
bad
dream
for
me.
Every
time
we
talk
about
40:16
market
in
the
Inquirer
Building,
because
I
look
at
this
sign
say
we
have
52
million
dollars
in
this
site,
we're
selling
it
for
10
million.
We're
gonna
lose
42
million
dollars
on
this
transaction.
I'm,
not
saying
this
I'm
just
saying
from
past
decisions,
we're
supposed
to
be
stewards
of
the
city's
taxpayers,
money
we're
losing
42
million.

negotiated
transaction
on
the
enquire
building
that
has
in
the
document
that
this
council
negotiated
financing
fixed
puppy
provided
by
the
seller
as
a
buy
down,
which
means
the
seller
has
to
probably
write
a
check
to
provide
the
financing
of
3.75
fix
for
19
years.
We
don't
take
that
financing.

take

adjustable
rates
have
already
gone
up,

%,
and
in
the
ninth
year,
when
we
have
to
refinance
if
their
rates
are

or
7,
it
will
cost
us
another
200
million
dollars
in
financing,
because
we
didn't
take

plus

million,
and
what
upsets
me
is
we're
not
making
smart
decisions.
250
million
dollars
potentially
on
these
two
sites
is
a
disaster
for
the
city.
That's
what
upsets
me
I'm,
just
venting,
because
I'm
so
upset
that
we
made
these
kinds
of
decisions.

I,
don't
know
that
you
have
an
answer.
I'm
upset
about
the
comps,
while
we're
selling
you
for
$17
a
foot
but
you're
telling
me
that's
what
the
market
is
when
the
get
an
appraisal.
Two
years
ago,
that
was
10
million
for
50,
and
now
the
appraisal
came
in
at
10
million
was
the
prior
appraisal,
including
the
the
parking
lots
you're
talking
about
it.

and
it
did
was
had
except
we
had,
the
asset
was
larger
when
we
started
the
process
and
I
do
think.
The
impact
of
those
parking
lots
is
twofold:
one,
it's
just
sheer
acreage.
It
comes
out
it's
it's
kind
of
a
hole
in
the
doughnut.
It
tremendously
impacts
how
you
redevelop
that
site.
It
carves
it
ups
into
a
series
of
sites
that
I
think
candidly,
the
values
for
the
land
probably
don't
really
reflect.

the
impact
for
that
and
the
valuation
that
I
think
that
was
put
forward
is
is,
is
really
dependent
upon
the
successful
reuse
of
the
building.
So
I
think
the
analysis
and
the
cops
are
a
little
bit,
maybe
not
on
point
because
of
the
separation,
because
this
is
really
a
campus
and
if
and
if
the
plan
it's
the
value
of
the
land
is
so
dependent
upon
the
success
of
redevelopment
of
the
larger
building
I'm.

arguing
the
usage
I'm
just
saying
in
general,
the
decisions
over
the
last
few
years
will
cost
the
city
a
lot
of
money,
and
we
have
you
know
you
have
articles
coming
out,
including
today's
papers,
how
we're
not
moving
the
needle
on
poverty
and
I'm
looking
at
250
million
dollars.
We
just
wasted
it's
upsetting
to
me
anyway.

built
out

providers
that
are
going
to
go
in
there

be
city,
funded
providers

we're

pay
rent,

fact,

making

getting
out,

this
may
be
better
developed
by
a
private
developer.
How
will
we
ensure,
then,
when
the
providers
go
in
there,
that
are
city
funded,
that

reflected
in
their
rent.

hundred

excellent
partnership
with
the
city
and

ability
to
find
rates
that
are
appropriate
for
that
real
estate,

I'm
speaking

a
person
involved
in
a
partner

speaking
to
folks
that
try
to
represent
good-faith
effort,
long-standing
partnership
with
the
city
and
hopefully
a
continued
relationship
where
our
goodwill,
ethics
and
desire
to
serve
the
clients
will
be
manifested
in
always
looking
at
the
financials
and
compensation
in
which
we're
funded
by
the
city.

providers

are
gonna
go

there

funded
and
we're
gonna
be
paying
rent.

assurances

waiver

a
real
value

property

going

to

making

difficult

most

real
estate
developers
in
this

think
you

wrong
when
you
talked

that
square
footage,

this
property
is
located,
this
property
receives
is
the
CM
x3
it
receives.

500%
increase,

far
floor
area
ratio
and
it's
also
in
a
transportation
oriented
district
that
receives
another
30%.
When
the
developer
went
to
one
community
group,
Chestnut,
spruce
Hill,
he
said
that
his
total
square
footage
was
three
million
five
hundred
thousand.
That's
this
potential
total
build-out
based
on
as
FAR's.
So
just.

appraisal

it
was
worth

million.

argument
isn't
so
much
at
whether
it's
worth
10
million
or
not.

argument
is
on
the
city's
behalf.
We
invested
52
million
into
this
project
and
we're
selling
it

million.

we
made
another
purchase
which
is
gonna
cost
us
money.
My
argument
is
how
we
take
care
of
the
taxpayers
money,
so
I
can't
or
I
won't
have
had
this
appraisal,
maybe
14
hours
to
look
at
okay,
so
all
I
could
lean.

far
was
the
land
value
I
didn't
get
into
the

was

fair

heard
rumors

there's

several
developers
that
apply

project

heard
rumors
that
people
from
the
public
property
might
have
been
agents
of
the
phm
see
also.

addition,
we
were
told
that
the

didn't
know
the
the
gentleman
mr.
Pierson,
but
I've
met
him
in
the
meantime
and
I
want
to
thank

his

he's
a
veteran
officer
from
the
Marine

Army

myself,

former
Marine.

think
that
the
issue
is
when
he
comes

front

the
community
group

district
services.

had
a
dealing
with
ironstone,
maybe
four
years
ago,
ironstone

time.

wasn't
a
part
of
it.

when
he
come

and
they're
trying
to
get
this
asset,

they
tell
us
that
they
have
a
minority
developer.

to

comes

front

this
