The Committee on Rules of the Council of the City of Philadelphia held a Public Hearing on Monday, October 19, 2020, at 9:30 AM, in a remote manner using Microsoft® Teams to hear testimony on the following items:
200389 An Ordinance continuing the Mayfair Business Improvement District beyond its termination date, in an area that generally includes both sides of Frankford Avenue from the north side of Harbison Avenue to the south side of Sheffield Street and certain blocks of streets that intersect that portion of Frankford Avenue and for which the Mayfair Business Improvement District, Inc., a Pennsylvania nonprofit corporation, is the Neighborhood Improvement District Management Association for the District; approving a plan for the District, including a list of proposed improvements and their estimated cost, and providing for assessment fees to be levied on property owners within the District; authorizing the Director of Commerce, on behalf of the City, to execute an agreement with Mayfair Business Improvement District, Inc. relating to the District; and authorizing Mayfair Business Improvement District, Inc. to assess property owners within the District a special property assessment fee to be used in accordance with the approved plan; all in accordance with the provisions of the Community and Economic Improvement Act, and under certain terms and conditions.

reauthorization

mayfair
bid
we

testifying
here
today

have

executive
director,
donnie
smith
and
the
chairman
of
the
mayfair
bid
mike
scotis,
both
who
are
in
very
critical
roles
with
the
success
and
the
successes
over
the
first
five
years
and
continued
success
as
we
move
forward,
especially
during
these
times.

with
the
founders
everybody
who
had
served
on
the
board
voted
by
members
and
of
the
service
area
and
continue
to
serve,
and
new
members
have
done
an
incredible
job
with
marketing
our
businesses
in
the
mayfair
corridor,
who

done

incredible
job,
with
making
sure
that
the
service
area
is
clean
and
also
hosting
events.

the
year

throughout
all
times
of
the
year
over
the
years,
in
encouraging
people
to
shop
local,
to
buy
local

promote

believe

this
bid
has
been
a
huge
success
in
the
sustainability
when
our
small
businesses
needed
it.

most

reauthorization
through
this
legislation
and

final
passage
eventually
are,
is
extremely
important

near

dear

mayfair
and
the
surrounding
community.

want
to

cleaning
and
beautification
and
special
events
is
something
that
I
think
everyone

mayfair
has
noticed.
In
addition
to
those
services,
I'd
want
to
call
out
the
work
that
the
bid
has
done
recently
in
reaching
out
to
businesses.
Over
the
last
five
years.
We've
noticed
that
mayfair
businesses
are
much
more
aware
of
the
commerce
department
services.

much
more
interest
in
all
of
our
programs,
and
this
has
been
especially
important
during
covid
when
we've
been
promoting
different
business
relief
programs.

donnie,
his
ward
and
supporters
of
the
bid
have
done
a
great
job,
making
sure
that
all
of
their
businesses
within
their
large
district
know
about
all
these
programs.

think
you

they're

paying
for
services.

the
services
that

bid
offers
to
the
community
and
its
core
missions

exactly

quality
of
life
that
our
neighborhoods
and
our

our
quarters
desire

try

achieve.

the
commerce

critical
part

its
success,
their
their
communication,
their
collaboration,
their
openness
and
their
willingness
to
talk
things

and

the

bid

some
of
their

here

mayfair

we

together
brought

northeast
philadelphia.

first
arts
festival
we've
had
it
two
years
in
a
row.
Obviously
we
didn't
have
it.
This
year

announced
a
mural
mile,
where
there's
going
to
be
in
the
fight:
seven
murals
within
a
mile
stretch
of
the
commercial
quarter,
hosting
many
multicultural
events
and
many
more
other
events,
and
that
is
all
in
collaboration
with
dennis's
support
and
our
commerce
department
support.

amends
the
philadelphia
zoning
maps
by
changing
the
zoning
designation
of
a
portion
of
land
located
within
an
area
bounded
by
buckiest
street,
extended
the
delaware
river
orthodox
street
extended
and
richmond
street.
The
proposed
bill
will
change
the
zoning
designation
for
a
portion
of
land
from
rmx2
residential
mixed
use
to
sppoa,
which
is
parks
and
open
space.
Active
the
department
of
parks
and
recreation
requested
the
new
designation
to
accommodate
the
new
riverfront
north
park.

rezoning
will
conform
to
the
recommendations
in
the
city's
comprehensive
plan.
The
zoning
will
facilitate
a
new
9
million
dollar
park
on
10
acres
of
vacant
land
and
connect
the
residents
of
bridesburg
to
the
delaware
riverfront.
For
the
first
time,
the
philadelphia
city
planning
commission
will
consider
bill
number
200416
at
its
meeting
of
october
20
2020,
where
the
staff
recommendation
will
be
for
approval.

will
be
happy

planning,

or
the

out

way

of
these
are
to
fix
bugs
some
are
related

legislation.

already
passed,
we're
required
to
prioritize
these,

response

business
improvement

smith

I'm

executive
director

the
mayfair
business
improvement
district.
Currently,
I'm
the
only
employee
of
the
mayfair
bid.

The
mayfair
bid
works
closely
with
the
mayfair
community
development
corporation,
as
well
as
the
mayfair
civic
association
who
oversees
zoning
matters
in
mayfair,
I'm
a
lifelong
resident
of
mayfair
and
I'm
passionate
about
my
neighborhood.
I've
served
as
the
board
member
of
the
mayfair
civic
association
since
2009
series
are
president
from
2013.

Mayfair
is
home
to
several
bars
and
restaurants
to
feature
an
eclectic
mix
of
food
and
beverage
choices
within
two
miles
of
mayfair.
You'll
find
a
wide
variety
of
mom-and-pop
type
shops,
studios,
salons
and
spas.
Everything
you
could
ever
want
or
need
can
be
found
in
mayfair,
including
the
original
chicken
beets,
the
original
philly
soft
pretzel
factory
and
the
original
factory
donuts.

Since
its
formation,
the
mayfair
bit
has
worked
tirelessly
to
keep
our
carter
clean
and
to
market
our
neighborhood
for
visitors
and
futures
and
future
businesses
alike.
Our
challenges
today
aren't
much
different
than
what
other
neighborhoods
in
philadelphia
are
facing,
including
graffiti
homelessness,
drugs
trash
and
illegal
atv
and
motorcycle
riders.
That
may
fair
bidders
work
closely
with
our
local
police
department,
as
well
as
councilman
heaton's
office,
to
remediate
these
problems
and
will
continue
to
do
so
in
the
future.

mayfair
bid
was
formed
after
several
years
of
mayfair
business
association,
the
mayfair
business
association
had
been
around
forever
and
it
was
a.
It
was
a
voluntary
program
where
several
our
business
owners
wanted
to
see
changes
in
the
community
they
didn't
want
to.
They
wanted
to
see
you
know,
banners
and
and
promotional
events,
and
things
like
that,
and
it
was
you
know
it
was
a
voluntary
buy-in
and
unfortunately,
we
were
just
never
able
to
raise
the
revenue
in
order
to
be
able
to
do
that.

So
we,
the
mayfair
community
development
corporation,
as
well
as
every
other
mayfair
organization
and
and
your
staff
gathered
together
and
formed
the
the
mayfair
bid,
which
then
gave
us
the
revenue
that
we
needed
in
order
to
do
everything
that
these
business
owners
and
property
owners
wanted
to
do
in
mayfair.
We
have
you
know
some
spectacular
events
up
here.
We
have
the
mayfair
fallen,
heroes,
run
the
mayfair,
the
mayfair
mayfair
mayfair,
auto,
show
we
brought
that
back
to
frankfort
avenue.
We
used
to
have
that
for
years.

mean
it's
just
been
spectacular:
the
amount
of
work
that
we've
been
able
to
do
here
in
mayfair
since
the
formation
of
the
bid-
and
you
know,
unfortunately,
you
know
a
lot
of
these
events
and
pro
events
specifically
had

be
cut
back
because
of
the
because
the
coven
19.
However,
you
know,
we've
definitely
got
these
things
on
our
list
to
do
to
expand
upon
moving
forward
in
the
2021,
and
I'm
really
looking
forward
to
that.
