the
Free
Library
of
Philadelphia,
representing
Siobhan
Reardon.
The
president,
director
of
the
library
who
had
a
prior
engagement
today,
I'm
here
today
to
testify
in
support
of
bill
number
one,
eight
zero,
four,
five:
three,
which
authorizes
the
free
library
and
the
procurement
Commissioner
to
enter
into
a
sublease
agreement
to
lease
public
computers
from
the
Philadelphia
municipal
authority
for
the
use
of
the
three
free
library,
staff
and
customers.

This
ordinance
will
allow
the
free
library,
the
least
2158
personal
computers
and
related
equipment,
plus
cover
maintenance
and
installation.
We
will
be
replacing
and
updating,
equipment
and
fifty-nine
locations,
including
all
49,
neighborhood,
libraries,
three
regional
libraries,
Parkway
central,
the
library
for
the
blind
and
physically
handicapped
two
hot
spots
and
local
nonprofit
organizations
and
three
administrative
units.
The
contract
will
last
four
years
and
will
provide
for
an
additional
transition
period
of
approximately
five
months
for
delivery,
installation
and
removal
of
the
old
pcs.

A
multi-year
contract
is
essential
to
provide
financing
for
the
lease
and
will
be
more
efficient.
In
light
of
the
number
of
computers
that
the
free
library
leases,
the
vendor
will
be
approved
by
the
city
and
our
Thyssen
ranges
for
minority
women
and
disabled
business
enterprises
will
be
set
by
the
Office
of
Economic
Opportunity.
If
council
approves
this
ordinance
before
June
30th,
the
library
can
have
the
new
computers
installed
and
operating
by
January
2019.

Free
access
to
public
computers
is
one
of
the
most
vital
services
that
the
free
library
provides
to
the
citizens.
At
Philadelphia,
too
many
households
are
without
internet
access,
and
the
library
provides
a
crucial
lifeline
with
the
support
of
City
Council.

to
deliver
this
essential
service.

four-year
term

the
lease
we

support

this

with
the
hardware
and
services
that
we're
providing
to
the

the
respect
that
we
have
that
is
built
in
for
public
service,
will
be
able
to
come
and
accommodate
those
features
and
functionality.

support
the

bandwidth

video

more
kind
of
bandwidth
intensive
services

a
secondary
contract

cases,

sides

that

positions

to
be
able
to
deliver
on
what

president
Clark

capital
funding

renovations

Recreation

improvements

I
am

testify
on
bill
number
one:

zero
eight,
which
authorizes
the
city
to
purchase
a
portion
of
property
on
River
Road
along
the
Schuylkill
River
in
Roxboro
councilman
Jones,
introduced
the
bill
on
May
17th
2018.
I
This
bill
is
one
of
many
related
to
a
sewer
construction
project.
The
water
department
is
required
to
undertake
on
River
Road.
Currently
there
is
no
public
sewer
and
on
River,
Road
residents
are
on
septic
systems,
and
many
of
those
septic
systems
are
failing.
The
water
department
has
been
working
with
the
residents
and
is
now
poised
to
construct
a
public
sewer
in
River
Road
to
alleviate
unsanitary
conditions.
The
topography
of
the
area
is
such
that
a
small
pump
station
must
be
constructed
to
direct
flow
uphill
to
a
gravity
sewer
in
Nixon
Street.
I
The
constraints
of
the
public
right-of-way
require
the
underground
pump
station,
be
constructed
on
a
small
piece
of
adjacent
property,
and
the
city's
acquisition
of
that
property
is
what
we
are
discussing
today.
Pwd
has
negotiated
the
purchase
of
an
approximately
30
by
40
foot
piece
of
land
that
will
be
subdivided
from
an
existing
parcel.
The
purchase
price
is
46
thousand
eight
hundred
dollars
with
the
acquisition
of
this
property.
Pwd
can
move
forward
with
construction
and
provide
long
overdue
sanitary
service
to
that
section
of
Philadelphia.

The
water
department
respectfully

be
