This
bill
would
authorize
the
Philadelphia
Redevelopment
Authority
to
facilitate
the
implementation
of
the
most
recent
comprehensive
plan
approved
by
the
Philadelphia
City
Planning
Commission.

plan
identifies
forward-thinking
goals
and
strategies
for
achieving
new
and
appropriate
development
within
the
city
and
will
direct
the
redevelopment
of
the
seats
will
be
more
urban
renewal
area
by
zoning
code
controls

by
the
Philadelphia
City
Planning
Commission.

One
size
does
not
fit
all
in
the
fourth
District.
They
are
places
in
the
fourth
district,
where
we
would
welcome
development,
almost
any
type
of
development,

there
are
places
in
the
fourth
district
that
I've
had
too
much
of
a
good
thing,
and
people
have
discovered
of
this
community
and
have
decided
to
take
single
properties
down
and
replace
them
with
multiple
properties
in
their
stead.

Twins
often
what
we
hope
to
do
with
this
is
measure
and
slow
down
that
type
of
subdivision,
because
when
people
bought
those
properties,
they
had
it
under
the
expectation
that
it
would
be
a
single
housing,
street
and
community.
What
we
hope

do
through
this
legislation
is
continue,
that
quiet
enjoyment
in
that
part
of
town.

work

community
relations
at
arts
and
crafts.
We
are
real
estate,
investment,
development
and
management
group,
focusing
on
repurposing
the
existing
industrial
buildings
in
the
Kalalau
hill
neighborhood.
The
company
was
founded
in
2015
and
I've,
been
with
them
for
two
of
those.

Three
years
now
we
have
grown
in
that
short
amount
of
time
from
five
people
to
15,
and
we
have
generated
more
than
300
construction
jobs
in
that
area.
My
role
includes
community
outreach,
government
relations
and
a
little
bit
of
everything
else
to
make
sure
we're
working
closely
with
our
neighbors
in
that
area.
I
am
here
today
as
a
member
of
the
proposed
bid
board,
which
I'll
be
spearheading
along
with
colleagues
and
neighbors
after
working
in
the
neighborhood
for
the
past
two
years.

that
it
is
in
need
of
the
types
of
additional
services
that
a
bid
can
provide.
Some
of
these
servicemen
services
may
include
paying
for
periodic
cleaning
to
deter
littering
and
dumping
throughout
the
area.
Adding
greenery
and
street
furniture
as
amenities
for
folks
traversing,
the
neighborhood
another
concern
that
has
come
up
in
community
discussions
has
been
the
issue
of
safety
which
a
bid
can
address
by
providing
better
by
paying
for
better
street
lighting
and
wayfinding.

We
also
want
to
be
ready
to
assist
with
the
maintenance
of
the
next
phase
of
the
rail
park
because
we
are
creating
a
bid
under
the
municipal
authorities
Act.
We
have
not
drawn
boundaries
for
this
Vidia,
but
we
plan
to
include
long-standing
businesses
and
residents,
as
well
as
new
stakeholders
in
the
neighborhood
in
our
decision
making
process.
Additionally,
there
are
a
number
of
not-for-profit
organizations,
schools
and
much
anticipated
rail
park,
which
are
all
neighborhood
assets
and
stakeholders
in
this
effort.

look
forward
to
implementing
a
robust
outreach
effort
to
include
all
members
of
the
community
and
hear
all
voices.

have
already
started
a
steering
committee,
which
includes
folks
who
are
interested
in
participating,
however,
unable

commit

a
board

robust,
inclusive
planning
process
conduct
our
own
public
hearings,
consult

city
and
come
back
to
you
with
the
results.

community

economic

the
chairman

Spring
Garden
lending
group

Spring
Garden
lending
is
a
private
lender
in
which
we've
issued
loans
to
acquire
and
construct
real
estate
investment
properties,
and
we
are
headquartered
in
the
callow
Hill
neighborhood.

lent
about
a
hundred
million
dollars
for
Neighborhood
Development
in
the
city
of
Philadelphia
in
the
last
18
months,
I'm
also
the
manager
of
a
real
estate
investment
fund
that
has
a
majority
ownership
interest
in
14
properties
in
this
neighborhood,
and
we
control
about
350,000
square
feet
of
commercial
space
in
about
30
apartment
units.
Before
my
involvement
in
the
neighborhood
I
was
the
CEO
of
Ally
Green
Bank,
with
all
four
of
its
branches
located
in
the
city
and
almost
a
hundred
employees.

was
also
the
founder
of
the
Mount
Airy
Business
Improvement
District,
as
a
major
stakeholder
in
the
callow
Hill
neighborhood,
and
with
expertise
in
forming
and
overseeing
a
neighborhood
bid.
I've
been
asked
to
participate
on
this
big
board.
I
believe
strongly
that,
with
the
opening
of
the
first
phase
of
the
rail
park
and
the
recent
emergence
of
this
section
of
the
city,
the
callow
Hill
neighborhood
will
benefit
greatly
from
the
services
that
a
big
can
provide

I
am
not
only
supportive
of
its
formation
but
I'm
willing
to
offer
any
expertise.

reach
out
to
all

constituencies

proposed
neighborhood

kind
of
services
that
are
necessary
and
make
sure
that
the
board
itself
is
inclusive

all
those
constituencies.

board

the
Cal
Hill
Neighborhood
Association,
and
they
are
very
interested
in
this
idea
happening
a
lot
of
the
issues
and
concerns
that
the
neighborhood
expresses
are
things
that
can
be
addressed

Business,
Improvement
District.
So
there's
a
very
positive
feedback
from
that
group
and
I've
also
been
involved
with
the
Asian
Arts
Initiative
people-power
place
place,
making
exercise
which
was
funded
through
the
William
Penn
foundation,
which
they
identified
community
and
neighborhood
assets
and
ways
that
they
could
improve.

another
I
think
framework
that
the
bid
could
work
with
to
pay
for
and
address
some
of
these
concerns
and
wishes
and
needs
as
well.
So
there
have
been
some
preliminary
discussions
and
the
all
of
these
folks
have
been
interested
in
joining
a
steering
committee
or
advisory
board
as
this
moves
forward
and
we're
more
than
happy
to
work
with
them
and
make
this
a
very
inclusive
process.

grass

grew

in
between
the
pavements
and
concrete,

as
I
was
exposed
to
Parks

Rec
by
my
colleague,
Councilwoman
Blondo
Reynolds
Brown,
myself
Maria
and
your
son
bill
green,
took
a
six-hour
tour
through
two
parts
and
learned
about
different
aspects
of
it.

Since
then,
we've
done
things
like
stop
fracking
along
our
waterways,
I've
done
things
to
make
sure
of
that.
Manito
no
farms
had
to
overlay,
so
it
would
not
be
developed.
I
want
the
narrative
to
go
down
that
we've
spent
more
money
in
my
district
on
parks
erect,
including
the
Belmont,
stables
and
Schiavoni
stables
than
most
of
my
predecessors
combined.
So
I
want
you
to
know
that
I
wasn't
born
green,
but
I
developed
my
green
understanding
and
so
as
a
family
and
friends
of
the
park,
whether
you're
on
the
men
side
or
the
Dell
side.

share

record

live
in
a
neighborhood
where
I
wish
there
had
been
more.
We
mandated
parking
because
and
you're
gonna
hear
from
us
from
someone
from
my
neighborhood
Fairmount,
Civic,
Association
and
parking
is
horrendous
in
that
area.
People
parked
three
four
blocks
away
and
a
lot
of
fair
mounds
hopeless.

this
it's
already
been
developed,
it's
know
a
little
bit
going
on,
but
some
of
these
other
neighborhoods.
We
need
to
do
something
because
it's
clearly
a
problem
despite
what
people
would
like
to
have.
People
have
cars
and
people
need
to
park
those
cars
and
that's
what
we're
trying
to
address
here.

Clean
air
council
is
one
of
the
Philadelphia
region's
oldest
environmental
organizations
working
to
protect
everybody's
right
to
breathe
clean
air.
The
council
serves
thousands
of
members
in
the
city.
Feet-First
Philly
is
a
pedestrian
advocacy
group
that
is
part
of
the
council.

Doubling
mandatory
minimum
parking
requirements
for
apartments
and
multi
units
will
decrease
the
affordable
housing
stock
in
Philadelphia
and
is
a
powerful
subsidy
to
those
who
can
afford
to
own
a
car.
According
to
researchers
at
reinventing
parking
by
building
a
single
parking
space,
a
Philadelphia
renter
would
see
their
rent
increase
between
150
and
400
dollars
a
month,
regardless
of
at
the
renter
owned
a
car
or
not.
According
to
the
US
Energy
and
Information
and
administration,
the
EIA,
the
transportation
sector
has
produced
more
carbon
pollution
than
any
other
sector.

Since
1979,
the
ia
has
cited
the
country's
over
reliance
on
single
occupancy
vehicle
travel
and
a
failure
to
prioritize

driving
modes

transportation
as
having

for

Double
parking,

parking
minimums
creates
an
Auto
Center
culture
like
that
makes

neighborhoods
hostile
to
pedestrians.

Instead,
we
should
focus
on
creating
a
city
and
a
culture
that
puts
people
first
instead
of
cars.
This
bill
is
not
grounded
an
actual
demand
for
parking.
Econsult
solutions
found
that
Philadelphia
renters
are
less
likely
to
own
a
car
than
homeowners
and
that
people
who
live
in
multifamily
buildings
are
also
less
likely
to
own
cars
of
people
who
live
in
single-family
homes.
What
is
in
demand
our
safe
and
healthy
communities
with
affordable
housing
and
transportation
options?

council
urges

not

vote
in
favor
of
this
bill.

ferry

happening

University

to
seniors
who've
been
living
there

who
are

able
to

home

night

get
parking
on
their

balance

sure
this
needs

closer

hard
look,

we
find
the
delicate
balance
between
transit
oriented
development,
which
is
important

we
should
do?
Which
offers
some
balance
and
helping
current
residents
have

opportunity
to
have
a
space
to
park
their
car
when
they
come
home
at
night.

find
the

areas

large
number

people

take
public
transportation

Germantown
shelfs
in
the
shopping

city
of
Philadelphia,
which
really
has
very
limited
capability
in
terms
of
shelters
in
terms
of
seating
for
our
seniors.

we

say
we
want
to
encourage.

transportation,

city
have
to
act
like
it
and

have
to
encourage
septa
to

help
people

up
to

people
get

stand

part

basic

commuted
on
septa

Center
City
for
35
years,
although
I
walked
sometimes
to
get
my
exercise,
but
my
wife
was
working
in
Westchester,
so
she
needed
a
car.

you
know
everybody's
different

think

need

balance.

I'm
pleased
to
say
that
I
think
that
the
if
you
can
reach
a
compromise
and
getting
some
parking
or
some
increase
in
parking
in
the
neighborhoods
and
maybe
not
every
in
neighborhood
needs
it

parts

her
district
are
fine

others
are
really
in
dire

equitable

preserving
affordable

neighborhoods
across
the

is
because
of
our
members
important
work
in
providing
affordable
housing
opportunities
to
residents
in
need
that
I
come
before
you
today
that
you
that,
to
request
that
you
hold
bill
number
one,
six,
zero,
seven,
one
zero,
simply
put
increasing
parking
requirements
for
residential
development
will
decrease
the
amount
of
affordable
housing.
We
are
able
to
produce
with
the
resources
that
we
have
available.

These
requirements
raise
the
cost
of
production
per
unit
and
require
space
that
could
otherwise
be
used
for
housing
and
our
present
climate,
where
resources
are
far
below
adequate
and
there
are
difficulties
in
obtaining
adequate
land
to
build
upon
this
additional
burden
will
necessarily
mean
that
our
members
will
either
have
to
receive
additional
public
subsidy
to
offset
the
imposed
cost
or
if
those
resources
aren't
forthcoming,
have
no
choice
but
to
build
fewer
units.
As
you
are
aware,
Philadelphia
is
in
the
midst
of
an
affordable
housing
crisis.

We
need
more
resources
to
the
to
address
the
range
of
housing
needs,
but
we
also
need
to
make
sure
that
we
are
using
the
limited
resources
we
have
as
effectively
as
possible
at
a
time
of
exceptionally
long
waiting
lists
for
housing,
assistance
and
tens
of
thousands
of
families
in
need.
We
simply
cannot
afford
diversions
of
these
scarce
resources.
How
can
we
ask
a
family
to
suffer
through
another
night
in
a
homeless
shelter
so
that
somebody
else
might
find
it
easier
to
park
their
car?

we
are
sympathetic
to
constituent
concerns
about
shortages
of
an
amenity
like
parking,
we
believe
that
the
necessity
of
affordable
housing
must
be
the
primary
concern.
Moreover,
as
an
alternative
to
more
parking,
we
believe
efforts
to
make
communities
more
transit,
friend,
walkable
and
cycling,
Hindi,
creaser,
lions
and
automobiles,
and
work
to
achieve
the
goals
of
this
legislation
by
freeing
up
spaces
for
people
who
need
them
without
harming
housing
affordability.

approach

a
little
different
perspective.

a
mathematical

way

bill

written
right
now

every
ten
cartridge.
So
if
it's
a
ten
unit
building,
it
requires
three
car
parking
so
to
have
three
car
parking.

spot
is
eight

half
feet

plus
you
need
exterior
walls
plus

needed

entrance
for
a
front
door,

need

three

many
situations

city
where
this

just
not
mathematically
possible,
because
the
lot
widths
do
not

accommodate

thirty-one
civic
associations

SEOs

our
group.

handed
up

of
the
letter
have
been
better
expressed
by
the
clean
air
council
and
the
Pennsylvania
Association
of
CDC's.
We
voted
in
September
that
we
are
in
favor
of
affordable
housing,
and
this
requirement,
as
the
first
witness
testified,
would
increase
everybody's
rents
in
these
buildings.

we've
actually,
rather
than
dealing
with
this
anecdotally,
we
had
votes
on
this
bill
and
we
had
a
vote
in
our
meeting
of
March
and
it
was
15
to
1
against
the
bill
with
4
abstentions.
The
abstentions
wanted
to
go
back
and
reconsider
it.
So
we
convened
again
and
May
14th.
We
we
had
a
meeting
I
guess
about
a
week
ago
and
in
the
votes
and
countless
too
bad
that
councilman
Heenan
is
not
here,
because
he
happened
to
attend
that
session.

votes
we
had

I
believe
there
was
some
issue
as
to
how
many
people
we
did
a
roll
call.

don't
have
the
minutes

I
think
it
was

to

against
this
bill
by
the

We
also

survey
about
four
years
ago
asking

the
questions
that
councilman
Greenlee
asked.
We
got
more
than
two
thousand
responses
and
I'd

happy

send
that

Council,
as
we
did
four
years

didn't
get
a
single
reply
from
any
of
the
17
council
people.

it
seems
to
me
that

Crosstown
participated
in
50
Zoning
Commission
sessions.

There

person
blue-ribbon
panel.
They
hired

consultant.
They
came
up
with

suggest
that
there
should
be
some
sort
of
a
default
that
absent
compelling.

compromises,
be
the

and

haven't
heard

compelling
arguments

change

votes

the
current
situation
is
fine.

throwing
up
their
hands
and

oh,
there

parking

California
is

market
rate
based
parking
if

want
to
park
in

high

neighborhood.

other
words,
you
sell

neighborhood

this

saying
this
money,

generated,
stays
in

neighborhood

to

among
households

$35,000

car
ownership

correlated

living
in
multifamily
housing,
ie
the
subjects

this
bill
and
proximity
to
center

gentrification
pressure-
and

existing
burdens
on
affordability,

agree

parking

issues

concern
is
that
zoning
is
not
about
what
the
current
situation
is.
Zoning
is
about
the
future
and
I
worried
that
if
we
enshrined
increased
parking
minimums,
it's
just
going
to
continue
to
make
this
cycle
even
worse.

what's

movie,
if
you
build
it,
they

come
when

was
looking
for
a
new
apartment.

one
point,
I
had
a
car
and
I
was
trying
to
figure
out
where
I
wanted
to
live.

number

consideration

does
this
apartment
building
have
parking
and
the
fact
that
matters
is
I
chose
where
to
live
in
the
city
and
based
off
of
that
consideration.

increase
the
amount
of
parking
spaces

buildings
are
required

have
you're
only
encouraging
people
with
cars
to
move
to
that
community,
if
we
go
the
opposite
direction
and
encourage
development
that
doesn't
make
considerations

cars.

people
that
don't
have
cars
are
going
to
move
there,
and
maybe
even
if
somebody
does
have
a
car
and
they're
thinking
about
moving
to
the
neighborhood,
they
see
that
the
apartment
buildings
don't
have

ton
of
parking

they
see
that
the
streets
are
crowded
with
all
kinds
of
cars
already
to
begin
with.

to
move

understand

concerns

what's
going

solved
by

curb
management
policies

consequences

to

do

they're
still
putting
in
a
curb
cut
for
only

cars
to
just
meet

strange

have

that

living

remember

walks

parents

neighborhood.

streets

know
where
laundromats
were
corner
stores
were
barber
shops,
the
Acme
supermarket
at
Fairmount

working
families
living
in
the
apartment
buildings

block

Street

also
remember
when
the
slum
Lords
took
over
and
those
families
had
to
move
because
those
houses
within
such
disrepair.

father

with

Gehrig's
disease
in
1972

he

don't
sell
this
house,

neighborhood
will
change,
it

redevelop

he

right
in
the
1980
single-family
homes

built

block

20th
street
to
stabilize
the
community.

what
it
worked.

2010s

we

in

era

repeating
our

except

buildings

going
up

this
700
block
dwarfed
the
buildings

were
there
pre-1970

apartment
buildings

to
four
families
living

complex
that
is
proposed

be
built
on
my
block
is
going
to
be

proposing

unit

means
possibly

additional

parking
spaces
that
do
not
exist

look

read

bill
would
know
that

you
take
a
good
look

all
the
documentation

this
bill,
it

that
the
second
thing
is,
you
know
that
the
community
hasn't
been
consulted
about
this.

have

public
hearings

this

the
Planning
Commission

city
council
office
has
been
open

hear
recommendations.

again

doors
have
always

open

amendments

myth
is
that

it
is
now
where

proudly
call
home

love

neighborhood

neighbors,
both
the
new
residents
and

residents

seeing
the
development
of
the
Francisville
neighborhood
and
new
residents
discovering
this
wonderful
place.

said,
I'm
concerned
with
the
recent
trend
of
converting
these
single
family
units
into
multifamily
residences,
I'm,
not
an
opponent
to
development
developments,
a
natural
part
of
any
city
and
real
estate
at
large,
but
I
think
it
needs
to
be
done
responsibly
and
I'm.
Very
grateful
that
this
bill
has
been
introduced
to
try
and
help
mitigate
some
of
these
irresponsible
trends
that
I've
been
seeing.

saturation,

neighborhood

firmly
believe

the
Francisville
neighborhood

reached
peak
saturation,
particularly

consider

seasonal
influx
of
visitors

we

Penitentiary
during
the
fall
months.
Parking
is
much
more
at
a
premium
that
it
is
normally
it's
almost
impossible
to
find
a
space
for
near
the
local
residence
and

increasing

density.

just

to
make
the
problem
so
much
worse.
So
as
an
art,
the
previous
bill
that
was
introduced.

support

neighborhood
is
dense
as
it

density

community

to
our
neighborhood.

promote
the
growth

stress

present

lines

new
construction

we
continue

rate

every

every
space,
every
inch
of
Francisville
will
be
taken

think
it
is
important
that
we
once
again
focus
on
going
forward.

the
residents
who
may
be
impacted

this

legislation,
but

have
to
start
now

which
affects
zoning
designation
in
Francisville,
where
I
have
been
a
resident
with
my
husband
for
the
past
nine
years
together,
we
have
purchased
and
lived
in
two
separate
homes
and
Fran
vil,
and
our
raising
our
small
children
here.

I
support
this
resolution,
because
the
properties
in
the
neighborhood
were
intended
for
single-family
homes
and
I
believe
that
the
neighborhood
would
best
be
served
if
they
stayed
single
family
homes
or
even
the
occasional
duplexes.
If
we
want
our
community
to
continue
to
thrive
at
our
schools
to
improve,
we
need
to
encourage
families
to
lay
down
long-term
roots,
as
opposed
to
short-term
renters,
who
have
little
vested
interest
in
the
lawn
long
term.
Success
of
the
neighborhood
we've
heard
arguments
from
the
developers
and
our
neighborhood
meetings
that
for
lots
of
those
size
and
Francisville.

If
they
were
in
another
neighborhood
in
the
city,
they
could
and
would
be
built
six
unit
apartment
buildings
with
no
problem.
However,
historically
Francisville
slots
have
always
been
bigger
than
other
areas
of
the
city.
The
homes
currently
for
sale
in
our
neighborhood
by
and
large
reside
on
the
large
lot
that
range
from
1200
to
1400
square
feet
the
same
as
these
properties
that
are
now
being
turned
into
six
unit
or
more
duplex
units.

sorry
single-family
homes
currently
reside
on
these
properties.
So
the
argument
that
you
could
not
build
and
sell
a
single-family
home
on
a
lot
of
that
size
is
simply
not
true.
I,
don't
begrudge
the
developers
and
their
desire
to
build
these
apartment
buildings
as
they
are
trying
to
make
the
most
of
their
investment,
but
their
investment
is
not
what
is
best
for
our
community.
The
average
cost
per
square
foot
in
Francisville
is
289
dollars,
as
opposed
to
the
average
cost
for
these
properties.

For
these
homes
that
are
being
essentially
torn
down
that
are
going
for
$400
a
square
foot.
That
is
what
needs
to
be
affected
by
this
resolution.
That
is
a
cost
that
is
only
affordable
to
a
developer.
The
current
zoning
structure
has
inflated
the
value
of
these
properties
to
a
point
where
a
regular
family
could
not
come
in
and
afford
to
buy
that
home,
even
if
they
were
going
to
put
a
single-family
home
on
it
or
keep.
What
is
there
only
a
deep-pocketed
and
well
financed
developer
and
really
development
company?

This
point
can
buy
these
properties
whereby
the
demolish
a
current
home
and
sell
it
for
units
I
agree
that
residents
should
be
able
to
sell
for
a
market
value,
but
these
properties
are
currently
selling
at
what
at
almost
200%
what
their
property
value
should
be.
The
inflation
is
so
bad
that,
even
if
these
properties
were
down
zoned
and
it
was
corrected
and
their
home
values
change,
their
home
values
would
actually
still
be
compared
to
other
sections
of
the
neighborhood,
an
increased
percentage
based
on
when
they
were
built
and
what
the
value
of
the
property
is.

have
made
other
plans
and
unfortunately,
developers
have
taken
advantage
of
situations
and
made
these
bill
of
sales
based
on
their
ability
to
only
sell
these
multifamily
units
and
I
do
think
that
is
important
for
the
residents
who

middle
of
this

afford
to
buy
and
be
homeowners
and

not

concern

down
zone
areas
like
Francisville,
that's
not
going
to
be
an
option
for
me
in
the
future.

expecting

child

area

Francisville

blindsided
by
this

developed

today

mostly
multi-family
and
we
have
a
very
nice
street.
We
have
a
great
community.
We
have
people
who
are
involved
and
invested
in
the
neighborhood
and
we
all
live
in
multifamily
buildings.

Some
of
us
are
renters
personally
I,
don't
think.
Francisville
is
too
dense
and
I
think
that
anybody
who
does
think
that
has
never
walked
along
Ridge,
AB
or
north
of
Ridge
I've,
because
those
areas
are
in
a
woeful
state
of
blight
and
that
sort
of
blight
is
the
sign
that
the
opposite
is
true,
that
the
neighborhood
is
not
dense.
Enough.
I
would
like
to
address
the
point
that
the
bill
will
concentrate
density
on
the
commercial
corridors.
The
density
is
already
concentrated
on
the
commercial
corridors.

Those
are
the
most
dense
designations
in
the
current
zoning
and
the
properties
in
question.
That
kind
of
spurred
this
whole
discussion,
those
on
19th
20th
brown
streets,
which
are
single
family
but
zoned
as
rm1,
have
not
provided
enough
density
to
develop
our
commercial
corridors
and
if
we
cement
that
single-family
status
with
this
current
zoning,
then
there's
no
way
that
our
commercial
corridors
will
ever
reach
their
density.
Potential.
I
totally
understand
that
inflation
that's
going
on
with
these
properties
and
that
the
only
people
that
can
afford
to
buy
them
are
develop.

The
vast
majority
of
Francisville
is
single-family
and
I
just
want
to
reiterate
that
these
houses
on
these
streets
in
question
were
developed
and,
as
you
know,
we've
heard
in
the
70s
and
80s
when
Francisville
was
a
bladed
hollow
shell
of
its
former
bustling
self.
We
just
heard
census
numbers
14,000
in
the
1960s
down
to
8,000.

Today
they
were
built
to
provide
an
affordable,
rent
own
option
for
lower-income
residents
and
they
served
their
purpose
well
and
now
that
Francisville
is
undergoing
redevelopment,
those
single
families,
those
single-family
houses,
are
inadequate
to
support
the
density
that
we
need
and
that
area
is
under
built
and
right
now
we're
faced
with
a
unique
opportunity
to
totally
transform
this
part
of
Francisville
into
a
vibrant,
dense,
diverse
and
walkable
area.
Francisville
is
within
the
metropolitan
center
of
the
city.

We
are
walking
distance
to
Center
City
and
that
sort
of
location,
commands,
density
and
diversity,
and
anything
less
than
that
would
be
an
under
use
of
this
critical
neighborhood
I
think
that
restricting
these
properties
to
single-family
would
sacrifice
the
opportunity
for
us
to
take
a
huge
step
forward
in
the
development
of
Francisville
and,
while
maybe
the
maybe
there
are
some
benefits
to
the
proposed
zoning
changes.
For
instance,
those
properties
that
are
miss
miss
designated
as
industrial
or
you
know,
residential
when
they
should
be
commercial
industrial
when
they
should
be
residential.

Those
things
do
need
to
be
fixed,
but
I
also
think
that
the
citizens
of
Francisville
and
the
surrounding
communities
need
to
be
involved.
More
involved
and
I'm
involved
in
the
community
and
I
have
been
since
I
moved
here.
Seven
years
ago,
I
only
became
aware
of
this
bill
about
a
month
ago
and
I
I
really
think
that
we
need
to
be
involved.

the

these

missing
