allows
the
city
of
Philadelphia
to
acquire
right
away
along
the
former
Kensington
and
Taccone
knt
Rail
Road
and
land
along
the
Delaware
River
to
construct
the
knt
trail
phase,
two,
which
will
be
used
for
recreation
and
transportation
purposes.

Upon
completion
of
construction.
The
trail
will
be
operated
and
maintained
by
Philadelphia,
Parks
and
Recreation,
along
with
its
nonprofit
partner
at
the
riverfront
and
worth
partnership.
The
trails
between
Magee
Avenue
and
Princeton
Street
along
the
Delaware
River.
The
trail
connects
to
the
knt
Trail
Phase,
one
opened
in
2017
and
the
Taccone
Holmesburg
trail,
which
is
in
design.
The
trail
is
part
of
the
larger
regional
circuit
trail
system
and
the
National
East
Coast
Greenway.

authorizes
a
cooperation
agreement
between
the
city
and
the
Philadelphia
Redevelopment
Authority
PRA,
wherein
the
city
will
designate
pra
as
the
city's
agent
to
perform
the
activities
necessary

for
the
acquisition

Street
across

Trail

Hines.
To
have
these
coast
greenway
go
through
the
city
of
Philadelphia

completing
projects

this
corridor

include
the

Baxter
trail,
the
Pennypacker

the
Taccone
Holmesburg
trail,
which

portion

the
viaduct
park.
This
bill
relates
primarily
to
a
triangular
triangular
section
of
the
trail,
located
at
the
southwest
corner
of
13th
and
noble
streets
that
provides
convenient
access
to
the
viaduct
park.

has
an
agreement
with
septa
to
accept
title
to
the
viaduct
park
upon
completion,
which
includes
mostly
fee
simple
title
that
has
already
been
authorized
by
City
Council
in
bill
number
one:

one

however,

small
triangle
of
land
that
constitutes
the
viaduct
park
at
the
corner
of
13th
and
noble
streets
is
not
visa
is
not
fee
simple,
but
rather

easement.

on
discussions
with
the
owner

parking
lot
back

Development
Corporation,
the
Development
Corporation
currently
does
maintain
the
parking
lot
and
leases
it
from
us.
This
is
a
renewal
of
the
existing
lease.
It's
a
community-based
lot,
so
they
use
it
to
collect
the
overflow
parking
from
what
I
understand.
There's
not
a
lot
of
parking
in
that
area.
So
this
is
something
that
councilman
Jones
had
proposed
to
continue
with
this
lease
to
this
corporation,
and
they
are
a
good
partner.
They
maintain
everything
and
we
don't
actually
get
it
too
involved.

is
count,

me
explain
the
benefit
of
it.
There
are
over
100
commercial
quarters
in
the
city
of
Philadelphia.
In
this
particular
one
parking
is
a
premium
in
and
out
trying
to
get
people,
and
particularly
long-term
employees
that
stay
a
place
to
park.
So
you
free
up
the
parking
at
the
meters.
We
have
a
strategic
partnership
with
the
Business
Association
up
there.
They
do
events
like
Harvest
Fest.
They
they
are
a
strategic,
but
for
them
we
would
not
have
a
cleaning
crew,
but
for
them
we
wouldn't
have
maintenance.

this
is
almost
like
a
fundraiser
that
we
as
a
city
doesn't
have
to
do
a
direct
appropriation
before
and
we
put
a
couple
of
improvements
in
there
to
make
sure
that

well
lit
and
safe,

they

grow

without
a
lot
of
vacancies,

fifty
an
ordinance
authorizing
the
commissioner
of
public
property,

behalf
of
the
city
of
philadelphia
to
acquire
fee,
simple
title
to
all
or
a
portion
of
a
parcel
of
land
located
in
or
about
the
area
bounded
by
Castro,
Avenue,
Loretta,
Avenue,
Alden,
Avenue
and
Bligh
Avenue,
all
under
certain
terms
and
conditions.

The
city
will
use
this
facility
for
the
use
of
the
police
district
of
the
2nd
Police
District.
The
site
encompasses
all
needs
and
accommodations
for
this
use,
providing
the
adequate
speed
or
space
requirements
necessary.
The
department

public
property
supports
this
measure
and
accordingly,

respectfully

district

represent

activity
taking

investments

priorities

the

colocation

shared

this
second
district

15th
district.

this
move
and
this
investment
for
Public
Safety.
What
does
that
do
for
the
15
Police
District,
who
also
shares
the
colocation
sure.

It'll
allow
so
the
second,
the
staff
of
the
second
police
district
will
move
into
this
new
facility,
thus
freeing
up
the
whole
entire
parcel
on
harvest
and
not
for
the
15th
Police
District,
who
I
guess,
as
everyone
knows,
who's
been
there
and
has
her
testimony
over
the
past,
probably
20
so
years
he's
completely
overcrowded.
It's
the
largest
Police
District
covers
the
largest
amount
of
area
at
the
15th
in
the
city.
We
have
a
lot
of
plans
to
completely
renovate
that
facility,
so
complete
external
renovations
and
then
internal.

once
the
second
police
district
moves
out
we'll
start
on
the
interior
renovations
on
the
second
police,
district
side
and
kind
of
like
just
do
a
swap
and
then
do
the
other
side
and
actually
adequately
fit
the
space
for
the
employees
of
the
15
police
district.
Because,
as
you
know,
you
did
a
walkthrough
with
us.
They
are
literally
on
top
of
each
other
in
that
district.

the

mean
the
the
15th,
and
this
isn't
an
always
just

15th,
because
we're
talking
about
the
second
right
now

the
second
into
15th
won't
be
sharing

adequate
and
proper
technology

dignity

respect

they

place

they
can

think

problems
as
they

this
really
gives

opportunity

excited

only
the
second
district,

more

at
much
much
better
working
conditions,

it
also
will
alleviate
a
lot
of
congestion

leave
aid.

for
them
to

their
job
safely

efficiently,

well

provide
that
same
kind
of
opportunity
for
the
police,

absolutely.

I
think
is

that
we're
doing
this,

we
looked
at
every
possible
new
technology
that
we
can
incorporate
into
these
new
police
headquarter
buildings

state-of-the-art
up
there
and
we
or
above
the
curve
of
other
cities
and,
for
example,
I'm
sure
it's
gonna
eventually
come
down
to
this.
We
have
tremendous
overtime
in
the
police
department
when
the
police
officers
are
called
in
for
court
hearings,
mm-hm.

is
a
bigger
project
than
just
public
property
involved,
but
I
know
that
MgO
is
looking
at
all
these
various
aspects
of
what
of
what
you're
talking
about.
We
would
have
adequate
space
in
this
facility
to
do
something
like
that.

working
very
closely
with
the
police,
the
police
department
and
OIT
on
this
and
then
M
do
as
they
oversee
the
police
department.
I
know
we're
looking
at
the
overall
strategies
on
this
whole
court
and
court
appearances
and
how
that
works
and
whatnot
so
yeah.

anticipate.

master
facilities
plan
that
I've
spoken
about
I
guess
for

past
two
years,
I
think
we
got
the
funding
last
fiscal
year,
we're
just
wrapping
that
up.

actually
going

doing

you
guys

it's

it's
interesting
so
based
on
facility
conditions,
you
can
get
a
less,
but
also
based
on
expansion
needs
like
demographics.
Things
like
that
area,
you
can
look
at.
Does
it
make
sense
that
actually

19,

Keep
it
where
it
is.

decisions
